In the first primary state, New Hampshire. Voters there do not see biden as the best candidate on health care. And a little levity here, and i think we could use this. Biden says he has a plan to prove his fitness on the president ial debate stage. Bernie sanders, not quite sure what to make of it. I said come on, donald, come on, man. How many pushups you want to do here, pal . Jokingly. He may challenge the president to pushups. I have no comment on that. We begin this hour, though, with the president who wont back down, wont back away from his racist tweets communicating quite clearly this morning. The four congresswomen of color the president thinks are whiners and complainers. He said they want opt out of america. If you hate our country or are not happy here, you can leave. That a tweet from the president. Today the president facing a resolution in the democratic majority house condemning his racist tweets from sunday. This morning the president tweeting telling the four congresswomen of color to go back to their countries was in his view not racist. The president says theres not a racist bone in his body. Listen to the Republican Leadership on capitol hill, their objective more than clear. Try to morph this now into a debate about socialism or impeachment. Try to leave the president s racist words behind. The four congresswomen at the center of this, though, think the focus should stay squarely on the president and his go back demand. The recent tweets and words from the president are simply a continuation of his racist, zone phobic playbook. Weak minds and leaders challenge loyalty to our country in order to avoid challenging and debating the policy. This is the agenda of white nationalists, and now its reached the white house garden. Manu raju is live for us on capitol hill. Manu, the divide here getting wider, if thats possible. Reporter yeah, absolutely. What were seeing is democrat after democrat condemning the president s tweets, saying very clearly that they are racist. Elizabeth warren, the president ial candidate, just told me moments ago that these words of the president , the behavior of the president is racist. She renewed her calls to begin impeachment proceedings. Democrats are planning to bring this resolution to the floor this evening in the house, to condemn the president for making those statements over the weekend. But we expect most republicans, if not all republicans except for a few to vote against that resolution in the house, showing the party line. Remember republicans are starting to defend the president more vocally, while some are making it very clear that theyre not comfortable for the president s remarks. For the most part theyre saying what the president did is born out of what they say is frustration at inaction over immigration. One republican senator, thom tillis of north carolina, whos up for reelection in 2020 who needs the president s support in a primary in his state criticized those democratic congresswomen. Would not say if he had any concerns with the president saying those congresswomen who are american citizens, three of the four born in this country, should go back to their countries. He would not say if he had concerns. When i pressed him on that on multiple occasions. Youre seeing this divide play out pretty clearly and silence from some quarters on capitol hill. We have yet to hear from Senate Majority leader Mitch Mcconnell on this topic. We do expect to hear from him this afternoon when he addresses reporters. For the most part, democrats are trying to express their outrage in this vote this evening. Republicans are saying this is theyre criticizing the democrats and well probably see no resolution on this any time soon. John. Its going to be interesting to see that republican number, how big it is or how small it is when that resolution is voted on this evening. Appreciate the live reporting on the hill. If you look at the president s tweets this morning, he likes this fight, which is sad, sad for the country, but he likes this fight. Why . Its a twopronged fight for him. One, its about consolidating his party consolidating his power in the republican party, making sure all republicans know that in order to be comfortable in the trump republican party, they must be willing to defend him in this particular case. He will not accept anything other than that. Hes been actively praising Kevin Mccarthy for his comments this morning. He is taking note, he is watching tv, he is paying attention to whos saying what on the republican side, but hes also trying to completely rebrand and frankly rewrite history around these tweets, saying this was always about socialism and always about ideology when in fact his tweet absolutely had nothing to do with ideology. If had everything to do with assuming that these four individuals were not americans because they did not look like americans. In his view his view. They criticized america. Lindsey graham said it yesterday to a reporter, that if you if you are wearing a maga hat and you support President Trump, all of this would be fine. But in this country i think a lot of people believe that the right of americans is to criticize the country without being criticized by the government. Thats why they threw the tea in the boston harbor. The very beginning of the american experiment is that you have the right to complain. It is the very beginning of the experiment that you have the right to complain against authority and against power. Our president seems to forget the history. Maybe thats something to do with the airports. Donald trump has based his entire career off the idea that america has not been great and there is a right to criticize. Hes made it very enclosuclear that right to criticize. You talk to his supporters and this is largely a fairly popular believe. The comments he made were these old, very generic racist comments. Anybody whos not white has largely heard these comments and weve often heard them from his supporters. He believes whether or not its successful you can debate, but he believes the more he goes to this culturalbased conversation, its what he did ahead of the midterms, its going to be a good playbook for him. Let me jump in there. To that end i think its more indulgent than it is strategic. Im reminded of the midterms actually. I think hes watching tv and wants to get into the conversation and wants to be on tv. He knows this is his incendiary way of doing that. I dont think theres a lot of grand strategy involved. You think back to the midterms and the way that he flogged the socalled caravan of the migrants coming up north. That wasnt helpful to his party. I dont think the nrcc was calling him and saying were trying to win in upscale suburbs around houston and dallas and kansas city. Can you race bait Central Americans in the final weeks of the campaign and basically make this about race and identity instead of the booming economy, pause the folks are going to love that in kansas city. Of course not thats his challenge. Its an indulgence that drives away voters his party needs to take back the house and keep the presidency. I think youre right that he is that this isnt necessarily a strategic call, but i also think this is clearly where President Trump is comfortable. This is the terrain totally. That he wants to play on. I think youre right that he wanted to inject himself into the conversation. There had been this well publicized fight between nancy pelosi and these four congresswomen who are freshmen, who are women of color who started to suggest they were being targeted by their own leaders and he wanted to jump into that. Once it got to the point that he is tweeting things that are clearly offensive and have to do with their race and their families country of origin, while other politicians shy away from he is very happy going. I think he does believe that the more he can get democrats to rise to their defense, the better that is for them because then they can paint all democrats as socialistis and extreme and in his mind dangerous. While that messaging while not strategic is his favorite. The president after charlottesville when you had the neo nazis and nationalists in the streets did not tell those people to go back. When he engages Bernie Sanders, he calls him a socialist but he doesnt tell Bernie Sanders, a white man, to go back anywhere. He only uses that language in this case. So anyone who says this is not racist or targeted, is not willing to accept the facts. Its clearly driven by race and thats why i think it is so lacking in strategy. A lot of voters who otherwise would be happy to vote for the republican president , because, heck, theyre doing pretty well right now, theyre going to have pause because they dont want to side with somebody whos a racial demagogue. And thats why democrats won 40 seats in the house because of the people who are doing great in the economy. They cant abide the demagoguic behavior and the bigotry and chaotic conduct in general. Thats what i think is the real danger here for trump. He needs people who are not his base. Its not the guy in the diner. He doesnt think that. He thinks hes president and youre not. He did it in 2016 and he thinks he can do it again. Every second we sit at this table, america becomes more brown, more diverse. But he thinks he can put his map together one more time. Two words, Gretchen Whit more. The governor of michigan who ran and won. And mccomb county, home of the reagan democrats, she flipped it in overwhelming fashion. I think the point being the 2016 election doesnt tell us everything about where campaign and politics are. 2018 can be very, very informative as well. If democrats offer voters an option that i think can bring them in and make them feel like im not siding with someone whos engaging in racial bigotry, thats going to be pretty tempting. Which is why to the point, no offense to the squad, theyre four activist liberal women who believe what they believe. They have not been able to convince nancy pelosi to impeach President Trump. They have not convinced nancy pelosi to bring medicare for all to the house floor for a full vote. The president says this is your democratic party. Theyre activists and important but they have not had a policy influence as yet. Last week we were talking about Nancy Pelosis war with this squad, her fight with the squad, her effort to manage and contain the vocal opposition. Today she says they are our sisters and other democratic members of congress who often take issue either with their policy or their tactics today say im with them. This is the problem of what donald trump does. He completely shifts the focus away from important policy issues to this racial divide in our country. I dont agree with all the politics of the squad. Im a democrat. I dont agree with a lot of their politics but today i want to be an honorary member of the squad because i want to fight against this unamerican racist type of behavior. This is not what our country wants. But is there a risk for the democrats . They do all come together today for good reason, didnt reason. The president used racist language against these four women, period. Is there cornell belcher, the democratic strategist, himself an africanamerican, said the president is trying to pick the battlefield here. Is there a risk for democrats in this fight . There absolutely is a risk for democrats. One of the risks is that they all will be painted with the same broad brush as the women in the squad whose politics are not shared and not as popular with the electorate as the nancy pelosi agenda shes trying to push on the house floor. The other danger is that he is leading them into this very kind of balkanized dynamic where they are going to have trouble showing that they have an alternative to his policies because theyre going to be so busy potential lly hitting back against all these offensive things that he says. If they spend all of their time talking about trump, that is not an appealing message to give people an alternative against what hes putting out there. The debate has already been reduced to buzz words. Its already been reduced to antisemitism, socialism, communism. That is what the president has been trying to do all along. There is no nuance in this and that is to the detriment of democrats. As long as thats going to continue, its going to be very difficult to elevate the debate back up again an say actually were not all the same. Even within the squad theyre not all the same, even though theyre getting painted by the same brush. But thats the president s skill here. He is breaking this down into tweetsize debate about all of these really, really big issues. Part of that is him trying to get there now. Ill stick with where he began. Go back. You can have a debate with socialism, antisemitism, medicare for all, liberalism, he started with the words go back. Thats a different debate. Up next well continue the conversation. Ignore the president s history of race baiting and suggest this new flareup here in washington is about anything but race. Our opposition to our socialist colleagues has absolutely nothing to do with their gender, with their religion, or with their race. It has to do with the content of their policies. What they continue to do to go after them personally, to call for impeachment of the president from day one, i believe this is about ideology. This is about socialism versus freedom. Its very clear what the debate is happening. I understand when i listened to their press conference yesterday, they talked more about impeachment than anything else. I get it, theyre in a bad position and they are unwilling. Well see what that vote is tonight by house republicans. Theyre unwilling to condemn tweets that were clearly racist so they want to change the subject. Again, as i said in the last segment, we can have a debate with socialism or about ilhan omars remarks about israel. Go back to women of color is racist. There is no edit function on twitter, but theyre basically trying to do an edit app on the president s twitter feed and reframe what he said in a way that they dont want to rebuke him overly because they dont want to risk offending him and his supporters, but they want to nudge him oh so gently and say maybe this is a better way to frame your approach to the squad, talking about their ideology. Thats more helpful politically for us. They wouldnt say that outloud but thats what theyre getting at. They want the benefit of attacking them without the backlash. But thats not trump. Trump will never separate that. Hes not going to do the careful focus group attack. There is no stiletto in his arsenal, its all meat cleaver. So who are the republicans, and you think about house districts. Most republican districts are safe republican districts. Thats unfortunately how they draw the districts so theres no competition in america today. I just want to put up you can see on the screen, 20 republicans who have criticized or condemned using different language the president s tweets. A lot of these faces are in the United States senate, most of them. Some house members there. But most of these are senate statewide candidates who say the president is off here. What are we looking for . How big of a vote . Most republicans are afraid of the president s twitter feed and a primary challenge from the right. Some republicans do represent diverse districts. Some republicans actually have the pride and the principle to say this is wrong, but it wont be a big number, will it . No. What weve seen i would also say has been minority congressmen themselves, like will hurd being willing to speak up. In some ways its actually very personal and i think thats where were actually seeing some of the rebuke is from people who have a personal stake in this conversation. But others, and i do agree that the number will be very narrow. I think others were hearing from are the more independentminded republicans, the ones with more moderate districts, who have staked out an identity as more independent from their leadership and independent of the president. I think what were more likely to hear as you played in the clip is sort of an attempt to shift this entire debate. So youll have democrats who use the word racist for what the president tweeted and the rips will say were against socialism and these policies and theyre talking past each other. Its interesting, the president and the Republican Leaders trying to shift this to socialism, shift this to medicare for all. Some antisemitic words that congresswoman omar has spoken. They want to shift it there. This fight began because the president said go back. Alexandria ocasiocortez, one of the members of the squad today, doing her own little bit to try to broaden this beyond the women of color part to the women part tweeting, hey, mr. President , remember when you bragged about sexually assaulting women, talking about feeling their breasts and their genitals because when youre a star you get to do it . Youre right, you dont have a racist bone in your body, you have a racist mind in your head and racist heart in your chest. Strong words there. The president seems just wanting to continue this fight. These members arent going to back down either. No, and i think they also demonstrated why they have become such a problem for nancy pelosi. They are pretty skilled politically. If you go watch that press conference and you watch aoc talking about her father bringing her to the edge of the reflecting pool and telling her that this country is hers. Her father who was an immigrant. These are people who understand the politics of their constituency. They are not afraid to go after President Trump, and they also dont think that democrats broadly should be afraid to go after the president. That is what has made them such a force in the party. Were talking about four people, but were talking about kind of a sense of a movement within the party where a lot of people want them to be less afraid and to go after President Trump more directly. They have won in a lot of ways. The fact that democrats are willing to say this is racist, the president is racist, is a shift over two and a half years. And i think that that is a real difference from where we were in january 2017. What we have seen on the republican side, however, is while you have some people willing to call it out, you have a lot of republicans only willing to say, oh, this is not helpful. The republican criticism after charlottesville was a lot louder than it is today. Exactly. Many republicans have decided hes not going to change so were going to hide when these things happen. Were going to hide and not challenge it. John thune, the senator from south dakota who is a member of the Republican Leadership saying i think the president needs to tone down the rhetoric, stop the personal attacks, rise above this kind of commentary and focus on the issues that matter to the american people. We want to applaud those republicans who come out and say watch it, mr. President. Watching the republican reaction to this was watching a close vote, which all of us have done on capitol hill. It starts with a trickle, right . Because nobody wants to be the first one to vote no on a sensitive bill or vote yes. And then once one or two come out and they punch their cards and they vote, then you see the rest. And thats what we saw. On sunday there was such silence. I think what it is, is that they dont want to be the only one or the only two to be out there on the ledge because then they feel like trump is going to go after you. Its harder for trump to go after them when theyre all saying this is inappropriate. But that does go to the lack of any profiles in courage up there in the house gop conference. Look, they look around to see what are my colleagues saying after trump does this kind of thing, instead of saying, you know what, this is wrong. Whats the right thing to do, whats the right thing to say should be the operating principle, but watch this play out. You heard senator thune there, member. Leadership. Well see if thats Mitch Mcconnells view. But the senate is a different beast than the house. The house much more pro trump if you will among the house republicans. When we come back, big 2020 news. Some fresh warning signs today for joe biden in a brand new poll out from cnn and the university of New Hampshire. The former Vice President locked in a statistical dead heat with two of his top rivals. 24 of likely democratic primary voters in New Hampshire say biden is their top choice for the nomination, but 19 pick senator Bernie Sanders. 19 for senator elizabeth warren. The margin of error is 5 so you could call that a statistical tie. If biden is ahead, the competition is closing in. The former Vice President telling msnbc today he thinks it will all turn out fine but hes also conceding, voters might have some doubts, even more doubts, especially after his first debate performance. I dont want to attack anyone on the stage. Its not what i intend to do. But i realize that some have concluded that because i didnt respond very tough back to her, how can i take on trump. Ive never had any trouble taking on anyone from trump to putin to xi jinping or anybody else. Saying that in an interview is very different than proving it on a debate stage. If thats your calling card, im the grownup with gravitas who can stand there next to donald trump next september and october, he better prove it in two weeks, right . And hes got to start now. I think that these are all test cases for whats going to happen further down the road. He has to show he can handle his own party first before going forward. But he wouldnt be the first primary candidate to really struggle early on in these debates. Sometimes they have to in order to understand where they need to improve. So if biden is able to make those improvements, fine. But also hes proven himself to be a pretty stubborn candidate. He has been in this business for a long time. He feels like he knows what he wants to do, and he wants to do it his way. But there is going to be a need to grow in this field because this is a field of democrats who are representing different generations and different types of ideologies. And he has to learn how to be nimble enough to deal with that. They were a long time ago, but joe biden president ial candidate has never made it into the even numbered year. His campaign has always spu sputtered in this year. Which is not optimal. Does he grow, does he learn. I want to go deeper into this New Hampshire poll. This is bidens calling card, whos the candidate with the best chance to win in the general election. In New Hampshire 45 say joe biden, Bernie Sanders 16 . That is a giant advantage he needs to hold if democrats think this is a race about that. However, i want to look at something else. Whos the best candidate to handle these issues. On the economy, biden has a narrow lead, 24 to 20 for elizabeth warren. But health care is the an mating issue for many issue. Senator sanders wins. Hes a familiar face, hes from vermont, warren is from massachusetts, so you have to filter all that in. But if youre the former Vice President , you cant lose a lot at the beginning. We may have a long democratic race. It may be one candidate wins iowa, somebody wins New Hampshire, somebody else wins South Carolina and we have a long, protracted race. But if youre the former Vice President who came in as the giant frontrunner, youve got to win early, right . A lot of what these early polls show is name recognition. Weve talked a lot about that. But the other thing to me thats interesting is i spent the weekend, i was at net roots nation, which is a huge gathering of progressive activists. Its that wing of the party. What was interesting to me is you talk to folks and theyre really con tent with their field of Democratic Candidates. The one person that they are in agreement that they do not want, that they actually think is the least electable candidate is joe biden. I want to listen to a piece of that. We stole this from your piece on npr. Youre right. This is one wing of the party. Its an activist wing of the party. Joe biden is betting there are more moderate centrists out there when people start voting but the energy from these activists to say not joe biden is palpable. I do believe that there are people who can afford for the world not to change. And i think if you can afford for the world not to change, you take the slow approach. If youre a privileged few that can wait for medicare for all, maybe you can be a moderate, but we dont have time for that. And biden is their poster child for the go slow, cautious, pragmatic approach. They dont want it. The contempt for biden on the left is extraordinary. You see it on twitter. You also see it i was in New Hampshire last weekend. Talking to people, they dont even mention him in some circles. When you ask who theyre considering, hes not even an option for what i would call the kind of high information, more progressive wing of the party thats really following this race in july of 2019. Bidens bet is there are a lot more casual democratic voters who will show up in the primaries but are not super engaged right now, some of which are not College Educated and will support him. Looking at the polling there, this might be an even worse story for biden were this field not so divided. Hes at 23 in New Hampshire as the former twoterm Vice President. Thats not that high. But he benefits from the fact that its so fractured right now. That could be the best thing going for him. Hes never going to get 51 of the vote in the early going. But he could actually survive based on the fractured field. One other takeaway is its another good poll for elizabeth warren. Its the slow and steady approach but she has worked her way into play. The debate is coming up two weeks right here. A former republican congressman who endured the republicans wrath says he might seek revenge in the president ial primaries. I want it that way. Former Vice President joe biden also out with a new plan to help rural areas. Extending an Obama Era Program giving microloans to farmers, investing in Rural Broadband access for rural communities. The former South Carolina republican congressman, mark sanford, says hes considering trying to return the favor. Sanford telling charlestons post and kur ycourier, hes pula president ial challenge. Sometimes youve got to say what youve got to say whether theres an audience or not for that message. Sanford telling the newspaper i feel convicted. Still no deal. The two key players, nancy pelosi and the treasury secretary, steven mnuchin. Sources telling cnn the two are in near constant negotiations over how to move forward, but theyre still not to the finish line and time running out. Phil mattingly up on capitol hill. People who have been briefed on those conversations say they have closed out a lot of the outstanding issues that were concerning up to this point. It seems to be at least at todays status, people feel like theyre productive and getting close. You know to close out those final things are always the most difficult things. Those are the Technical Details that need to be finished up in a very, very compressed timetable. Things like how to pay for certain elements of the final deal. This is a deal that comes together because democrats want domestic spending increased. They dont want the sharp budget cuts on that. Republicans want defense spendingin kreesds and the secretary and the administration dont want a catastrophic debt to fall. The big question is can they get it done. They have seven legislative days before the house leaves for recess. The treasury secretary has made clear the debt ceiling should be raised before they leave. Can they get there . Theyre certainly talking and feel good at this point. Still some stuff to close up. Seven days left. Why do i suspect well be back at this until the seventh and final day left. Maybe. There may be 24 Democratic Candidates in the 2020 president ial field but today a much clearer vision of the five collecting the most money. These are Second Quarter fundraising reports. Theres a lot of faces so this can be a tad confusing but focus on the top line. Buttigieg, biden, warren, sandsers, harris. The top five fundraisers. Look at state and national polls, they tend to be the top five candidates in those polls. Not bad numbers for some of the other candidates, some weaker numbers down here, increasing the pressure on those lower in the field. They need a big debate moment or something to help them raise more money. Heres a warning sign for some of these candidates. If youre running a president ial campaign or any campaign you dont want a high burn rate, meaning spending more money than you take in. In the Second QuarterKirsten Gillibrand spent a lot more money than she took in. Bet oorourke, governor hickenlooper. That means youre spending as quick as its coming in or faster than the money is coming in, thats a danger sign. For many of the candidates on this screen, they need a boost in the polls which means they need a boost out of the next debate. As democrats think about the primary, they should be mindful of this. Look at the cash on hand. President trump does not have a significant primary challenge. Well see if that changes. Look at all the money the president has on hand compared to the democrats who are focused on the primary challenge and not the general election. For those lesser known candidates who are raising less money, they need to prove themselves in the next debate, most of them say its okay, im figure it out. Its well below many of the other candidates who started much better known. Im sort of the new kid on the block. Ive started where bill clinton and jimmy carter started at 1 . And were building. Well, i can only i congratulate everybody on their fundraising numbers. I was only in the race for two months when the quarter ended. I only got into this six weeks ago because i also had a job to do. Its not necessarily about who raises the most money, its ultimately about can you get your message out to folks and i think were out to a real good start. Bravo. Bravo to the cnn producers with that compilation. A familiar refrain there. Heres the challenge that these democrats are facing. Its not 76 or 92 anymore. A little known governor who works hard and catches on by organizing in iowa or in New Hampshire, its tougher to do that in a nationalized race with social media and with, you know, debates that effectively become the drivers in these polls. And the drivers frankly in Online Fundraising too. Guess what the standard is to make the fall debate, john . Fundraising and polls. So therein lies the challenge for these candidates. If theyre not raising money from donors, which happens online, which happens from big debate moments, theyre probably not moving in the polls either. So the field will start to shrink after the next round. Thats the short way of saying it. Beto orourke gained National Prominence for how much he was able to raise for his National Senate race. In the first 24 hours he raised 6. 1 million. In the First Quarter 9. 4 million and in the Second Quarter 3. 6 million. I think he really has a lot to prove now because that kind of drop is really alarming because it seems to indicate a dropoff in enthusiasm around him and perhaps that all of the hype that was around his candidacy in the senate cannot translate onto the national stage. But money matters. Whether you can raise it, whether it shows that you have enough grassroots enthusiasm, that matters too. It also matters because President Trump is raising 100 million in a single quarter and has 100 million cash on hand. Look, thats a lot of money, even for an incumbent. I think that the democrats are going to have to be able to prove that they can compete in that space. Back to the beto point, this is Campaign Manager. We have the resources we need to be in this for the long haul, but if we dont raise more this quarter well have no choice but to make some adjustments. A little contradictory message there. Make some adjustments means first laying off staff, which you need in a president ial campaign to organize. Making adjustments can also mean something else, which is saying goodbye. As weve seen betos campaign not bring in as much money, weve seen other white, young progressive raise substantial amouns of money and thats pete buttigieg. Theres lanes developing early on and where beto has fallen, weve seen mayor pete what rise. And this speaks to another selffulfilling prophecy. Money is important for a campaign but one of them is narrative, right . If it looks like beto, his support is cratering, the money is not coming in, they of course have to motivate people to want to give him more money and thats why you have his Campaign Manager saying we need more money coming in. If the momentum is going in the wrong direction, that contributes to a narrative that hes not going to be more successful and people will be less likely to want to support him. I thought what happened today or this week after these reports were filed, but i think it maybe will happen after the next debate that cn nervous systn is the ending of the month, youll see the retrenchment. You lay out staff and go all in in a place like iowa or New Hampshire. Weve seen this time and time again. Theyre low on money or lower in the polls and they have to put the ball in the air somehow.
