That does not mean we should anticipate april society with no social activity, no work, no school. How are we going to strike that balance . Were going to try to figure that out quickly and start with new models that weve never used before. Sounds like youre telling me, theater lovers need to brace themselves for some kind of change. Absolutely. Subways . Same idea. Were not going to shut down a subway system. If you do that, youre shutting down the economy and work and livelihood. I am worried, john, about people who have no money. I am worried about people who cant afford the rent. Medicines or food. We have to strike a balance. What weve been trying to do. Telling employers, stagger your work hours if you can. More people telecommuting. Open up the subways lease close proximity. Schools, i know you care deeply about that and even before. I live in westchester county. My kids School Closed<\/a> today and tomorrow. What are you basing your decision on . What weve heard from so many parent, the minute you take the school away, a lot of parents dont have options particularly for the younger kids. That means a lot of things. Not just education, food, daycare. The food part is crucial. A lot of kids depend on school for food. What we have said in the state of new york, well do a temporary closure, well identify any close contact, get those people isolated. Alert parents with kids with serious medical conditions, most healthy kid, thank god, are doing okay in this situation. Reclean the schools, thorough cleaning. We do not want to get the slippery slope, the dominos falling where School Systems<\/a> start to close. I think thats very dangerous. New york city has so many wonderful hospitals. Yes. There is a concern. Dr. Sanjay gupta talks about it all the time, number of ventilators, number of hospital beds. How do you feel about the kpas at this if the number of cases surge . In our Public Hospital<\/a> system alone, weve got about 80 public facilities weve identified immediately between public and private systems. At least 1200 beds to make available. We would cancel elective surgeries instantly open up more capacity. I believe our public system has a thousand ventilators. Can we handle the next few stages, yes. If this truly becomes something weve never seen, we all have a problem. This gets back to the federal government. Heres what they should be doing. Its a wartime all the material we need, ventilators, surgical masks, each down to hand sanitizer, the federal government should be mobilizing those resources, maximizing production through the private sector, rationing it, if you will to where its needed around the country. Obviously Washington State<\/a> in particular. But other places like new york. The federal government can take charge of the situation and the most necessary thing, the thing were waiting for was not in the speech. The testing. Weve gotten more ability to test but not the automated testing the fda needs to approve, that would mean we could get sameday results. We have a bill waiting on that. Ever here in new york city, you can get its true only in the narrowest sense. If you prioritize the folks that need tests a day. Were doing hundreds a day. Thats happening. But its not passed. We should be testing on a bigger scale. But we need the automated testing. Washington is an international city. The president announced a 30day ban of europeans coming to the United States<\/a> from 26 countries. How will that affect new york city and is that a good policy in your mind . I accept the notion of travel bans in this environment. I disagree with President Trump<\/a> on many things. I think the travel ban piece of the strategy has been in many ways warranted. It does not replace a proactive strategy by the United States<\/a> of america to address our own issues because we have our own Community Spread<\/a> now. It does not forgive the fact that the basic supplies are not being organized by the federal government and the testing is not widespread. The travel bans, inherently make sense. It will hurt every place that depend on tourism, business conferences. It will hurt our economy. It will hurt peoples livelihoods. I dont think its wrong. I think its necessary. The nba decision to suspend, the right decision . What do you think that other sports should be considering today . Every private organization and the leagues are obviously private, has to make their own judgment. I think in the end, youre going to see a lot of this. Do you like it . As mayor of new york city, does it help you . It helps in the level of once these private organizations decide to do something, it gives us some clarity. It helps because we are going to always try and strike a balance. Were not going to rush to close anything and everything because of all the negative unintended consequences of closing down our society. Were seeing that in a big way right now. When the private entities make their own decision, its a different thing than the government deciding to shut everything down. Im sympathetic to their decision. Im still looking for something sort of full closures everywhere. Thats why were going to quickly put out guidance about how to reduce crowds and audiences but having a certain amount of activity. This final question. What assurance can you give to the people of new york city that it will not become italy, milan . So the best assurance i can give is a couple things. President trumps speech last night, after he talked about the travel ban from europe or travel restrictions, i guess i should say from europe and the handling of cargo shipments, two clarifications basically had to be issued within an hour. Travel restrictions do not apply to all travel and then the president himself tweeted he didnt mean cargo. Why the confusion . I dont think it was confusion. The president took another historic step, just like he did in january with china, to suspend all travel from europe, alisyn, for the next 30 days. Because weve recognized, our Health Experts<\/a> tracking global data, that the epicenter of the coronavirus has shifted from china and south korea to europe. Two weeks ago, there were roughly 500 coronavirus cases in italy. Theres 12,000 as of today. A thousand in germany yesterday. A thousand in france. So the health team came into the oval office, presented that to the president and he made the decision on the spot after hearing from all sides that the best thing we could do is suspend all travel. Americans coming home will be funneled through 13 different airports. Theyll be screened and then were going to ask every american and legal resident returning to the United States<\/a> to selfquarantine for 14 days. Thats helpful information. Just to be clear. This is a part of our strategy. You combine that with what were doing in communities where, like, Washington State<\/a> and california and new york where we have whats called Community Spread<\/a>. Cdc issued tough new guidance to those states about mitigation strategies and the overall recommendations to americans to use common sense, practice good hygiene and keep a special eye on seniors with chronic Underlying Health<\/a> conditions. Its all part of the president s strategy. Understood. To protect the American People<\/a> from the coronavirus. I want to get to those specific things in a moment. About the travel restrictions, a clarification was that its not all travel. Its not as you say some people, americans coming back from europe. Here, though is what tom boss tert, your former Homeland Security<\/a> adviser in 2018 said about the times of travel restrictions. He tweeted this last night. Theres little value to european travel restrictions. Poor use of time and energy. Now travel restrictions are less useful. We had early as the countries in europe. We must focus on layered Community Mitigation<\/a> measures now. Exclamation point. Is he wrong . Well, i think our Health Experts<\/a> would disagree strongly with the view of the action the truth is, we learned yesterday. 70 of all the new cases for coronavirus in the world happened in europe. And probably most concerning to the president was as of yesterday, when we looked at 35 states on the map where we had coronavirus cases, fully 30 of those cases could be traced to contacts in europe. So the president took the action. But to the point of the comment, were not doing a travel ban as our strategy. The suspending all travel for 30 days from europe is a part of the strategy. The other part is an aggressive mitigation strategy. I spoke to the governors of new york, Washington State<\/a> and california tomorrow or yesterday. Cdc issued strong guidance to those areas where we have Community Spread<\/a>. We flowed resources. We flowed support to those areas. And so its a combination of strategies that the president has employed here. Yeah. As he saysi its all hands on deck. A whole of government approach. Its also a whole of america approach. Weve been meeting with Industry Leaders<\/a> in one relevant industry after another to ensure that the full resources of america are being brought to bear. I understand. I want to ask you about testing. Theres been so much confusion about this. Last night the president said testing and testing capabilities are expanding rapidly, day by day. Were moving very quickly. But the numbers on the cdc, the official government website tell a different story. The numbers suggest that the most testing was done march 5th. That was from u. S. Public health labs and cdc labs the numbers were more than 1100. Then if you move forward, each day it gets a little bit less until on march 10th, cdc labs zero are the numbers listed and only eight at Public Health<\/a> labs. Why are the number of tests going down . Well, i dont believe they are, alisyn. One of the things that were working on is a central reporting website where every state in the country and territory can let cdc and the American People<\/a> know the number of tests. Youre saying these numbers are wrong . Your viewers should be encouraged that every state laboratory in america can conduct coronavirus tests today. Weve also cleared out regulatory barriers to University Hospitals<\/a> and laboratories to be able to conduct tests. I want to commend the university of washington for the extraordinary work theyre doing expanding tests to people impacted in Washington State<\/a>. Yeah. Were also but just be clear, mr. Vice president were also working with commercial laboratories. The president brought in Companies Like<\/a> quest and lap corps and literally by the day, both of those companies had approved new tests that are going to market literally by the day. Were continuing to expand. Because its going to be ultimately, its going to be the commercial laboratories that have the capacity to get tests all over the country. Thats fair. Youre saying the cdc website numbers are wrong. How many tests have been conducted . Im not saying theyre wrong, alisyn. Im saying that they may not be complete because we dont necessarily collect today all the information from state laboratories about the tests that are being done. Thats the same thing virtually. As i said, our team is working now to make sure that we have a central reporting location. State labs are doing tests all over the country even as we speak. Thats good to know. How many tests would you say have been done . Well, i would leave that to the experts. But i would say to you, as a benefit to your viewers, anyone is looking on today who might be concerned that they were exposed to coronavirus or have symptoms should call their doctor. Their doctor with any question can call their state laboratory and be able to find out how they can have a test processed. This is important, mr. Vice president. But making it available for the broader public. Are you saying that anybody who wants a test get out to the broader public, the commercial labs in the country, were confident, are going to be able to produce and distribute on a wide range across the country in the days ahead. Okay. Not the weeks ahead. The days ahead. All across this country. Okay. Because that doesnt seem to be the case right now. In all due respect, there are all sorts of anecdotal stories and on eds about people who had symptoms, went to the primary physician and could not get a test at the emergency room. Thats not happening yet today. Well, we think its important that last week we changed the criteria for testing. I spoke to governor jay inslee. There was some concern that the guidance that doctors had had at the time was if you were only mildly symptomatic, it did not indicate that a test was appropriate. We changed that. Thats when the president said that anyone who wanted a test could have one on a doctors orders. Theres no barrier to that now. Make no mistake about it, were making steady progress. We made changes at the fda in january at the president s direction. The American People<\/a> can be confident, were going to continue to roll out the tests and maybe most significant on that score, is that the president brought health Insurance Companies<\/a> in last week and they agreed to waive the copays on testing. We expanded testing to medicare and medicaid patients. We also expanded coverage for treatment and health Insurance Companies<\/a> expanded coverage for treatment. That is we dont want anybody to avoid having a test because theyre concerned financially. One last question about the testing, mr. Vice president. Sure. If you dont know how many tests have been done in the country, how can you know where the clusters of the outbreak are . Isnt that what is most important in terms of new rochelle, where theres a containment zone. If you dont know where the clusters are, how can we effectively combat this . Well, we know precisely where the clusters are today with regard to Washington State<\/a>, portions of california and new york. Yesterday the cdc issued very strong guidance about community activities, social distancing, schools, Nursing Homes<\/a> and the like for those areas. What weve done with the testing so far, weve flowed those resources into areas where we have whats known as Community Spread<\/a>. But in terms of making the tests broadly available all across the country, were working on that. The commercial labs are making that possible. I want your viewers to know were making great progress. In the areas where there have been concerns, exposed to coronavirus in Washington State<\/a>, california and new york, weve spun up the testing, weve gotten a lot of people tested. Okay. I dont you know, i want people to know that the risk of contracting the coronavirus according to all of our experts for the average american remains low. Most people that contract it, alisyn, will have flulike symptoms and recover. But the most Important Message<\/a> to anyone looking on here today on cnn is we do know that the coronavirus represents a unique threat to seniors with serious chronic Underlying Health<\/a> conditions. Yes. Its the reason why we raised guidelines at Nursing Homes<\/a> last week. Its the reason why the president said last night that people should avoid visiting Nursing Homes<\/a> unless absolutely necessary. But every american with a senior, with a chronic underlying condition needs to practice good hygiene around them and make sure that were looking after our most vul nebl. There is data to justify or not justify some of the decisions. Were in this now. We dont have to make things up in terms of what is likely to work and what is not going to work. We can look to the other countries to get an idea. We have seen Containment Zones<\/a> and lockdowns in other countries. Social distancing is how theyre often described. How do they work . When do they need to be implemented to work . And does any of it work unless we have the testing . This lockdown of nearly 60 Million People<\/a> has been touted as the model to follow. The complete bordering off of one province in china. But if you heard anything, youve probably heard that the same cant happen here. We have to be realistic. I dont think it would be as draconian as nobody in and nobody out. But there have been other models of success around the world. Singapore, fewer than 200 cases, hong kong, which borders chinas mainland, has had just over 120 cases since the outbreak began. So what did they do . Four main things. Early testing. Thousands of people were tested within days. And then isolating the infected and carefully tracing their contacts. Shutting down mass gatherings, and appropriate quarantines. Public Health Officials<\/a> call these nonpharmaceutical interventions or npis. Lately youve heard it described as social distancing. If that means not having any people in the audience where the nba plays, so be it. Reporter in the last few days, austins south by southwest canceled. Major Music Festival<\/a> coachella postponed. And democratic president ial rallies not happening. We were planning a big rally in cleveland tonight. But the governor of owe ohiwhioe president ial campaigns to canc in cleveland with large crowds of people. Thats what we did due to the coronavirus. The containment zone is an area in which large gatherings will be limited t does have a Significant Impact<\/a> on major institutions, on schools, on houses of worship. Reporter here is something important to know. All of these aggressive actions work best if they are done early. Which means before 1 of the population is exposed to the virus. After that, the proverbial horse is out of the barn. And so, that means life in the United States<\/a> is going to change. At least for a while. Right in front of our eyes. And one of the biggest changes will be that schools and universities across the country will be shuttered. The basic idea is if children are not all together, they cant transmit their infections to each other as readily and then take them home to their parents and grandparents and younger siblings. Yet another example of just how new all of this is, we dont even know how effective those School Closures<\/a> will be. Because much of the data for them has been based on the flu virus. It is not clear to me were going to have the same benefits from School Closures<\/a> with this virus given that so few children have been reported among cases. And, of course, the other issue is where did the children go if theyre not in school . If youre all together in some alternative day care, or child center, presumably they can transmit their infections just as well there as they can in school. Ultimately thats going to be the key. The social mitigation measures are only effective if were able to do this early, honestly, and consistently.
