Five days ago on october 22nd Law Enforcement recovered the first device from a residence of george soros. Over the last five days has more packages were found across the country, delivered to former president s, federal officials and public figures, our Law Enforcement community, federal, state and local has worked day and night together with other prosecutors from my office to identify and apprehend the perpetrator that has now happened. Today my office has filed a complaint against cesar sayoc, charging him with multiple federal crimes for his insidious conduct. Specifically the defendant is charged in five counts that include illegally mailing and interstation tra interstate transportation of explosives and threatening the United States. President barack obama, former secretary hillary clinton, former Vice President joe biden, eric holder, maxine waters, cory booker, cia director john brennan and former director of National Intelligence james clapper. The defendants actions are cowardly and totally anathema to our democracy. This is an ongoing and active investigation. We will not rest until these crimes are fully investigated and the defendant or defendants are brought to justice. I want to take a moment to thank our partners, the joint Terrorism Task force, the fbi, nypd, noew york postal inspectin service, atf, hard working career prosecutors and investigators of the Terrorism Unit of the Southern District of new york, and i would also like to thank the extraordinary cooperation we received from the Southern District of florida. First off, like many of my colleagu colleagues, id like to thank all of our federal partners, fbi, atf, secret service, new York Police Department and many local Law Enforcement agencies that provided valuable assistance. This was a massive investigation, a collaborative effort and was well coordinated with each agency bringing their special expertise to the table. But i would also like to recognize the many postal employees who we think of as our eyes and ears. We appreciate the diligence and awareness. In fact, it was a postal employees this morning that alerted to us one of these suspicious parcels. We have a great deal of expertise in responding to and v investigating suspicious mail. These dangerous mail investigation specialists are highly proficient in the use stateoftheart equipment. Our postal inspectors will remain di remain diligent. We will continue to work with our Law Enforcement partners to ensure the safety of the mail, our postal employees, our customers and the american public. Good afternoon. Tex dallas, the secret service director. Just as the other speakers have emphasised, i want to comment on the importance of cooperation here. We were in the forefront of this with receiving early packages on tuesday and wednesday and fully engaged the joint Terrorism Task force and other federal partners and want to acknowledge the great work by the fbi, atf, Postal Service inspectors, new york city police, and the other states involved. I also want to spend a few minutes to emphasize how seriously the secret Service Takes these threats, how important it is to provide protection to our protectees, including former president s and the current president and Vice President and thank our agents and officers and analysts who not only investigate cyber and Financial Crime to provide world class protection to our protectees. I think theyve done outstanding work here. I would also remark since tuesday along with director wray, this has been our number one folk pus the agency is to find the perpetrators of these incidents and bring them to justice. Thank you. Reporter mr. Wray, when did your folks isolate the fingerprint . So each of the devices was being brought through what are chald to called total containment to our lab. The first two that we received were the devices sent to former president obama and the d. C. Package sent to congresswoman waters. So the analysis began on that i think yesterday, and we were starting to receive information over the course of the last 24, 36 hours. Reporter so it was found yesterday . I dont have the exact time but thats the ballpark. Reporter i have a question for direct wray and attorney general sessions. Can you describe your reaction when you got weird there was a latent fingerprint that might lead you to a suspect and also what was the second part . Why the devices did not explode. My reaction to hearing that we had a possible match just validated my unbelievable faith and confidence in the men and women of Law Enforcement and in particular of the fbi lab. Theres a reason why the fbis lab is known as one of the very best in the world and the folks who work there are extraordinary. Once i knew that they had a print, i was pretty confident wed be able to find the rye person. As far as the devices themselves, its important to say as is in the complaint that even if the devices, and we were still trying to determine whether or not they were functional, as they say, so were doing all kind of analysis on that to make a definitive determination, they did coin taintin jettic material which could be dangerous to the public. The public should treat any device like that accordingly. Reporter could you tell us plainly why was he targeting democrats . I dont know. Other than what you might normally expect. He may have been appears to be partisan but that will be determined by the facts as the case goes forward. Im not able to comment on that. Reporter is he cooperate sfg. Cooperating . Were not going to be discussing where the investigation stands at this time. Im just curious what role you think the rhetoric in the political arena night have played in this. And is that making giving you more work . Were focused not on the talk but on the work. The work of the men and women of Law Enforcement here and the work that was done over the last week. Is something that should make every american proud and grateful. It too early at this stage to be discussing motivation in this particular case. Reporter are you concerned that nasty political rhetoric might motivate someone who is predisposed to violence to act out . Were concerned about people committing acts of violence under any motivation. Reporter director, do you believe that hes the only one involved in this campaign . And you continue to make reference to other devices that might be out there. Do you have any sense of how many . The attorney general said as well this is an active and Ongoing Investigation. We do believe that weve caught the right guy, but we also know this is an Ongoing Investigation and theres a lot of work still to be done, which means there are still a lot of unanswered questions. Well do the last question. That was my question. Reporter when did you first brief President Trump on having a suspect in custody . Im not going to get into our discussions with the president. Ly s i will say i saw a nice congratulatory statement and i think he like every other american is and should be proud of the unbelievable work done by all of our Law Enforcement partners across the United States. The partnerships that exist in the Law Enforcement profession right now in this country are extraordinary, are better than theyve ever been. We now know that cesar sayoc is facing five federal crimes, facing up to 58 years in prison if convicted. Some more details hearing from chris wray, the fbi chief, saying these 13 bombs are not a hoax, and referring to them as i. E. D. S over and over, improvised explosive devices. Were learning more details about the fingerprints, the possible dna they were able to use to track him through previous arrests through some of these packages. It is extraordinary the work of Law Enforcement here. So let me bring in first Jennifer Rogers to you on these five federal crimes, interstate transportation of explosives, illegal mailings of explosives, threatening previous president s, threatening Law Enforcement and other officers. Not taking the terrorism route. Why . I think because its so early. They just picked him up. All they have to do right now is get him detained and they have ten days to indict him. You heard them say they didnt want to talk about motivations, theyre still exploring all of that. You wouldnt charge domestic terrorism unless you had that motivation piece. Why is it so significant, josh campbell, for the fbi chief to refer to these bombs as i. E. D. S . It was very important. There was a lot of detail in that press conference but two striking things on the larger narrative of what this may or may not be, one saying these are not hoax devices and the other saying this person appears to be a partisan. With respect to the devices and the definitive statement by the fbi director, theres been some debate whether these were inert, whether it was some kind of hoax. There were rediidiculous claim t maybe this was a false flag situation. When all signed are pointing in one direction, it seems like there were people who wanted a certain narrative to be true, where investigators, we dont look at things through that lens. My bomb technician who is went through them looked at these and said these were dangerous, these were improvised explosive devices. It goes a long way towards saying this was not some conspiracy or it shows these were bombs. One of the details in these packages, talking about these 13 i. E. D. S, certain included target photographs marked with a red yeah, yeah. This guy, you have to wonder where he put this together. Where he learned how to do this, its easy. Can you do this on the internet. Its possible thats how he learned how to do this. But were learning he was living in his van. He lived in that white van. So where did he he could have made them in his van but how did he know how to make these bombs . Let me jump in for just a second. This is what we have from your pal. Jo cesar sayoc had been kicked out by his parents so he had been living in his van, according to a Law Enforcement official. He was initially cooperating with investigators. Hes now not cooperating. Hes retained an attorney, hired a lawyer or perhaps was given one. So hes no longer cooperating. He told investigators that the pipe bombs wouldnt have hurt anyone and that he didnt want to hurt anyone. What is that supposed to mean . Let me repeat. It really depends on what his state of mind was when he was talking to the investigators and how long he was talking and whether or not he thought that that would be helpful to him in some way by saying that. We dont know the state of his mind, we dont know whether thats true or not. I think whats important is the point that the other panelists made, which is what director wray said, which was that these were not hoax devices, they had energetic material. So i think one of the most important questions that investigators still probably have for him is whether or not there are still other devices that might be out in the mail system or somewhere else out in the country because he said there could be more. He said there could be more and we all have to be vigilant. The director did seem concerned that there might be more out there so they may have information about that or that may be part of the questioning that they were certainly asking about. That seems to be the highest priority. Go ahead, josh. This obviously seems to be a troubled person and well get to the bottom of what his mental acuity or capacity is as we learn more from investigators, but its important to note that even if the devices werent meant to kill someone or maim someone, sending an explosives sends a signal youre attempting to incite fear, which falls under terrorism. You are terrorizing people potentially for a political aim. We cant lose sight when hes exhibiting candor on his motivation. Whether or not he wanted to kill or just simply wanting to instill fear, thats still terrorism. Weve learned a lot here on how they got to this guy and weve seen this before in cases with fingerprints and dna. Its amazing. Yesterday theyre dealing with these i. E. D. S, they get a fingerprint. They take it in there and rip it apart and almost immediately, realtime, theyre able to take fingerprints off of these devices and quickly get a match because he had been arrested, because they had his prints. Yesterday we had been reporting something changed. It wasnt really until yesterday thattio that obviously investigators knew they had a lead. Until yesterday they werent sure who they were dealing with. Now we know why. They had a fingerprint. From there they went to work. They were able to get his cell phone number and track him through the cell phone number. Its not entirely clear but this is incredible work. And it the technology and the speed. If he lived in his van, kicked out of his parents house, where would he have even built these bumps . One of many puzzles whether they see evidence of the packaging or all of that, that will answer questions. Or were there other residents and associates . We had the forensic examination, we had the witnesses. Im still really concerned about this idea there might be other packages out there. If all of a sudden hes clamming up, investigators will have to look elsewhere. Ive worked on cases where weve heard theres this padded manila envelope. If you go through and see a package of them of 20 of them and weve accounted for 13 and eight are missing, investigators will want to try to work as the fbi director said, theyre not out of the woods yet. I hope the public understand, until Law Enforcement gives the all clear, we still have to i just want to bring in the assistant attorney general. You mentioned before Christopher Wray, the head of the fbi, said that these 13 bombs they were not a hoax, right . So this wasle real deal, full stop. This should quell any sort of politically insenary environment. That should put that to a halt. Yes . Heres what struck me about that press conference, brook, was the presence of deputy wray. They didnt necessarily have to have the attorney general and the fbi director along with the other officials do this press conference. They did it for a reason. And i think thats a great point. First they did it to show that this really was the number one priority for federal Law Enforcement and working with their state and local partners since this event has unfolded. And so they demonstrated that they were personally attuned to whats going on and this was the highest priority for Law Enforcement. But i think they also really showed america what apolitical Law Enforcement looks like. And so here you had a Republican Attorney general, a republican nominated and confirmed fbi director and they were leading the case of a violent acts that were taken against members of the Democratic Party in addition to john brennan, who was a career intelligence professional. I think thats such an Important Message that they send and attorney generals statement that they would not tolerate any kind of Political Violence was so important at this moment. Jeff sessions leaving by seeing this is utterly unacceptable, as you mentioned it, referring to it over and over again as Political Violence. Thats an excellent point. They could have sent others to stand in and these guys stood in.
