different opinions on how dire the situation is with iran. joining me now, cnn senior international correspondent nic robertson. tell us more about these leaked documents, nic. >> reporter: what al jazeera and guardian newspaper have more than 100 different documents ranging from confidential to top secret. one document is a briefing given to the south african intelligence agency and notes written by the south african intelligence agency a month after that speech at the u.n. by prime minister netanyahu and the headline that al jazeera and guardian have taken from this is that the iranians were not working -- they believe were not working to produce a weapon but they are trying to close technology gap by legitimate means and if they are successful in that then the ability to produce a weapon could be much shorter. there's not a big gap between what the prime minister was saying and what intelligence agency was saying about a month later. the other part of this picture is of course we don't know the whole drove of documents that they have and this is an issue that's been circulating for some time. the disagreements over time between the politicians in israel intelligence service and the defense service about how best to deal with iran. the prime minister there was speaking about iran continuing to enrich uranium which indeed it was until the following summer when by agreement with the international community they decided to neutralize some of that 20% enriched uranium, carol. >> nic robertson reporting live from london. these bombshell leaks come days before mr. netanyahu speaks before the american congress and is snubbed by president obama. that said we assume the israeli prime minister will still urge america to get tougher on iran. despite john kerry's assessment that progress is in sight when it comes to iranian nukes. with me to talk more about this former ambassador nick burns. welcome, sir. >> thank you, carol. >> what do you make of these leaked documents and what benjamin netanyahu said in 2012? >> of course i can't speak to the documents. haven't seen them. i would say this for several years now there's been an open public debate in israel between former members of the government and prime minister netanyahu as to the seriousness of the threat. i think the united states for a decade now has been very concerned about the possibility that iran will arrive at a nuclear weapons capability construct a nuclear weapon. i frankly think we share that interest with israel. there's a dispute over whether or not the prime minister should speak to congress on march 3rd. i really think israel and the united states the arab countries, the european countries, are essentially together in needing to convince the iranians hopefully by negotiation that they need to back off and they need to have a verifiable agreement by march 24th to convince the rest of the world they're not going to become a nuclear weapons power. i think too much has been made of the american israeli differences when in fact neither of us want to see this happen. >> that's absolutely true. i think that people actually want to know what the truth is too. when netanyahu calls talks with iran dangerous and astonishing in light of what nic robertson just reported should we listen to the prime minister skeptically? >> israel is a front line state. israel is going to be very much affected by whatever happens here. you know i certainly think as former diplomat that israel has every right to express its view but i happen to be very supportive of president obama as i was of course when i worked for president bush and secretary condy rice that we ought to be negotiating with iran and see if a diplomatic resolution is possible here. secretary kerry is working very hard. i think the administration deserves a chance and hopefully support from congress in trying to get to a peaceful resolution. if that's possible carol. we still don't know whether the iranians are willing to make necessary compromises particularly on verifications. have the international atomic agency be able to verify 24/7 that the iranians are keeping to whatever deal is made. >> okay. just going back to netanyahu one more time the obama administration says netanyahu is distorting washington's position. do you agree with that? >> i think that he's been unfair in many of his public comments about what the administration is up to. as someone who served in the bush administration i think what president obama has been doing since 2009 is a direct extension of what the bush administration tried to do and that is stop iran sanction iran try to achieve a diplomatic resolution. if that's not possible we reserve the right to use military force. negotiations first before the use of military force makes absolute sense in that respect i would hope the israeli prime minister could be more supportive of what president obama is trying to do. >> all right. former nato ambassador nicholas burns, thank you for your insight as always. i appreciate it. a disturbing sight across the night skies in paris. five drones spotted hovering over some of the city's most famous landmarks including the eiffel tower and the american embassy. tell us more. >> reporter: that's right. five drones have been spotted overnight. 1:00 a.m. time in paris. and then 6:00 a.m. seen at various sites. a couple museums as well in paris. this is a concern for authorities because clearly paris is still on high level alert following the attacks at "charlie hebdo" seven weeks ago and at the kosher store. police went to these locations but by the time they got there, the people in charge of these drones had already left. they say it's too much of a coincidence that these five drones were seen the same day same night across the sky. they've set up a team of ten police officers that are just focused entirely on this aspect of the investigation. now, what we are hearing and these were small to medium sized drones. they were not military. of course police are taking this highly seriously because if you remember last month there were more drones seen flying over president hollande's house. and now we've seen more than 15 cases of drones flying around some of france's main sites including eds, which is a leading french -- a leading french nuclear plant. so they have said they are concerned about this. it's not the first time. they are taking it very very seriously. interestingly, there's no way of knowing and it's so easy to buy these drones nowadays. you know that. viewers know that they can range between $300 to $500 some of the cheapest ones. we do not know at this stage if they are malicious or certainly drone enthusiasts, carol. >> we just experienced a drone crash landing at the white house not too long ago. i get what you're saying. many thanks. i'll be back with the latest on that train derailment in california next. all right. we're continuing to follow breaking news north of los angeles. a metrolink passenger train struck a truck on its tracks. a number of train cars have derailed and we're told that up to 30 people could be injured. we're just trying to get through this new information slowly coming into cnn. alexandra field is here. we understand that the truck exploded upon impact? >> we're told this is a large truck possibly a semi at this point that did erupt in flames upon impact when it struck that train. cannot say what caused this collision to happen. it's way too early for that. the immediate aftermath we're hearing is that three of the train cars derailed. not yet clear how many passengers are on that train in total. this is a commuter train. we're talking about early morning hours in california. this is a southern california commuter train. it was running between oxnard and camarillo. we're talking about at least 30 injuries. we don't know extent of these yers injuries. >> that truck was at a railroad crossing when the train hit it. >> look at the condition of that truck and you can imagine the flames that engulfed that truck. >> i have scott johnson on the phone from metrolink. hopefully he'll be able to provide us with more information. hi scott. >> good morning, everyone. your reporter provided rather accurate information. at approximately 5:55 local time a train did strike a tractor-trailer in the city of oxnard. as your reporter indicated this was early morning commuter train. had made two stops. the passenger count had not been determined. both the engineer and conductor unfortunately were also injured in the collision. we have initial reports of up to 30 people who were injured and at this point are being addressed by the ventura county fire department and sheriff's department along with california highway patrol and have been transported from the scene. >> what do you know about the truck that was hit and the driver? >> the specifics of what and how that individual came to stop on the tracks have yet to be determined. obviously we warn the community that the train cannot stop quickly. when a train sees something or someone on the side of the tracks the typical protocol is engineer would attempt to stop and i'm sure that occurred in this incident. the collision could not be avoided from a rail standpoint. >> we're getting some preliminary information coming in that confuses me about a driver that fled the scene. do you know about that? >> i do not know the specifics. there are times that when a vehicle does come to rest on the tracks that a driver would vacate the scene just to avoid being involved. that may have occurred. in terms of specifics for this morning, that's still yet to be determined. >> preliminary information. i'm just reading the urgents coming over on my e-mail. talk about what a difficult operation you're facing now to get all of these injured people to the hospital. >> it's a challenge. obviously the initial responders from the california highway patrol and the county fire department are doing outstanding job addressing the initial injuries with the triage area and then transporting those perspective individuals to a care facility. we're trying to establish exactly the locationexact ly notifications to freds can identify who was on that train this morning and where to go so we'll do our best to work in collaboration with local authorities and local responders to notify family and friends of where their loved ones are. >> again, it's train 102, is that what you said? the accident occurred at rice avenue is that correct? >> exactly. and three of the four passenger cars did come off the rail but also three of those four cars were installed in collision energy management technology following the tragedy at chadsworth metrolink invested in technology that the energy from the impact would go outward opposed to inward to hopefully prevent crumple of the cars. from initial reports and coverage from the helicopters at the scene, it appears that those cars did stay intact in terms of not crumpling upon themselves. so in terms of that that would have prevented a larger scale of injuries. >> that is more positive news for sure. still it would be difficult to get out of those train cars if you're injured. how does that work? how does that work -- go ahead. >> our responders in terms of all of our counties are trained in terms of how to access these cars from a safety standpoint so the windows themselves can be removed by emergency personnel and they appear to have done so effectively and then they would have addressed any nonambulatory passenger who would not have been able to move on their own. >> i want to ask my producers a question so standby for a second. are these live pictures? these are live pictures. i just wonder paws i don't see any people. is everyone out of the train cars now? >> this incident occurred more than an hour ago. i am not at the scene either. i'm in san bernardino county which is a significant distance in the los angeles basin from ventura so reports that we have that vast majority if not all passengers have been removed from the train and transported to a local care facility. >> i'm getting more information about the driver of that vehicle who supposedly fled. i know you don't know much about this. is this from police resources? the battalion chief. the driver of the vehicle that crashed into the train fled and police tracked him down. the driver is currently in custody and not injured. scott, going back to what you said about this kind of isn't so unusual when this kind of accident occurs that the driver of the vehicle in question would flee the scene. >> it's not so much -- it's fairly rare that someone would flee the scene. if a car comes to rest on the tracks they would try to avoid injury to themselves. obviously i can't get into any detail of what was in the mindset of the driver but certainly when there are trains coming that it would be in the person's best interest to get off the tracks and unfortunately he or she left his or her vehicle. >> it's hard to believe anyone could survive. when you look at the wreckage of the truck, it's incredible that anyone managed to survive that. >> obviously this type of collision is very very sad. >> okay. scott, thank you so much for providing us so much information. we sure appreciate it. >> bye-bye. >> do we have rene marsh available from washington? our transportation correspondent. this just reminds me of the most recent train accident that we had to cover. >> absolutely carol. you know as we're watching these images on our screen there, just yesterday the ntsb put out their preliminary report regarding that metrorail deadly accident that happened there in new york and here we go again. we're now looking at another train derailment. look at those images. what is remarkable is although you see three of the four cars derailed as far as that crumpling goes and damage to the actual cars you don't see a lot when you look at it from the outside and you just heard your guest there talking about that technology that was onboard. what that does is just improves the crash worthiness of these vehicles. they go through testing, things of that sort to make sure that if god forbid this sort of thing happens that treated. more than 30 patients being treated. when we look back at prior events we do know that the last metrolink crash in this area happened in 2008. in that case we had an engineer that was texting and 25 people died. we do not know at this point what is the reason why we're looking at these images. we do know this train essential essentially struck a vehicle on the tracks but we don't know anything more than that. we do know ntsb is aware of this situation and they are currently gathering information. they've not decided at this point whether they will launch a go team. we're in close contact with them. as soon as they make that decision we'll know and get that to you, carol. just looking at these images here they have a lot of work to do. when investigators do go in they'll look at a number of issues. was there something wrong with the tracks? they are also going to want to get the recorders that are most likely onboard this train to try to get to the bottom of what happened here. >> again, i just can't get past the fact that the driver of the truck survived. that truck looks like it disintegrated but apparently the driver of the truck that the train hit managed to flee the scene. >> that's the report that we're getting that the driver was found unhurt and you have to believe that of course that driver will be questioned as far as what happened in the moments leading up to this impact. amazing. going back to the new york case we know unfortunately in that case the driver in that suv did not survive and we also know that there were casualties on that front car in that case in new york. so to really to hear that this person was able to escape this unscathed is amazing. but the details as to perhaps when this person was able to get out of the vehicle, we don't have that right now. perhaps as this investigation moves forward later on today we'll get more to understand how it's possible when you look at what's left of that vehicle, what's left of that truck on the track that someone actually survived. of course keep in mind this was during the height of rush hour so you have to believe that many people were onboard this train so there's that factor as well. investigators will want to talk to people onboard and what do they feel and what kind of -- how is the train going? what did they experience and this is before the impact happened carol. >> so we have some reaction from a kabc helicopter that flew over the site. let's listen. >> this was a very violent crash. you can see by the damage to the cars and especially by the damage once again we'll go up to it in case you didn't see it earlier. this is what we believed caused the accident. this truck. there's a portion of it. another portion on the train tracks which caused the train to derail. we're not sure why it stalled out on the train tracks. we're not sure crossing guards were working. they both look up to me. they didn't need to raise them in order to get ak soes to where they were going. the train had not cleared the area which would make those automatically come back up. they'll have to look into that. it appears crossing guards at this point were not up. not certain the state of affairs when the news near los angeles. a metrolink passenger train struck a truck on the tracks. a number of cars derailed. we're told three to four. more than 30 people have been injured. alexandra field has been following this story and joins me now with more. >> we're hearing from a local fire chief near the scene that the driver of the truck had fled from the truck and that police now have him and they'll be able to speak with him. obviously this is going to be incredibly key to the investigation because we have no idea why that truck was on those tracks when that commuter train collided with it early this morning around 6:00 a.m. local time. we're looking at pictures of this commuter train. three of four cars derailing. this is a southern california line. we know now that at least people people were injured when those cars derailed. we don't know the extent of these injuries. you can imagine the force of something like this. we've seen injuries from people who survived these kind of wrecks and we know collisions can be very serious. as for the truck that collided with that train, there are images of that as well that we've been showing to you this morning. that truck described to have just been engulfed in flames. no confirmed fatalities at this point. focus is on treating the passengers who were on that train. we don't have a total head count for how many people were on that train. it does sound that a number of these people have been located and can be treated. >> maybe -- i don't know if it's a bright note or not but it's helpful there was special technology that was built into this train that kept the train cars from breaking apart. >> and crumpling in toward each other. we have this history of course of various rail collisions and we heard one of the officials who you spoke with saying that this technology this train was equipped with this technology collision energy management technology which allows the cars not to crumple in on themselves. hopefully minuteimizing the extent of injuries we're talking about here. >> let's head to washington where lawmakers are keeping a close eye on the clock. they are scrambling to prevent a shutdown at the department of homeland security. republicans are now in control of congress and don't want to face public blame or backlash so mitch mcconnell is changing tactics. he wants to bring a separate bill to a vote this week. it would take current dhs funding and strip away the controversial element dealing with immigration reform. that's the issue that doomed four previous senate votes. a separate bill would block those executive actions on immigration that president obama announced back in november. now, a clean funding bill dealing only with homeland security could be passed before friday's deadline. i hope you follow me. it's complicated. let's take a closer look. cnn senior white house correspondent jim accosta is here to make it clear for us. good morning. >> reporter: good morning. that sounded great. i'm out of here. let me add some context to what you just said there. remember all of this got started because when the president took executive action on immigration to provide deportation relief to millions of undocumented people out there, there were republicans in the congress who were upset about this. so what they wanted to do was make the dhs funding special. they wanted to say, okay you only have a certain amount of time on this funding and then we're going to have to come back and revisit these issues with respect to the president's immigration action. that federal judge down in texas said no. the president's executive action is no good and now the white house is trying to appeal that. there are republicans on capitol hill who say, okay now look at what's happening with this appeal process. let's let that take its course rather than come up with the works on the funding bill. that's the context of why mitch mcconnell is putting forward this proposal to strip away that immigration language from the funding bill and get it passed by this weekend. there would be big impacts across the board in the department of homeland security if that department shuts down on friday and just to walk you through that it would be 30,000 employees furloughed. those people would not be allowed to go to work. more than 100,000 employees would have to go to work without getting paid and by the way, the federal union for these workers says it may be 200,000, as many as 200,000 workers with no pay. this affects border security. this affects the secret service. this affects the tsa, which is why the dhs secretary jeh johnson was saying we can't do this with this kind of funding shortage. here's what he had to say. >> if our headquarter staff is cut back to a skeleton, that inhibits our ability to stay on top of a lot of the existing situations and challenges to homeland security right now. >> reporter: so all of this is really going to hinge on the house because the thinking is that mitch mcconnell can get this clean funding bill out of the senate. the question is whether or not it can get out of the house and that's something we'll have to watch for later on this week. carol, we've seen brinkmanship before in washington. here we go. >> are you a betting man? >> caller: i am not. not in this town. no way. not on something like this. you know in all seriousness, this is something we have not seen before with respect to the department of homeland security all by itself being shut down and with the mall threat that came out over the weekend and so forth, it is funny to poke fun at washington but it's a serious matter and it could happen if this doesn't get worked now the time. >> you're right about that. jim accosta, live from the white house. thank you so much. isis recruits may go through american airports to fight in syria. mall of america is threatened by terrorists. and we're talking about partially shutting down the department of homeland security. that means tsa agents men and women in charge of airport security will are required to show up for work but they will not get paid. while the vast majority of tsa employees will show up consider this from stacy, who works at the newark international airport. she was quoted on npr, "if i'm not being paid stacy won't be at newark airport. i mean we're in america. nobody works for free." james lloyd is a former tsa administrate. welcome, sir. >> thank you, carol. >> why can't lawmakers act like grown-ups? >> that's a question on the mind of a lot of citizens and very much on the mind of the people at homeland security and those agencies charged with responsibilities from preventing bad things from happening and dealing request consequences if they do. i understand the use of the budget process as part of the brinksmanship in this town at this particular point as has been noted, the mall threat is on the horizon and the isis has been successful way beyond the imagination of most of us when we first heard the phrase. this does not seem to be the time to hold as hostage, if you will the funding to the very people that we hope will do what we need to have done as a nation for the purposes of the immigration policy piece. >> look sir, some lawmakers who were in favor of a partial shutdown say nothing will change because people will still have to report to work. as a former tsa administrator, how does that play with you? >> it doesn't play well with me at all because we're asking not so much on the standpoint of what you just recorded there from the tsa agent at newark but generally without an end in sight with regard to funding, people that are expected to go to work without pay even with some notion that there will be some retro pay provided well down the road you just don't want to interfere with the foundation of morale and professionalism on the part of those people. as i say at the time where the threat index for the country seems to be as high frankly as it has been since the aftermath of 9/11. >> let's face it. these people don't make a lot of money, right? >> well they are government employees paid wages tended to the responsibilities that they have. you're talking about 200,000 plus people charged with the mission set that the department is charged with and the right answer here i think, is now sort of coming into focus. if leader mcconnell can break the two things apart, we all understand going back to the bush administration in which i served as well as the current administration the immigration policy debate is a very difficult debate. it ought to be dealt with by adults with compromise and collaboration in mind in a venue set apart from the funding of the department of homeland security. >> some lawmakers say they have a plan in place for a short-term fix, which could mean another short-term funding deal i guess. if you're in charge of stopping terrorists at the door would that be an acceptable short-term solution? >> it's something in between. a clean funding bill is clearly the right thing for us to do here as leader mcconnell indicated. and as house indicated by passing their original legislation. but an extended cr another cr sort of kicks the can down the road without resolution. it seems to me we've already dealt with brinksmanship and they ought bring us to closure. >> nigerian officials confirmed to cnn that an american woman has been kidnapped by masked gunmen. our senior international correspondent nima elbagir is in london with more on this. good morning. >> reporter: good morning. this is actually outside of the zone of operation as we know it for boko haram. in addition to the concerns for this american missionary as she's believed to be who's been kidnapped, there are concerns that boko haram is expanding their area of operations. generally the group operates in the northeast of the country and for the last 24 hours in the northeast of nigeria rocked by blasts. two blasts have targeted civilians. one a marketplace and one a bus in pretty rapid succession. so when on top of that you see that they are showcasing this terrifying ability to move even farther beyond that area of operation into central finalnigeria, it's a huge cause of concern and we're dealing with ramifications of the violence and insecurity in nigeria having caused the elections to be pushed back by six weeks to the end of march. you are seeing a very volatile situation develop, carol. >> do we know where this american woman was when she was kidnapped? >> she's believed to be in central nigeria and all reporting that we're getting so far from people on the ground is that she was working as a missionary. she was out there on mission. we're trying to get more hitting a heavy truck as it crossed the tracks. the truck is just totally gone. it exploded upon impact. we believe 30 people or more have been injured. most of them already transported to the hospital. at this point authorities are reporting no fatalities. supposedly the driver of some vehicle that was involved in this crash, this derailment actually got out of the vehicle and ran from the scene. police were able to track him down. he's being questioned right now as are no doubt many passengers involved in this derailment. with me now is larry, the principle author of federal railroad act of 1970. welcome, sir. >> good morning. >> good morning. i'm not quite sure what happened at this railroad crossing. this derailment did occur at a railroad crossing. according to witnesses on the scene, the guard rails were up. what does that tell you? >> well if the guard rails were up and a train was approaching, obviously there was a defective crossing. the crossings throughout the country, accidents at crossings, are definitely preventible. there are over 2,000 crossing accidents per year. over 200 people are killed at crossings each year. and there is technology that would prevent crossing accidents. there is technology known as positive train control, which would automatically stop a train if there is an obstruction at a crossing. there is also technology in existence which would allow a train to automatically stop if there is something in the crossing that would indicate any kind of collision would be imminent. it is inexcusable and i place the blame on congress the federal railroad administration. there are so many easy fixes. some cost dollars. they are easy fixes. barriers can be placed around crossings to prevent cars from going around crossings. over 20% of the accidents at crossings occur when a motorist attempts to go around crossing gates. that's easily preventible. >> it's interesting you talk about this new technology sir. it's interesting you talk about the new technology because -- >> it's just not true. >> it's interesting you talk about this new technology that can be put into place at crossings because the train cars themselves had brand new technology in place that prevented train cars from falling apart or crashing in on passengers as they derailed. authorities paid a lot of money to put new technologies in these train cars. >> do you know whether or not this train was equipped with positive train control? >> yes, it was. >> and so it should have automatically come to a stop once there was an obstruction inside the crossing. also there is technology at the crossing itself which would notify the driver that a train was approaching even though the crossing was up. there are many many features technology features that can prevent crossing accidents. the problem, of course is that congress is not in my view appropriately fixed the problem by funding crossing safety federal railroad administration and federal highway administration could address this by regulatory authority. they have not done so. and the railroad industry can prevent accidents at crossings. >> i understand your concern. i do. larry mann thank you that's coming out now after the alleged crimes have taken place. >> at least two dozen women have come forward now to tell their story about bill cosby. we follow run of them in particular tonight to disturbing aspects for me is all of these women came forward. they put forth their allegations and so far nothing has happened. is that the way it's going to be? >> i wouldn't say nothing has happened. it's because in a court of law nothing has happened. statute of limitations for most of the cases that happened in the '70s, '80s, '90s have passed. however, these women feel as though for the first time something has happened. the media has listened to them. they bonded together. they didn't know how many of them there were. and they feel as though they are finally being heard. at the same time cosby shows have been canceled. for the first time he has actually been hurt in a professional way because they have come forward this time around. >> he's still performing at some venues "at this hour" with berman and bald baldwin straight ahead. this is cnn breaking news. >> good morning. thanks for joining us everybody. >> i'm john berman. >> i'm kate bolduan. breaking news at this hour out of southern california. emergency crews are on the scene of a train derailment north of los angeles in oxnard california. some of the video on the scene. 30 people are injured. you can see several cars flipped over on their side. the metrolink train hit a vehicle on the tracks decimating it. amazingly they believe the driver of the car of the tractor-trailer is okay and in custody. >> he fled the scene. now they have that man in custody right now. no doubt a series of questions to ask him. joining us cnn's alexandra field. field. also joining us, rene marsh. it happened at 5:55 a.m. pacific time. a little bit before the morning rush. >> a commuter train that was potentially packed full of people headed to work this morning. what we're hearing right now from first responders on the ground is they actually finished the search of train cars and accounted for all of the passengers onboard that train. what they're telling us is they discovered no fatalities. at least 30 people were injured. we don't know the extent of these injuries. when you look at the
