Has killed 11,000 people. Were concerned that understates the number. Governor cuomo says the curve could be flattening in the hardest hit area of new york city. He said hospitalizations and icu admissions, or new ones, are down on a daily basis. Of course, the total is still growing but on a daily basis the rate of growth slowing. Dr. Anthony fauci, he is keeping optimism in check, warning that the u. S. May never get back to the way things were before this outbreak, especially without a vaccine. Also this morning a major question. What did they know and when did they know it . This is about reports from a Top White House adviser memo right there, written in january, warning the administration about a pandemic and the potential for millions of deaths. Again, this was written to the president and his team in january. It directly contradicts what the president was saying then and has been saying for weeks. Were on top of all the headlines here and around the world. That includes in london where u. K. Prime minister Boris Johnson, jim, is in intensive care right now. Listen, it shows that really anyone can end up at risk of this. Lets begin, though, in new york. It remains the epicenter of the outbreak here in the u. S. Athena jones is in new york city. Athena, tell us what the latest numbers are there and how officials are reacting to them. Reporter good morning, jim. The latest numbers are showing new york state could be turning a corner. I say could because we have to see if this is a trend, its still too early to say, but the numbers of deaths on sunday in the state of the new york were mostly flat. Nearly a thousand people in new york have died of the coronavirus, but its a positive thing if theyre leveling off. Another positive indication were seeing is daily intubations are down, daily admissions are down and daily hospitalizations are down. That means the number of new hospitalizations. So those are all good signs. Governor cuomo saying, look, we dont know if were flattening this curve yet. We have to wait and see what the data looks like as we move forward. Were waiting to see what comes out of the governors next press briefing about an hour from now. All of this comes as state and local officials, not just here in new york but across the country, are concerned about making sure they have the capacity to care for whatever number of coronavirus patients are coming to their hospitals. Thats why there is a focus of bringing new beds on line, like here at the javits center, 2500 new beds, but also getting supplies and staff. That is something new york has been getting reinforcements of. We know 6,000 n95 masks to make sure workers are able to safely intubate people, put them on ventilator machines, those arrived yesterday. We also know california is giving some back to the federal stockpile so they can use them in new york as they see a surge in cases. A lot of moves are taking place with supplies, staff and also hospital beds to make sure new york is able to handle the surge. But maybe, just maybe, new york is beginning to turn a corner. Another thing, guys, weve been talking a lot about hospitals and the medical system. Ordinary people are struggling, people who were struggling before this crisis are probably struggling even more. Thats why the new York City Department of education is now making three free meals a day available to any new yorker who can pick them up at 400 locations around the city. No one is turned away. The lines we see at food banks around the country, folks never thought they would count on that kind of aid. Athena jones, thanks to you. Police very much on the front lines of this, and as they visit food markets and other public spaces, warning people to keep that social distancing. Nearly one in of the Uniformed Police department are out sick. Thats remarkable that 20 of them have contracted this or are out at least with the symptoms of it. Reporter yeah, that is the number of officers that are out sick, whether its because of the coronavirus or other issues. Theres a large number, obviously, that have the symptoms. Some 2,000, almost 2,000 officers have tested positive. Theres going to be new numbers later today. Those numbers are expected to get higher. The number of sick is probably much higher at this point, and as the days go on, its, of course, expected that a lot of these officers who are patrolling the streets but also go back to their communities where they live. A lot of them live within the five burroughs, a lot of them live within new york city, long island, parts of westchester. So they go home, perhaps thats where theyre contracting it, perhaps its out on the street. That is not clear. At some point the nypd is going to figure na othat out. But it is significant, the number of officers that continue calling in sick, the number that are sick, and its also the civilian numbers of the nypd. Close to 300 civilian numbers have contracted the virus. Despite all this, the department is working, theyre able to patrol the streets. Theyre not seeing any significant decrease in terms of how they can perform their duties. Crime, obviously, is down, so numbers statistics are down for any kind of activity that you would normally see from police officers. All that is down. So, luckily, the one good news is despite these high number of officers we have sick, they still are able to perform their duty. And the other thing is some officers some other good news, having come back to work after theyve contracted the virus. So there are some glimmers of hope here at the nypd, but nevertheless, jim and poppy, this is significant that the numbers continue to climb for the nypd. Shimon prokupecz in new york, thank you very much. Poppy . Joining us now is our cnn medical correspondent, dr. Sanjay gupta. Sanjay, thank you for being with us. The governor of new york says the curve is flattening a bit and the number of deaths and admissions isnt going up. What does that actually indicate to us . Yeah, i think that is hopeful, poppy. I mean, that is the direction you certainly want to see things going, and as we think about this curve visually, it may be more to think about this is a line that goes up, sort of flattens for a period of time but then comes down. That is what flapping the curve means. One thing to keep in mind, and weve talked about this before, the picture were seeing is still a delayed picture between the time someone is exposed to the virus to the time they are tested for the virus, several days can pass. If someone is going to the hospital, it can be another eight, nine, ten days after that. Youre starting to see an image of three weeks ago, roughly, in terms of how things have been. How have we done over the last three weeks . Have we done a better job . Probably. If thats the case, that suggests this curve should stay approxima flat and even start to go down. What it doesnt mean, i think its important to say, is that we cant let up yet, either. These are early numbers, we want to make sure the trend continues and that we dont all of a sudden have a reemergence or a peak again later on. Sanjay, so i can understand here, what does this mean for people who are lucky enough to not have been infected or at least to their knowledge not having been infected . Does that mean we and others like me are less likely to be infected going forward, or does it mean that if we and other members of the population arent infected, it just means they wont all be infected at the same time and therefore wont overwhelm health care facilities, if you know what i mean . By flattening the curve, are you decreasing the area under that curve and the total number of cases . This is the critical point, jim. This is exactly it. You may be decreasing the area underneath that curve a little bit, but that is not really what the flattening of the curve really means. It is more about trying to spread out the rate at which people get sick. Look, this is still a very contagious virus. One person can spread it to two or three other people, as we know. That doesnt change by these measures. It changes in the fact that we social distance from each other and will slow down that rate of transmission. But i think what youre hearing from Public Health officials and what weve seen throughout history is that ultimately a lot of us are likely to be exposed to this virus. It may not happen during the first wave, it may happen a second wave or third wave, but before there is a vaccine, there is a good chance, jim, to your point that a lot of us will be exposed to this. Sanjay, can you talk a little bit about the study we saw this morning . We just had an obgyn on last hour, and it was hopeful for pregnant women that, they dont seem to get any more adverse impact from coronavirus than anyone else, even though theyre immunocompromised. I know its pretty small, but is it reliable to you and uplifting . I certainly do look at these all these studies optimistically but also with humility, poppy, because these are early studies. Part of the reason theyre so small is because we are all dealing with this as a world for the first time. Youre right, you would expect women during pregnancy, because theyre immunocompromised, theyre immunocompromised because theyre trying to basically not have their immune system attack the feet uchltufe. Thats why the body weakens itself. But in this case it doesnt seem to make itself susceptible to the virus. They also dont seem to spread the virus through amniotic fluid as well. Clarissa, what more do we know about the Prime Ministers condition . Questions raised about how fulsomely the government has been sharing information about this. Fulsomely is right, jim. What we know is his condition has not detear ratedeteriorated. Hes in the icu, he is breathing on his own. He is getting oxygen treatment though they were emphasizing to say it was standard and not severe. But very clearly, the mere fact he is in the intensive care unit does underscore just what a serious situation this is. And that has not really been matched by the rhetoric that weve heard coming from 10 downing street who just yesterday were telling us that, you know, everything was essentially fine, this was a precautionary measure, he was just getting some tests because he had these persistent symptoms. Now its become abundantly clear that it is more serious than that. Certainly we havent heard of any improvements in his condition, either. But the good news is that he does not appear to have contracted secondary infection like pneumonia, he is still breathing on his own, he has deputized where necessary, using the words of his spokesman, the foreign secretary dominic robb to take action while hes absent, so to speak. But make no bones about it, there is a lot of the concern here, a localit of anxiety, and think people of political persuasions would like to see the Prime Minister make a speedy recovery. I feel almost 100 better, but a week and a half ago, it was really rough. What was it like to go through . Every symptom that you hear about, i had. My temperature was at 102, i had the sweats, then my teeth were just shaking. I had the chills. Then my entire body ached. And at one point i had no taste at all, you know. There was no taste. I think thats where the weight loss comes from for a lot of people. You just dont taste anything, you dont want to eat anything, and i think that was the worst part. So after that broke, i started feeling a little better and got my taste back, muscles were okay, and i just tried to stay as hydrated as possible. Lets talk about what i think should be described as a crisis in this country on top of this pandemic being a crisis, and that is the fact that more black people are dying from it. Look at detroit. 40 of the deaths there, 41 there now are africanamericans across michigan despite being 14 of the population. Similar story in chicago, similar story in louisiana, similar story in milwaukee, same in mecklenberg county, california. Why do you think that is . This pandemic just magnifies what we already knew. Access to health care, Environmental Issues in certain communities, air quality, water quality. We think about flint and think about my district who has air issues, asthma. Environment creates some of these underlying issues, and then the disparity of treatment. When we talk about health care, its easy to say that its accessible, but to people that dont have a job, a service job that has health care, sometimes they use urgent care or the emergency room as their primary care physician. So what this has done is magnified those issues to show that there is still a huge gap between races when it comes to health care. This is really magnifying it. To your point, a number of u. S. Senators wrote a letter to hhs on march 30th, and i just reread it this morning, but pleading with hhs to start collecting and then distributing data in terms of racial and ethnic Demographic Data in terms of contraction and treatment and deaths for covid in order to address racial disparitiedispar. Weve reached out to hhs and have not heard back yet. Do you believe hhs should be collecting this, and if they are already, distributing it . Absolutely. I think that we need once this is over, because were in the middle of something right now, and the moment this is over, we need to drill down, look back and say, what could we do differently . We have a lot of work to do in this country. Finally, when you talk about health care workers, the Henry Ford Health care system there, which is huge across michigan, 734 of their Health Care Professionals this morning have contracted covid19. The ceo says procuring daily supplies for those staff is a, quote, daily battle. The governor talked about this again just yesterday, saying theyre dangerously low on ppe. What is your call to action to the federal government, to anyone who can help at this point in time to protect those Front Line Health Care workers in your district . Anyone who is listening, anyone who is watching, anyone who has the resources, we need to get it to the hospitals first. Because if we have too many people that contracted that are working there, who is going to help the people who need it . I think theyre the top priority, period. Our police and fire we need these people. We need these people to do their jobs to save lives. So whatever they need, we need to get it to them as soon as possible. No question. The governor there, others tried to institute limitations so that people werent risking their lives by going to vote. Extending voter access, extending online voting, they were blocked by the Supreme Court. Yeah. Look at this video. This is whats taking place at a polling location in milwaukee just last hour. Look at that line. Blocks and blocks and blocks long. The primary here was forced to press forward after a lastminute Controversial Supreme Court decision. Omar jimenez joins us there. Good for them, theyre staying six feet apart, but talk to us about what led up to this. It was a real push in the executive order and then finally the Supreme Court said, no, this is going ahead. R. Reporter it has been a chaotic week in regard to getting this election going. For starters, that video you saw is a video i took just walking behind the line. They typically have 180 polling places. When you talk about how we got here, this started policywise last week. A federal court order extended the election day basically until april 13th. That is up until the amount of time that you could count the actual ballots. So that was the beginning on the legal side. Then yesterday what we saw from the Supreme Court, the u. S. Supreme court, is that basically these ballots had to be postmarked by today to be counted before april 13th. So, basically, if that absentee ballot is not postmarked by today, it wont count even if ballots are being counted by april 13th. The reason that is so crucial is that weve seen over a million absentee ballots already requested here in wisconsin. Thousands of those absentee ballots have been requested but wont be received in time just partly because of the chaotic nature and the magnitude of requests by the time this election day is over. Which means for those thousands of voters, they have to choose between whether they want to risk their health potentially and come out here and vote in person or not vote at all. And thats just on the absentee voting side. The politics side there is a whole different side where the democratic governor here, tony evers, wanted to delay this election, so he went to a special legislation over the weekend. They shot him down. Yesterday he issued an executive order delaying this election until june 9th, after which the republicanled legislation immediately appealed to the state Supreme Court here, also republicanled. They voted along party lines for the vote to continue, and now here we are with long lines at polling places, at least here in milwaukee. They were just trying to keep voters safe, right . From your position, whats the most important thing or things youve learned about the virus since the beginning . So weve had an opportunity to serve our nation in many different ways. Our interest in Health Security and biocontainment actually goes back 15 years. We cared for ebola patients back in 2014. So when we were asked to repatriate americans from wuhan and ultimately a large cohort of individuals from the diamond princess, we willingly agreed having a completely setup unit, welltrained staff, adequate supplies and equipment. But we also had the opportunity to study these individuals, to look at the transmission of the virus, to begin important Clinical Trials and also to ask very important questions about how to care for these patients in terms of personal protective equipment. Fortunately weve been able to take this information and share it widely, initiate a number of important medical education trials, and work very closely with our federal partners, state partners and others to try to use our resources as effectively as possible. What you have seen is just so fascinating to me because you guys have been on the front lines of this, those patients arriving in the middle of the night on the tarmac there to your doctors just at the start of this in the u. S. Can you talk a bit about the nih Clinical Trial youre running right now for covid19 treatment, and that is a trial of a drug called amdisiver, i believe. We started with this cohort of people from the diamond princess. S some of them were sick enough to be hospitalized and treated. Im told we should have some preliminary information back from the review panels as early as in the next several weeks, maybe even sooner than that. It just gets to a very important point that there needs to be some science around both the safety and the efficacy of these medications, and while emdesiver does look promising, well know in the days ahead. You have politicians touting antimalaria drugs where the experts, like dr. Fauci, cautioning real caution on these given the effects not proven as well as the fact that other people depend on these medications to treat their existing conditions. Whats the right message on Something Like an antimalaria drug as a treatment for covid19 . All of these drugs, even the very best of them, have side effects, complications and they also have tremendous benefits. Thats why putting some science around this is always useful. Initially what prompts the research is that people have what i would call an anecdotal experience. They tested it because its been useful in other areas, and they see, wow, it seems to help one patient, two and five, and indeed there is some preliminary information that the antimalarials are effective, at least in a very limited series of studies. Hopefully well have some very well done scientific stuld dedi the near future. These particular drugs have some side effects, so we want to be sure we use it at the right time in the right folks. Can i ask you what the governor there said, governor ricketts. A few days ago he was with jake tapper on the 29th of march. I think we have the sound. Do we, guys . Listen to this because jake asked about rural hospitals. With regard to these rural hospitals, they already transferred patients today based on their ability to be able to handle it. Its a practice thats already in place that if a hospital has a case that they dont feel like they can give the proper amount of care to, we make an arrangement to transfer to a different hospital. Is that a fullproof solution right now for hospitals across nebraska with no icu to just airlift people or take them by ambulance elsewhere when some of those other hospitals could be flooded with patients . Sure. Well, at the moment were not flooded, and it is a durable solution, and it has been for many years. Think trauma and other sorts of things that we see as the academic Medical Center of the state that we care for. Youre right on. Its all going to depend on capacity. As long as we have capacity, were very willing to help in any way to educate, work with supplies and equipment, train individuals to the best of our ability and transfer patients. But if we get overwhelmed, well have to think long and hard about how durable and sustainable that might be. Thats a question weve been thinking a lot about in terms of rural america. Navy. Initially we saw the remarks of mobley, and its the same crew that gave officer crozier a really big applause sending him off. We saw when the remarks became public, mobley defended them, said he stood by everything he said, then just hours later he issued this statement of apology, apologizing to captain crozier, to the u. S. Navy and the members of that ship. The reason he apologized was he was offerrdered to do so by the secretary mark esper. It also came after his ouster was requested, and President Trump said he was going to step into the dispute between mobley and captain crozier, praising captain croziers record, saying he was going to fix the situation. The mayor boston is now recommending an overnight curfew for nonessential workers. This as the number of cases in boston soar around the state. Im joined now by boston mayor marty walsh. Mayor, thanks so much for taking the time here. Boston had been to date relatively unscathed, certainly not to the degree of a city like new york. As you see the numbers rise, is it your position that boston is on the steep side, the early side of the curve, as they say . By looking at the numbers, i would say the answer to that question is yes. We have 235 cases of coronavirus in the city of boston, and in the last three days, 33 of those have been diagnosed. So were starting to see that spike happening. Its really hard to manage these numbers a day at a time. You cant really tell. But i want to err on the side of caution, if you will, as we make some really difficult decisions here. I wonder, because youre hearing some glimmers of hope from other places that got this early and instituted those bans of social distancing early. I wonder as leader of the city, are you concerned about folks getting ahead of themselves to some degree. Hey, things are slowing down in new york, that means i can go out again, run to the grocery, et cetera, social distancing. Are you concerned about that . I am concerned about that. We watched the report on cnn and a lot of states are optimistic about moving forward with the policies they have, making sure they have hospitals and supplies and things like that. As we watch this virus take place around the world, it spikes at different times. Were starting to see numbers level off in some places. This is not the time to lax on any rules as far as stayathome orders or any curfews or not taking precautions. Were in this for the long haul and this is going to go on for several months here in the United States, and i think we have to be very careful. Im trying to let residents of boston know on a daily basis that the dips in the numbers, they dont really mean a lot right now. What it means is until the experts and the scientists and the doctors tell us that the fear of coronavirus is over, we have to be very cognizant of that and do everything we can to prevent an increase or a spread or a spike later on down the road here. Dr. Anthony fauci certainly echoing that sort of caution. I want to get to the issue of testing here because this is so central to this. A month ago the president said anyone who wanted a test could get one. Now hes saying that hospitals need to do their own testing, in effect, passing the buck on to them. I just want to ask your reaction to that, but also does boston have anything near the number of tests it needs at this point to get a handle on this . First of all, i think the inconsistency coming out of washington ain messaging is really bad. I try to remain as consistent as possible with the messaging im giving to the people of boston and our governor is doing the same here in massachusetts and governors around the country. Thats an important piece. The second piece is we would like to have the opportunity to have tests available for anyone who wants them. A lot of people are concerned about that. We have increased our testing and weve gradually seen an increase over the last two and a half weeks. We really need to continue doing mass testing for folks. If we want to get to the other side of this virus and we want to say were free of it, if you will, mass testing is going to have to happen. Not just in hospitals but Health Centers and Testing Facilities so there is no question that the federal governments ability to get more tests to the cities and states around the country are important.
