>> you're right, brooke. it's already searched about 95% of that area. we're learning new details about what the next phase of the search will look like as the blue fin wraps up scouring the targeted area. a decision has been made to expand its search to areas adjacent to the first radius. we know the ping to the north is seen as a promising area. ing a australian officials are not commenting on right now but officials have said they are hammering out a long term game plan. the only submarine involved in the search efforts is being pulled out by the naval officials since there is no longer any prospect of detecting pings it no longer makes sense to use those capabilities. >> okay. pamela brown for us in washington, thank you so much. let's bring in our panel here. joining me now, mary sceavo at the u.s. department of transportation. welcome to both of you. talking with the blue fin here we have now learned that if this underwater drone, if it comes up empty, if it has a 5% of the search area and you look at a map to complete and then the search zone moves next door, rob, at this point would you recommend a clean slate walk away fresh eyes? maybe bring in other experts. >> yes, it would, and i think that isly in process at the moment. it is the logical next step. they have done the first one. they need to go to the second and even the third and fourth. and then after that consider or maybe even concurrent with that going out into the broader area. so it's a question now of time versus cost. we need in order to reduce the time, we need to use broader scale tools and in order to reduce the cost we need to make sure that we're using the most effective tool for the job. >> what about the most effective tool for the job. most said that the blue fin 21 is excellent but this may be unlucky 13, maybe not turning up anything. do you think that more assets should be deployed to find the black boxes? >> i do think so just because there were certain areas where they said the blue fin couldn't reach. it was too low for the blue fin capableabilit -- capabilities. they will want to know when it's done that they searched all areas they could search. i do think that they are looking for those. additional water vehicles. i would guess that they will bring in some more in addition to the blue fin. >> okay. we have heard quite a bit now, thank goodness, could have happened weeks ago, this prime minister interview with richard quest and he told cnn, you know, this search for mh-370 is very, very different from the one that we keep bringing up here, air france flight 447. but in your opinion, in what ways is it similar? what might we be able to learn from 447 in terms of strategy? this stage of the game here? >> the similarities are that it was a relatively large aircraft. but the difference and the lessons if you like are that, you know, this is infinitely more complex because there is no surface debris. with air france 447, the tail was found virtually right off the bat. in this case, not a trace. that's what you're seeing now with the inmarstat data. >> families wanted information then and families want information in this case. we know that the government will be releasing this report neck week but the keyword there, preliminary. how much information really will we see in that? >> well, ordinarily, preliminary reports are very cursory. there is not a lot of information. it is just the facts. a, b, c, d, this happened, we know this we don't know that. some of the ones that the ntsb files are just a few pages. they may list some witnesses and some people who have information. they are going to make a recommendation. usually that waits until the end of the case. the momentum is for safety improveme improvements. i think they will. they did say they will make a recommendation. >> we will see how that sits with the families after this has happened. thank you both so much. you know, the search for the plane, trying the patience of these families. as we're hearing word of expanding the search, you will not believe how long experts are guessing that it could now take to find the black boxes. >> and a nevada rancher took on the feds but his fighting words have outraged and offended many people across the country. if you have missed any of his interviews on cnn, stay tuned. could the crisis in ukraine explode into world war iii? "f". the performance marque from lexus. >> in whiplash fashion, this rancher went from a hero to the object of backlash. i want you to be the judge. bundy had become a darling of some conservatives in his stand off with the federal government. this is a slash from earlier in the month. bundy has not paid federal grazing fees for more than 20 years. he says the u.s. government has no right to ask for this money and his family has been using the land for generations. but now supporters are decrying bundy not for his stand against the government but for his statements about african-americans which he was recorded saying more than one. >> they abort their young children, they put their young men in jail because they never learned how to pick cotton. and i have often wondered, were they better off as slaves picking cotton and having family lives and doing things or better off under government subsidy. >> i'm wondering if they're better off under government subsidy and young women are having abortions and their young men are in jail and their older women are sitting out on the cement porch without nothing to do, you know, i'm wondering, are they happier now under this government subsidy system than they were when they were slaves and they was able to have their family structure together? >> cliven bundy talked to cnn about the fact that politicians like senator rand paul and commentators are now condemning his remarks. >> how does it feel to be abandoned by your friends on fox? the only reason we could get you on tonight is i'm guessing they didn't call. >> i don't think i have been abandoned. i think maybe they misunderstood me a little bit. i think fox and i, hannity and i are right on. i have no doubt that he would support me if he understand what was in my heart. >> he called you ignorant, racist, repugnant and despicable. >> i hope i'm not that way. >> he was on last night with bill and then he was on this morning. we're going to show you this but just a warning. what you're about to see may be tough for you to watch. see what he's holding? it's a calf, but it's a dead calf to make his point about land rights. that happened this morning here on our air. but perhaps more jolting is when he invoked two civil rights icons to explain what he was trying to say about african-americans. >> i understand that the government was aggressive with you and many people think it is wrong. i understand that many people are upset. what is our reaction? your reaction is to say that you wonder if negros were not better off as slaves. now are you a racist? >> no, i'm not. i did wonder that. let me tell you something. i thought about this this morning quite a bit. >> please. >> and i thought about what the reverend martin luther king said. and i thought rosa park and taking her seat at the front of the bus. now reverend martin luther king did not want her to take her seat in the front of the bus. that wasn't what he was talking about. he did not say go to the front of the bus and that's where your seat was. what reverend king wanted was that she could sit anywhere in the bus and that nobody would say anything about it. and that you and i could sit by her anywhere on the bus. that's what he wanted and that's what i want. i want her to be able to sit anywhere in the bus and i want her to sit anywhere in the bus. he didn't want this prejudice thing like the media tried to put on me yesterday and i'm not going to put up with that. that's not what he wanted and not what i want. i want to sit with her anywhere in the bus and anybody to be able to do the same thing. not a prejudice thing but make us equal. >> mr. bundy. >> do you understand what i'm saying? >> i kind of do. i'm not sure that i understand it. i understand that martin luther king's message was one of peace and freedom and when you suggest that you were wondering if blacks were better off as slaves that that's the opposite of freedom and very offensive and i think you probably know that. >> let me tell you, i took this boot off before i put my foot in my mouth with the boot on. let me see if i can say something. >> uh-huh. >> maybe i sinned, and maybe i need to ask forgiveness, and maybe i don't know what i actually said, but you know, when you talk about prejudice, we're talking about not being able to exercise what we think and our feelings, that we're not freedom -- we don't have freedom to say what we want. if i say negro or black boy or slave, i'm not -- if those people cannot take those kind of words and not be offensive, then martin luther king hasn't got his job done yet. i should be able to say those things and it shouldn't offend anybody. >> cliven bundy this morning on cnn. there is a heck of a lot to explore. i should tell you next hour, bill will be joining me live to talk about reaction he has gotten from his prime time interview. on this story, a number of conservatives rallying around initially cliven bundy, but now they are running in the opposite direction. we will explore what this means for conservatives. republican party politics going into the midterms. stay with me. new u.s. sanctions could begin as early as today. ukraine's president is accusing russia of wanting to start world war iii inside his fragile nation. listen for yourself. >> military aggression will lead to military conflict in europe. the world has not yet forgotten world war ii but russia already wants to start world war iii. russia ordered new military drills near ukraine's border where some 40,000 troops reportedly are positioned. prorussian separatists are holed up. forces trying to push them out. right now clashes are erupting in a local city. ukraine's governor says 13 people on a bus are being held capta captain -- captive. jim, when we talk about the sanctions here, can you tell me what are possible targets for these sanctions? how painful will be sanctions be? and also possibly eu and u.s. economy? >> these sanctions would be very similar to the ones we saw in the first rount. as well as possibly a state institution or two. banks that do business for these individuals. the real focus has been getting unity among their european partners, that's been a challenge at times because as you reference, they bear a lot of economic cost for this. and they depend on russia for their energy and that's why the administration which is targeting whole sectors of russia's economy. it just doesn't appear that we're there yet. >> we know quickly ukraine is holding presidential election. violence in ukraine may threaten this upcoming election's legitimacy. let's read between the lines. what's he saying? >> all right. bottom of the hour. you are watching cnn returning now to this rogue rancher who has become an oddity for the republican party to try to overcome. he is cliven bundy. hear more of his comments from specifically the "new york times." he said they abort their young children. they put their young men in jail because they never learned to pick cotton and i have often wondered are they better off as slaves. soon after. refusal to pay the federal government. they have very quickly denounced bundy's words. remarks on race are offensive and i wholeheartedly disagree with him. will condemning the rancher be enough to move past this? so, gentlemen, i would like to begin with you with your oped with cnn.com. and listen, i don't want to give too much oxygen really to the racist rant, okay? bigger picture, was this whole thing really a stunt and the right wing fell for it? >> yeah. you almost wonder. i don't think it was a stunt. i think the guy actually believes the things he says he believes. it's not all that big of news that there is a tiny fringe in america that still has these views. but why successful main streen politicians and pundits leapt to his defense. you should have known the guy is a nut case and he's the latest in a series of overnight folk heroes that the right has found. it was joe the plumber who turned out to not be joe or a plumber. it was ted knnugent, and then t duck diynasty guy. these are successful politicians. successful politicians, they should have known better than to embrace this guy. >> you're right. that is what is so interesting. until he revealed his views on slaver slavery. . this man's view. . >> even fox's shawn hannity has now condemned bundy's comments. >> allow me to make myself abundantly clear. i believe the comments are racist, repugnant, bigoted and disturbing. i find the comments to be deplorable and i find it unfortunate that cliven bundy holds those views. the ranch stand off was not about a man named cliven bundy. to me this was at a federal agency's dangerous response to a situation that could have resulted in a catastrophe and that means people dieing and being shot, comparable to what we saw in waco, texas. >> brian, what's your take on this? >> the most important thing about that clip is that the logo behind hannity, it says government gone wild. that is part of a narrative that he broadcasts on his show all the time and bundy was just the late esexample of what is a genuine feeling about government overreach and government gone wild. now i sometimes think that television shows like hannity's boil it down and make it entertaining but they were genuine feelings and disagreements about government that were driving a lot of this. ever since the "new york times" published the racist remarks. >> a lot of people watch that show and agree with him. if you flip the script and let's say this was not a white rancher in naf naf, what if it is the leader of the new black panther? this would have been a different outcome, don't you think? >> if you apply the conservative anti-government principles, which i don't share but they are honorable principles in our culture and politics, perfectly honorable, you ought not be a defender of mr. bundy since he was found by the courts to be free loading. if it had been food stamps or the new black panther party which is like three guys in philadelphia. they would, i dare say not, sent mr. hannity rallying to his defense. he fell for it and he will fall for it again. they had better sense. maybe it's a search. theying trying to get the french vote and that's a dance that they cannot pull off. >> a lot of people are guilty to a dee gree. >> there is a search for ratings sometimes. there is something else going on today and that is soul searching. trying to talk about within conservative circles how to avoid this from happening again. one of the messages that i have been hearing a lot in the last 24 24 hours is people who hear stories like this like cliven bundy have got to take more time and do more research and not be so eager to embrace somebody so quickly. >> do the reading and due diligence. >> thank you so much. let's switch gears and talk about that plane. the black box is not the only thing cell phones could provide other clues if their secrets can be unlocked. we're bringing this part of the narrative back as a possibility. and also ahow long it will take to find the plane. now we're hearing the word years. is years a possibility? good question. we have learned that the search for flight 370 is set to expand. for days it has been focused on the six mile radius. you see that little yellow dot there on the top? that was the search area. now the radius may shift and grow. what does an expanded search area look like? let me bring in jennifer gray. if we know there is remaining 5% to search. >> the main reason is the topography is more challenging. you have divots in the ocean floor and so the blue fin is going to go around those. and it's really challenging because these are not realtime images. you're not going to know until it gets back on the ship. it's going to be quite the delay. one good thing is to see that this area is a little bit shallower. we have been searching 75,000 feet. >> that's good. that's interesting seeing that graphic and how that may happen. and experts are seeing that this could continue expanding. how big of an expansion could we be talking here? >> we have been talking about the little pings and we have been searching a six mile radius. it's about 120 square miles and that's taken what? about a week and a half? if we make up for all of this area that we have missed in between you're looking at roughly the size of los angeles. that's 484 square miles and at the rate that the blue fin is going, you're looking at anywhere from 47 to 50 days. >> there are many more days. >> if the plane's flight data. they are not the only source of potentially vital information. we have learned that data. crew members -- could be retrieved even now. watch. ted shows us how it could be done. but could they be retrieved if the plane is found? >> absolutely. it's a matter of finding the devices. determining the kind of damage that was associated with handling them properly. >> they tried to send e-mails and texts. right now i'm going to take video of the chicago river and some stills and we will see if those survive. >> we took our phone to chicago's shed aquarium and met chemist lapoint and fish biologist using water from the aquariums ocean floor exhibit, they prepared this pressure chamber for our phone. >> we have the salt compositions right. we have the temperature very cold, not as cold as it will be in the indian ocean but pretty close. and now we have got a pressure chamber. >> the plan is to leave our phone in water for a week and see if our test e-mail, text, video and photos can be retrieved. >> it's 2:30 and we're going to place it into our chamber right now. this is going directly into salt water that simulates the indian ocean. >> within seconds, salt water fills the inside of the phone. eight days later, two of our computer experts come to the aquarium to remove the phone. >> i could see the salt corrosion building up on the outside of the phone. it's whether or not it made its way inside and built up on top of the electronics and whether or not it corroded the data chip. >> that's going to overflow. >> oxygen will quickly increase corrosion, our phone is kept in water. >> we will keep knit in the sam water until we can get it to the lab and clean it up. >> a few hours later at the ford discovery lab. >> look at how it ate the plastic. >> the phone is pulled apart. the board is bathed in an 80 degree ultrasonic cleaner several times and any tiny salt deposits are chipped away. >> this is where all the data is held and stored. and so this is actually looking pretty good. >> there you go. >> it was in pretty good shape. the next step was to put it into an adapter like this. >> he tried to send a text message, photos and a portion of the video we recorded of the chicago river. while our experiment is not the same as the indian ocean, our experts believe they could also retrieve data from cell phones on flight 370. >> the chips are fairly well protected. we were able to get data off. >> the one facing off of these divers off the waters of south korea, retrieving the bodies. >> and some conservatives and republicans are pretty quick to embrace this nevada rancher. was that a massive miscalculation? the ocean floor. president obama who is visiting the country on a diplomatic position presented an american flag that flew over the white house on the day of that ferry accident. he then paused for a moment of silence. >> i know my visit comes at a time of great sorrow for your nation. and again on behalf of all americans i want to express our deepest condolences. to all the families who have lost loved ones on the ferry. so many were young students with their entire lives ahead of them. i'm a father of two daughters of the same age or close to the same age as those who were lost so i can only imagine what the parents are going through at this point. the incredible heart ache. >> investigators have. there are also calls to ban expansions to increase cabin space and ferries. >> 48 girls were found inside the cabin still wearing their life jablgts. there have been no survivors found since the day of the sinking. south korea is a country that is struggling to deal with this. >> a silent prayer for those lost at sea. hundreds gatter in the south korean capital to say sorry to the victims of the ferry disaster. to say sorry they couldn't save them. many of them now dead or missing. carried the remains of victims for one final visit to the school. past the shine, many say sorry we were not there when you needed us. sit is a country overwhelmed with guilt. guilt that children were left to die. this man has no connection to the school but came to pay his respects. >> i'm a father with two kids. i just feel that i'm really sorry about it because i can't do anything. nothing to this family. i i am here to say i am very sorry. >> the entire nation is going through a period of severe depression because of this, you know, heavy electric board, shock upon our site. and people cannot easily overcompensate. >> text messages are being shown. just one way south koreans are voicing their sorrow. for those who lost their children beneath the waves, the pain is raw and unbearable. for those watching the tragedy unfold, emotions spill over. divers will be working fast. the weather conditions will become harsher tomorrow, saturday, and sunday and there are fears that the currents could be very strong, hampering this search operation. >> thank you so much. many people thought a nevada rancher had some valid points in his fight with the federal government. he then went on a racist rant and many people including certain republicans who had hailed him as a hero turned the other way. and hopes that the blue fin 21 will find flight 370 are now dwindling but no one >> jason bullock became bunldy's body guard. you're protecting this man and he is wondering whether african-americans would be better off as slaves. how does that strike you? >> it's the aim old mr. bundy i met from the first day of all of that happening. >> aren't those offensive comments to you? >> not at all. >> dan simon joins me live from the ranch here in bunkerville, nevada. dan, here is what i want to get back to, the crux of the story, what he should have been paying to the federal government. we know that cliven bundy paid these fees up to a point in the early 90s. why did he stop paying? >> brooke, first of all, bear with us. mr. bundy actually did pay his fees prior to 1993. he paid them for many years. why did things change? the government came in and said that they wanted to protect the dese desert. >> so he stopped paying the fees. the government got totally fed up and they filed a couple of lawsuits against p him. they won the suits and came in here armed with two court orders to remove all of the cattle. they brought in armed marshalls and you had armed militia men on plchl bundy's side. faced with the prospect with a bloody confrontation, it to wade into controversial issues. >> tortoise, some cattle? this story has been bouncing up and down. let's talk political commentary. so, dan, i want you to set the political stage for us, a number of conservatives they were calling cliven bundy an american folk hero and now they are washing their hands on this guy. the list includes rand paul and also shawn hannity who made this his cause and even the local home state senator. they all supported him and supported the cause that he was pushing and as soon as this story broke his comments got out there, they ran like the wind. having said that, politically, that was -- it was actual ly -- those who were in charge of getting senators elected because that is the big prize this fall those party officials told -- refused to comment and in the case of the senate told senate candidates to be careful. they didn't know much about this yahoo. though who did jumped off fast. >> i know you have talked to bundy on your radio show today and other than this racist rant of his, which i don't want to give much oxygen to, you say bundy has a legitimate point. this guy has been breaking the law. >> he had a legitimate point in the way that the blm has been doing it and the federal government should not be able to come in and stop him from grazing in the middle of nowhere because or a tortoise. and that was a legitimate point to be made and other people rallied behind him to say does the federal government have too much land that they can come in and control for really no reason? that's where i say he was legitimate. but as soon as he made these comments, everyone else doesn't care about that anywhere and they looked at what he said which was racist and that's why you saw people who ran away from it. when you say maybe they would have been better off picking cotton is not something you want to stand beside. >> donna? >> i agree with ben. of course, you don't want to stand behind those ridiculous remarks that mr. bundy made but you don't want to stand beside someone who puts himself above the law. you pay a fee. all of the other ranchers, all of the other farmers have to pay the same fee. mr. bundy has been having this bat wl the federal government for 20 years. and he's been losing the battle. so if you want to change a law, you go and and work within a system. you don't make someone a hero simply because he's trying to be above the law and wanted to be treated as a special case. they were so offensive. i don't want to dignify what he said. they have no place in our dialogue, no place in our conversation. slavery was one of the most inhumane institutions ever created and the fact that we're still living with the scars of slavery, through the descendents of slaves, through the policies and repercussions that followed, no one should try to have this conversation just because they believe that the federal government is encroaching on their rights when in fact mr. bundy simply wanted to put more inflam tory rhetoric in the jar. >> go ahead, ben. >> i think the other thing is that the learning moment for this is politicians should be careful who they stand beside and more importantly be careful who they attack and how they attack them. this thing became such a political fire storm because when you have a senator who's in charge of the senate who says he's a domestic terrorist when he's a guy that ranches and has cattle that grazes, that's not a domestic terrorist. a domestic terrorist is somebody who does the oklahoma city bombing. let the guy have his issue. let the government decide what they want to do. have the court battle. but when you see that divide and everybody ratchets up, this is what happens. >> he did not -- >> forgive me. >> i'm sure ben would agree with this, that part of the issue was that you have people who are not elected officials who elected officials try to use their celebrity or their story to gain attention and to get favor from the base like this latest examp example, is having said that, those are obviously on the republican side. who are saying wait a minute. there are definitely times when democrats, i'm not equating this to what democrats say but when democrats say and do stupid things and the elected officials don't get the same push back and don't get the same scrutiny, perhaps, even if they are linked to these people. i'm going to give you one example. earlier today i mistakenly said this is a tweet from governor pat quin in illinois but it is from his campaign. they inedadvertently sent out a link saying there is a comparison between black voters who supported his republican opponent and jewish people working with authorities. it's the kipd of thing that, you know, democrats should be called on the carpet for. we have a story on cnn.com. >> with all due respect to that, this is no false equivalent. we're talking about a rancher who has garnered a lot of conservative media attention who has tried to put himself above the law. this is someone who made the most ridiculous comments, similar to the comments made by someone from my home state of louisiana, mr. "duck dynasty" that somehow people were happy being slaves. that is a repugnant statement. >> it's ignorant. >> thank you, ben. harry reid is a senator from the state of nevada and he made those who want to all i know is that i'm glad that the bureau of land management backed off and that there is no confrontation. he needs to work within the law and the system to try to resolve his dispute. these other insane comments are stupid. >> i hear you and i think a lot of people do. to that point and back to his message and the sliver of his message that i know you find legitimate, here he was with chris holding a dead calf and pulled out his pocket constitution. it's one thing to have the militia men, the supporters from what i understand, he didn't ask for them to come. they're ready to support this man and his principles, but, as far as momentum for the conservative movement. i say you, republicans, conservatives want to expand the tent. isn't that the point right now? how much damage has been done, do you think? >> i think there has been a little bit of damage to those that were around him and embraced him so quickly. i didn't jump to embrace him. you got to look that he had a 20 year battle. let's read what the battle was and where he lost and what was said. as soon as you saw snipers show up and people with the u.s. government show up, my initial thoughts were are we really going to have a waco 2.0 over cattle grazing and a tortoise? that's the search area that is just about complete. that is the six mile area drawn around the black box pings. but cnn has just learned that if this 13th mission comes up empty for this blue fin they are calling it quits at least in this search area. new lines will be drawn and the search will expand in an area next to the current zone. some experts say this could keep on expanding to include the entire southern corridor where this plane is believed to have flown. joining me now, michael kay and joining us from england, simon boxel, oceanographer. first to you, we did a little math. if they expand the search area, that could mean 50 more days of searching at the least. is that the way to go at this point? >> i don't think this is unusual. we should be expecting this from the outset. if we go back to how the investigation has progressed over the last 49, 50 days, you know, we went from having nothing, drawing this radius of 2500 miles from the south china sea which gives you over 10 million square mile tosser ch for and then we got critical inmarstat analysis and then we used speed and height and fuel burns, by stroke of luck we detected these pings. we went from over 10 million square miles. what we knew is that the unusual thing is that we were going in for the needle without finding the hay stack. that's the ping locator zoning directly in on the black boxes without finding debris. now that time has past and the decision that angus houston had to make is when he transfers the ping locator to the blue fin. at that moment, houston knew that we were in this for the long time. and that's where we're in at the moment. we're in for the long search. >> they were hoping this was the hay stack. we know this may not be the luckyist 13th try to find something be it wreckage or a black box. now we're hearing possible deep towed submersible to scope out this wider area. can you explain to me how this orien would world? >> the problem so far is that the blue fin is fantastic but it doesn't give live data. as we have heard, they are going enlarge the search area anyway. as you get more detail you can see more structure in the seabed. it may well be that they missed it first time around. that took two years to find and they knew pretty much where it was and they actually passed right over it the first time around. it may take several passes and certainly with a new kid going in the chances of finding it are improved but it's quite a colossal cost. it's still very early days. >> that's the enkaurjing part about air france 447. they went away, regrouped, fresh eyes, recap brated and came back and they found what we now know became the black boxes. and michael, back to you. we know, too, that boeing has a shareholders meeting. families are turning to them for answers. do you think anything will come out of the meeting? >> i don't. i think where we should be focusing our efforts, brooke, is with the preliminary report. the investigation has been shrouded with mystery and controversy and we all know there was a lack of transparency with the way the malaysians conducted it from the outset. houston introduced transparency and recovered the credibility of the investigation if you like. so i think we need to get a quick win here. i think malaysia would be clever and wise to introduce a preliminary report to the public because it's not going to say too much. it eegs basic facts. not conclusions, analysis or probably causes but it will be something that indicates that malaysia is getting its act in order. >> and according to richard quest, this preliminary report may be the beginning of more information sharing. we are shall see. >> coming up, cliven bundy speaking his mind and now speaking about race. >> i have often wondered, were they better off off as slaves picking cotton and having family lives and things or better off having government subsidies?
