good afternoon, welcome to "the lead," i'm jake tapper. and we begin with the toll -- the politics news and new stunning information about the trump tower meeting involve members of trump campaign. natalia veselnitskaya has close tied to the kremlin. she disclosed to nbc news she was the source of information for russia's chief prosecutor saying, quote, i am a lawyer and i am an informant, since 2013 i have been actively communitied with the office of the russian prosecutor general, unquote. in june of 2016 she met with officials of the trump campaign, jared kushner, paul manafort and donald trump jr. after they were promised dirt on hilling. they mailed a european move: the house intelligence committee down played it as an act of poor judgment in the newly released report that the president is celebrating this afternoons evidence of no collusion between his campaign and the russian government. we have all angles of this story covered with the reporters from the capitol and let's begin on capitol hill with manu raju. the lawyer veselnitskaya long claimed she was a private attorney and she used to deny working on behalf of the russian government but now it appears we're learning otherwise. >> and she also denied there was anything nefarious that happened in the 2016 meeting with senior members of the trump campaign but the revelations of her being an informant capturing many by surprise and a informant to the republican who ran the house russia investigation. >> the russian lawyer who attended a 2016 meeting with donald trump jr., now acknowledging she's an informant of the russian government. newly released e-mails from "the new york times," russian lawyer natalia veselnitskaya is coordinating with a senior kremlin official, the prosecutor general. i'm a lawyer and i'm an informant she told nbc news. since 2013 i've been actively communicating with the office of the russian prosecutor general. the disclosure shines a new light on a 2016 meeting she attended with the president's elder son and senior campaign officials. when trump jr. initially was promis promised dirt on the clinton campaign that never materialized. >> on capitol hill, the republican who ran the house russia investigation acknowledging she was unaware she was an informant of the russian government. >> that is new information. >> reporter: this is on the same day the house intelligence committee released its report from the russia probe. the republicans conclusion -- they found in evidence of collusion between the trump campaign and russia. >> is it troubling to you that she was a russian informant with a meeting senior level trump campaign officials in 2016. >> no. because she presented her evidence there is no evidence she acted on that. >> the periodic praise and communications with wikileaks is said as highly objectionable and demonstrating poor judgment and the trump and clinton campaigns took ill considered actions including to meet with veselnitskaya in trump tower. in one interaction in the report, trump's former national security adviser matt online meat in 2016 before he joined the trump campaign at the russian embassy with kittle yak before he traveled to moscow. and communes between felix and sater over a project to set up a trump-putin meeting. satir told cohen if putin gets on the stage with dond for a ribbon-cutting, donald owns the republican nomination. the evidence to set up a meeting didn't end there. they said trump jr. met briefly during the national rifle association annual meeting. the gop report concludes the brief meeting -- centers on the shooting and hunting. and democrats say that misses the point. >> the sad part is that this was not a real investigation. this was basically a kindergarten investigation. >> reporter: and democrats released their own views about the findings here including the nra encounter between donald trump jr. and the official and they said at the head of the meeting, that the -- a veteran nra official said they wanted to have that meeting with the russian and donald trump junior as a first contact between the trump campaign and russia. and also in that same democratic report it shows that airissaliggara sent trump a birthday gift after the june 26th meeting and it was an expensive painting and he responded to aguilara a week later saying there are few things better than receiving a sensational gift from someone you admire and that is what i received from you. jake. >> manu raju on capitol hill. now to pamela brown at the white house. and the president held a press conference this afternoon alongside german chancellor angela merkel and not asked about russia and yet still managed to bring it up himself. >> russia was clearly on the president's mind today during the joint press conference. he brought up what he called the russia collusion hoax when asked a question about dr. ronny jackson who was of course his pick for v.a. secretary who with drew his nomination. the president said he sympathized with dr. jackson and the fact that -- in his words that he faced false allegations because the president said that he also has faced false allegations in the russia investigation. and the president echoed similar sentiment earlier today on the heels of the house intelligence republicans report saying there was no collusion between the trump campaign and russia. here is what the president said. >> we were honored. it is a great report. no collusion, which i knew any way. into coordination and no nothing. it is a witch hunt, that is all it is. >> reporter: and we should note there was a democratic dissent to the collusion from the house intelligence but bottom line, even though they're investigation has wrapped up after a year, robert mueller, special counsel's investigation is still very much ongoing. jake. >> pamela bound at the white house. joining me to discuss it is phil mudd. and let's start with the bombshell news of the fact that this russian lawyer actually is an informant working with the prosecutor general in russia, describing herself as an informant. what do you make of that? >> i look at this and say, look, we'll never get access to her. there is two characteristics to an investigation, talking to people and acquiring the data and looking at her history of involvement and now she's admitted that with russiaon officials, seeing if i could acquire data. the data related to e-mails with people with the campaign, phone numbers, i want to see that data. and then start to bring it into the mueller investigation and say, over the course of years did she ever mail anybody, did he ever call anybody and did we see information on the back end, did she communicate back to russia that suggests this is not just a one-off meeting in june of 2016 at trump tower. >> do you view her as an operative of the kremlin? did donald trump jr., even unknowingly, invite a putin operative into trump tower. is that how the american people should view her? >> no, i don't think so. there is a way the intelligence games works. this is about access to information and access to people. here obviously we have access to powerful people. the son of the president, the future -- in that case of the president of the united states. if i'm an intelligence service if she has access -- we call that an access agent, she might not be a full time operative or spy and i'll say there are things i want you to do in washington and questions to ask and when you come back, i want to debrief you. that kind of person is classic because they have ready-made access to somebody you want to know about but she doesn't have to be a fully vetted spy to conduct operations like that. >> i want you to take a listen to the top democrat on the house intelligence committee adam schiff of california talking about this russian lawyer. >> the trump campaign wouldn't necessarily have to know whether she's affiliated with russian intelligence or working on behalf of putin, all they need to know is that the russian government is trying to help their campaign, that this is unlawful, and they accept that help and they coordinate in the receipt of that help. that would be a criminal conspiracy -- >> do you agree with congressman schiff. >> i do. but he simplified it and making it too complicated. you understand what we're doing. there is a lot of smoke and mirrors. let's cut to the chase. a u.s. campaign is considering accepting information about another candidate not only from a foreign entity, but from a foreign entity that is the most significant rival to america in europe and elsewhere. whether or not it breaks the law and it would if he had acquired -- if don jr. had acquired the information -- >> which he said he did not for the record. >> that is correct. but we're talking about legalities. it is not that complicated, whether democrats or republicans, bring people into an office that represent a foreign adversary saying i encourage you to acquire information about my adversary hillary clinton and if you do, i want it. that is encouraging influence in american election and don't understand that. and one assumes that robert mueller knew the information about natal aa veselnitskaya and not a lawyer from russia with close ties to the kremlin. as a former fbi official, what role might this information play in the mueller probe. >> i'm looking at this and i wouldn't assume he knew that. >> you would not? >> no. because in my business when you make assumptions, i assume saddan has wmd because he's violating sanctions and that is one step to getting burned. i'm looking at this saying i'm guessing he had it and i'm not assuming it. and looking at her history of engagement and what she talks about and the time line, could i acquire the information going back to 2015, 2014, 2013 about who she was talking about in russia and who she was talking about in the united states and does that help explain either any connections with the american election, or any connections with the trump campaign? this is one reason why you want records going back not just during the campaign but before. it is a whole web of stuff. >> so republicans on the little and people from the trump campaign and trump white house say none of this would matter any way because ultimately according to attendees at the meeting. veselnitskaya did not give any information damaging to hillary clinton to don jr. and manafort and kushner, what do you say to them? >> excuse me? they didn't conduct an investigation. there is two characteristics in an investigation, number one you have to interview people. a., they didn't and, b., people who walked in said i'm not talking. cory lewandowski was one of them. and they don't have the capability and this is significant but boring to conduct the forensic investigation that the fbi can conduct. i want to look at phones, e-mails and financial records. you tell me, can they look at financial records going back years about people like paul manafort and confirm to me they know the connection between trump people and russians? i'll give you an answer and that is no. >> well given the fact that we know that president trump and donald trump jr., their initial response to request for information by the new york times about this meeting was not honest. they were saying the meeting was about russian adoption and we know that is not true. the e-mails released by donald trump jr. himself saying it was about dirt on hillary clinton and if it is what you say, i love it. given the fact there have already been lies about it, as a former investigator, are you inclined to think if they are lying about this part of the meeting, i don't know that i could believe anything they say about the meeting? >> i would be careful of that. i wab to start with the fact. the fact is there was a meeting and they lied about the meeting. therefore i go to say i think it is a fair conclusion to say what are they trying to hide? when i'm looking at an investigation, i don't wan to jump to a conclusion that said they are lying about everything because eventually i'm going to have to go to a court of law to judge and say, this is where i believe they're colluding or lying and that has to start with the fak. an the fact is despite what the white house is saying, we've cooperated fully from day one, they showed intent. we intend to lie about what we're doing and that is the clue but that is not the end of the game. i president trump railing against the investigation and celebrating the findings on the republicans on the house intelligence committee and the lawyer at the -- center of the trump tower meeting works for the kremlin. jackie, how do you find this revelation that this russian lawyer actually in an interview with nbc conceded that she is an informant for the russian government? >> it is very significant. i don't know if if t changes anything in the current environment that we're in. but certainly that this person is closer to the kremlin than she thought, it is another fact that -- it is glaring in this investigation and this is another departure of what was roled out about a meeting about russian adoption. and it wasn't that. >> and what do you think, does this show that any attempt as of now to conclude there was no collusion might be premature because we still don't have all of the fakes? >> well there is no evidence of collusion -- >> correct. >> which is difference than evidence of no collusion. and what i think this changes is half of the conclusion coming out of the house intelligence chitty report which both said we have no evidence of collusion, but the trump campaign did things that were bad judgment and sketchy, but there is no proof they colluded. but also sort of makes the case, we have no proof that putin wanted to engage. and things like this -- that suggest the second part is incomplete. there is evidence that strongly suggests that putin was interested in meddling in our ele -- election and causing chaos but what i still think is not proven is the trump campaign colluded. as far as i'm concerned is wake me up when robert mueller has the answer to the investigation because anything coming out of the house, or republicans or adam schiff saying there is evidence of collusion right under our noses, where is it? you've been saying that for a year. it is still not there fully in my opinion. and so anything that comes out of the house i disregard as p l politics. tell me when the robert mueller investigation is -- >> and you disagree. >> every step of the election went in one direction -- which is not what people said it was. when we say collusion, in campaigns it is illegal to accept something of value from somebody else that you didn't report. okay. when the -- it is also illegal to participate in crimes. the russian stole e-mails from the democratic national committee and then released the e-mails through a website. i would argue that is something of value. somebody had to pay to do that operation and that was illegal to begin with. roger stone said he talked to the russian agent that released the e-mails, a. he predicted that john podesta e-mails would be released. so to me we have a lot of evidence there was communication about plans and strategies that the russians had to intervene in the election when you are working on a campaign, it is illegal to coordinate with outside organizations on their plans and strategies. that is against the law. >> christen? >> i think there is plenty of evidence. >> i guess you are saying that there is circumstantial evidence but no evidence saying the trump people said here give me that or it is better if you released it through wiki -- wiki-leaks. >> i don't want to take more time. but it is clear they spoke to them and they knew about the and the legal thing for roger stone, if he had learned of the russians' plans would have been to call the police and say i've learned of something illegal or somebody is trying to do something on behalf of my campaign and they told me what their plans and strategies were. he didn't do that. to me the evidence points to there was a legal coordination, put aside the term collusion. it is coordination. >> but we don't no what robert mueller has -- >> he might have more. >> he might not. and when it comes to the house report, it is politics and a dumpster fire since go and this is more fuel to that rage and fire. >> i main -- i maintain though the news cycle said new big thing happened in the russia investigation, the one thing that made my jaw hit the floor was the day that donald trump jr. released his e-mails on twitter showing that he had -- >> right before "the new york times" was about to publish them. >> right before "the new york times" is about to publish them. that is the day that i still marvel that occurred and that continues to be the strongest evidence of -- at a minimum of horrible judgment. but i ti-- i still don't think s the fully smoking gun. >> and speaking of donald trump jr., you came on state of the union in july of 2016, the morning that the dnc hacked mails were released and you blamed it on russians and pushed back and said where is your evidence. donald trump jr. came on afterwards, a few weeks after that meeting with the russian lawyer, we didn't know that at time and here is donald trump jr. in july 2016. >> well it goes to show you the moral campus. they'll say anything to win this. this is time and time again, lie after lie. he won't say, well i say this -- we hear experts, his house cat at home said this is what is happening with the russians. it is disgusting. it is so funny. i watched him bumble through -- i could hear. and that goes to show you what the dnc and clinton camp will do and they will lie and do anything to win. >> so a few weeks before he said that, he met with this russian lawyer as of today we know works with the kremlin as an informant and want to give you an informant to come after him because he lied about you. >> he lied about a lot of things and i don't own a cat. >> and it certainly wasn't a russian informant. >> right. and this is the story of the campaign in 2016. they lied their ole -- the whole way through it and they would accuse of all kinds of things and at the end of day hillary clinton made a big mistake with her e-mails and donald trump and his campaign probably broke the law, i would argue. and we're -- we're now watching this play out and it is dragging our country down. >> everyone stick around. we have more to talk about. coming up, it is one small step for kim, will it be one giant leap (snaps) if you'd have told me that i could afford... a gig-speed. a gig-speed network. it's like 20 times faster than what most people have. i'd of said... i'd of said you're dreaming. dreaming! definitely dreaming. then again, dreaming is how i got this far. now more businesses in more places can afford to dream gig. comcast, building america's largest gig-speed network. in our world lead today, potentially huge news out of north korea. first we're learning from a u.s. official they have seen dismantling of north korea test sites ant reaction taken so far are reversible but after the moment of kim jong-un crossing the border to meet with south korean president moon jae-in. the first meeting in more than a decade and one of the biggest steps toward potential peace between the two countries in quite sometime. they pledge to officially end the 68--year-old korean war and said they would completely denuclearize the peninsula. just minutes ago president trump said he has a responsibility to help bring peace to korea. >> i have a responsibility to see if i can do it. and if i can't do it, it will be a very tough time for a lot of countries and a lot of people. it certainly is something that i hope i can do for the world. >> joining me now is global affairs analyst max abud and you are skeptical this will end the way president trump -- and frankly the way all of us in our hearts want it to. you wrote, kim is a more adept con man and trump an easier mark than i had imagined and in "the washington post" piece you wrote, don't let the kariya summit hype fool you, we've been here before. have we been here at this moment, north and south meeting and talking about denuclearize is. >> we've been exactly at this point, jake. if you look back on the coverage of the 2000 summit between north korea and south korea and the 2017 summit, moon jae-in helped to arrange the summit, it was very similar. they had great atmosphere and talked about peace and ending the war and reunification and all of this kumbaya stuff which was great but my message for trump is curb your enthusiasm. we've heard this rhetoric and that doesn't mean the north koreans will deliver and in fact they have a track record of not delivering on promises. >> want to play sound from treasurer president trump a few moments ago. >> i want to express my hope that all of the people of korea, north korea and south, can some day live in harmony, prosperity and peace and it looks like it could happen. when i began people were saying that was an impossibility -- >> now people in the trump foreign policy team, including people with whom i think you would like and approve, like lieutenant general mcmaster, they argue that the pressure from president trump and the past sanctions has really pointed kim jong-un to one path, denuclearization and it is working. that the pressure and the emphasis on -- and the bellicose redick -- rhetoric is to be bought. >> i think the saber rattles has addressed kim to not want to be attacked by the united states but i've not seen evidence he's sincerely willing to denuclearize. we're seeing kabuki theater and shutting down the test site but the intelligence indicates that site is damaged from previous nuclear blasts that the mountain may collapse. so it is not a huge concession on their part or declaring a moratorium, not a huge concession and something they could reverse tomorrow. i haven't seen any evidence that they will give up nuclear weapons which for kim jong-un would be like kmieti -- committing suicide because he saw what happened to gadhafi and saddam hussein and they were overthrown by the united states and that is not a example he will follow. >> what is your advice for president trump for the summit? >> i think he needs to go in open eyed and not be credulous or call him open and honorable and saying they are about to denuclearize. be very realistic. i'm in favor of talking to them but don't expect expectations from the summit and that may draw us closer to war. >> thank you. this is not what they meant bicep reagan of church and state. why did paul ryan, the speaker of the house, suddenly fire the house chaplain? that story is next. a brand-new controversy on capitol hill. it is not just democrats, some republicans are also demanding answers from house speaker paul ryan about his sudden decision to fire the house chaplain pat conroy after seven years on the job. i'm back with the panel. and the latest update, he defended his decision to let the chaplain go and told republicans in the caucus meeting that certain house members felt he was not giving proper counsel and peter king called that defense unsatisfactory. take a listen. >> you give no real reasons other than some people felt that service wasn't enough -- i never heard that from anyone and i hope it was not done by political pressure to push him out and [ inaudible ]. >> again, that is a republican congressman peter king. this is causing a lot of trouble for paul ryan. not serious trouble, he's retiring any way. but this is not how you want your legacy to be remembered. >> i think there are people on both sides of the aisle, including and perhaps especially catholic members who felt fondly about the house chaplain and do want the answers. on the other hand i can somewhat understand the rational of the speaker not wanting to drag someone through the mud if they've decided based on the conversations with oerjz not getting the right council it was time to let him go and not air out dirty laundry and sully his nape on the way out. i think the argument that it was political and a prayer from october didn't pass the smell test. it is a long time since october and it was going to a-- to happn over a prayer that happened before the tax bill passed, why not. that sounds like democrats have found something they can attack paul ryan with and will use it as much as possible. >> and the accusation is that the father, who is a jesuit, was preaching about the poor during the debate over the tax bill. let's play the prayer that some democrats are pointing to as possibly the reason,al they we do not know as to why speaker ryan lost patience with the father. >> may their efforts these days guarantee that there are not winners and losers under new tax laws, but benefits challenged and shared by all americans. >> now, i have to say, he's a jesuit, but according to the story, paul ryan said to him afterwards, padre, you just got to stay out of politics after that prayer. but they talk about the poor all of the time. the new encyclical from the pope was saying catholics should care as much about the poor as unborn children and people who oppose abortion. >> al a-- and that is not -- ane reverend on the senate side has politics woven into his prayers all of the time and no one said anything about it. this is just politics exploding in places you would never think happened. and maybe -- as you said, i guess paul ryan said something to him. this was handled poorly and they feet like they were blindsided and said he resigned. this seemed like a very ham-handed process from the beginning. >> a catholic politician said to me that he thought it was unfair to dismiss the father without giving any sort of explanation in a notable firing and it wasn't like they let his term expire and let him quietly leave because of the controversy with the catholic church and that automatically -- and it is unfair, priests get held up to a greater light of scrutiny and people suspect things and that was very unfair to the father? >> i obviously don't know what all of the details are. and november of us do. i think -- look i have two takeaways. first of all, it is remarkable that today it is a political statement to say i hope there are no loozers in the tax bill and that the benefits are share add cross everybody. that is political. and secondly, when you hire a christian to do this job, i think anybody who read the new testament will see there is a lot of advocating for the poor. so for a lot of the members in the republican party, that -- where christianity has a badge of honor, there is reckoning around which version of the bible you are reading. >> and that is something paul ryan has spoken about. at the values voter summit and things are focused on social issues but where paul ryan have given remarks about our calling as christians to care for the poor. the approach is something democrats don't think will work in that regard but nonetheless he is clear throughout the career is something he believes is important even if the policies he wants to implement to get there are not -- >> i want to shoot down to the other end of pennsylvania avenue because the president said he might be close to naming his next pick for the secretary for the department of veterans' affairs. >> i have many people that want the position. if you can believe it. with all this being said, we have some excellent people and some very political people and some people that -- a thing like that wouldn't happen or if it did happen, i guess they'll handle it somewhat differently. >> what does that mean? i don't -- very political people and dr. ronny jackson wasn't a political person. >> it is like a rubix cube of a statement. when a trump cabinet member leaves and then we have the speculation part of the process. so that is where we are. we have robert wilkie and jeff miller, the veteran as fairs chairman and -- and i read something on the way here that john kelly was someone who is rumored. so we're at that point or people are just throwing stuff out. perhaps if the president wants to bring someone in who dealt with politics, maybe it is someone vetted by the senate and the white house wouldn't have to worry about that part of the process. >> so admiral jackson, there is no indication he will leave his job as the chief medical officer at the white house but there is a lot of reporting on this. according to several current and former staffers in the medical intelligence committ -- the medical unit at the white house, a high ranking official with the obama administration was given provigil and another member received z-pack and ambien was handed out and reports of the opioid and percocet being given out or disappearing. can the white house continue to have admiral jackson serve without answers to these questions about what happen and whether any of these allegations are true? >> i think that needs to be investigated and not just as a trump administration issue if this is going back to the obama administration and before. it sounds like it is not just a ronny jackson issue, that it is -- it is the white house medical staff. and so i think this is broader and deeper than that. but the method through which a lot of us have learned about allegations against ronny jackson, i think it was unseenly. this -- this two-page memo -- >> from the staffers. >> and he was hin the wheel of the car when he wrecked and then on a trip he had too much alcohol and pounded on a door and they said that never happened. >> a woman's door and they thought he would wake up president obama. >> that is never something that occurred. so i think that is a very irresponsible way to air this out and the serious allegations about the medical treatment need to be vee to be investigated but that sounds funny. >> usually you don't hear the allegations first, usually it is stuff that have been proven. senate democrats taking that in a different direction. coming up, have you taken a dna test online and why one day you might unknowingly help catch a killer. that is next. we just got married. we're all under one roof now. congratulations. thank you. how many kids?
