Flexibility to put them back in place, calling it a snapback if iran violates the deal. Secretary kerry saidgoer negotiators will be working throughout the day. If theres no Deal Congress is threatening to impose sanctions against iran. And that would scuttle any changeses author a comprehensive deal in june. Youve laid out the stakes perfectly. We want to talk more about it lets bring in peter beinart, our cnn political commentator and contributing editor with Atlantic Media and Hilary Mann Leverett who is the coauthor of going to tehran hilary i want to start you with about the ramifications of this deal youre saying what we see unfold and what ends up happening today is as big a deal as when nixon dealt with china. Tell us what you mean. Well you know we were in the 1960s, the u. S. Was in a strategic quagmire tens of thousands of americans killed in vietnam. We were on a downward spiral domest click, economically in terms of war, we are hopefully not in such a bad position, but we are somewhat close to that in the middle east. Our policy there is in freefall. We have hurj fires in iraq afghanistan, libya, syria, yemen, all over the place. The only way the United States can rescue its position can recover from this is as nixon and kissinger made friends with china, we need to strike a deal with iran and have another essential friend in the region. So we can have a more stable balance of power and start to recover our strategic position if we dont, our policies will continue to be in freefall making us more and more strategically irrelevant in the middle east and undermining our ability to be a global superpower. Peter, do you sigh it in such imperative terms. I think it would be an earthquake if the United States ended its cold war with iran we dont know if that will happen or not. It would allow the United States and iran potentially think about negotiating in a different way, an end to the war in syria, which has been so disastrous the down side as america gets closer to potentially a reapproachment with iran some of our traditional allies like the saudis are becoming more nervous and are distancing themselves with the United States. Its a very tricky balancing act the Obama Administration is trying to do. Develop a better relation with iran without weakening our relationships with our traditional sunni allies. The landscape is shifting as we speak. Hilary because of this because of the historymaking potential, are you one of the people who fears, as president obamas critics do that we will accept any deal over a good deal here . Well you know it the only good deal to be had is one thats negotiated. One cannot be imposed on iran. The Bush Administration for whom i worked thought they could impose a settlement on iraq by invading the country, overthrowing the leader and imposing its own version of a deal on iraq. That was a disaster for the people of iraq and was strategically disastrous for the United States politically, militarily economically. The only good deal to be had with iran is one that is negotiated. One that brings iran into a balance of power in the region where the United States can work with it. Where we can and like with china, we bracket the differences that we have. And also a deal with iran in my colleague peter, i agree with a lot of what he said. In terms of our allies our traditional allies like the saudis like the israelis sometimes pursue policies that are reckless and damaging to the United States. If we had a better relationship with iran i think that would check some of their reckless impulses and help the United States get on a much more stable trajectory in the middle east. Peter, a couple of interesting poll findings to take the pulse of how americans are feeling about this deal this is from the Washington Post abc poll. The first one says would you support an agreement with in which the United States and other countries would lift Major Economic sanctions against iran in exchange for iran restricting its Nuclear Program . 59 of people do support that deal as it appears to stand. 31 disagree. However, the next poll asks respondent how confident are you that such a deal will keep iran from developing Nuclear Weapons . 59 are not confident. So were going through all of these paces, though americans dont believe it will necessarily work. The truth is that those poll numbers dont make a lot of sense. Americans want a deal that they think wont work. I think what it speaks to at heart, we dont really know that we can trust iran. Right and to be fair i dont think the deal is based primarily on trusting iran. One of the reasons you want this deal is it gives the United States and the world more Intrusive Inspections so we have a better understanding of whats going on. I think there will be a huge political battle if there is a deal thats gotten today and then in june. I think Barack Obamas best chance of maintaining his support is this issue habs become so partisan i think its going to be hard for democrats to defy him. Hilary take a look at this poll. This is a Pugh Research poll people were asked should the u. S. President or kk have final authored with a nuclear deal with iran. 62 of respondents believe it should be congress. Thats what republicans in congress are saying hilary. All the poll numbers are fascinating. Think what they show is that the American People want a different approach to the middle east. Which includes a much more constructive approach and relationship with the Islamic Republic of iran as it is. The problem is what the Obama Administration is selling. What theyre explaining. What theyre trying to say is is that we can have some narrow technical scientific agreement where were going to build in the scientific safeguards against iran acquiring Nuclear Weapons. Thats the same tactic and strategy that president carter tried with salt ii in the late 1970s, visavis the soviet union, he lost that battle badly. It went to congress and it failed. Thats the risk here, is that the American People want a different relationship with the middle east and iran but what president obama is telling them is they can get some narrowed scientific agreement, theyre going to lose that battle just as president carter did in the late 1970s with the soviet union. Hilary peter, its great to have you standing by as we watch the clock tick down on this deal. We have new information on flight 9525 a possible motive offered. An investigator says Andreas Lubitz feared his medical issues may have preventhood imfrom flying and that may have led him to desperately crash the plane into a mountainside. Now this comes from the german tabloid bild. And theres word that lubitz may have lied on a form he submitted before being deemed fit to fly. How does it fit together into the picture of what happened. Lets get to Senior International correspondent Fred Pleitgen live in dusseldorf germany. Weve spoke ton a source close to the investigation, the source tells us one of the main theory that investigators are working from is that the motive for Andreas Lubitz could have been his fear of losing his sert fact of being fit to fly because of the medical condition he had. They say theyre getting it from listening to the cockpit voice recorder and looking into his background. Looking into his medical history. Looking into a lot of the things we heard yesterday from the state prosecutor who was saying he did have suicidal tendencies in the past. That he was being treated for mental problems and also his vision problems were apparently psychosomatic. One of the things weve been able to find out is the sick notes that he got, that he tore up that he tried to hide from his employer that those deemed him unfit to fly because his vision problems were of psychosomatic nature. So those are some of the things that were hearing this morning. The source that were speaking to also cautions us. They say that at this point in time its most probably impossible to determine with 100 certainty what exactly drove Andreas Lubitz to do what he did. Simply because theres nothing evident. Theres no goodbye note nothing of that nature. What they have to work with is looking into his background, looking into the cockpit voice recorder. Speaking to people that hes known in the past. It comes as this morning the french investigating authority the b. E. A. Has come out saying its looking at the cockpit voice recorder and looking at possible they say systemic weaknesses that might have contributed to the crash. One is that the captain was not able to get back into the cockpit because of the cockpit door. But also of course it they say the psychological patterns that werent detected. Michaela . Fred were going to look at this a little further coming up. Several experts on our program, stick with us. Opposing sides in indianas religious freed ol law are digging into their heels. Mike pence taking to the wall street journal trying to clarify his position. Writing that the law has been grossly misconstrued as a license to discriminate. Meanwhile, residents of the States Capital waking up to this powerful frontpage editorial hopefully we have it in the Indianapolis Star calling on the governor to fix this now. Cnns rosa flores is live in indianapolis with the latest. Good morning, michaela. He goes on to say, rifra only provide as mek nigs to amechanism to address claims. The governor told the news sunday he personally wouldnt change the law, but is open to the General Assembly opposing revisions. The rfra standard cannot be raised as a defense in those circumstances. A democratic leader in the hoosier house says this should have happened from the beginning. We said look if its not about discrimination prove it. By adopting this amendment or adopting that amendment. Make it clear its not about discrimination. And today, the Arkansas House also expected to vote on their own version of the rfra law, as you might imagine, twitter already lighting up. Some of the same big names speaking out against that bill. On monday boehner and his delegation met with iraqs Prime Minister talking politics and regional security. So that tension is not going away with the white house. And between congress and netanyahu and i feel like it will step up a little bit. Tactics questionable in this situation in terms of politics of both sides, you get it. The more were covering the deal and irans reach into all of these different situations that matter. You get the urgency. Its who they deal with it and this is unfortunately the by product of them not getting along on all the domestic issues. You feel the stakes. So more update on the crash of the flight because we know more now about the copilot of flight 9525. He was being treated for suicidal tendencies. Even though he sought help he never told the airline about his struggles. Should pilots be required to selfreport . How do you make them selfreport . Well take a closer look. Should be it about selfreporting in the first place . Some answers from indiana on their new law. People ship all kinds of things. But what if that thing is a few hundred thousand doses of flu vaccine. That need to be kept at 41 degrees. While being shipped to a country where its 90 degrees. In the shade. Sound hard . Yeah. Does that mean people in laos shouldnt get their vaccine . We didnt think so. From figuring it out to getting it done, were here to help. New information for you this morning, word of a motive in the flight 9525 crash. The german tabloid bild quotes a german investigator said Andreas Lubitz feared his medical issues could have ground him. The question is this policy of selfreporting is it getting it done . Lets bring in cnn aviation analyst. Former Inspector General for the u. S. Department of transportation mary sciavo and cnn safety analyst and former faa inspector, david soucie. David. I start with you, im not as moved. Help me with this about the fearing that he would be grounded by the vision the medical issue of the vision because were told that he didnt have a vision issue. So do you see this as the substance in and of itself . Or is this proof of him being motivated by some kind of madness . I think its obviously a madness. Its starting to that we cant detect. See, this is where the problem is hes trying to reach out and do something, becomes a murderer to be famous. This is a stretch. This whole idea of the sight in the first place is just another indicator, symptom, of where he was headed with this. Were looking for symptoms here we understand why he did it but more importantly, mary its about making sure it cant happen again this selfreporting thing, it seems beyond the pale. That you just cant have selfreporting in a situation like this. Because every motivation is to lie and conceal, isnt it . Absolutely. And its been going on for years. And it goes on in the United States. And Everyone Wants to keep their job. And its fudging on things everything from taking an overthecounter medicine to having been on drugs for psychiatric conditions. And then simply not telling the examiner. Remember even in the u. S. Its selfreporting theres a question 47 on the medical exam where pilots have to answer the question of have they been treated or seen any physician for any psychiatric or psychological condition. And then if they report yes, what happens, even in the United States the medical examiner asks them about it. Theres still no independent testing and the drug testing at arlts is only for illegal substances like cocaine and marijuana. Is this having to wake up to the realities of Mental Health and other medical problems . What is it . I think thats right. And wake up to the realities that people are going to do whats necessary to keep their job. The realities are the same way we address the realities with drug and alcohol. Were going to have require the airlines to have an entrance psychological exam and periodic exams just as we do the medical exam. Given the statistics of the persons who are on some sort of psychological or psychiatric drug its reasonable. And then we would add, i would suggest we add, when you do the random drug screens and the initial employment drug screens, you do a full drug array, so you can see if theyre on any kinds of medications that they have not reported. Because lying on the form dont forget its a felony its already a crime. But nobody enforces it. Nobody enforces it, nobody is looking. You check yes, they do a little bit. You check no do they do anything . What if i check no do they do any digging into my background the way a Health Insurance company would before they decide to insure me . Or is there nothing done . Once they said no the transfer of liabilities happened. Airline has done their job, they satisfied the regulations, theyve asked the questions, theyve put it in there. The medical examiner has done what he or she supposed to do. Thats the end of it. Thats where we cant stop. I agree with mary except we need to go even deeper. When you want to be a pilot and you want to take the lives of that many people. This isnt just one flight. When you take a flight as a pilot. Youre carrying not just those 150 people but maybe two or three times during the day you were doing that same thing. This is a very risky situation, its a public hazard theres no reason we should be digging into the records and making those records exposed. You cant hide behind hipaa in this situation. Theyre hiding behind hipaa. Its not about stigmatizing Mental Health. People can be mentally ill and theyre fine they move on treat it and theyre productive. I saw your eyebrows go up when he said once they check the nos, theres been a transfer of liability. No there hasnt this airline has to have a higher level of culpability and responsibility here. Whats the next step do you think . Well i think the next step is for some country and it should be ours going back and saying the system doesnt work the selfreporting. I can tell you all you have to do is go to the ntsb safety databases and look up crashes and the tox reports on the pilots to get a feeling of how many case the tox reports reveal that many people are taking substances they arent reporting to the faa. We start in the United States with the faa, who says right on this medical form that they do not want the medical examiners to be conducting psychological exams and they dont want the information to be sent to federal agencies. But in fact theyre going to have to do that. And its one more step that a pilot is going to have to go through. But i think its very much justified. And then the liability, by the way, i do have to disagree because im a lawyer the liability stays with the airline, because the airline responsible for its employ es so whether or not the employee lies on the form. The airline is still responsible. This should help the airline weed out any things in the future. Were both accusing you of the liability statement so clean it up for me. What im talking about the liability. Is theyve done whats required by the regulation. Im not saying that theyve shift ned kind of liability at all. I just mean theyve done whats required by the far, in implying that the far is what needs to change the regulation. Mary and i would say theres a duty involved here. Just reading that they checking the box when he has every motive to lie, that would be the psychosis at play is the problem. What bothers us the most here this happened in germany, it is regrettable. Is the fact that it didnt happen in the United States playing into the lack of action and discussion were hearing among the Administrative Agency who is were in charge of this in the United States . Nobody has come out and said anything about any changes in light of this. Why not . Mary sciavo david soucie thank you very much. Alisyn . Prosecutors highlight images of dzokhar, standing with his backpack bomb next to the richard family. Walking away with just a backwards glance before the deadly blasts accused of 30 federal charges, Defense Attorneys conceded in Opening Statements he did it but theyre calling witnesses to make his case. Arguing he followed in the footsteps of his brother, tamerlan the mastermind who they say bought the b. B. S and the Pressure Cooker and led the charge toward the finish line. A year earlier there were no signs, the defense said that dzokhar was plotting anything marathon monday 2012 he tweets this was a great weekend. The defense has already called two witnesses to try to advance this theory that dzokhar was manipulated by his brother. They could call several more before closing arguments. But guys this is really just a prelude to the argument well hear from the defense during the sentencing phase of this trial. When you stack up their theory against some of this very emotional testimony, that we heard from the prosecutions witnesses, you know the defense does have a big job to do if they want to garner some kind of sympathy or lieniancy for dzokhar in this case. Its always been about the sentencing its always been about whether or not prosecutors will get the death penalty. Thats why theyve gone to such lengths to show the destruction this caused to that community. To hear the final statements of the final witnesses testifying about the 8yearold who was killed and what happened to him and his body i mean they relive that terror and grief and tragedy all over again. But for some it provides a closure, doesnt it . So painful. Theyre asking the jury to do the hardest thing there is to make a decision that someones life should be taken. Right or wrong, theyre the ones that have to make the decision. Its easy for the ones not in that box to say what they would do. And they need to hear what the stakes are. And if it opens the same door to possible discrimination as were seeing in indiana, they could see a similar backlash. Now in indiana, governor mike pence wrote an oped in the wall street journal today. He says the law has been quote grossly misconstrued as a license to discriminate. During our cnn primetime special about the law, indianas Lieutenant Governor stood in for governor pence and tried to explain why this law was created, if not to discriminate against gays. We have Great Respect for the Lgbt Community and all those who are hoosiers we do not discriminate here. And if we have not clarified that in a fair way, we want it do that. And i think that is exactly what the General Assembly is about doing right now. You are well aware of the situation, you have businesses you have entire states, you have the ncaa you have everybody saying this law is objectionable to us for different reasons. The fix, the Political Fix for the governor was include lgbt in your protected classes under state law. He said no way, its not on my agenda if youre so open if youre so about the inclusive inclusiveness inclusiveness, im not talking about indianas people i dont think its fair to pull them into 24. This is about the lawmakers, this is about you guys at the top. If this is what you want to do why dont you include them in your state law in protection against discrimination . Well i think that is probably not a decision for the governor or our administration to make alone. That is why you have a General Assembly. And in the he said no Lieutenant Governor. He didnt say its not my job. He said no. Let me talk about the General Assembly. The General Assembly said that is something that their leadership is willing to look at longerterm. They dont think it can be done in the four weeks that are left in session. But i think these are conditions to be had and our governor and our leadership are working together and we do want to make sure it is just incredibly important, that here in indiana, we make sure that people are comfortable, that this law does not discriminate. And we are looking at the options of what needs to be done to make sure that doesnt happen. Lieutenant governor before i let you go would you be willing to make a statement to people of faith in indiana and elsewhere, who are seeing this as as a rationale for striking out against people who they dont agree with in terms of lifestyle. Would you like to make a statement to people who are saying if i dont want to deal with gays i dont have to. Thats my religion. Do you believe thats a legitimate exercise of religious faith . We expect all of our people to be welcoming. We expect our businesses are that way. Im going to speak to it as a mother. My husband and i have four daughters, i have three grandchildren. I certainly dont want those children or grandchildren to be discriminated against. You know i was a female engineer at a time when not many females were engineers, ive been up close to discrimination i dont want that. We dont want that. The governor has said he doesnt want that. So i really think this is something i know the whole country is watching us here in indiana. But i think youre going to see us figure this out together. It is important. And we do want to be a welcoming state to everyone and we appreciate the opportunity to speak to you about it. Lieutenant governor did step up and come on. We asked over a dozen lawmakers who cosponsored the bill. None of them they ignored us or didnt come on. I think you illustrated the verbal calisthenics that are lawmakers are going to have to go through to explain how they can be on both sides of the position. Which is so important. You look at the businesses you look at the College Basketball system you look at different Tech Companies that are saying we wont stand for it were going to halt our travel. Some other cities are saying were not going to do any city business there until this is fixed. So yet some of them, some of the lawmaker there in indiana are placing the blame on us for muddling the conversation. Yet they werent clear and arent being clear. Did you think they were . At this point its fair to say this isnt about everybody else getting it wrong. This is what about they went in their intentions proof of that . The indianapolis mayor, the mayor of indianapolis is coming on this show to talk about why he so vehemently disagrees with the law, one question for lawmakers on the other side who are saying we want to change this where were you when it was being debated . Well talk to the mayor of indianapolis about what he wants to see happen. This is all going on in his city. What are your questions, what are your opinions . Tweet us go to facebook. Just another day at norfolk southern. We are coming up on 11 hours to go until the deadline for the framework of a nuclear deal with iran. Even if a deal is reached, its just the first of a long list of issues the u. S. Has with iran. Its accused of sponsoring terrorism, and fomenting anarchy throughout the middle east. Bobby ghosh, cnn Global Affairs analyst and managing editor of quartz, a mess of soup we have to wade through, im hoping you can help me make sense of it. The ongoing negotiations are going on right now. Down to the wire we look at the clock tick by 11 hours to go are you hopeful that this deadline for a framework deal is even fees snibl. Well the latest were hearing out of the talks, and both sides have been leaking. The latest were hearing is that they will come to some sort of agreement. Which is way of saying were not quite there yet. In any case there was always going to be another set of negotiations over in june. Over the nuts and bolts until the end of june. Its possible theyll simply punt it all the way to the end of june it gives you an indication of how complex the negotiations are and how entrenched the two different sides are in their positions. But the argument everyone will keep making and theres something to be said for that better theyre talking than theyre fighting. They are at the table, a good point. I look back to what the ayatollah cokhamenei said last year he said it will not lead anywhere if youre starting out going to the table with that kind of attitude their heels are dug in. Kma khamenei has always done had for himself is plausible deniability. If the deal is done he can say, i allowed the deal to be done. If the deal is not done he said i always said the deal will not work. He can go one way or the other. Lets move on to the complicated nature of all of this going on. We look at we are talking about the Nuclear Ambitions of iran. They have one functional Nuclear Power plant right now. Is allowing this to continue a massive show of good faith, knowing that this is already functioning. The question is what the uranium is being enriched for. The iranians insist its for peaceful purposes. Lets not forget we caught them in the act. Theyve lied about it before and even now they havent given yet the iaea the Nuclear Watchdog of the United Nations given them crucial information about what they were doing with Nuclear Weapons technology. Theres reason to be skeptical and worried about that. Our part of the conversation Sticking Points were seeing in switzerland. Moved to iraq where we see isis and iran is part of the u. S. Fight against isis. There is, there is cohesiveness there in terms of battling isis we see possibilities that the two countries can work together. What youre seeing now in the middle east is that were kind of were not sure who our friends are. All those traditional, traditional your enemys enemy is your friend. No the middle east today, its an alphabet soup. So iraq iran and the United States and the Iraqi Government all have a mutual enemy, which is isis. Weve seen in tikrit that there is a way to work together. When the american air support went in some of the shia groups that are supported by iran said we dont want any part of this and walked away. Now theyre back in. So there is a way to cooperate there and thats what were seeing take place in iraq. But thats only in iraq. Its only in iraq if you move further south as we will do on our map. We know the Saudiled Coalition is doing an offensive, an air strike offensive against the situation in yemen. Rebels there, the houthis, and the u. S. Is providing support. Not actively involved but providing support. The houthis are backed by iran and thus the complexity. What you see in yemen is were acting against iran and iranbacked forces the houthis or the shiabacked rebels destabilizing the country. Were on the side of the sunnis here were on the side of a tencountry coalition, all of this them sunnis led by saudi arabia. We dont have planes or boots on the ground but the u. S. Is providing intelligence and some kind of reconnaissance support. Certainly in the public eye, is encouraging this saudi action. So here were against iran. And this is this is something that hasnt remarkably at the negotiating table in switzerland when were talking about a nuk deal this is not coming up for a discussion. This is in the back of the mind of many is it not . . It has to be how can it not . On the one hand youre having a negotiation about nuclear. But on the other hand youve got to be thinking if we cut iran a deal and allow them the access to their money. Essentially were talking about removing economic sanctions, where is the money going to go . Is that going to go into making the lives of ordinary iranians better . Or is it going to fund all the rebels and militias and things like that. We got a little breaking news that the Yemeni Foreign minister has asked for and demanded a ground offensive there in yemen. Weve known that the airstrike campaign was under way. Do you think that is going to change the game potentially there . Im skeptical that the ground operation will take place. I can see why the foreign minister wants it and lots of yemenis do. You have to remember the last time a nonyemeni arab army went into yemen in the 1970s, it was egypt. Egypt sent in 70,000 soldiers into yemen, they got their clocks cleaned. Between 10,000 and 25,000 depending on who you believe egyptian soldiers died there. To no avail. In the end egypt had to withdraw in humaniliation. Thats got to be the top of mind of every arab state. We know that fighting a determined local insurgency which has home support, and which knows the terrain, very difficult. All right. Bobby well leave it there, thank you so much. We have a lot of news to get to this morning, so lets get to it. Do you think youll get a deal by the deadline . Good question. Think we owe it to the world to see if we can get this done diplomatically. If no deal is reached, could iran at some point test a Nuclear Weapon . The severe mental problems this copilot had been dealing with. Prosecutors say lubitz was treated for suicidal tendencies before he got his license to fly. The 27yearold was hiding his condition from the airline. Were a state that really values those First Amendment rights. Some of the biggest beneficiaryies of these kinds of laws have been minority faiths. This law was allowed for discrimination against lesbian, gay, transsexual and bisexual people. Theres no doubt about it. Welcome back to your new day. The clock is ticking on Nuclear Talks with iran. The deadline for an agreement, 11 hours away. So were keeping an eye on the clock as we monitor all of the breaking developments for you. The two sides unable to close the gap thus far on what secretary of state john kerry tells cnn are a couple of quote tricky issues. Including irans demand for quick sanctioned relief. With the entire world watching the big question is can a deal get done . And just as importantly, what happens if it cant . Lets bring in cnns Global Affairs correspondent elise labott live from switzerland. Were watching the clock. The question will be what happens when its all zeros . Well chris, as you said were getting down to the wire. It seems as if they could be inching towards a deal. The Russian Foreign minister who left yesterday, said he would come back if a deal was imminent. He said this morning that hes on his way back here to lausanne and weve been talking about the fact that they made progress. Yesterday, secretary of state john kerry told me that there was some light in the negotiations. But he did allude to what he called some tricky issues. What those issues are. What weve been talking about for the past few days iran wants to resume advanced Nuclear Technology in the final years of the deal. The International Community wnts to keep the restrictions on for the entire 15 years. And then iran does want those u. N. Sanctions lifted right away. Now it could see some economic benefits from lifting those u. N. Sanctions and european sanctions, but those United Nations sanctions, they want to get at the stigma of that the world powers want to phase those out as iran complies with the deal and have the flexibility to reimpose them if iran violates. Now secretary kerry told me negotiators will be working throughout the day. With an aim towards a deal. I dont think were looking at a big full agreement. Were talking what im hear something that more of a general statement. An understanding of principles and they would be negotiating of a fuller deal. Which is due by the end of june and that would be the more technical deal the comprehensive deal of 15 years. Chris . Elise, thank you for details. Lets think about the implications here with someone who just couldnt be a better guest. Bill richardson former governor of new mexico and former u. S. Ambassador to the United Nations. Governor not only do you understand the diplomatic considerations but you understand the political pressures back here at home. I want to throw up some pictures for you of the latest poll we have. Where it shows an interesting contrast among the American People. If we can put the poll up. You have 59 support a deal. But then theres this flip side. How many people think that you can trust iran. That it will work . The number is almost the same. And the high 50s on both sides. People want a deal but theyre not confident that it will stop them from getting a nuke. What is the political dynamic at play here in these talks . Well the political dynamic is in those polls. Basically the American People want a deal with iran but they dont trust the verification. They dont trust iran. Iran is fighting us in iraq. Theyre you fighting us in syria. They have an American Marine captured an american journalist. Theres no trust. The political dynamic, though is what is the u. S. Congress going to do if there is not an agreement and they stretch this until june . Will the u. S. Congress impose new sanctions . The president might be able to veto them. But this is a political constraint on the administration. Secondly khamenei what will the leader of iran do if there is no agreement . He may just wash his hands, he may endorse it hes the supreme player. And then lastly chris, i think what we need to watch is can we get in this interim period some kind of restraints on irans behavior . As a state sponsor of terrorism. To release that marine release that journalist. Find ways that they are more constructive in this whole explosion that has taken place in the middle east. I know its just optics and i know its over simplification but it does look like iran is getting everything it wants. Its got you at the table as the u. S. Figuring out how to mollify them or develop nukes at a pace that the rest of the world is okay with ostensibly. We see what the houthis are doing in yemen. We see how theyre using isis as this kind of opportunity to expand their reach in all of these different situations. Looks like theyre running the table here doesnt it . Well look in terms of some of the regional issues that you just discussed, yeah theyre running rampant. Theyre moving ahead in iraq, theyre moving in syria. With with isis they are on our side. But theyre causing a lot of problems in the region. Now where we do have levers over them is the sanctions, the sanctions are hurting them. It hurts their food their energy they cant export oil. So they are hurting, i think the big lever we have which is the Sticking Point of the negotiations is that the timing and the scope of sanctions relief. And the limits on their technology what we want to say is you cant do r d on advanced technology on the centrifuges, because that means that they will use that for a Nuclear Weapon. Theyre saying theyre going to use it for energy for medicine but you cant trust them. And then the last point, chris, is the verification. So far they havent allowed International Inspectors from the u. N. And the International Atomic Energy Agency if you cant monitor the agreement, its not going to work. Youre making the case for the opposition here youre being too nice to iran. You know you say youre choking them with sanctions, they went from the hundreds of centrifuges to the tens of thousands under sanctions, you know theyre an oil rich country. Im not telling you this. Im saying it for the audience you understand the situation better than i ever will. It does look like the opposition may be simplistic. But the opposition may to be the point. Youre being too nice to them. Theyre getting what they want. Theyre holding one of your people hostage. What are you getting in return . You see why theres skepticism. I think theres a bunch of sanctions on them chris, not just american sanctions, european sanctions i think a big lever also is if sanctions relief happens, theres going to be a lot of oil from the iranian market. Which is going to mean Lower Oil Prices but its going to hurt a lot of the energyproducing areas, especially here in the United States. So this has huge implications. And lastly, saudi arabia and israel theyre our friends, theyre not happy about this. We got to find a way in this interim period to get closer to the saudis. To see if we can breach this relationship make it better with israel. Theres too much turmoil in the region and we cant let iran get away with everything its doing in the region. Theyre running rampant. I understand that governor thank you. While i have you, i want to throw out another hat. Take on the ambassador hat off for a second put the governor hat back on. Give me a quick take of what you see happening with the religious freedom laws in the United States. You know the whole history. You know why bill clinton signed it in 93. And now we see whats going on in indiana, as a former governor, which way do you think this is going to go . Well i think that in indiana is going to cave in and in some way, theyre either going to modify the language or the legislature is going to repeal it. Because theyre going to face an economic boycott. You know the final four may not happen in indiana. I know governor pence, you know we were in congress together. Hes a realistic guy. I dont know why he signed this bill. But the trend is against discrimination in all forms. This is national this is a sweeping civil rights issue. I dont think indiana is going to be able to resist the pressure and something is going to happen where they buckle down. He said he wont do it. But do you think that the endrun around that is that the General Assembly will do it so its not him . Yeah. I think what will happen is the General Assembly will pass legislation that says this does not apply to samesex marriages or soften it is considerably. Because otherwise the economic boycott, the loss of prestige tourism for a great state like indiana with all of these good traditions the hoosier traditions it has, i dont understand why he signed this bill. He would have been better to either pocket veto it or veto it period. Or he was trying to please a constituency and he didnt think it would come back to haunt him. But it sure has. Governor rifdschardson thank you so much for playing the role of ambassador expert and domestic expert as well. A possible motive surfacing in the germanwings accident. The german pub i had indication bild reports that Andreas Lubitz was worried that his medical problems would keep him out of a job. One of the things that weve been getting also from a source thats close to the investigation, they tell us that indeed investigators seem to be zeroing in on just that as a motive. They believe that Andreas Lubitz might have been afraid he would lose his fitness to fly certification, if it came to light that he had these medical and of course also these mental issues as well. The source is telling us they get this from looking at all of the evidence that they have so far. That is of course the cockpit voice recorder. Thats also from looking into the history of Andreas Lubitz. Looking at his medical files, looking at the fact also that he destroyed the notes from his doctor that at least said in part he was unfit to fly because of the issues that he had. Of course those notes apparently also saying that the vision problems that he had also were psychosomatic. With all of this the investigators are trying to piece together this motive. But they caution us as well. They also tell us they believe at this stage of the game its most probably impossible for them to say with 100 certainty why Andreas Lubitz did what he did. Simply because they dont have anything like a goodbye note. They dont have anything that would give them that certainty. But of course they do have a team of experts that is still working on this as well. Meanwhile weve gotten new information from the french investigating authority, the b. E. A. They say theyre looking at the cockpit voice recordings again and theyre saying if theyre zeroing in on two things. Two things that might have contributed to this crash. One of them is the structure and the locking system of the cockpit door. The fact of course that the pilot could not get back into the cockpit when he tried. When he was locked out by Andreas Lubitz. But also and this someone of their main things failures in detecting psychological patterns that might have contributed to this crash as well. Alisyn . Fred thanks so much for that update. Well indiana governor mike pence doing major damage control over the states new religious freedom law. Pence took to the wall street journal to try to clarify his position writing that the law has been quote grossly misconstrued as a license to discriminate. People in the States Capital waking up to this powerful editorial in the Indianapolis Star calling on the governor to fix this now. Cnns rosa flores is live in indianapolis with the latest. Good morning you know we are days away from the final four. And the attention shifting from the game to the republican game plan. To change the language of the rfra law. I can tell you i spoke to the speaker of the house. He tells me theyre working overtime to change the language by the end of this week. This law is not intended to discriminate. We have Great Respect for the Lgbt Community. This morning, no revisions yet to indianas polarizing sb 101. The religious freedom restoration act. No hate in our state outrage growing across the country, to what gay rights advocates call the latest attack to legalize discrimination. Protesters corporations and fellow governors condemning the states action. Connecticut and Washington State now banning statefunded travel to indiana. Even the Indianapolis City Council Passed a resolution opposing sb 101. Fix this law. Do so immediately. Opponents concerned that the law could give businesses a license to deny lgbt individuals services. Including for their weddings. The indiana Governors Office promising to clarify. Ive been up close to discrimination i dont want that. Why dont want that. The governor has said he doesnt want that. In a wall street journal oped, governor mike pence wrote quote, i abhor discrimination. If i saw a Restaurant Owner refuse to serve a gay couple i wouldnt eat there any more. He goes on to say, rfra only provide as mechanism to address claims. Not a license or private parties to deny services. The governor told abcs this week sunday he personally wouldnt change the law. But is open to the General Assembly proposing revisions. What were going to do is specifically state that it cannot the rfra standard cannot be raised as a defense in those circumstances. A democratic leader in the hoosier house says this should have happened from the beginning. We said look if its not about discrimination prove it. By adopting this amendment, or adoothing that amendment, make it clear its not about discrimination. Now the Arkansas House voting on their own rfra law. And hear this the backlash already starting to pile up on twitter. And the governor telling local media stations there did that if this bill crosses his desk and it looks like the 20 others from around the state, he plans to sign it. Chris . All right, rosa well see what happens in indiana and in arkansas thank you for the reporting. Com new insight into the possible motive for Andreas Lubitzs decision to crash flight 93525. A source tells cnn that lubitz feared his medical problems would endanger his ability to fly and he wanted to punish the airline. Lets bring in private pilot and president of the International Air and Transportation Safety bar association, justin green. And cnns safety analyst and former faa safety inspector, david soucie. Gentlemen, great to have you here. I want to play for you a fascinating interview that happened last night on cnn. The editor of the german tabloid bild talked to erin bur net about an interview that he had done with Andreas Lubitzs girlfriend and she gave insight into his mindset and a possible motive. He was under a lot of stress he was under a lot of pressure from the airline and thats what he told his girlfriend back then. Was that he would probably never make chief pilot. At the airline, never be pilot on one of the long haul flights, transatlantic flights he dreamed about. That was something that i a apparently put him under a lot of stress. Again we dont know where he got that impression from. Or if he just basically made it up in his own mind. But that was something he felt very angry about. From what she told us. And you know he told her that some day they would pay for that. Justin he said some day they would pay for that. That was her impression. He believed his mental issues would disqualify him from promotion at the airline. Was he right . The mental issue should have disqualified him from even being hired at the airline. It should have disqualified him . Absolutely. If he had disclosed he was on antipsychiatric or anti antipsychosis drugs he would not have been able to be hired by the airline. What if he had disclosed he was on antidepressants . Thats a different issue, what has to be said is that theres a big difference between runofthemill depression and psychosis. This guy was off the charts. David, he kept his Mental Health issues secret from his employer. Hes supposed to selfreport. But obviously in this case that was a tragically flawed system. Is it time to change that system here in the u. S. . Not only in the u. S. But it is time to change it in the u. S. And eosa the European Aviation authority. Because their rules are very similar to ours is very clear about what you cannot have as far as a diagnosis to be a pilot. However, how do we find that out . How does the medical examiner know. Its clear if the medical examiner discovers this they are to tell him he is not fit for flight. But thats only medical examiners, not just any doctor. It doesnt extend to any doctor. Because any doctor may not know that youre a pilot or not. Justin youre a pilot. Ha do you think about this selfreporting system . I know you fear that there are many pilots who hide things. From their employers. I think whats most important is to make sure we dont have another pilot out there today with similar problems who is being allowed into the cockpit of airlines. We have to take a hard look at airline who is are responsible for the safety of their passengers have to take a hard look at the pilots they have. Like we said before were not talking about somebody who struggles like many of your viewers may struggle with depression were talking about someone who is basically a known danger to the public. But when you say take a hard look at it justin what do you mean . Do you like the selfreporting system . Or do you not like the selfreporting system . Well i have to tell you, selfreporting system obviously doesnt work. It doesnt work for psychiatric issues it probably doesnt work for some medical issues. It doesnt work for pilot histories. A pilot comes in and say have you ever failed a flight exam and he says no the airline used to trust the pilot. Whether that information was true. So that doesnt work. The question i have is is what is going to replace that. David, its not bizarre to think that there are other depressed pilots. There are probably many depressed pilots out there flying commercial flights right now. Not to this level of severe test pond denicy that this copilot had. But what is the answer . Weswell we want to look at it this two different ways triage responding to this event immediately, what does need to be done. However we need to look back at this group of people and theyre in this business because they are used to having the pressure. Theyre used to flying with commercial airlines and having people and that responsibility. Its a very high level of dignity, responsibility and just nobility almost in a lot of areas its viewed that way. But these people have identified this. They do selfreport. I dont want to give the impression that theres thousands of pilots doing this. For the most part they are reporting. However we do need to change this. We do need to get more information about it. And quit putting the onus directly on the airlines because this is a regulatory issue. Its something that the airlines are satisfying their need their responsibility in a a regulatory realm. Its the regulations that allow this to be available to the airlines its a hipaa issue, a medical record issue which goes beyond the airlines ability to comply. The more we talk about it hopefully the faster change will come. Justin green, david soucie, thank you for being part of the conversation. The country is in an obvious culture war about religious freedom. The backlash is obvious in indiana, but so is the reason the governor and his many supporters passed this law in the first place. Or is it . Critics say its about targeting gays but a supporter of the law says no religious people are the ones being targeted. Hes here to tell you why the law is needed and good. Well test it. Another big story were following here, arkansas the governor there says hell sign it too. Another religious freedom bill may be passed sometime today. Making 21 states that are going to provide a tool for the faithful to avoid burdens on their religion. Thats a premise that has indiana in a tornado of controversy with lawmakers scrambling to fix their law and appease other states and lawmakers, businesses and hordes of protesters. Many believe the law does not need to be fixed. Its fine the way it is and thats why it was passed that way. One is ryan mccann, director of the indiana policy. Are you surprised at this backfire of the law . Im taken a bit by surprise. Thank you forring me on. We were able to get through the legislative session and Committee Hearings and give a lot of information about the bill how it passed in 1993 at the federal level, signed by bill clinton, supported by the aclu back then and coauthored by senator ted kennedy and Chuck Schumer among others. We were a bit surprised. 30 states have this kind of balancing test within the state law. And weve seen that it really protects a lot of religious minorities. A great example of that comes from pennsylvania where in philadelphia a group of ministries were trying to minister to the poor and giving food out to the poor theres a local ordinance passed that said that they could not feed more than four people at one time. And so the rfra in that case in pennsylvania kicked in. And they were allowed to continue their ministry of feeding the poor. We have other examples for example in texas, where you have a natish american boy who was going to a public school. Because of his faith, he had to grow his hair long. In that School System there was a rule against boys having long hair. The acl everyoneu got involved in that and because texas had a rfra the boy was allowed to attend public schools. In 1993 it was about the native americans in the peyote case it seems to have evolved into something very different. More often than no what seems to be the momentum for the indiana law are christians who are majority certainly not a minority in this country saying that doing business with certain types of people is offensive to their religion. And thats really what has brought us here today, isnt it . No. I dont think so. Actually when you look at the states the 30 state around the country who have this balancing test within state law, theres never been one example, one instance of a gay or lesbian citizen who has been discriminated against because of rfra we think thats a red herring argument. When you look at the cases time and time again across the country, its these sorts of situations. Its the case of mary steinmatz in kansas she was a jehovahs witness and she needed a liver transplant could not get that across state lines like she needed. If she could get across state lines, she would not have to have a blood transfusion, in kansas she had to and because they didnt have a rfra at that time. She was not allowed to go across state lines to get the surgery she needed. I know the case. She died a year later. Had rfra been involved or the law of the land at the time mary might still be alive. Ryan i cant look through, i get your example. Im cutting you off because it doesnt follow where youve been on this issue all along or your organization. Or the supporters of this law. When the picture of the governor was came out with the supporters of the bill behind him, one of the pictures had people have a long and pronounced and i would argue ugly experience with the Lgbt Community. Theres nobody there from the other organizations youre thinking about, about minority religion causes this is pretty clear on the face half it is about, the outcry of supporters are coming from organizations like yours that are christianbased, with an animus toward the Lgbt Community. Own who and what you are. Theres nothing wrong with that youre allowed to believe it but youre not about native americans or people who want liver transplants, right . Were for the First Amendment for everyone. First amendment and religious freedom for all, that includes all of these religious minorities. Ill give you a few examples. Youve given me a lot of examples of what you say this could do. I want to stay on what people are worried about it doing. Let me ask you this thats exactly what im talking about. I know you are. Heres the one i want to ask you about at the signing there were orthodox rabbis at the signing. And there were a lot of lobbyists who dont like gays and thats why some people suspect that it was a private bill signing. Right . It wasnt open to the media. I disagree with that. I understand that and you have your right to. Its falsely characterizing people. And the. They are who they are, right . You got micah clark there who believes homosexuality is a treatable disorder. You have kurt smith who is eye identified and associated with your organization who equates homosexuality with beastality. And a flyer distributed that pastors could be falsely accused of preaching homosexuality. Are they talking about peyote and peefr who need liver transplants. Thats ridiculous. I know the picture youre talking about. I know you do. And the information sent around twitter on the internet. Thats by the left. So those men arent there and thats not what theyve said . It does bear out. Let me ask you something, if the governor or the General Assembly decided to protect the Lgbt Community, as a protected class under state law, would you be okay with that . The Lgbt Community in indiana is protected. If you look at the 30 states that have these federal rfras, 20 of those states do not have explicitly within state law, specific classification with Sexual Orientation. I know but indiana could, would you be okay with that . About 20 of those states that dont have that theres never been an instance not one, where gay or lesbian citizen has been discriminated against. The concern is the potential. Thats not what the supporters of the bill want. I find it ridiculous that the media keeps putting it out there. Im putting it out there ill ask you again, would you support the Lgbt Community being a protected class under indiana state law, and then exempting it from the rfra law . And therefore, they would not be exposed to any problems there . Would you go with that . Thats a false premise, chris, because when you look at the 20 states i dont want to look at the 20 states. I want to look at indiana. Just say yes, im okay with that or no im not okay with that. Its a yes no as George Stephanopoulos would say. Its a false premise. You your youre trying to say that the gay and lesbian people are being discriminated against and they arent. I want you to name one gay or lesbian people in one of those states that has been discriminated against because of rfra you cant name one. What rfra as you well know as one of the people who wanted the law, its a defense mechanism for the people who say theyre aggrieved. Its not about rfra hurting a gay person. Its about rfra being used to hide an protect those who may discriminate against gay people. Thats what law is about. And if youre saying thats not what the law is about, or discriminating you can make that good by saying this class is protected under indiana state law. And then theyre not exposed to this law being used as a defense. Thats a yes no question. Would you support it . But youre saying that they would be exposed. Youre saying that yes. They would be exposed to some sort of discrimination. If that was the case they would be exposed in these 20 states where there is a rfra but there is no classification in the state law. Do you think its odd that you wont answer this question. I get it that youre saying in these other states, they dont have an explicit law and its okay. I did answered question. No this is the question are you okay with the Lgbt Community being protected under indiana state law, yes, sir or no . There are certain municipalities have it theyre not covered by state law. Cities do it but not the state overall. How about that . Well when you look at indianapolis i actually did an open records request for indianapolis because theyve had Sexual Orientation protected for eight years now. And i asked, how many cases of discrimination have come up in the city of indianapolis . Under that time. Zero. Not a single one. That is not need for additional there is not need for additional protections, there is not need for additional protections in indiana. So youre saying no. Indiana has good people. This is not about indiana people and hoosiers this is will would belyists and special interests groups and the lawmakers at the top of the food chain that went along with you. This not about the people of indiana. Its about the people of indiana, they want this bill, they want greater religious protections against government. Thats what the bill is about. Protecting the First Amendment rights of all hoosiers now that this law is passed and into law, every single hoosier. Whether youre gay or straight conservative or liberal, republican or democrat you have greater First Amendments rights in indiana today than you did before because of the protection of the bill and the law gives you. And thats my statement. That is your statement about it. Youre also a christian, yes . Yes. And do you believe that doing business with gays would be offensive to you if you were a businessman . No. You know there is talk if youre a hotel or restaurant. This bill would allow you to discriminate against gay and lesbian people. Thats not true. Its never been true of any of the 30 states where this has come up. I wouldnt do that. I have gay and lesbian friends, i would gladly serve them in my restaurant if they came and wanted a sandwich. Thats not what this is about. The main thing we havent discussed is the hobby lobby case. If you look at it that last summer there are a lot of people across the country who looked at the case and the Supreme Court looked at rfra over and over again, they embraced rfra if not for rfra at the federal level, hobby lobby would have lost that case. If a familyowned case like hobby lobby could be forced through obamacare to be funding abortioncausing drugs through federal legislation, yet that federal rfra doesnt apply at the state level, what should we be doing at the state level to get in line with you know these protections across the country. We looked at our laws in indiana and realized we dont have the same religious liberty protections that these 30 other states vand the federal government has. So why shouldnt we go ahead and give our people this greater protection . It has nothing to do with the issues that i think perhaps you, i hope not, and others in the media are making this about. It has to do with protecting religious minorities and i think as any christian would want to do we want to protect and other faith back grounds, we want to protect everyones First Amendment rights i dont care what faith background are, what your Sexual Orientation is. If youre gay Business Owner, i want to support protect you from government just as much as a straight Business Owner this is about protecting everyones First Amendment rights. You understand why thats a little bit of a suspicious premise, though coming from you, given your past and what youve said about the Lgbt Community, and the animus that you have toward them. And then this bill comes up. That expands the definition of who is a religious actor. Who can act out of religion to any kind of business which is unusual and it starts to seem suspicious that you are targeting this group to protect yourself from another trend thats coming which is gay marriage and equality. Not just what we saw with obamacare. Thats why im asking you the question. You act like you know me well this is the first time weve ever met. I only know what youve said. I only know what youve said about selfdescribed lesbians and how they can this is an attack on my personally. Im going on what youve said publicly. But you are. Youre the statements you just said about my views of gays and lesbians are offensive. I have gays and lesbian friends. Lets put up what you said. Let your friends see it. If these straight people and the president really cared for selfdescribed what does that mean list beian, gay, bisexual and transgendered citizens and those who love them. They would promote lifechanging counseling to help them confront and defeat their temptations. This is not just a choice it is not a lifestyle. These people say this is who i am. This is whom i love. This somehow i think. This is how i feel this is how i was born. Do you understand that . Forget about whether thats offensive or not. Its that if thats where youre coming from and the law is developed, it seems like a very suspicious connection. Thats whats fueling my skepticism. I cant, obviously im in a studio here i cant see what youre putting up on the screen. Those are not your words, youve never said it . Blog post, june 2009. Well i tell you one thing, that this bill is has nothing to do with what youre trying to make it about. I think its unfortunate. Ive talked over and over about the examples of what has happened. You want to talk about hypotheticals of things that have literally never happened in any of the states that have this. But the things that have happened that protect citizens, we dont want to talk about them. Everybody wants that this is america, its just about making sure everybody gets protection and we dont use the law to advance discrimination. But ryan mccann, i appreciate you coming on. Were in greeshtagreement. Well see where your group comes out on any efforts to modify the legislation, well continue the conversation i appreciate you coming on new day. In the next hour we talk about the other side of this controversy, the mayor of indianapolis a republican his name is greg ballard, and he wants to come on to tell you why he believes this law is something very different than what you just heard from mr. Mccann. We want to hear from you, you can tweet us or go to facebook. Com newday. Mick . What a conversation chris, well be glad glad to hear from the mayor of indy coming up. Well get back to our top story, revelations that flight 9525 copilot Andreas Lubitz had hid his Mental Health issues from his employer. Could 149 lives have been saved . Investigators have revealed Andreas Lubitz had a history of Mental Illness he apparently hid from his airline. How can Public Safety and disclosure laws be reconciled to prevent further tragedy. Here to weigh in cnn chief medical correspondent, dr. Sanjay gupta and chairman of the forensic panel, dr. Michael wellner, quite a discussion were going to have i know were delving into heavy and topical and complicated stuff. So why dont we start with sanjay if you dont mind lets run through the history we know of right now, of this copilot. And walk us through what we know . Were piecing some of this together. Ill tell you as we put up the specifics, were piecing this together based on various interviews and looking at some of the medications he was taking and the had suicidal tendencies. Over a period of time we know five years ago he was receiving an injection. A powerful one often used as an antipsychiatric medication. You can see there interrupted his training around that time as well. A lot of symptoms started in his early 20s. Just based on what we know so far. At that time you know beside it is suicidal tendencies described, he seemed to have had psychosis as well. Whether it was depression that was not easily treated and became psychiatric depression are or a separate psychosis. Just not clear now. But to your point its going on for some time. Suicidal tendencies you take issue with that. Explain why. We have to completely change the paradigm of the discussion about the case. This was murder. This was a mass murder. He could have had suicidal tendencies. By someone ready to die. Thats exactly right. The overwhelming majority of people not only with suicidal tendencies but people who attempt suicide would never carry out a murder and especially would never carry out mass murder. Suicide is a selfish act. Murdersuicide is an exceptionally selfish act because you feel the entitlement to take another persons life. Now lets take a step back. Not only did he murder but he murdered people he never venue, who had no connection to him. He had no grievance with. Thats at the extreme end of selfishness. Thats different neuro anatomically and different from depression and hopelessness. The paradigm is demonstrated in the rarity of the event. This is important to look at. At the bottom line for me and many people, this guy shouldnt have been at the helm of the plane. He should not have been piloting. Whats upsetting to many and what many are struggling to understand is why was this Mental Health history not available to the employer. Its because of german privacy laws correct . They are strict laws stricter probably than in the United States. But youre right. A lot of this is based on selfreporting. Heres the situation. You are told to selfreport. If you selfreport these things you are not going to fly. If you put down that you have psychosis, were treated with powerful medications you are not going to fly. Thats the case. The system really doesnt work based on selfreporting. Next step could a physician have basically said look i am worried enough about this person being a danger to himself that he should have been. He had suicidal tendencies earlier in life. Are they worried about him hurting himselfer or others . They could have flagged it at that point. This is a federal aviation not an airlinespecific thing. One final question im sorry to cut you off a. Dr. Wellner, if someone is psychotic and homicidal receiving strong medical injections of an antipsychotic how do we count on them selfreporting . You can want. If you are selfish enough to kill people you are selfish enough not to be honest. Here is a key point. The most important Tipping Point is it fantasy or plan. If its a plan hes not going to tell a doctor. If someone in the community has a hint that someone is contemplating this then its a Public Safety issue and Public Safety is the highest priority. I will wrap it therement we appreciate it. Okay. The clock is ticking but tricky issues remain with the iran nuclear dealment well tell you where they are when we come back. Big day . Ah, the usual. Iran hangs in the balance. These negotiations have been doing on for 18 monthsle. I dont know if well get there. To be fair i dont think the deal is based premierly on trusting iran. [ chanting ] no hate in our state we dont want the particular state law to define who we are. This law is not intended to discriminate. No more time for clarifications. Fix it. How would you describe yourself . I work very hard. I always havement i. I wanted to be remembered for my first 34 years, not my last six. This is new day. Good morning. Welcome to your new day. Tuesday, march 31. 8 00 in the east and the world is watching and the clock is ticking. Because Nuclear Talks with iran are going down to the wire. The deadline for a deal you see it yourself. What happens when all those go to zero . Secretary of state John Kerry Admits a lot of work to do. Tricky issues remain. Convincing iran to dispose of its massive atomic fuel stockpile for one. Lawmakers in washington poised to impose tough sanctions on iran if talks break down. Will today be the dawn of a new era or another day of tension between the u. S. And tehran . Lets get the latest on the negotiations from cnns Global Affairs correspondent live from switzerlandment what switzerland. What do we know . Well allison, the sun is shining after several days of gray skies and rain. Maybe thats a good sign. It does seem as if the sides are moving closer to a deal. The Russian Foreign minister who left last night said he would return if a deal was imminent. He is on his way back to luzon. Secretary of state john kerry said there was light in the negotiations yesterday but with said there are still tricky issues. We have been talking about them for a few days. First of all, what kind of research and development of advanced Technology Iran would be able to do in the end years of a deal. The International Community doesnt want that. They want to keep those restrictions in place for the entire 15 years of this deal. We are talking about u. N. Security council sanctions. Iran wants them to disappear on day one with. World powers want to be able to phase them out as iran shows its compliance with the deal and also be able to put them reimpose them in a snapback provision if iran violates the deal. So we are going down to the wire. Secretary of state kerry tells me negotiators will be working until the last minute because everyone knows the importance of the deadline today. As you mentioned, the congress could impose sanctions as early as next month. That would really scuttle all chances of the comprehensive deal due at the end of june. Looks like they might be working until midnight. We know you will keep us posted on developments. Thanks so much. Joining us now is Aaron David Miller who add a vised sex secretaries of state on on the peace process. Hes a distinguished scholar at the Woodrow Wilson international with center. Good morning. Pleasure to be here. What do you make of the details we have just heard that they are apparently moving closer but tricky issues remain. I think thats right. I stopped reading tea leaves when i left the arab israeli negotiations. There is no way to predict. This is the gameend game in the sense that there will be a ton of issues and a ton of work to do over the next several months. They have to get through this hurdle. That means producing enough to persuade skeptics. The israelis the saudis most of the u. S. Congress whether you are a d or an r, hardliners in iran although not to be confused with the regime itself. That in effect whatter you are going to get is a sanctions release for a smaller, more transparent, more easily verifiable iranian Nuclear Program. This isnt a transformation. Rather than jump off the cliff we have to understand this is another step in an excruciatingly painful process thats still proven unproven. Im from ohio. On this one, im from missouri. It really is a showme enterprise. They have to show enough detail over the next 24 hours, 48 hours to at least get past this hurdle. Aaron, you have written an interesting oped for the wall street journalle called the high price of u. S. Cooperation with iran. Are you suggesting that the price is bigger than the benefit . Well look. The premises deal is simple. The United States and allies are buying time in an effort to avoid a crisis which is an acceleration of irans tuckNuclear Program right now which the israelis or americans would be forced to deal with through military means. In the hopes that over time tehran would reform moderate and ultimately not make a decision to remain a Nuclear Threshold state, let alone to weapon weaponize. Its a hypothetical with a lot of contingencies. In the meantime the iranians are expanding influence just about everywhere in syria, in yemen as we have seen. In iraq they are an oppressive regime with a terrible human rights record. So look avoiding war is important. Assuming you get a compelling agreement that wont fix, however, the other problem which is iranian aspirations in the region which, in effect basically dont conform to our view. So im a skeptic on this one with. I think diplomacy is important to try but it is a means to an a end. We have to get the end we seek. When you say we are buying time are you referring to details that leaked out that this is only a tenyear maybe at the outset a 15year deal. What youre saying is the thinking is that that the landscape would shift during that decade . Thats the hope. With other authoritarian regimes, cuba the former soviet union, china, the logic is you open up integrate them into the International Community and their politics change as well. Usually that scenario doesnt work. I think thats the real problem here. Whats ten years . Whats 15 years . We measure our lives in washington in four to eightyear increments with respect to this administration or that. I did for nearly a quarter century. Thats an insufficient sort of time metric to judge the behavior of a power that thinks itself entitled fundamentally insecure and wants a hedge against a hostile element. That is to say to remain a Nuclear Weapon withes threshold state. Lasten point. Had the shah not been overthrown in 1979 iran would already have been a Nuclear Weapons state. Probably with american acquiesce acquiescence acquiescence. Whether it is an islamic regime or the regime under the shah. Keeping iran from obtaining the weapon we is critically important. The question is will this agreement do that . We just dont know. All of this is set against the backdrop of other turmoil this the middle east. The saudis as you know, are launching strikes against the h ut uthi rebels. They are considering ground troopsment whats the deal if there is a deal today on that. I dont think it will produce immediate quick or easy change in irans behavior in the region. As i mentioned this is not a transformation. This is a transaction. This is a business deal. Think of it that way. They need something. Sanctions relief over time. We need something. To somehow con strain their Nuclear Weapons aspirations and avoid crisis. If it evolves into Something Else it really will require a fundamental change in the behavior of the regime. Thats critically important. Its not going to happen soon. We have to figure out a way to deal with it. In the wake of the deal if there is one in june we have to make sure that we are able to verify everything. That our intelligence is good enough to know whats going on. We have to impose snapback sanctions in the event the iranians violate any aspect of this accordment. It ought to oh be with a low threshold like broken windows plied to crime in new york city. Violations need to be dealt with firmly so we dont reach the point where we believe the agreement is too big to fail and we are not paying attention to the iranians is. Something tells me well check back in with you in nine hours and 50 minutes. Always a pleasure. We have news of a possible motive many the crash of flight 9525. Lets get to pamela brown in germany. What have you figured out . Reporter well chris, we are learning that one of the theories one of the main thee eries investigators here are exploring is that Andreas Lubitz was fearful of losing his pilots license because of his medical condition. We have learned from a source briefed on the investigation that very recently he was going to see two doctors. One a neuropsychologist, another an eye doctor because he was having vision problems. Both doctors came to the same conclusion that he was having psychological issues. The eye doctor diagnosed him with a psychosomatic disorder. Both deemed him unfit to work. We know he had torn up the doctor doctors notes and put them in the trash bin. We learn from the same source that the girlfriend told investigators here that she was aware he had psychological issues but didnt know the ex tent of the problems as the source said. She apparently said the couple was optimistic that he would be able to work through the issues that they could solve the problems. She knew he was going to see the doctors recently but the source said she was just as surprised as everyone else by what he did. Bottom line here while investigators are ex ploering the theories of the possible motive that he was afraid to lose his pilots license, there is really still no good expla nation or clearcut motive for what he did. There is little sense to be made of somebody killing 150 innocent people. All right. Pamela thanks so much. Other news we are staying on top of out of virginia where police are frantically search ing for an in hatematement this man escaped more than five hours ago. Hes considered armed and dangerous. In arkansas they are set to vote on a bill today as indiana governor mike pence tries to clear up the situation in his state saying the statute has been misconstrued as a license to discriminate. That comes too late for some. This is the front page of the Indianapolis Star demanding changes to the law going through how it is hurtful to the people who are the heart and soul of the state. One elected official lobbied against the bill. Worth noting, hes a republican as is the governor. Thats greg ballard, mayor of indianapolis. Joins us now. Thank you very much for joining us. I know you are busy with whats engulfing the city now. Lets start with the obvious. Do you believe that this bill was designed to allow religious people to discriminate and or avoid people they dont like like the Lgbt Community . I dont think the people who voted on it understood the ramifications of it. They were warned ahead of time what could happen obviously. When you combined this law, which by itself looks innocuous, but you coincide that with the lack of special protection for Sexual Orientation, then we have what we have at this point in time. Its not in the bill. You dont see anything about the Lgbt Community in the bill. The supporters say thats not what its about. What do you know about the birthing and the debating of the bill that, to you, reveals the truth of it . Well again, if you take the bill by itself again it looks okayohment okay. You have to combine it with the other code in the law. Thats the important points of this and where all this comes. Indianapolis has their own human rights ordinance which gives special protections. Frankly we couldnt get a straight answer as to whether state law would override that. Can they deny service . All the questions were left unanswered until they were starting to be addressed yesterday morning. So thats really the issue at hand. You cant just say, look at this law, its okay. You can never take anything by itself like that. The governor said he doesnt want to make lgbt a protected class under state law and exempt them from the provisions of the religious freedom law which he could do. What do you think of that . Well, i think the Indianapolis Star headline has it right. Lets fix this. Thats one i signed yesterday asking that the state do that. Because it would clear this up almost immediately. If they are not going to move in that direction they better move somewhere very fast because this is engulfing the city and the state and has Great Potential to hurt the economy for a long time to come. Is it just hype optics . As people learn more will it go away . One of the supporters was on ryan mccann from the Indiana Family Institute saying no no this is about protecting discrete religious minorities like the boy who doesnt want to cut his hair or the woman who want as liver transplant but cant cross line. Do you believe what thats about . Not at all. You have to understand whats happening this the state. The Business Community is in an uproar. Convention business is at risk sporting vents. This is happening, as we speak because the combination of laws in the state of indiana. When they passed the law, again, i dont think they intended harm with this. I dont. Mike pence is the nicest guy in the world. Much nicer than i will ever be. But the combination of this is disastrous now for the city and the state. The state house has to understand that. They have to fix it and they have to fix it fast. Two points of pushback because my understanding of you is that you are well wired in the state and a respected lawthe ds themaker. The talk is this is a political giveback. That the republicans in the state wanted to exclude gay marriage in the constitution didnt get it but they did get this. Two, that this got walked through the General Assembly. That these lawmakers saying they didnt know what the law did. What kind of excuse is that . Did you not read the law think about the law . Was this a giveback politically, and are these lawmakers saying they didnt know what it meant that just cant be a defense of the situation. I would like to answer that question directly but i dont know. The state house is the state house. I hear youre wired, mr. Mayor, and you know what happens. No, actually, i speak directly all the time. I was on cnn last night. Mmhmm. I know the implications are there. You would have to go inside the caucus, which i dont do, to see what that was all about. I mean i have heard that repeatedly obviously. But you have to ask the speaker or the Senate Majority leader whether that is what it is. Because thats just what happened. Again, whats happened has been disastrous. No question about it. You can it doesnt take too much of a detective to walk through some of the things and what some of the websites are saying about this to draw the conclusion. I will certainly concur. Whats the fix . The governor says im not changing it. Im not making them a protected class. Its not what the people of indiana want. Whats going to happen . Something has to change. Like i say, there is some sort of blind spot here as to what people are saying and what has to be done here in the city and the state. There is no question about that. I wish they listened to the Business Community right up front. But they didnt. Because they thought it was innocuous. They thought its not going to be an issue because they said its in 19 other states. If you take it by itself it may look like that. Take it with the other law, the other code in the state of indiana, this is what happensment. Right. I think its been made clear to them at this point in time. I and others are telling them you know we dont have a few months here. The reputation of the city and the state, i mean the hospitality we provide. There is a reason we get the sporting eventsment sevents. There is a reason conventions come to usment because of who we are as a people as a city. Thats been damaged. The state house has to fix thisserthis very fast. There is a reality and perception. I dont think people seeing the story are confusing the people of the state with the politics of the statement not only is it a great place to visit but you represent a whole someness about what this country could be that people want to see preserved. The governor is on television this morning. He seems a little bitter more submissive to suggestion. Do you believe better angels might prevail and make him change course . Like i say, hes the nicest guy in the world. No question about it. Im hoping that everybody is starting to see the reality of the combination of laws and where thats brought us. I do believe i spoke to members of the house and senate yesterday about this. What i believe they need to be doing. And they need to get there quickly. So well see what happens. Mr. Mayor, well stay with you. Thank you very much for coming on and speaking directly to us about this pt. Please put in a good word for us with the governor. Wed love to have him on. Thank you. Tell him im a nice guy, too. We want to hear what you think. Tweet us newday or go to facebook. Com newday with your questions or concerns. Cnn Congressional Correspondent dana bash from las vegas. You scored a big interview. Im fascinated by what he had to say. Especially michaela since if he did decide to run he would be 83 at the end of the term. In the real world thats old. In the Senate People have stayed a lot longer. Its because he watched people stay past their prime he decideded to go out on top. Harry reid is such a fighter. The former boxer said he actually wanted tole call et quits before his last election but didnt want to give in to opponents. One newspaper here in nevada kept beating up on me. I said im not going to let the bastards beat me. So i decided to run last time. Reporter now hes 75 and says its time to leave before he gets too old. I wanted to be remembered for my first 34 years, not my last six. I have done my best. Reporter on new years eve, reid a workout addict had a brutal exercise accident that left him bruised and blind in one eye. Reporter it had to have cemented the decision. Im not sure. The first three weeks i couldnt do fig except feel sorry for myself. Im sure it had some bearing on my not running but it wasnt a decisionmaker. Reporter reid has Led Senate Democrats for nearly ten years, spearheading epic legislative battles like obamacare with the scrappy style he learned fighting out of an impoverished childhood growing up in a shack with no Running Water which he showed us several years ago. Reporter a wide variety of adjectives about you. Some good some bad. Reporter let me read a few. Scrappy, tough, blunt, canny, behindthescenes master mind ruthless. Are those fair . But there is nobody that can work harder than i work. I am concerned about nevada. I always have been. Im concerned about the country and my style may not be someone elses style, but thats who i am. Reporter one thing hes not concerned about what people think of him. I dont really care. I dont want to be somebody im not. Reporter you are a polarizing figure and a lot of republicans blame you personally for the way congress and washington in general has gotten so highly partisan in the last couple of years. Thats interesting. I served for a long time. The republican ss will even their praise for me. Reporter that was before he used the senate floor to go after the Koch Brothers and accused mitt romney of not paying his taxes with no evidence. Let him prove that he has paid taxes because he hasnt. I dont regret it at all. The Koch Brothers no one would help me. They were afraid the Koch Brothers would go after them. Reporter no regrets about mitt romney the Koch Brothers. Some called it mccarthyite. Well they can call it whatever they want. Romney didnt win, did he . Reporter reid is most proud of using his senate power to help nevada bringing home the bacon from Renewable Energy to revitalizing las vegas, like this neighborhood where we spoke. U. S. News world report every year had the biggest porkers. I was so upset when i wasnt in the top two or three. Im proud of what i did with earmarks. If you work hard for these jobs and with all do and you have power you should use it. Reporter reid wouldnt name names but told me some of his more polished colleagues are popular, but are so afraid to make a move to change it they dont get enough done. I will tell you one of the veteran reporters here john ralston said reids quiet ruthlessness inspires so much trepidation people are afraid of what he might do. Reid spent decades proudly building that reputation. Let me tell you, you did a great job getting him to express himself in a way we dont often see. No surprise there. You are the best. New questions are being raised about the medical history of Andreas Lubitz after word that flight 9525 copilot was with treated for suicidal tendencies before getting his license. Should pilots will subjected to routine medical testing . Could tougher standards prevent a tragedy like flight 9525 . Here to weigh in cnn safety analyst and former f. A. A. Inspector david susi. And miles obrien. Good to have you with us. I want to start with news we have been given. We have received word that lufthansa will cancel their 60th anniversary celebrations. They are cancelling the festivities which were planned for the 15th of april, 2015. This is absolutely the right thing, the right tone to cancel celebrations even though they have cause for celebration being around so long they cant do it in light of the terrible tragedy. No. I think thats probably the right call. You can imagine how it would play. I think they are doing the right thing from a Public Relations standpoint. It is a proud airline with a great history. This is not the right time to be celebrating. Hopefully they can do a commemoration down the line. They have other things they need to focus on nowment the focus of the investigation is motive. Thats what they are really digging into right now. Of course this idea that lubitz feared he would no longer be able to fly because of the medical issues he was said to thought he thought he had. But heres the question for you. When we look at all of this what safeguards protect us the passenger from a rogue or mentally ill or homicidal pilot . Its important to separate the difference here between the triage of this event, the reaction, do we have an a imminent safety hazard here and i dont believe we do. I honestly dont. This is a very rare thing. We have to look at it in two aspects. Thats the triage part. As far as historically the systems in place have worked well. Now we have challenges problems that do come up. Those prevent vulnerabilities. They are being dealt with. There are systems in place, Safety Management systems to mitigate risks and improve it. There are some safe guard it is in place. It does again, the key point is it relies on the honesty and being the pilot being forthright about what we know about his psychological condition. Lets talk about honesty and truth in disclosure. Cnn obtained a copy of the type of med call questionnaire that the pilots are required to fill out every year that they fly. We have it on screen. It has a section that they are to check yes or no to a variety of issues. Psychological psychiatric, and suicide attempts. Is this similar to what with f. A. A. Requires u. S. Pilots to fill out . Yes, it is. Miles thats lets be honest. All of us have filled out medical questionnaires. Sometimes we gloss over facts about our weight height or how much we have to drink in a week. This seems flawed. If it is just one little box its not nearly detailed enough. I think you could say its perfunctory. Its just checking a box. We have had a system thats worked for years based on the honor system, based on pilots checking each other out and evaluating each other in an informal way. Thats by and large worked because theres been higher time pilots in the cockpits not as much pressure for on time performance, minimum fuel performance, wage givebacks, you name it. So the system is a bit under stress. And the pilots take the big brunt of this. So i think in the absence of this kinder gentler era we need to start thinking about more rigorous screening in the Mental Health realm. We screen pilots in every other way. Why not check ott their brains . And more stringent screening but not stigmatezation of those with Mental Illness. Thats the right balance, the nuance. David, another point of the investigation is they are looking to talk to a girlfriend. Its unclear his relationship with this woman. Talk to us about the point. They look into these people in a suspects path especially in an aviation disaster like this. What things can they glean from her . What they are going to be looking for there is mental stability in the past. The purpose of thats to try to as miles said we look at the psychology of this person. We have to look into whether or not that type of person should not be in the cockpit. They will be profiling not only for this specific case. They are gathering information about what kind of person this is so when we work with pilots or understand their mentality and whats going on in their mind that can be used to mitigate that by getting that profile of a person out of the cockpit cockpit. They havent found the data recorder. We have about 20 seconds left. Its like it wont fill in the blanks. So many blanks have been filled in. No . Or do you disagree . We found the right black box. If we had to pick one. The cockpit voice recorder. It would be nice to have the flight data recorder. Why not realtime streaming . I will put in that plug at the end. Thats a conversation we have to have again on cnn. Thank you very much. David and miles, we appreciate it. Chris . All right. We have news for you. Indiana governor mike pence on tv this morning.
