All of those lawmakers, after the day they had yesterday on capitol hill, still voted to support overturning the Election Results in the state of pennsylvania. And look, senator john thune, the majority whip in the United States senate, he said last night as he was leaving, it was absolutely time for the Republican Party to move on from donald trump. Armed authorities blocking the doors, while lawmakers and their staff went into lockdown. Cnns reporting is, there are discussions among some cabinet members about invoking the 25th amendment. The tulsa world is reporting a conversation that mike pence had with senator jim inhofe, where inhofe says, quote, ive never seen pence as angry as he was. I had a long conversation with him, he said, after all the things ive done for trump. It would take Vice President ial signoff to invoke the 25th amendment. Weve seen resignations overnight from senior staff at the white house. What is going on there this morning . What was going on yesterday. The president is in bunker mode. He is talking to extremely few people. Those who have talked to him have described the conversations as not productive, to put it mildly. He is absolutely convinced that he was wronged. They had worked out this statement that he put out overnight, several hours before the vote was certified. They knew they were going to put this out, their plan was to put this out. And in this statement that the president put out, he says that he will there will be an orderly transition of power, orderly transfer of power on january 20th, but what people are concerned about are the days between now and then. So there are these conversations among staff and these people on capitol hill to be about the 25th amendment. To be clear, i dont think it will happen, but it reflects the concern about what could happen over the next 13 days, what the president could do. That statement, while its important that he put it out, he is very capable and has in the past undermined his own statements with tweets or other things hes said. So we see. Number two, theyre concerned about insurrections popping up around the country, especially because the president is so incredibly cued into his supporters. His twitter is feed monitored for clues about his supporters about how to react and how to respond. The president , as we know, ban ordinary at least said he is not welcomed back to the white house, of marc short, pences chief of staff, who he is blaming for the fact that pence did not go along with the president s plan or hope to subvert the Electoral College outcome in favor of joe biden. Thats where we are, well see how many more resignations we are, but i have a feeling more are coming. Commissioner ramsey, you saw yesterday a major, major security failure. And also a major failure of leadership as it relates to the u. S. Capitol police that are responsible for guarding the u. S. Capitol. Things are going to intensify over the next 13 days. And we have january 20th that we have to get passed. And the security there is going to be very heavy, very tight, but im very concerned. Yesterday should never have happened. They were totally unprepared to deal with the crowds. And why was that, commissioner . Do you have any insight into they knew that there were protesters i guess they thought at the time they were protesters, but they knew that they could be ginned up and were being ginned up by the president and his enablers. So this wasnt a secret that people were coming from around the country to the capitol. How were they able to breach the Capitol Building . Theres no excuse for it, alisyn. Absolutely no excuse at all. They should have had enough people on the capitol grounds. The u. S. Capitol police have about 2,000 Police Officers. They guard the building, the capitol itself, as well as the house and Senate Office buildings. But they also have agreements in place where they can bring in the metropolitan police, they can bring in Police Agencies from maryland and virginia to help them. Obviously, the National Guard i mean, there were enough people that they could have brought in, that they couldnt have prevented this from ever occurring. You remember now, in the black lives matter march, you saw images of Police Officers on the steps of the capitol, i mean, on several steps of the capitol i mean, there were a couple of hundred of them on the steps of the capitol. You didnt see any of that yesterday. The intel was there. It was open Source Information that was there. These rightwing groups that made it very clear that they were going to be there. I mean, everything was in place. I mean, we always monitored the hotel reservations, shortterm rental reservations, bus rentals to kind of get a sense of how many people are going to come to the district. All of that is there. How can you be possibly caught offguard . I dont get it . It seems like a choice. Look, its reasonable to ask whether it was a choice to treat these protesters, these Trump Supporters differently than you treat black lives matter protesters. People who were on the streets over the summer. And david, as we sit here this morning, what strikes me as the immediate concern is the inspirational leader of the insurrectionist is sitting in the white house this morning. The person who inspired them to commit these acts still has an awful lot of power at his disposal. And there are members of the u. S. Congress, six or seven senators, more than a hundred members of the u. S. House, who continued to use their political strength to support these ideas. Yes they and he, of course, have been engaged in this big lie that has contaminated the ground water of our political discourse so that otherwise serious people are talking about the need to change election laws when this was a very successful election during a pandemic. The big lie. And of course, these this mob, they actually took the president literally. So what weve seen for four years are those who have enabled the president who have done this little dance to want to avoid him or not take him literally. Weve seen the results yesterday. Theres talk about the 25th amendment. Im with maggie, i think that that seems unrealistic. What we havent seen is some type of intervention have Top Republican leaders who are willing to say to the president , pointblank, this has to stop. Even in the remaining days, there has to be a different tone. You are doing grave damage to the country. And i think last night was a reckoning for republicans who took a hard look at what theyve wrought by their silence. And i have to say on the security question, which is becoming a bigger story, as we pull back from the horrible events of yesterday and nothing should overshadow the responsibility of those who actually stormed the capitol, i mean, my goodness, after 9 11, its possible to storm the capitol . And put having some yahoo put his feet up on the House Speakers desk. What if they had been armed . We could have been looking at carnage yesterday. Im shocked that thats the case, and you pointed out, the inconsistency, the horrible hypocrisy, if this had been black lives matter protesters, imagine the Police Response we would have seen, imagine what the president of the United States said should have been done to those protesters storming the capitol. This is what courses through society. What about other public buildings, weve seen this kind of behavior in michigan. There is Political Violence and there are people who are taking the president literally. And by the way, they were armed. Not all of them, but, you know, police did right, but just imagine if they had come in right, of course totally agree, david. I dont want to let my imagination go down that road of what kind of mass casualty event but thats what Law Enforcement is supposed to be doing, to imagine. And thats the failure. Maggie, Rudy Giuliani this morning is trying to distance himself, trying to say, i condemn violence. He put out a tweet with that bs after hes the person who yesterday joined with don junior and congressman mo brooks and the president and said, lets have trial by combat. He did it he thinks we cant remember from yesterday . He thinks that today hell be forgiven . Its so crazy, maggie. So, theres one thing i just want to point out in terms of what david just said and ill get back to Rudy Giuliani in a second, about there has to be an intervention. Theres no question that republicans have been silent and sort of averting their gaze for years and hoping that what the president , you know, could risk doing wouldnt happen and then it did happen yesterday. I dont know who is capable of performing that intervention, when you have a president blocking the chief of staff to the Vice President from the white house complex because youre angry that the vote was certified not in your favor, but so thats one thing to put that aside. In terms of giuliani, i want to point out in 1992, Rudy Giuliani helped lead a riot of new York City Police on new york city hall, which at time was led by mayor david denkins, the one and only black mayor of this city, and giuliani helped whip up the crowd. He has long experience at this. He issued a statement yesterday while the violence was going on and while people were trying to get this to calm down, saying you are on the right side of the law, on the right side of the history, but be peaceful. These are winks and nods. This is exactly what the president has done over and over again. And as i said, these supporters of his look for clues on the twitter feeds of him, of some of his allies, and now giuliani, as you know, i think its 20 hours after he spoke at that rally, where he talked about trial by combat is trying to suggest this was. But even then, he and a lot of republicans wrapping it in, there should have been more criticism of what happened in portland and of other unrest that took over and vandalizing and riots and looting. Fine. But if that bothered, why do you even need to bring that in. Just condemn this. Guys, stick around. We have many more questions for you. Thats who they decided when you look at the faces of the people who went into the capitol, thats who he stood with yesterday. And im just not sure where they go from here. Well, i hope theyre ostracized within the party. They made a choice, which was to side with this insurrection and with this mob and with this president and with this big lie. I was discussing this last night and my question is the same this morning, which is who is josh hawley to question the wisdom of the supreme court, which didnt look at the cases in pennsylvania, didnt take them because they didnt find them to be meritorious at all for them to get involved. There were 60plus challenges, allegations made, they were all dismissed by the courts. Republicanappointed judges, democraticappointed judges. Who is he to question the wisdom of those courts. Someone who knows better, who weaponized his excellent education as a lawyer, who was a clerk on the supreme court, who engaged in the lie that somehow it is Congress Role that in this body they have the right to overturn an election . He wanted to play it cute and to register his protest for his political ambition. There is no business for congress to overturn the wul of the people. Thats not how it works. Thats not how it should ever work. And thats not where it was appropriate. A conservative from missouri who believes in state rights, who wants to overturn the Electoral College . His colleagues didnt agree. He was drowned out, but hes a dangerous political actor, because hes smart, he knows better, but hell do whatever it takes to advance his career. Well see what happens now. Knowledge without goodness, david, is dangerous. An education doesnt make you a decent person. And i think that that is something that we learned very, very easily with watching josh hawley last night. We did hear from congressman dan ki kildee from michigan overnight. His reaction to the republican lawmakers who continue to try to overthrow the results of the election. Listen. Those members of congress who supported this specious attack on the Electoral College vote will have their names permanently written in ink and everyone should know those names. I will never look at my colleagues who voted for these challenges, who supported these challenges, who fueled this insanity. I will never be able to look at them the same. And that includes some of my michigan colleagues that i could not look in the eye today, when we were huddled in a safe place. I could not look them in the eye with any degree of respect. I hope we remember those names forever. Wow. There they are. Those are the faces of the u. S. Senator who is even after the insurrection voted to overturn the results of the election. Maggie, as a sort of addendum to this, for those who have sided with the president on this issue over the last several weeks, and that includes david perdue of georgia and Kelly Loeffler of georgia, both defeated, you have some reporting, the president didnt even care. The president was glad they lost. Explain that. The president was telling people that he was happy that both of them had been defeated, because in his mind, they didnt defend him hard enough, even though both of them welded themselves to him. They did it before he came to a rally supporting them, even though he spent 99 of the time talking about himself and his own election and calling for it to be overturned. They did support his effort initially. They said they were going to object. Loeffler did not. Perdues term in the senate had expired already. But the president is seeing this as he sees everything, through the lens of how it impacts him and as some personal grievance and thats really all hes talking about right now. He spent much of yesterday in the white house, resisting calls from his own advisers to do more to try to quell the violence. Some had suggested he needed to get the National Guard involved and do more. He was resisting those requests. One note i want to add to what david was talking about in terms of Law Enforcement at the capitol, we have reporting at the times that there were concerns among dod leadership after these rolling waves of unrest last year and after there was such an aggressive show of force on june 1st on Lafayette Square about involving the National Guard or anything military in any way, in something related to the election. That added to the delay yesterday. Its not the only cause, but it was part of it. This is where we are at. The president did not openly say yes, please, go be violence. But he did everything but that yesterday. And in the weeks leading up to it. Can i make a point . Please, commissioner. Sorry, david. Go ahead. That is, again, the damage that the president has done to our institutions. His misuse and misallocation of resources during those black lives matter protests, as a show of intimidation to peaceful protests, even if there were certain pockets of people who were destroying federal property. That overreaction, gross overreaction meant when it was necessary to protect a federal building, the institution was paralyzed by that inaction. And Something Else that maggie said that is really important. Her reporting over the sweep of this presidency has been so important for the country is to understand how the president thinks. And weve been talking about since 2016. Donald trump has zero respect for the institution of the presidency. That matters, time and time again hes seen it. He doesnt respect institutions, because he just cares about himself. Thats so dangerous, because then you dont care about the fact that what you say as president matters, you dont care about institutions, you dont care about a temple of democracy that is the u. S. Capitol. Well be ostracizing the world for that kind of behavior. And thats what fuels people around the country who are already struggling with their lack of confidence in institutions in their lives. Congresswoman, what a day and night youve had. And i want to start by reading the message you sent in the middle of all of this. You wrote, there were more officers here for black lives matter protests. Protesters today broke into the peoples house, tore down barriers, damaged property, and fired shots. I have never been scared for my life during black lives matter protests. I was terrified for my life today. I said goodbye to my family and im still hiding. Can you just tell us what those hours were like . Well, thank you for having me. It was very frightening. I was actually in a room that was close to the house chambers, but not in the house chambers. And when i was in this room, i started hearing that buildings like canon, the Canon House Office building were being evacuated. I started hearing alerts on the announcement system to stay away from windows and doors. And within about 10 or 15 minutes, the room that i was in, i started hearing a lot of stomping and chanting right outside. And i happened to have the tv on and i realized that they were literally right outside my door. And so i was really frightened. I did not feel that someone could come and get me in time, had they been able to break through. So i barricaded i moved a lot of furniture that i was physically able to and tried to barricade the door. And how long did you have to stay like that . I waited for a few hours. I think over five hours. And when you say that you said goodbye to your family, what was that conversation . Well, i texted them and i did a quick phone call. I didnt really want to talk out loud. I had to turn off the lights and turn off any sound. I was watching the tv on mute and i just texted them that i loved them. And what did they say . Well, they sent a message back. We did it via voice notes, because we didnt want to talk too loudly and they said the same thing and then we said that we were praying for each other. And what did you think how did you think this was going to end . I had no clue, you know, i had seen and heard that people might have weapons and that they were very angry at lawmakers on both sides of the aisle. And i honestly did not fully expect that they would be so that they would be able to in such a quick amount of time be able to break through the barriers and come into the peoples house. The pace of them being able to infiltrate our capitol was not expected. Yeah, by anybody, apparently. Who do you blame for what happened yesterday . Well, i think that we have a president who has never fully understood that he should be using his platform to do good and help people instead of constantly being obsessed about how he looks and what his image is. And i really think that he did not do anything until it was way too late to tell these folks to taper down and to be peaceful. You say, you tweeted that President Trump must resign or be removed. What do you want to see happen today . Well, i know that we are looking at options, whether its with the Vice President and the cabinet and invoking the 25th amendment, whether its impeachment. I know that there are only 13 days left, but these dangerous, words and actions by this president and how it impacted people across the capitol yesterday, from members to staff and to the public who might have been around. Its unacceptable. And something must be done. A clear message that those actions were wrong must be sent. And if not, what do you think is going to happen in the next 13 days . Well, i really want to see people being held accountable. I havent heard too much. There were people who died. A woman died after being injured on the floor of our house chamb chamber. Property was damaged. Property was stolen. People were fearing for their lives, making calls to their families to say goodbye. A message must be sent. There must be ramifications and consequences for yesterdays actions. What happened when you finally got out . Capitol police seemed to get me i lost count i think it was a little after five to six hours later. And did you see your colleagues and what happened when you were together again . I did not see them until we were voting again. We still stayed separate and sheltered in place. Yesterday morning he directly told the mob, go, walk to the capitol. So how is it that once they got there they were able just to walk in the doors . This raises serious questions about security and the security failures that we saw on capitol hill yesterday. Joining me now terrence gainer, he is the former chief of the u. S. Capitol chief and once served as a sergeantatarms at the capitol. How do you explain this . Well, on first blush it is shocking that it happened and its apparent that there were some failures. So its clear to me that the police were outnumbered and they apparently underestimated the strength and the level of violence in that crowd and overestimated their ability to control the crowd. So once we lost the the plaza out there, then the steps, then the different platforms and then the balconies, we were in a pitch battle for the outside of the building and that violated all the rules and procedures we had. No one was supposed to get that close to the doors and windows of the building. So that has to be thoroughly investigated, no doubt about it. Failure of planning . I mean, how much of it do you think is a failure of foresight . Well, i think thats going to have to be examined. Clearly there were problems. Its very selfevident. I dont know what else to say. We need to thoroughly examine how that happened. It wasnt until the metropolitan Police Department of washington surged their assets to get up there to take care of the outside of the building, while the Capitol Police were trying to clear the inside, but it was a slow, ugly process, shocked us all, but the Capitol Police on the inside at least were able to secure the members and the staff, notwithstanding how fearful it was for them. How do you explain the difference in treatment of this group, this mob, with the protesters that we saw over the summer with the black lives matter protesters . We saw troops swarming them. We saw tear gas fired outside the white house. How do you explain just the apparent difference in treatment yesterday . Well, there is an actual difference in how the situation was handled in the Lafayette Square where there was an overwhelming use of the military and some outside Police Agencies without the coordination of the local police and we all know that was mishandled by them. So im pretty sure that the Capitol Police were trying to do something a little softer as we try to welcome protesters up there, but it got out of hand. But i dont think its fair to compare and say that we were rougher on one group of people and easier on this group. I think its a little more complicated and deeper than that. But we failed. We did not secure the capitol and people need to be held responsible and explain what went on. Did you ever think you were going to see an insurrectionist sitting in the u. S. Senate in the chair occupied by the president pro tem . Is that something you ever thought you would see . No. No. We drilled, practiced for a lot of things, and definitely the focus is on armed terrorists. So this is just different. And one of the things you could see was that long guns and handguns in trying to deal with crowds are not the best tactics because theres very limited use of that. What we probably needed is less long guns and we needed a lot more riot control batons that would have helped control that mob. But we also needed more people. So how we underestimated, again, how violent they were going to be and the size, and how we lost both the east front and the west front of the capitol need to be dissected. How do you know that they werent armed, the people who came inside that building . They very well could have been armed. I mean, thats whats stunning to here is that it could have been worse. Youre right. I dont know i dont know that they were armed and they had sticks and flags and other things they carried, and thats why when after the police got control of the interior, you have to do a complete sweep of the capitol like they did, and render it safe, you have to bring k9 dogs in there, bomb detection dogs in there, and they did that, and ultimately the capitol was secure so the business could carry on. So thats a plus. But there is a whopping minus that they got in there and, again, i pause to explain t its heartbreaking when i know the goodness and the hard work that the Capitol Police do and the senate sergeantatarms and the house sergeantatarms. They will analyze this and make sure it doesnt happen again, but it was a failure and i apologize on behalf of the security people. We failed. This wasnt you. I mean, you know, you are a former. I mean, this wasnt you. Its nice of you to stand up and apologize now. Do you think there are people whose jobs are at stake . I think that needs to be reviewed by all the powers that be and god knows there will be enough people up there reviewing, enough committees and working that, but what im saying is each of us who have had these positions, whether its in a city or at the capitol, we lay the groundwork on hiring the people, the training of the people, the policy, the equipment, getting the intelligence and always practicing. So its a long line of ownership and responsibility in this thing. Ultimately the chief and the two Senate Sergeants at arms do have a lot to answer for.
