And yet a short time ago, the president remained unclear about if he would invoke the defense production act. This is something that would help increase the manufacturing of masks and other protective gear. Invoking the production ive done it. Ive done it. But you said ive done it. We find if we need something, we will do it. You dont know if weve invoked it, you dont know whatsen ordered. Whats not been ordered. I can only tell you, i can only tell you, as an example, masks, nobody ever heard of the number of masks thats been ordered. Theyre being made now. And many are available now. Well, whats more, the cdc is now advising Health Care Workers to ration masks, to use expired masks, even use bandanas or scarfs as the last resort. The cdc also issued a report finding 69 . So, the majority of u. S. Cases actually involve people who are younger than 65. Sources say the state department is about to issue the most severe advisory which is advising americans to not travel outside of the u. S. , period. Unemployment claims surge bids 70,000 last week. It hit the highest level since september of 2017. Plus more than 2,000 National Guard troops have been deployed in 27 states. But the president did offer positive news today saying hes fast tracking positive drugs that could treat the coronavirus. His fda adviser added this. Again, we need to look at it. We need the data and the information to make the absolute best decisions for the american people. I want to assure you we have over 17,000 at the fda doing this every day. There are drugs on the pipeline. Everyone on this dias gets calls every day as do people at the fda about potential therapeutic options. Were looking at every single one of them. Lets go to cnns nick watt. He was those challenges that theyre facing. Nick. Challenges are many. With President Trump, briefly up on that podium today, he was still calling this the chinese virus, still saying if they hadnt kept quiet about it early on the rest of us wouldnt be in the position that we are. Interesting to note, china just logged its first day with no new domestic cases. Here in the u. S. , we are very far away from that. Reporter its here. Its spreading. The fda now fasttracking antiviral treatments, one currently used against malaria. Its going to be very exciting. I think it could be a gamechanger. And maybe not. Reporter the vaccine still some time away. It has changed everything. And it will, for the foreseeable future. Reporter carnival cruises apparently now offering up its fleet. If we should need ships, lots of rooms, theyll be docked at new york, los angeles, san francisco, different places. Reporter a Field Hospital on u. S. Soil, washington state, over 10 million californians told to shelter in place. A 1 trillion national stimulus on the table. If we just everybody stays home for six months, you know, its going to be like the great depression. Reporter clusters cropping up, at least 46 positives now at this one illinois care home. Three dead. Four others infected and just one extended new jersey family. Hospitals across the country are rapidly running out of masks, gown s protective eye wer that they desperately need. Were being asked to recycle single used surgical masks. Reporter the cdc advising use ban ndana masks. Ask allowing asymptomatic exposed providers to work while wearing a face mask. Here is one face of this growing pandemic. You choke. You throw up. The pain, the headache. Reporter and heres another. I feel like we shouldnt change our lifestyles necessarily because of corona. Because of younger people, thats why we dont take it serious. Reporter florida beaches are still open. You got to figure out how to get these people off the beach. Unless you can figure out to be completely isolated from everybody else. Individuals have to take responsibility. Reporter because even if you dont suffer much, you can give this to others, although up to 20 of coronavirus hospitalizations in the u. S. Are between 20 and 44. According to a new federal study. People need to pay attention, no matter your age. Reporter some u. S. Congressmen have now confirmed they have the virus. Georgias entire legislature told to selfquarantine for two weeks after a state senator tested positive. In france now, to leave home, you need a certificate stating where youre going and why. Theyve cited thousands. I am not going to imprison anyone in the state of new york. I am not going to do martial law in the state of new york. Reporter but they are considering converting new york citys hotels into hospitals. The European Union now urging netflix and others to stop streaming hd, so we dont all actually break the internet. While we hunker down. Now, you mentioned that the increase in confirmed cases in this country is alarming and it really is. Now, some of this is just the testing catching up with reality. Some of this is the virus still spreading. And how long will it last . Well, american airlines, apparently, is taking out a 1 billion loan to weather the storm. Indianas governor Just Announced schools will be closed there through may 1st. And he said as we get nearer to may 1, we may have to close permanently. I assume he means for the rest of the school year just. Back to you. Nick watt for us. Lets go to the white house now. Cnns Kaitlan Collins is joining us, kaitlan, the New York Times just released, theres no other way to put it, this is a damning report about how the federal government has known for months just how poorly prepared it was for a pandemic like this. Thats because of assimilation they did known as crimson contagion. Tell us about this. Yeah, its what administrations go through to prepare for Something Like were seeing right now. They did it as recently as last year. Basically what it showed, the government was underfunded to deal with Something Like this. The reason its so notable, most people would not think this is something that people were considering or planning for. The government was planning for, and the hhs, health and Human Services and the National Security council were aware that Something Like this could happen. A respiratory infection of this nature playing out that almost seems unbelievable to people. Still, it didnt appear at the top there was this urgency to make sure they were prepared for Something Like this. Its something you got to keep in mind when you hear the president , when asked, why were they so slow to test this, he said we really couldnt have seen this coming, this report, brianna, says otherwise. Yeah, it certainly does. Its incredible to read. You, kaitlan, asked the president about the new cdc headlineses that Health Care Workers can make their own masks. Tell us about that. Were seeing Health Care Providers not able to have the equipment they need to treat people with coronavirus. Therefore, theyre worried theyre going to get coronavirus and not be able to work in their professions. We asked about the guide lion that ca guideline from cdc that came out overnight if you dont have a cease reece series of masks. Listen to how the president responded. The cdc is putting out guidelines for hospitals with the masks to use them beyond the shelf life. And in the worst case scenario, use a bandana, instead of a mask, how is that acceptable at all . Well, i havent seen that, ill let mike answer that question. Im happy to, mr. President. I cant emphasize enough the incredible progress that was made with the passive of the legislation last night. The president had me go to minnesota to meet with 3m, the manufacturers of the masks three weeks ago. We learned that their production, 35 Million Masks a month, less than 5 million of those were qualified to be sold to hospitals. So the president worked with republican and democrat leadership, weve extended the Liability Protection so now all of the industrial masks that were inferred as n95s are now available to hospitals. And were seeing a dramatic increase in production. Honeywell alone is repurposing a factory. 3m is producing output of 320,000 masks. When will those masks be available . Theyre available now. The 3m facility told me until january, they went to full production on 35 Million Masks. The legislative change means all 35 million of those, started to produce at full capacity in january can now be sold to hospitals. Reporter so what the Vice President is saying there, notice, the president didnt answer that question, he let the Vice President step in, is that the legislate that trump signed last night let the companies essentially give masks that before they couldnt give to hospitals, now, they can. Of course, what came out of that, these Health Care Providers have needed these materials for weeks, why does it take so long to get access to these masks and when exactly are they going to get them. Kaitlan, thank you so much. That was a great question. I want to get to dr. Peter jotez and the deny of tropical medicine at Baylor College of medicine. Doctor, thank you so much for joining us. Yet again, we so appreciate your expertise everyday on the show. Thank you. I wonder what you think of the New York Times report, with this administration, its not like they can caught flatfooted as we heard from the president , they actually knew and had conducted a drill similar to what we saw going on . Well, you know, the chinese told us a lot of aspects of this epidemic that turned out to be true. We knew that older individuals were at risk. In the way the virus sweeps through nursing homes. And yet, the horrible tragedy happened in kirkland, washington where they believed there were 25 deaths thats why i used that term angel of death in my testimony a couple weeks ago. And indeed, were seeing a lot number of workers in the u. S. We dont have the details out of that yet. We know two Emergency Room Physicians were, over the weekend, in critical condition. We knew we knew a number of aspects of this epidemic. And then it played out again in italy with the added piece that younger people than expected are also getting sick. So, we had a lot of information to get ready. And now,t shg, this report. My take on it is as follows. You know, when all of this ends, were going to have to really take a hard look at the agencies, how the white house worked with the agencies, how the federal government worked with the state government. And really do a postmortem on how all of those things went wrong. Right now, we dont have that luxury. Yeah. Right now, weve got to focus on saving lives. And the fact that im very worried now about some of the weak links in our health system. Weve heard Governor Cuomo be out in front, really articulating what this surge means to new york hospitals. And we have to take those same lessons and apply it, really, to every state in the country right now. Im getting report after report from my colleagues, that a number of Health Care Providers, nurses, doctors on the front lines are getting sick. And even if theyre not getting sick, when they have a significant level of exposure, not able to work. And i said, a couple of days ago on cnn, i said this is the weak link. And if this continues to happen, its lights out we simply will not be able to respond to this epidemic. So, my take on this for the New York Times report, you know, were going to have to look at that. Were going to have to look at a number of things. Lets get through this now. See, we were saying were in the middle of the game, its sunday, its hard to monday mon morning quarterback, right . C chloroquine, we heard the president talking about the drugs in the pipeline to help treat the coronavirus. We dont know if theres one that works. Talk to us about chloroquine. This is a malaria drug. A lot of people, if youve travelled to some place where malaria is present, you may have taken this drug. Is this the real deal, because the president said it could be a gamechanger . Well, lets look at the time lines just to kind of keep the overall perspective. Were developing a vaccine, a vaccine is the highest in terms of time line, dr. Fauci says a year to 18 months. It could be longer than that. The next tier down is brandnew dr drugs, what we call chemical entities have never been used to. The lowest hanging fruit, if you want to call it, repurposing drugs, where we already know the safety profile. There is preliminary data on hydroxychloroquine. Its oral, you can take it as a pill so that if it does have an impact on this virus, it could potentially be a gamechanger used either as a treatment or as a prophylactic to give to Health Care Workers. We know it has antiviral activity against the coronavirus in the test tube. We know it will help reduce inflammation in the lung. Those two pieces work nicely together. What we need to do now is accumulate the Clinical Data to show it really is effective. Theres a preliminary study out by my colleague from southern france, suggesting in a small study, that looks potentially promising but thats still not ready for prime time. We still need substantial a larger study. And there are a couple of drugs like that. And the last piece, something that we really need to accelerate, ive spoken about it before on cnn which is harvesting the antibodies from the serum of patients. Processing that and giving it to either sick people in a way to treat the infection it may not be the cure, but reducing the likelihood that they might suffer permanent injury in the lungs or even death. And smaller doses as prophylaxis to Health Care Workers which ask emerging down the pipeline. Weve got a number of things that were working on. I cant say that weve got anything definitive right now. Possibly with the antibody therapy is the one we should be rolling out immediately. Im almost out of time here, using the malaria drug chloroquine, how long will it take for this offlabel use . I would imagine, and because its widely available globally, i would imagine there are studying going on in italy, china, im sure here in the United States but is it months . Like would it be a month . Six months, do you think . Yeah. Whenever i give time line, im always wrong. Maybe maybe a few weeks, maybe a few weeks, a couple of months. You know, as i said just to keep things in perspective, you know, trying to develop new therapies, new vaccines for a brandnew Infectious Disease pathogen, in the middle of a Public Health crisis is about the hardest thing a nation can do. Yeah. And it sets you up to make you look terrible even under the best of circumstances. Yeah. All hands on deck i know the people at the nih are working around the clock. People at the fda working around the clock. Were working around the clock. Our staff is working tirelessly to get our vaccine. Everyone is exhausted. Everyone is very worried. On the other hand, its bringing out the best in humanity among scientists as well. Thats the silver lining. Dr. Hotez, thank you so much, we know youre building the ship as youre sailing it, thank you. A reminder that dr. Gupta and Anderson Cooper have a live town hall to answer questions about the coronavirus. Tonight, 8 00 eastern. New york is reporting a massive surge in coronavirus cases.
