answer. all the opposite side has to do is to stop supporting a bill that would allow the biggest banks in america to rip off the people one more time. we bailed out the richest banks in america with the people's money. the people do not want that anymore. and so this provision that's in the bill that would allow them to basically put us all at risk because they want to trade these derivatives and be protected with fdic cannot go on. and so there are a lot of other things in this bill that's unacceptable. i am the ranking member of the financial services committee and i worked on dodd-frank. they're trying to undermine dodd-frank. they've been trying to get rid of dodd-frank piece by piece. we have to fight it every day. i am not going to let the people down. democrats are not going to let the people down. we're not going to vote for anything that's going to give the store to the biggest banks in america one more time. the speaker pro tempore: the gentlelady's time has expired. the gentleman from kentucky -- the gentlelady from new york. mrs. lowey: mr. speaker, i'm very pleased to yield one minute to the distinguished minority whip, mr. hoyer of maryland. the speaker pro tempore: the gentleman from maryland, the minority whip, is recognized for one minute. mr. hoyer: thank you, mr. speaker. ever aker, and members, since the conference report was reported out, leader pelosi and i have told everyone how objectionable the two provisions that have been discussed are on our side of the aisle. we think they should not be in an appropriation bill. we think that they should be considered on their merits or demerits. unfortunately they are on the bill. i rise in support of the bill. notwithstanding, i have vigorous objection to these provisions. i rise because i frankly think that pursuing c.r.'s, continuing resolutions, on a continuing basis is harmful to our economy, harmful to the growth in jobs, harmful to our national security and i regret, i regret that the homeland security bill has not been included for a year as well. we undermined national security by that limitation. but nevertheless in a world of alternatives i have concluded that it is better for us to cromnibus as it is referred to than it is to defeat it. so i urge my members to vote for this cromnibus tonight. and i yield back the balance of my time. the speaker pro tempore: the gentleman yields back the balance of his time. the gentlelady from new york. mrs. lowey: mr. speaker, may i ask how much time is remaining? ms. jackson lee: i ask to address the house for one minute. the speaker pro tempore: without objection, the gentlewoman is recognized for one minute. ms. jackson lee: madam speaker, it has been a long day and i believe the american people have seen the best of what america is in the vigorous debate and review of the future of this nation. yes, there are some positive aspects to the appropriations bill. the $5 billion in funding for ebola treatment. and of course the $2.2 billion for the rule development -- rural development account which will help my constituents, helping them rebuild a burnt down police station of which i hope to work on. and yes the $18.1 billion for nasa, $363.7 more than the 2014. but i believe that out of good conscience i would not want to stand in support of again going backwards and allowing banks to be engaged in derivatives and having american taxpayers pay for their actions. i believe in opportunities in banks and investment, but not the derivative work that causes them to be able to have the taxpayers pay for their mistakes. and then finally i believe there's too much money in campaigns and politics. and now in this bill that will be signed by the president, $300 million will be allowed to e given by one individual as opposed to the $97 -- $300,000 as opposed to the $37,000 or $97,000. let's get back to legislating for the people and we can all join together for a good legislation. i yield back. the speaker pro tempore: for what purpose does the gentleman from california seek recognition? without objection, the gentleman is recognized for one inute. mr. lamalfa: thank you, madam speaker. i rise tonight in sadness to acknowledge the loss of a dear friend, robert conan. bob is a guy that loved life and loved sharing it with his family and friends. he could be happiest out in one of his orchards or in his apiary, forming new queen bees in their little queen cages, or on the back of a motorcycle or under the hood of a dodge or ford hot rod. he loved sharing that with everybody. he's a guy that was a humble man, but yet a real innovator, with harvesting equipment, orchard practices, bee keeping practices, it really put him at the cutting edge. even the humble man he was. you could see some of that humbleness in the things he said. one of the funny ones was that he didn't want to have to have a big birthday or big event on a weekend because, as he would say, it i don't want to screw up a guy's weekend. so indeed in that humility, his family held his memorial service yesterday on a wednesday at noon. maybe so it wouldn't screw up a guy's weekend. bob was a great man, a pillar of the community, a piller in agriculture. he'll be severely missed by his wife, his sons, his brother, his sister, a whole bunch of family and friends that call him family, call him a dear friend. god bless him. i yield back. the speaker pro tempore: for what purpose does the gentlewoman from hawaii seek recognition? ms. gabbard: i request unanimous consent to address the house for one minute. the speaker pro tempore: without objection, the gentlewoman is recognized for one minute. ms. gabbard: thank you very much, madam speaker. there are two kinds of people serving here in congress. those who are here to serve the interests of the american people and those who are here to serve the interests of the big banks and wall street speculators. the big banks that forced the american people to bail them out in 2008 are even bigger today than they were before. and this bill that passed today sets the american taxpayer up to bail them out yet again. the passage of this bill brings us ever closer to the precipice of an economic disaster that will make the 2008 meltdown seem like a picnic. madam speaker, i yield back. . the speaker pro tempore: the gentleman is recognized for one minute. mr. rahall: in one minute, the congress of the united states continues to attract some of the minds.st mind and eegest they are are our staff and because of time constraints, i can't go through all of them but i will insert them into my record. started lic record with robert c. byrd. ratored as an elevator op for senators-only and i know about responding to the mail and during the long hours and thankless task to keep this place running for the people they are elected to serve. and they are our staff. the l put their names in record. suffice it to say, i appreciate their hard work and labor as do the people of west virginia. i have served on two committees, the first one was called the public works and transportation committee and then changed to transportation and infrastructure committee. house d on the house and resources committee and chaired the subcommittee on mines and mining and serving on that house resources committee. i do appreciate, mr. speaker, that all of us in this body are all bridge builders. we have tried and i have tried hard to build bridges between our coal miners in our state between our advantaged and disadvantaged and to provide jobs and protect jobs in our fields and the air we breathe. we all seek the world of peace. i'm proud of my record in my 38-year record in protecting and black lung benefits and safety for our coal miners. soughtry leff from excessive helped ons, and i building our infrastructure, whether transportation, technology. have created vital white waufer rafting areas and which s it is called the new river george. my grandfathers came to this country and worked hard. they lived the american dream. i traveled the middle east including with president clinton in the december, 1988 when he became the first u.s. president to set foot. i met with queens, kings and war lords, you name it in this region. and many times were not in sync with our policy. i have long advocated for human rights, dignity and relief. madam speaker, i do leave this body with a great sense of pride and a great sense of accomplishment and what we have been able to do for the people of west virginia. i do appreciate my colleagues to reflect with me on what has been a remarkable personal journey and serve the people. assist ant to the democratic whip through the watergate years and through the 38 years, it has been both exciting and frustrating, full of fast-paced days and long drawn-out nights. it has been full -- at sometimes tears,, sometimes laughter and has been an experience that i truly appreciated and loved every minute of it. and i want to say in conclusion, i thank god. i thank my family for their support. this is the 10th anniversary and we celebrate knowing there has been a great ride in this institution. my late father stood behind me. my 89-year-old mother now living in my hometown and my brother and sisters have always been there, my three children have always been behind my career and all three of my grandchildren. that's what's it all about. making this place a better place for our children and grandchildren to live in. my heart felt thanks go out to the people of west virginia. i fought for our courageous coal miners and happy to see that those issues noticed by the coal miners will not be honored in most cases and the coal miners will be able to keep their jobs. i have been deeply to keep their jobs. and stand up for our american heroes and veterans. i thank our working men and women, our seniors, who strengthened this nation with their contributions. and may god bless our teachers who shape the future of our youth. in concluding this chapter in my life, i offer my thanks to you, each of you in this body, my colleagues, for the experiences for representing the diversity and lifetime of lessons for the trials that you have shared and taught me. i have had the high honor of serving the servants. thank you and god bless this house of representatives. god bless our country and i yield back the balance of my ime. the speaker pro tempore: for what purpose does the gentleman from pennsylvania seek recognition?
