The white house appearing today to take punitive action against News Organizations. Press Secretary Sean Spicer in the peoples house just briefed reporters on the days news. He was at the white house, of course. He did not allow news outlets including cnn and the New York Times and the Los Angeles Times and politico and others to attend that offcamera briefing which is known as a gaggle. This is a wild deviation from basic white house protocol which normally allows any credentialed News Organization to participate. For more lets go right to cnns sara murray live in the briefing room. I have to say even the darkest days of the obama white houses war against fox news, the white house never banned fox from attending any sort of press gaggle or broiefing. This is clearly President Trump punishing News Organizations for providing basic accountability. Reporter well, jake, it was a little perplexing to see how this played out. It is not unusual for the white house to do Something Like that with a pool, which is of course a small group of reporters who represents the entire press core, or even if they wanted to do a private meeting, for instance, with a group of columnists. But what is bizarre to see the white house handselecting ava right of different news outlets across the board and blocking others. For instance, they allowed every other Major Television network except for cnn into this briefing, which is outside the realm of what we normally see from the white house. Its very bizarre to allow newspapers into a briefing like this, but to exclude the New York Times. So, they did seem to opt for some outlets they believe are more favorable toward the president , places like breitbart, places like the washington times, and opted to exclude places like anyone, the New York Times, and politico that the president has been directly critical of. And, sara, did the white house give any explanation as to why these News Organizations, including cnn, were excluded . Reporter i have asked a number of white house aides today in the communication shop specifically about why they hand selected some reporters to be included and decided to exclude others. They had not answered that question. They have only said that it was originally going to be a pooled gaggle off camera, then they decided to expand the pool. Sean spicer said that was his decision to expand the pool, but they have not said why they decided to sort of cherry pick these outlets. Jake, its worth noting in this gaggle that was off camera cnn was excluded from, the main focus was cnns own excellent reporting today on contacts between the white house chief of staff and the fbi. Sara murray, thank you so much. I dont want to spend too much time discussing this issue because we have a lot of news to cover today, but lets not make any mistake about what is happening here. A white house that has had some difficulty telling the truth and that has seemed to have trouble getting up to speed on the basic competent functioning of government, and a president who seems particularly averse to any criticism and has called the press the enemies of the american people, they are taking the next step in attempting to avoid checks and balances and accountability. Its not acceptable. In fact, its petulant, and indicative of how an adult white house functions. In fact, sean spicer in december seemed to completely under this. He said the white house would not ban any Media Organization as the Trump Campaign had. He said, quote, we have a respect for the press when it come to the government. That is something you cant bannon entity from, conservative, liberal or otherwise. I think thats what makes a democracy a democracy versus a dictatorship. The Trump White House now led by sean spicers white house operation and the Communication Division is now targeting multiple Media Organizations and it seems to think it can punish reporters for sharing with you facts that they dont like. They offer rhetoric designed to mislead and confuse you about this issue, such as this from the president today. We are fighting the fake news. Its fake, phony, fake. [cheering and applauding] a few days ago, i called the fake news the enemy of the people, and they are. They are the enemy of the people. [cheering and applauding] because they have no sources. They just make them up when there are none. Just simply not true. So, dont misunderstand whats going on with that rhetoric and with todays action banning various Media Outlets including cnn, the New York Times. This white house does not seem to respect the idea of accountability. This white house does not seem to value an independent press. There is a word for that line of thinking. The word is unamerican. Now, the Republican Party is now the party of donald trump and it sounds a little bit different than it has in the past. Of the president took the stage today at the conservatives influential conservative cpac he skipped last year when he was candidate. He laid out his governing principles in todays speech. Wasnt quite conservative, more nationalist nationalistic if anything else. Jeff zeleny joins me now. He is going to address Congress Next week. Will that speech sound similar to todays . Reporter the president will sound similar. When i was in that room i was thinking i was back at a Campaign Rally six months ago, or a year ago. His proposals, pitches will sound the same. One key difference. The crowd next week in the House Chamber will be cheering. Now you finally have a president , finally, took you a long time. Took you a long time. Reporter at the same gathering last year, just outside washington, many conservatives recoiled at the idea of a trump presidency. He canceled his appearance and, of course, went on to win. He really doesnt belong at a conservative gathering. Donald trump is not a conservative. Reporter but it was here at cpac six years ago where trumps idea of running for the white house first springed to life. While im not at this time a candidate for the presidency, i will decide by june whether or not i will become one. Reporter estopped short of running back then, but his words sound prescient. I will tell you the reason that im thinking about it is that the United States has become a whipping post for the rest of the world. Reporter but now after five weeks in office, the president is faced with making choices over which campaign pledges take priority and how he will pay for them. Were also putting in a massive budget request for our beloved military. [cheering and applauding] and we will be substantially upgrading all of our military, all of our military, offensive, defensive, everything, bigger and better and stronger than ever before. Reporter carol marino is an early trump supporter from carolina who for now is giving the president the benefit of the doubt that his agenda wont break the bank. Im not overly concerned that hes going to blow the deficit, im really not. I think hell find a way to kind of shrink the waste and then use that someplace else. Reporter yet several other fiscal conservatives say they are carefully watching the price tag of trumps agenda. Even as he redefines the meeping of conservatism. You know, again, what is a conservative . I think that thats one of the questions that were all debating at this conference. Reporter it was clear today mr. Trump isnt quite ready to let go of his campaign. Even as those promises give way to the realities of governing. Our victory was a win like nobody has ever seen before. Reporter and, jake, just a short time ago, another very interesting meeting here at the white house, that was with the Ohio Governor john case i can and the president. John kasick has been a critic going back a year in their own campaign. They were meeting one on one in the oval office. The governor walked out of the white house and sounded more positive than hes ever sounded yet about the president. Jake, he said this. He said, look, the man is the president of the United States. Its sort of like youre on a plane and youre rooting for the pilot. All of the governors from across the country also in town this weekend. The president will be meeting with them later. Jake . The white house is pushing back strongly today gengs the cnn exclusive cnn reporters found that the fbi rejected a request made by the white house to try to publicly knock down reporting by both cnn and the New York Times about contacts between President Trumps Campaign Staff and russians known to u. S. Intelligence. Cnns jim sciutto joins me now. Jim, the white houses push back is interesting because it actually ends up confirming the reporting. Between all the push back and the normal insults and the object fa skags, this essential fact. The white house confirms it did speak to the fbi about these communications and did ask for help knocking down stories describing those communications. And more broadly, the white house is not denied the existence of these communications between trump advisors and russians known to u. S. Intelligence during the campaign as cnn reported last week. Tonight the white house vehemently defending, asking the fbi to deny reports of communications between Trump Campaign associates and russians known to u. S. Intelligence. The administrations intense push back follows cnns exclusive reporting of the white house request. Senior Administration Official insisting it only asks for the denial after a top fbi official himself volunteered that the New York Times story on those communications was inaccurate. White house official who asked not to be named, today outlined their time line of events. Saying, the conversation happened on february 15th, after a 7 30 a. M. Meeting led by white house chief of staff Reince Priebus. Fbi Deputy Director andrew mcakie abe asked priebus for five minutes alone after the meeting ends. This according to senior Administration Officials and called the reports linking Trump Campaign advisors to russia, quote, total b. S. Priebus, the white house said, asked mcakie abe, quote, can we do anything about it and whether there is something the fbi can do to, quote, set the record straight . Later in separate conversations, mccabe and fbi director james comey tells him they cannot comment omt reports. Priebus then asks comey if he can cite mcakie abe and comey as top intelligence officials in pushing back on the story himself in tv interviews last sunday . Which he did. Ive talked to the top levels of the Intelligence Community and they have assured me that that New York Times story was grossly overstated and inaccurate and totally wrong. Reporter the direct communications between the white house and the fbi were unusual because of decadeold restrictions on such contacts concerning pending investigations. You dont want the appearance of political influence with respect to an investigation or prosecution. Thats why the protocols are in place. Reporter President Trump on friday vented against the leaks that have plagued his administration, saying they should use named sources even as white house officials asked repo reporters not to be named. Im against the people that makeup stories and makeup sources. They shouldnt be allowed to use sources unless they use somebodys name. Let their name be put out there. Let their name be put out. [ applause ] a source says that donald trump is a horrible, horrible human being. Let them say it to my face. Reporter mr. Trump also criticized the fbi directly, tweeting, quote, the fbi is totally unable to stop the National Security leakers that have permeated our government for a long time. They cant even find the leakers within the fbi itself. Classified information is being given to media that could have a devastating effect on u. S. Find now. We learned today at fridays briefing the members of the intelligence committees both the senate and house congressional sources say fbi director james comey did not dismiss the existence of any communications between russians and trump advisors. Fact is, the fbi is still investigating the significance of these contacts as are the house and intelligence committees. When Reince Priebus makes the broader denial there is nothing to these reports whatsoever of communications, that contradicts the fact that there are, in fact, ongoing investigations, fbi and two on the hill as well. President trump expects to release a revised executive order which will restrict travel from most muslim majority countries. Cnn has learned in an effort to bolster its legal case, the white house has asked them to provide an Intelligence Report to support the ban. Some inside the Intelligence Community are concerned President Trump is politicizing. Janet napolitano under president obama, thanks for joining us. Have you spoken with any of your former colleagues at the department of Homeland Security about whats going on . No, i havent. But i have seen the reports about whats going on and its troublesome. The idea right now is that the office of intelligence and a analysis which of course is the intelligence arm of the department of Homeland Security, they offered a report that basically says that they dont think the travel ban makes sense. Now, the head of ina, intelligence and analysis, has criticized that report, in fact, the department of Homeland Security has on the record criticized that report. Is that unusual . It is unusual and its also unusual to have ina requested to come up with intel that supports a previously arrived at conclusion. Normally your policy and your conclusions arise from the intel as its developed and vetted amongst different agencies. So that theres a cohesive view of what the policy that arises from that intelligence should be. Here it sounds backwards, that they were given direction on what conclusion to reach and despite what some in ina thought were directed to develop intel that supported that conclusion. Now, the Trump White House argues that the Obama Administration under played terrorism, not counting as terrorist activities attacks that were thwarted or failed in any way, not counting as serious enough when individuals attempted to join or support terrorist groups. They want to expand the definition of terrorist activities to include all of those factors. Does that seem unreasonable to you . Well, it depends on what all of those factors are. If you expand the definition too broadly, it loses all meaning. But there may be room for some compromise there. I think their basic idea is that the 9th Circuit Court of appeals and also some democrats have said none of the people from these seven countries have committed any acts of terror, and its true only if youre counting as acts of terror in this country successful murders of innocent people by these terrorists as opposed to wounding people, for instance, as happened at ohio state by a recent somali immigrant. To a lot of people it might be it might sound completely reasonable that person poses a threat. Ive glad they were not successful in killing anybody. That should count as somebody who committed a terrorist act even if they didnt successfully kill someone. Yeah, perhaps. Thats why im saying i think there may be room for some middle ground here. But, again, what were seeing is an effort to support a previously arrived at conclusion in a sense by directing ina, intel and analysis, what to come up with. And thats whats troublesome about what ive read about whats happening at dhs. I want to ask you about immigration, both in your capacity as secretary of department of Homeland Security, but also as former governor of arizona. You dealt with the issue of undocumented immigrants illegally crossing the border all the time. President trump has vowed to more strictly enforce laws on the books and he says hes just following the lead of the Obama Administration, as you know. Im sure you heard a lot of complaints about it. President obama authorized the removal of, in total, more than 3 million undocumented immigrants. Is the Trump Administration wrong to say that they are just following the lead of the previous president . Yes, they are. And theyre wrong in several respects. The most important is the notion of who should be removed and the priorities for removal. Under president obama, we focused on those who had committed serious felonies, had known gang associations, and that there was a great deal of derogatory information about. Under the Trump Administration, those priorities are essentially wiped away so that, for an example, a mere arrest, even for a minor offense, would subject someone to deportation. And as somebody who has worked in this area for a long time, i know that widening those priorities, in essence, means no priorities. And thats not good Law Enforcement. The reality is banning is a slippery slope to what you see in a lot of countries where freedom of the press is restricted and thats a troubling trend from this administration. Its interesting if you combine what the president said today at cpac with this thing they did this afternoon which i think was actually designed to distract away from the story about chief of staff Reince Priebus talking to an fbi Deputy Director about news stories a story cnn broke, maybe part of the reason. What it says when you listen to what President Trump said today and then you think about the conservative organizations that were that are being favored in terms of who gets into the gaggle and who is getting kicked out, its really an intent to speak only to a small portion, under 40 of the country. It is really a statement about a lack of interest on the part of the white house in talking to the other side, the people they havent won over. Is there anyone left thats persuadable that either voted for hillary or voted for someone else or stayed home and didnt vote. There doesnt seem to be an effort underway to talk to those people and when you do Something Like this, when you when youre inviting these organizations in that few americans have ever heard from, youre thinning your coverage, youre speaking to a smaller universe of people, people who only agree with you and youre not reaching out to the the goal. Except youre an expert on the opposite of this which is democrats not speaking to certain groups or Media Organizations not trying to appeal to certain groups. Right. Whats your take on this . I dont think its a good idea. I dont think its ever a good idea to pigeon hole and place and separate Media Organizations. Were all there to do a single job. Some of organizations have a bent more one way or the other, but the most important job for the white house is to get their story out, to get their information out. And, you know, and some time its really different filters. But banning the press, it becomes this is one time. It becomes a pattern of behavior. Then its something we should really be concerned about. Lets move on to other news because i want to talk about cpac. You were there today and there seemed to be a lot of red meat that the president offered for his audience. No vegetables. Still talking about he doesnt seem to be a veggie guy in general. Still talking about hillary clinton, talking about the media. Conservative journalist charles cook tweeted there is nothing in the speech, its pure outsider anger, but trump is the president and the gop controls almost everything. Bizarre. Do you think charles cook has a point . Hes a conservative writer for the national review. You know, trumps speech was perfect for that room. Theres a couple of things going on there. First of all, he didnt really make a big hit in 2011 when he was there. And, you know, also all these attendees have sort of been in the wilderness for the past eight years. They havent had, you know, a conservative hero. And while trump has won and hes not really the conservative hero, they had something to celebrate. They were very happy. Usually cpac events are like theyre agitated, theyre annoyed, theyre anxious because whats going to happen to the party. And today they had what they wanted and, you know, trump gave it to them. Like you said, red meat, no vegetables. One thing thats interesting, in Ronald Reagans first appearance you were there. I wasnt there, but paul said he went back and looked at it, and it was a big appeal to get out for the mid 1982 elections. It might have been a squandered opportunity for the president to expand his majority. Actually matt who has run the entire event in the conservative union was tell people that conservatives want to know, attendees at cpac want to know what they can do to help the administration and that was a missed opportunity. 2018 is a big moment and while you heard them talking before he was inaugurated, Kellyanne Conway described it as a surround sound outside group that would bring together so much grassroots support they would end up electing 16 senators to enact their agenda. They are going to get to work. The august recess is coming and they need grassroots on the ground to mobilize. I want to talk about the next generation of democrats, the dnc election is tomorrow. The front runners are congressman Keith Ellison democrat of minnesota and tom perez, former secretary of for obama. You wrote a favorable oped for the mayor of south bend, indiana. Hes a military veteran, hes openly gay, he talks a lot about needing to appeal to White Working Class voters. Are you worried that the perez or ellison pick might be squandering an opportunity in the way that maybe the democrats have done before . Democrats have definitely done that before. And i think weve learned a lot of the wrong lessons from the 2016 race. Tom perez would be a good chair. He may be a great chair. This is a time we shouldnt be making a safe choice. And mayor pete, im still practicing how to say his last name. Phonetically spelled. He has an amazing biohe outlined. Also hes somebody who recognizes it is not just opposing trump and opposing the republican agenda. Its about presenting our own positive optimistic agenda, that people want something to vote for. And i think were not doing enough of that and i was really encouraged to see him talk about that in the cnn debate the other night and recently as hes been running. Do you think hes the man . I think they need a clean break and they need to just break all the plates and start over and he is really, according to many, kind of this ideal makeup of everything that you need in term of a fresh face, but someone who understands the middle of the country. I think that jen is right, perez might be a good establishment pick, sort of keeps everything sane for a while. But howard dean is supporting the mayor. Mayor pete. Mayor pete. If the party doesnt come around and support him they will regret it five years from now. What do you think . I interviewed him a couple weeks ago. He had the right tone, the right appeal. He has the support of ed randall, former dnc chair who griped a lot during the Clinton Campaign about, we need to be more appealing to a bunch of different kinds of democrats. And he also has the support of john feder man, the progressive from pennsylvania that ran for u. S. Senate. You know, he wants to embrace the 50state program and thats what the democrats need. They were so successful with that in 2005 and 2006. They expanded the party, they expanded their universe and thats what the democrats need right now. Theyve lost the thousand 60 seats. Its an important moment for them. All the state legislatures and house and senate and president and everything. [ laughter ] i want people at home to know what the thousand were.
