>> reporter: much excitement here. the health secretary saying the dawn appearing on the horizon. very well respected, has not only said this vaccine from pfizer is effective, it's also safe. the government following up saying inoculations will start next week in hospitals. the first challenge is getting the first batch of doses over from belgium to the u.k. they do think they can get that done by next week but there's this challenge that it has to be transported minus 70 degrees celsius. so as a result of that, they're having to use the special boxes with dry ice in them. that's a big test. once the doses are in the hospital, it will be a case of prioritizing who gets it first and they're saying that people in care homes and their workers there will be top of the list. then it will be over 80s and those front line health and social workers as well. so much excitement here. lots of people are looking ahead to next year hoping this will become a mass vaccination of the general public as well. that's a six-month process. also warning we shouldn't regs quite yet because brittain might be coming out of a national lockdown but they're going to regional lockdowns. those are also breaking overnight, the first shipments of pfizer's coronavirus vaccine here in the united states set to be delivered on december 15th. that's according to internal government documents obtained by cnn. we now know which americans will get the first shots. here's our senior medical correspondent elizabeth cohen. >> reporter: an advisory committee to the u.s. centers for disease control made an historic decision on tuesday. they decided to recommend two specific groups to be the first in line to get a covid-19 vaccine once it comes on the mark. those two groups are residents of nursing homes and other long-term care facilities and also health care workers. now it's the thinking is that this vaccine could be available towards the end of this month and that then they would start to vaccinate those two groups. after those two groups it's expected that other high-risk people will be able to get the vaccine. those groups include elderly people who are not in nursing homes, essential workers such as police officers and firefighters and other people with underlying medical conditions. for americans not in any of those groups, dr. anthony fauci at nih says low risk folks will not be able to get a vaccine until the end of april. two vaccines are at play in the united states. one is moderna, one is pfizer. they use similar technology in their vaccines. both have shown efficacy of 95%. back to you. >> elizabeth, thank you for that. vaccine news coming on one of the darkest days of the pandemic. nearly 99,000 people are currently hospitalized with coronavirus. that is the highest number of cases the country has ever seen. 2,597 americans were reported dead tuesday. that's the second highest single day death toll since the pandemic began. all right. to politics now. attorney general bill barr finally stating the obvious dealing a blow to president trump's claims of widespread election fraud. he told the associated press on monday, quote, to date we have not seen fraud on the scale that could have affected a different outcome in the election. now that's a factual seemingly straightforward perhaps even mild statement considering what's been out there, but it's noteworthy because it's coming from one of the president's fiercest defenders. before the election barr echoed one of the claims that mail-in voting was not secure. now he says the justice department and homeland security looked into some of the far-fetched claims that machines switched votes and they came up empty. meantime, sources tell cnn trump associates have been lining up to request presidential pardons before he leaves office. among them, rudy giuliani who has been leading the president's failed lawsuits to contest the election. we get more now from cnn's kaitlyn collins at the white house. >> reporter: good morning, christine and laura. at a white house party on monday night, president trump talked about having another four more years in office, whether that's in january 2021 or 2025. this comes as one of his most loyal cabinet members is acknowledging the results of the election are not going to be changed from declaring joe biden the winner. president donald trump himself seems to have recognized that. he seems to understand his time in office is coming to end and he's discussed a preemptive pardon to his attorney rudy giuliani and several other people in his orbit as well. whether or not that happens over the next six or so weeks that the president has left in office remains to be seen, but it does come on the heels of unsealed court documents that had a lot of redactions but did reveal there is a justice department investigation into this alleged potential crime of funneling money into the white house or political action group in order to exchange for a presidential pardon. now there are no names. we are not clear on the time line yet because all of that is redacted in these documents, but it does say that several people, including an attorney, had their communications seized over the summer and an office was raided before the end of the summer. a lot still remains to be seen like what happened here. this does raise a lot of questions around this pardon process at the white house and what president trump knew. right now the white house is not commenting. >> caitlyn, thank you so much for that. as barr threw cold water on conspiracy theories about this election, the attorney general said he's appointed a commission to look at the 2016 election. they're looking into whether the fbi broke the law during its investigation of then candidate trump and his campaign associates. durham's work has been known for some time but this new designation of special council, so it leafs him in a strange place to put it mildly. there is no evidence to back the president's claims that the fbi was out to get him deliberately. i found this appointment of special counsel interesting that he did it but he did this weeks ago. did he it on october 19th and we're just now hearing about it even though the attorney general has gone out of his way to talk about durham's work for a long time. he said more would be coming yet he kept this kwie owe the before the election. >> essentially i guess moves this issue into the next administration, right? it doesn't mean that this investigation ends here. it moves it into something that joe biden will have to deal with. >> that's exactly right. pressure is on lawmakers to pass a new stimulus deal. mitch mcconnell working to get support for a new plan even as other republicans are pushing for a different approach and then movement here as well. house speaker nancy pelosi and steven mnuchin spoke for the first time since late ojt in an effort to jump start talks. it is simply as murky as anything out there. if any proposals stand a chance at becoming law before president trump leaves office. >> the one thing we all agree on, we don't have time for messaging games. we don't have time for lengthy negotiations. the issue is we want to get a result and i like to remind everybody the way you get a result, you have to have a presidential signature. >> so mcconnell's move there is seen as a rejection of a 9$908 billion bipartisan plan. a draft of mcconnell's plan includes money for small businesses, paycheck protection loans, one month extension of the pandemic emergency assistance program. privately pelosi said chuck schumer made a counter proposal on monday. schumer refused to provide deals for that plan. this has been round and round and round, laura. this is it, we're facing a financial cliff here. in just days people are going to lose jobless benefits, lose rent protection, have to start paying student loan bills again. so really a critical moment here. >> past the hour here in new york. we begin with the big breaking news. united kingdom became the first western country to approve a coronavirus vaccine leaping ahead of the united states the u.k. could start giving people shots as early as next week. let's get right to cnn's max foster live in london with the breaking details. max, pfizer obviously an american drug maker co-developed this with a german company. how did the u.k. beat the u.s. to the punch? >> reporter: well, the u.k. government saying they're the first country in the world to have a clinically proven vaccination. it is the fooipfizer one as you described. according to their independent, very well-respected regulator that this is the first effective, also safe vaccination to go into hospitals as of next week. the injections will start next week. the pfizer factory in europe is in belgium. the first challenge is getting those doses over to the u.k. they have 800,000 on their way to the u.k. currently, we're told, with millions potentially by the end of the year. but they have to be contained in fridges effectively at minus 70 degrees celsius. pfizer developed special containers containing dry ice. that's the first big challenge getting it over here. the first injections will be in hospitals in order of prioritization. it will be those in care homes, workers in care homes get it first. then front line health and social workers and also people over the age of 80. just that group is millions of people. we don't expect a wider inoculation program to go out until next year and the health secretary saying this is a six-month process. it won't be until the spring that we start seeing life getting back to normal, laura. >> getting back to normal. obviously very exciting though we cannot drop our bring in cnn senior political analyst john avlon. >> good morning, guys. >> john, if you're the president, why wouldn't you pardon your kids? rudy giuliani, anyone else in your orbit that you want to protect before you leave office? biden's justice department may not prosecute any of those people, but if you're trump, why would you even take the risk? >> because it's totally unamerican. because we've had 45 presidents and no one's ever felt the need to do this which begs the question why. don't let him get away with some sort of playing the victim because of a hyper partisan culture they create. usually if you attempt a preemptive pardon it's because you think you've done something guilty. this is completely outside of american norms for a very good reason. >> at the same time you have the president undermining democracy by challenging the outcome of this election. now the person in charge of all federal prosecutions, the attorney general stating the obvious. no evidence of widespread election fraud. then this morning the editorial board of the wall street journal one by one debunking the wild conspiracy theories about ballot dumps, poll watchers, voting machines. i want to read you some of it. fighting such claims is like whack a mole. no, pennsylvania didn't count more mail votes than it sent out. no, wisconsin didn't have 89% turnout. no, several states didn't simultaneously quit counting ballots on election night. trump, if he lost to mourdock, what does that tell you about his claims? >> it tells you they're baseless. i like the what cck a mole. this isn't a game, this is our democracy. the sheer sum total of conspiracy theories really does drive home the desperation of the claims that have been made. and yet some people are believing them. u.s. senators may understand the president is lying, but his supporters don't. that's where it gets dangerous. the more the conservative outlets come out and state the obvious, "the wall street journal" editorial board, it starts emphasizing the gravity of reality. >> so, john, barr's now started to speak the truth about the election. we also learned for the first time yesterday that he quietly appointed john durham, this u.s. attorney as special counsel, but he did it back in october and we never knew about it. i find that timing fascinating given this is a man who has repeatedly, really all the time talked about durham's work, talked about everything that he's looking into with the fbi and yet he kept this quiet before the election. >> yeah. well, first of all, i think there's a tendency maybe even on bill barr's part not to try to politicize the election but we see that. this is a consolation prize for the president. so many investigations he has demanded have come out of goose eggs because there's nothing there including the much behind durham report. you basically say this is a troll the administration. this is a trolling move designed to be a political problem for joe biden and that administration coming in. >> it may protect him from getting fired but it's not what the president wanted. the president wanted something before the election. >> that's right. >> that is not what he got. >> nope. this is a little bon-bon to keep him sash she eighted over the next 50 days. >> john avlon, senior political analyst. thank you, guys. to markets, president-elect airport in southern china where they're gearing up to ship a vaccine once it's approved. let's get right to david culver. david, tell us everything. what are you seeing? >> reporter: hi, laura. what makes this unique compared to what we're seeing in the u.s. and the u.k. and other parts of europe is this is not about domestic distribution of the vaccine, this is about global distributions. china already planning to export it. they're not just doing this for goodwill, i can tell you that. it's partly because the companies behind it are going to benefit financially. it's an opportunity for them to repair what many perceive to be a tarnished image after many images of mishandling early on. in either case, we were able to get a look at what that distribution will look like coming from here in shenzhen. you're looking at one of the cargo jets that will soon be taking vaccines that are approved here in china made by chinese biotech companies to the rest of the world. this one is a charter, ethiopian cargo. they're loading up some ppe, facemasks, hazmat like suits. inside however they have built an infrastructure temperature and climate controlled. why does that matter? as soon as they're approved, they have to be kept at a certain temperature from start in shenzhen to finish. for this aircraft it continues onto the middle east. one thing that's important to note is the low kbgo on the sid. that's part of alibaba. normally they're doing goods that people are buying online. think of a.m. ma zomazon but on scale. they are helping with vaccine distribution as soon as they business this morning taking a look at markets around the world. a mixed performance really narrowly mixed in the u.k. and at paris and frankfurt. take a look at wall street. stock index futures leaning slightly lower. stocks rally tuesday to start the new trading month. the dow closed 185 points higher. the s&p 500, nasdaq both record highs there. investors reading the d.c. tea leef leaves. there's talk about stimulus. encouraging some kind of stimulus that may come at the end of the year. vaccines may come quickly. the government calling on pharmacies to administer vaccines to millions of americans. before people can get vaccines some pharmacies are going to need to make big upgrades. vaccines from astrazeneca and moderna require standard refringe rarefrin refrigeration. grocery stores already have storage space. pharmacies need to have ultracold storage units if they store the pfizer vaccine. 99% of pharmacies in the country do not have ultracold freezers. spokesperson for walgreens said the ultracold freezers will be part of the plan to support the vaccines. cvs is going to use pfizer's shipping containers instead of buying its own. storage isn't the only problem. they'll have to manage long lines. some clinics are testing out strategies with the flu vaccine while they await approval from the fda. control of the u.s. senate is on the line in two georgia runoffs. with the stakes that high, the candidates are blanketing the air waves now and breaking records for campaign spending. here's cnn's kyung lah. >> kelly loeffler knows she's lying. >> raphael through the january 5th runoff, crossed $300 million. spending by the incumbents and republican backers topped the democrats by $50 million. the georgia runoffs are far and be away the most expensive senate races since the 2020 cycle. >> money absolutely matters. >> brendan fischer offers this warning. >> voters are exhausted. they've been through a hotly contested presidential race. they just
