Dpeering up to take gearing up to take on this pandemic, dr. Fauci said theres progress on that front. I have been in contact with ron klain. Nothing substantive in the sense of plans but Touching Base with me, telling me we will be talking about it very soon now that the transition is in process. The relationship is so critical as the country just saw its deadliest day since may. The president elect plans to address the nation on all of this later today. Just step back and juxtapose them what the current president is doing today, going instead with his personal lawyer Rudy Giuliani to pennsylvania, to do what . Push more unproven claims of voter fraud. Were covering all of the angles this morning. We will begin the hour with rosa flores from miamidade international airport. Good morning, rosa. Despite the cdc saying do not travel, a lot of people are still doing it. Jim and poppy, they absolutely are. Millions of americans are traveling. Just take a look around. Let me show you. I think this really shows the story. You can see there are long lines here. People are Wearing Masks. Some of them are wearing face shields. If you look on the floor, there are lines to allow people to social distance. Now, some people are following those guidelines, others are not. Theyre getting a little too cozy for comfort. But thats the story here, the pictures. This is the most people i have seen at an airport since the pandemic broke to be honest with you. Officials here tell me 261,000 passengers are expected to crisscross this airport during a 12day travel period that they call the thanksgiving day travel period. Thats a 59 decrease from last year but thats still a lot of people who are traveling this holiday season. And medical experts are, of course, recommending for people not to travel. But if they are traveling, jim and poppy, what medical experts say is first of all, have your gatherings outdoors to make sure there is a lot of breathing room, wear a mask, social distance and, of course, exercise hand hygiene. Jim and poppy . Rosa, thats good advice and good advice because it works. Thank you very much. This morning new yorks Governor Andrew Cuomo is warning his state is about to see another major spike in new coronavirus infections, warning that the states hospitalization rate has increased 128 in just the past three weeks. Wow, lets go to our colleague in Staten Island, where they have its just like last summer, they opened a new Field Hospital there. Yeah, they have opened an extra facility because Staten Island is one of those locations that the governor is so concerned about, really sounding the alarm. Were hearing this urgency from the governor we have not heard in quite some time, specifically with whats going on here on Staten Island because they tripled their hospitalizations tripled in the last three weeks. And theyve not seen these numbers in about six months according to state officials. So everyone here very concerned. So theyve opened this extra facility here behind me. Theyre also doing testing here. There are tents set up for people to come and get tested, the drivethru locations. Staten island is one of the biggest concerns for the city and for the state. They are now parts of this area are now under an orange zone, which means Indoor Dining is prohibitive, bars have to shut down, gyms have to shut down and this is even before the holiday begins tomorrow. Theres an increasing concern not just on Staten Island but all across this city that the numbers can just continue to rise and, therefore, hospitalizations will rise and that other areas of this city could see extra hospitals open up. But right now certainly the focus is on here, is on Staten Island where theyre seeing this explosion of cases and the number of hospitalizations, jim and poppy, just continue to rise. I cannot believe we are going through this all over again, shimon. Thank you very much for that reporting on Staten Island. Lets turn now to the cdc and some possible plans to maybe shorten the 14day recommended quarantine. Elizabeth cohen joins us now. Elizabeth, okay, shortened to what, and why . What is this based on . Well, its going to be if they do it, and thats an if, we dont know if the cdc will make this change, but they say its based on changing science. Remember, this is a new virus. We didnt know about the virus a year ago so the science and data keeps changing about what quarantine there should be. If theres a change, lets take a look at what it might be. Right now the quarantine is 14 days. Thats what the cdc recommends. What theyre thinking about is changing it to 7 to 10 days but if and this is a big if you get a test and its negative. So they wont be just changing it wholesale, if they change it, they will be saying get a test around 7 to 10 days. If its negative, then you can get out early. There are several reasons for this. Pt one one of them is people are losing their income because theyre in quarantine. Nobody wants that. If they can make it as short as possible, its good for those people and also it just makes it more likely that people will follow the rules. There are a lot of concern people are not following the rules now. I see, make it achievable and, therefore, more likely to work. Elizabeth cohen, thank you very much. Lets bring in dr. Jay voorhees, Infectious Disease specialist from atlanta. Doctor, always good to have you on. Thank you for having me. Its in the numbers. Were entering a really dicey dangerous period here and in the midst of that, people are still traveling and a lot of places just outright defying the best guidance. Whats the other side of thanksgiving going to look like . Its something that i worry about a lot, jim. I worry the choices made by the general public this weekend will unintentionally result in an even bigger surge of hospitalizations in two to three weeks that can overwhelm many hospitals across the country. Especially in the midwest, many are already feeling underwater and i worry that will result in an unimaginable amount of tragic, preventable deaths that occur over hanukkah, christmas, new years, times we should be celebrating. Im also worried people will be falsely reassured by getting a negative test. I worry people infected sunday or monday who are asymptomatic will get tested today, they will fest negative and not realize theyre infectious to their loved ones and friends tomorrow and friday and will unintentionally cause infections that cause this pandemic to spread, and could result in, again, unimaginable tragedy to our loved ones. What does it say to you that yesterday marked the deadliest day for covid deaths over the last six months, and we have now seen 15 Straight Days of record hospitalizations, knowing that and this is a big qualifier, we know how to treat this better. We know what to do now. We know to wear masks and this is still happening. What does that tell you about how bad it is . What it tells me is our Health Care Workers, i know folks are exhausted. I hear it. But so are Frontline Health care workers. Were exhausted, were frustrated and were scared. At this stage with nearly 90,000 people, 90,000 americans in the hospital now with covid complications, more than any point of this setting, we still amazingly are still struggling with shortages of ppe. This is the same n95 respirator i have been using since march. Every hospital, every colleague i worked with tried to develop safe and effective plans to reuse ppe safely, to try to extend it so our Frontline Health care workers, especially nurses and intensive care units, have what they need to safely care for folks. But were scared. Frontline workers are part of the community too. We know when health care rates go up, infections go up. We say this at the mayo clinic, where nearly 1,000 workers got sick in a 14day period. Poppy, you nailed it. We know what to do. But we cannot just rely on Health Care Workers to do this. We need the general worker to just dig in a little longer through the holidays and 2021 could be so much better. Dr. Varky, are you telling me, youre an Infectious Disease specialist and you only had that one mask available to you for months . Jim, as a doctor, if i needed to get another one, i could. But the only reason why is some of the difficult decisions we made back in march. Every hospital across the country has had to make these difficult decisions. So the irony about it is although were right on the cusp of having these novel vaccines, which i truly believe will be a gamechanger for not just the American Public but the world, were still struggling for n95 respirators and simple things like gowns and gloves. That paradox is something i find completely unacceptable as a physician. It absolutely is. We appreciate you always when you come on, doctor varkey. Thank you very much and have a healthy and safe thanksgiving. My pleasure. Stay safe and happy thanksgiving. Thank you. Still to come this hour three weeks after the election, the white house has now signed off for president elect biden to receive what he should, frankly, the president ial daily briefing, key intelligence briefing. This morning were learning president elect biden will start getting the president s daily intelligence briefing, hopefully, jim, as soon as today. Thats right. Im also told today by a Senior Administration official that facetoface meetings will begin between the National Security council and the biden transition soon. Lets go to cnn washington senior washington correspondent jeff zeleny. Hes in wilmington, delaware,ed with biden team. In his First Television interview since winning the presidency, we heard biden pushing back against the idea his first term will be basically a third term of the Obama Administration. And there are, to be fair, a lot of obama alums hes already announced in his cabinet. Whats his pushback . Good morning, jim and poppy. Of course there are familiar faces from the Obama Administration and clinton administration. Where else would they come from . Thats the point that happens every transition time. I remember back to Barack Obamas transition 12 years ago. There were a lot of people saying these are veterans of the clinton administration. Thats where washington hands come from. That is the point president elect biden is trying to make here, hes really going to hire and nominate people who are steeped in washington experience, to turn the page from this chaotic trump era. We did hear the president elect direct specifically why this term would be different than an obama third term, largely because of the situation surrounding it. Less watch. This is not a third obama term because theres we face a totally different world that we faced in the obama biden administration. The president , President Trump changed the landscape. Its become america first, its been american alone. We find ourselves in a position where our alliances are being frayed. That, of course, is one of the biggest differences here, not necessarily who the faces and names are in the United States but how the world has simply changed in the last four years. How the worlds view of the United States has changed in the last four years. Yes, some familiar faces and resumes, largely elevated to higher positions but so much has changed in the world not just World Leaders but just the sentiment of the u. S. Here. That is one main difference. But theres definitely a burden and the bella hadiden transitio knows they should put some fresh blood in this. But treasury secretary janet yellen has some experienced hands. So thats why joe biden is turning to, not surprisingly, having speft t having spent the vast majority of his career in washington. Jeff zeleny, thank you very much. And President Trump is expected to join Rudy Giuliani, theyre going to pennsylvania, gettysburg specifically. Republican state lawmakers are holding a quote unquote hearing on allegations of voter fraud there. I think its being held at a hotel though, jim. It is. Listen, to be clear, the facts are the state has certified its election result yous, the Trump Campaign lost across the boards with legal challenges, where you cant lie and have to present evidence in legal allegations lets go to john harwood. John, what is he doing . A pr campaign . We had ben ginsburg say this was looking like a sour grapes tour. I think the way to look at this, jim, is the president is putting on a show and hes putting on a show thats designed for his future endeavors, not his attempt to remain president. Thats not going to happen. As you say, hes been laughed out of court in pennsylvania and other states. It was a decisive victory for joe biden. But what the president s doing is trying to ensure that he can rally his base Going Forward. Hes extracting money from his base, raising money for them, and trying to make an argument in case he wants to run in 2024. He wants to exert control over the republican party. This is a president whos never, as you know, jim, had much interest in actually doing the difficult work of being president. Hes pretty well checked out of that now. Hes checked out on the pandemic and what hes focused on doing is using his remaining time and platform and levers of power as president to either harm joe biden, him and joe biden in a policy sense now that the transition is under way. Or to protect his future political or perhaps business endeavors because the 70plus Million People who voted for donald trump, those will be the Touching Base with me, telling me we will be talking about it very soon now that the transition is in process. John, how serious is the chatter in the white house of a pardon for Michael Flynn, the president s first National Security adviser, who by the way, twice pleaded guilty to lying to the fbi . I think its pretty serious, poppy. Again, its of a piece of what i just mentioned, hes trying to protect himself for the future. Remember, Michael Flynn, like Paul Manafort, like roger stone, may know things that leave the president exposed in a legal sense. He dangled a pardon for Paul Manafort while Paul Manafort was going through the prosecution by Robert Mueller. He initially said he would cooperate and then Robert Mueller said he was lying with iz had cooperatio his cooperation. He was withholding the truth from Robert Mueller. The president dangled the pardon the whole time. He already commuted the sentence of roger stone, somebody who hung tough for him. Michael flynn is somebody who pled guilty and was prosecuted but the Trump Justice Department tried to walk back that prosecution. Judge sullivan is holding up that. The other option for Michael Flynn is to get a pardon, which could potentially serve to protect donald trump Going Forward once hes no longer president. And we should note Michael Flynn in recent days has been sharing some of the president s conspiracy theories as well about the election. John harwood at the white house, thank you very much. You bet. The Trump Administration is now giving formal approval for president elect biden to receive, as president s do, the daily president ial briefing. It is about time. Joining us now is the president and ceo of nonpartisan and Nonprofit Partnership for public service. Good morning. Were in a better place than we were a few weeks ago because at leasts transiti least the transition is happening now. But you say theres a bigger lesson for us to learn, we must ensure statutory remedies to make sure the constitution is never again used to uphold this process. What are the holes that need to be put . Thank you so much for this story. This is really important, how a government that needs to stop well and all of the issues you cover from the pandemic and economy are not just depending on a peaceful but effective transition of power. The changes i think need to take place first and foremost to deal what we see happen here is clarity in the statute giving the transition support is really a low bar and there should be really clear metrics around that. When i say low bar, the really important issue here is President Trump could pursue whatever he wanted to with respect to his litigation options. That should never have interfered with the cooperation between the Trump Administration and the Biden Transition Team because whats at stake there is ensuring they can deal, the biden team can deal with these critical problems when they arrive on january 20th. The bigger change that i think is harder and more important is we need to make that process easier. We actually should have fewer political appointees. We have 4,000 of them. 1,200 require senate confirmation. Even if you do this all well, even if you have great cooperation, its a nearimpossible task. We need to make it a task easier. No other office has this Many Political appointments and we dont need them. A president can run the government without Many Political appointments. There are career professionals like dr. Fauci who will be better leaders than Many Political appointments because they stay around longer. It will be better for everybody if we make that change. Speaking to someone in the administration yesterday, they made the point this democracy has really if not the longest, one of the longest transitions, right, from one got to the next one. Granted, it was shortened by amendment, used to be march and now its january. Still, thats 2 1 2 months. Right. Should that be sportenehorte . Why all of that time . I think its a great question and i think the answer is because we have such a difficult system. Its a phenomenally large task, 5 trillion budget, 4 Million People when you count the military, hundreds of operating units and critically 4,000 political appointees. Other countries are largely parliamentary systems so its not as challenging. They typically have shadow governments, people who have already been tapped in place. The biggest change that would make it easier would be reducing the number of Senate Confirmed positions, reducing the political appointee footprint so a new leader like president obama can come in with the core team he needs to ensure the government is working around him but the rest of the government still has the leadership in place already, career people who look to the long term. That would be a way of addressing this. Then i might be up for a shorter transition but in present world, you have nowhere close to the amount of time you actually need to do this right. All right, max steyer, lets hope it makes product. Its in everyones interest. Thank you very much. Thank you very much. Thanksgiving air travel is expected to remain strong this year, despite urgent warnings from the cdc and other health experts. Dr. Anthony fauci said hes worried about what new case numbers will look like in the three weeks after thanksgiving. This as a new poll finds only 61 of americans have altered their Holiday Plans as a result of the pandemic. That is not good news. Not good news at all. Lets go to our aviation correspondent pete mon seini from Reagan National airport, in the nations capital. Good morning. This is baffling to me, fighting what the cdc said. How are they explaining it to you . Things are just going here across the country, poppy. As you know 900,000 people passed through security at the tsa airports yesterday and that means in total 8. 2 Million People have flown since the cdc issued the warning to not travel, a number that can be pushed up by a million more today. Carol he ien caroline ossler sa she could not stay home anymore so she took a coronavirus test and boarded a plane home to kentucky. Its too hard to stay away from the family, especially for the holidays. Reporter its the rational of 2 million americans who will travel by plane, train or car this week. Its a 50 million decrease from last years prepandemic level. But they believe the numbers can be lower as coronavirus surge. Last week the centers for Disease Control said to cancel holiday travel. I understand the risk that im taking, but i want to see my family. Reporter passenger levels are already starting to rise again and set a new record of the pandemic on sunday. This past weekend was the busiest three days at airport since travel cratered. Major airlines are gearing up for more passengers and adding new flights for the First Time Since march. Airline Industry Groups say theyre not encouraging travel, but theyre not discouraging it either. I think its perfectly ethical. We would not fly people if it were not safe. Reporter airlines feel empowered by new research that say cleaning like this, plus heavily filtered air on an airplane and everybody Wearing Masks keeps transmission rate low. Its a layer add approach. Reporter dr. Marcus is on a team of virologists that studied airliners. They find being in a cabin is maybe safer than a Grocery Store but he cautions travelers to plan every step of their trip to reduce risk door to door. Everyone has to make a decision about their own personal risk. Its a very personal decision. Reporter airlines are starting programs to test passengers for coronavirus, but only on limited international routes. For caroline ossler, that means taking another coronavirus test before gathering around the table for a thanksgiving like no other. I think it reaches the point where you have to decide whats best for yourself and how you can best protect yourself and those around you as well. Reporter the tsa said the numbers show not many people are canceling their trips. That means today will be big but sunday will be even bigger. Thats when the tsa thinks all of the people who have left for the holiday could be coming home all at once. Jim, poppy . Boy, crunch times. Pete montine, thank you very much. The vast majority of sitting Congressional Republicans still not publicly condemning or dismissing President Trumps effort to overturn the election. Today President Trump is expected to join his personal attorney Rudy Giuliani in gettysburg, pennsylvania, at an event where they will share again claims of massive voter fraud they have yet to share evidence of. This as most sitting Congressional Republicans remain silent on those attacks on the election. With me now is republican lawmaker, congressman Adam Kinzinger of illinois, who is among the few who pushed back against these claims. Congressman, thank you very much for taking the time with us this morning. You bet. You have been almost uniquely vocal among republicans by dismissing claims among trump and his allies that they havent presented evidence for massive voter fraud in this election. I just want to ask you, why are you doing that . Because its right. You have others like Dennis Riggleman doing the same thing. But the reality is, this moment who you want for president and stuff, yes, it matters, your vote matters. But i think what matters more than anything is just being able to hold the republic and union together. I dont mean to be overly dramatic and all of that. But over time if youre continually told theres conspiracies behind everything, the government is run by a satan satanic kabul, your vote doesnt matter, you feel disenfranchised and that makes for republics to fail. So im very concerned about it for the long term. The fact to this point the leader of the house, ken mccarthy, hes still not acknowledged president elect biden. He has not dismissed these attacks as you have. Is it time for him and other Republican Leaders to stand up and speak out and acknowledge the reality . Yes, i think so. Youve seen people like liz cheney has done it. But i think its important for everybody to understand if there truly is a legal challenge, we all have said the president has every right to go forward with that. But what i have heard is a lot of wait and sees. Boy, all of this evidence of voter fraud. Wait until i show you what it is. Its been three weeks. Besides stuff you see on twitter where somebody now claims for instance bidens only up 4,000 points in arizona, and then find out its not true, the problem is the initial misinformation spreads and correction never does. You cant explain to somebody how a glitch happens in four seconds that it takes to spread a story like wildfire. Yes. Can you help me understand what is driving republican reticence here . The fact is in the election, the president actually underperformed, down ballot republicans, republicans gained seat in the house. Theyre in good position in the senate. Did great in state legislators. Why the fear . So you do see that, by the way. You see a lot of biden republican down ticket voters, not a ton but enough to have the result that you had. I think a part of it is an echo chamber. Too many politicians look at twitter and look at twitter and think thats reality. So if you ever say anything to President Trump, you get mobbed by this crazy crowd. Right and left, by the way, have these twitter mobs as we all experienced. So instead they just want to play kate the m placate the mob and not just push back against this stuff. So eventually they just wait around and square this out but the president himself said he will never concede. Thats really concerning. Because what happens when theres a democratic president who done the same thing, do we have a right to be morally outraged . Probably not at that point. But sometimes its just natural every four years for a president to not concede, that is not healthy. Lets move on because we do in fact have a new president coming in. Biden said in announcing his new Foreign Policy team of course youre on the House Foreign Affairs committee. Youre a veteran. These are very close to your heart, these issues. He said america first, trumps approach to the world, led to america alone. Are there shifts you see coming from the president elect that you welcome . Yeah, i think theres going to be some. Look, i dont know if i agree with the rhetoric on the america first. I guess it depends how you perceive that. I think the most important thing, of course, in the United States is america but what i do want to see is restoration of some of the International Friends that we have, friends and partners, taking on china, for instance, on trade. That was a smart move by President Trump. What we should have done was taken china on from a position of strength with allies behind us that we can all work together. Same thing with nato. He did a great job getting nato to pay more, but we need nato as much as nato needs us. But im very concerned about things like iran and the middle east. And i want to ask you about afghanistan, the president is reducing the u. S. Deployment there to 2,500. The floor, as recommended by senior military advisers, the military number to retain counterterror there. By the way, the taliban is blowing things up multiple times a day now, 4,500, nearly twice that. By reducing the u. S. Footprint so dramatically, does that leave this country less safe . Totally. We can do a half hour segment on things like 2,500 troops, all it does is protect the 2,500 troops. Cant protect counter force. You talk about the psychological wind of isis. And then he puts president elect biden in a position to complete the withdrawal or put troops back in, in which case he owns either result. Its nonsensical. This is rand paul Foreign Policy and its not going to look good in the long run. Final question, biden has said he might consider nominating a republican for a cabinet position. We saw obama did the same thing. Chuck hagel served in his cabinet. If asked, i know its hypothetical, would you consider a session appointment . You would never not consider something that would be very important if Something Like that came. I havent heard anything, have no intention of it. But if it was something magical where you could make a big world impact, of course, you look at it. But my job and my goal is represent the 700,000 people i do. I will support president elect biden when i can and oppose him honorably when i must. Congressman kinzinger, thank you very much for speaking honestly. You bet. Is so you make 100 a month and youre donating your whole check to this . Yes. I get paid to do what i do so why not pay it forward and give it to someone else for a change . Joining us now is the host of this is life, lisa ling. Lisa, its so good to have you. I love seeing projects like this because we have a tendency as a country to discard these people, right . Once youre incarcerated, we dont want to see you. But theyre real people. They are real people, jim. And i found out about what is essentially a book club inside a prison in soledad, california. It happens to be the prison where the most lifers are housed more than any other facility in the state. And its an Elective Program at a prep boys school, Catholic Boys School called the promise school. Young men will go in and read literature for eight weeks during the school year. This obviously happened during covid, although its happening virtually now. Its been going on for four years. I knew i had to tell the story, when i found out about something absolutely remarkable that happened. A couple of years ago, while reading a novel through the belly of the kway, some of the incourse rated men decided they wanted to start a scholarship to fund the education of a young man on the outside to be able to attend the palmas school. So this past year a young man named cy green graduated having had almost his entire education at this elite Catholic Boys School paid for by a bunch of prison inmates. It really is an extraordinary story. The book club itself, you would think that it would really impact the incarcerated men but really the transformation that i witnessed among the young men was incredible. The inmate in this program, they were so candid about their crimes. They were so remorseful about the things theyve done and also had really identified trauma in their lives as young people and how they have been able to resolve it. And by sharing their candor, it essentially gave the young men from the prep School Permission to be able to feel themselves. And they shared things that even some of their own classmate who had known them their entire lives had never known about them. The two hours of show will be like on sunday, it will be about young men getting that permission to feel. And what happens when they arent given that permission . Lisa to that point, its actually backtoback episodes sunday night. The second episode is this rare access you got as a first women ever allowed into this retreat that is just for boys struggling with real serious issues. Thats right. We didnt intend for these two episodes to run together but in some ways they go together because that is sort of the scene. And we all recognize that there are a lot of boys and young men who are struggling right now. I think that for girls, its a lot easier to be communicative, to express their feelings, but for boys, if they experienced any kind of hardship, any kind of trauma that continues to go unresolved, it could impact them for the rest of their lives. In many ways both of these episodes are about that. Lisa, its powerful stuff, meaningful stuff. Thank you very much for joining. Thank you for having me, guys. Folks, be sure to tune in to the all new season of this is life premieres this sunday night at 9 00 p. M. Eastern time only on cnn. Thank you from all of us for joining us today.
