Allison chinchar. She has a brand new update on the path and the intensity of dorian, allison, which is very important. It is, yes. Also the direction. Finally some good news to provide. The storm is now moving westnorthwest instead of due west. That may seem like such a nominal thing to point out but its very important because it now means were starting to see that gradual shift off to the north. This is great news for not only people in freeport but also along the florida coast because it begins its beginning that shift away from florida and up the coast rather instead. Now, i want to emphasize this does not mean florida will not be impacted. It just means that were starting to see that northward trend so the landfall across florida is starting to come down, at least the chances. However, because impacts will still be in place, we have hurricane watches, warnings as well as Tropical Storm warnings across the east coast of florida. Mainly due to the fact that the winds are still going to be a large factor here. Because this is a large storm and it is expanding, when you look at this, again, that wind field is also getting bigger. That means that those strong winds will still be impacting the east coast of florida regardless of whether an actual landfall takes place. Looking at some of these numbers, again, 60s, even the 70mileperhour range here on some of these cities along the east coast, and again its going to slide up the entire coast. So everywhere from miami all the way up to jacksonville, youre likely to get some of those strong winds. Heres a better idea. So this yellow color here, those winds are likely going to be 39 to 57 Miles Per Hour. This narrow path of orange here, 58 to 73 Miles Per Hour. But the red area here for places like west palm beach, ft. Pierce, melbourne, the space coast, daytona beach, st. Augustine, even just east of jacksonville, now youre talking winds of 74 to 110 Miles Per Hour. So those gusts are going to be extremely strong and that could likely lead to some pretty widespread power outages. Storm surge is also going to be a big factor. The highest numbers are obviously going to be in the bahamas, about that 18 to 23 feet, but even look at this, stretching from jupiter up towards jacksonville, youre looking at 4 to 7 feet of storm surge in these areas. The track is still about the same. We still anticipate it to just slide along the east coast, not just of florida, but also for states like georgia, south carolina, north carolina. Now, one bit of good news for those last three states, it is expected to weaken some as it slides up there, so your wind speeds are likely not going to be as strong as they will be in florida. However, some of these areas may end up having a greater storm surge threat just because of the direction in which that storm is headed and the direction of the water and wind flow that goes around it. So keep that in mind. While the winds may not be, brianna, as strong for georgia and the carolinas, the storm surge threat and the rainfall threat may end up actually being higher for those states. Wow, take note up on the east coast there. Allison chinchar, thank you so much. Well be checking in with you. I want to turn to my colleague, john berman, who is in Hutchinson Island, florida, and hes already starting to be hit by dorians rain and wind. Tell us what youre seeing, john. Reporter first of all, i was listening to that forecast so carefully from Allison Chinchar because here on jensen beach, florida, we are already starting to feel the wind picking up. Its been a steady, heavy breeze all day, maybe 20 to 30 miles an hour. When the rain starts following, when those bands pass over us, the wind picks up to 50 Miles Per Hour or stronger. One of the biggest concerns here is the storm surge. I think i can give you a sense of it behind me. The water has been coming up this high. You can see where the seaweed is right here. Its been coming all the way up here. The dunes are three feet away from that, right . So if we get a storm surge of 4 to 7 feet, which is what theyre expecting, the water could easily push past the dunes and that is the area of greatest concern now. Allison was saying the hurricane is starting to turn north now. And while that is good news, we are going to get hurricane wind impacts all up the florida coast, everywhere on the florida coast. They need to be prepared and be ready for this, and they are taking precautions. Mandatory evacuations under way in many counties all the way up to charleston, south carolina, as well. Im going to go to daytona beach, florida. Daytona beach might be where the storm gets the closest to the florida coast. There are mandatory Evacuation Orders under way there. Rosa flores on the ground. Rosa, tell us what youre seeing. Reporter right now its nice and sunny and beautiful, but just as youve been saying, john, were getting those outer bands of Hurricane Dorian so every now and then, thats why im keeping my rain gear on because every now and then it will start pummelling with rain, the winds pick up. They are brief but very powerful. Take a look behind me, were seeing high tide right now. Weve been seeing people come along the beach all day long, but as john mentioned, this Barrier Island is under mandatory evacuation. That Evacuation Order was issued as 10 00 a. M. This morning. This is what officials dont want to see, people just hanging out in these areas. But businesses are heeding the warning. Take a look and youll see that they are boarded up all along this beach front. Now, the Evacuation Order is for this entire Barrier Island, its about 47 miles long. Its for all the lowlying areas and anyone living in a mobile home or rv park. Officials here in volucia county are expecting thunderstormforce winds starting tomorrow at noon or 1 00. Now this island is connected to the mainland through bridges. Once the wind speeds increase to 39 miles an hour, those bridges will be closed. And of course we hear this every single time we cover a hurricane. First responders will not be going out during these hurricane conditions, so even if people call for help, there will be there will be no help on the way. Now, heres the other thing that this area is expecting. 4 to 6 inches of rain and also 4 to 7 feet of storm surge. So, john, its exactly what you were describing where you are except here that storm surge, of course, thats why those lowlying areas and the Barrier Islands are under a mandatory evacuation because you just cant control storm surge once it starts coming in. John. Reporter nothing you can do to stop the water. Rosa flores, rosa, thank you very much. I do want to note one thing, which is about an hour ago, this beach was full of people. Not sun bathing but lookylous out here to see the waves and get a look for what dorian is doing to the ocean themselves. Its empty now. Why . I suspect because theyre running out of beach to stand on as the water surges ever closer to the dunes. The other reason is on this Barrier Island they have shut off the water. If theyre going to ride out the storm, theyre doing it without water which is less appealing. Lets go Martin Savidge now who is in vero beach to get a sense there. Reporter john, the weather conditions here are pretty good. The sun has been out most of the day but the surf is really rolling in now and its going to be a clear problem for beach erosion later. Let me show you another problem, people going in the water. These are people just getting back onshore but they have been jumping in and out of the waves there. The storm surge is just part of the problem. Then youve got the rip tides that are out there and the wave action there is really, really dangerous. Its an indication of people not taking the Evacuation Order seriously. The other lesson for Indian River County is if you want to draw a crowd, just declare a mandatory evacuation. All day long people have been drawn to the waterfront here. Now, the reality is that this storm has been forecast for a long time and a lot of people realize that theyre going to get some cabin fever over the next day or so. They want to get their last look into the water. Many of them are not going to stay. They are coming from the mainland, coming over here for a few hours and then theyre going to go back. However, there are several thousand people who live on this Barrier Island. We talked to a few and they do intend to ride it out, even though we know its going to be hurricaneforce winds and the storm surge could overtop the dunes so there are severe concerns. County Officials Say theyre ready. Local people say they have been ready for days. Well see how both cope in the next 24 hours or so. John. Reporter yeah, martin, theres going to come a point soon where you cant go out at all and we hope people heed the warnings for sure. Martin savidge at vero beach, thank you very much. As winds windy as it is here, i nothing to what they have been enduring in the bahamas as dorian just inches at this glacial pace over the islands. It moved so slowly. Patrick oppmann has been in freeport. Weve had communications with him on and off for hours. Moments ago he filed this report. While the wind and the rain just will not stop, it has been hours of this. Late last night, early this morning, first the power went out and then it sounded like a jet Engine Running next to where we were sleeping. My crew and i, jay garcia and jose armigo, we had this amazing view and theyre riding out the storm as well. In the middle of the night you could hear this incredibly loud sound. Let me show you this. This is something ive really never seen with a hurricane because you cant be this close to the ocean. You see the ocean out there. It didnt look like that a couple of days ago. It is much higher today. That doesnt make sense except with a hurricane it pushes the water out and out and out and finally sort of creates a bulge of water. But when the hurricane leaves, the danger wont be over. That water will have to go somewhere. It will rush in here and probably top the barrier between where we are and the beach. Luckily were on the third floor. But it would seem very likely that there could be extensive flooding here. The authorities said expect up to 20 feet of storm surge once the hurricane leaves and that is, as you know, the most deadliest part of a hurricane. They say you hide from the wind and you run from the water. In this case many, many people will not be able to run from that storm surge. Another gust right there. Dorian just is not done with the bahamas. But when that storm surge does come up and if it is 20 feet high, that will cover most of this island. Water has already covered islands that were off the coast that is much more lowlying. There are people who said they were going to ride out the storm there. You just wonder how they are doing. As well the people that are under the category 5 eye of this hurricane and have been there for hours. You can only imagine what that has been like. Dorian has devastated parts of the bahamas and the sad thing is this powerful storm is not done with the bahamas just yet. Reporter all right. A major search and rescue effort is under way off the coast of Southern California where a fire broke out on a dive boat that was anchored off the coast of Santa Cruz Island. The coast guard says at least 39 people were onboard and only 5 have been rescued. Authorities have also said there are numerous fatalitiefatalitie. I want to get there to nick watt. Youre there in oxnard where a coast guard presser just wrapped up. What can you tell us . Reporter as you say, brianna, they say that they are still in socalled response posture, which basically means that they are right now combing the shore of Santa Cruz Island looking for any survivors. This boat caught on fire, sank just about 20 yards from that shore in about 64 feet of water, were told. As you mentioned, five people have been rescued. Lets take a little bit of sound from that coast guard to find out more about those five people. The crew was actually already awake and on the bridge and they jumped off. The rescue vessel was not crew members . Its a good samaritan. Its a person who offered their services to help. Reporter so what we know is about 3 30 this morning pacific time the coast guard got a call that there was a major fire on a boat. No more detail than that. As you just heard, the five crew members were awake, they were upstairs. They managed to jump off the boat and were brought back. We saw them coming ashore. One person on a stretcher, taken to the hospital. One other person with what looked like a sore ankle, a hurt ankle. Two others in tshirts and shorts, no shoes, bewildered, as you would expect and shocked as they were being brought ashore. Brianna, this is now seven hours since this incident and we cannot stress this enough. 34 people, 34 of the 39 onboard are still unaccounted for at this hour. Did they say anything about how they were going to be investigating this or what limitations they may have because of the condition of the ship . As you mentioned, it sunk. It burned down to the water line. Reporter that was a major problem in the rescue effort as well. We heard from the coast guard this morning saying they would put the fire out and it would reignite. The coast guard told us perhaps that was because of the amount of fuel onboard, they did not know. But that meant that rescue personnel could not even get onboard that boat. Were told that they are right now working with the owner of the vessel and the National Transportation safety board is on its way right now. But that is for further down the line. Right now, as i say, they are still trying to find any more survivors and there are 34 people still unaccounted for 20 miles off the mainland coast here in california just off Santa Cruz Island. This was a dive boat. This left Santa Barbara saturday morning. 39 onboard, 34 we still dont know. Back to you. All right, nick watt, thank you so much. For more on this lets talk now to petty officer mark barney with the u. S. Coast guard. Sir, what can you tell us about the current search and rescue operation . Good morning, maam. So right now like captain rochester stated, this is still very much a active search and rescue case. So we are combing the shoreline. We have two vessels from coast guard station, we have coast guard Helicopter Air crews so we have everything that we have in the nearby area to search for these missing 34 people. How far is it approximately from where the conception was moored to the coastline of Santa Cruz Island where youre going to be looking to see if maybe theres other folks you can account for . Unfortunately, i dont have those details with me right now, but what i can tell you is that we are saturating the area, nearby area with a commercial vessel. We are doing everything that we can to not only respond effectively to this case but also communicate with the families of the passengers and crew onboard the vessel so they are informed, kept up to date on whats going on. What kind of injuries are crew members what kind of injuries did they turn up with . Did they have injuries burn injuries . From my understanding of the five people who were able to evacuate off the conception, two of them sustained leg injuries. I dont have any information regarding any burns or anything like that. Have they said anything about how quickly this started . I mean they were awake and had to jump off of the boat. It seems at this point that there were many people who did not have the luxury of time to do that and they were not able to do so. And we understand that. Right now since its an active search and rescue case, we dont have a lot of the information of how the fire started, when it started, how long it was engulfed before responders got on scene. Our primary focus right now is just getting as many people as we can to the area to comb those waters and make sure we can find someone, anything, any sign of life so that we can bring them home to our family. That is our utmost concern right now. Are you getting the cooperation from truth aquatics which owns this dive boat . We are in coordination with the people who are directly involved as well as our partner agencies, the Santa Barbara fire department, Ventura County fire department, vessel assist, the coast guard and any other local responder whos available to get on scene because we a lot of people, 34 people are still unaccounted for. Thats 34 families that we have to contact to let them know the update. So a lot of the information isnt coming out as fast as many people would like it, but we are doing our best to ensure that the families are notified first. Im john berman in jensen beach, florida. This is just one of the many parts of florida that are under a hurricane warning at this point. Just to remind you what a hurricane warning is, a hurricane watch is to brace yourself for the possibility of hurricane conditions. A hurricane warning means expect it. Its coming. Here where i am and all up the coast as far as jacksonville were being told to expect hurricanelike conditions in the next day. The eye itself may or may not make impact on the florida coast, but we are still going to experience hurricanelike conditions here, which means winds higher than 75 miles an hour. Again, from where i am south of here to palm beach all the way up to jacksonville. I want to go to jacksonville beach, florida, now, our Dianne Gallagher is on the ground there. I understand youre now hearing about some evacuations there . Reporter yeah, john, were actually seeing these patient evacuations here at Baptist Medical Center. The ambulances have been lining up right here at this place taking the patients that are here to sister hospitals that are not located inside these mandatory evacuation zones in the area. That went into effect at 8 00 this morning. I spoke with the hospital president just a short time ago who said they have been tracking this hurricane. They started a soft evacuation a couple of days ago, getting some of the patients, more than a hundred there at the time, out. As of right now, john, about 25 or so patients left in the hospital. All of them should be gone by 7 00 p. M. Tonight and thats because thats when they shut down the emergency room to the public. Now, theres still going to be a few members of the hospital staff who ride the storm out in the hospital as long as officials tell them that is safe. Theyre moving their equipment up to Higher Ground to make sure just in case theres any effect from dorian on the hospital, none of that gets damaged. The hospital will remain shut down to the public through the duration of these Evacuation Orders. It isnt just baptist beaches, Baptist Medical Center down in nassau also evacuating their patients. Theyre closing their emergency room at 3 00 p. M. So this is something that these hospitals have to take into consideration, making sure that they keep their patients safe. They try to mitigate any of the stress. But also keep their staff safe as well who are continuing to go to the sister hospitals, john. Reporter thats such an important thing to remind people of. People that work in those hospitals live in that area, they have got to take care of their own families as well. Dianne gallagher, up in jacksonville beach, florida. Youre a day away, a day behind where i am right now on feeling the impact of the storm so its so smart theyre getting ready there at this moment. Im joined now by craig fugate, former fema administrator. Craig, thank you so much for joining us now. I want to tell you, there was something on this beach that i know youll find infuriating. About an hour ago this beach was filled with people behind me looking at the waves trying to get a sense of what Hurricane Dorian is going to do here. Whats the message to the people on the coast of florida that they need to get right now . That youre in the high hazard area. As the storm intensifies and worsens, those conditions can change rapidly. Local officials have been ordering evacuation and thats really what we need people to do is to move to Higher Ground, move out of those lowlying areas. Dont be fooled that conditions may not be severe now, but some of these bands are coming in quite vicious. We expect that to increase. Stay out of these highrisk areas, move to Higher Ground and wait for the storm to pass. Reporter now, i know some 4,000 National Guard have now been deployed, ready to respond as soon as this storm comes through. What else does the federal government, does the state government, do local governments here need to be doing now as this storm bears down . Well, theyre doing it. They have been ordering the evacuations, trying to get people to move out of these lowlying areas, but they have also been staging a lot of rescue teams. Theres a whole lot of teams that are converging on like the convention center, local resources, state resources as well as some of the federal teams. What theyre trying to do is get near where the storm may impact but not in harms way to be able to respond immediately after the storm passes for search and rescue and recovery operations. Reporter immediately after. And thats such a key point, because during the storm, if youve decided to try to ride it out in one of these mandatory evacuation zones, during the storm youre on your own. Rescuers cant come until its safe enough for them to get out and thats such an important reminder. I do want to ask you something because the bahamas are right over there about 100 miles. What they have experienced nearly unimaginable, the devastation and the pictures were seeing are simply terrible. What kind of assistance do you think the u. S. Government can give to the bahamas once the storm passes through . Well, the u. S. Agency for International Development actually coordinates all of our International Disaster response. So the office of foreign Disaster Assistance already had people there working with the bahamian government. Theyll be coordinating whether its dod assets or other assets that they provide. Fema has that mission domestically responding to our territories and our states, but we work hand in hand. While fema is working on the states, they are working to support the bahamian government. Mike, thank you very much for being with us. Youve been getting new data and putting it out every hour now as this storm bears down. Whats the very latest youre seeing on the forecast . Were just getting some data from the air force Hurricane Hunter aircraft flying through the storm. Once we get a full set of data well have another update at 2 00 on exactly how strong dorian is. Theres been some changes in the structure of the storm since last night but this is the first aircraft weve had in the air for some time so well get a really good estimate of how strong it is. Right now the key thing to remember about dorian, its a very powerful, major hurricane. Grand bahama is still experiencing the eye wall and will many more hours. The storm is actually growing in size as we see today and that will expose more people along the Florida East Coast to dangerous conditions, winds and storm surge. Reporter there have been some signs of that northward movement of the storm, but even as that happens, the storm is getting bigger in size. What might that mean for the people in florida . Youre right, the storm is just crawling westnorthwestward now at about 1 mile per hour. As it does turn more northward the next couple of days, as the storm grows in size, that brings those hurricaneforce winds right to the coast here in that hurricane warning area from Jupiter Inlet northward to volusia county. There will be the potential for hurricaneforce winds. A bigger storm means it moves more water around. That win increase the storm surge. Weve extended the storm surge watch all the way up through the georgia coast where were expecting to see 4 to 7 feet of y inundation above ground level and thats whats driving the evacuations that local officials are asking for in those areas. You said youve flown into a storm, so it could be the same storm multiple times, 165 times. Tell us about being in the middle of dorian and how this compares. Thanks for having us on, first off. Glad to be here. Yeah, dorian is a very powerful category 4 storm. Like mentioned, its sort of the same for us every time we go out and fly. Every storm has its own unique personality so you never really know what to expect. But dorian, shes very powerful and shes been holding this very tight eye wall and a really well confined stadium effect the last couple of days. So the crews that are flying in and out of dorian now, daily now, the squadron is on its 13th mission right now. We started in curacao, pulled back to homestead and now everything is flown out of the Keesler Air Force base in biloxi, mississippi. Its a very fun job. Its very thrilling to do this. Its actually incredible to see what Mother Nature has created from the inside and what i callp close and personal with a hurricane thats this powerful. Sometimes its smooth, sometimes its bumpy, you just never know. And it really is beautiful, as you see it. But you must, i imagine, be thinking as youre flying through this storm, you, of course, are actually safe, which a lot of people would look at what you do and think its very scary, but you are very safe. When you are in the middle of this looking at this wellformed eye wall knowing what that means for the conditions, what are you thinking about how that is going to impact people who are on the ground, who will be experiencing this . Right. I do think about that all the time. This is my 19th season flying this storm mission. Ive flown many storms, like i said a few minutes ago, and also ridden out some major storms on the ground. I can tell you, brianna, i would fly through a hurricane any day before id ride one out on the ground if that helps the viewers out there. I can control what im doing in the storm environment in an aircraft, but when youre on the ground, you experience all type of tornadic activity, things like that. The storm surge, thats the number one killer for people out there on the ground. Its drowning by the water. So these storms are nothing to be taken lightly. And what i always encourage people to do is listen to your Emergency Management officials out there on the ground. If theyre telling you to evacuate, you really need to listen. Were ground zero for Hurricane Katrina back in 2005. We experienced about a 25foot storm surge out front off the gulf shore on the beaches. I live up on the back bay in mississippi now and where im at, were looking at about 18 feet of water that came in and had major destruction around. They really want people to have evacuated but if youre going to be here, it needs to be because you live here. They have shut off the water so if you are going to stay, you need to have your own water sources. They want people to start hunkering down because once it starts really raining, which will happen later this afternoon and this evening, its not going to stop. Its going to happen for 24 hours and the winds will pick up at or over hurricaneforce winds. We heard Allison Chinchar say 75 to 110 Miles Per Hour over a large swath of floridas east coast here.
