He was so poor that when he was arrested, his parents couldnt make 3000 of bail. He spent three years in rikers. A 16yearold kid. Nobody deserves to be in prison for three years without a trial date. The sixth amendment says that you get a trial, it also says you get a speedy trial. I do not what happened to him in prison, i can only imagine. He tried to commit suicide four times. This should not happen america in america. It is this report shortly happening to blacks hispanics. You know what, if we were the party that cared about the entire bill of rights, nobody on the democratic side does anything about this. The party that was once the emancipation could become the party of the entire bill of rights again i think you would see a seachange. [applause] people asked me, whats the worst thing going on in washington . Is a obamacare . What the president has done to immigration, war powers . I say, frankly, it is all of the above, but the category i would lump bit under is that the separation of powers is collapsing. Our Founding Fathers were so precious in saying that they would set up these branches, and madison said that we will take pit ambition against power. Not so much anymore. This is one of the most disappointing parts of partisan politics, democrats just agree with the president. I think you should stand up to him even if you agree what he did. You can have a president who just creates the law on his own. One of the people that our Founding Fathers look to was montesquieu. He wrote that when the legislative starts to legislate a tyranny will ensue. People say, the president is a good man, he wont do anything wrong. That is what his supporters say. [laughter] even if you want to accept that, the reason we have roles as for the person who comes on after that. Madison also said, if the government were comprised of angels, we wouldnt have to have rules or constraints. A few years ago, we had a debate. In 2011, we had to be over whether or not an american citizen could be detained without trial. People said, we have to get terrorists. And i said, you realize, the terrorists could be you. Some of the description of the terrorists is somebody who has changed the color of their hair lately, has more than one where ca weapon at home. You think there might be a time where you say i want my trial i want to process. We had this debate in the senate. You will hear from some of these people. When you hear from the loudest critics of me, some of these are these people. They say when you ask for a lawyer, it you just tell them shut up. Really . That is the discourse we will have in this country to go when someone asked for aa lawyer you tell them to shut up. One of the senators said, i acted incredulous. And i said, you would send someone to guantanamo without a trial . And he said, yes, they are dangerous. A kind of begs the question, doesnt it . Has there been a time in history where we have decided who is dangerous based on the color of their skin or based on their beliefs, or because he didnt look like us, or had a different religion. Are we going to give up on a right to trial so easily. Remember Richard Jewell . The media convicted him within hours. He fit the profile, he had a back act, he was a interwork, he had glasses. My goodness, we will be arresting a lot of people. He was arrested, but he didnt do it. He was on the bomber. He had nothing to do with the bombing. I tell people, the reason you have due process think if Richard Jewell had been a black man in the 1920s and the south what would have happened to him . He may not have survived until today. We were once the party of the bill of rights lets be that again. It is the party of the unpopular. The bill of rights is more for the unpopular than anyone else. Everything goes well for the quarterback, the prom queen. The bill of rights as for the least among us, for the potential. [applause] of all the things that have gone on in the last six years, of all the scandals when i think of scandals, i think of all mcdonald here a scandal, they are scandal. What bothers me the most, i think, is benghazi. [applause] the reason is this. We have a potential nominee on the other side wants to be the commander in chief. There is a bar you must cross, will you defend the country . Will you provide security when it is requested . To me, it has nothing to do about the talking points. That was spain, disingenuous politics as normal. That to me was not as important. Even the day off, i can grant that mistakes can be made, however, somebody made the mistake of having the support system too far away, that should be corrected. But really, what i fault Hillary Clinton for the most is that nine months they pleaded day in and day out for help. In february, you have a six person Operations Unit brought home. Another month later, another six person Operation Unit at home. You get to april, and they are saying this is ambassador stevens we want a plane in case of emergency. You remember, when the tame come, time came, they were begging the libertarians for a plane. And you know what she of proved three days later . A chevy volt charger for the enoug vienna. And yet not enough money for a 50yearold plane flipped back starts to fly around in case of emergency. This goes on all summer long. The state department under Hillary Clinton sent three comedians to india. She spent 650,000 on facebook ads. It seems the state department does not have enough likes on the facebook. She spent 5 million on crystal ball where. All along, not enough money for security. Time after time, the soldiers were told not to wear their military style boots to not offend the libyans. It is politically incorrect to show weapons they were in the middle of a war zone which gives me even farther back, why the hell did we ever go into libya in the first place . [applause] this is something, if you watch closely, will separate me from many other republicans. Other republicans will criticize the president , Hillary Clinton and their foreignpolicy, but they are doing the same thing 10 times over. Everyone who criticizes me once troops on the ground. I think it was a mistake to be in libya. We are less safe. Jihadists swim in our swimming poll now. It was a disaster, we should have never been there. [applause] we go through the summer, security request after security request denied. We get to august. Ambassador stevens is sending his own cable directly to the clinton, we are worried about being overrun by the jihadists. When she came before my committee, that is when i asked her, i said, mrs. Clinton, did you read the cables. Her answer was like, no, that is way below my pay grade. Really . Libya is one of the most ages countries in the world and you did not read the cables directly from the ambassador. Her not doing her job, her not providing security for our Diplomatic Missions should forever preclude her from holding office. [applause] thank you. If we want to protect and continue prosperity at home, we have to defend ourselves. Without question, the number one priority of the National Government is federal to spent defense. It is the one thing you have to do with the federal level. [applause] but we have to decide when getting involved is good and one is not so good. There is a group of folks in our party who think it is always good. There is a group of folks in our party who would have troops in six countries right now, maybe more. There are people in our party who supported giving arms to gaddafi before they supported giving arms to the freedom fighters, who turned out to be al qaeda. Im not saying dont be involved around the world dont protect our interests, we do have to do something. But, think about it. As a position, weird talking about do no harm. Libya was a mistake. If you can say one thing that is probably true in the middle east, every time we have toppled a secular dictator, we have gotten chaos and the rise of radical islam. If we want to defend our country, we have to know the enemy, and we have to name the enemy. [applause] the president wont name the enemy, but i will. It is radical islam. Until we name it, we cannot defeat them. I will tell you this if i am ever commander in chief, i will do everything it takes to defend the country against radical islam. [applause] as we move forward in the process, you will hear from a lot of folks from all different spectrum of the party. The one thing i would like to leave with you if i would like you to think about how we will move forward and how we will win. I think we need to stay true to principle. I dont think we need to dilute our message, but thinker message does need to be carried to new people. [applause] we need to talk to business owners, to workers, to rich, poor, white, black, brown. We have to get out there and go places we havent been going. As we take our message forward, as we proclaim our message, i like to think of the image of a painter who sent a young painters, paint like a man coming over the hill singing, i think when we proclaim our message with the passion of patrick henry, but also like a man coming over the hill singing, we will be the dominant party again. [laughter] on the day that Hillary Clinton announced that she was running for president , Elizabeth Warren was on television announcing that she was not running for president. Do you believe that the democrats will run Elizabeth Warren as hillarys Vice President . If so, how do we respond to that challenge . Sen. Rand paul im starting to worry that when Hillary Clinton travels, there will need to be two planes. One for her entourage and one for her baggage. [applause] im concerned that the plane with the baggage is really getting heavy, and i concern that there will be more of a primary than anyone thinks over there. Heres the thing. The whole email thing she think she is above the rules she doesnt have to use a government server, that her server was protected by the secret service that she think that there were floppy disks in her basement . There will be a lot of conflict of interest. I think it she really wants to be this candidate that proclaims about womens rights, taking money from saudi arabia, per burn ei . Seven years ago, a woman was raped by several men. They arrested the woman. Does anybody remember south africa and the apartheid . People rose up and stopped investing. You would think that she would not take money from saudi arabia. I wouldnt put it to anybody in the democratic primary. I think theres a lot going on over there. She has had a very difficult month or two, i think she will have more when she finally starts taking questions. This is probably more of a state question. You may me think of it when you brought up the house in detroit and how it was taken from the grandmother. We have seen several situations lately. In fact, there was one in the boston area where a child went into the hospital, the doctor the parents disagree, and the child was taken away from the parents, not for good reason. The court got involved, and the child was away from parents for a year and a half. Is there anything, at the president ial level, or senatorial level, these kinds of things we are not talking about children. Sen. Rand paul i am very aware of the circumstances you are talking about. In my state, i have a friend who was homeschooled 30 years ago. His parents were arrested. This was before laws changed. It sparked the change in laws. Kentucky was one of the first states to allow homeschooling. His parents were indicted, and on the way to court when the legislator finally decided to change the law. Similar things with medical questions give very complicated. I think state should start with parental rights and it would be very rare that children be taken away from parents. You cant say never, i am a very big believer in the family and that rights are originate with the family. Thank you for coming to New Hampshire, senator. Recent reports indicate that isis has cans just south of the border, and some say that they are in the United States in caps. The military dock doctrine of the United States is to attack them before they get back close. Would you use military force to prevent them from getting close . Sen. Rand paul the short answer is yes. The long answer is that in december of this year, i actually introduce a declaration of war against isis. My complaint is that it is apparent does if the president doesnt unilaterally he doesnt goo through congress. The constitution is very clear if you go to war, you go through congress. They were passing a water bill in africa, and i attached a declaration of war against isis. They were very happy with me. I told people, if i were president last summer i do look for an american interest, not just that people, but an american interest. I thought baghdad was increasingly endangered, and the iraqis are sort of our erstwhile allies. I savor as well because i think they need tear away uniforms so that they can run cli quicker. If we dont do this, we will never learn. Why did isis grow stronger and how . Well, we put 600 tons of weapons in the syrian war. You have assad on one side and the islamic rebels. We say we didnt get the weapons dices, but a lot of them and step in their hands. I voted against arming the islamic rebels. So we have to think, when his intervention good or bad. There is not one islamic rebel group that would recognize israel. That is one side. The other side is assad. I have met a lot of syrian christians. The next time you come across a syrian, or syrian christian you asked them, which would you pick, isis or assad . No question, they would pick assad. And he is not a great guy but them him to isis. So yes, i would support military action against isis. Thank you so much, senator for taking my question. I remember your issue on the national right to work acts. Is that your plan as president . Sen. Rand paul yes. I am a big fan of right to work. Either at the local level [applause] local level, state level, or National Level. I think we will get a vote on it.
