Men whi meanwhile, cnn has learned that in the first phone conversation between President Trump and members of his new business council, Industry Leaders told him there would need to be guarantees of rampedup testing before people can return to work. Also tonight, the l. A. Times is reporting that mayor Eric Garcetti indicated in an internal email that los angeles may not necessarily allow large gatherings including concerts and sporting events until 2021. This comes as Los Angeles County saw a Record Number of deaths for a second straight day. Ill speak with the l. A. Mayor Eric Garcetti and new york city mayor bill de blasio in just a few moments. First lets go to cnns nick watt joining us from l. A. Right now. Nick, the u. S. Death toll continues to climb. Reporter it does, wolf. And we are now also getting a glimpse of what life might look like after the lockdown. And its pretty far from the old normal that we were used to before any of this began. You mentioned this email by this source at the l. A. Times, allegedly from a source at the fire department. In it is a statement that large gatherings including concerts and sporting events may not be approved in l. A. For at least another year. For us to really get back to normal, well need a vaccine. Its over when we have a vaccine. You want to use new york state as a laboratory . Were ready, willing, and able. Reporter but a vaccine could take from eight to 18 months. Meantime, to reopen at all, we need lots of testing and theres a potential impasse. The governors are supposed to do testing. Its up to the governors. We cannot do it without federal support. Reporter well reopen a bit, but this summer will still be different to all other summers. Take our national pastime. If we move too quick, put 50,000 people in yankee stadium, and thats part of why you see a resurgence of the disease, that would be the worst of all worlds. Reporter california exploring disposable menus and servers wearing face masks. Were going to have some social distancing as a critical part of our strategy going forward. Reporter starting soon, new yorkers must carry a mask everywhere they go and wear it. In a situation, in public, where you cannot maintain social distancing. Reporter new jersey now names and shames stayhome scofflaws. From loitering in Public Places to stupid things like holding front lawn pink floyd cover band concerts. Whats encouraging is that there is more compliance now than at the beginning of the emergency. Reporter reopening will be rolling regional. New york and new jersey may have passed the peak. Meanwhile, massachusetts has climbed to the third highest case count in the country. Even on these goofy phone calls i have with my dad, i try to say more. Because you just dont know anymore what the future is going to hold. Reporter the fda issued emergency authorization today for two more antibody tests that could identify those safe to work, but the things that we dont know is that in general with viruses that we deal with all the time, when you develop an antibody after infection, it almost invariably means youre protected. We dont absolutely know that for sure yet. Reporter the cdc now estimates nearly 10,000 Health Care Workers have been infected with this virus. And the food and retail union now running this psa, says 30 members have been killed by covid19. Do i think they should receive hazard pay or appreciation pay or whatever kind of pay you want to call it . The answer is yes, i do, because theyre taking more risk every single day. Reporter they want grocery clerks designated as extended First Responders. Thats our new normal and will be for a while. Wolf, you mentioned it, here in l. A. County were now on our second executive day of a record death toll. But the system is holding, the preplanning is paying off. This entire hospital behind me was set aside for covid patients, theyre calling it the l. A. Surge hospital and there is still capacity. Wolf . Were hearing about the new normal, what it will look like as cities across the country including new york, of course, consider reopening. Youve said reopening too quickly and seeing a resurgence of the virus, in your words, would be the worst of all scenarios. What will the new normal be in new york city as a result of this pandemic . Lets say over the next year or so. Yeah, wolf, its all about taking steps cautiously, being sure that were making progress, not letting our foot off the gas on the social distancing and the shelter in place until we know that we have progress. Look, what were seeing in new york city in recent days, some improvement, wolf. But were still losing a lot of people. Were still seeing a lot of people going into the hospital. Folks fighting for their lives. Even when you see some improvement, it does not mean were out of the woods. So i think the smart thing here is to take this in steps and remember that the thing, if were getting any improvement at all, its because people believe in the social distancing, theyre practicing it, theyre putting on those face coverings when they go outside, theyre staying home to the maximum extent possible. Thats the only way to start to get to normal. I want to get schools opened by september. Ive said schools should not be open for this school year. But i still think we have a shot at getting them for september. But we have to be really disciplined just to get to september, to know we can get back to Something Like normal. I want to get to that in a normal. Youve probably heard the mayor of los angeles, Eric Garcetti, ill be speaking to him shortlishortly in the situation room, has said he will not allow large gatherings like concerts and sporting events to resume until 2021. Are you considering a similar timeline in new york city . Were taking it one step at a time. But i think everyone should recognize that those big events should be one of the last things we bring back online. So ive got to see in my city real steady progress, even to start to think about relaxing some of those social distancing standards. I want to get kids back to school. It will take months to get through that sequence. The last thing i want to do is gather 10,000, 20,000, 50,000 people in one place, its the exact opposite of social distancing. We shouldnt do that until were really sure were out of this crisis. I think it could take quite a while. People want to get the basics back, back to work, the schools back. Im a big baseball fan, a big sports fan, but thats the thing i could live without to make sure people are healthy and safe and we get the basics back. And were going to have a recovery, wolf. Were not going to have a recovery in this country if we step to quickly and then have a boomerang when the disease reasserts itself. California governor gavin newsom is warning residents there that even going to a restaurant, dining out, for a long time could look very different as a result of this pandemic. He suggests serves may have to wear masks, gloves, as they work in restaurants. Far fewer tables in those restaurants, so people could spread out. Disposable menus. There are a lot of restaurants in new york city. Ext is that what you envisage . We have to be ready for that, its too soon to tell. Governor newsom has been on the right track, saying, we have to get ahead of this and not always be playing catchup, so i think its right to say that kind of experience may have to be different, restaurants may have to be less crowded to begin. We have to take it slow. Wolf, to me, weve got to understand. Theres this deep desire to, quote unquote, restart the economy. I want to restart the economy too. But we cant do itdelusional wa. This is a conversation ive had with President Trump directly, with speaker pelosi. Ive said, look, if we want to restart our economy, our cities have to be back in shape. Theyre the great economic engines of this country, our urban areas. If theyre struggling just to keep basic services together, just to keep hospitals able to support to people. If were on a wartime footing, how are we going to restart the economy . One of the things im talking to President Trump and all our leaders about is, weve got to get help from washington to deal with the fact that cities have lost so much of the revenue that we use to pay for First Responders and hospitals and schools and sanitation. That money is out the window. Ive lost between 5 and 10 billion just in the last month or so. And im not going to be able to pay the bills and keep my city going so that we can help lead that recovery. Washingtons got to at the time got to step up. We need a stimulus bill to tide us over. President trump has to lead here. Hes got to speak up and say for the country to get back in shape, our cities and states have to be made whole. Mitch mcconnell has to engage this and show leadership and move it. Right now if we dont get that kind of support, wolf, im telling you, you wont have a recovery if the nations cities are limping and struggling just to provide the basics. For the second straight day, this is very disturbing, Los Angeles County is reporting more coronavirusrelated deaths than ever before. What does that tell you about where the socalled curve is in l. A. Right now . Well, first of all, i want to send my love and strength to our sister city in new york city and to mayor de blasio for the incredible things theyre going through. To put it in perspective, Los Angeles County, which has 10 million people, has as many cases as new york city has deaths. We here are in the beginning of many dark days that we know still is not a peak for us, although weve seen our curve substantially bend. So that weve had now nine days of single digit increases in terms of cases. But we have the most deaths weve ever seen, thats 40 yesterday. And so were continuing to push hard. Were proud that los angeles, california, among the very first to adopt safe at home, stay at home measures, to adopt facial covering and masks for our general population and our workers. But we still have a lot of work to do. And of course deal with the economic devastation simultaneously for so many people that are utiliout there. According to to an internal email obtained by the los angeles times, im sure you know about this, you said that los angeles may not resume large gatherings until 2021. Is that the case, mayor . Yes, that wasnt a secret plan that got leaked, as mayor de blasio said, as mayor cantrell has said in new orleans, its difficult to imagine us getting together in the thousands anytime soon. So i think we should be prepared for that this year. I think we all have never wanted science to work so quickly. But until theres either a vaccine, some sort of pharmaceutical intervention, or herd immunity, the science is the science. And Public Health officials have made very clear we have miles and miles to walk before we can be back in those environments. I hope we can watch sporting events without audiences on tv, of course listen to concerts as weve been doing. It is so important for us, even as were physically distanced, to have that spiritual and social connection, something were doing very much here in los angeles during this. I want to be precise, big concerts in l. A. Or major league baseball, nfl football, basketball, none of that is going to happen until 2021 from your perspective in l. A. . Its very difficult to see that. If something happens, of course, and Public Health officials say, green light, but this is not the mayor bringing bad news about these things, these are immensely difficult decisions to make psychologically, but we get together, and hundreds of people come down with coronavirus, here in los angeles we might only have 5, 10 of people who have come down with covid19 by the fall. That means that 95 , 90 of us still could get that, and it still could spread rapidly. Nothing ive heard indicates we will have large gatherings anytime soon and probably not for the rest of this year. Very interesting and depressing as well, but realistic, i suspect. What might l. A. Begin to emerge from the stayathome orders, resume having kids go back to school, the new normal, what might that look like . I have some optimistic hem h because weve bent this curve, but we have to stay at home for the next few weeks, ive extended that until may 15th. There is no light switch that will go on, this is more like a Circuit Breaker box and we have to have the ability to turn it all off again should we see outbreaks. That said, we need the rules of the road. We need the testing and tracing. Ive called for a National Cares corps like a peace corps, americans trained to help Public Health officials to help track and trace cases. Thats whats holding us back from coming back as a nation as an economy, schools, or society, we simply dont have the infrastructure to trace and to give blood tests. [ inaudible ]. I think our connection just froze with the mayor. Well try to reconnect with him. Clearly the socalled new normal in l. A. Is not going to be like the old normal by any means, and he specifically confirmed concerts, and sporting events almost certainly are not going to resume in l. A. Until next year, 2021. I think weve reconnected with mayor garcetti. Mayor, are you still with us . Yes, i am. Let me ask you about the i guess theres some sort of order in l. A. That folks have to wear a mask if they go on what are called essential errands. What exactly does that mean, and how long do you think thats going to be in effect . So its for the indefinite future, as long as our stayathome order is there. Its to protect workers in our critical industries. We say such Amazing Things about our janitors, our Grocery Store clerks and others, but we werent doing enough to protect them. It mandates that customers and workers have to have, in those businesses that still remain open, protective face coverings, not medical masks, but the cloth ones, weve had tens of thousands of them made here by our apparel industry in los angeles, who stepped up and has taken outofwork sewers and sewing machines and put them to work. Weve seen this in other places where it works. It saves others from you more than it saves you from them, by preventing any of the droplets that come from your mouth infecting anybody. For those on the front lines, who have to see thousands of customers today, this is common sense. This is a mandate and stores have to post on the front of their stories what they have done to implement these measures for their workers and customers. Im sure you agree with me that those on the front lines, the workers, they really are the heroes, not only the medical professionals, the doctors and the nurses, but all those who are providing services, they are the real heroes in all of this as well.
