The flu like coronavirus, experts think, that the main way that it travels is when someone sneezes near you or coughs near you or talks near you and sort of inadvertently spits, and so that seems to be the major driver for how its transmitted but the new study that was done in a larks which is important to note, shows that flu can kind of attach to dust particles, tiny dust particles and kind of float around so you dont need someone to sneeze on you. You can sort of run into some of those dust particles. Now, does this really change anything . No, not really. You still should get a flu shot no matter what, still should wash your hands. Does it mean the coronavirus could spread this way . Sure, it means that it could spread this way, but, again, youre going to do the same things. Youre going to use masks, socially distance and also wash your hands, so interesting but doesnt really change what we need to do. Okay. Tell us how vaccine trials are going because there has been a lot of positive progress noted by dr. Faufrpy and others. They are moving along quickly, but are they getting enough folks in the trial to give a fill picture of the population here . Right, and, jim, thats exactly the crux of things. The trials are moving quickly. We know mornd earnas numbers, and they are looking very good. Lets take a being loop. Moderna like all the other trials is aiming tone roll 30,000 people and already in the first three weeks they have enrolled almost 8,400. That means they could get their total enrollment by mid to late september, but theres a huge but here. You cant just enroll it with anyone. It cant just be 30,000 warm bodies. You need to have diversity that reflects who is getting sick from coronavirus so take a look at these numbers. If we look at coronavirus cases in the u. S. , 22 , at least, have been in black people, but blacks enrolled in the trial, thats only 4. 5 in the moderna trial. Now, again, look at coronavirus cases in the u. S. , 33 , a third, have been among latinos, but latinos only constitute 10 of the study subjects in the moderna trial. That is a big problem. They cannot continue with these numbers. They need to up those numbers from minorities. Also im told from the elderly in order to get approval from the fda. Were told by folks at operation warp speed that moderna is moving quickly to make that happen. Jim, poppy . Its its critical that they do. Were going to talk more about that in a moment. Elizabeth, thanks for your great reporting. Thanks. One week into the new semester at unc chapel hill the school is abruptly doing an about face this morning cancelling inperson classes. This is after 130 students tested positive for covid19. Heres the universitys chancellor explaining what went wrong. When things when activities began happening off campus and then bringing some of that back into the Residence Halls, thats where we began to seat positive cases can, and we were surprised at the velocity and magnitude of the spread. Well, that prompted the Student Newspaper on campus, the editorial board, to put out this scathing, pointed headline. Joining us is the student body president at unc chapel hill. Reese, good to have you on. Good morning. I with now have the news this morning that sports are going to go ahead but classes not. Can you explain the decisionmaking there right now. What are the priorities and whats your view of them . The editorial speaks for itself. You talk about being angered and gaslighting and the secrecy of all of this. Thanks for having me on this morning. I would say theres a lot of uncertainty. Throughout this process ive been involved with conversations with the administration and Carolina Community for attempting to bring students back on to campus in the fall. I would say in may when we began and gave us the carolina road map we were optimistic about what cases would look like across North Carolina and across the entire country. You know, when july rolled around and august rolled around the cases were much higher than we originally anticipated, and that was alarming. Students want to be on campus. They want to have that inperson educational experience, and thats now what we were able to have. We saw four clusters across the entire cabinet and students werent necessarily social distancing and upholding Community Standards but at the same time a lot of students were president bush eugert university from the getgo saying this wont be a feasible transition to campus given the extenuating circumstances so its been difficult to balance that. So the issue here, i think the question a lot of us have this morning is, what about all the warnings . I mean, there was the july 21st letter from the chair of the faculty to unc saying, quote, the belief we can safely return to campus with 30,000 students is quickly eroding and just a week later you are the Orange CountyHealth Department which has jurisdiction over where unc chapel hill is saying there needs to be significant changes and that the school should, quote, consider going all online for the first five weeks. Why did the university not heed those multiple warnings . So i its a difficult circumstance to navigate, especially since the board of governors and the unc system schools, all 17 were mandated to return to campus. By whom . Excuse me . By whom, by the governor . By the board of governors, so the unc system is comprised of 17 Public University system schools, and and it it was a mandate deciding that, you know, have to come back to campus in the fall so youre seeing some i think 8 out of the 17 unc system schools still havent come back to campus. Unc, was for lack of a better phrase, a guinea pig for all the students across North Carolina. When you saw 130 students test positive, that should tell the rest of the universities across the system that this is that this isnt the best idea given the rivals cases across the state. How are they explaining now its not safe to come back to go to actual school, right, its a university, but it is safe to come back and play sports . How are they explaining that . Im not sure how they will be able to explain it. I know you saw pac12 and the big ten say they are going to postpone the season until next semester but at the same time how is acc going to be able to make decision to bring people into these communities that are seeing a rise in cases already. Schools in the acc like clemson postponing online courses and schools like the university of virginia which is an institution very similar to the university of North Carolina also postponing classes. I dont know how they will be able to make that decision for over a dozen schools when, you know, just after a week of classes we had to go to an online format. I just have one followup for you, and that is the fact that you were on 60 minutes. I mean, the school was profiled on 60 minutes earlier this summer, and you said on 60 minutes, quote, youre paying these tuition dollars and if youre having online experiences thats nowhere like the Actual Experience youd be having otherwise. Do you share the concern of any of the other students that the University May have placed profit, tuition, funding ahead of safety given all these warnings . Absolutely. Theres been warnings out the entire summer. You know, thats been a discussion both at the University Level and at the system level. Students want the inperson educational experience, like ive said before, but, however, you know, were moving back online right on the tuition fee deadline at unc chapel hill so we need to prioritize the students struggling financially. Yeah. Were transitioning to an online format and we need to focus on the students at risk and most in need right now. Its difficult to navigate when were all online a week coming back to campus. Students got to be careful, too. Got to water masks and social distance. Its on all of us, including College Students. Thanks so much. Thank you both. Now to the race for a vaccine and new concerns as we talked about is that moderna, the Company Behind one of the biggest trials, a multibillion dollar effort, says its struggling to recruit a proportional amount of black and latino participants in phase three of the human trial. With us now dr. Benjamin, executive director of the American Public health association. Its great to have you. The fact that you have an operation warp speed official saying that latinos make up about 10 of enrollment in this vaccine trial, blacks only 4. 5 , a, thats not reflective of their percentage of the u. S. Population, right . And, b, we know that black and latino americans have been getting this disease and dying from it at higher rates. How problematic is it that they are not equally represented in this trial . Well, thats a big problem because we know that getting everybody into the studies will tell us whether or not it works on people of cole or and work as effectively so we need to get more people of color in these studies. Its going to require a lot of work. Okay. So what do you do because youve got multiple issues here. Lets begin with what youve written and talked about and that is the trust issue given the countrys history, look at husband keyingy, look at 0 years of lying to africanamerican men and not giving them penicillin, a cure when they had one, and only apologizing for it in 1997. How much of it is a trust factor . Its a major trust factor, and they are going to have to reach out and have trust in messengers. That the means more physicians, nurses and Health Providers of color will have to talk to the general public. That means communicating to communities where we are which is much more difficult because of us being sequestered in our homes. It means in many ways reaching out in a very, very assertive, aggressive and proactive manner to identify people that could be part of these studies. I know my association is trying to encourage people of color to be part of these studies because we think its very important that everybody is represented if were going to get our hands around this disease. No question, and you bring up the other issue here which is representation. If you look at data from just last year from the association of american medical colleges of all of, you know, the medical professionals and doctors out there, only 5 represent as black so youve got a representation and communication issue, dont you . Weve got a big issue, and weve had that issue for many years. Weve been trying to resolve this since before i went to medical school in terms of getting more people of color into the medical specialties, and and if anything tells us this is one of the reasons we have to do that is this kind of mal representation and research studies. Yeah, you know, obviously theres a big issue here, too, with what, you know, what component of that has been a function of and because of systemic racism, and on that point you have been working so hard towards declaring racism a Public Health emergency. Its something that youve been pushing for and now were finally see it. We saw it first in milwaukee and saw it most recently in the state of michigan where the governor made that declaration, but you say the true test will not just be statements and resolutions by officials. It the will be to walk the talk, not just pass the resolution. How do you do that . Well, thats correct. We have to go back and we have to undermine the structural foundations of racism. That means were dealing with housing segregation. That means were dealing with access to health care. That means with systems that are designed to keep everyone out of the system who doesnt have a lot of money. It means putting people of color in leadership positions so that people in the room that are making those decisions can have the full scope of exare necessary to make informed decisions. I wonder where is joe biden in all this and when will he take center stage and why not more so . Well, you saw the Vice President leading a number of discussions last night on criminal justice issues, on the pandemic, on healthrelated issues. Youll see similar things in the days it ahead and obviously thursday is going to be a big night for the Vice President , and what we saw yesterday was so many folks who know him testifying and Michelle Obama being obviously a major highlight. We need we need a president who has as Michelle Obama said the empathy and compassion, who has walked in the shoes of struggling people. I think last night was a really compelling testimonial. The amtrak segment. Okay. Joe biden treats everybody with the same level of respect. He understands their struggles and understands their hopes and dreams and donald trump is incapable. Donald trump i hope he speaks every night because the more he speaks the deeper he digs his hole. Okay. And what weve seen from all the people is, again, a joe biden who is exactly what our nation needs. I get the character message there, but as you know cnns latest polling shows trump and biden neck and neck in the battleground states. I mean very much within the margin of error there. These are the states that turned the election in 2016. What is your message to those swing voters, the folks who voted for obama in 2012, 2008 and voted for trump in 2016. How are you going to get them to come back in 2020 . Well, we heard from a number of them last night, people who they believed donald trump. They believed in what he said that there would never be a plant closure. They believed him when he said hed have the backs of family farmers and hes had a knife in the back of family farmers. Our message to not only those voters you mentioned but every voter is we need leadership that is competent. Leadership that is empathetic. Leadership that can unite the nation. Leadership that can command respect around the world, leadership that can build back a better america so that our economy gets back on track. The number of deaths weve crosseded 170,000 now, jim, and so many preventable deaths. This president didnt cause coronavirus but his failure exacerbated all these crises. You need leadership you can trust to build us back and bring us back. I get that argument. I guess what im saying here is in 2018 what worked in the swing districts is having moderate candidates with moderate messages about policy issues. It seems like the message in the general is a better response to the coronavirus and character. I wonder which one of those moderate districts you need to win this . Were in the throes of three crises right now, and what the voters are going to be asking themselves when they go to the polls it is who can lift us out of these crises . Who can make sure i continue to have access to health care . Thats the democrats. Thats joe biden. Donald trump is in the Supreme Court trying to do away with access to coverage. Right. Who can build back our economy . Who can ive lost my job. Weve had historic job losses, jim. Joe biden has a very bold plan to build back better. Our economy. Donald trump is presiding over net job loss. The last president who did that was Herbert Hoover so were very, very clear on these Kitchen Table issues of health care and education but the basic one right now is safety. Getting our economy back by fixing this epidemic and this president is incompetent at that. Lets talk about criticism that youre getting from even within your own party. Youre aware of what Julian Castro said, the only latino who ran in this cycle saying there were more gop speakers in the convention this week than latino speakers. What do you say to that criticism . Why not more of an outreach to latino voters . Well, julian is a good friend, and i appreciate everything hes done. I would ask people to look at the list of speakers. We had Katherine Cortez masto and governor grisham. Ill be speaking tonight. Congresswoman alexandria ocasiocortez is speaking. Yeah, we have so many other people like yesterday one of the most compelling speakers, a woman from arizona, who talked about her father and his death, his preventable death, and she said his preexisting condition was that he trusted donald trump. Our our diversity of it our party was on stark display last night and im so proud of that. It will be on stark display all week and joe biden ive worked with him. Ive worked closely with him. Diversity is an operational imperative as well as a moral imperative for joe biden and all the democrats, and you will see our diversity proudly reflected. Well be watching tonight. Reporter well, look, this is a very complicated issue right now, and for so many students who are sitting at home as opposed to being on campus, they can feel the difference, and its noticeable, and according to an Online Survey of more than 13,000 College Students, some 93 of them believe that tuition should be lower if they in fact are learning online. 75 of them say the quality is not the same learning online as opposed to in person and a third have actually contemplated leaving school until they can return while some, well, they are even thinking about suing. So we kind of find out on their website on their frequently asked questions, will we be getting a refund and they said no. Reporter when this woman launched her petition to lower tuition fees in july the new Jersey University announced most of the its fall classes would be taking place online. It seems to be paying such a high amount for something not being used. Reporter shes created a movement for other students like jenny. I think the biggest thing is a lack of transparency. We dont know where this money is going. The pressure from nearly half of the student body ultimately led the school to cut campus fees for semester by 15 . Not enough says jenny. Tuition reduction would be great, but theres the fees are what we are paying for, and if were not going to be here, they be whats the point. Reporter experts like scott galloway, also a professor, say students have a igt rao to be outraged. Universities have raised tuition on average two and a half fold over the last 20 years. Reporter more than 157 of the countrys 5,000 colleges and universities are expected to be partially or fully online this fall and some are joining rutgers in discounting fees. Williams college is dropping tuition by 15 . Johns hopkins, princeton, georgetown, spellman and Clark Atlanta university are cutting tooi tuition by 10 and other students like usc offer their students living at home grants. Interestingly some students will be in Residence Halls at the campus,ings but their courses will be online. Reporter but the majority of schools from state schools Like Temple University and the university of massachusetts system to elite private schools like harvard and stanford are keeping tuition as is. Are you surprises that we havent seen more offer even a small tuition reduction . I think universities have handled this about as well as they could possibly have handled it. Universities have to balance their budgets. Reporter terry hartel, an advocate for Higher Education, says ever since covid19 universities have lost millions. Every institution of Higher Education in the country has suffered losses. Room and board, international students, the hotel, the book store, all of those have just largely tis appeared. Reporter experts also say Higher Education institutions are better equipped for Online Learning than k through 12 schools which could help drive down tuition costs. It is time to lower costs and move education back to what they used to be. Reporter millions of College Students still feel deprived of campus life and depleted in their bank account. I dont think the Financial Wellbeing of a billion Dollar Institution should be compared to the students who are severely struggling. Reporter jim and poppy, is cnn reached out to Rutgers University for a state and heres what they said. The rutgers board of governors took the unprecedented step of freezing tuition and fees for the coming years in recognition of the economic stresses that confront every member of our community, and despite Cost Increases in virtually every area of our operation. So, look, this is a very complicated subject. You see whats happening at unc and colleges across the country that are reopening. Youre seeing the numbers of infections continue to rise among students. These students are asking for a deduction in fees. Colleges say its just not feasible Going Forward and one of the solutions that that expert told us while its not ideal but given the circumstances perhaps students and parents should consider taking a semester off or a year off. Its not perfect. You know, we went to school and campus and we had friends and got to live a life in college that so many students dont and its something thats impacting their lives and their pocketbooks. This is the Senate Intelligence committees final volume into its investigation of russias interference in the 2016 election had. I should note the Senate Intel Committee run, chaired by reapins can a. You may think you have heard it all before. You havent. Theres a lot of important headlines here. Such an important point because these are their conclusions, jim, from the chair marco rubio and the vice chair mark warner and the democrats and republicans on the committee and what they are laying out, folks, is damning, new details in this report. Lets go to our justice correspondent evan perez who joins us now. Lets begin with what it found about Paul Manafort, the former chairman of the Trump Campaign that in their words represented a grave counterintelligence threat. Yeah. Yeah, guys, look. This is like a postcard that reminds us that what happened in 2016 is not normal and no campaign should be okay with some of this activity that this Bipartisan Committee has now found. I read you the section about manafort or part of it. It says, quote, the Committee Found that manaforts presence, Paul Manaforts presence on the campaign in proximity to trump created opportunities for Russian Intelligence Services to exert influence over and acquired confidential information on the Trump Campaign. Of course, Paul Manafort was fired around this time in 2016. He have was in business with constanti constantine kalimnik and then we go to the leaks from wikileaks from Hillary Clintons campaign and the committee looks at some of that information and says, quote, trump and Senior Campaign officials sought to obtain advance information about wikileaks planned releases through roger stone, and at their direction stone took action to gain inside knowledge for the campaign and shared his purported intelligent directly with trump and Senior Campaign officials on multiple occasions. Now, some of this has been muddled over the last couple of years. Roger stone was found guilty of lying to congress, trying to obstruct the mueller investigation. The president has since pardoned him and he says that roger stone did nothing wrong. The president for his part has said, has denied that he remembers any of these conversations with roger stone. Roger stone, however, theres plenty of evidence that was introduced in this trial that indicates that he was actively trying to do this. Right. And, again, not normal. Listen, its a list of things, right . Roger stone was getting advanced warning of wikileaks dumps of stolen information intended to damage Hillary Clinton and then sharing that information with the president according to stone and drafting prorussia tweets for the president , remarkable connections there, but it also goes into donald trump jr. , that famous meeting in trump tower in june 2016 and says that trump jr. Was interested in the damaging information even though he knew it was likely coming from the russian government . Thats right. I mean, you know that we saw the famous email from trump jr. Where, you know, at the invitation of this meeting he says if its what you say i love it. Ill read you a part of what the committee says. The Committee Found evidence suggesting that it was, quote, the intent of Campaign Participants in in the june 9th, 2016 meeting, particularly donald trump jr. To receive derogatory information that would be of benefit to the campaign from a source known or at least by trump jr. To have connections to the russian government. This is obviously the president s son and People Associated with jarred kushner, it all of the people inside this meeting, paul man aforth, all of them new, and at goes that they had the intention to do this. The it should be noted that this report shows no sign of conclusion. The democrats say its breathtaking proof of the level of connections between the russians and the Trump Campaign. And we should remind folks that u. S. Intel has assessed again russia isnt fearing again to help trump. They are doubling down. And hasnt called them out. Has not said the simple words do not interfere in this election. Thats right. Exactly right. Well, evan, good you have to on. A lot to dir gest. Well stay on top of the story. Thanks very much. Lets bring in david gergen, our senior political analyst and former president ial advisers to president s nixon, ford and clinton. David, i was going to have you on to talk about the dnc and i need your reaction having advised republicans and democrats in the white house for decades. Another part of this again bipartisan report of findings from the Senate Intel Committee that is stunning is this, quote, despite trumps recollection, meaning the president , the committee assessed that trump did in fact speak with stone, roger stone, about wikileaks and with members of his campaign about stones access to wikileaks on multiple occasions. Okay. So they are talking about the president there and roger stone who he has now pardoned and now the question becomes what can and what will congress do, right, to stop interference . Its already happening in the 2020 election, and if you look at what the senate has done and has not done when it comes to increasing election security. Your thoughts . Well, its complex. I think everybody should know that this report is almost 1,000 pages long and were just beginning to digest it, but i do think that its important, very important, that this was a Bipartisan Committee. Its something which republicans and democrats and republicans heading up the committee came up at the end of the day with a report which is very damning to the trump administration. They did not find evidence of collusion. They stopped short of that, but what they did find is loads of evidence playing footsie with the russians at a time when the russians were trying to tilt the election towards trump and these folks like manafort and stone were trying to advance the ball and get more dirt on hillary and use it to their advantage, totally inappropriate. It may not be criminal, may not have enough proof on the criminal side but they certainly have enough evidence to show that there were bad dealings on the part of the trump team who were doing things that were totally out of bounds in politics that we havent seen before that do threaten national security. Yeah, and its very important to see this especially just about, you know, were with a week and a half after the Intelligence Community released their assessment of russias, you know, interference and actions when it comes to the current election. Lets talk dnc, david. Your thoughts for tonight as we reflect inthink Michelle Obama, you know, just stealing the show last night for sure. What are your thoughts about what the what the party needs to show on stage tonight . Youre going to have former president clinton and dr. Jill biden and congresswoman ocasiocortez. The democratic party, the moderate wing, moderate wing, progressive wing, they are all together. And putting Bernie Sanders back to back with republicans who came out for biden, showing republicans are moving over. Some republicans like john kasich and others are coming over. They also have Bernie Sanders on board. Think how different this convention was four years ago when the sanders people were stomping their feet and they werent all that thosetic. This time the party is much more united and, of course, Michelle Obama i think one of the other things thats emerged from this is we now have two strong black women with moral authority who are very central to this campaign in Michelle Obama and, you know, is with the Vice President ial nominee. Yeah. That makes a major difference. Its really, really interesting to see. I think youre right. Were out of time. I would point everyone also to read this great piece that my colleague did on cnn.
