Transcripts For CNNW State Of The Union With Jake Tapper 20180819

Director. I like taking on voices like that. Ive never respected him. Reporter and threatens others who criticize him, but intel leaders are not backing down. Hes drunk on power. Well be joined by three former Top National Security officials next. And leaning left, polls showing democrats prying for a new win in november. But is the party moving in the wrong direction . The Democrat Party didnt necessarily change. Well talk to governor steve bu bullic of montana. Hello, im jake tapper in washington where the state of our union is under pressure. President trump feeling the heat of a russia investigation that will not just go away. Railing the special counsel is worse than the infamous joe mccarthy, trump claiming he has nothing to hide this in response to a stunning the New York Times report that White House Counsel Don Mcgahn has spent 30 hours over nine months talking to robert mueller, the special counsel. The white house lawyer effectively a cooperating witness in the investigation of President Trump. This as the president continues to his attack on former cia director john brennen after the president s disdain for the russia investigation drove him to take away brennens security clearance. Tweeting saturday, quote, brennen has become nothing less than a loudmouthed partisan political hack who cannot be trusted with the secrets of our country. Putting more on notice they might be next. Unprecedented moves that drew a stern rebuke from dozens of intelligence officials who have served both democratic and republican president s. Here with me to talk about this all former department of Homeland Security and counselor terrorism advisor to president obama, lisa monaco, former director of National Intelligence James Clapper and general michael hayden, former cia director. More than a century of combined intelligence experience sitting at this table right now. I hope youre not offended by that, more than a century. But lisa, i want to start with you. I do want to ask as someone who worked at the justice department, under bob mule squr at the white house, what do you make of mcgahn talking to the president , talking to special counsel, according to the New York Times one of the concerns is President Trump was setting him up to be a john dean like patsy. What do you make of it . Look, that really was a remarkable report we saw in the times this morning. I was surprised people would be surprised don mac began would be a witness and talk to bob mueller. As a former Government Employee he doesnt have a whole lot of choice of sitting and talking to bob mueller and his team. What was remarkable about that report is just how expensive the discussions seemed to be and how little limits were placed on the questions he asked and answered. And the other thing i think was very remarkable was how little the president seems to understand that the white House Counsel is the lawyer for the office of the presidency, the institution of the presidency not his personal lawyer. And then finally as a former prosecutor i think hes going to be a very, very valuable witness. If youre an investigator, youre a prosecutor, you want somebody whos been in the room when the key discussions happened and thats don mcgahn. Its very interesting. General hayden i want to ask you about a new attack from the president this morning on bob mueller. Quote, were now in a period that makes Joseph Mccarthy look like a baby, rigged witch hunt. To compare bob mueller to Joseph Mccarthy. Joe mccarthy was a demagogue, and ive got to add that mccarthys lawyer, larry cohn, became Donald Trumps personal lawyer and mentor for decades. I mean the irony here, just amazing. All of what you said is factually accurate. I want to talk about the focus on john brennen. After President Trumps press conference with Vladimir Putin in helsinki brennen unleashed some pretty remarkable criticisms against the president saying it was quote, nothing short of treasonous. Take a listen how brennen explained that comment just a couple days ago. And i did say it rises to and exceeds the level of high crimes and misdemeanors and theres nothing sort of treasonous. I didnt mean he committed treason, but it was a term i used nothing short of treasonous. But you didnt mean he committed treason, though . I said it was nothing short of treasonous, yeah. Well get into the president s term in a second, but do you think john brennens hyperbole is an issue here, the reason why were having this crisis . I think it is. I think john is sort of like a Freight Train and hes going to say whats on his mind. I think, though, that the common denominator among all of us that have been speaking up, though, is genuine concern about the jeopardy andthets to o threats institutions and values and we all express that in different ways. And i think this is what this is really about. But i think john and his rhetoric have become an issue in and of itself. What do you think . Look, i think john has said he sometimes gets but i think what he talked about is he was really commenting on how stunning it was to him as a decades long National Security veteran and intelligence official to see the president stand up in helsinki next to our main adversary, president putin, and not challenge him, not call him out, and the Intelligence Community under the Obama Administration and Trump Administration has said has happened and is in fact ongoing. So i think that was what john was responding to, yes, in very, very pointed fashion. Retired admiral William Mcraven who oversaw the raid that bin laden was killed wrote the Washington Post this morning, i would consider it an honor if you would revoke my security clearance as well so i could add to the list of men and women who have spoken up against your presidency. You have worst of all divided us as a nation. Would you be similarly honored to have President Trump revoke your security clearance . To be included in that group, sure. And frankly if his not revoking my clearance gave the impression that i somehow moved my commentary on a direction more acceptable to the white house, i would find that very disappointing and frankly unacceptable. Its really telling because theres two parts. He said take my clearance away so thats the local issue of brennen and his clearance, but the admiral went beyond that and made it a larger broader comment on why hes upset with the administration. And frankly, although, johns situation is a proximate cause for all of us signing letters and protesting, i think its kind of one additional straw thats breaking the camels back. Our complaint is not just about this. Its about the whole tone, tenor and behavior of the administration. Have you heard any of you from current National Security or intelligence officials, ones int Trump Administration whether political or nonpolitical appointees, expressing solidarity with what youre saying . You dont have to give their names obviously, but have you been given any attaboys or attagirls . Have you heard from anyone . Ive not heard personally from anyone currently in the administration. Have any of you . I have. I know theres a lot of angst at the working levels. Weve got to be careful. We cant go back to press the test because we dont want to make them vulnerable. I wrote a book a couple of months ago broadly addressing this topic and informally from those in government ive gotten the thumbs up there. In part he wrote, quote, mr. Trumps claims of no collusion with russia are in a word hogwash. The only question that remains is whether the collusion that took place constitutes criminal liable responsibility. Hes talking there about press reports, about meetings donald trump, jr. At trump tower, George Papadopoulos and others, but do you agree acollusion has been proven and its just a question of whether or not it rises to conspiracy . I think weve all spoken to this and you alluded to the trump tower meeting in june of 2016. I think frankly exhorting those russians to go out and find those emails and as reviewed in the stunning indictment that came out last month from bob mueller of 12 gru officers in which appears they complied with his quest that day after 24 hours. And in my book weve all written books i the for his cha director, et cetera, is that permanently broken do you think . If were back in our old agencies were trying to say to our work force we have nothing to do with what john brennen is says on tv and it gets harder each day as the Administration Takes actions. Thanks one and all for being here. I appreciate it. The white House Counsel takes 30 hours to talking to mueller and his team. Plus for over ten years. The only reason we came out in support of background checks, and Many Democrats think that doesnt go far enough. They pushed on what they call an assault weapons ban. Would you support a ban like that . You know, i would, jake. If we were to really step back for a minute i think most folks that be it in montana or elsewhere that are firearm owners want to keep themselves, their families safe. Its not unlike those folks who say all those that have been happening, what do they really want . Those same values, there are things we could do immediately anything from red flag laws to closing, to having the sort of universal background check to making sure were doing everything we can, some age restrictions or magazine restricts but lets begin with everybody wants to keep themselves and their families safe and lets begin with those where we can move things forward. Some in our party are calling to abolish i. C. E. More and more democrats are supporting medicare for all. And polling shows more democrats have a positive view of socialism than they do a capitalism. Do you have concerns your party is moving too far to the left . You know, and jake, i certainly dont want to demengs the question because i know you and others in the media are trying to figure out whats going on out there. But this us versus them mentality when im traveling around the country i really dont see it. I see unification after primaries. I see all democrats turn around and saying they need to make sure we need to have Affordable Health care at the same time republicans are trying to strip away medicaid and if anybody steps out of line from the perspective like senator mccain did and gets repeatedly taunted, they have to walk lock step in the ways that wont improve the lines of americans and theres often good competition of ideas that that really stands in contrast to anybody who steps out of leanto this current president on the republican side is worried not only for the reelection but, you know, continued taunts and tweets. You were in iowa thursday. Youre going to be in New Hampshire next week. Youre a twoterm governor of a state trump won by 20 points. Many democrats think this means you could compete in a red state as a president ial candidate. I understand you havent announced youre running for anything. But do you think if you did run you could beat President Trump . What i look at and those hypotheticals are a bit challenging, certainly. I was the only democrat i think in the country to get reelected statewide in a state where President Trump won. More than that ive actually been able to bring folks together from expanding medicaid to an earned income tax credit, record investments in education, trying to get money out at elections, which is something i was talking about in iowa. I think if anybody actually assumes we share the values of folks across this country, fights for those values and tries to bridge some of the divides, divides both in our country or political system that could be President Trump 2020. That would theoretically include you, i suppose . It would include all kinds of folks. Right now really what ive been doing is i have been listening, traveling the country quite a bit, listening probably more than weve been talking. For now thats as far as it goes. Thanks for joining us today. We appreciate. Great talking this morning, jake. A stunner in the russia investigation. A white house lawyer involved in some of the most int tit discussions with the president is reportedly talking a lot about mueller. Stay with us. This is not a screensaver. The president wants to testify. The president wants to be open and transparent. Otherwise he wouldnt have encouraged 30 witnesses including mcgahn to testify. That was one of the president s attorneys, rudy giuliani, reacting to the the New York Times bombshell report detailing how White House Counsel Don Mcgahn has cooperated with Robert Muellers justice probe into potential obstruction of justice. Lets discuss. Senator santorum, let me start with you. What do you make of giulianis comments .
