>> reporter: well, the reaction in the region as christine just said was absolutely miraculous. near miraculous according to the south korean president moon jae-in. it really is. here in seoul this is this palpable relief that the south korean government managed to get this over line. it's always been about a meeting between the u.s. and north korea. there's also going to be a summit between the two korean leaders. this is the really big one. there is relief here but also tempered with realism. interestingly, we had japan, the japanese prime minister shinzo abe was speaking. abe says we've got to continue to put this maximum pressure on. this had economic noose around north korea stays while we lead up to and during these negotiations till we see some concrete movement about that plan agreed also by the u.s., also by south korea. the sanctions all stay in place. the australians are saying we hope that there's good faith in these negotiations but we have been down this path before. north korea has spoken, has tried to speak, tried to do deals. they ended in failure. north korea didn't get further towards denuclearization. it's going to take something extraordinary to push it beyond that into when you consider in recent weeks, there was talk of a military strike on the north. there was talks of the north selling chemical weapons to syria to finance their nuclear program. then consider the history of statements between these two world leaders. take a listen. >> there's a 10% or a 20% chance that i can talk him out of those damn nukes because who the hell wants him to have nukes. >> north korea, best not make any more threats to the united states. they will be met with fire and fury like the world has never seen. >> rocket man is on a suicide mission for himself. and for his regime. >> are you willing to engage in phone talks with kim jong-un right now? >> sure. . >> of course, kim jong-un had his insults for president, dotard among the many things. can these two erratic leaders put aside hair differences? >>. >> when you see those clips there, it makes you realize what a monumental move in this is what, a complete flip this is on both sides. trump prides himself on the art of the deal. this is not personal, this is business. this is the way he's seen his dealing with kim jong-un. kim jong-un it's been said the reason is that these sanctions are hurting. he's looking at his own legacy. he wants to be seen as a statesman, as a world leader who can meet donald trump on the world stage. remember, his father and his grandfather wanted to meet u.s. presidents. it never happened. this time it is going to happen. but there is an ocean between them when it comes to what they're going to actually agree to because is the u.s. really going to give up its alliance with south korea? indeed. here's an interesting point for you. this is the, as you say, the first time there would be a summit between these two. kim's father and grandfather were both pushing hard for a meeting with respect to u.s. presidents which never happened. you would think this is seen as a coup in north korea, as well. but there is no mention in the latest bulletins in north korea about this meeting taking place. which is interesting. we are getting pore details on other parts of the meetings between kim jong-un and the two envoys from south korea. makes fascinating reading saying that kim jong-un is aware of the labels he's been called by donald trump. little rocket man, et cetera, et cetera. he was making a few jokes about them to the envoys there. they said it was a very, very relaxed time, meeting and meal with kim jong-un. the booze was flying by all accounts and it was conducted in very good spirits. a little bit of insight into that meeting which led to had historic agreement between the two. there has been some really eyebrows raised about the fact that donald trump agreed without any preconditions. a lot of people say a meeting with the u.s. is a carrot. to get to that meeting with the president, you have to make a few concessions. nothing has been made here at all. the administration says well, you've got two people meeting each other who can make decisions. it doesn't matter about the precon conditions. you've got to two people who can get things done. there's been nothing where it would be held. suggests it might be in the dmz. some suggest it may be in a completely neutral country, switzerland. kim jong-un was in boarding school in switzerland. it's been used for these sorts of meetings before, the u.s. and ussr, for example. we don't know and maybe the u.s. might put the conditions on where they meet as a way of starting to get om action from the kim regime, dave, about denuclearization and verifiable stuff north korea needs to do. >> to your point, we don't know the where or who. who could do this negotiation? we have no real diplomat in the region capable and familiar with the north. what's the reaction in the region this
