Evidence republicans argued democrats did not have and could play a crucial role in shaping how the impeachment trial in the senate could go. Sara murray is leading our hour with this. Sara what more did just security report out . Reporter they got unredacted versions of these emails, reviewed them previously released but in a heavily redacted form and a foil with another outside group. They shed more light on the divide between the office of managements and budget and the pending about holding this money back. The pentagon is raising concerns about continuing the hold, raising concerns whether its legal, if the hold continues, they may not be able to get the money out the door in time. You pointed to that email there from the president. And from elaine mccuster recognized importance, this situation is prixly unworkable. Omb lawyers continue to mischaracterize the process and information provided. They keep repeateding this pause will not impact d. O. D. s ability to execute on time. Basically saying, Budget Office is misrepresenting what were telling them, which is, you keep holding the money we cant guarantee well be able to get it out the door by end of the fiscal year. Omb is saying we were all on the same page about this. There werent issues. Other sources saying that they believed that mccusker may have been exaggerating concerns to force the administrations hand. An inner agency fighting going on over this hold and these emails helped shed light on that. Reading reporting, throughs weeks and months, escalating battle between omb and d. O. D. And the democrats minoritier leader, the newly revealed unredacted emails a blow to senator mcconnells push to have the trial without a witnesses and documents requested. How will majority leader respond taking the floor tore more . Tomorrow morning . Phil mattingly, one hand, on the hill, significant. How will leader mcconnell address this if at all . Reporter you can expect senator mcconnell will stay in the same place hes been over the course of the last couple weeks. Brooke, fill you in on anything missed regarding negotiations what a senate trial will look lie. Traveling, in nashville by chance, you missed nothing. Nothing at all. Leaders did not speak to Speaker Pelosi didnt speak saying senator schumer would control this. And mr. Preside Mitch Mcconnell believes house managers present their case, president s defense Team Presents their case and senators van opportunity to ask questions and then if there are votes to have witnesses to compel witnesses, compel documents, via subpoenas, that could happen. Or they could vote to the essentially acquit the president. The expectation of the end game here everybodys waiting for. Look, what you need to care about as we head into the senate trial. Obviously Unanswered Questions now starting with when are they actually going to send the articles of impeachment to the senate and kick off the process . Its a numbers game. The number is 51. In an impeachment trial if you have 51 votes you can get whatever you want. You can get any witnesses subpoenaed you want. Get any documents subpoenaed you want. The issue isnt so much Chuck Schumer is pushing mcconnell to do something. Hes trying to reach out to moderate republicans, republicans who maybe want a more full process and bring them along. Everything related to this issue including reports filed by justice security serves to bolster that case. Will he win on that . Wait and see. No answers yet. We know senator mcconnell laid out the path he sees what the trial should look nilike. Not moving on that. I may have been on vacation but didnt miss a certain congal correspondent in the a certain mens health magazine. Reporter oh, come on im trying still the holiday. Allowed to have a little fun. Phil mattingly, youre the best. Reporter thank you, brooke. With me now, cnn legal analyst and former Deputy Assistant attorney general. Pleasure to have you on. Happy new year to you. Also not in mens health magazine. Unlike phil mattingly. Yes. This just security reporting, back and forth between omb and d. O. D. Your reaction and especially how significant is this when it comes to a pending senate trial and kwecrequest for witnesses . Damning because explicitly links the president and his comments. Problem, it doesnt change the defense. What the president and white house have been saying for quite some time is that the call and the president s conduct was totally above board and very legal, and very cool. Doesnt really change anything. Phil made a really good point. Talking about moderate republicans who are going to be at play sort of in the structure of this senate trial. Senator schumer is speaking to, and whos at the negotiating table . Back in 1999 the senators lott and daschle, the leaders, negotiated, worked out a deal, sort of how the senate kind of works when its functioning well. Thats likely to happen here. Regardless of the saber rattling you see between senator schumer, full disclosure, my former boss, and senator mcconnell. Theyll still try to work something out. Just the fate of those five or Six Senate Republicans is too much of a balance for that not to be the case. To that point on the map, democrats need it four republican senators to successfully call witness request documents. Two republicans senators, Lisa Murkowski and Susan Collins both shared public discomfort with senator mcconnell forcing, prejumping a witnessfree trial. Perform former prosecutor Joyce White Vance argued if bolton and our witnesses with information relative to trumps conduct in ukraine dont testify the senate trial will be nothing more than a fancy coverup. What do you say . Reporter i think thats accurate given the nature look at the emails from today. Sort of the highest levels of government, bolton and mulvaney. Absolutely. Again, this all comes down to these negotiations around those people who are up for reelection. Yeah. Okay. And the house can still issue its subpoena to all senior officials involved in the events documented in the new emails and the New York Times story out this week. Should they . Yes. Remember, its easy to forget i think six congressional committees still have open inquiries into the president with respect to this and even if not, open oversight inquiries. Certainly impeachment is on the table. You heard reporting that thinking about additional impeachment charges. Might be political costs to that. They may not want to go down that road but certainly have the ability to subpoena, call more witnesses, call more documents to strengthen and bolster the case or make a new one altogether. How concerning are the new emails just security got their hands on if you are trumps defense team . Again, given that their whole defense is go after the deep state and media and say that the president look, this is an argument that the president has the authority under article 2 of the constitution to guide Foreign Policy and Foreign Affairs and so on. To some extent all this does, say what the president was doing was carrying out his affairs as president. Look, congress has already found that was an impeachable offense. Majority of americans find it improper. Common sense and constitution deem its unlawful and unconstitutional as weve seen after weeks of testimony. Watch for Senate Majority leader Mitch Mcconnell on the floor tomorrow morning. Nice to see you. Happy new year. Happy new year. In the last hour the Biden Campaign released its highest fundraising numbers yet but still well behind the haul Bernie Sanders raked in. What does this mean a month before the Iowa Caucuses . Ends sunday im brooke baldwin. Youre watching cnn. The end of 2019 gave a financial boost to the 2020 hopes of several democratic president ial contenders. Bernie sanders and joe biden both saying that the quarter was their best of the campaign thus far. Senator sanders hauled in a whopping 34. 5 million. The former Vice President snagged just under 23 million. Sanders is leading the democratic field with Pete Buttigieg in second ly 25 mill. Then joe biden followed by andrew yang and tulsi gabbard. And while Elizabeth Warren has yet to release totals she is getting a lot of questions about it. Theyll be out soon, and im deeply grateful to every Single Person who contributed to my campaign. Reporter are you worried about keeping up . Look, i am very, very grateful to all of the people who contributed to my campaign. So i am very, very happy for every Single Person who contributed to my campaign. Hmm. Another big piece of news today. Julian castro announced his campaign would come to an end. s in a video the former hud secretary said, it simply isnt our time. Our White House Correspondent is with us, and arlette, start with you. On the trail with team biden in iowa. Their best quarter of their campaign in terms of dollars. Whats driving their momentum . Reporter this is certainly good news for the Biden Campaign, brooke, as hes posting this highest figure yet. 22. 7 million he raised during the last three months of the year. That is an increase from his previous quarter when he had raised 15. 7 million. There had been concerns about his fund raising during that time. Biden relied primarily on big dollar private fundraisers. Does a lot of press into them, bust his campaign is saying that he saw an uptick in online contributions. His online contributions doubled from last quarter, is what his campaign has said. Now, we are here in iowa right now where he is starting a fiveday tour. Actually at the National Motorcycle museum trying to make a case to iowans. Today he picked up a pretty high profile endorsement from a congresswoman whos 31, a rising star in the Democratic Party, and actually is in a district she won in 2018 that President Trump had won in 2016. Bidens going to be making his case over these it next five days here in the hawkeye stay. Were 32 days out from caucuses. The fundraising figure behind Pete Buttigieg and Bernie Sanders shows the former Vice President has the finances, the resources to stay in the race for a potentially long primary fight. Brooke . As for President Trump, kaitlan, impressive haul of his own running unopposed. Any changes planned for his fundraising strategy once democrats and all their fundraising dollars settle on one nominee . Reporter depends on exactly who the nominee will be. Weve seen at times go from where theyre targeting certain potential democrats. The president said its not something he wants to do just yet but at times have gone back to that. The fact they have 46 million raised in the find months of 2019 and now the money on hand puts them in a good place to start this election year. Thats a lot of money. The president is running unopposed, incumbent president. Barack obama for context raised about 42 million at a similar point and about to run for reelection. It puts him in a really good place. Talking how theyre targeting potential donors, interesting to see how its played out in the last through months. Of course, one big factor different from other quarters, the president s Campaign Fundraising numbers is impeachment. Using it, brooke, time and time again to fund raze. Sending out pitches portraying the president as a victim saying the Congressional Democrats are out to get them and essentially nullify their vote. That has been a really success 2 successful strategy for them. Reports from the white house saying the president hasnt necessarily picked a strat jegy what the senate trial will look like. We know financially able to capitalize on impeachment and you see it in the numbers from the fourth quarter. Thank you. Reporter also to note yeah. Jump in. Reporter one other thing, as kaitlan talked about. The Biden Campaign thinks they are doing better because of this impeachment fight. As joe biden at the center of these attacks from President Trump, they believe thats part of the reason that theyre starting to see an uptick in kwix contributions. Makes sense. Now getting fundraising numbers as Iowa Caucuses are a little over a month away. Several democrats set to crisscross the state in the coming weeks as a lastminute push to woo voters. Joe biden likely hoping his first endorsement as arlette mentioned, the freshman democrat who turned her district into blue will help him get across the finish line. And fantastic to follow on instagram not because of her precious daughter but all of her posts from iowa. Basically have an address from there im sure. And a report many caucusgoers are still undecided. You see biden and sanders both speaking, in iowa right now. Who are the top candidates that voters are talking most to and are there microbattles shaping up among them . Reporter there are, brooke. I just was out in iowa actually with all four of them over the last couple of weeks. Its fascinating, because it kind of feels like deadlock there. You have so many voters saying that they are deciding still between two or three or four candidates. I mean, there are these microbattles kind of brewing. The biggest one, of course, is this question within the Democratic Party between, should they go for a big structural change or do they want a middle of the road candidate like a biden or a buttigieg . You see voters deciding between those two things and the candidates making their cases. Then between biden and buttigieg, this erupteded over the weekend with buttigieg questioning bidens judgment as hes facing these questions whether he has enough experience as a 37yearold mayor to run the country, basically. Then the third one i would mention is just the buttigieg versus warren battle. This is over fundraising and money and transparency. Warren trying to make the case she is beholden to no one. As shes losing some of those College Educated voters to Pete Buttigieg whos been surging in iowa according to the polling we had before the holidays, and there hasnt been a lot out there since then, brooke. I want to get you to tell me the antidote in a second. Are you surprised so many iowans are undecided still . Reporter im not. Just because iowans sometimes are quite fickle, and you know, there is energy for each of these candidates in the room, but so many voters are trying to figure out these tradeoffs as they think about the bigger question of, who is really the best nominee to take on donald trump . You know, i talked to one grain farmer, retired grain former who thinks warren actually would be toucher against trump than Pete Buttigieg but hes going for Pete Buttigieg because he wants, like, the young thing. And you know the young thing. Its fascinating to see the way voters are playing, or looking at these different traits and trying to make their calculations. And they have, feel they have a lot of good candidates. Its been hard for a lot of them to make a decision, brooke. You mention the grain farmer. Another anecdote . Encapsule lakaps capsulating wi . Iowa . Reporter yeah. At another buttigieg event a woman told me the moment that she finally made her decision. This was one. Rare decided voters, actually, who said she was listening to Pete Buttigieg during a debate talking about the lack of diversity in the police force and had the debate on in the background and heard him say about not making the i couldnt get it done. She said, ice wheeled around in my living room and went back to listen to this guy who just sounded really different and refreshing. She still hadnt made up her mind but then later on when Bernie Sanders had a heart attack she said i just decided i wanted to go with a young person, and that made the decision for me. For her, thats the way its going to go. But i think this is going to be incredibly close and deadlocked really to the end, brooke. We will be looking for all of your reporting, may reston, thank you very much. Reporter thank you. Thank you. The 2016 democratic president s nominee has a new job. Reporter the Prime Minister left without responding. Conditions have improved slightly in the past few days allowing the countless men and women who continue to battle the flames a temporary but very limited reprieve, and just enough time to say goodbye to one of their own. Firefighter Jeffrey Keaton honored for bravery at his funeral. The med many given to his young son. One of the many victims of a nightmare with no end in sight that is expected to worsen in the coming days. Reporting for cnn, australia. With me now, a spokeswoman for the New South Wales rural fire service. Angela, i know youve been with rfs for several years. It is summertime where you are. It is hot. Can you just first talk about the size of the fire and have you in your years ever seen anything like this . No, i certainly havent seen anything like this before. And i know some of my colleagues who have been around longer than i have certainly havent seen anything like this either. This fire is New South Wales is something that is unprecedented. Already were only just into 2020 and burned 2. 3 million of a huge area. Typically of 280 hectares burnt over the last couple of years, blurred that out and seen devastating impacts from these fires. Its been a hard season and weve still got a long way to go. Right. Which over here is roughly the size, as we said, of west virginia. Weve been monitoring twitter, angela, and australias bureau of meteorology in victoria tweeted firenados are making conditions more dangerous. What is a firefirenado . Seen serious plaimplications from these fires. New years eve, south coach of New South Wales flames putting up flames essentially they create their own weather system which can have devastating impacts as it causes havoc for firefighters on the ground. Unfortunately, due to one of those fires, where these took place, the down burst and the winds a result of that weather event ended up causing one of our fire trucks to be literally turned on its head and unfortunately one of our own firefighters lost his life in that accident. So it is very dangerous conditions that we find ourselves facing sometimes where we have faced really bad weather day. So sorry about that. Extraordinary when you watch everyone running to get out of town and have firefighters brave firefighters running towards the flames. So many towns in these small areas oftentimes its one road in, one road out. How are evacuations, how is is that process even going . Thats right. The area of concern, for us, particularly down that south post of New South Wales, a lot of those towns are as you say one road in, one road out and those roads are surrounded by bush. Over the last few days a lot of those roads have been impacted by fire, and even once the fire passed through, the repercussions is dangerous tries that may still be alive or dead. And those stranded in those locations, a messy effort over the last couple of days not only to remove the trees but to make safe the area to allow people to relocate from those areas to a safer spot, ahead of worsening conditions yet again tomorrow. Hmm. And lastly, you see these people who have lost absolutely everything. They are angry. They are angry with the australian government. We just saw this one woman in the piece. She would only greet the visiting Prime Minister if he pledged for funding for your department. Do you feel like you have all the resources you and the Rural Fire Services need . Yes. The New South WalesRoyal Fire Service is very well resourced but of course the fire season, unprecedented stretched our resources. Our firefighters are tired. Weve certainly been using everything we have, throwing everything that we have at these fires, as its just nonstop. Its been absolutely relentless. So many support we can get is obviously very welcomed, and with regards to the community being angry, of course, they would be angry. These people have seen absolute devastation in some parts of New South Wales. In some cases, parts of towns wiped out, and, of course, the horrible fact of the matter we have lost lives this year is a very hard pill to swallow. Of course, where our firefighters, theyre doing an incredible job to protect life and property wherever they can but unfoundly we just cant save everyone. Our hearts go out to all of these families and especially that one firefighters family. All of their families. Angela burford well let you go. You have a big job to do. Thank you for coming on. Cnn National CorrespondentBrynn Gingras is live in new york. What a point r poignant message from this woman and whats the update . We know he just went through surge surgery . How is he . Reporter right. Undergoing surgery today, brooke, so doctors could help him eat and breathe. He has not woken from his coma since he was attacked. Even if he wakes up its not a good prognosis. He would have severe brain damage. So the family really isnt keeping, trying to keep hope but they are also tempering hopes at this point. Why theyve sort of turned their attention saying they hope their dad really is a symbol of what needs to happen now. There needs to be a change. They made, as a family, a very, you know, a decision that couldnt have been easy, that was release a picture of their father inside the hospital bed. I want to show it to you and warn viewers its very graphic. But they show, it shows Josef Neumann with the, you know, i dont want to the say scars. Its not scars. The wounds. The wounds. Reporter pretty traumatic. Exactly. Theyre traumatic looking at that, but had a very poignant reason why they wanted to do this. Listen to them. When people ask, is he awake yet . Is he talking to you guys . All i want to do is yell, do you understand the prognosis right now is that he really may never, ever speak again . The Trump Administration is following up on a new years eve hint about banning the sale of flavored ecigarettes. We want to make it people have died from this. Theyve died from vaping. We think we understand why, but were doing a very exhaustive examination. And hopefully, everything will be back on the market very, very shortly. That was tuesday evening. And just a little while ago, they finalized banning the sale of most flavored cartridges here in the u. S. For now anything flavored with anything other than tobacco or m menthol are banned. Provaping demonstrators literally had signs that we vape, we vote. Elizabeth cohen has more on what exactly this ban covers. Elizabeth, we know the vaping epidemic has been huge, especially the last few years, especially for high school, middle school kids. You were told a policy was coming within weeks back in september. So, why has this taken so long . Right. That policy was supposed to come back in september. Now were in january. You know, maybe they were working on the details, brooke. woos know, the devil is in those details. And thats where some antismoking advocates and pediatricians are very upset, because they say, look, youre going to pull these cartridges, one type of vape but allow these fruitytuitty flavors for another type of vape. Its a different kind of mechanism but still a vape. What are you doing . Lets see what the American Academy of pediatrics just put out in the last hour. A statement saying the bottom line is that children are nearly at the same level of risk now than they were before this guidance came out, referring to the trump guidance, and that is a shame. Brooke, we know nicotine is addictive. You take away one nicotine product. People who are addicted will find another nicotine product. If its available, theyll use it. Why have two policies for two kinds of vape . Why not one policy across the board . You know, the only reason people ive talked to can think of is really from trump. Trump has said, he said tuesday night, we need to protect the vaping industry. Those words came out of his mouth. He said we need to protect the industry. Its a big industry. He wants to protect the vaping industry for reasons that are unclear. Maybe he also wants the votes for those voters who are protesting there. He is trying to make the vaping industry happy, trying to make people who are vaping happy. What hes not doing is making children happy. They will still be at risk because they will still have access to the flavors that they love and nicotine is addictive. It is. Elizabeth cohen, thank you for the update there. Thanks. We are also getting a look inside today at the destruction at the u. S. Embassy in baghdad. And now the iranianbacked militia that cause this had damage is demanding that iraq kick u. S.
