said anthony weiner, aka carlos danger. a play right said if you introduce a gun in the first act, it had better go off in the third act. it looks as though carlos danger is the gun. the story broke when we learned about a let ir to congress james comey announcing a quote unrelated case concerned up new e-mails that appeared to be pertinent to the investigation because of her private e-mail server. comey's statement did not say when the fbi would announce the results of their review. comey's statement did not say where these e-mails came from. but sources tell us the e-mails were found on a device being examined as part of that investigation into anthony weiner. it's unclear if this device belonged to weiner or to his now estranged wife hugh made abedine. donald trump was quick to share the news with his supporters.ma. donald trump was quick to share the news with his supporters. >> they are reopening the case into her criminal and illegal conduct that threatens the security of the united states of america. i have great respect for the fact that the tooib afbi and det of justice are now willing to have the courage to right the horrible mistake that they made. >> cnn justice correspondent pamela brown is in washington and covering this story for us. and pamela, the weirdness of this news being related to anthony weiner aside, fbi director comey is saying that e-mails were found on a device and they might contain information pertinent to the e-mail server investigation. it seems serious. >> it does. and right now the fbi is trying to determine if the e-mails contain classified information, how relevant they are to the hillary clinton private server investigation. and an investigation that had been deemed a done deal and it's now getting a renewed look less than two weeks until election day. tonight james comey delivering the stunning news in this letter to congress. the fbi has discovered new e-mails related to the hillary clinton private e-mail server investigation and is now taking a second look at that investigation. in a letter sent to the senate judiciary committee today, comey writes, quote this, connection with an unrelated case, the fbi has learned of the existence of e-mails that appear to be per nept to the investigation. he went on to say the fbi should take appropriate investigative steps designed to allow investigators to review these e-mails to determine whether they contain classified information as well as to assess their importance to our investigation. a law enforcement official says they were found on an electronic twice that t device that the fbi didn't previousry have and was being examined as part of an unrelated investigation and the e-mails are not from hillary clinton but someone else. this comes just three months after comey told congress the investigation was complete. >> did hillary clinton break the law in connection with her use of the e-mail server, my judgment is that she did not. >> reporter: you newly discovered e-mails did not come from those released by wikileaks or the clinton foundation. >> i need to open with a very critical breaking news announcement. >> reporter: republicans immediately pounced, donald trump celebrating the news in front of a cheering crowd. and paul ryan tweeting yet again hillary clinton has nobody but herself to blame. she was entrusted with some of our nation's most important secrets. and she betrayed that trust by carelessly mishandling highly classified information. i renew my call for the director are national intelligence to suspend all classified briefings for secretary clinton until this matter is fully resolved. comey's announcement potentially reversing course from the fbi's previous decision. >> although there is evidence of potential violations of the statutes regarding the handling of classified information, our judgment is that no reasonable prosecutor would bring such a case. >> reporter: now the question is, could that change. >> and director comey says he doesn't know when the review of these new e-mails will wrap up, but likely to be after the election and we're told that director comey felt compelled to let congress know about the recent development otherwise he could be accused of withholding relevant information before an election. gives you a little insight into his thinking about why thatlet are was released today. >> pam lark thank you. clinton and her press corps were flying from new york to iowa and without functioning wi-fi journalists tell us, meaning irony of ironies, hillary clinton was unable to get e-mail while this story was breaking. phil mattingly is live for us in cedar rapids, iowa. phil, what have clinton or any of her aides said responding to this surprising news? >> that is absolutely inappropriate. the department and fbi have very strict rules about when they can comment on ongoing cases and director comey has violated those rules going back to his original press conference when he closed the case. but this latest example violates a long standing practice which is that the department goes out of its way not do anything that can be seen as trying to influence an election. usually they interpret the closing days the last 60 days, let alone the last 11 days. >> wouldn't withholding this information once it was ready to be given to congressional leaders also be possibly seen as trying to sway an election except in the other direction? >> the problem is there is no information that he released. we don't know what it is that the fbi is looking at. we've seen some leaks now that they might involve anthony weiner, but his letter announces that they're looking at this case again, but it didn't give the public or voters or even give congress any information about what it's about and it leads to secretary clinton having to defend against a negative which of course is possible and that's why the fbi never before to by knowledge has done something like that. >> so this morning the average voter gets up and republicans are saying jim comey is a hack and should be fired and democrat is saying he's such a integrity. and then there is a new development and everybody changes opinions. and donald trump now saying maybe it's not as rigged as i thought it was and democrats such as you are saying it's outrageous what he's doing. doesn't that breed cynicism, the idea that whatever is unfavorable to your side is suddenly outrageous? >> i'll say that my opinion on this has been consistent from the beginning. since he held his first press conference and talked about this, i thought he shouldn't be doing that. and i've said that publicly a number of times. you're right that it does breed cynicism, but that is actually why the fbi is not supposed to be talking publicly about this. they're supposed to handle their cases quietly, supposed to follow the facts, follow the evidence wherever they go. and then make tough decisions and take the heat for those decisions. they're not supposed to insert themselves in the middle of the campaign because you get exactly the result that you just mentioned where the fbi becomes a political football. >> so what we know now according to sources in law enforcement is that there were e-mails discovered on at least one device and this had to do with either -- we don't know whose dries, where hugh made an dean or anthony weiner. it has to do with the probe of anthony weiner. now that we knowma abedin or anthony weiner. it has to do with the probe of anthony weiner. now that we know all that isn't that the information that the voters can take and assess? >> the problem is that they don't know anything information. officially what they know is that the fbi is looking at something again. they don't know whether it involves secretary clinton, it may not. it could involve huma abedin, it could involve other staffers. the fbi hasn't given us that information. they shouldn't have said anything. now that they said something, they actually do owe to voters, to the public, to explain what it is that they're looking at and what they're not looking at. because if they don't do that, they have unfairly tarnished secretary clinton and made it very difficult for the voters to actually know what is happening. >> so you think director comey needs to provide more information? >> he does. we're in the worst of all worlds now where having sort of crossed the rubicon and he needs to come forward and say what this involves. because it's unfair to have donald trump attacking her based on speculation based on innuendo nat dire that the director has caused about. >> we know from foia and wikileaks and e-mails released and also the fbi director that hillary clinton and her team were extremely careless with material. what could be wore thse than kng that already? >> i don't agree that we absolutely know that they have been careless. director comey said that at his press conference, but then we found out when there was testimony, we looked at other things that she never did receive classified information that was properly marked. there has been a lot of confusion about that. but we're now back in the situation where we just don't really know the underlying facts. we continue to see e-mails from wikileaks, but that is not what this review is about. this goes back to if we believe what people have reported something related to anthony weiner. so we don't know all the facts. which is why having opened this door, i think it's incumbent upon him to explain what it is we're looking at. >> he's more than welcome to come here and answer our questions. matt miller, thank you. law enforcement saying director comey felt he had to tell congress now about the new information potentially pertinent to the investigation. but is there any chance that the new fbi probe is actually complete before the election? >> reporter: a fast developing story as we're getting different information coming in every two minutes. what we've just learned, apparently this plane landed from heathrow airport and it was taking off three hours later heading to miami. and of course like you said the faa originally said there was a blown tire. now we have a new statement from american airlines and that statement reads american airlines communications spokesperson leslie scott tells cnn american airlines flight 383, which was a 757 bound for miami, an above tborted takeoffu to an engine related mechanical issue. 161 passengers and 9 crew and buses are en route to pick up the passengers and bring them back to the terminal. of course we have images of smoke billowing. you have the airlines saying one thing, you have the faa saying something else. we now know that three raunways are shut down at o'hare. we're still trying to gather more information. >> all right, ryan young, thank you so much. turning back to politics now, the fbi review of their probe into hillary clinton raising a lot of questions. one thing we do know is that this new information surfaced in the course of a separate investigation into former congressman anthony weiner who is the estranged husband of top clinton aide huma abedin. joining me now to talk more about this news week political he had the tore maore matthew c evan perez. evan, why did the fbi do this now? you heard matthew miller saying this was inappropriate timing. they must have thought about that. >> oh, yeah, absolutely. the problem for the fire director, once he's gone down this road of giving this extraordinary amount of transparency in this investigation, it's very difficult to hold on to the information. he says in his letter to the members of congress he said he was briefed by the investigators yesterday. so it's very difficult for them to hold on to this of a until after the election. obviously the accusations would be the opposite that this is relevant information to the investigation and that the voters did not have this. obviously 10 million people, over 10 million have already cast their ballots. so the damage is already done. but the fbi director felt he had no choice. >> and tell us about how you think they made the announcement. >> i think they messed up. there is a reason prosecute to haves and investigator think things confidential until they can get into a court of law and sort it out with give and take. what comey did over the summer by sort of saying hey, here is my thinking why we didn't recommend criminal action against hillary clinton, he opened the door to this. now he had to go back -- he had to do something with congress, i agree, when he discovered new commercials in the anthony weiner investigation, but now he's in a very hard place. he's gotten the country all excited with this e-mail. we didn't know what he has. just 11 days to the election. and i think the original sin was going out there originally and talking at such great length. >> over the summer. >> yeah. >> evan, why didn't the fbi find these e-mails before today? >> well, the problem was that the devices that contained these e-mails was not in their possession. they didn't have this until they started doing this anthony weiner investigation which we reported on about a month ago. and in the course of doing that investigation, they came across we're told e-mails to and from huma abedin that were relevant to the investigation. and just picking up on what matt said, people i think would have been criticizing the fbi director for what he did, but plamg if abop imagine if he had decided that there were no charges in this case and he didn't explain exactly what there was, there would be the opposite criticism which would be that what are you hiding. and obviously this is a very unusual situation to describe all the different ways that hillary clinton did mess up, but you're not bringing charges. it's a very unusual situation. but the fbi decided that this was very much something that they had to do to explain to the public what they had done behind the scenes. >> matt, you've covered the clintons for years. dare i say decades. and this is truly an astonishing twist. >> it's unbelievable. and it's hard to imagine that the anthony weiner story would come back to this. but it does of course because he was talking to a girl who was underage and that falls under the fbi's jurisdiction. it wouldn't have been if she had been overage. so it comes back to them. obviously it's awful for the clinton campaign. i think the only good thing is that, you know, he alluded that it was from a separate investigation, wasn't necessarily from her e-mails. but until we know more, it will loom over the last bit of this campaign. >> evan, fbi director comey a day ago was being assailed by republicans for being a hack and democrats for calling him a man of integrity. now we have the complete reverse. democrats attacking him and republicans calling him a man of integrity. donald trump saying maybe it's not as rigged as i thought. you have interviewed the fbi director. what is your impression of what he thinks about politicians and political pressures? >> i got to tell you, it's been a tough period not only for the fbi director, but also for the bureau at large. the problem for them is that they are viewed as these middle of the road, supposed to be the arbiters here of these investigations without paying attention to the politics of this. and the only thing that really, really angers comey is the accusation which had been made by members of congress that he was some kind of lackey for hillary clinton, that he was some kind of partisan corruption by the obama administration. that really does get under his skin. and you can see that from some of his testimony. some of the stuff that he was expecting a lot of this, i think it's gone a lot further than even he had imagined. >> and from your reporting on comey, we should point out he was in the justice department in the bush administration and there was famous showdown. >> right. he took a very strong stand against the enhanced surveillance program of the nsa and there was a showdown where he and the white house chief of staff and white house counsel actually got in a rue at the bedside of then attorney general john ashcroft. i think there is a consistent pattern with comey which is that he does like to insert himself in things. he was very definitive in that case where he didn't quite have final jurisdiction, but he threw himself in. he got up in the obama administration's face about mandatory minimum sentences not long ago, he weighed in on whether there was a ferguson effect. i mean, i'm not saying he is a camera hog, he's anything but, but he does have a tendency to insert himself in a way that other fbi directors have not. and that i think is kind of what led us to where we are now. >> interesting. thank you both so much. armed with this new information, can donald trump take advantage and win votes? >> i do think people need to have more information because people are jumping to the conclusion that it must be something really terrible. and if you look at what he said in the letter, that's not what it says. just that it is incumbent upon him to let congress know about this and so i think that the problem for democrats is something you've been allude to go which is that they built comey up into this unimpeachable person who is a straight shooter and now they're turning around and saying how dare he when it looks like he felt like he had to just report this to congress. >> i guess the big question i think a lot of people at home are wondering, is this going to change the election? could this be the thing that changes -- i mean clearly until today the dynamics seemed to be hillary clinton was likely to be elected. polls were going in her favor. could this change that? >> well, two things. well, i think voters have become deacceptstiz desensiti desensitized. we've had scandals from both of these candidate, whether his problems with women, i think the 12th woman came out this week, i don't know her name. with her it's the e-mails and the clinton foundation and sort of accountability issues. i think people are a little overwhelmed by all of this. i'm not sure how impactful this will be, but secondly, for whatever reason, democrats have decided they don't care in large numbers, they don't care about hillary clinton's accountability problems. and republicans have decided in large enough numbers they don't care about donald trump's morality issues. so if this is kind of more of same for what we know of her, i'm not sure how impactful it will be. >> the problem with clinton is that the e-mail issue. that is the place where you have really seen her stumble and after the server news broke, you did see her affected by that. so that that is the only reason i would say if there is one thing that was actually going to potentially affect her, this kind of stuff falls in that category. >> i think it would have to be pretty bad. >> to your point, it gets to a narrative that is always baked in the cake and those are always harder to dispel, but the other thing again, it gives donald trump someone who is not known for his discipline a bright shiny object that he can focus his attention to. and if he was talking about this, he is maybe not talking about the women who are coming forward and that is good for the trump campaign. >> you were talking about down ballot democrats. i want it play a moment between mark kirk and tammy duckworth running against him in the illinois senate race during their debate last night. >> my family has served this nation in uniform going back to the revolution. i'm a daughter of the american revolution. i've bled for this nation. >> i had forgotten that your parents came all the way from thailand to serve george washington. >> senator kirk apologized this afternoon saying sincere apologies to tammy duckworth and gratitude to her family's service. and kirsten, tammy duckworth is a disabled veteran and yes, her mom is from thailand, but her father comes from a long line of americans dating back to the american revolution. a horrible moment for him. >> it was terrible. he's already losing. now he's definitely going to lose. but it's just interesting because you see in sort of -- s.e. had a great piece broke the women's issue and republicans, but you see this is the kind of thing where republicans are just being who democrats always say they are. they're just walking right into the stereotype. >> and speaking of the woman issue, s.e., you're part of a cnn daigital series called call on t girls on the bus and you talk about the negativity directed toward female reporters, but you still think it's important for women to be out there fighting the good fight on social media. >> absolutely. we cannot cedeoffense. >> i'm very nice. >> social media is an awful place, but women use to social media for forces of good and to get our voices heard. so i hope they do. >> and ashley, you're a woman on social media. have you found it difficult this election cycle more than other times?
