Erika hi erica hill here with me this morning. This morning, exactly what Public Health officials have been worried about. A serious coronavirus surge across the country. This morning, 23 states are seeing a rise in the number of cases. You can see them in red right there. 11 with growth of more than 50 . Nationwide, cases have risen more than 15 . Despite what you hear from officials, this is not just about more testing. This is a substantial increase in the rate of people getting sick and an increase in the number of people who are so sick that theyre in the hospital. The white house now acknowledges that theyre preparing for a second wave in the fall, less than a week after Vice President pence said fears about a second wave were overblown. The states of particular concern this morning include florida and arizona, where President Trump is holding an event tomorrow. You can see the spikes in the cases there. We are also following breaking news this morning involving nascar. A noose was found in the garage stall of Bubba Wallace. Hes the sports only toptier black driver. Nascar has launched an investigation, but this comes just a week after the Confederate Flag was banned at nascar events and properties. Also developing overnight, new york citys mayor announcing this statue of Teddy Roosevelt at the museum of Natural History will be removed. We have a lot to get to on this monday. Lets begin with cnns rosa flores, who is live in miami on the pandemic. Rosa, good morning. Reporter erika, good morning. The white house continues to send mixed messages regarding the covid19 pandemic, but heres the thing. States continue to report a Record Number of covid19 cases as the United States is about to hit a grim milestone. 120,000 american fatalities. The Trump Administration says its preparing for a possible second wave of the coronavirus after a week of downplaying the recent surge sweeping across nearly half the nation. We are filling the stockpile in anticipation of a possible problem in the fall. We are doing everything we can underneath the surface, working as hard as we possibly can. Reporter last week, Vice President mike pence said in a wall street journal oped that panic over a second wave was overblown. And on saturday, President Trump said this to supporters about coronavirus testing. So i said to my people, slow the testing down, please. They test and they test. We had tests of people that dont know whats going on. Reporter his staff leader said hes joking, but the increase in cases in at least 23 states is very serious for state leaders. Do you think the people, the 120,000 families out there who are missing their loved ones thought it was funny . Reporter with a focus on florida as a possible epicenter of coronavirus, Governor Ron Desantis is now admitting the recent spike in cases isnt only due to testing with highlighting a shift on whos receiving positive results. Increasing or being flat, the number of people testing positive is accelerating faster than that. So thats evidence that theres transmission within those communities, particularly the 20s and 30s. Reporter while some Officials Say more young people are diagnosed due to widespread testing, others suggest its because they fail to follow social distancing measures. Either way, Health Experts sending this warning. These people tend to be less symptomatic. They get less ill. And they tend, therefore, to be spreaders. They can spread it among their fellow workers, their family members. Reporter theres also a surge in arizona, where trump is scheduled to hold a complain rally tomorrow. Cases nearly doubling there over the past two weeks and passing the 50,000 mark. Still, republican governor doug doocy says he has no plans to slow the reopening of the state. In phoenix, City Council Voting to make masks mandatory in public for its residents, with the county also issuing an order. Phoenixs democratic mayor says she hopes the president will comply during his visit, despite repeatedly avoiding masks at other events during the pandemic. One of the reasons we have this growth in arizona is complacency. Weve had elected Officials Say that the worst was over a month ago. That was not the case, and we are seeing records of the type we dont want to break. Some of the hardesthit areas are not requiring masks. And it is catching the attention of the cdc. So much so, my colleague nick valencia learning from the cdc that the agency is planning to issue guidance regarding masks here in the state of florida, erika. Governor ron desantis is not requiring masks statewide. Instead, he says that he is going to leave that decision to local governments. Erika . It would be interesting to see what those updated guidelines are. Hopefully at some point soon from the cdc today. Rosa, thank you. This morning, new york city officially enters phase ii of reopening. This means among other things that restaurants and bars can use outdoor space for service with social distancing, of course. All of this comes amid a steady drop of cases in the state, which of course was once the countrys especially of the pandemic. Cnns alexandra field is live with those details. Good morning. Hey, there, erika, good morning. It is a good day here in new york city. The picture in this state looking pretty different than a lot of other different parts of the country. The Positivity Rate has shrunk to less than 1 . That means new york city can now proceed to phase ii of the reopening. It means among other things that people can go back to their offices at 50 capacity. New york City Real Estate will come back. Salons and barbershops will be open. I know a few people who will be looking forward to that , and te muchawaited facts that people will be able to sit outside at bars and restaurants across the city. However, Governor Cuomo is warning that covid is not over. That we need to keep an eye on the infection rate. That testing needs to continue. That we need to be aware of the possibility of infection coming in from other states and people need to be vigilant about the possibility of a second wave of the virus. To enforce social distancing here in new york, the governor has signed additional executive orders that would mean that bars and restaurants could see their liquor licenses revoked if they do not comply with regulations. Businesses that dont comply with regulations could also be temporarily shut down. And john, on a personal note. Nascar is investigating after a noose was found in the garage of driver Bubba Wallace. He is the only toptier black driver in nascar. He pushed nascar to ban the Confederate Flag just two weeks ago. Cnns Diane Gallagher is live in atlanta with more. So whats going on here, diane . Reporter john, look, it shouldnt be too hard for nascar to find out who did this or at least narrow it down quickly. Because the area where this was found, the garage stall, is limited to essential personnel only right now due to the pandemic. Everyone who was in that area had some form of a credential, be they nascar staff, team members, health and safety personnel, track officials. Nascar made this announcement late last night. And i want to read to you part of their statement. They said, we are angry and outraged. We cannot state seriously enough how seriously we take this heinous act. We will do an investigation and will do everything we can to identify the person or persons responsible and eliminate them from the sport. Bubba wallace took to twitter and said, todays act of racism leaves me incredibly saddened a. This will not break me, i will not give in nor will i back down. I will continue to proudly stand for what i believe in. Bubba wallace, as you mentioned, called for the Confederate Flag to be banned from nascar. Nascar followed suit this month. This was supposed to be the first race, it was postponed until 3 00 p. M. Due to weather, where fans could come back and watch. 5,000 fans were going to be allowed into the track to watch. It got postponed today. Outside of the track, there were demonstrations, john. People who had Confederate Flags outside, somebody flew over with an airplane, with a Confederate Flag behind it, saying defund nascar. But look, hes received a lot of support. New this morning, 23 states seeing a growth in new coronavirus cases, including 11 states seeing spikes of more than 50 . Those are the states in deep red. Nationwide, cases are up nearly 15 . Joining us now, cnn political analyst, David Gregory and dr. Eileen marty. Shes an Infectious Disease professor at Florida University in miami. And professor, i want to start with you. Because what were seeing in florida and frankly arizona, as well. This is not about more testing. This is about more people getting sick. The rates of positive tests are going up. I think we have these graphs. We can put them up on the screen here. You can see the percentage of new tests that are positive in florida rising more than 10 . And 10 is a concerning number. In arizona, its twice as bad as that, where you can see the positive rates in testing there, over 20 now. What does that tell you . It tells me that people are not practicing social physical distancing, theyre not wearing their masks, theyre not paying attention, and theyre not believing that theres a problem. Which is unfortunate, because the problem is very real. And david, among those apparently not believing that theres a problem, we have to say, is President Trump. And we heard from him over the weekend, of course. Which Peter Navarro tried to downplay as a tongue in cheek move as the president , saying, i told them to slow down the testing, but i also think its very clear and we have heard the president say repeatedly, david, he doesnt want the testing, because he doesnt want to see those positive numbers. Right. And this you know, this is a moment in this virus that requires leadership at the state and the National Level so dearly, because of what the doctor just said. Which is, we have been in lockdown for several months. Its summertime, people are moving around. People need to get back to work. You have a lot of young people congregating as the weather is warm and not thinking that you have to have this continued vigilance. So were living in communities where were going through phases of reopening. And i think that means for a lot of people, again, a laypersons perspective. It just feels like, okay, are we done with this yet . And thats where there has to be vigilance. Thats hitting you every day from the authorities about what you have to do, so that we dont have to revert back. One thing thats clear when you look at the map and see the number of states in deep red, 11 states in deep red, increases of 50 in new cases, the virus isnt done with us. No matter what people think and how sick of it they are, coronavirus is nowhere near done. Look at those states in deep red again. Arizona, texas, florida. Professor, the governor of florida, ron desan the u. Esanti brought up the fact that in florida, one of the dynamics being seen is that it is more and more young people getting sick. I think he said it to indicate well, the mortality rate among young people isnt as high so maybe this isnt as serious. That may be so that young people dont die at the same rate as older people that get sick, however, it does create different complications if young people are starting to get sick. Yes, thats right. It creates all kinds of different complications. There have been some interesting studies that reveal these people who are asymptomatic, they develop antibioticodies, but do develop very good antibodies, and the study show that these antibodies vanish in two to three months, suggesting that they can be reinfected. And worse than that, were actually concerned about a phenomenon called ade, which can happen. So that if youre nervein effec once, your antibody levels are not very good, et cetera, you can have this kind of secondary hit the next time that you encounter the sars2 virus, and you have to remember that we already know theres more than 10,000 sars2 virus varieties out there. And the one thats dominating right now, for example, in beijing is one that we first saw in europe, became very dominant here in the United States, and its very nasty in the sense that it really is tricking the immune system quite a bit. So what im saying, to summarize, is that the next time these people are infected, they may have a worse disease than the first time. Theres also the fact that while the president may want to pretend this isnt happening, david, we did hear that the white house is, in fact, preparing for a second wave. Thats important to note, that that was actually admitted. Because there are people who are recognizing how very important this is and that the virus is not done with us. Right. And again, i just think that the effect on the psyche of states and communities around the country, if there have to be lockdowns in the fall, its going to be significant. The fact that a lot of schools, and the school work i do and having kids and talking to schools are not preparing for a full reopening in the fall indicates the fear of the continuation of the first wave or a new round of cases as it coincides with flu season. This is going to have a tremendous impact on all of us, on how we move around, how we work. So and from the point of view of whether its Vaccine Research and development or just the messaging to the public, as well as other Treatment Development that the federal government is responsible for, it is an important admission, because, frankly, certainly the president who was just thinking about his reelection seems almost to be done with this. Were not hearing from our Public Health experts on a neardaily basis, which we need to. Dr. Fauci and dr. Birx have kind of disappeared from the scene. The task force is not doing regular briefings. Those things cant go away in the middle of a pandemic. So were all just sort of left to figure it out and do our own risk analysis. David gregory, professor, thank you very much for being with us. This comes as former National Security adviser john bolton speaks out at his first tv interview, stressing he believes that mr. Trump poses a danger if hes reelected. John bolton was the president s longest serving National Security adviser, but that did not stop him from granting a sharply critical interview about the president that aired over the weekend. Boltons book release is scheduled for tomorrow. And he really leveled just a brutal indictment of the president of the United States on issues ranging from what bolton called his incompetence to his deference to dictators. President trumps former National Security adviser john bolton not holding back, describing the president as incompetent and solely focused on his own reelection. I hope it will remember him as a oneterm president , who didnt plunge the country irretrievably into a downward spiral we cant recall from. Reporter a federal judge is allowing tomorrows release of boltons book, the room where it happened, to proceed, despite the white houses repeated attempts to stop its publication, claiming it contains classified information. He has done something that is very, very serious in terms of american National Security. And hes got to pay a price for that. I am confident that theres no National Security information, no classified information in this book. Reporter bolton highlighting the president s relationship with north korean leader, kim jongun. The idea that just this layer of complements to this brutal dictator would convince him that you could make a deal with donald trump, i thought, was both strikingly naive and dangerous. You were worried about looef leaving him alone in a room with vladimir putin. Why . Because i didnt know what he would say. And it was widely understood at senior levels in the government thats exactly what his objective was. Reporter boltons book coming on the heels of a chaotic weekend for the president s reelection campaign. The president s rally in tulsa saw far fewer attendees than the president projected. Protesters did not stop people from coming from that rally. Absolutely, they did. Several cnn teams on the ground said they did not see any prolonged activity by protesters that prevented attendees from gaining access to the rally. Reporter and as we noted at the top, a trump adviser said the president is very upset about the rally. Our reporting is that Jared Kushner and ivanka trump are also, quote, pissed about it. Some of the blame appears to be centered on Brad Parscale, the campaign manager. A parscale representative said that thats not true. But parscale himself has not commented. What is your takeaway in terms of the headline that stands out for you from that interview with john bolton. What were learning about this book and the story that he has to tell. I just think this is such a selfdestructive period right now for the president. Of all the times, of all the controversy of his time in office, this just appears to be the worst. It really appears to be the low point. Puff somebody who worked with him very closely, who describes a pattern of corruption, who describes someone whos frankly not fit for the job. Who doesnt know enough to be at the helm of our national government. Thats what i thought was so damning. A combination of corruption and frankly, not knowing enough to be doing the job and not to be curious enough to figure out what he doesnt know. You know, the fact that theres no governing philosophy, that theres unpredictable, there are people who can find some merit in that. But these other pieces, the obsession with his own standing and focus on his reelection i think is beyond the bounds. I want to play the sound again from when the former National Security adviser, someone who worked in the trump white house, for well over a year, says that he doesnt want the president reelected. Martha asked him how history will remember him. Listen to what john bolton said. They failed, utterly to i hope it will remember him as a oneterm president who didnt plunge the country irretrievably into a downward spiral we cant recall from. Extraordinary. I have never seen this before. A white house insider months after walking out the door says he doesnt want the person he worked for reelected. Yeah. I think its extraordinary. I mean, weve covered administrations and figures within the administration. Certainly, john bolton is a controversial figure. He was in the bush administration. Hes a pretty conservative republican. Hes got extremely hawkish views on Foreign Policy and National Security. That has nothing to do with someone who worked up close with this president , was brought in by this president , was praised by this president , looked at him and worked with him every day and said, hes not fit for the job. He shouldnt be reelected and why . Because of the fear if donald trump has a second term, if he has no constraint about reelection, that hell do whatever he wants to do. And perhaps well get to it. The firing of this u. S. Attorney in new york. You have another example of the president purging people who are investigating him, starting with jim comey, the fbi director, inspectors general throughout the government, and now a u. S. Attorney, the most prominent post for a leading prosecutor in the country. Its outrageous. And i think you make a good point, david. We really want to get to this nascar story, because it is so troubling. But i dont think we can mention berman without quickly getting your take on that, especially given your background. Number one, theres talk now about berman coming to testify at the house of representatives hearing theyre having this wednesday on politicization of the justice department. Thats wonderful. You know, we can hear from him and go through the fight that we saw before, over subpoenas or not subpoenas or people testifying voluntarily. But the person who really needs to come testify is william barr. If there are questions right now about the firing of top personnel, look, in any organization, when the ceo comes out and says Somebody Just resigned, and moments later the person says, no, i didnt resign, i was actually fired, you have a management problem. And if one of the president s selling points upon his election that he could manage government effecti effectively, even though we knew that wouldnt be the case, this is just poor form. So there are, given the ethical questions, given the management problems, we need to hear from william barr and we need to hear from him soon. He lied. When the attorney general tells a lie to the american people, he says that berman, no relation, stepped down and then the u. S. Attorney says, nuhuh, thats not what happened there. Thats a lie. Eliot, you are also a big nascar fan. I have to say, i think its incredibly upsetting and discouraging that this noose was found in the garage of nascar driver Bubba Wallace, the only black driver on the toptier circuit of nascar. What does this say to you . Yes, i am a somewhat unlikely nascar fan, but i have been a fan of the sport for quite some time with my kids. Heres the thing. The last race i attended was at dover, delaware, which was hardly a beloved seat of the american confederacy. Yet grow there and see Confederate Flags everywhere. Its, you know, raising the point that its a question of not really being the heritage of the people who were there. Its a political symbol thats frank you know, often meant to intimidate. And Bubba Wallace spoke out about that. Its striking that were having that conversation in 2020. But people are still showing up you know, you saw at the race, there was a flag with the Confederate Flag flying over with a plane over the race. It is meant to intimidate and as a symbol. Look, as a black man, it does not shock me in the least, even in nascar that were seeing nooses, merely because someone spoke up and said, look, this symbol is offensive to me. It has no place in our sport. It has no place in our sport that has arenas in delaware and connecticut and has nothing to do with the confederacy, yet still the threat of being challenged is so painful to so many people that they have to go back to these horrible, horrible images of lynching. So i hope that nascar i mean, they issued a statement and it was more than thoughts and prayers. It seems that they were on it and that they were taking it seriously. But again, my cynicism and sadness is that its not shocking to anybody. Unfortunately. They say theyve launched an investigation, and a limited number of people would have access to that garage, so hopefully well have some answers soon. Thank you both. Shimon, what is the department saying about this . They moved quickly here, john, as you said. They suspended the officer without pay and within hours of the incident, they released that body camera video. All of this is new ways in which the nypd the going to be dealing with this. They suspended the officer. The Police Commissioner calling it disturbing, a disturbing, apparent choke hold incident. Internal Affairs Officers moved into the precinct there. They started their investigation and almost immediately, what they found was disturbing. And as you see on that video, the entire incident unfolds over 30 minutes. According to the mans lawyer, police went there after receiving a call of a disturbance and police are interacting with these individuals for almost for over 30 minutes, actually, john. And finally, something had happened. Its not entirely clear. The lawyer for this man who was in this apparent choke hold said that he kicked a can towards one of the officers and thats what caused all of this to unravel and then you see this apparent choke hold. Of course, the lawyer is calling for the officer to be not only suspended and fired, but wants this officer to be criminally charged. Of course, the governor here in new york state, Governor Cuomo and city legislatures have passed laws here that now ban choke holds, police choke holds. The nypd certainly has banned choke holds for several years now. So that is why they suspended this officer and well see how this unravels. The queens district attorneys office, i should note, is also investigating, so it could be that this officer faces criminal charges at some point. Shimon, i know youre going to stay on this. This is quite the effort on tiktok. Absolutely, erika. Tiktok extremely popular with teenagers and it appears young people all across america took part in this protest by basically requesting free tickets to trumps rally in tulsa with no intention of showing up. Now, youll remember the Trump Campaign, the president himself, actually, last week boasting that 1 Million People had requested tickets to the rally. We should point out here that there wasnt a cap on the number of people that could request tickets for the events. So its not as if Trump Supporters were blocked in the away by going to the rally by tiktokers. The fact that the Trump Campaign wasnt able to fill this 20,000 arena isnt the tiktokers fault. But take a look at this video from one 16yearold who took part in the protest. Guys, i accidentally just reserved two free tickets for the tulsa oklahoma trump rally on juneteenth. And now i cant go because my dogs goldfishs funeral is that day. But it would be a shame if everyone else did this and then there were empty seats at the rally. That would be that would be really bad, because we dont want that. And more videos like that circulating online. In fact, even fans of south korean music kpop fans who are among the most organized people on the internet were also called to take part in the protest. What is the Trump Campaign saying .
