pandemic that's been raging for months and the plan is in process. no comprehensive national strategy to report on testing. but the president did have well wishes for ghislaine maxwell the former girlfriend of jeffrey epstein. >> i just wish her well, frankly. i've met her numerous times over the years, especially since i lived in palm beach and i guess they lived in palm beach. but i wish her well whatever it is. >> as for the pandemic, the president said no governor needs anything right now. that is news to many governors in both parties who are clamoring for more testing including opinions other than that. i have always thought of myself as a realist when it comes to this. >> the white house recently tried to discredit dr. fauci as he became increasingly vocal against re-opening parts of the country during a national surge in coronavirus cases. >> hospitalizations in florida have risen by more than a third in just 12 days since the state started releasing daily data. icu bed availability statewide stands at 16%, down from 18 on monday. the southern tip of texas, an official said the death toll is much worse than officially reported. he says the health department is overwhelmed. texas governor greg abbott acknowledging the record breaking situation in the rio grande valley but stopped short of saying he'll allow the county to enforce its shelter at home order. a mass mandate in iowa is the 40th state where there's a mask requirement. texas is delaying their football season until september 24th. indy race fans can get their fix. the indianapolis has accused the chinese and russians for months now of attempting to hack into our companies that were doing research into coronavirus but these are the first federal charges against hackers for doing residents. u.s. military personnel are exempt from local laws, including the disclosure of covid-19 cases. but after a week of pressure from local authorities the u.s. has now said it will disclose all cases among u.s. military bases in japan not just in okinawa. last week it confirmed clusters at two separate base on tiled of okinawa and since then other bases across the country have also reported outbreaks. japan is asking the u.s. to test all incoming military personnel for covid-19 regardless of whether they are showing symptoms or not. >> reporter: i'm in rome, italy where the these are funds sitting in the department of health and human services to be used and so the white house is pushing back on additional funds for testing because they point to these billions of dollars. >> when you look at the delays in getting tests it's counter productive. eight day delays, ten day delays. think about the number of people you're coming in contact with. they need to get this fixed and they are wasting time. it's too far into the crisis to have money sitting untouched for testing and tracing. more trouble with young people flouting pandemic restrictions in the south and new orleans is the latest city to announce its school year will begin online. cnn has reporters across the country. >> reporter: i'm in west palm beach, florida where we got word of a block party of more than 600 people. it took place in palm beach county. law enforcement said that people there were not wearing face coverings, not social distancing. that's the rule here in the county and can't have gatherings of ten more. the county mr. straight oris considering putting in a curfew in that area of the county not the county as a whole. >> reporter: i'm in phoenix, arizona. the state here in state of louisiana is putting plans on re-opening the economy there on hold. the governor says that the state will remain in the phase two of re-opening for at least the next two weeks because he's seen a surge of coronavirus cases across the state. the governor last week issued a mask mandate order and health officials there in louisiana are saying that once again that state is head in the wrong direction. >> reporter: i'm athena jones in new york. state of vermont must be doing something right. the governor says the state now has the lowest coronavirus case count in the country. there have been no deaths from covid for 30 days and very few hospitalizations. just three people admitted to hospitals on monday. no plans for a maverick mandate any time soon the governor said because the numbers aren't alarming enough to require one and vermonters are wearing masks on their own. colleges and universities are planning to have students back on campus in the fall. >> thanks to all of our correspondents for those updates. angry shoppers are mad at being asked to wear a mask in public are harassing front line workers in stores and restaurants and because of those confrontations home international monetary fund said it could undo years of progress for women. >> the chinese say they were served an eviction notice from a consulate in houston. documents burned overnight. a dramatic escalation as the u.s. and china battle over hong kong, huawei and so much more as cnn ivan watson is live for us in hong kong. ivan, what more do we know about what happened here? >> reporter: this does come as quite a surprise. the first indications that soefgs up were when houston fire department and police were summoned to the chinese consulate in that city, responding to reports of smoke and documents appeared to being burned inside, in the courtyard of that building. hours later chinese foreign ministry announced and condemned what it says was an order from the u.s. government to immediately close that consulate. take a listen to what the foreign ministry spokesperson had to say. >> translator: it violates international law. basic norms. the agreement between china and the u.s.. china strongly condemns such an outrageous and unjustified move which will sabotage u.s. and china relations. >> reporter: in fact, the u.s. has quote directed the closure of the consulate general in houston, quote in order to protect american intellectual property and americans private information. so it does appear that this has happened. it is clearly another sign of the rapidly deteriorating relationship between the world's two largest economies, and frankly reporters here in hong kong we're having a hard time keeping up with the new sanctions and measures and criticism being lobbed from washington at beijing on pretty much a daily basis. we do not know if this decision has been linked to the unsealing of department of justice indictments against two chinese hackers on tuesday who were accused of breaking into american companies and trying to steal intellectual property with the accusation that this has been a state backed operation done out of the chinese city promising results this week from the oxford vaccine trial the first indicators whether it could work could come from south africa where it's being put to test in a middle of a coronavirus surge. david pandemic that's been raging for months and the plan is in process. no comprehensive national strategy to report on testing. but the president did have well wishes for ghislaine maxwell the former well whatever it is. >> as for the pandemic, the president said no governor needs anything right now. that is news to many governors in both parties who are clamoring for more testing including opinions other than that. i have always thought of myself as a realist when it comes to this. >> the white house recently tried to discredit dr. fauci as he became increasingly vocal against re-opening parts of the country during a national surge in coronavirus cases. >> hospitalizations in florida have risen by more than a third in just 12 days since the state started releasing daily data. icu bed availability statewide stands at 16%, down from 18 on monday. the southern tip of texas, an official said the death toll is much worse than officially reported. he says the health department is overwhelmed. texas governor greg abbott acknowledging the record breaking situation in the rio grande valley but stopped short of saying he'll allow the county to enforce its shelter at home order. a mass mandate in iowa is the 40th state where there's a mask requirement. texas is delaying their football season until september 24th. indy race fans can get their fix. the indianapolis 500 will open at 25% capacity and require facemasks. >> despite critical shortages in coronavirus testing, supplies and labs and turn around the trump administration is still sitting on billions of unspent. more money in the hands of americans. senate republicans plan too include a second round of stimulus checks in the next relief package. specifics about how much and if you qualify is an open question. senate majority leader mitch mcconnell said the next package will come in around a trillion and include $105 billion for school re-opening and ppp payment for hard-hit businesses. there's a rift between senate republicans and the white house. senate republicans are cool on the president's demand for a payroll tax cut. the white house is cool to more money for testing and tracing and white house is pushing to tie education money to the re-opening of skoopgs. senator ted cruz threw cold water on the looming proposal. >> my message to my colleagues is simple. stop spending money. as that recently announced they were doing research into a coronavirus vaccine. as recently as may, he was going after another california company that was developing coronavirus testing kits. china is determined to use every means at its disposal including the test of intellectual property to degrade the united states economic, technological and military advantage. >> reporter: the u.s. government has accused the chinese and russians for months now of attempting to hack into our companies that were doing research into coronavirus but these are the first federal charges against hackers for doing any type of this work and the most serious accusation to date. guys, i wouldn't hold your breath for an extradition any time soon. the u.s. has levied similar charges against chinese nationals in banning all travel across the entire nation. >> reporter: i'm in tokyo. more cases of covid-19 at u.s. military bases is adding to fears that servicemen could be spreading the virus among local residents. u.s. military personnel are exempt from local laws, including the disclosure of covid-19 cases. but after a week of pressure from local authorities the u.s. has now said it will disclose all cases among u.s. military bases in japan not just in okinawa. last week it confirmed clusters at two separate base on tiled of okinawa and since then other bases across the country have also reported outbreaks. japan is asking the u.s. to test all incoming military personnel for covid-19 regardless of whether they are showing symptoms or not. >> reporter: i'm in rome, italy where the health minister declared italy is quote out of the storm when it comes to the global pandemic. now italy was the original epicenter for the pandemic outside of china logging more than 244,000 positive cases and 35,000 deaths for this country of just 60 million people. . the health minister said it was due to the sacrifices made by the italian people which included a very, strict lockdown and these are funds sitting in the department of health and human services to be used and so the white house is pushing back on additional funds for testing because they point to these billions of dollars. >> when you look at the delays in getting tests it's counter productive. eight day delays, ten day delays. think about the number of people you're coming in contact with. they need to get this fixed and they are wasting time. it's too far into the crisis to have money sitting untouched for testing and tracing. more trouble with young people flouting pandemic restrictions in the south and new orleans is the latest city to announce its school year will begin online. cnn has reporters across the country. >> reporter: i'm in west palm beach, florida where we got word of a block party of more than 600 people. it took place in palm beach county. law enforcement said that people there were not wearing face coverings, not social distancing. that's the rule here in the county and can't have gatherings of ten more. the county mr. straight oris considering putting in a curfew in that area of the county not the county as a whole. >> reporter: i'm in phoenix, arizona. the state here in a real crossroads. some numbers on covid-19 looking pretty good. the high number of cases starting to come down. the retransmission rate if i get it how many people do i give it to is coming down. that positivity rate still very high. arizona leading the country at about 23% of those who get tested test positive for the virus. that's over a seven day period. all of this as the state is wrestling whether or not to open up schools in august as much as parents want their kids back in school many arguing that if do you that all the gains they made these fragile gains they made in the last couple of weeks will disappear if you shove tens of thousands of students and teach nears to close quarters in classrooms. >> reporter: i'm ed lavandera. a resurgence of coronavirus cases in the state of louisiana is putting plans on re-opening the economy there on hold. the governor says that the state will remain in the phase two of re-opening for at least the next two weeks because he's seen a surge of coronavirus cases across the state. the governor last week issued a mask mandate order and health officials there in louisiana are saying that once again that state is head in the wrong direction. >> reporter: i'm athena jones in new york. state of vermont must be doing something right. the governor says the state now has the lowest coronavirus case count in the country. there have been no deaths from covid for 30 days and very few hospitalizations. just three people admitted to hospitals on monday. no plans for a maverick mandate any time soon the governor said because the numbers aren't alarming enough to require one and vermonters are wearing masks on their own. colleges and universities are planning to have students back on campus in the fall. >> thanks to all of our correspondents for those updates. angry shoppers are mad at being asked to wear a mask in public are harassing front line workers in stores and restaurants and because of those confrontations home international monetary fund said it could undo years of progress for women. >> the chinese say they were served an eviction notice from a consulate in houston. documents burned overnight. a dramatic escalation as the u.s. and china battle over hong kong, huawei and so much more as cnn ivan watson is live for us in hong kong. ivan, what more do we know about what happened here? >> reporter: this does come as quite a surprise. the first indications that soefgs up were when houston fire department and police were summoned to the chinese consulate in that city, responding to reports of smoke and documents appeared to being burned inside, in the courtyard of that building. hours later chinese foreign ministry announced and condemned what it says was an order from the u.s. government to immediately close that consulate. take a listen to what the foreign ministry spokesperson had to say. >> translator: it violates international law. basic norms. the agreement between china and the u.s.. china strongly condemns such an outrageous and unjustified move which will sabotage u.s. and china relations. >> reporter: in fact, the u.s. has quote directed the closure of the consulate general in houston, quote in order to protect american intellectual property and americans private information. so it does appear that this has happened. it is clearly another sign of the rapidly deteriorating relationship between the world's two largest economies, and frankly reporters here in hong kong we're having a hard time keeping up with the new sanctions and measures and criticism being lobbed from washington at beijing on pretty much a daily basis. we do not know if this decision has been linked to the unsealing of department of justice indictments against two chinese hackers on tuesday who were accused of breaking into american companies and trying to steal intellectual property with the accusation that this has been a state backed operation done out of the chinese city promising results this week from the oxford vaccine trial the first indicators whether it could work could come from south africa where it's being put to test in a middle of a coronavirus surge. david
