Tariffs on steel and aluminum from u. S. Allies. The head of the chamber of commerce estimates these tariffs could put 2. 6 million u. S. Jobs at risk. Our chief Business CorrespondentChristine Romans is here to break it all down. Lets begin with the jobs report. It was another real good number here. This was good, a power house jobs report indeed that Shows Companies are hiring. What we hear from Many Employers is that they are looking for workers, there are about 5. 5 or 6 million open jobs in america right now, continuing this amazing recovery. 3. 8 is the lowest since 2000, but it matches the lowest since 1969. For many americans, we are right here at the lowest Unemployment Rate in their lifetimes. You can see what that trajectory has been like since the financial crisis. We finally have good momentum in the economy. 107 months now of job creation, thats a record in the american economy. We saw jobs in retail, we saw jobs in health care. Every month i tell you this, these are jobs across income spectrum. And in manufacturing, there has been a bit of a comeback in the Manufacturing Sector over the past few months, in fact the past couple of years. The question is will tariffs start to wreak havoc with these numbers . We cant say that for sure. Right now all we know is these job numbers look good. Wages up 2. 7 . Thats a little better than weve seen lately, poppy. Its a good jobs report. The tariffs on our allies. One of the most striking headlines this morning that i saw was that we have now levied higher, more tariffs again our allies than against china. And thats what some folks are saying is misguided about the white house policy here. You have mexico saying it is prepared to levy tariffs on pork, fruit and cheese. The eu is saying theyre going to go after denim, bourbon, motor cycles, these Great American products. Canada is saying it will give the same kind of tariffs right back and the canadian prime minister, justin trudeau, saying how can canada be a National Security risk to the United States when canada is supplying the very products to make american tanks and bombers. They just dont understand that and quite frankly, our friend and allies are angry. Chamber of commerce, not the Commerce Department at all, the chamber of commerce has this estimate that some say is a worst case scenario. If these trade actions all go through, these are the kind of jobs would be loss, if nafta collapsed, 1. 8 million, 470,000 from metal tariffs, and 157,000 from auto tariffs. We have a huge Manufacturing Base in this country that imports these metals so that higher prices will be passed on to american consumers. Dont go anywhere. A lot of Economic News this morning. The president , brianna, tweeting about this. It seemed like the question is did the president break protocol . This morning he appears to have done so once again, foreshadowing the jobs report before it had even been released. At around 7 21 this morning, he said he was looking forward to seeing the jobs numbers, foreshadowing a report that came out at 8 30. Theres a rule that prevents federal employees from commenting on the jobs report until one hour after the numbers have been released. The president here tweeting about it it over an hour before it had even come out. The reason its significant is because the jobs report can reveal significant data that can lead to massive trends on wall street. The president giving a heads up essentially to what this jobs report was going to include, brianna. Kaitlan collins, hang out with us. Well see you again in a few minutes. Doug, you know, you are someone who advised senator john mccain, right . So you have certainly a perspective, i wonder from your perspective, do the tariffs in any way help American Workers . The only question is how large its going to be. I think the really devastating part about this is they just handed a gift to china. If the United States can say steel is a National Security issue, china can say, hey, high tech is a National Security issue, we can protect it and impose tariffs and Technology Transfers and all sorts of things. In terms of the larger International Trade culprit theyve identified, theyve really taken a step backwards in the fight to make china obey international rules. Austin, to you. The commercial secretary wilbur ross gave an interview to cnbc on this who said this is going to affect less than 1 of the u. S. Economy, it will create american jobs, thats the white house vantage point. And their push back would be can you argue that the Current System is working, that in no way is china taking us for a ride right now . Look, doug is completely right that this is a total gift to china. I believe that this dramatically raises the chance that china itself goes to our allies, canada, mexico and western europe and asks them to join china in filing a grievance at the wto against the United States. And i think theres a decent chance that our allies would go along with china and do that. It would be borderline catastrophic if we engage in an allout trade war with our Major Trading partners. No offense to wilbur ross, but its clear from his statement that he has not read any of the Economic Research about what are the impacts on jobs from imposing tariffs in the United States and in other places. This is going to destroy hundreds of thousands of jobs if it is put in place. I actually think that theres a decent chance that as the push back rises among American Workers and American Business people against these actions, that like many of the previous twittertype announcements, they just wont do them. Theyll back away and say were going to put these off for a few months. As you know, thats whats happened at least the ones against our allies today. Doesnt sound like its being put off. Poppy, its so worth pointing out to viewers who look at doug and austin and say, wow, they agree on this. Its difficult to find voices who are in support of this because when you talk to a lot of economists, they arent. And you talk to lawmakers and they arent. I mean, if you guys look at this, doug, speaker ryan has said this is a bad idea. Republican senator orrin hatch said it will have damaging consequences. Republican senator ben sass says very simply, this is dumb. Hes pointing to history. Hes noting protectionism that led to the great depression, the smoot holly act. He said make America Great again shouldnt me make america 1929 again. Do you think the tariffs could have that dire of consequences that were hearing senator sass warn against . Id say two things about that. First of all, this isnt an exercise in theory. I worked in the Bush White House in 2001 2002. President bush imposed steel tariffs. There was damage to the rest of the economy that exceeded any gains to the steel industry. It went to the wto and the wto ruled against the United States. Ive been mystified by this action because they know they will lose and they know there will be harm. You just have to look back at that episode. The second thing id say is the tariffs in and of themselves are not large enough to dramatically damage the u. S. Economy. Its the rest. Its the fact that we have retaliation by our allies that escalates the damage. Its the fact that you endanger the nafta negotiations, you know, that exacerbates the damage. Its the fact that youre now taking your allies and giving them the opportunity to turn to china as an ally and go to the wto. All of that is far more frightening than the impact of the tariffs themselves. There was an interesting analysis in the New York Times and the up shot was that the economy can sustain these tariffs, the negative may outweigh the positive. What it cant sustain long term is the erratic nature of what seems like improvised moves on this front consistently because businesses cant plan and that affects jobs. Guys, thank you for being here. We appreciate it. And this morning the president , poppy, is questioning why samantha bee has not been fired after the latenight host used a vulgar term to describe his daughter and critics are denouncing why he has not denounced roseannes remarks. This morning serious new questions about how the president is using his power to pardon and who might be the next beneficiary of it, just hours after pardoning blagojevich, who pleaded guilty of a felony. The president seems bent on wielding his pardon power here. His latest pardon, dinesh dsou dsouza. When he called dinesh to tell him why he was pardoning him, heres what he said. The president said, dinesh, youve been a great voice for freedom and he said that i got to tell you man to man, youve been screwed. He goes ive been looking it ecase. I knew from the beginning that it was fishy but he said upon reviewing it he felt a great injustice had been done and using his power he was going to rectify it, sort of clear the slate. He said he just wanted me to be out there to be a bigger voice than ever defending the principles that i believe in. Reporter so after that pardon, the president floating several our pardons, including mart Martha Stewart and the former governor rod blagojevich. So hes pardoning people he feels have been treated iunfairy by the justice system. Poppy, its a good time to be a celebrity who has committed a federal crime. Our Kaitlan Collins is pretty funny there. Leave it to her for the oneliners. Margaret, if you look at the president s pardons, dish dines dsouza being the latest one, what do you see as a pattern . You see people supporting the president or supporters of the supporters of the president or people who were prosecuted by either james comey or pat fitzgerald, a former associate and friend of jim comey. You see them having a conflict with the Obama Administration or a conflict with some of the people who the president believes are his enemies who are going after him now. You certainly do see that pattern also. You also see a pattern in some cases of financial crimes, Campaign Contribution crimes or misdeeds or questions about lying or being honest under oath and that being kind of the trick. Thats part of why you hear a lot of the speculation about whether the president is trying to send a signal to Michael Cohen for example. Its impossible to know whats in the president s mind. The reason why this perception keeps being discussed is because of some of these tent i calls that run throughout the pardons. Its a path that still exists in this white house as it has in others. Theres a section inside the Justice Department that is sort of the office of pardons and theres a formal process but this is a different process. The pattern here involves somebody who the president is close with or connected with, going to the president saying would you consider a pardon for this person and the president going back to his Councils Office and saying take a look at this. Carolyn, whats your read on this . Reporter margaret is absolutely right. Who prosecuted dinesh . Preet bharara. The president fired him. And its that office that is prosecuting Michael Cohen. So i think the implication is clear here. Hes thumbing his nose at Southern District prosecutors in this instance and hes sending a clear message to Michael Cohen. Margaret is also right that many of these crimes have a lot to do with sort of the questions swirling around trump and potential witnesses in the larger russia investigation. What was Martha Stewart convicted of . Lying to federal prosecutors, lying to fbi agents. Thats what Michael Flynn pleaded guilty to. So people are defending trump in this instance saying that its his constitutional right, he has sort of an unfettered right to pardon whom ever he feels but the fact is this is a clear message. It couldnt be more clear, brianna. Is he saying in your view, carolyn, if you defense me, i am going to be there for you . Yes. And, look, dinesh dsouza, his hole ta whole take is on he pleaded guilty to the Campaign Finance violations. He knew he was breaking the law. But his whole claim is that he was selectively prosecuted by Obama Administration officials. So the word that President Trump keeps using is unfair, unfair, unfair, and these are all sort of prosecutions by Obama Administration officials. So, yes, clearly President Trump is saying that, you know, you could lie to federal investigators, you can lie to fbi agents about these crimes. Martha stewart i will just say, she was convicted of lying to federal investigators about an underlying crime for which there wasnt any evidence at the time. Well, that sounds a lot like theres no potential collusion here but there is an obstruction of justice investigation. So the connections are just so, so many that you cant say that this isnt a clear message. Margaret, while i have you here, listen to this. My favorite image and sound bite from a recent day or so. This is the former House Speaker john boehner. There isnt a Republican Party. Theres a trump party. The Republican Party has taken a sn nap somewhere. Hes going to need a nap after that bloody mary. Looked like they had a good time. Hes saying its over, its the trump party. He went on to Say Something else. He said when you separate all of the tweets, which is very hard to do, and all of the bells and whistles and color attached to all of it and you just look at what the president s done, he thinks a lot of it, whether its in the realm of deregulation or some of the Foreign Policy realm has been good for the public party the rhetorics a disservice maybe. And john boehner is trying to reconcile in a more direct way what the entire Republican Party establishment in shotatehouses,n governor houses, in voting districts is also trying to reconcile, should they continue to embrace President Trump, even though they find a lot of what hes doing distasteful because they see the up side to some of the policies being passed or should they resist and try to turn him away. Boehner is talking about it but hes not the only one thinking about it. No, hes not. Thank you so much. And the president is firing back at samantha bee this morning after her very crude comments about his daughter, ivanka. And were minutes away from the opening bell, unemployment hitting the lowest level in decades. How will markets react . We are on it.
