the target an american company. the details are chilling. france's president says a severed head was found, seemingly on display and delivering a message. >> translator: it is a terrorist attack there is no doubt about it. the body was decapitated with a message written on it. as far as we know as i am talking to you, there is one dead. the ministry of the interior went to the site together with the public prosecutor. the individual of this terror attack is arrested. >> of course we're covering all angles of this attack. i want to start with you jim. i know you've been working your sources. what are they telling you? >> reporter: well in fact carol, we've been watching this develop all day long. we don't yet have an official identifyty on the person killed in this attack. the person arrested has been identified by the interior minute city a man named yacinne sali. he was under surveillance for two years by security forces here from 2006 to 2008 because he was suspected to be someone who was being ral caldicalized. after 2008 he developed off the radar because i think they thought he was no longer worthy of surveillance. now n just about a half hour, president hollande is now back in paris. he's got the interior minister and the defense minister and others. i think they're going to have to reassure the french public. because this after the charlie hebdo attacks in january clearly indicates how vulnerable this country is to these attacks. >> this was an american company, correct? and there was a decapitated body with messages scrawled on it? >> reporter: well only have what reports are in that come from police sources down in the south. in fact yes, there was a decapitated head attached to the fence outside the plant with a black and white flag perhaps an isis flag but that hasn't been clearly identified yet. and another flag with arabic writing on it. that's what's coming out of reports from down there. i think we'll probably hear more about that. we're not clear on who the victim was or how it is he was killed. clearly this was something meant to terrorize and in fact has. i think the idea that this would have happened and particularly at this particular site which is way off in the countryside in a very small town. it's the kind of place that would have been protected maybe but not so much as paris or the other big cities around france. it's going to have a very chilling message to a lot of french. >> i want to turn to alisyn cossack now. >> reporter: a spokeswoman at air products saying our priority at this stage is to take care of our employees who have been evacuated from the site and all accounted for. she said the site is secure. our crisis and emergency response teams have been activated and are working closely with all relevant authorities. air products is a company that was founded 75 years ago, headquartered in allentown, pennsylvania. it has operations in 50 countries, one of those countries france. it sells chemicals and gas to industrial companies for a range of uses. it has a relationship with nasa for many years. it supplied liquid nitrogen for every space shuttle launch and the mercury and apollo missions. i found that interesting about the company. this is a large cap company worth about $31 billion. it has about 21,000 employees. obviously the company very concerned about those employees at this hour. >> do americans work at this plant in france? >> i'm not sure. but this is a company that does business around the world. this is a global company. it's got employees obviously here and overseas. >> many thanks. now to tunisia where a terrorist attack on a beach front hotel has left at least 27 people dead. tunisian officials saying security forces exchanged gunfire with the attackers. >> reporter: yes. the number keeps rising. first it was seven, then 19. now reuters reporting that 27 what would indeed seem like holiday makers murdered on a beach in a resort beach town in tunisia. tunisia is very close to europe. it's a very popular place to travel very cheap for europeans to visit, beautiful beaches, white sands. we're seeing a lot of photos on social media of people lying in pools of blood on the sand in their swim suits. we're also hearing eyewitness reports coming from various news agencies saying people were barricading themselves inside their bathrooms, inside their hotel rooms. they're hearing rapid exchanges of gunfire. it's still a fluid evolving situation. it would be tenuous for the police to try to contain because there would be so many civilians running around in absolute terror. we do know that the ministry of the interior which would be over the police is reporting that one gunman was killed in this fire fight since the fire fight ensued with police. and also that a number of civilians, 27 at the moment but of course that could rise much higher given that it was the middle of the day here on the african continent. so thisere would have been a number of people out on the beach at that time. i think she can join us live now? the operation is still underway there. tell us the latest. >> reporter: we just got off the phone with an eyewitness from wales. she has seen bodies at least two bodies in the ground blood on the sand. she also reported when the gunfire initially started ringing out that people were trying to flee from these gunmen. they were jumping over the hotel fences falling down. people in her own hotel began to put mattresses against the doors in case these gunmen tried to infiltrate the hotel. tunisia's ministry of the interior saying one of the gunmen has been killed. it's unclear how many gunmen there were. it's believed they were firing ak-47s and that tunisia is i understand the largest contributor of foreign fighters to the islamic state. so if this does indeed turn out to be an isis attack if they claim responsibility for it this will be a coupe for them. it's not the first time they attacked understand ya attacked tunisia. they attacked the museum in march, really damaging the economy by hitting these soft targets with the most people killed possible and with very slow reaction we understand from security forces in some instances. this particular resort is incredibly popular with establish holiday makers as well as other european holiday makers. tunisia is just a two and a half hour flight from paris. >> thanks so much. now i'd like to talk with peter bergan. these attacks, one in the middle east one in north africa one in france they don't appear to be connected, correct? >> reporter: no. but it's interesting in several hours we've seen attacks that say a lot about the state of global jihad in terms of terror tactics. in france we have what appears from what we know now to be a home grown type attack perhaps inspired by isis with limited casualties. in kuwait we've seen an at tack with multiple casualties directed at the shia similar to attacks in recent weeks in saudi arabia with a suicide attacker. in tunisia we have what looks like more than one gunman willing to sacrifice themselves, an attack that will take several hours or even days similar to the kind of attacks we saw in the hotels in mumbai where hotel goers and tourists were targeted in a deadly attack. so these attacks demonstrate the range of targets and tactics that were inspired by jihadist ideas or trained in some cases are able to commit. >> i wanted to center on that american company because it is especially gruesome. a decapitated body covered in gra feetffiti graffiti. >> we know there's a black and white flag that was found at the site. and that black and white flag very well may be an isis flag or it might be an al qaeda flag. the flags are similar. they say the same things. there's a message from the koran. and then the severed head obviously seems to be something out of the isis playbook. so we don't know if this suspect traveled abroad. so far there have been absolutely no reports that he has. in which case he could be like the isis inspired frenchman who killed four people at a jewish super supermarket in january. france has the largest contingent of people who have gone to syria to fight. something like 1500 have gone. and even if people don't go they're also inspired by isis. and right now that's what this looks like with the limited facts we have in hand right now. >> more on this string of terror attacks right after a break. cars here. we're going to start watching a movie in the chevy malibu. ♪ (kids laughing) he's flying ok guys, pause the movie we're going to watch the rest in the toyota camry. hit play again ehhh. what happened? >> well, the gravity of the world is in charleston south carolina. and i think my colleague would want us after paying respect to his family and the families of the other eight people who were murdered in this church behind me would want us to use this opportunity as a transformative moment to heal to bring people to together and to move forward with a agenda on improving race relations in this country. >> president obama will deliver the eulogy later. what does he need to say? what does the nation need to hear from mr. obama? >> well these nine families these were pillars in this community. we've lost -- we've had a tremendous loss. but the state and the country is better off because they lived. and i think what the president needs to say is that we will end -- he will use the resources and the powers vested in him to highlight these issues as he's so eloquently done in the past. but we need to come away with a real agenda. the president -- we want to join him in his call for ending racial division and symbols that divide us. but really move forward with a substantive agenda for economic empowerment in charleston we have multibillion dollar investments. people of all color, including our white citizens who are low to moderate income we want to talk about health care for all. a third of this state's population are poor living below the poverty guidelines and do not have health care. what we want to do in the general assembly -- and we're going to move forward without delay, is really embrace the fundamental issues that not only divide us in terms of symbols, but also the substantive policies to provide people with equal access to affordable education and health care and economic development. and so these nine families we're going to grieve -- attended two funerals yesterday, attended by thousands. not just my colleague reverend pinckney but all of the funerals. we're going to show up and be heard and stand behind all of these families even after the cameras go away and even after the reporters stop writing. but equally as important, we want to send a message to the families that we're going to be working to improve race relations. we're going to be working to be united. and we're going to work very hard very hard to get rid of this state -- the symbols that divide us. but equally important to come away with a substantive agenda. this is a day for mourning and grief, but we need to afterwards use this opportunity to bring transmore mags moreformation to the united states. >> thanks so much. and for ways that you can help in charleston log onto cnn.com/impact. and good morning. i'm carol costello. thank you so much for joining me. investigators now looking at whether prison guards would sleep during shifts on the same prison block that housed those two escaped killers. they're trying to figure out if richard matt and david sweat went virtually unsupervised as they planned their escape. gene palmer the second guard charged in connection with their escape admits he gave them tools and paint and other items that unintentionally made it easier for them to break out. he's now within suspended without way. >> reporter: good morning, carol. about a dozen state inspectors are at the clinton correctional facility going over policies and protocols that may have made it easier for these men to escape. no one is specifically under investigation for helping these men escape other than joyce mitchell and gene palmer. but some of the things that gene palmer has told investigators is raising red flags. he says he struck deals with these inmates getting paintings and information from them in exchange for things like paint, paint brushes and information about the movement of other inmates as well as access to that electrical panel behind their cells on that cat walk where they realized they could get out of the prison. he did speak in a public radio interview in 2000 about the psychological ramifications of working at the prison. listen to what he said. >> with the money they pay you you'll go bald have high blood pressure, become an alcoholic and kill yourself. it's a negative environment. >> reporter: we learned today as you mentioned earlier that palmer has now been suspended without pay. he's now in the process of getting a new attorney and is due back in court on monday. >> thank you. still to come on the "newsroom," from shutting down a heckler to the supreme court holding up a key part of obamacare, what a week for the president. is it a defining one? [ laughter ]. >> after multiple challenges to this law before the supreme court, the affordable care act is here to stay. >> the president has been fighting for months to try to get this bipartisan majority built in the congress to finally pass the full trade package he was looking for. we finally got that through the house today. that's headed toward the president's desk. >> multiple wins for president obama. joining me now to talk about this john avlon, -- welcome to you both. john i just want to point out the headline. obama bounces back be. they write the supreme court decision capped a week of major and personal victories for the president, obamacare security a discussion on race gained new urgency after he purposely used a word that most agreed only he could say. obama trade is headed to his desk pretty much how he wanted it after being declared dead. they haveall have his name and face on them and he won them all. he's supposed to be a lame duck john. >> this is a president who has not stuck to the lame duck script. he's been liberated by the fact this is the fourth quarter of his presidency. so he's doing and saying the things he thinks are right. when you pursue leadership from that confidence it can be powerful particularly at a time when the country is debating race. and thesignificant victories. he's had a big big week leading up to a big speech today. there are some storm clouds on the horizon, iran and other issues. but he's had a big week in his presidency rather than trying to shrink slink out and look exhausted as he had in the past. >> i think what you're seeing now is what i would call obama 3.0. when obama first came on the national scene he was able to bring people together. he was considered a kind of purple guy. even when the racial conflicts came out he gave that speech and he was tough, but he was tough on both sides. he brought people together. then he got into the white house. when he tried to speak about race with the skip gates affair he got hit with a wall of criticism and suddenly he became obama the pinata. he just kind of cowhersers on race. he's showing he's fearless. i guarantee you today he's going give a speech that's going to touch the heart springtrings. he's not going to pull any punches on talking about some of the tough stuff america has had to deal with. >> i think this is the time because it seems to be a tipping point what happened in charleston. >> i think in many respects it has been. one of the strengths obama has is you know, he's lost a lot of political battles, pushbacks on his presidency. in terms of the long-term demographic changes in the nation president obama is something of a prophet figure because he presages -- and i mean that solely in the sense that he is the symbol of the kind of america we are going to be seeing in the 21st century. and a lot of these resis tantd and -- resistant impulses symbolized by the confederate flag. those people who are trying to fight the gay civil rights movement -- he's surfing that wave and he can do it with real political power that and it's interesting van, that this tragedy in south carolina has drawn both sides together because there's a big republican delegation going to reverend pinckney's funeral as well. >> yes. i've been here. i was here earlier in the week. i'm back. the emotional roller coaster of this small town is hard to describe. one moment people are very proud. they feel very uplifted. they feel very hopeful, black and white. and then the next despair, anger, frustration in the sense that there's so many issues even beyond the confederate flag that people are afraid once the cameras leave may not be dealt with. let me say one thing. i do hope the president does not speak to the confederate flag issue. i think it's a very touchy issue here. i think the momentum is already with reform and with change. i want to see that flag taken down and put in a museum but in the south to have a northern president speak to this issue i think would be not that helpful. i think he should speak directly to the issue of race and the reasons to come together. economic future. but i hope he does not go on this question around the confederate flag. let that work itself out the way it is being worked out based on local momentum. >> i have to say, john there's no need because that battle's already been won, right? she seemed so nice at dinner. i'm back! ahh! uhh... whatcha doing? ohh, just... watchin' law & order. awww, you're nervous. that's so cute. call and upgrade to get x1 today. ♪ all right, this news just in to cnn. a second suspected terrorist has been arrested in connection with a terror attack at a gas factory in southeastern france. this is according to cnn affiliate bmf tv. this was a particularly gruesome attack. authorities found a decapitated head covered with arabic writing found at the front gate of this american-owned company called air products. they make industrial gas. two terrorist suspects are in custody right now. authorities say they're unclear of the motive at this point, but they do suspect terrorism because a black and white flag was also found at the scene and there was arabic writing on this decapitated head. i'll have much more on this later in the newsroom. all right, let's head to charleston south carolina. this was the scene last night there as hundreds lined up to mourn the death of reverend clementa pinckney. we're an hour away from a tribute program for the late senator. it begins at 1:45 p.m. eastern. the president will speak at 3:00 this afternoon eastern time. i want to bring in martin savidge and jason johnson who is on the phone. jason is a cnn political analyst. he worked with the reverend pinckney on his senate campaign. martin, set the scene for us. >> it's going to be another heartbreaking day in the city of charleston of course. reverend pinkney is just one of nine people that were brutally murdered inside the emanuel a.m.e. church. this is something charlestonnians will go over and over again. the president will be here and that adds a certain significance. but every one of these funerals is emotionally heartbreaking for the community and devastating fo their families. the lines of people waiting to get in far exceeds the capacity of this place. it is clear not all will get in. there are other viewing stations that have been set up. it's important to show that the reason people stand in line is not just for the president. it's for the man. it's for what happened here. >> a very special man. i know you work with senate senator pinckney on his campaign. tell us about him and what he might think of today. >> i think, you know i've spent a lot of time thinking about this. i couldn't possibly use the words as lovingly and creatively as clem pinckney. i do think he too, would probably be suggesting forgiveness and probably talking about how the community can come together to create change in the wake of a tragedy. i know he wouldn't want all this attention focused on him. he would want it on the message, the movement and the different ways that we can make not only charleston but maybe the whole country a better place. >> martin have you gotten a chance to talk with people?
