Cleared. Again, dozens of protesters gathered outside the Police Department today demanding justice and calling for change. These protests reignited after a u. S. Justice Department Report accused the police and courts in ferguson of racial bias. Meanwhile, there was violence wednesday night. Someone shot two Police Officers both who are out of the hospital now. But authorities are now on the hunt to find out who did it. Lets go straight to our correspondent Jason Carroll on the ground in ferguson, missouri. Jason, we understand the crowds have cleared. So the mood is peaceful and calm at this moment, yes . Reporter absolutely peaceful and calm and certainly this is a community that can use some peace and calm for once in direct contrast to what happened last night when two of those officers were shot after a protest here in front of the ferguson Police Department. A cnn source telling cnn that or a source telling cnn that they have that Law Enforcement officials have identified two possible suspects in connection with that shooting last night. So as you can imagine, George Police and investigators are going to be knocking on every door following up on every lead to try and bring those two people to justice. In terms of what happened out here tonight, the lead is that it was peaceful. We had at one point had anybody more than 100 demonstrators in front of the ferguson Police Department. There were chants and they were vocal, but they were peaceful. Earlier this evening, we saw a candle light vigil just down the road here from where we are now. That was peaceful as well. A number of local clergy coming together, wanting to say prayers. Not just for those who lost their lives here in ferguson but also for the two officers who were shot. So lots of good will out here tonight. A lot of people are hoping that it last. Good will is a good thing, certainly after what we saw the other night. Could you also recap on the investigation, where do things stand at this point to find the person or people or people i should say behind the shooting yesterday . Reporter well again, investigators are going to be following up on their leads. In fact, when we were out here earlier, we saw some of the investigators going through the neighborhood. Theyre going to be questioning a number of people doing everything they can. When people think of st. Louis, they think of a big city. But think of ferguson as a small town. People talk here. They talk a lot. So police will be obviously relying on all of their sources to get leads in terms of who these two people are. Theyll be following up to try and track them down. Were looking at these images as were talking what was left on the ground after that shooting whereshoot ing with the officers. What is the latest with them . Reporter they are out of the hospital. Their injuries not life threatening. Certainly when we heard from st. Louis county police chief john belmar, i think he said it best that they were very very lucky. And certainly their families are saying a lot of prayers. They are home. They are in seclusion. Their names not being released. We can understand that given what happened to them. But they are on the road to recovery. Jason carroll live in ferguson, missouri. Thank you for your reporting there. Now we go to Lawrence Bryant a photographer for the st. Louis american. He was on the scene when Police Officers were shot on wednesday night, and he joins us now live from ferguson, missouri. You were the photographer who took the picture of helping officers helping the other officer that was shot. How did the scene and crowd change after those shots rang out . There was a little bit of pandemonium. All the protesters they scattered. Everybody hit the deck. Certainly the police hit the deck and they went into defense mode. You know one other question when people basically scattered, was there a concern that it was coming from the crowd . What were people thinking when this happened . Well really nobody expected that. Again, police they were leaving, the crowd was leaving. Right when like i said it was very peaceful, so nobody expected that to happen. When i say people scattered, like they were trying to leave and get off the lot, it did not come from inside the protest, though. I understand. People who come out to protest, obviously they have a message. They want the message to be heard. But when this happened and when you got that photograph that really tells quite a story, what was the mood there . Were people worried about that Police Officer . I think, you know i think people were just worried they didnt want to get shot and they didnt know where it came from. So again, everybody hit the deck and was basically concerned for everybodys life that was out there. You were out there obviously tonight. What was the mood tonight . We saw several dozen people show up in front of the Police Department. What was it like for you from your Vantage Point . It was very peaceful. I was very glad to see that. Especially after last night. Glad that everybody just we did some prayer and it was just very peaceful. I think the city needs that. Moving forward, do you expect there to be more protests . Well people are going to keep protesting until they feel what is just. But at the same time it will always be peaceful. What was the overall reaction there to this u. S. Justice Department Report . When people heard about these cases of racism that were cited, what were people saying the day that report came out . Well, its almost like i would have to say they werent surprised. I mean its a little secret here in st. Louis thats been going on for a while. But i think people just live through it. But after the after mike brown, people just got fed up with everything going on. Its on both sides, though. Especially after last night, the Police Officers are on pins and needles, because they would still like to see more to come from the system. You say a quiet secret but certainly not anymore. Given this report seeing the police chief himself resign. A lot of people watching what happens there in ferguson and around the world. Tell us what youre seeing right now. We just heard from our correspondent that the crowds have basically subsided at this hour. People have gone home. What are you seeing . Its quiet. Traffic is flowing. Thats a good thing. The media is still out here. And i think they were just talking to one of the lieutenants over there. Like i said everybody has gone home and the whole night was peaceful. It was good to see a candlelight vigil there. Like i said people prayed and its going to help the city. If we keep reiterating that its peaceful it will help the city. A Tropical Cyclone there, pam, has reached the strength equivalent of a category 5 hurricane. Heavy rains and strong winds are already hitting. Aid agencies say many People Living in primitive housing in that country are particularly at risk. Lets go now to Julie Reynolds with a first hand look at the Current Conditions there in vanuatu. Were looking at this satellite image. What are you seeing . It seems like the storm is just starting to bear down. Reporter it is. I would say just in the past after hour its gotten demonstrably worse. It just started raining heavily in the past half hour. And the wind has definitely picked up. So this has been a very slowmoving storm. I think it was originally expected to hit early today, sometime this morning. But now its just starting to make its way down here and we can definitely tell the difference. Julie, i want you to describe for us the infrastructure just the area where you live are there a lot of houses and buildings . Is it primitive or is it a fairly modern area where youre staying now . Reporter well the police where im staying is actually the area where im living is fairly well built up. But that is certainly not the case for most of the port villa population particularly for the locals who live here. And were talking about tens of thousands of people who are living in what are totally best described as shanties. A low state of construction corrugated metal roofs, that sort of thing. These are not the type of houses that can stand up to more than your average thunderstorm. So while im fairly confident, im not particularly worried about whats going to happen to me. I do expect flooding but what concerns me are my friends and coworkers who are doing the best they can to baton down the hatches. But theres a real limit to what theyre able to do. So im more concerned about them than for me. Julie, stand by as we look at some of the images you sent us. I want to show these still pictures that just came in. Julie, thank you for this because youre showing us some of these homes that have been boarded up. We get a sense of what the island is like and what youre going through right now. Youre saying that youre most concerned about your neighbors. What is the concern . Do you feel like people for the most part are going to be able to ride this storm out . Reporter well this is a part of the world where this kind of weather is not uncommon. They expect a couple of cyclones every season. But this has been from what i understand from talking to people who have lived here for some time that the last storm of this level of severity was almost 30 years ago, and a lot of people werent alive then so they dont remember how serious that was. Again, i think because it was such a slowmoving storm, we expected it expected something to happen much earlier. So i think a lot of people have been lulled into a false sense of security. They think well, they said it would hit earlier, but nothing happened. So maybe it just went back out to sea or Something Like that. So even as just a few hours ago, you could still see people Walking Around outside and out driving and going and trying to get things from the shop. I dont know how seriously its been taken, at least until now. For you viewers were listening to Julie Reynolds who joins us from port villa. I want to bring in our meteorologist derek vandam. Julie, this is derek vandam here at cnn weather. Weve been tracking this storm very closely, which is by the way, about 200 miles from your particular location. Have there been evacuations . I know this is a very kind of Remote Island chain, stretching up and down this northsouth situated vanuatu islands. But have people been able to evacuate or get away from the coastline and head to Higher Elevations . Reporter yes, i was speaking to a neighbor who has been in contact with some friends on islands further to the north. Of course they interacted earlier and they were able to make their way up to concrete buildings that had been made available for evacuation purposes. So that was a relief to here. And similar buildings are being made available here in port villa, the most heavily populated area of the country. So the need is greatest here. The government has done a good job of keeping people informed and making that sort of evacuation shelter available to those who want it. And people are taking in their friends and neighbors in trying to make sure that we can ride this out safely. We look at this radar. It just looks like a really big storm bearing down on that small island chain. Julie, we thank you for taking time to speak with us. Yeah just the sheer magnitude and size of it. Theres about 85 islands here. 65 of which are actually inhabited and 50 of the population lives on about a dollar or less per day. So you can imagine that the infrastructure there, not really suitable to a category 5 equivalent hurricane. Lets talk about the details of this monster storm. You dont have to look too hard to see just the breadth of this particular system. Were tracking four different cyclones. This one clearly sticks out on our map. You can see the wind streams wrapping around the center of Tropical Cyclone pam. Again, this is the vanuatu chain. The current statistics 260kilometerperhour sustained winds, with wind gusts in excess of 300 Kilometers Per Hour and a very well defined eye. Again, i just talked to julie a moment ago. Shes located near port villa, which is the capital. You can see the eye is located about 200 miles to the north and east. This is going to pack quite a punch. The worst of the conditions are still to settle in for the capital. You can see the forecast winds over the next 24 hours across this area. Anywhere you see that shading of pink or orange they have a possibility of catastrophic damage with this category 5 equivalent hurricane. You can see the wind gusts in excess of 130 Kilometers Per Hour in the nations capital. On top of that storm surge is going to be a major concern. Specifically on the east facing shorelines of this particular line of islands, over the central and southern sections of vanuatu, as it continues to wrap in its clockwise rotation. Port villa, the low tide at 5 26 5 26 local time. Well see high tide right when the storm is expected to be the strongest. Look at the eyewall passing over some of these islands. Well get a brief break in the winds. And george by the way, sometimes when this happens, when eyewalls cross over locations, the sun can come out. It can become very calm and people get fooled thinking the storm is over but the backside of the storm comes through and thats when some of the worst damage can happen. Thank you so much. Welcome back to cnn newsroom. Im george howell. There is a new development out of iraq. More than 40 iraqi soldiers are dead. This after isis blew up an Army Headquarters building. It happened just north of the town of ramadi. Militants dug tunnel underneath the headquarters and detonated ieds. Now three quarters of the city of tikrit is back in hands of the iraqis. About 150 sois fighters continue to hold out. Isis has reportedly accepted a pledge of allegiance from the terror group boko haram. The Islamic State has expanded to western africa and called boko haram jihadi brothers. The spokesman encourages possible recruits to join fighters in africa if they cannot make it to iraq or syria. Cnn again cannot independently confirm the authenticity of this message. Iraqs military has had an intense battle ahead as they try to take back the town of tikrit. Isis has been occupying that town for months and preparing for this fight. Now a new potential partnership with boko haram could increase the groups power. I spoke with our cnn military analyst about exactly what is at stake here. As they were surrounding the city thats one type of warfare. Once theyre now in the streets, theyre going block by block, house by house. They have to do this slowly because you dont know what is in that door when you kick it in. Theyve had months to prepare this battlefield. As we isis dig in in tikrit, were seeing the group expand now with boko haram pledging allegiance to isis. What do you make of that new alliance . This is isis trying to expand its reach all of the muslim world. They believe they are the rightful caliphate and al baghdadi is asking all of the muslims to sw
