>> that's off of ali's playlist, donna summer, "she works hard for the money." that videotape is pretty crazy. let me introduce you to the panel, ali is joining us, cnn's chief business correspondent and anchor of "world business today" and john fugelsang, and will cain, cnn contributor, columnist for theblaze.com. our starting point is jobs, jobs, jobs. everyone's going to be looking. what do you think, ali, are we going to see? >> we'll see an addition of more than 205,000 jobs, that's the estimate for the month of march, that will be the third month in a row for 200,000 plus. it will be the 18th month in a row of job creation. there are a lot of questions as to why that's happening. some people say that back during the financial crisis, way too many people were laid off. they overshot, or they didn't, companies didn't hire enough in the ensuing months of the recovery. whatever it is, it's here. the rate will probably stay the same at 8.3% but there's a disconnect as more jobs are created more people who haven't been looking for jobs get back in. it's quite possible the unemployment rate goes up or stays the same. >> dr. nan hayworth from new york serves on the congressional job creator's caucus here to talk about the jobs report. so first, let's talk a little bit about if the projections hold true and sometimes that can be a little bit of a big if but people are having consensus around the numbers ali just gave. what do you think it means on the democratic side and republican side? >> it's always welcome to have more americans employed. the numbers should be higher and in previous recoveries as high you know, ali as 300,000, even 500,000 jobs a month. so this has been the slowest recovery since the great depression unfortunately and the unemployment remains at 8.3% in u6, those unemployed or underemployed some 15% so we've got a long way to go, and the big concern for all of us, irrespective of party is that we have conditions that we know are on the horizon. there is still a lot of hesitation on the part of employers to bring on new human beings in their employ, new employees, because the terms of the 2010 health law now being debated by the supreme court can be quite onerous and going to get worse. we're facing what ben bernanke face a tax fiscal cliff at 2013 and my concern is that employers, businesses small and large will look at that cliff and saying you know what? we're going to have to hold back more than they otherwise would. >> the flipside so that under the health care law allowing americans up to age 26 being covered by their parents' insurance, encourage lots of companies to hire young people because they won't have to pay. >> or a consumer directed system like what they have in indiana, the health savings accounts for medicaid recipients and state employees. i were every that model. >> unless they run out. >> we're not going to debate health care. go back to jobs before you derail my entire segment on the jobs war. i know i'm such a task master. >> and rightly so, but that's the concern is that we are, there are conditions that prevail, an economic climate in the united states that could be far better. so we can see the opportunities. >> let's talk about the politics of that, right, because in a way, when it comes to the republican candidates right now who are going through the primary process, how challenging is it to run against a jobs number that is, you know, a graph that's kind of going up, right? no matter how you read it and it may not even be in the sectors that would be the best sectors, it's still a positive report. >> well, again, i welcome a positive report. i want nothing more than for our economy to recover completely and that has got to be a good. so it's not about partisanship and who is running. i endorse governor romney, i endorsed him back in november and i do feel that he has a very sound and healthy understanding of what makes an economy tick. i do worry about the president's fiscal approach. i'm certainly not going to be shy about that, but again, because look at what we're facing come 2013 and look at what the president's budget proposed, which is an enormous tax increase, at a time when we really need those dollars flowing into growth. he signed the jobs act yesterday. that was passed through the house and then through the senate. the house accepted the senate's amendment. that's designed to help our start-ups. >> will cain? >> i'm going to say soledad politically three messages from republicans, you heard two from representative hayworth, the length of the recovery and jobs. sume people can't hear so i want them to read it. >> barely. >> the length of the recovery is too long, there's -- >> do you have an e-mail where you get these from? i apologize to my good friend, will, for the recovery because it's messing up the conservative campaign. >> this is a legitimate explanation of what some of the arlgmentes will be, still a high level of debt, going through de-leveraging, external threats like iran. in the end, how do americans feel. most indicators like your take-home pay americans don't feel like the economy is in recovery. that will be the biggest impact on the election. >> the difference, will, this is what americans are doing, they're taking money out of their pocket, i disagree with the idea that we should always hope the recovery comes on the back of consumerism and people feel good, spend more and get into more debt. right now it's the only game we have and it's working. however you feel about this, the fact is americans are spending money, they're going out and -- >> i can read. i know we have a recovery in play. these are the questions about that recovery. >> you're looking for an excuse. >> are you really going to fight in front of the congresswoman? >> we're having a brawl and it's not between our guests and panelists as that sometimes happen. >> it's the effect i have on men. >> i like it. z>> republicans and democrats alike we have to think together how best we extend opportunity, growth, prosperity to as many americans as possible. one of the most telling things i heard recently, secretary geithner came to the financial services committee which i'm a member and he extolled the growth potential of increases taxes and felt that was a smart thing to do, so i asked him a simple question, not hostilely, i just asked him a question, could he point to any one of our 50 states, all of which have their own microclimate and tax and regulatory structures could he point to a state among the 50 that with a heavy tax and regulatory structure was growing better than a state with a lighter structure. >> we could point to the '90s or the '50s, a decade. >> he could not point to a state if which that's the case. we see it in new york >> and california and over and over. >> exactly, that they're all leaving. enterprise is leaving them and the worry is that enterprise and investment are leaving the united states. we have to worry about what the fed is doing to accommodate and accommodate monetary policy and accommodate an extraordinary level of government spending. we need spending restraint. we need a long-term view of the role of the federal government in the economy. the budget we passed in the house a couple of weeks ago accommodates those goals. >> the person who can manage that message the best is the person who really has the leg up in the election. got to move on. >> and the long-term role of the government and the economy is crucial. >> got to get to headlines. congresswoman, nice to have you. thanks for being with us. >> thanks for having me. new analysis of george zimmerman's 911 call may shed new light on the trayvon martin shooting, after separating zimmerman's voice from cell phone interference, a forensic audio expert concludes zimmerman did not use a racial slur before he shot trayvon martin. he says the word zimmerman used was punks. here's that portion of the tape on a loop for you. these [ bleep ] punks. these [ bleep ] punks. these [ bleep ] punks. >> we're bleeping out the expletive. 7:30 eastern, soledad talks with attorney family natalie jackson for her reaction. rescue crews in alabama will search in daylight for a college student who fell overboard into a river. he was atending a sorority party on the "bama belle" when he fell into the river in tuscaloosa. police say alcohol was being served but it's not clear if alcohol played a role. new video overnight of the coast guard blasts an empty fishing vessel that was swept away by the japanese tsunami more than a year ago. so the called ghost ship was unlit, unmanned, adrift at sea. the coast guard decided to sink it because it posed a navigation threat for other vehicles in the area. it's good friday for christians around the world celebrating lent, the friday before easter sunday when christians remember the crucifixion of jesus christ. pope benedict xvi will lead services at the vatican at 5:00 p.m. this afternoon. the jewish passover begins at sundown, celebrates the exodus of ancient egyptians from slavery. the gsa, the general services administration, they're in charge of managing really the procurement for the federal government and the story was they had this lavish conference in las vegas, featured a clown, a mind reader and they ended up spending more than $825,000. >> it was a barmitzvah. >> basically yes a really, really good one. the gsa chief martha johnson and several other top administrators resigned from the fallout of that. now if you will say, piling bad on to worse, there is a video accompanying music rap video made for, by an employee for a contest held at the conference, and then the video itself mocks the excessive spending they were blasting in the report anyway. listen to it. ♪ atf can't touch gs 15 guns ♪ cause i buy everything rappers can't afford ♪ ♪ every g gets a top hat award ♪ donate my vacation, love to the investigation ♪ ♪ i'll never be under oig investigation ♪ >> ali said while that was playing ill advised but excellent. they were doing it off of the bruno mars, a parody of that. he ends with the line "i'll never be under oig investigation." >> let's put these bureaucrats in charge of the health care. >> in the one-minute segment i have here, will cain, work with me today. >> we always look for the deeper message. there is one. we don't to look very part. >> white people should stop rapping. >> he was good. >> no, he was not good. this og will visit oyg. >> ba 61, building operation of cal funds is one of the lyrics to work in and atf for alcohol tobacco and firearms can't touch these guns. >> he's not going to be employed by gsa. >> it's not about race. it's n is not eminem white? you just have to eat it as part of your heart healthy diet. step 1. eat the soup. all those veggies and beans, that's what may help lower your cholesterol and -- well that's easy [ male announcer ] progresso. you gotta taste this soup. the sflath senate's top republican is telling president obama to back off. he says president obama crossed a dangerous line when he commented on the supreme court's deliberations over health care reform. here's what he said. >> regardless of how the justices decide this case, they're answerable above all to the constitution that they swore to uphold. the fact that this president does not appear to feel similarly constrained to respect their independence doesn't change that one bit. so i would respectfully suggest the president needs to back off. >> i'm sorry you had to see him that enraged. her to the loafer tassels right now. >> "respectfully i would like to say" the department of justice is dialing back on the president's comments, attorney general eric holder has asked for a three-page single-spaced memo. >> he defied the court and wrote only two and a half pages. >> maybe he had no more to say, clarifying the president's comments and outlining whether the obama administration believes the court has the right to judicial review. the attorney general holder wrote this, "the power of the courts to review the constitutionality of legislation is beyond dispute." cnn's senior legal analyst jeff toobin has been following this case closely. >> this phony, ridiculous controversy marches on. >> i was about to say you were not super quotable because you were sort of saying these over the hissy fit and train wreck and yesterday was kind of -- >> he has to meet his own bar. >> and it's been met. this is about politics ultimately. >> it is and this started with the president saying this shocking thing that he thinks this law is constitutional and hopes the supreme court upholds it, a perfectly routine and ordinary sentiment for a president who after all signed the legislation. >> said more than that. what he said was if they did not, that would be the supreme court intervening. really it wasn't -- >> that would be unprecedented. >> it would be unprecedented, given these circumstances, that's what he said. the argument that others have made is if you parse his words carefully, he was saying that it would not be -- it would be unprecedented for the supreme court to overturn legislation which is ridiculous because he knows the supreme contract can overturn legislation. his own administration is asking the courts to overturn the defense of marriage act, doma, so it is hardly foreign to the president for overturning legislation. >> those of his his exact it would be unprecedented and extraordinary for an elected of men and women in black robes to overturn a majority decision in congress, like an overwhelming majority. i don't have to parse his words. he's questioning the legitimacy of the courts to overturn his favorite law. this is a rematch. we did this yesterday. >> but i wasn't here for it. >> he's questioning something at the same time he's asking the supreme court to do. >> that's not a question for me. that's a question for president obama. he seems to like to apply the law the way he sees fit. we don't have a red phone. >> it's theet per. you have the outrage machine everything obama says. >> will is very outrageous this morning. >> when bush was president there was a democratic outrage machine but this is not a real controversy. >> but a strategy for re-election, now it's been posited that a lot of this on the reaction from mcconnell on the right is a political strategy but also the entire thing is a re-election strategy for obama. >> there is a paradox here. republican voters especially republican voters in the base of the party feel very strongly about the courts, about issues like abortion, about same-sex marriage. democratic voters do not seem as motivated by the supreme court as an issue. perhaps that will change this year. i doubt it. it is something that the people who are most motivated by the supreme court in issue are the people who are going to vote for that party no matter what. swing voters, the people who decide the outcome of elections don't seem to care that much about the supreme court. it's very important substantively. i don't know how important politically it is. >> jeff toobin, always nice to have you. >> good to be here. >> we've gotten a chance to chat with jeff three times this week. >> lucky for both of us. >> yes it is. still ahead on "starting point," new audio released at the center of the bounty scandal. on tape you can hear him calling for the bounty on players. out of lockup and onto the links, how an inmate ended up doing time at a golf resort in catalina island. sounds like something we might all want to do, ahead on "starting point." >> not --ly have a cocktail, please, before takeoff, absolutely. christine, thank you. a grand jury will be convened in a couple of days from now on tuesday april 10th in some knoll county, florida, going to be potentially looking into the death of trayvon martin. angela corey, the special prosecutor in the case says she doesn't need a grand jury to decide whether or not to arrest george zimmerman. so you could see movement in the case any day now. joining us this morning is natalie jackson, an attorney for trayvon martin's family. nice to see you miss jackson. thanks for talking with us. >> nice seeing you. >> are you hearing anything from miss corey as of the date of convening the grand jury gets closer? it's just on tuesday. >> no, we haven't heard anything. we know they're investigating the case and we know that she said that it's her option of what she wants to do as far as have the grand jury or not have the grand jury. >> does that mean that she could even once the grand jury is convened on tuesday she could wait weeks and weeks before she makes the decision or do we have to look at tuesday as potentially a deadline? >> well, we're looking at tuesday as a deadline. however, her office can decide that they want to wait. they can decide to arrest without the grand jury, so she pretty much has all the power now, and what happens in this case. >> interesting. let me ask you about again back to the audio clip, i think you and i have talked about this eight times or something over the last few weeks. george zimmerman now says what he, through his lawyers that he's claiming he said the word "punks." we've talked about an expletive, a curse word and maybe a racial slur. he says it wasn't a racial slur. the word that people may think was a slur was actually the word "punks." audio expert who we've had on this show before, tom owen, went back and redid his audio analysis, and now he's confirming that. he told me originally he thought it was clothes, he said no, it's curse word, the word punks. we'll play a chunk and i'll ask you a question on the other side. >> these p[ expletive ] punks, these [ expletive ] punks. >> we've looped that so i don't know if it makes it more confusing. say it is punks, how does that change allegation of a hate crime potentially in a this case? >> what people have to remember is that there are two investigations going on, there's a federal investigation which investigates the hate crime. the state investigation which angela corey is in charge of is a homicide investigation. it's to decide what to charge him on a state level. there is no hate crime element in that so it really doesn't change what we're looking at on april 10th with the grand youry. >> there's no question angela corey will also look at that 911 call, that conversation with dispatch. so it does give insight into his state of mind and his thoughts, right? >> exactly. it will go to the intent of what he was thinking. but whether or not he said a racial slur, that's not the end all be all of the case so that's just a portion that may go to intent of what he meant. >> george zimmerman has a new attorney in the case, hal eurig and here is what he says, has been talking over the last few days which gives insight into the case he's going to pursue. listen. >> the reason that trayvon martin is dead is not because he was black or because he wore a hoodie or because he was walking in the rain. it's because that 6'3" young man made a terrible decision and a bad judgment and decided to smack somebody in the face and break their nose, jump on him and smack their head into the ground, and in doing that, put him in reasonable fear for his safety. >> you get a sense of how he's going to position this case. >> yeah, and i think that you know, that's such an insult to the martin family. the reason that he's dead is because george zimmerman got out of his car when he was told not to, with a .9 millimeter. so we'll see how that plays out to a jury. >> ultimately if it's presented as in the final moments there was a struggle over a weapon, and that maybe both men could say self-defense. how challenging does that make your case? >> well, the thing is it's not our case. it's angela corey's case. society -- the public needs to be aware of that, is that the martin's family lawyers, we are not going to be the ones prosecuting this case. this is up to the state attorney. there is the justified use of force. however we don't believe that this, that law applies to george zimmerman because he was the pursuer. his own words on the 911 tape says that trayvon was running away from him and that he was chasing trayvon, so it will be how the state presents this case. >> natalie jackson is an attorney for the trayvon martin family, thanks for being with us. always nice to see you. still ahead on "starting point" caught on tape, the coach in the middle of the nfl bounty scandal, you hear him apparently asking for limbs and heads. have you heard this tape? we're going to knock the [ bleep ] out of him. he has no idea what he's in for. when he's on the side lines we got to turn that [ bleep ] over, tun their coaches over, turn the spectators over, go get that. . on the sidelines. >> the clip comes from a documentary maker, called "the united states of football." he was inside the football shooting steve gleason, a part of that documentary, he was shooting in the locker room in the game before the san francisco 49ers. gleason ironically is offering from als, they can't quite, there's some sense it's linked to potentially all these hits that he took on the field, so steve is also in the room, while these clips are playing. i should noten kren hae cnn has confirmed the authenticity. he has a lengthy explanation on his website but it was shocking to hear the entire thing. >> i so badly want to resist joining the emotional wave going in one direction. i always do. >> what direction? >> towards outrage toward gregg williams and the whole situation. let me finish. but i'm in the emotional outrage wave. this is absurd. quotes trying to over and over reemphasize target frank gore's head. take that head out. kyle williams who had previous concussions. >> play that first, if you go down to the "frank gore's" clip let's play that one. >> kill the head and the body will die. we've got to do everything in the world to make sure we kill frank gore's head. we want him running sideways. we want his head sideways. >> football is an inherently violent game and you accept that but this is so far outside the game, nasty. >> i'm shocked people find it shocking. do we presume this doesn't happen all the time? just happened to be caught on tape this one occasion? >> i think you're right. we should presume this happens much more often. i don't know if it happens -- i've never been in the nfl, never been in college football. >> what? the last few years so much documented about the damage of these hits. documentary on the potential damage of hits to a person's physique, a person's health so i think the situation is changing. i grew up in canada where hockey fights were the reason you went to hockey games and now that's changed. >> steve gleason is in the room in a wheelchair. in a wheelchair listening to that speech. that's really horrifying i think. we got to take a short break. ahead on "starting point" we'll talk about the new memoir called "mrs. kennedy and me" written by the secret service agent who was in the motorcade when jfk was assassinated. his name is clint hill and reveals his very personal relationship with jackie kennedy. we're back in just a moment. ost history. the man who stood by her side throughout her time as first lady was secret service agent clint hill. very few people knew her like he did. he was there when she lost her husband and america lost a president. now he's speaking out about their relationship and that day in a new book. wrote this, every time i saw a paparazzi took a picture, i knew what she was thinking. we had gone through so much together, mrs. kennedy and me. in fact that's the name of his new book, "mrs. kennedy and me". why now did you write this book? >> well, i'm not getting any younger. and i had assisted a friend of mine in writing a different book previous to this and in the process it became very cathartic for me to relive some of those events, some of those days back in 1960s. i had some serious emotional depressive problems because of what happened in dallas. and that helped me. then through that agent i met the writer and i began to trust her and i was willing to reveal certain information and then i talked to some former members of the white house press corps and they said, you know, we covered mrs. kennedy, we were never permitted to interview her, we didn't know her, you did, why don't you document that. it was historically significant so i thought it would be the best thing to do. >> it's an honor to meet you. i have so many questions. i want to get this out of the way. i'm sure you were asked about location of gun reports. would you support an investigation, a new investigation into the president agencies shooting? >> i don't think that's necessary because the warren commission got it almost completely right, except i don't believe in the magic bullet theory. that's beyond me. other than that the shots came from the right rear of the motorcade. there were only three. they did hit the president in the rear of the head just above the right ear. >> you describe it in the book. you said i was scanning at the left to the grassy area when i heard an explosive noise. i turned my head towards the noise. as my eyes moved across the president's car i saw president kennedy grab at his throat and lunch to his left. >> that's when i realized the seriousness of the situation. i jumped from the car and ran, trying to get on top of the presidential limousine to form a shield between the president and mrs. kennedy. >> at the same time mrs. kennedy is clawing her way. >> not yet. that didn't transpire until after the third shot hit the president in the head. then she came up out of the seat trying to retrieve some material that came out of the president's head on to the rear of the car. >> you then cradled his head in your jacket. >> well, no. >> let me read a piece from the book. you say this, i thrust myself on to the trunk, and pushed her back into the seat. the president's body fell to the left on to her lap. as i peered into the back seat of the car the president's head was on her lap. she was so worried -- she wouldn't move from the car. >> that's when we got to the hospital. >> you figured out why she wouldn't move from the car. >> the scene was so gruesome. she didn't want anybody to see the condition he was in. that's when i took my coat off, covered his head. then she released her hold on the body and we put him on the gurney and took him into the emergency room. >> you talked about all the guilt you felt. you alluded at the beginning of the interview to a down spiral you went into after the shooting. >> yes. >> can you tell us more about that? >> i was the only agent that had a chance that day to do anything because of the way i was situated. i was on the left running board behind the president's vehicle. the shots came from the right rear. everybody turned where they were looking back towards where the shots came from. my eyes hit the car so i could see what happened. everybody else's eyes went back to where the shooter was. they didn't see the president get hit. i did. that's when i jumped and ran. they didn't have a chance. and i was close. but i wasn't close enough. >> there's no way you could have done it. so why do you feel guilt about it. >> because we had the responsibility to protect the president and we failed to do so. >> what would you have done? would you have gotten between president and those bullets? >> yes, if i could have. unfortunately i wasn't there at the time. that was the objective to get up there and shield him. take the hit if you have to. >> what happened with your life. you described a down spiral. >> i was fine as long as i was kept very busy. i returned to the white house detail in 1964. i was very busy. then i ended up in a desk job in headquarters for a while and when that happened i had too much time to think and the things that i thought about was that day in dallas. and what had happened, and how could we have done things differently. >> you became a big drinker. >> after i left the service i lived on scotch and tobacco for seven years. >> the book is amazing called "mrs. kennedy and me" by clint hill. thank you for coming in and talking about it. we have to take a break. >> i would think so too. everything else they do in life. >> william cain is on our panel. john fugelsang, a political comedian, radio personalilty and ali velshi. that rounds out our panel this morning. got to get to headlines before we do anything else. >> good morning. another embarrassment for the general services administration, the agency in charge of buying the government's big ticket items. the head of the gsa resigned this week after details came out about a lavish conference she held in las vegas, a conference that featured among other things a clown, mind reader and $7,000 in sushi. a new web video has surfaced that shows another gsa employee joking about excessive government spending. ♪ >> oh, yes, oyg investigation. the video mentions an awards program, top hat program. you heard him rap. the awards program for gsa employees that gave out $200,000 worth of taxpayer funded ipods, electronics, gift cards, giving them to entry level government employees. house republicans plan to hold a hearing on the gsa later this month. former d.c. mayor marion barry is in trouble for a slam on asian americans who open up businesses in black communities. he's now a city councilman in d.c. and he was celebrating a democratic primary victory when he said this -- >> we don't need shopping centers, we got to do something about these asians coming in, opening up businesses, these dirty shops. they ought to go. >> later on twitter barry backed off the remarks saying he was very sorry for offending the asian-american community with admittedly bad choice of words. >> eric holder responding to a demand from a judge who took issue from the president who said if the supreme court overturned the health care law it would be unprecedented. he sent a letter reassuring him that the power of the court is beyond dispute. a college student fell over board in tuscaloosa. the author of the best seller "three cups of tea" has reached a settlement deal. he's accused of misusing funds from the charity he helped create. the central asia institute. he's now agreed to pay the institute more than a million dollars. he's also come under fire for fabricating details of that best selling book. keith olberman is suing current tv. current tv calls his suit false and malicious and accusing olbermann of sabotaging his own show. they wrote we hope mr. olwermann understands that when it comes to the legal process, he is actually required to show up. good friday is the friday before easter sunday when christians remember the curucfixion of jesus christ. passover begins at sundown tonight. passover celebrates the exodus of ancient israelities from egypt. >> a man won $4.4 million with an instant lottery ticket he didn't want. he meant toby a $10 ticket. he accidently put 20 bucks in the lotto machine. the big winner said he'll use the prize money to live debt free from bills and mortgage payments. that's what we all want in life. >> i love those stories. i really do. i love these stories for someone accidentally stumblings in, to they are better than the stories of people making a video rapping about over spending. do you think? good job numbers. we'll find out in less than 20 minutes that's when the march jobs report will be released. economists say they feel optimistic. but here cnn predicts the economy will add 200,000 jobs in march. they will predict the unemployment rate will drop slightly to 8.2% from 8.3%. this comes after yesterday's news with jobless claims fell. 357,000. joining us is debbie wasserman-schultz. chairman of the dnc and member of the budget committee. nice to see you. let's start, first and foremost with assuming the numbers are what they are predicting to be. how much of a lift do you think this gives to the president? >> well, i think what it does is it gives a lift to americans. we've gone from when president obama took office leaving 700,000 jobs a month and now we've had after 3 1/2 years 25 months straight of continuous job growth in the private-sector, almost 4 million jobs created before, you know, we don't know what the numbers will be but before the numbers come out today. with a continued resurgence in the manufacturing sector, which you remember mitt romney said we can't be a manufacturing economy any more. we had more manufacturing jobs created since the 1990s. we're moving in the right direction. president obama wants to continue to press forward and create more jobs, create an environment that makes sure that everybody in america has an opportunity to be successful and that we can build an economy that's built to last. >> when you look at where the actual jobs are being created they are not being created in those manufacturing construction jobs which are considered very good jobs they are being created in the service industry, a sector, which for many people think those jobs are not. >> no. there's been a pretty significant increase in health care related jobs which are also high paying. we need to make sure that we continue the building the depth and breadth of the recovery. president obama has been able to, through investments in our economy, through investments in green energy related jobs, create those kind of jobs that are a meaningful salary that can help the middle class and working families grow their opportunities. but, you know, that's compared to mitt romney and the republicans whose focus has been to make sure that millionaires and billionaires get more and more of the tax breaks that corporate america, you know, gets showered with largess and somehow it will trickle down. >> you know the governor would say that's not his focus. here's what he has said. >> certainly it has been his focus. >> he wouldn't say it's not his entire focus helping millionaires and billionaires. his takeaway has been this. he says listen it should be more, the economy is improving but it's not enough. here's what he said. >> the problem is this is deeper than what it needed to be and slower recovery than it should have been by virtue of the policies of this president. almost everything he's done has made it harder for this economy to recover. >> so what do you make of that assessment? it's good, it could be better. >> this from the governor, former governor of massachusetts whose state was 47th out of 50 in job creation during the last recession. i mean this is not a man with a track record of job creation. when he was head of bain capital, his responsibility was to take apart companies, break them up and sell off the pieces for significant profit. when he was governor of massachusetts and the only opportunity he had to be a public policy role, his state was not in very good shape. they had the second lowest job creation in the country. and so this is not a person with a track record that you can write home about. so he certainly is not one to be talking about a recovery that should have been bigger. the wonderful thing that i have, that i find at home when i'm in my district with my constituents is you feel the confidence coming back, small business owners tell me that they are feeling more free to hire again. thanks to the affordable care act there are businesses that can get a 35% tax credit because they can now cover their employees because they can afford to. >> let me stop you there for one second because i want to ask ali velshi a question what the congresswoman is talking about, the feel of the economy to a large degree can drive how this election will go. >> entirely. in fact, that's the most important thing. recessions come and go waysed on how people feel. they spend more money that creates more demand that's where we're seeing job creation. what's at issue is the reason why we're seeing this job creation. there are a few theories. one companies over fired. they laid off too many people at the beginning of the version. they didn't know what was going to happen. best thing to do is lay people off to save money. demand crept back and they didn't have enough money. this could have much more to do with the business cycle in general. i'm having trouble connecting the dots. while i don't think obamacare was detrimental to this job creation, i'm not sure that's why people are hiring people. they are hiring people because there's demand. >> the feel is getting better. if that chart we talk is improving, will cain that could be a real challenge. >> the economy improving is good for everyone. ali pointed the exact question. why it is improving? is it improving like the congresswoman suggests or said product of a natural economic recovery from the business cycle? >> let me ask a final question to the congresswoman. we heard from the afl-cio, the president, he said about the jobs act sort of like well you just wait and see. when the next bubble bursts americans will want to know who to blame. what do you make of his argument. >> president obama has been really trying to make sure we strike the right balance between the appropriate amount of regulation in business and ensuring that we're not going to slow down the recovery. so he's rolled back, you know, really hundreds of government regulations, made sure that we have an environment through the jobs act that is going to help businesses thrive and so striking the right balance so that we're not having a business environment that runs over consumers, passing the credit card holders bill of rights, wall street reform, those are things that were tough decisions, they were politically challenging decisions, but he knew they were the right thing to do because we have to strike that balance and ensure government isn't overly burdensome to businesses but businesses can't take advantage of consumers. that's what he's been doing throughout his presidency. also contributed to an improving economy. >> congresswoman debbie wasserman-schultz joining us. thanks. still ahead on "starting point", friday, spring, baseball season. what is not to be happy about? >> it underlies our whole life. until i had the idea to do the happiness project i never spent any time thinking about whether i was happy. then i realized that's what is most important to me. i don't spend any time thinking about it. so i spent a year on focusing on the decisions i make. >> it's organized by month. sort of the overarching theme of the month and the struggles. what i loved about this book is that it's very practical. i'm circling things. let's walk through some keys to happiness. here's what you say. some of the keys to happiness are sleep. >> yes. >> how did you fine that was correlated. >> energy is so important to a sense of happiness. a lot of times things we need to do to be happy takes energy or organization. if you feel lethargic, overwhelmed, most adults need seven to nine hours of sleep. if you don't get enough sleep it backs up. >> thinking, my husband believes you can go into a situation. pretend your happy. >> very well established psychological principle. we act because of the way we feel. but we feel because of the way we act. you are shy you act outgoing. if you're resentful act loving. you induce those feelings. it's almost uncanny how much you can switch your emotions around just by changing your outward reactions. it's more like going towards what you want it to be true. faking sounds like a pretense. >> feeling friendly when you're not feeling friendly. enjoy now meaning kind of enjoy the moment. compare, the comparative sense of happiness. it could be worse. write it down, keep a gratitude journal. the last one or not the last one, is be yourself. in the book often you're saying be gretchen. what do you mean by that? >> everybody needs to substitute their own name, obviously. somebody wrote me this. i read an e-mail about this. i thought that was understood. anyway. know thy self is the principle of happiness. you're hanging out with yourself. it's obvious who you are. so often we don't know who we are. we don't know what we want or what our values are or what our interests are. we're so worried about what we think we ought to be or the way we are. >> to be myself i'm a little bit of a contrarion. >> you can be happy and ambitious. >> do we put too much focus on being happy. >> do negative emotions play a part? they do. things like envy can show you what you really want. feeling guilty shows your actions are not reflecting your values. negative emotions can be important. there's this strong theme in happiness. ask if you're happy and you'll cease to be so. if you worry too much about being happy you'll trip over your own feet. in my experience i found that the more i thought very specifically about happiness and how i could be happier the more i was able to make these little opportunities for practical changes in my every day life that could make me happier. so i find that directly aiming at that target is helpful. but i will acknowledge many, many great minds in history have expressed that thought so i'm a little bit -- yeah. >> there's a famous story of john len known in school what do you want to do in your life. i want to be happy. they said you don't understand business, he said you don't understand life. people thought happiness is part of mood swings. for a lot of people depression is home based. would you agree happiness is a choice. what will is getting at a lot of americans wait for it to come to them. i was happy all the time as a young person and i'm a sad guy on facebook. isn't it a conscious choice that one has to pursue and manifest? >> that's very true. i feel the choice to be happy is too big. one of the things i did is i broke it down into small concrete actions. i didn't know how to choose happiness because that seemed too abstract to me even though i month for many people that's the mantra of their life. i had to say i'm going to choose to go to bed on time. i'm going to hug and kiss my children many times a day. i'll choose to imitate my spiritual master. these are little things that felt tangible. >> the book is basically a guide, it's terrific. it's called "the happiness project." thank you for coming in. check out her blog. you have to wait until the commercial break. we're minutes away from that critical jobs report. it's the jobs report. christine will break it down for us. and we'll be talking about the movie "bully." one of the kids who is profiled in that movie is here with his parents and the director. you're watching "starting point". we'll be back in a moment. cream... a touch of sugar... and pure natural flavors. ♪ who knew being natural could be so delicious? >> 8.2%. it dropped a little bit. the number of jobs created, the net number of jobs created was disappointing. 120,000 new jobs net created in the month of march. in part because of some big layoffs in retail. so that was a problem there. the trend many people were hoping for four months in a row 200,000 plus job creation we didn't get that. let me show enthusiast trend. you had a little bit less than they had hoped. couple of revisions here. people had hoped you were is going to have more of a trend moving up here but 120,000 is a little more disappointing than many people had been hoping for. the 8.2% unemployment rate is pretty interesting. that dips it down below the 8.3 of last month. an analyst who studies what the numbers mean for politics earlier today told me most people expect the unemployment rate to drop below 8% by the time of the election. we brought this all the way back to the bush administration when you saw so many -- this is the financial crisis here. these are all these job losses from the peak of employment to the trough, it was 8.8 million jobs loss. we had a stumble here, people worried about a double dip recession. then slow and steady job creation. you want to see this continuing to go like this, though, and that's what we've been helping for. >> bring in ali to talk about that. you can see by 120,000 as opposed to 200,000 we were anticipating you already messing up your growth chart. >> we like the fact that there are jobs created. we don't like the fact it's only 120. all of those jobs were created in the private ject ever sector. 1 you had jobs loss in the government sector. we're done with the government layoff. the unemployment rate is down to 8.2%. what people at home are worried about are there more jobs out there? there are. two areas, 34,000 lost in retail. that's very worrying. at the beginning of the state of ohio took out my money and i showed will this is what matters if people are feeling good about the economy and spending money. the fact that there are retail layoffs is inconsistent. yesterday we saw retail sales, the monthly report and they were very strong. there's something weird going on there which we have to look into. 30,000 manufacturing jobs added. this has bean consistent trend for about a year now which is strange because we are this country that's not a manufacturer any more, the car sales have been very strong, december, january, february. this is probably where these manufacturing jobs are coming from. bottom line still in the right -- we're on the right side of the equation. but that's not a strong number. here's another thing. when you look at the worst of the financial crisis think back to january, february and march of 2009. >> christine, bring that up for us. >> that was the worse of it. back then unemployment rate was just under 8%. we're now at 8.2%. as christine mentioned we're probably going -- we may get below that 8% by then and then we'll be better off than the worst of this financial crisis. again we're still on track. >> where are these jobs being created. that's critical. >> absolutely. >> service industry has done very well in creation of jobs. although some of these numbers that ali is talking about is a little worrisome there. at the same time manufacturing jobs getting an increase. >> 37,000 manufacturing jobs created. we've been seeing that for a few months. that's a reversal of a trend that's been in place for a long time. you have high oil prices. some companies are saying hey we should start making stuff back in this country so we don't have to ship it 14,000 miles to ship to it american consumers. and this idea around the world wages are increasing in some low wage countries so it makes it more economical to create, at least to have some manufacturing in this country. health care employment grew and that's been a consistent bright spot. physicians and hospitals adding jobs, about 8,000 jobs in the month. also employment and financial activities was up 15,000 which is -- you see a lot of layoffs in the past year. information was down. ali mentioned retail. there was big losses in retail. the only places you didn't see in retail was in like the garden and home centers. such a nice good weather this spring that that's been good for those sorts of jobs. for the rest of retail not. >> we'll keep talking about this as we continue through the show. also we'll talk about this new movie "bully" a documentary with a powerful message. now a younger audience can see it. take a look. >> i'll cut your face off. >> we'll talk to that young man, the victim of bullying and his parents and the director straight ahead. our watching "starting point". got to take a short break. we'll see you on the other side. ♪ [ man ] i had a great time. thank you, it was really fun. ♪ [ crash ] i'm going to write down my number, but don't use it. >> i'm not your buddy. >> i will [ expletive ] you. >> cut your face off. >> that movie just had its rating lowered from r to pg-13. very important because more kids can see it. the director is here and joining us the alex libby. he was in that clip. his mom and dad join us as well. nice to see all of you. let's talk to you first. when you were speaking last week tissue was the rating. that was really important to get it from an r to a pg-13. how were you able to resolve that issue? >> always knew -- i had this like great faith that the mpaa would lower this rating. it's this ratings board, the mpaa. we fought. we had to go unrated because we would not cut the scene, the scene in which alex gets bullying. we would not cut it. >> the issue is the curse words. >> curse words. yeah. so overall there were six curse words in the film. and three in that scene were the ones that were really conveying the power of the bullying. we drew a line and we held it. we had so much support from so many celebrities. meryl streep, ellen degeneres. the voice of katie butler. we kept fighting. >> some kids can see this. >> they agreed if we cut out three that are sort of in the background and trailed off, but we could keep those which was the big give from the mpaa. >> let's roll that clip. it's horrible to watch. i'm sure as alex parents it had to be brutal. i know you showed to it them. alex being bullied on the bus. >> this may not be the clip that the rate is over. >> no, no. ow. >> so that's alex who success hit there. alex, i want to ask you what slight to look at those pictures of yourself being smacked around and choked and pushed on the bus? >> um, well i guess like just brings back the memories of that whole year of when i was bullied, and i want -- then there's these questions that come to mind like did they ever change, are they actually trying to stop it or are they just doing what they did to me and i've -- i've tried to get in touch with these bullies and i want to know. >> it must be really hard to see that. i know that very question that alex is asking is a question that you went to the school with. what is happening on this bus. i want to play that clip. as a parent i tell you i was balling watching this. let's play that clip. >> you send your kids to the school with the assumption if they are out of your care they are in someone else's as capable as you of keeping him safe. i don't feel like that. he's not safe on that bus. >> it's hard. it is hard. you know what? this was my day on thursday. this is my granddaughter and her new baby brother. i would be sitting there crying just like you if anything happened to those two kids. see my new baby. >> the school's reaction i thought not just in this scene but in numerous scenes was absolutely inappropriate. so when you saw these pictures of alex, because you saw the video, how did you handle that? didn't you just want to get on the bus yourself and do something about it? >> i cried. that was my response. i mean it's in the film. i just -- we had been searching for answers for so long about why we had disconnected from everyone including us and here lee handed us this answer and which was awesome, because now we knew it was wrong but just wasn't the answer we wanted. >> how do you fix it? clearly going to school officials was not helpful. >> no, it wasn't. it wasn't helpful. their solution the office take alex off the bus as posed to stepping in and stopping the cruelty that was happening to him. so ultimately alex was removed from one bus on to another one where they couldn't give us any guarantees that he would be safe on that bus. turned out the bus was a disabilities bus and so the kids were, i guess, less threatening towards alex. >> alex, has this movie changed with how you deal with bullies in any way? >> yeah. no, i actually know what to do and if i'm being attacked by someone. >> what do you do? >> like, well at first, i made a mistake when i was doing this film, i said many times before that i was embarrassed that i was getting bullied. and so the first thing to do would be to tell someone about it. and then if nothing gets done then if it comes to the point where you have to stand up for yourself, do it. but unless -- try to get other people involved first to stop it. >> lee, in the film -- >> i'm so proud of him. like -- >> it's a huge process. it's a giant process. >> you know, to see the journey that he's been on is just awesome and for this family, and they've traveled to talk about this film and it's not easy. i mean what they shared with us, with this country, is just very special. alex, i'm so proud of you. >> to see the difference between that film and then to see what you're saying now is huge, i think. >> yeah. >> you at one point in the film you show pictures of alex's birth. he was delivered at 26 weeks. very, spree mature. you said, you were told, people didn't think he would survive. >> not through the night. >> tough from the get go, i guess is how you put it. how do you -- the film talks about sort of rallies and people coming together. what do you think of the first steps and anybody can jump in to make this -- because clearly it's an epidemic. it's a problem that's much bigger than just your child. it's a lot of kids. >> well, i think that at the very core we're talking about hearts and minds. we need, or i hope that efforts like our, this film and others that are happening organically across the country are really about changing the narrative now. you've been reporting on tragedies for how many years, two years or more? now, in every box of general mills big g cereal, there's more whole grain than any other ingredient. that's why it's listed first. get more whole grain than any other ingredient... just look for the white check. this just into cnn. critical march jobs report is now out. 120,000 jobs were added last month. that's lower than some people were predicting. unemployment rate drops to 8.2%. who is working. who is not back at work. christine is here to break it down. >> hiring slowed in the month and it was retail jobs we lost 34,000 retail jobs pap good piece of news is that the government job losses slowed only 1,000 government jobs lost. private sector created 120. still not what you wanted to see. economists thought it would be 200,000 jobs created. you have four months of 200,000 jobs or more. we got about half of that. when you look at something called the household survey, it actually shows 31,000 fewer people working in march than in february. so you're seeing some signs of slow down in the hiring, retail kind of a leader there. jobs gained in manufacturing as we told you about before. and overall, overall when you look at the big picture, because it's all about the trend in this, here's the big, you know, route. this was horrible. 8.8 million jobs lost. since then slow, slow healing in the labor market. you wanted to see a little bit better. but we just didn't get it. we've added back about 3.6 million jobs. look, it's above, it's the right direction. it is not the same trajectory we were hoping for. there's a lot of inconsistencies. >> we got to take a look at our end point up next. commercial break and back in a moment. ula improves skin's health in one day, with significant improvement in 2 weeks. i found a moisturizer for life.
