mitch mcconnell says more relief is two, three weeks ago, hopefully. the house speaker nancy pelosi says she's been anxious to negotiate for more than two months, and congress can't go home until a stimulus deal is reached. let's begin this hour in california, which currently leads the nation for the most confirm coronavirus cases. more than 448,000 and counting the surging case numbers having a huge impact on some businesses like restaurants, especially in the los angeles area, where paul vercammen joins us now. >> reporter: extremely hard at this time. trois mec is a favorite of the foodies and of the critics, this is a chance to come in here and sample, the le febvre family said the food industrial is in a true crisis. we talked to another restaurant tour, dustin lancaster, he owns 13 restaurants in the lajs area and bars. three have already closed. he hayes laid off 250 employees, only 30% of those have come back. this is something that absolutely haunts lancaster. >> if you were to drive down a sunset boulevard or a mel rose and you thought four out of five of those might not be there. that collateral damage is almost incomprehensible, to lose something you work so hard for, to know that that won't be there. even though we're open now to the community and employs some people, it's not sustainable. if i think about losing something like that, and losing those employees, it's almost too overwhelming for me to actually, you know, lay in bed at night process without breaking down due to the sheer weight of it all. >> reporter: lancaster wants everybody to keep an eye on a bill moving through congress, $10 billion relief package for independent restaurants, to keep those restaurants open, keep those employees going to their jobs. he says track that and support your local restaurant. back to you now, bianna. >> that bill can't be passed soon enough. paul, thank you so much. the trump administration official overseeing testing, admits that testing times are too long. kristin holmes joins me. they're saying the average turnaround time is four days. what is the administration doing to improve the late time. >> admiral giroir was on with our jake tapper, and he was saying average was four days, but we are seeing some waits in parts of the country that are anywhere from 7 to 14 days, including some of our own colleagues who have tried to get a test and had to be quarantined at home for that length of time. it does look as though they are making a concerted effort to turn it around. they have been health and human services announced a new contract with a private company to produce more of the chemicals to help process the tests. that means more tests across the country will be able to be processed than currently are. the other announcement was by labcorp. they are one of the big labs that takes in so many samples. they said they have increased their capability so they can bring down their average turnaround time to two to three days. much better than two weeks the other thing i want to message is keeping the eye on the reveal they saided to provide $25 billion ramped-up testing. it will be interesting to see with the negotiations with the white house whether they actually got those there. we have all of them hyper-focused on coronavirus, whether it's testing or the stimulus funding, trying to put together the proposal to finally give out those details to americans who are expecting money, hoping to have help financially as the unemployment numbers continue to maintain very high. so a lot of administration officials on the ground working. i do want to point oy what the. did here. he played golf with hall of famer brett favre, and then this video from today, it's the only public-ish activity we saw. he went outside of his country club to a small group of supporters and threw make america and keep america great hats at them. he is clearly there without a mask on. no one in his entourage appears to be wearing a mask. that's how president trump spent his weekend. he announced today he would no longer throw out the ceremonial pitch at the yankees, because that day he will be so focused in the future on coronavirus, and will have meetings on vaccines. that's just another saturday in the future in august. to know, the way he spent it was playing government and spending time with supporters. >> two images over the weekends. two images without him wearing a mask just days after he said wearing a matching would be patriot tick. kristin hole al kristin holmes, thank you. doctor reiner, when you see the president posing for pictures without wearing masks, when you hear him saying testing is overrated even as cases are spiking, what comes to mind to you? >> he's unteachable. probably the original sin of this response to the -- maybe the two original sins have to do with our pathetically slow ramp-up for testing, and the second our failure to mask up quickly. by the end of june, only about 1515% of americans said they went out every day wearing a mask. contrast that with about 80% of people who live in hong kong said that. hong kong is a city about the same size as new york, has had 18 deaths. 18 deaths. so much of what we're seeing now was entirely predictable. the fact that the president won't come out, you know, for that photo op today with a mask on, it's to use his golf lingo, it's a tap-in. he could have a maga mask on, throw in hats around. how about throwing some masks out? how great would that about? this is a historic failing. >> when you hear jake tapper excel admiral giroir, are you afraid of telling the president medical information that you are being told, when you see what's transpiring, when there's oppo research being given out from his own administration. what does that tell you about the direction this country is taking as we approach the fall and winter months when you know there's a lot of concern and then you've got flu season as well? >> there appear to be few public-facing people who are willing to tell the president what he doesn't want to hear. tony fauci is one of them, which is why he's been banished. there was the threat of a dual punch of a robust flu season and he was made to come back the next day and sort of walk that back. this morning, when we heard admiral giroir talk about testing, he really parrots a party line, basically everything is great, we're doing a ton of testing, when we know we're not doing enough, and the testing we are doing is taking too long. the rockefeller foundation has recommended this country do about 30 million tests per week. right now it's about 5 to 6 million tests a week. we need testing that comes back same day. what happened to the google app that was heralded months ago that would tell you where to go to get a quick test? right? how about the big box stores where you could drive in and get the tests. we need this. but -- which is, again, you and i spoke about this again, it's time for just nonpolitical or bipartisan group of people to come out and just tell the public the way it is. you know, admiral giroir spoke about the rapid test that the president uses to protect himself and his family. that's really not widely available. in any city, it's very difficult to find a walk-in test where you can get it back in 15 minutes for admiral giroir to talk about 25% of the tests are done with that rapid assay, those are really being done in hospitals, being done to protect hospital staffs, and done in conjunction with other tests, because the reliability of the rapid test has not been great. >> they get it much back sooner than four days. dr. jonathan reiner, a pleasure you have to you on. thank you. >> my pleasure. thank you. the presidential election is 100 days. there are new polls showing the president trailing. but a lot can happen in those 100 days. sports in the time of coronavirus. how does playing without real fans in the assistants affect the athletes? only 35% pretty similar in florida. michigan, a third approve. coronavirus race, the president under water. that's why he's losing to joe biden in these important states. what does that mean when you look at the 2016 map? joining me now is paul begala and david gergen, a former advisories to presidents nixon, ford, reagan and clinton. david, let's begin with you. the president was golfing with brett favre, he was throwing masks to his supporters, not throwing a mask in either one. coronavirus cases are going up and the president said wearing a mask would be patriot tick, but clearly not listening to his own advice. >> that sure appears to be the case. if he wants to turn this around, he has to whatter a mask, not play golf, stop throwing out 9 hats. he has to stabilize and end this surge in the coronavirus cases. if he does not do that, the economy won't really pick up. larry kudlow from the white house is still predicting a v-shaped recovery. it looks more like a w or a u, which is not good news on that front. everybody believes he can still win, but it's going to be harder and harder, as paul begala will say, even more so. >> paul do you agree? >> i do, but i'm old enough to remember when mike due cab else led vice president george h.w. bush by 17 points. so four things quickly. will the progressive left cast a protest vote like many did when hillary was running? i think not. will the democrats become complacent? very little signs of that. they seem as committed as i've ever seen them in my life. third, will the press fall for russian interference again? is you know, we fell into this in 2016. it was a bunch the e-mails through wikileaks, and we let it dominate the campaign. fourth, though, voters. voters themselves, a lot of voter suppression in the last election. vote can go to vote.org and check their status. every voter can do it. go to vote.org and make sure you're registered. if not, get registered. >> especially at a time when so many are concerned about coronavirus and whether or not they will get sick, to go ahead and actually vote in the booths and polls, many will be turning to mail-in ballots. the president has made his stance on that very, very clear. david, let me move on, though, to another major issue, that is not only just the coronavirus, but racial inequality. the latest cnn poll showed trump's disapproval standing around 60%, across florida, arizona, michigan. key states there. will trump be able to get out of his own way on these issues in time to make a difference in these are huge issues. >> now there is vets out there doing the same thing, the wall for vets. the civil rights movement, the blacks had to carry most of the load themselves. but here in this aside. that doesn't seem to be coming from this administration. paul, you wrote an opinion piece. trump could still win reelection. this is still something given democrats night mares. kathleen parker writes about the failings of the 2016 polls, saying the same problems could plague them again. why should we believe 2020 is going to turn out differently? [ yelling ] >> as you can see there, federal officers detained a protester. you can hear him screaming after a witness said they removed his gas mask. protesters rebarriers at the federal courthouse and tear gas was deployed. there's been growing outrage in the city and over the country of the presence of federal law enforcement officers in portland. with me now to discussion it cnn contributor john dean, who is also the author of the book "authoritarian nightmare, trump and his followers." john, welcome to the program. you have been very critical of the president and federal officers in portland. as i said earlier, at times it doesn't look like it's taking place in american city streets. >> it's frightening scenes, very unprecedented that we have federal law enforcement literally provoking demonstrators. they're baiting them, using excessive force in trying to theoretically protect federal facilities, but they're crossing the boundary and going into local police powers. >> when you're seeing mothers, fathers, and now veterans lining up in protest too, obviously there are some opposing and menacing, but for the most part these are peaceful protests. what does that tell you how much this has brought together an entire city from different backgrounds? >> well, as david gergen mentioned in an early segment, back in the '70s when nixon was in power and running for office, the nation didn't feel the same way. there were andy wti-war movemen. but now we are out there expressing their opinions and starting a dialogue. the president is reading something entirely wrong. he's trying to use the provoked scene as some sort of campaign fodder to secure suburban women that he has everything in control. these women aren't stupid. they're going to get to the bottom of this, and this is provoked violence. it's a very typically authoritarian type of play. while a few people will like it, the overwhelming majority will not. >> he clearly has the backing of attorney general william barr. he's set to testify before the judiciary committee on tuesday. how do you think william barr should address this, and trump saying he's going to send other to other cities. >> he happens to believe a president should be all-powerful. unitarian executive theory giving presidents unlimited power. we're not, there but he's trying to in essence create precedence for that kind of presidential power. i don't think he'll have a pleasant esepperception. >> switch gears a little while still talking about bill barr, because he's sure to be asked about michael cohen. you know earlier, last week a federal judge ruled the justice department retaliated against trump's former fixer attorney writing a book about trump and in turn sending him back to prison. are we seeing the justice department becoming an arm of the president's political and at times personal vendettas? "we have devoted our lives to this mission," the park director says.
