The day is over when they can stay in our country and wreak havoc, we are going to get them out an we are going to get them out fast and john kelly is going to lead that way. They will take them back. Cracks down on sanctuary cities. Empowers i. C. E. [ applause ] and you both do an incredible job but you need help, you need more. Creates an office of Homeland Security dedicated to supporting the victims of illegal immigrant crime. [ applause ] for years the media has largely ignored the stories of americans and lawful residents victimized my open borders. To all of those hurting out there, i repeat to you these words, we hear you, we see you, and you will never ever be ignored again. [ applause ] as i traveled the country i had a chance to get to know mothers who lost their children from problems across the border. I want to give these a voice, theyre called angel moms because theyre a voice to protect all of americas children. Their children have not died in vain believe me. [ applause ] pundits talk about how enforcing laws can separate illegal immigrant families but the families they dont talk about are the families of americans. Forever separated from the people they love. They dont talk about that ever. As your president , i have no higher duty than to protect the lives of the american people. [ applause ] first these families lost their loved ones then they endured a system that ignored them while at the same time constantly rewarding those who broke the law. For these families, its been one injustice after another, but that all turns around beginning today. [ applause ] we are joined here this afternoon by parents whose children were horribly killed by individuals living here illegally. I will now read these parents names and ask them to stand. Many have become friends of mine over the last two years and have supported me so dearly and i appreciate it. Marry anne mendoza who lost her son Police Sergeant brandon mendoza. [ applause ] fred fun drindrinber who lost hn billy, billys wife natale was also killed by an illegal immigrant by somebody who should have never ever been here. They have set this incredible goal for so many. These were great young people. And they will always be remembered. Always. We will never forget them. So listening to President Trump there at the department of Homeland Security really the headline talking about his plans immediately to Start Building this border wall as promised as candidate trump lets go to lay layla can layla sant you i cant santiago. Jeff zeleny to you first, we know trump told abc he wants to Start Building in a couple of months but this has to be paid for by existing funds . Reporter it does indeed brooke and this was certainly a president ial speech outlining the principals that he campaigned on to get to this office talking about the border and introducing some family members who he talked about often through the campaign whose loved ones were involved in horrible acts of violence by undocumented immigrants in many cases here, but brooke, what the president is doing is simply stating what he hopes will be done here. He is calling for some concrete things expanding border parole agents, he said he will add some 5,000 Border Patrol officers and triple the customs officers but for the wall itself this executive order is calling for a study of that wall, and theres going to be some immediate action but this is the beginning of this, but sort of left out of that speech there is specifically how it would be paid for and brooke, were talking about billions of dollars, estimates are billions of dollars up carwards of 10 billion. So many members of his own party are apprehensive wondering how this will get paid for. Donald trump says mexico will pay for that, thats a very openended question. So this is the fulfilling of a Campaign Pledge but important to remember this is the very beginning not the end. So on that billions price tag, john, someone who has held a number of Senior Leadership roles at i. C. E. And held a billion dollars budget. How much exactly would this cost . Reporter as you said earlier, its going to cost billions of dollars. The current budget is between 5 and 6 billion annually so if you talk about tripling the i. C. E. Agents and talk about infrastructure for the wall youre easily going to get into the tens of billions of dollars so paying for that initially is going to be footed by the tax payer. Then he says ultimately mexico will reimburse the tax payers, but do you think how does he get mexico to reimburse, john . Its going to be some tricky negotiations, its going to require a number of bilateral discussions with the Mexican Government and quite frankly they need to get them to the table first and what would be a quid pro quo program, how will this ultimately save them one is one of the questions i would be asking if i were mexico. And layla, all of this happening as the mexico arriving in mexico, you said this was concerning . Reporter right, a lot of the mexicans we talked to on the street or even lawmakers say it is sort of a sign of disrespect. Let me take it one step further. Some of the lawmakers here after trumps tweet and the announcement of the signing of the executive orders are actually calling on the mexican president to cancel the meeting with President Trump next week. The delegation is there right now. That was supposed to sort of set the tone and i should also mention that yesterday the economic minister whose in d. C. Right now with the delegation said if they try to make us pay for that wall we are walking away. If they try to tax remittances into mexico as a result of doing that we will walk away so mexico taking a little bit of a different tone in the last few days Standing Firm and saying look, we are going to protect our interests here. Uhhuh. Thus to johns point how complicated and challenge any negotiation would be with mexico to say now pay us a couple billion dollars for this wall. Breaking news President Trumps says intelligence professionals have told him torture absolutely his word, absolutely works, but he conceded that he would follow the lead of his defense secretary james mattis and cia director mike pompeo, i have to read for you this is trumps verbatim quote we have to fight fire with fire. With that being said, im going with general mattis, im going with my secretary because i think pompeo is going to be phenomenal, im going with what they say but have spoke with the highest officials about does torture work, yes, absolutely the president went on to say i will rely on pompeo and mattis and my group and if they dont want to do it thats fine, if they do, i will work toward that end. I want to do within the bounds of everything legally but do i feel it works . Absolutely it works. Donald trumps words today. Let me bring in admiral donald blair, its such a timely moment with all this news. Thank you, brooke. Admiral blair, its a mix of fight fire with fire, ill go with mike pompeo but does torture work . Absolutely. Is he open to torture in. I looked carefully at this question of how do we get useful intelligence from questioning those you capture. And the scientific answer is that we do not know if torture works or not. Theres no evidence that can tell you whether using these harsh methods gets information that is true, that you otherwise would not have been able to obtain by questioning would the harsh methods so the answer is its not known and i dont know who the president talked to who told him that torture absolutely works because no one knows for sure, so if you dont know for sure whether it works or not then it seems to me you should look out for all of the toxic side effects of running those sorts of harsh interrogation methods that blow back at americans when our people are captured and i think the use of the army field interrogation manual throughout the government which was a solution which the government arrived at eight years ago is a very good one and very sensible. Whether its effective or not its illegal its banned period, that is fact. Yeah, yeah. Lets say that this review or someone inside the Administration Says these black cia prisons work, i know you cant say whether these advances techniques work or not, if he wanted to work down that path how would he even implement the return of torture . It clearly involves changing the law, changing the practice. Theres been a doctorate across the Intelligence Community and im not sure that the president s decision would be decisive in this case. Its a big question, which has to involve the leaders of those agencies. I was glad to see that the president acknowledged the role of the head of the Intelligence Community and head of secretary of intelligence and its something that should be done openly an publicly as a big National Decision because there are huge down sides in terms of our reputations if americans fall into the hands of our enemies. If roles were reversed. I come down on the side proven effective or if its a good thing to do. Admiral blair let me just move on to this, this congressional aide tells cnn one of the immigration measures that could be signed tomorrow involves the restriction on refugees and people with certain visas from countries like iraq, syria, yemen, sudan, somalia and libya, when you hear all these countries, admiral, is this a ban on muslims . I think that the reality is citizens of those countries or those who have actually been in those countries face a pretty careful vetting if they apply for a visa that comes to the united states. And it takes a long time. There are questions asked, proof has to be given to show that the purpose of the travel is legitimate, that those who areplying applying for visas arent on a list, we have a pretty good list right now based on a individual screening, i think thats much better than a blanket screening. How would you describe these superflous . How would you describe it . I would say its not necessary and in general its not good to have a blanket travel ban from other countries. Our relationships with other countries that americans do visit and who citizens do visit our country for legitimate reasons should be done on an individual basis not on some sort of ban that has no discrimination. Uhhuh. Admiral, i have one more just last question on obviously the president has the worlds attention now that he is questioning the legitimacy of our democracy claiming that millions of people voted illegally in this past historical election that he won which by the way the claims of voter fraud are just false. There is no evidence. What does that say . Whats the message thats sent to the International Community . Well, i think the International Community reacts like most americans react that we should base our decisions and our proclamations and our policies on evidence and what we agree is the truth. So making statements without having a good basis for making them i dont think is a good basis for either international or domestic policies. I understand the president has ordered an investigation. If the investigation does show that there was massive voter fraud then lets look at the evidence and draw the conclusions. Until that point, i think that there are no facts that would indicate anywhere in the neighborhood of that. I havent seen in, have you brooke . No, sir, no, sir. If we havent, then what are we talking about . And certainly intelligence when youre briefing a leader whether it be the president or anybody else youve got to bring facts you have to bring evidence, logical deductions from that evidence or else youre basing your policies on sand and so i think we need to get back to evidence and facts as the basis for sound policy. Where did she get it . Her father was quite a witty man and so was her mother. She certainly had the of a comic star, the diabetes, her sons suicide, alcoholism and through all of that, all of that, she was able to slap on the makeup and make people laugh and then as she said go home and put my face in the pillow and try to get to sleep. Tell me what about her last few years, dick ka vvekavet. Tell me and Mary Tyler Moores last couple of years, what was she up to . I dont know, last time i saw her she was honored at the hold players Club Downtown and she was quite bright, quite sparkling, quite healthy looking, she walked lamely and i remember thinking oh, i hope things arent getting worse for mary, and then there was those ghastly inquiry stories where they have everybody within one inch of death whether its cher or mary or whoever and luckily both of those out livlived each. But she certainly was the epitome of star quality and people would stop her on the street and just go oh, mary, we love you, i guess you could get tired of that, but not mary, she could do anything. She was one of the best and she could somehow magically turn off the funny mary so as not to march the serious film like ordinary people that she did with robert redford.
