With heart problems and other problems, if they have other problems, thats what it really affects, thats it. You know, in some states, thousands of people, nobody young, below the age of 18, like, nobody. It affects virtually nobody. Its an amazing thing. None of that is true. Why would any leader congratulate himself on that level of loss . Overnight, dr. Anthony fauci made clear, this is something to mourn, not celebrate. We have in this country now close to 200,000 deaths. We have 6 million plus infections. You cant look at that and say, thats terrific. Well, President Trump does. He thinks having the highest death toll in the world is some kind of twisted accomplishment. Weve done a phenomenal job, not just a good job, a phenomenal job. We have new developments this morning in the Supreme Court vacancy. Senator Lindsey Graham, the chair of the Senate Judiciary committee, now says republicans have the votes to confirm President Trumps nominee. Of course, they dont know who that is, but they have the votes. Then the idea is to do it, presumably, before the election. Judge amy coney barrett, a top contender, met with the president at the white house for a substantial period of time yesterday. Millions of americans risk losing their health care because of a Supreme Court case that the court will hear just days after the election. We also have breaking news this morning from Washington Post columnist josh rogin about the extent that russia is trying to interfere in the 2020 election. Actually, the news isnt just in the extent, its in the role that Vladimir Putin is directly playing in the effort. We will speak to josh rogin, who has new reporting on a topsecret cia assessment at this hour. Were going to start with cnns Brynn Gingras on the pandemics horrifying toll. We are probably hours away, brynn from passing the 200,000 mark. Reporter yeah, its a grim milestone that we didnt think wed get here and we shouldnt be here, john. We know that all too well. From day one, we know that the president has downplayed this pandemic. He has said and remains steadfast, saying that he has done a phenomenal job, as you just heard, in handling this crises, even as we are still in it. This as nearly half the country seeing the number of cases in their state go up, the infection rate is going up and we are getting closer, just inching hours away from that grim milestone of 200,000 deaths because of this pandemic. As the United States approaches another grim milestone, President Trump continued to downplay the pandemics impact, saying that in some areas it affects virtually nobody. Its an amazing thing. Reporter but the coronavirus has killed nearly 200,000 people in the u. S. The numbers are telling. We have in this country now, you know, close to 200,000 deaths. We have 6 million plus infections. You cant look at that and say thats terrific. Reporter trump once again claiming without proof that the pandemic will soon be over. By the way, were rounding the corner in any event. But were going to have a vaccine very soon. Reporter in wisconsin, joe biden urging americans to avoid becoming numb to the staggering toll of the pandemic. You cant lose the ability to feel the sorrow and the loss and the anger for so many lives lost. You cant let the numbers become statistics and background noise. Reporter the democratic nominee also blaming trump for mishandling the crisis. He froze. He failed to act, he panicked. And america has paid the worst price of any nation in the world. Reporter this morning, at least 24 states are seeing an increase in new cases over the past week. After previous holiday weekends, memorial day, the fourth of july, now labor day, we have seen increases in cases and in addition to that, over the last several weeks, students have been returning to college and university campuses. Those have also become super spreader settings. Reporter meanwhile, the cdc added and then reversed new information from its website, saying the coronavirus could be spread, quote, through respiratory droplets or small particles, such as those in aerosoles, produced when an infected person coughs, sneezes, sings, talks or breathes. The agency claiming the information was a draft posted in error. It feeds into the issue of trust. I worry about people questioning great science that cdc puts out, because theyre not sure whats great science and what has the fingerprints of politics all over it. Dr. Anthony fauci stressing how important it is to keep guidance like Wearing Masks out of politics. Wear a mask or not is a political statement. And thats really very unfortunate. Totally unfortunate, because this is a purely Public Health issue. And Health Experts are trying to decipher if the surge in cases is coming from the summer holidays, kids going back to school, or is this the start to the fall and the flu season . Regardless, of course, were coming up on some major holidays. First up is halloween and the cdc is now recommending, alisyn, that kids dont go trick or treating door to door for this halloween. And also, they remind them that a scary mask, a costume mask is not a substitute for a cloth mask. Alisyn . Okay, brynn, thank you very much for all of that. Joining us now is cnn chief medical correspondent, sanjay gupta. Sanj sanjay, this day was the day that we hoped would never come, but didnt know how we would avoid it given that theres no national plan. So 200,000 americans this morning, we believe, we will reach that milestone. And, you know, i mean, in terms of not getting numb to it, i think its kind of a personal defense mechanism, that its hard to stay at that sustained level of grief every day. So of course people turn away and do become a little bit numb. But what are your thoughts this morning . Yeah, i mean, i feel the same way. Its its really challenging. And i talked to a lot of families who have lost people due to this disease. I stay in touch with them, stay in touch with them over the last several months, we sort of lean on each other. And you know, its its one of those things. I was talking to someone a couple of nights ago and this idea that so many of these deaths could have been prevented is absolutely true. Weve seen, you know, the United States death toll compared to other countries around the world. I can tell you, many of the families that i talk to dont want to hear that, because no one likes to think of their loved one having died a preventable death. But it is true. Countries who have not had therapeutics or vaccines and stuff like that have been able to keep their death toll, obviously, a lot lower than the United States. I think the message they asked me to send and i think its important to remind people of is, you know, were still very much in this. We would like to think about, you know, we hit these milestones and we think, well, well look back and were sort of through this and were not. Theres still so many opportunities to still save so many lives. If you look at what happened in 2018, which is probably the closest model to what we have going on right now, the first wave, which lasted about six months, 75,000 people died. It was that second wave, almost went back down to low numbers. It was that second wave and 195,000 people died in a single month. And that month was october. So that is exactly what we have to sort of avoid here, you know, having those sorts of significant surges again with this pandemic. Jansanjay, forgive me for getting personal here, but you know people. There are people that you care about who have died from coronavirus. So what was it like to hear the president overnight refer to people who have died from coronavirus or the number of deaths, that nobody, it affects nobody. You know, its strangely minimizing and really, i think, deeply offensive, obviously, to these families. This is a disease that doesnt affect young people as much, but it does affect young people. We know thousands of people have become infected. Thousands have been hospitalized, and, you know, if you start looking at people under the age of 24, hundreds have died. We also know people that get infected, they may recover from the infection, but they can still have longterm symptoms from this. The point is that we really shouldnt be in a position of minimizing this right now. We have to do everything we can to prevent those hospitalizations from occurring. And you know, im really worried as we go back into the Colder Weather and go back into primarily being inside and returning to school, but the impact on younger people is going to go up. Thankfully, it is lower in terms of likelihood of getting very sick or dying from this infection. But its not by any means zero. Low but not zero. And its something we have to keep in mind. I think about it personally because of people that ive known. I think about my own girls going out into the world and the likelihood that they may get sick or bring the virus back home to us. These are all real considerations that families are thinking about right now. Sanjay, the family said this affects elderly people with heart problems. And below the age of 18, like nobody. Hes just wrong. On every level, hes wrong. It affects people even without Underlying Health conditions, it affects middleaged people, people in their 20s have died, people in their 30s, people in their 40s. Hes just wrong, and of course, it gives the impression that were not in good hands. So were not in good hands with the president because he gives out false information, and then sanjay, all this cdc stuff where they keep changing their guidance and i dont even understand why theyre changing it. Heres one example of schools reopening. On july 23rd, the cdc recommended social distancing and closing schools if the virus is detected. Four years later, they dropped their reference to social distancing. Why . Why . we know were supposed to stay six feet apart. What is the cdc doing at this point . Yeah, this is i mean, so i talked to folks at the cdc quite a bit. You know, theres several people that i talk to on a regular basis. And they have sounded the alarm for me on various things over the past few months. One of them was the document that just sort of landed on their website, the importance of reopening schools. The other one was the idea that asymptomatic people dont need to be tested. That was wrong and that was reversed. And now this most recent thing, which sort of showed up on the website on friday, that said theres now concern about aerosolization, aerosol being a mode of transmission for this virus. And then it was just removed. This latest sort of back and forth with the cdc seems to be a genuine error. And again, people that ive talked to have called me in the past and told me, this was wrong. In this case, they said, this one seems to be a genuine error. But alisyn, your point is a good one, there is hardly any trust right now, even among Public Health officials who primarily relied on the cdc for their guidance in terms of their Public Health decisions. I think the other thing to keep in mind is that aerosols, according to the science, what reflects the science is that that is way this virus can be spread. To be spread, aerosols. And that means people say its airborne. I think people conflate all of these different terms. When you cough or sneeze and put respiratory droplets into the air, yes, it is going through the air, that is different than an aerosol, which means that the virus particles get suspended in the air, linger and can travel beyond 6 feet. Thats why a choir singing could have affected so many people. That is why people who go to various places and have no idea how they may have become infected, thats how they may be getting infected. This is more about the idea that people need to wear masks when they go indoors versus transmission alone. We need to be Wearing Masks indoors. Thats why that data showed, why it was taken down. Were still not entirely sure. Hopefully theyll put it back up. And we immediate to wear masks probably indoors for a long time, sanjay. Dr. Anthony fauci overnight made clear that he thinks we should be Wearing Masks for all of 2021. Thats the thing. People talk about the vaccine, which i think people are optimistic about, although we still havent seen data on that. Thats another issue that people have, creating all of these schedules and the sort of being optimistic about it, and i am as well, but we havent seen the data from this phase iii trial. Its a blinded trial. No one has really seen this data yet. But what dr. Fauci has said and others have said, as well, its not going to flip a switch even when the vaccine comes and that Wearing Masks indoors, especially now with the knowledge that this can spread through the aerosols is going to be important for some time to come. Until we get to that, you know, 60, 70 of the country being immunized and staying immunized, its going to be harder to let our guard down. Shes a White House Correspondent for the new york times. Maggie, good morning to you. Whats the latest . I mean, whats the latest . We know amy coney barrett, who is seen as the leading contender, was at the white house for a long time yesterday. Is she number one and where are the votes . She is number one. And i think shes going to stay number one, john. I think that you might hear from a president who likes to create suspense and drama around all of his picks, some whispers that it could be somebody else, but it is very likely going to be amy coney barrett, barring, you know, the unforeseen. He is getting pressure from some advisers to consider Barbara Lagoa of florida. As the president himself has said sort of bluntly, she is hispanic, and that is one of the things, and shes from florida, and those are two qualities that some of his advisers think would be helpful to him politically. But as we have seen repeatedly, he tends to sort of burrow into what evangelicals want and what christian conservatives want over and over, and he thinks that that is coney barrett. Where the votes are . Look, graham is pretty blunt that they are talking about voting before they know who the nominee is. They clearly know who it is likely to be. There are a couple of outstanding questions we dont know the answer to. Number one is, where is mitt romney on this . He says he wants to wait until after today after mcconnell speaks. Romney is not a fan of trumps style, but represents a very conservative state. Sfwreits interesting graham saying, it doesnt matter who the nominee is. Thats literally what he said. And last night, President Trump appeared to be crowd sourcing his decision for who to pick. This is how he was going to decide. Watch this moment. Who would like to see a woman justice of the Supreme Court . Who would like to see a male justice of the Supreme Court. The only one i hear some women whats that all about . Okay, woman it is. This is what he does and we have seen him do repeatedly when he faced with a choice he has to make. He did this at a fundraiser in the hamptons in new york over 2016 in the summer when he was on the verge of picking mike pence as his running mate but threw out a bunch of names to attendees. He does this to rev up the crowd. It has very little bearing on what hes ultimately going to do, and that is going to be pick coney barrett. The question is when. His instinct has been to wait and do it at least after part of the memorials for her. Why not wait . Since Lindsey Graham is saying theyre all going to rubber stamp it regardless, its not going to take long to have a confirmation hearing, why even have one, by the way, since they said theyre going to rubber stamp it . Because even when Lindsey Graham says that, its still a breakneck pace for a confirmation. Things come up in confirmations, right . Look at what we saw with the kavanaugh confirmation. Republicans have criticized the claims by Christine Blasey ford has not being true and how the democrats handled it, but its something that came up and prolonged the process. So you dont know exactly what youre dealing with, even though she has been vetted. And i think there are people who dont want him to take anymore time. This would be an historically fast nomination if it goes through. And the risk they run, what if joe biden wins big . What if democrats win big in the senate . Its the risk they run by having the confirmation, either right before or right after election, is it just looks incongruous to the will of the American People. Im not saying that will happen, but that is clearly the risk. Maggie, youre saying the president s instinct is to wait for some of the services for ruth bader ginsburg. On the other hand, though, he doesnt seem overly deferential to the sentiments of the family. He was mocking the notion that ruth bader ginsburg, in her dying days, said she wanted whoever wins the election to pick her replacement. He mocked that. Hopely questioned it. And what needed to happen . Ruth Bader Ginsburgs granddaughter did an interview overnight with the bbc, explaining exactly what happened. Listen. I asked her if there was anything she wanted to say to the public, to anyone, that wasnt already out there, and she said there was, and i pulled out my computer and she dictated the following sentence to me. She said, my most fervent wish is that i will not be replaced until a new president is installed. And i read it back to her, she was very happy with that. The president questioned that and now there is this Conspiracy Theory flowing on social media, with the president saying, despite hearing from ruth Bader Ginsburgs granddaughter. Right, hes very good, as you know, trying to create his own reality. It is incredibly insensitive to a grieving family for the president to even if he doesnt agree with it, even if he doesnt want to say, yes, i think thats what we should do, there is a midway point between, you know, not saying anything and mocking it outright, number one. Number two, as you say, it has now become this rallying cry among his supporters that i expect we will hear in the coming weeks. Maggie, there was also this interesting moment at a rally in ohio. The Lieutenant Governor there, john husted, was trying to gin up the crowd to sell trump merchandise. He is a President Trump supporter and i think that he was trying to say, buy these hats and maga hats and maga tshirts. And we can even have a maga mask that you can wear into the supermark so everybody can see. And watch what the crowd did. But if you go into a Grocery Store where youve got to wear one, all right hang on, hang on, just listen up [ audience booing ] all right, i get it whoo this is how they turn on a trump supporter who suggests wearing a mask out in public to protect other people. The president has been denigrating mask wearing with very few exceptions for the better of five months, long after, yes, it is true, not everybody in the beginning encouraged mask wearing and that includes dr. Fauci. Dr. Fauci has spent lots of time instilling distrust in his spott supporters. And this is a republican who is there saying, this is a supporter of the president , saying, this is a good idea, but that is not really something the president does, because at his rallies more often than not, he makes fun of joe biden for how he wears a mask, so that is how the president s supporters take the ball and run with it. Maggie, theyre wrapping me, but i dont know when the next time im going to talk to you is, so whin 20 seconds or left, what do we know about the president east debate prep . Its been shrouded in secrecy. We know there is some form of it going on. Aides have tried in the last couple of weeks to suggest that theyre really doing it with him on the fly. Theyre trying to go over things with him on the plane, when hes traveling places. That theyre doing very few, if any, formal sessions. I have to believe that is going to change in the next week, if it has not already. Because the one thing that a lot of people around the president realize, for all of their efforts to try to say that joe biden cant string a sentence together or is half asleep half the time, they know he had a pretty solid debate against bernie sanders. You even heard the president say it. So oneonone debating, joe biden has a history of doing well and i think thats something theyre bearing in mind as they head into next week. New reporting from Washington Post columnist josh rogin out minutes ago on a stunning assessment from the cia regarding russian interference. Really, russian attacks on the 2020 president ial election. Let me read you the first line as reported by rogen in the pos post. We assess that president Vladimir Putin, in the seniormost russian officials are aware of and probably directing russias influence operations aimed at denigrating the former u. S. Vice president , that would be joe biden, supporting the u. S. President , that would be donald trump, and fueling public discord ahead of the u. S. Election in november. Joining me now is Washington Post columnist, josh rogin, who just broke that story. He is a cnn political analyst. Josh, theres a lot going on here. I would like to break it down in parts, if we can. The first part is what i think is new to me and to the American People, the line, Vladimir Putin probably directing these attacks on joe biden. What do we know . Right. Thanks, john. I think what weve seen over the last month are different parts of the u. S. Government acknowledging this sort of widespread influence campaign, perpetrated by ukrainian lawmaker named andray derkosh which happens to be pretty Close Friends with Rudy Giuliani. And the Treasury Department and the director of the office of National Intelligence has said publicly that hes an agent. The cia working with the nsa and fbi believe that that whole operation, the thing that the government and media have been talking about is probably linked to Vladimir Putin directly and probably directed by Vladimir Putin and his top aides. According to the cias assessment, which was drawn from dozens of pieces of both unclassified and classified intelligence, working with the fbi and nsa. In other words, all the things youve seen in the press, work through this ukrainian lawmaker are probably directed and directly linked to putin himself. Putin is probably doing this. Probably orchestrating or directing attacks on the 2020 u. S. Elections, specifically denigrate joe biden and help donald trump. This is part of a cia assessment that you write was published on august 31st, josh. This seems to me to be the kind of thing the American People should know about. Why are we now, youre a terrific reporter, so im not questioning why youre breaking this, but why am i only learning about this from your reporting . Right, i think thats the question that a lot of democratic lawmakers have been asking for months. If you track it, theres a bunch of bits of this that have come out. There are interviews with giuliani, there have been derkosh have done Youtube Video and leaders have been writing to fbi director chris wray and asking him for classified briefings and asking the administration to release details of specific intelligence. This may be the specific intelligence theyve been demanding, but the lawmakers werent allowed to release it and the government didnt want to release it. And i assure you that when i told the government that i was going to release it, they were not happy about it. We can only speculate as to why that is, but it seems clear that this detail that the russian president and his top aides may be personally directing this influence effort is explosive and could be damaging not only to, you know, u. S. russian relations, but also the president s relationship with russia. And we can get into that if you want to. But the bottom line is this assessment came out on august 31st. It was published on the highest level classification, topsecret, on whats called the cia wire, the worldwide intelligence review and was very, very closely held and now its out in the public and now both the u. S. Government and the russian government will have to acknowledge it and talk about what it means. To be clear, its out in the public, but only because of your reporting. Not because the American People have been told about this intelligence assessment. So you said you got pushback from people as you were going to print with this. What evidence or what other evidence do you have, i guess, that the administration is trying to keep this information from going public . The pushback came in two forms. One, you know, this was very the detail that this was probably directed by Vladimir Putin and his top aides wasnt highly classified and i guess still is highly classified. And also, the sources and methods, which i have kept out of this article at the request of these agencies vey ies revea much rereally knwe really know influence operation. And its a lot. There are dozens of pieces of intelligence that map out about what the government knows about this. You can see a lot of it in the public space and bits of it coming from congress and bits coming from different parts of the media, especially the protrump media and what the document basically is that derkosh has used prominent figures close to the president , doesnt name giuliani, but seems to be talking about giuliani, and u. S. Media organizations to disseminate and amplify his influence campaign. So what theyre doing, what the russians are doing is theyre using americans to launder and to amplify this disinformation to denigrate joe biden. And you know, thats a very serious, shocking, maybe not surprising, but significant attack on our democracy, on our political system, and, you know, i think thats why it was so closely held at the top levels of i have a couple of more questions and i certainly hope we have the time. Andray derkosh, giuliani is meeting with someone who is deemed by u. S. Intelligence, is a russian agent, correct . What am i missing about why isnt this as shocking as it sounds on its face . Oh, its completely shocking and kind of crazy when you think about it. This dates back to the impeachment last december. When Rudy Giuliani traveled to kiev and met with a lot of ukrainians, many associated with the prorussian party in an effort to dig up dirt on biden and to promote his allegations that ukraine interfered in the 2016 election on behalf of the democrats and one of the ukrainians he was working with was derkosh and two weeks ago when the Treasury Department named derkosh as a Russian Foreign agent, Rudy Giuliani told the new york times, well, i dont know, he doesnt seem like a russian agent, his quote was, how the hell would i know . Well, now we know for sure. And it becomes harder and harder for people like Rudy Giuliani to deny. But its in the Public Record hes been working with this guy for about ten months, very publicly. The assessment itself doesnt say this is important. The assessment itself doesnt say that Rudy Giuliani knew he was a russian agent, it just says that these russian agents were working with americans. In other words, Rudy Giuliani according to the assessment could have been a target of the influence campaign, not, you know, a direct conspirator. The assessment doesnt accuse him of that directly. The sentence that stands on its own, Rudy Giuliani working with a russian agent in and of itself should be of concern, i think to people. Now, the bigpicture question, josh is, what does Vladimir Putin want and what is he getting out of this . And let me give some context to this. Because at the white house yesterday, and we have the sound of this, President Donald Trump was asked to comment, which he never has, to comment on the poisoning of russian Opposition Leader navalny. Lets play that exchange if we have it. Who do you think poisoned alexny navalny in russia . Well talk about that at another time. So beg off that when it is believed, again, by u. S. Intelligence and european intelligence that it was the russian government that poisoned the Opposition Leader. What is Vladimir Putin getting out of this . What does it say to you that again within the last 24 hours, the president there refusing to Say Something even moderately critical of putin in russia . A Second National lockdown in this country as this governments last resort. So in order to prevent that, new restrictions have been announced fast and furious. Last week it was the number of people allowed in a social gathering and Boris Johnson announced some more. Pubs will have to close tomorrow and fans to get the soccer fans in the stadiums has to be put on indefinitely and if you have the ability to work from you should. The transmission of the virus is high or exponential and the young people have fueled the resurgence of the virus but the number of cases is rising. In fact, new cases are doubling every seven days and if that rate were to continue for just four weeks this country would be seeing some 50,000 new cases per day. Thats more than youre seeing in the United States. And the uk has just onefifth of the population. The Prime Minister though is going to have to sell this plan to the british public. I want to start with that breaking news, that scott mclean just reported, the new restrictions that were seeing in britain and that Boris Johnson, the Prime Minister, Just Announced they would be in place for the next six months. At the same time, theres a new Pew Research Poll that shows people in 13 countries and they surveyed people in 13 countries. 85 of them think the u. S. Has done a lousy job with dealing with coronavirus but it sounds like the uk is doing no better of a job. It really feels, alisyn, like the second wave is looming over us and, you know, the three month lockdown this year was pretty tough. And the government will do everything it can to avoid a Second National lockdown. But measures like the curfew, closing all the bars and the restaurants and pubs at 10 00 p. M. And saying to people a month after they were told to go back to month, were heading back into another lockdown and people will feel this hugely depressing after the huge sacrifices of the lockdown. As for we all look at the figures for whats happening elsewhere in the world and it feels like france and spain are back into second wave. Feels like youre still in the first wave. But this thing isnt going away. Youre so right. Obviously, people when they hear about new restrictions it just adds to the stress and depression as you point out. I want to show you one other thing from the Pew Research Poll. This shows how the view from the uk of the u. S. Has plummeted over the years. So in 2000, 83 held a positive view of the u. S. Now, today, in 2020, that is down to 41 . It is lower as you can see on this graph than the time that in the leadup to the iraq war when so many brits were opposed to that. So why . Why is this the lowest . Look, i think theres no question but your president is a controversial figure and he said things like the eu is worse than china. Maybe that doesnt cover us, but people have watched how the pandemic has hit the u. S. They have watched what happened in portland and in kenosha and these places and you know everyone is watching what feels like a very bitter election campaign. So youre in the news all the time over here. Doesnt mean the president isnt without his strong supporters over here. And elsewhere in europe. But, you know, a lot of controversy thats attached to the United States over the last four years. I want to talk about some of the controversy that surrounded you and what happened. As an ambassador, you were tasked with sending back your frank assessment of the new administration to the leaders back at home so they would know what they were dealing with and you did that. You wrote a cable in 2017 in which you said we really dont believe this administration, the Trump Administration, is going to become substantially more normal, less dysfunctional, less faction ridden, less diplomatically clumsy and inept. First, how did you know that . What were you basing that on . When you gave that assessment what had been your observations back in 2017 . To us, when i wrote that, it was six months into the administration. Were talking a lot to people in the administration, to the white house and it wasnt difficult to talk to people in the white house. We were following what all of you guys in the u. S. Media were picking up and there was a huge amount of leaks and briefing coming out of the white house at the time. We were talking to our diplomatic colleagues around washington and trying to put it all together and the key i reported to they dont have a lot of time and theyre trying to work through the loyallike code and you make the best call you can and in the sharpest and most concise language you can. One of the things i noticed in talking to american friends since the book the extracts of the book were coming out in the newspapers the brits said to me, how can you be so rude of the critical and the americans say how can you be so mild about it . I dont think it was anything exceptional than a lot of people were saying at the at the time. I mean, here in the u. S. , President Trump says much more damning and insulting things on almost a daily basis on his twitter feed, but everyone can read about that as well as your impressions from being ambassador in collateral damage, britain, america in the age of trump.
