Im christine romans. John berman is taking the day off. It is 4 00 a. M. In the east. Isis on the rampage seizing control of the ancient city of palmyra. The two stunning victories forcing the government to reassess the terror strategy. The focus is securing the province went of baghdad. I want to bring in Senior Correspondent arwa damon. I want to talk about the history and the city which was taken by isis. How important was it and what is happening . Reporter palmyra is stunning. Syrian government saying prior to the victory by isis they managed to move out the artifacts that were moveable. At the end of the day, you have the stunning sprawling city that is centuries old that once stood as a key location on the crossroads for the trade routes that one from the roman empire to persia and indivisiblea and china. Now at the mercy and whether or not they will destroy it as they have other sites in iraq. Palmyra capture is significant and it opens new routes for isis toward the capital of damascus. This comes after ramadi here in iraq. This is a very significant victory. Isis is bogging the Iraqi Security forces down at this stage. At least those capable of standing up and fighting it in the back and forth running battles and sporadic attacks as they try to prevent isis from pushing further east to the capital. The Iraqi Government scrambling reinforcements or trying to the very different frontlines that exist in Anbar Province. Saying it will arm the sunni tribes. The u. S. Will certainly be forced to try to re assess the strategy when it comes to dealing with isis in iraq and syria syria. Clearly at this stage, despite the stages when iraq was ableable to capture tikrit, isis is capable of emerging stronger. And taking two towns and two important towns in just five days. Thank you for that arwa damon. Republican leaders are laying the blame for at the feet of president obama. They claim his failed foreign policies a problem for the u. S. They are looking to bring troops to the battle field. We have more from the White House Correspondent jim acosta. Reporter president obama meets with the key ally in the muslim world. The white house is signaling it is open to minor changes to the isis plan but that is not enough for the president s critics who insist he is losing the battle. Senator john mccain slammed the president for the city of ramadi failure. He said are we go to light our hair on fire every time there is a setback. Preparation for the battle with isis as the gop candidates floating the idea of sending troops into combat into iraq. Jeb bush mishandled his questions of his brothers questions in iraq is making the case iraq was better off under his brother. Isis didnt exist when my brother was president. Al qaeda in iraq was wiped out when my brother was president. The surge created a fragile, but stable iraq that the president could have built on. Reporter the coast guard graduates yesterday steered clear of the strategy. Instead argued that Global Warming is a threat where isis took root in syria. He will have a chance to answer critics later today. Jim, thanks. The most urgent threat posed by isis right now is the ability to recruit fighters online. That assessment from fbi director james comey. Isis is now waking up to the idea of malware. The threat we faced is morphed. It is invisible to us because the Operational Communications are happening in an encrypted channel. That consumes most of our days trying to i dont think it is an Impossible Task but it is hard. Comey says the fbi is sending more agents and investigators around the world to build criminal cases against them. Months before he was taken out in a navy s. E. A. L. Raid, Osama Bin Laden wrote it may be time to move out of the compound. That letter is one of the many released documents in the operation that killed the al qaeda leader. A lot of interesting information found by the navy s. E. A. L. S. Tom foreman takes a look. Reporter christine, this is a remarkable collection of documents. We do know from the documents that he actually sent people to Great Britain and russia to carry out attacks to hit american targets if possible. Numerous attacks failed. When he responded to the letters to others he said it was bad luck and god wasnt on our side. Beyond that though he felt a great disdain for american targets. Throughout the letters, he pushes people to say dont attack the police and Security Forces where you are. Attack the american targets. He wanted to stay focussed in that direction. He had a great deal of respect for, at least fear of American Power out there. At one point, one of his documents says these invaders and their loyal dogs are too scared to fight us facetoface. The main reason they continue to kill us is because we dont have the knowledge to counter their technology. He said email could be easily traced and ability to use drones. He cautioned to never move unless of a cloud cover overhead overhead. And he dealt with daytoday struggles to keep his forces mobilized and fighting back as all of this pressure was put on him. You can see that in the documents. He was under pressure. His forces were under pressure in terms of transportation and communication and getting weapons to people and carrying out actions. No doubt, that is one of the reasons why all those years after 9 11 he was unable to replicate that really big attack. It shows up in the papers. Tom. It is interesting. In some of the papers he was corresponding with other terrorists in africa and yemen and say forget about the Islamic State. We need to attack america and americans at home. Interesting now the rise of the Islamic State with no Osama Bin Laden. Breaking news. Rand paul ending a 10. 5 hour filibuster on the state floor. Police source says they made off with 40,000. Speed remains the focus of the deadly amtrak Train Derailment. The question is why the throttle was pushed forward. The ntsb taking a closer look at the engineers cell phone trying to determine if he was distracted. We get more this morning from cnns rene marsh. Reporter christine, from the very beginning, Philadelphia Police were focused on excessive speed. This source tells me they knew there were no problems with the tracks the signals or train. That was all based on inspection documents and maintenance checks. The train and tracks had undergone before the derailment. That can mean two things. Reckless behavior or intentional act. Both could justify criminal charges. The ntsb is the lead investigator and it is not ready to rule out other potential factors like train performance. So they held off on the arrest. We should point out we know the ntsb has the train engineers phone. They also have phone records. We do know that phone calls were made and Text Messages were sent on the day of the incident. What they have not nailed down is whether the calls and texts were sent while he was operating the train. Investigators are now matching the timestamps from the engineers cell phone records with multiple data sources like the trains recorder and outward facing video from the train, Radio Communications as well as surveillance video. Lastly we also learned Brandon Bostian was new to the new york to d. C. Run. He had been on the route two weeks, but running trains along the northeast corridor for three years, which sometimes included this stretch of track. Christine. All right. Rene thank you. New details on the investigation. The police in waco, texas, investigating a deadly shootout with rival biker gangs. They found 300 weapons at the scene, guns and assault rifles. Recovering all of that evidence took a lot of leg work. They were hidden in the stools of the restaurant seating area. They were hidden in the kitchen. They were hidden in the bathrooms. Honestly we were amazed at the number of weapons we found. Nine bikers were killed in the shootout. At least 170 people arrested. Each of those arrested bikers held on 1 million bail. They put it in plastic bags. What also gets put into plastic bags Everything Else the oil has covered. If you look right there, those are palm tree fronds that have fallen off the trees and into the shore. Covered in oil. If we go ahead apparent take almost a 180. You look off into the distance another cluster of workers with the rakes and the plastic bags and the rest trying to clean up this misery. Look at the seaweed here. It is all mixed in and every time another little small wave comes in it seems that more of the tar balls and more of the oil comes washing ashore. They go ahead and they pick up another pile of seaweed interspersed with tar. They have to clean up handful by handful. What a beautiful stretch of the coast there. Janice dickinson suing bill cosby. John berman has the morning off. Our top story, isis on a rampage seizing control of another key city. Historic palmyra in syria. The second critical con quest in five days for isis. Fighters took over ramadi. Forcing u. S. To reassess the strategy. The focus is securing the province west of baghdad. I want to bring in Senior Correspondent arwa damon. Taking ramadi and five days later, the important historical cultural city palmyra falls too. Reporter its really heart breaking, christine, on so many levels. Palmyra is spectacular. I visited it years ago as a tourist. It is showing how magnificent the culture is and lies on the trade route connecting the roman empire to persia and india. Now the Syrian Government not fully acknowledging that but did say over the last few days as fighting intensified, it moved statues and artifacts out of areas where they were potentially going to be captured by isis. This city in and of itself is most certainly under threat. The strategic importance of palmyra is important as well. The potential capture would potentially open a new route for isis heading toward the capital damascus. Here in iraq as were you saying that significant victory for isis, ramadi despite it had been downplayed isis capture forced iraq to scramble to the frontlines in Anbar Province and seeing an effort underway to move some of those albiet effective shia paramilitary equipment. It will launch a Serious Campaign to arm the syrian tribes. This will create a very patchwork fighting force without cohesive military structure. At this point, the Iraqi Government doesnt have a choice. The u. S. Will have to figure out away to reassess strategy here in iraq to create something that is more than an outline but something more concrete that will allow for the Iraqi Security forces to start to push isis back because although at this stage, isis is not making significant gains toward the capital baghdad, it is bogging down the iraqi fighting force along the anbar frontlines leaving them vulnerable elsewhere, christine. We have seen two vulnerable towns fall in syria and iraq in five days. Devastating. Arwa damon, thank you. Public leaders lay the blame for the rise of isis at the feet of president obama.
