And she came out to say, this is an important cause for us, and they have raised 234,000, and here today, jim, they have earned 10,000 for the support of officer wilson. Jim, if you want to pan around here, and showing all all of the support of at least 150 people out here saying that they stand with him, and the facts that have come out that they have seen and in conversations with the wilson family, that the fact s support officer wilson and they are here to show their support for him. There is still so much that we dont know about the Michael Brown shooting, and we dont know how close wilson and brown were to each other when brown was shot six times. As i listen to the intelligence and the npi, you will hear vastly differing accounts of how different the threat is from isis in the u. S. And the intelligence officials talking about the isis having the aspirations and training an encouraging the fighters when they return home to carry ott an attack, but the fbi said no credit threats gaiagainst the United States at this point. Where do you stand in that debate . . Well, hate to say it, but i think it is what the fbi does not know that worries me. Isis does not get on the phone and communicate. They use peertothe peer communications, and very difficult to braeak into it, an they use encrypted messages once they get into the United States, so what i have been listening is to the people who collect intelligence on the ground, isis, homeland security, and the police, and they tell me over and over again that isis is here. Now, the question is, what are they capable of undertaking an attack or the will. After the foley murder, i would definitely say they have the will and the question is whether they are capable, and whether they can actually organize something, and that is a question that i dont think that anybody can answer. This is one of the things that is not to underplay the fbi report, because it macks the report that homegrown violent extremism plotting remains unpredictable, and that is one of the issues here, and a hybrid threat because isis is there and because it has american fighters who could return home on the american passports, it is something of a homegrown threat which does not need direction from home base, is that right . Exactly. You just need somebody to come back and sympathize with isis and say, look, we have to stop to bombardments and the way to do it is to kill somebody, and a lot of people at a mall with a suicide bomber. And this technology is easily accessible on the internet or it is learned on the battlefield like syria. You look at the boston bombings, and somebody like that is going to sympathize with isis and come here and whether a hint or the order or do it on their own is going to be what has everybody concerned. The fbi is right, there is no specific threat, but i am sure that the fbi is all over this looking for that specific threat. And i have been hearing from u. S. Intelligence officials for months now about the concern can about isis carrying out attacks here or at least trying to carry out attacks here. I guess this brings up another possibility that you dont need to have a returning fighter from syria to carry out the attack, because if isis can recruit american americans to travel from here to there to fight in a dangerous war, could they not radicalize or find someone sympathetic to the caused here to carry out the attack without ever going to syria . Is that something that the intelligence is weary of . Well, i put myself in the place of isis and what they would do, and what youd need is people that are battlefield hardened. That have proven the en themseld fought in aleppo or mosul and they are capable of what they are doing, and they have been able to build a constructive detonator and if you have planned to do Something Like this, you would want to send them back or a British National like the one that killed foley, and send him here sh, and that what is always concerning me is the people who know what they are doing. Will there has been al qaeda threat here for years, but the people that were supposed to r carry it out like the subway bombing in new york, they didnt know what they were doing, and panicked and they were caught. Isis is more capable than al qaeda and that is why the threat is more dire. And let me ask you about the response and mitigating the danger, and the administration is now considering air strikes not just against isis in iraq, but in syria, and it is tried before against al qaeda pre9 11 air strikes not doing much to disable al qaeda from the air, and how much damage can the u. S. And the western countries do against a group like this . Well, as a start, the United States has to destroy the armor they have seized from the iraqi army. They have to destroy the base and the communications. I dont know if the administration is go g ing to g with the decapitation, as with the seals and delta, because it is risky, but more risky is putting troops on the ground, and more visible, because we dont want to get into a war with the sunni radicals and something in between, and the administration is walking a fine line. I think they are doing pretty good with what they can, and the sunni radical threat came out of nowhere frankly, and was surprised by it, and so was the administration and the intelligence agencies, and the reason is that they have been looking into it as before, and there are no sources in an bar province, and in Eastern Syria as where they are, and we are blind. Yes, big intelligent gaps and a part of them, and than as always to bob bair. No chance of focusing on the domestic politics, because july 17th, malaysian flight mh17 was shot down over ukraine, and so the simmering problem s wis wit russia was back to the top of agenda, and then on top of it, the lawmakers left for vacation, and with all of the unresolved problems lingering and a week later the president ordered air strikes on the terrorists in iraq, and then two days after th that, the president , himself, left, too. Off to Marthas Vineyard for a twoweek vacation. That vacation is reportedly included at least eight rounds of golf which is the eight and counting. Mack mclarty was the chief of staff under bill clinton, and first off, the president plays a lot of golf, but this week, he got particular attention, because he played golf minutes after making a statement about the horrific beheading of american james foley in syria, and i want to play what the white house said at the time and then get your reaction. Generally i think that sports and leisure activities are a good way for release and clearing of the mind for at lot of of us. Certainly, Everybody Needs their breaks, and all president s have taken time off and some more than others, but from your perspective, was that a bad timing for the president , and particularly minutes after such a horrific event overseas to run off to the golf course . Jim, i believe it was, and that is in that specific incident, because you will recall that george w. Bush had a similar instance where he said something about terror and said watch me hit this tee shot. And i think that president eisenhower played a few rounds of golf and president kennedy and his family had wonderful vacations, but it seems after that, the standard of how the press and the general public looks at the president and the taking time off is changing, and of course, some of it is the 24hour news cycle, but everybody feelings that the president and the family need time off and time together and time to recharge. We certainly want the president rested in the right frame of mind to deal with the issues that you so thoughtfully laid out there, but you have to be very sensitive and mindful of perception, and you know, the picture is worth the proverbial thousand words. Another instance that caused controversy is that the president did not attend the funeral of general green sh, th highest twostar general there. Tragedy. And i imagine that the white house, and president clinton faced conflicts like this as well, and how do you balance, well, the argument about taking a rest, also, i imagine that the positive of saying, listen, i am going to get back to work or keeping my life doing forward and not be interrupted by the issues overseas and a calm message and how did you balance that with the optics of taking breaks in difficult times . Well, you framed it in just the right manner. There is a balance to be a achieved. President clinton had a pretty unique ability to show empathy and concern about a situation like general greene, and frankly, the natural instinct is that i want to go to the funeral, and i want to go to the tragedy or whatever it is, the engage lt, engagement, but it has to be tempered with the demanding responsibilities of the presidency. You said it just right, the president has to strike such a fine line of a careful balance to be steady and resolute and measure and yet being fully engaged and respond iing to wha we sometimes called ufos or unforeseen occurrences, and we have had a lot of those in the last several weeks. Well, you cant get it perfectly able to choose the right moments, because normally, the vacations are structure in order the president not unlike most americans around the holidays and in the washington case around the congressional schedule, because you dont want to be a long extended vacation when congress is in session, so that is the natural rhythm. But as you pointed out, thoughtfully, it is a world events and it keeps spinning and turning and the events keep happening, and that is really the issue. But i would say, really in support of president obama and past president s, the president never is off duty. It is 24 7. What is important, the most sacred responsibility is the security of the american people, aed on the be fully in touch and staff supported in case of a crisis or emergency comes up to where you can respond to it. I am confident that president obama and the team have gone to great measures to the ensure that. It does get back to the optics, you know, whether it is president reagan cutting wood and riding the horse or president obama clearing the bru preside president bush clearing the brush and so forth, but it does get back to the photoop, and the advisers are well aware of that. Again, it has changed, and people feel a little bit of anxiety these days a about number of issues, and you have to be mindful of all of that and take it into account. You know president obama very well going back to childhood and you saw him operate in stress times, president clinton going back to childhood and you saw him operate in stressful times, but how confident were you knowing that this is someone who has to make the weightest decisions, and the leader of the free world, and how important for that person, the man or woman to get a break . Well, i think it is critical. It is is critical for any person in any walk of life, because we all have different kinds of stresses and pressures in every walk of life. It is certainly not limited to Public Office holders and even the president , but, yes, are there extremely weighty historic decisions that can change the course of history for better or worse that the president of the United States makes. Certainly, that is the case, and the most difficult decision is putting the dedicated men and women of this country in harms way. That is usually the most difficult heavy decision, and that goes back to the point that the president has to have some control of the schedule, a nd some ability to organize things in the way that he would like, and feels comfortable with, and that includes some down time. Not just vacations, but in other ways as well. I would say that both president clinton and president obama did not make use of camp david as much as system is of the other president s. At least president clinton in the first term, because they had, you know, younger children at home, and it was not quite as natural or easy to go the camp david. That has been a respite and wonderful place for many president s president s to e reare treat to, but still keep up to the goings on of the presidency. Well, for the president it was Marthas Vineyard that was the place. And so mack mclarty, thank you for joining us, former president clintons chief of staff. And now, why would obama dodge the two biggest stories of the week . And lamont hill and marcus will be joining us, and they will never dodge the story. President obamas current vacation is creating more trouble than relaxation is. Nap si reagan once said that the president s dont get vacations, but a change of scenery meaning that the president is always working. But are president obamas frequent rounds of golf in the past few days telling the public other wise . I am joined by ben ferguson and mark lamont hill. Mark, if i can start with you, the white house claims as white houses have always claimed that the president is working on vacation and still getting daily briefings and decisions, and is this latest criticism over this round of golf and in particular, the round of golf just after he made a statement on the horrific killing of james foley in syria, and was that round of golf a round too far or step too far in your view . Well, first, we have to separate the optics of this from the reality of it. The optics are that it Never Looks Good for a sitting president to be on vacation, and president obama is no exception. I mean, there is never a moment where the economy is stable and no foreign threats and everybody is safe and comfortable, and no natural disasters or et cetera, and that is the only time that the president could take a vacation can and be okay, but the only time he could do that is in the first three months which is the worst time to take a vacation in office. It is tough for the president , and the critiques are partisan. When george push was taking long vacations, the left complained about it, and right now the right is complaining about obama. President h. W. Bush spent 25 days in maine after sending troops to kuwait. This is something that both sides are giuilty of, but the truth is that the president has computers at Marthas Vineyard, and National Security briefings away in texas, or wherever it is, he or she is always going to be working, and he gave two talk s on ferguson is and one on syria, and so it would be better to critique what he said. Well, in the radio address, we could critique more properly what he did not talk about imt he did not address isis or ferguson, but he talked about the export import bank. Well, this is vacation. This is what you to when you are on vacation. Im not one of those who has a big problem of the president being on vacation, as long as you are winning more than you are losing, and r50ig9 now, he is losing a lot more on the issues than he is winning. To be honest, he knows that. If he was up for reelection this november, no way he would be on vacation right now dealing with isis in the way that it is doing on and no way he h would come out and give what sounded more like a eulogy than a fight to isis and taking it to them, and then going to play golf nine minutes later, and no way he would miss a top commanderer who was killed in afghanistan and miss that funeral or not evenb have the Vice President there if he was up for reelection, but he is not. So the point is that, i dont really care what you think. I dont care if you dont like me playing golf, im the president of the United States of america, and im not running for anything right now, and im going to go and its going to end up backfiring on him. I want to get to this topic. The president is not running. Hes a second term president , but he is worried about legacy. You look at george w. Bush. Never really recovered from that image of being away when katrina lap happened. Isis, a clear and present danger and this is just the latest round. Do you think the white house is tone deaf, too tone deaf. Im not saying you could ever get this balance right because something is going to happen when youre away if youre the leader of the free world, but do you think this white house is getting this balance right . I dont think so. The optics do matter, but we have to separate the optics from the reality of this. President bush being away at katrina was president because the government needs to be there. Fema was a disaster pardon the pun during katrina and so, having a sitting president go to katrina mattered because the government had failed down there. Right now, president obama is following the bush doctrine perfectly in iraq. Iraq, afghanistan, syria isnt relevant to this point. The president is doing targeted air strikes, threatening to do it in syria. Hes responded aggressively to the tragedy that happened to foley, so hes doing all the right things. His government isnt failing heres the difference. You want to get in there. Yeah, look at what happened this week. Barack obamas taken a pre 9 11 mentality towards isis. He says the department of justice is going to investigate those that beheaded the american journalist, treating it like a crime instead of like ab act of war. When it comes to ferguson, i was one of the feirst people first people to say that was wrong. Think sending holder was a much stronger move. Proven himself to be a race man to a large extent and sends a sigona that people looking for justice were going to get it because the Justice Department was going to make sure there was a fair and impartial investigation. I thought that was more important than having the president come down there and talk about everybody be calm. What does race man mean . Do you want attorney general referred to as the race man . What does that mean because it doesnt sound very fair to anyone who might be in the cross hairs of the race man to get a fair trial or a fair investigation if youre referring to him as the race man. Heres my response to that. Because first of all, all of us have a race, black, white but it shouldnt be race with a attorney general. Race shouldnt matter to the attorney general. You asked the question, im happy to answer it. I mean someone who acknowledges the existence of race. If you go into an investigation and pretent race doesnt exist, if you go in color blind saying race isnt a factor to consider, then you dont get a fair investigati investigation. It doesnt mean hes rooting for the white guy or the black guy. When he comes down and meets with a family, that is giving a huge advantage to that side of the story. Which is not the job of the attorney general. Youre supposed to be nonpartisan. Youre supposed to be someone that says you the public dont know everything. Were going to that i cmake surd out everything, but when you go down there and go and meet with this family and you say things in a race man type of mentality, it does not look fair or nonpartisan and thats his job. Well, nothing was said in a race man type of partisan. Youre the one that said it. I never heard it before. Lets get to this question. Thats down to an issue of semantics. Lets ask you about the president s role here. Would a visit from the president , clearly, this is an issue that has stoked racial tension on the ground and even in our discussion of it. Would the president injecting himself more so than he has worsen or help the situation . To you, mark. Part of that, the previous question, is that again, when eric holder is there, hes not talking race talk in the sense of saying im putting one race over the other, but hes acknowledging race is a factor. I dont want president obama to go down there because hes not comfortable talking in nuance fashion on issues like this. I dont think it makes matters better. It may obscure the issue, but ultimately, we need someone willing to acknowledge that race isnt afraid or committed to ducking or dodging his own racial identity. When you have Law Enforcement taking the lead from eric holder or even if barack obama went down to ferguson, it would be sending a message of maybe i want you to push this in a certain way. I think theres a lot of pressure when you have anyone at that level speaking out on Something Like this. And maybe people take it the wrong way or imply that you know, we want this outcome and thats the reason why i was not happy with eric holder going down there, meeting with the family because i think it implies we want that family to get what they want. And we want the protesters to get what they want and they dont care necessarily about the facts. They want there to be a conviction. Were talking about local police, militants, villages who have picked up ak 47s and kept the isis militants at bay, but there really is a feeling that unless there is aid delivered, only a few aid drops thanks to iraqi helicopters, unless theyre evacuated from this township, that they could be a blood bath, a massacre and that is what the u. N. Says needs to be stopped. I think the strategy is one that we want to evict safe havens and ultimately, push them out of the that space. Our contribution to that will come in many ways. Reporter so, those calls for assistance, help on the ground, theyre falling on deaf ears, but hopefully, the Iraqi Military and International Community will come in and obviously stop this massacre from occurring. Where does the u. S. Strategy to deal with isis stand . We know that the administration now considering air strikes in syria in addition to iraq. Any closer to a decision . Jim, what we know so far is that president obama has not yet been presented with potential military operations for syria. But intelligence official rs gathering information on isis targets and leadership positions within syria, so we dont know when were going to get an answer from the administration, but in the next few days, we assume that we will hear what those military options will be for syria, but as anna was just talking about, the deputy National Security adviser and what the strategy is for iraq, there have been hinting that they have had some success with beating back isis in iraq and those methods might be applied to syria as well. The big concern for americans is how much of a direct threat isis is on american soil. Ive been hearing from american officials for months now that this is a great concern. What do we know, whats the latest information about specific Credible Threats against americans from isis. Thats just it, jim, and we just got in a new bulletin from the fbi on some of those matters with respect to isis and they say these home grown violent extremists remain highly unpredictable and they are unaware of specific Credible Threats from isis itself as from home grown extremist d recruit. The last thing there is they are warning these air strikes, u. S. Air trik strikes could trigger attacks, but because the process is so individualized ed, its hard to predict what will trigger some of these attacks, jim. Is this the first time do we know that the white house has had questions about this or was it really all about ferguson that brought this into the spotlight . We heard from a number of lawmakers throughout the past week who have expressed concern, so the white house once this review was ordered, was not shy about putting it out, but it has been ferguson that has brought it to the forefront. When you look at isis, it has many things alqaeda never had. More territory. It is Holding Ground like a military. It has already declared a kole fit, which was long just a goal of alqaeda. In your view, is isis more dangerous than alqaeda . Yes, i think its much more dangerous. It is combining two of the, two important elements from the taliban and from alqaeda. From the taliban, from alqaeda, theyve learned the use of terror. And striking fear and beheadings and committing mass genocide of the fighters theyre opposing and from the taliban, theyve learned the war tactics of the talib taliban. The americans are saying in the 90s, that the American Forces were not. They had seen the way the taliban swept up and down the country, conquering afghanistan in just two years. And never getting out of their pick up truck, never fighting on foot. In fact, using exactly the same tactics that weve seen isis use over the last six months or so. The speed of isis ability to maneuver is exactly what the taliban were doing in the 90s and im pretty certain that there are people from the taliban who were possibly fighting with isis and giving them advice and helping them. I have to ask you because you know whats on the table in terms of u. S. Options in response to this. Theyre talking about there have been air strikes in iraq. The white house considering air strikes in syria. It took much more than ash stri air strikes to rest control of that country from the taliban and alqaeda. It took a ground force. Is the u. S. Fooling itself to think they could beat isis without any troops on the ground, with just air power . Well, i certainly think it is. You can win a certain number of battles against isis using air power, but you cant win the war. You cant eliminate the leadership, you cant eliminate the forces of isis, which seem to be multiplying. We heard that there are 6, 7,000 troops that isis had in iraq six months ago. Around 15 to 18,000, which means theyre recruiting on the ground, theyre getting foreign recrui recruits. Now, all this needs a much more sustained strategic campaign. The u. S. Government doesnt have a strategy at the moment, but it does not have the strategy. I think what is vital is that it has to bring the arab state, the other arab state, some of whom are are badly threatened by isis, into the game and unite them and bring them together. At the moment, the arab states are very divided over a whole range of issues and also, work some kind of arrangement between iran and saudi arabia because both are threatened by isis, but they wont Work Together on anything. And the u. S. Has to play a much greater diplomatic role than so far weve seen. Along time expert on alqaeda and the taliban calling isis the greater threat.
