Weeks. Vice president pence claiming that the white house will be, quote, very respectful of local communities who decide not to reopen. But then President Trump earlier today threatened to cut off funding for schools that dont open. This all comes as at least 11 states see record high hospitalizations. I want to get right to cnns erica hill with some breaking news. What are you learning, erica . Reporter so were just getting some new numbers on the hospitalizations in the state of california, which are up 44 according to the governor over the past two weeks. Those in intensive care, that number has climbed by 34 over the last two weeks. The number of cases, he announced today, 11,694. He did say about 2,000 of those are a backlog out of l. A. County. But still more than 9,600 cases even with that backlog. And were seeing more and more of this across the country. As cases surge across the sun belt, the White House Task force advising hot spots to buckle down. Really asking the American People in those counties and in those states to not only use the face coverings, not going to bars, not going to indoor dining, but really not gathering in homes either and decreasing those gatherings back down to our phase one recommendation, which was 10 or less. Reporter in less than a month, the United States has added a million new cases, now averaging more than 51,000 a day. In the past week, 14 states posted their highest sevenday averages. We are in a much worse place actually than we were back in march. Because at that time there was one epicenter. Now we have multiple epicenters all around the country. Reporter the Administration Today focusing on schools. They must fully open. And they must be fully operational. We really believe that every state has the ability to do that. But for those individual communities that may be seeing outbreaks, well work with them. Reporter the American Academy of pediatrics says inperson learning is best, as long as its done safely. Texas says parents can choose where their kids learn. In georgia, which just topped 100,000 confirmed cases, the states Largest School district pushed its start date back by a week. Decisions on opening our school should be based on cdc recommendations, safety, common sense, and compassion, not on an economic or a political agenda. Reporter two south florida counties warning inperson learning wont happen if theyre still in phase one. Meantime, the virus continues to spread. The cases dont really tell the true tragedy of this, that the patients are piling now into hospitals, into icus. Reporter 42 hospital icus in florida are now full. More than 50 have just 10 of their beds available in. Miamidade county alone, the number of patients on ventilators is up more than 100 in the last two weeks. Hospitalizations and icu beds not far behind. If everybody would just follow the rules, we would be okay. But, unfortunately, a lot of people didnt follow the rules, especially early in june. These arent 80yearolds that should die. These arent 80yearolds that were going to die next week. These are 80yearolds that contracted virus because a group of people just didnt want to wear a mask and they had to go out and have fun. I had a mom and grandmother drive themselves into my hospital. And only one drove home. Reporter the sobering reality there. Louisianas governor says they just erased all the games theyve made. Theyve seen their highest numbers since the start of the pandemic. The planning for schools continues here in new york city we are told that it will be a split schedule for students. They will be back in september, but they wont be in school every single day. The chancellor saying theres simply no way with physical distancing that they can have kids in school, 100 of the kids in school five days a week. Thank you so much for that report. And joining me now a doctor and director of the Global Health institute. Thank you so much for coming on. Lets just break down what we heard today from administration officials. The white house says schools must reopen, but then dr. Birx said some areas should roll back to phase one because of a coronavirus resurgence. What are parents, especially those in covid hot spots right now, supposed to think . Yeah. So thank you for having me on. What were hearing from dr. Birx and dr. Fauci is the truth, the scientific basic facts. And those are that in those hot spots you cant afford to have indoor gatherings of ten or more. That was what dr. Birx said. Hard to imagine running a school where you cant have more than ten people inside of a building. As long as those hot spots remain, its going to be very, very hard to open schools and keep them open. Now, as a parent of three kids, i find the idea that the kids dont go back to school to be awful. But here we are and were just not taking the virus seriously. And certainly you point out a difficult situation that schools are facing right now. Cdc did put out guidelines, the president has trashed those guidelines when it comes to how those schools should reopen, wearing masks, staying home when appropriate, staggering schedules, a backup staffing plan, modified seating to allow social distancing, and the closing of communal spaces. The president said this is too strict. Do you agree with that . I do not agree with that. I think the cdcs recommendations are really basic. And, in fact, i think they should go further. You can open up schools anywhere you want. Thats really not the debate. The question is can you keep schools open . Can you prevent massive outbreaks among teachers and staff and kids . And if we dont do the things the cdc is asking for and more, the schools will all be shut by columbus day, and they will be shut for long periods of time. Thats what we have to avoid. And we cant bluff our way through this. Weve got to let science drive it. But then theres also just the reality here, of course, you know, cdc recommends social distancing six feet apart. A lot of schools are saying, hey, we dont have the space to do that. We cant do that. You heard ericas report there about new york. How safe is it for kids to go back to school if they cant safely social distance . And, by the way, teachers as well. Its not just the kids. Its the teachers. Its the school administrators. Yeah. So this is part of the problem. We do think maybe we can get away with a less social distancing among kids, but you cant run schools without teachers, without staff. If the teachers and staff get sick, thats a huge problem and youre not going to be able to keep the schools open. This is a huge problem. This is not a surprise. Weve known this is coming. And if were going to open up schools this fall, weve got to get going on dealing with all these issues now. The. I just want to hit on what you said, the transmission cycle. We heard that also from the cdc director today that children are not driving the coronavirus transmission cycle. But do we really know enough about the virus to say that definitively . And are there other dangers . So, i think there are people who are really cavalier about this, who say, oh, kids never get sick, they dont do any transmitting. I am not so confident. My best read of the evidence is that kids do transmit less. They obviously are less likely to get sick, but some kids do get sick. And most importantly in this context, they can spread it to adults, and adults can spread it to each other. And teachers and staff getting sick dont make me feel any better about opening schools. And also the families at home, the kids going back home, and so forth. I know youre a parent, im a parent as well. These are things you have to take into consideration. You heard Vice President pence today and dr. Birx insisting that theyre seeing encouraging trends in these hot spots such as arizona, such as florida, texas, including the rate of positivity stabilizing or declining. In your view, are they cherrypicking data . Or are things actually Getting Better in these places . I think im looking at the same data that they are. And i am not seeing it. I hope that theyre right. But positivity rates in my mind are continuing to go up in arizona and texas and florida. Cases are going up. Hospitalizations are going up. And then now i think we have very clear evidence that death rates are starting to go up in these places as well, the number of people dying. So, i dont know what data theyre looking at, but the ones that im looking at dont give me the same level of comfort. Thats very important to hear from you. And just to be clear for our viewers, when you say what data are you looking at, what are you basing your view on . Yeah. So there are some data that i think most of us including what i believe the White House Task force, ive talked to members of the task force, what they look at from covid tracking and other sources, sometimes from the cdc on testing. These are coming from state departments of health largely. Im looking at testing, im looking at cases, hospitalizations, and death. And theyre all heading in the wrong direction in those specific states. And lets hone in more on the death rates. Thats something weve heard about from the white house, from the president trying to put a positive spin on this including yesterday saying that in two to four weeks the u. S. Will be in very good shape on coronavirus, in part, focusing on what he said was the lower death rate. What is the reality here . So the reality is that we have multiple pandemics playing out at the same time. What it looks like in new york and new jersey and massachusetts is very different from what it looks like in arizona, texas, and florida. New york was hit very, very hard. Their death rates are falling. Arizona, texas, and florida, the numbers are rising. If you put both of them in the same picture it looks flat. But the truth is that arizona, texas, and florida are going up. And theyre going to continue going up. So is South Carolina and mississippi and nevada and many other states. I am deeply worried that we are going to continue to see more and more americans getting sick and dying from this virus. Just looking at the National Number does not give us the nuanced view that we need. The death number usually lags behind, right, by a couple of weeks. So we are seeing a resurgence in some of these places and then the death numbers will follow. Doctor, thank you very much. Thank you. And with dr. This morning President Trump threatened to pull federal funding for schools that dont fully reopen in the fall. Then he went on to criticize the cdcs guidelines for a safe reopening. Hours later during the Coronavirus Task force meeting, Vice President pence said the white house will be, quote, very respectful of states who can resume inperson learning five days a week. And as cnns Jeremy Diamond reports, the cdc director is making clear his guidelines are only guidance, not requirements and they do not mean schools should stay closed. Reporter pushing for schools to reopen, President Trump is already turning to heavyhanded tactics, threatening to cut funding to reluctant schools and dismissing some of his administrations own Public Health experts. Falsely accusing democrats of opposing School Reopenings across the board, the president tweeting, may cut off funding if not open. What you heard from the president is just a determination to provide the kind of leadership from the federal level that says that were going to get our kids back to school, because thats where they belong. Reporter democrats and republicans on capitol hill telling cnn that the president doesnt have that unilateral authority. Vice president pence downplayed trumps threat. We are going to respect those unique communities that may have challenges that have rising cases or rising positivity. Reporter suggesting the administration will instead push financial incentives for schools that open their doors. The president also slamming the cdcs reopening guidelines calling them very tough and expensive, tweeting they are asking schools to do very impractical things. Cdc director Robert Redfield defending but also downplaying those guidelines. We want to make it very clear that it is not the intent of cdcs guidelines is to be used as a rationale to keep schools closed. Remember, its guidance. Its not requirements. Reporter and with the cdc preparing to release new guide lines next week, redfield refusing to say if it is overriding the guidance. The current state is really not good. We are still knee deep in the first wave of this. Reporter dr. Anthony fauci. I think we are in a good place. I disagree with him. Reporter it was the latest sign of tensions between the president and the doctor Americans Trust most amid this pandemic. The fallout at the coronavirus Task Force Briefing today, dr. Fauci notably absent. And, pam, in recent weeks, weve seen the president increasingly downplay and undermine the science and the Public Health experts. And sources are telling cnn now that that is leading to plummeting morale at some of the Health Agencies including the cdc. Cdc officials are also pretty miffed at how the president has been handling this School Reopening issue. One cdc official telling that while they support the reopening of the schools, they dont like how the president is making this a partisan cause. As for the president , pam, he greeted the mexican president at the white house today to talk about the u. S. canada mexico trade agreement, but the president did not take any questions today on coronavirus. Pam . As we know, he wasnt at the meeting today, at the task force meeting. The Largest School district in the country, new york city, has already determined that when School Resumes in the fall, most students will only be physically in the classroom two or three days a week. The rest would be online. But as cnns tom foreman reports, betsy devos is still pressuring states to fully reopen schools. Reporter copying off the president s notes on twitter and pulling no punches, education secretary betsy devos insists schools everywhere better have full classrooms this fall. Its very clear that kids have got to go back to school. Reporter up until now, shes been mostly quiet, rarely seen at Task Force Briefings. We must rise to the challenge of educating all children. Reporter even amid headlines about her pushing a conservative agenda while School Districts struggle with the virus. Ultimately, its not a matter of if schools should reopen. Its simply a matter of how. Reporter the how for team trump is simple. Embrace social distancing, handwashing and face masks so school bells can ring. There are risks to keeping kids at home too. At home kids arent benefitting from social stimulation. They may be falling behind in learning. Reporter but a former secretary of education under another president sees it differently with millions of students, teachers and families at risk of being forced into close quarters for long hours day after day. Every educator, every parent, myself as a parent, we all want our kids to go back to school. But we can only do that if its safe to do so. Reporter that thought has administrators, teachers, students, and families coast to coast looking for alternatives. We are prepared 400 to be virtual. Then we are also prepared for blended. A model where some students are here and some students are learning at home virtually. Reporter with schools providing meals, safe spaces and adult guidance to many kids, theres broad agreement on the goal. I feel very strongly we need to do whatever we can to get the children back to school. Turning to our health lead now, the state of florida reported nearly 10,000 new coronavirus cases today, and more than 40 hospital icus in the state are at capacity. But governor ron desantis, hes insisting theyre prepared to deal with this current surge. Joining me now is the chief of trauma and surgical Critical Care at Jackson Memorial hospital in florida. Doctor, thank you for coming on. We were speaking during the break. You said youve been very busy. Tell us what youre seeing in your hospital right now. Well, the issue were having right now are the increased numbers of people that are coming to the emergency room with the signs and symptoms of the covid19. And at the same time were trying to operate in the normal Health Care System for people that need it. So its a balancing act to create new capacity for isolation beds while maintaining as much of the routine services as possible. And just to be clear, because some icus in hospitals in florida are at capacity. Whats the situation where you are right now . And are you concerned that the hospital will simply be overwhelmed by patients eventually . So, hopefully the Public Health measures will prevent that. But i think we have to really enact those Public Health measures to do so. The spread is still growing. There are more patients every day around 10,000 new cases today. So it could potentially happy right now were not looking at anything apocalyptic going on in the hospital, but we are flirting every day with the edge of capacity. And it takes a lot of work on the part of the administrators and the doctoring working together to find spaces and create new beds and create new isolation areas for those patients. And we also heard floridas governor saying that the median age of people testing positive for coronavirus has dropped from the 50s to the 30s. Are you seeing a surge in younger patients . And what are you seeing in terms of how the virus presents in those younger patients . Well, it is true that theyre younger patients. Its also true that we are discharging patients too. Patients come in and get better and leave. So today was a good day with plenty of discharges for the day to make room for new admissions. And the younger people do fare better. As these numbers grow and grow, even a tiny percentage of a very large number is a Significant Impact on the Health Care System. Even if only a small percent have a big problem, its still a big problem. What is your concern . Because you had mentioned that everyday patients are coming in. You have the coronavirus patients, and then you have patients who are coming in with broken bones or upset stomach or whatever the case may be. How are you handling that . What are the changes that that presents . Well, thats the real problem is that the patients present and you dont know if theyre covid positive or not when they come in. So you have to go to great pains to screen them for signs and symptoms and then try to separate those who may have signs and symptoms from those who dont and really treat everyone as though theyre covid positive until you know otherwise. And, remember, not everyone who has covid is coming in for that. Theyre coming in because they had a stroke or a heart attack or a car crash or they were shot. So any one of a number of things. And all those patients normally have a pathway they follow through the hospital to their own specialty areas. But now you layer on covid, and you have to have isolation protocols in place even though the operating room and recovery areas. So its a real logistical challenge. It sounds like it, my goodness. And then youre trying to prepare for what could come, right . You look at the crowds over the fourth of july holiday, people gathering. Are you preparing for a possible surge of new patients in the next few weeks . Are you anticipating that . Im definitely anticipating it. I see no reason why it would go down when were looking at around 10,000 every day, every one of those people is going to infect somebody else. We know the reproductive number is still not less than one. Its still on the upswing and its growing and we expect it. And what would you say to people who are watching this program right now and see the high survival rate, hear what you say about the number of discharges and think, look, this virus isnt really that big of a deal. Its being overblown. They are sorely mistaken. Yes, most people will get better. But thats true in most terrible things in life. And you dont have to be the one who doesnt do well. So there are young people on ventilators. There are young people who die from this. There are young people who have a longlasting aftereffects of this. I would take this very, very seriously. This is not like a little flu. That is just not true in any way. We heard the governor say that the state is providing all the support, and so forth. What has your experience been in terms of working with officials, local officials . Do you feel like youre getting the support that you need and the resources . Our president and ceo of the Health Care System has very good relationships with the local government and the state government. And we have been getting good support for the things we ask for. It was in the miami herald our ceo asked the state for additional nursing staff. And thats forthcoming. So were good in that regard. How are you and your staff holding up amid all of this . Were going on, what, fifth month of dealing with this . How are you guys doing . So the hardest hit are the medical Critical Care guys. Because the patients who come in just for covid, they are taking care of all of those. My surgical Critical Care faculty are taking care of patients who have had trauma with covid, transplant with covid, an elective operation with covid. So were doing okay. In the trauma world, you know, were faced with a patient who comes in without a label as to whether or not theyre covid. So we have to deal with them all as if they are. And then discover 12 hours later. I have one doctor out right now on quarantine whos recovering. But were holding up well. Hopefully that doctor will have a swift recovery. Thank you so much, dr. So you have been holed up in your room gabriella in isolation for three weeks now, right . Tell us about your experience so far. So ive been in my room for three weeks. Its definitely been challenging. Ive experienced debilitating fatigue, headaches, shortness of breath, loss of taste and smell, and being in isolation here has been very difficult for me and for my family. And are you still dealing with symptoms right now . How are you feeling now . Right now im feeling okay. I still have some shortness of breath. And i have just been waiting for my negative test results. Okay. So lets talk about that because you live at home with your mom who is high risk. Tell us how youre handling that and what it has been like for you to get tested to make sure youre covidfree. So, the situation has been stressful for my family. But weve been extremely careful. Ive had no contact with my mother or my brothers to be on the safer side. But as for testing in florida, theres been a significant delay to get test results. And the wait time has been very long. Just this week ive spent three to four hours in my car just to get tested. I dont know when ill get my test results back, but it could be another two weeks while im in isolation just to find out that im negative. So when did you go to get those test results . They call you on the phone after they process your lab results. But my last test it took about a week for me to receive results. And so youre still waiting just to be clear on the latest round of results, right . Yes. I havent had any contact with anyone in this household. So, before you came down with this, how closely were you following cdc guidelines . So, i made sure to maintain social distancing. I wore a mask and i washed my hands constantly so i was pretty safe. So it was surprising that i actually contracted the virus. Anyone could really be at risk. Do you have any idea how you could have contracted it . Im not sure. It really i was very safe throughout this whole process since march. So, its a mystery. Well, i think that that says a lot. Youre taking all these precautions, and yet you still got it. What were the symptoms initially when you thought, uhoh, do i have it . I initially got headaches and i had some fatigue. But i thought it was a little bit normal. And finally some red flags came up and i decided to get tested. And as soon as the day that i took my test i lost my taste and smell, which was a really weird experience for me because anything you have tastes like cardboard or like nothing. So, thats when i knew for sure even before i got my test results that i likely had covid. I imagine this is not the first time youve ever been sick in your life. How does this experience compare to being sick before this . I dont know if youve had the flu or anything like that. Well, its tough because right now i feel okay and ive recovered after three long weeks. So normally if i had the flu at this time, i would probably go out and resume my normal life. But now with the protocols i have to wait till i actually am negative in order to go downstairs and even see my family. So its been really difficult in that regard. And it does take a mental toll on you and a physical toll to be in isolation and not have any contact with anyone. I imagine so. For young people who think theyre immune to this or it wont be too bad if they get this, what is your mentissage t them . Take this seriously. It is not a joke. This debilitating virus physically and mentally. But be responsible and consider it out of the respect for individuals in our community who are compromised or at risk. Its a heavy burden to carry if you infect others by being careless. So please be responsible and follow all cdc guidelines. That is a very important message. Gabriella, thank you so much. Moments ago the White House Press secretary Kayleigh Mcenany refused to say whether President Trump has confidence in the nations top Infectious Disease expert, dr. Anthony fauci, when asked by a reporter. Listen. The president has confidence in the conclusions of our medical experts, but its up to him to determine what to do with that information and to take what we hear from dr. Fauci, dr. Birx and others and come to the ultimate consensus thats best for this country. Certainly not a ringing endorsement there. This comes after fauci was notably absent at todays Task Force Briefing, and the president has only contradicted the doctor. Well, cnn senior medical correspondent Elizabeth Cohen joins me live. Lets talk about what we heard. What do you make of this, elizabeth . You know, when President Trump contradicts dr. Fauci, which he has done over the past few months, i think to myself, we all have a choice. We can believe what an actual doctor, an Infectious Disease expert, someone who has served his country for decades, many, many president s helped get us through hiv, helped get us through h1n1, swine flu. Or we can believe President Trump. We have a choice. President trump has been what one expert referred to me as the most antiscience president perhaps ever. We get a choice about who were going to believe. I think thats a fair way to put it. And clearly the president is not happy with dr. Fauci saying, look, guys, were still knee deep in this pandemic. You cant get complacent. That is not the message the president wants to be out there from his health officials. But if its the reality, its the reality. So well continue to watch that unfold. Meantime, we are following these new questions about whether someone can catch coronavirus a second time after recovering. Lets talk about the science here, elizabeth. What does it show . You know what, pamela . Were not exactly sure whether you can get reinfected with covid. But i want to bring up sort of two scenarios that people are bringing up and talk about why theyre problematic. Some people are saying, oh, i tested positive for covid. Then i tested negative, then i tested positive. That must be a reinfection. Its completely understandable why it seems that way. But what it could be and what they found that it often is in many cases is that that negative test in the middle was just wrong. Covid tests are not perfect. You can get false negatives. Other times people say, wow, well i had covid, i felt terrible, but then i felt fine, and then sometime later i had another nasal swab and that test came back positive so that must be a second infection. Not necessarily. What it could be is that you would have tested positive all the way along. The reason why is that even after people have recovered, even after they feel just fine, they can still have sort of remnants of the virus in their nose. Those remnants dont really mean anything. Reporter well, this is actually a very big deal because it allows for greater number of exemptions and under the Obama Administration theyve always had sort of a religiously held belief system or certain exemptions for people who could show that it was linked to a sincerely held belief. Now its far more expansive. Now its essentially almost all nongovernmental employees and some fortune 500 companies. And its about saying it can also be a conscientious or one based on ones own moral compass, not based on some sort of religious belief. And so it far expands it and could lead to a very slippery slope. And lets talk about what slippery slope could look like. First of all, youre talking about this case is about Birth Control. Typically its about that technically. However, it could be expanded to talk about everything that could be covered at the discretion or under the umbrella of cost sharing, things like immunizations, things like adolescent and childcare. Well, if the oral arguments are any indication, we are in for quite a surprise either way. Remember, this case is all about whether or not the Supreme Court believes that there should be some congressional oversight in furtherance of the separation of power whens it comes to the financial dealings of the president of the United States. A lot of people missed the oral arguments because it was during the covid pandemic. It was a virtual oral argument session. The main crux of it for the conservatives was, like, are you saying that you can have any reason whatsoever to try to get the president s information . Will it amount to harassment as his lawyers are saying . Or do you have to have more than a pretext wal reason for a legitimate purpose . The more liberals are saying were sympathetic. There has to be some mechanism to be able to have a check on the power of the presidency through the investigatory process . And so its going to be aa very, very telling case either way and will have a very longstanding precedent. Its not just about trump. Now its about every future president which will be held to this president ial standard. Right. Thats the key here is the potential precedent it could set for the office of the presidency, right, and what you can ask of the president. Absolutely. And of course you want to be able to have congress have oversight authority. What does that mean if you cannot get documents or evidence to support what youre trying to find out more information about . An investigation requires evidence. If they dont allow that to happen, that doesnt bode well. As we know, doj, the guidance there is that you cant indict a sitting president.
