Boris sanchez joins me from the white house where President Trump will remain until the new year. Boris, the president just tweeted on the whole shutdown. What did he say . Reporter thats right, martin, we were waiting for it, anticipating the tweets that come when he is here at the white house alone. As you know, the president deciding to spend the holiday here not with his family, the first lady melania is in palm beach for new years eve. The president tweeted a few moments ago about the shutdown. He writes, quote, i am in the white house waiting for the democrats to come on over and make a deal on Border Security. From what i hear, theyre spending so much time on president ial harassment that they have little time left for things like stopping crime and our military. Two quick points there. The incoming acting chief of staff Mick Mulvaney spoke with reporters at the white house, he was asked if there was a plan for democrats to visit the white house, he said they were not invited. He made the case that republicans presented an offer to democrats and no counteroffer was made. He said they simply told him were leaving and left for the holiday. Republicans at this point believe no Common Ground is likely to be found until after january 3rd when incoming Speaker Nancy Pelosi is set to be sworn in. Meantime, as both sides are far apart, you have the 800,000 or so federal workers being furloughed or may face the new year without pay. I want to point to this tweet and letter sent by the office of Personnel Management to some employees suggesting here that they write letters to mortgage lenders, creditors, landlords, and ask them for payment plans or installments, ways to defer payments that have to be made into the new year because the government is shutdown. For a lot of the workers, this is little help in the time during the holidays when many are in need of assistance. Theres no indication that the shutdown will end soon, and the further it goes on, more agencies shut down and more workers are impacted. The pain will continue for some time. With congressional leadership gone until the new year, democrats and republicans decided figuring out how to fund the government is a problem that can wait until next year. Even though it is not that far off, Cnns Phil Mattingly has more on negotiations if you can call them that and where they stand. As the partial Government Shutdown rolls into the first week of completion, the reality is here on capitol hill at the white house, no solution is in sight. Democrats are firmly behind the position, not willing to give a dollar for the president s border wall. The president made clear the border wall, fence, structure of some kind is mandatory for him to sign off on a deal to reopen the government. Where does that leave things . At this point lawmakers and aides on capitol hill say theyre looking into next week, looking into 2019, into the moment on january 3rd where democrats retake control of the house for the first action of any kind to try to reopen the government. Heres the catch. That action doesnt necessarily portend a reopening of the government. Nancy pelosi, incoming speaker made clear she will move several Funding Proposals to reopen the government, kick them to the senate. In the senate where republicans control things, Mitch Mcconnell made clearest not willing to move forward on anything regardless of what the House Democrats send over until he knows the president will sign it. The president made clear what the democrats are going to send from the house, 1. 3 billion in Border Security money, no money for a border wall, is not acceptable to him. So where does it leave things . It is an open question. Nobody has a great answer. On the rank and file level, people are talking various proposals that may get lawmakers and the president out of this. But until one or both sides moved off the currently entrenched positions, theres no end in sight. It isnt just lawmakers and the president , it is federal workers, 800,000 working without pay or furloughed, theyll start missing first paychecks on january 11th. Thats real pain, a real bite to people. Thats often what triggers lawmakers to get to the table to make a deal. That said, everybody im talking to on capitol hill says plainly dont look at it as a days long shutdown, may need to consider it a weeks long shutdown. Phil mattingly, cnn, capitol hill. Phil puts it well, it is not just politics here, it is personal pain for a lot of federal employees. Lets talk about this. No signs that democrats or republicans are talking. I wonder if this strategy of waiting until next year is the best thing for them . Yeah. Happy new year, martin. I think the democrats want to see how it plays out, at least until as phil reported they take over the house next thursday, january 23rd, and they have the ability to move legislation which theyll kick to the senate, then it remains to be seen whether or not republicans in the senate and the white house will try to strike a balance or try to meet them in the middle or if we will continue on the standoff. Well remind viewers that the Clinton Gingrich shutdown of 95, 96 lasted almost a month. If you get to that territory, theres political peril for both parties. You have 800,000 government workers furloughed and you also have people not getting essential government services. So at some point there will be incentives on both sides to come together. Right now, i think democrats are trying to show theyll stand up to President Trump. Jeff flake is talking about how long the shutdown may go on. Listen to what he had to say to jim acosta. It is a bad thing, shouldnt be happening at all. My guess it will go until mid january, then theyll settle on a figure close to 1. 6 billion. What was offered or close to what was offered already and both sides will declare victory somehow and move on. Thomas, do you agree with that kind of scenario, first of all how long, and what may be a solution . I think that could be how it plays out. At the end of the day chances are to reopen the government youre going to be looking at a deal similar to whats been talked about the whole time, which is why a lot of people think this whole shutdown doesnt make a lot of sense to begin with. You also see now the fact that there are lawmakers negotiating, legislative leaders arent out there talking, it is a waiting game. At some point the government needs to reopen. President trump is going to have to find some way to get a deal that he can save face and say this does take a step towards Border Security, but in reality it will look similar to what was reached last winter to fund the government, money for Border Security, not to build the new concrete wall the president talked about but something that both sides can at least walk away and be satisfied with. David, the president is upping the ante, threatening to shutdown the southern border entirely if the democrats dont budge on money to finish the wall. He made this kind of threat before but i wonder, do you think he means it . You never know with President Trump. I think there would be hurdles if he carries through with the threat. Number one, you cant shut out americans from coming back across the southern border. People have the right if citizens to travel internationally. The second thing is in terms of trading relationship with mexico, we have an agreement in place. Nafta moving into the new agreement where there are certain criteria for shutting down trade across the border, things Like National security, and then President Trump well knows he keeps his eye on the stock market if there is some interruption to cross border trade, it could well rattle markets and thats not something the president looks favorably on. You see there was a lot of frantic tweeting in the last week or two as the stock market see sawed up and down and settled down as of yesterday. Not like the markets need Something Else to worry about at this point. A cnn poll shows people oppose a wall built, only 38 favor it. The president has dug in his heels here. It seems like this is a Campaign Promise he believes he must keep, and that means this could go on quite some time as a result. First i would wonder how the president has a sense of what rank and file federal workers want when it comes to this, but yeah. I think for the president obviously this was a central promise of his. And i suppose this is a charitable way of looking at it. You could argue that for him to be fighting for the wall, to have forced a shutdown, to say look what i did, i shutdown the government because this is so important, that i suppose for his base could be a useful thing. Now, is it practical, you talk about the impact on hundreds of thousands of federal workers, but i suppose at least it shows him going to the mat on an issue at the center of his campaign. You know, the white house is taking active measures to shirk responsibility, even though the president said he was happy to own it, and trying to shift it in the direction of nancy pelosi. Take a listen to what the white house is saying about this. Shes unwilling to actually do anything until she gets her speakership. This comes down to mrs. Pelosis speakership. Left to his own devices, Chuck Schumer and the democrats would probably cut a deal, but theyre protecting mrs. Pelosi. She doesnt have the votes. If she cuts a deal with the president before her election january 3rd, shes at risk of losing her speakership, so were in this for the long haul. Nancy pelosi is calling the shots, not chuck. Chuck wants to have it done, i believe that. But shes calling the shots and shes calling it because she wants the votes. And probably if they do something, she is not going to get the votes and wont be speaker of the house, and that would be not so good for her. Clearly to divide and conquer when it comes to democratic leadership and go after pelosi. Is this strategy likely to work . In the short term, i dont think so, martin. If this goes on long enough, theres political peril for both parties. But in the short term, democrats know one, they already cut a deal for democrats to come together to elect Speaker Pelosi as speaker. Number two, they have the clip from december 11th of the president in the white house with the Vice President and speaker elect and majority leader or minority leader senator Chuck Schumer in the oval office, and the president saying he takes ownership of the shutdown. He is willing to shutdown the government over border funding. As we head into next week, i think the democrats will point to that and say look, were ready to pass something in the house, the Senate Passed something at the end of last congress, it is the white house thats stalling this out, and see how the white house reacts and go from there in the negotiations. I agree with thomas that the ultimate solution will be a face saver for both sides, somewhere between 0,000,000,005 billion for Border Security of some kind. Quite a spread. The president turned down funding at least three times. Thomas, is the president serious about Border Security or is he more focused on political advantage . Certainly this is an issue. Look at before midterms and closing weeks of midterms how eager the president was to talk about the car vaavan, to stoke fears in that area. He had an opportunity earlier this year to get as much as 25 billion for the wall in exchange for resolving fate of the dreamers. That might have been the best chance for a serious amount of money for the wall, and he did not go for that in the end. The other issue is the wall as a practical matter was a campaign slogan. When you talk to experts and lawmakers, the idea of a concrete wall sea to shining sea doesnt make sense in that way anyway, so it works more as a political issue than something practical in this sense. Not only that, dealing with furloughs from the Government Shutdown, nielson is here, her visit happening in that time. She had a trip to a variety of board of stations checking on medical, the series of extraordinary protective measures after the death of the eightyearold. We expect her to do the same she did in el paso in yuma today. And Something Else you are witnessing, thats hundreds of migrants released without warning. What is going on with that . Reporter it is incredibly frustrating, particularly for charities helping out the migrants who as you mention are dropped off with no plan. Some cases nowhere to go. We saw it happen christmas day. Nearly 200 migrants dropped off without warning. Thats not how it is done. In the past, i. C. E. Would coordinate with churches and charities. Thats not how they did it this week. Earlier i talked to a Program Director of a church and he said he contacted them, let them know they had resources for as many as possible. Even so, i. C. E. Dumped them on the streets of el paso without a plan. We were ready, had staff ready to take in refugees on Christmas Eve and christmas day, and the next thing we know, were watching the news, watching them drop them off in the streets. Reporter earlier i spoke to a volunteer here on that day. He described the scene of utter chaos. We have been witnessing the chaos but a steady stream of migrants brought by volunteers. These are migrants that are desperate. 15 to 20 of them, a group of them dropped off, including five to six children. One was just a baby held in their mothers arms. It is a sad scene, especially around the holiday season. Where do they go once released . Reporter some of them got spots by volunteers, others by Family Members and in transit to various locations through the united states. Others dont know where to go. For now, theyre housed in local motels or as i mentioned charities and local businesses which turned into essentially makeshift shelters. Thank you very much. Nick valencia.
