joining us from the united states and all around the world. a monumental week for u.s. president joe biden, as he is set to meet with world leaders at the united nations. and deal with challenges back in washington. negotiators from the united autoworkers and automakers are set to meet, as a first strike to hit all of the three drags on. and why some so-called hijacked buildings are fighting back. we'll have a live report for you from johannesburg. u.s. president joe biden is in new york, where he will be meeting with world leaders at this week's united nations general assembly. mr. biden alived sunday night and is expected to attend two campaigns. this week, the u.s. president also plans to meet with president zelensky, who will be attending the general assembly and pushing for more support for ukraine. in washington, mr. biden is facing a number of challenges. including the about of a government shutdown later this month and impeachment inquiry launched by house republicans. we go to washington with more on mr. biden's trip to new york . >> reporter: president biden will put his diplomatic skills to the test this week, as he attends the general assembly meetings in new york city. he arrived on sunday. on monday, is set to hold fund-raisers before delivering remarks before the general assembly. he will talk about america's vision for leadership and make the case that countries need to work together to solve problems. this comes as the president tries to highlight his alliance-building going into the 2024 election. mr. biden will meet with brazil's president on wednesday. and also on wednesday, he is set to sit down with israeli prime minister benjamin netanyahu. it's the first time they are meeting since netanyahu came back into power last year. there was questions if the meeting would occur after the white house had expressed criticism and frustration of netanyahu's government making reforms in that country. when the president wraps up in new york city, he will head back here to washington. on thursday, he will host president zelensky who is making rounds on capitol hill. this gives him a chance to speak about the counteroffensive under way against russia. and the meeting comes at a time when biden is pushing congress to pass more aid for ukraine. that is meeting resistance from republicans in the house. in about 15 minutes i'll be speaking with a former ukrainian minister about what president zelensky can hope to achieve in his meeting with president biden. stay tuned for that. a group of house republicans has finalized a tentative deal to temporarily fund the government. major murderle hurdles are rais shutdown by the end of the month. the spending bill is being attacked by hard liners. the agreement would pcut fundin to agencies, other than defense and veterans affairs. and would include most provisions for a house-passed border bill. former president trump made a number of false claims on "meet the press" on sunday. the leading republican presidential candidate, falsely claimed that democrats support infan infanticide. and he made a litany of lies about the 2020 election. mr. trump blamed mr. pelosi saying she turned down an offer of national guard troops. there's so such record of the offer. mr. trump stated that he ignored his lawyers and made the decision to push rigged election claims. you called some of the outside lawyers. you said they had crazy theories. why were you listening to them? >> i listened to myself. i saw what happened. were you calling the shots, mr. president? >> as to whether or not i believed it was rigged? sure. it was my decision. >> mr. trump is facing federal and state charges. his comment underfines the possible legal defense that he relied on the advice of his lawyers when he made those false claims. in the coming hours, negotiators for the united autoworkers are set to meet with representatives from stellantis. the union sat down with ford the day before. no new contract offers have been put forward since the strike deadline last thursday. we have more from a pickett line in michigan. negotiations continue between the big three and the union. on sunday, negotiating at the main table. on saturday, it was ford. on monday, it will be stellantis. no word on a deal. the last offers in a the big three put on the table were about 20% increases and wages over four years. the union has been demanding 40% in wage increases for the next four years. there's been a rotating cast of elected officials. sunday, we saw hakeem jeffries, the highest ranking democratic official, take to the pickett line with workers. i had a conversation with him about how he thought negotiations were going. take a listen. union has not backed down from demand. but do you think they need to compromise a little bit to get this deal done? >> as president obama indicated, uaw workers bailed out these companies. they are around today because of the sacrifices that were made by the uaw. it's time that the uaw benefits from the fruits of their labor and sacrifice. >> reporter: we've seen some of the big three have to idle workers and lay off workers because of the targeted strikes. i know you're in support of the folks on the pickett line. are you concerned about the impact on the industry or the economy, as folks are grappling with high inflation? >> there's pain and sacrifice involved in any righteous struggle. the cause is just. lifting up the great middle class dream for uaw workers is a critical fight. it will raise the bar for workers across the country. >> reporter: this week, the acting labor secondary and the white house adviser are expected to come to detroit to try to help with negotiations. shawn feign has made it very clear he wants the administration to stay out of talks. but president biden is hoping they can move a deal forward and prevent targeted strikes from making place at plants across the country. libya faces a full-blown humanitarian disaster after deadly flooding that decimated the city just over a week ago. it's still unknown how many people have died as the result of two dams bursting. but the united nations has revised a death toll of more than 11,000. they cite the world health organization's figure of nearly 4,000 lives lost. it comes amid criticism of late warnings about the storm and the information about the poor maintenance of the destroyed dams. we have all of the developments from kenya. the u.n. revising its death toll numbers from the catastrophic floods. there continues to be conflicting information about the number of casualties. why? (announcer) change your life at golo.com. that's golo.com. ukrainian forces are making headway in the east, according to president zelensky. he says troops liberated a key village south of bakhmut on that has been a primary focus of the counteroffensive efforts in is comes right before mr. zelensky heads to ths. to address the u.n. and meet president joe biden. he will use these as evidence that the counteroffensive is on the right track. >> reporter: the ukrainians say their forces are con sal consolidating some of the gains they have made in the east of the country. we have been speaking about the settlement. there's been remarkable video that's released by the ukrainian armed forces. it shows troops advancing. and it shows the utter destruction that was brought on by months of fighting that was going on there. the settlement is pretty much destroyed. it wasn't big to begin with. you see the ruins that the forces are advancing through. ukrainians saying that the russians are firing a lot of artillery shells at that place, seemingly trying to stop the ukrainians from advancing further. they believe these are important gains they are making. of course, this is very important to show ukraine has momentum, as president zelensky is set to head to the united states. both to go to the u.n. general assembly and to meet u.s. president joe biden. ukra ukrainians reiterating they need longer-range weapons from the u.s. and ammunition. they say there's areas on the front lines where the russians are able to fire more than the ukrainians can. ukrainians understand that the counteroffensive is difficult and going on more slowly than they would like. at the same time, they say there's a degree of success, as the ukrainians on all areas are putting pressure on the russians while the russians are on the defensive. >> president zelensky will take his pleas directly to u.s. lawmakers. some republican members of congress are hesitant to send more money to kyiv. he will be attending the general assembly meeting in new york. joining me from brussels is the president of the kyiv school of economics and adviser to the president of the president's office and the former minister of economic development, trade and agriculture in ukraine. a warm welcome back. a special u.n. security council meeting on ukraine will be held on wednesday. what can it deliver for ukraine? >> unfortunately, russia has the power there. it will be a forum for discussion. and public argument about what happened. it is unclikly that any meaningful resolution will be passed. it is still a critical place for ukraine and the world, to continue to reiterate the true state of things. no matter what russia does. that russia invaded ukraine, that's it. it's plain and simple. >> president zelensky heads to washington after that. congress is contemplating an aid package this week. he will need to make a compelling argue that they need more aid. >> there is some questions and some reluctance. it is important for ukraine, for president zelensky, to rally bipartisan support. to convince the members of the congress that providing ukraine with military aid, with funding, is in the interest of the world and specifically in the world of the united states of america. >> as you mentioned, there's a reluctance to provide more aid. the biden administration has been unwaivering in its support for ukraine. can ukraine cope with less support? >> it will be difficult. we should understand, there's a clear trade-off. less support, more people die. i think if ukraine gets support, it can put sufficient pressure on russia, before the winter sets in. to be able to have a strong negotiating position or strong military position. this is an extensive war. russia invaded through the front line. this is the largest conflict in europe. largest war in europe, after world war ii. >> give us a sense of the mood in kyiv. some have expressed the disappointment at the pace of the push against russian forces. >> yes. some people debate and worry. it's natural to worry about the support. ukraine relies on allies. it's an existential, historical moment for us, whether we will exist as a nation or not. but at the same time, when there's political composition and elections are coming up. we're caught in the middle, in some sense. and for the u.s., to continue to provide support. it's in the u.s. national interest to make sure that russia doesn't break the rules in the region and doesn't jeopardize europe later, further. in that sense, don't worry about the run commitment. there are concerns about the immediate developments. >> all right. thank you so much for joining us. north korean leader kim jong-un has wrapped up his six-day visit to russia. video shows kim boarding his personal armored train sunday, waving to local officials. kim made several stops ahead of his departure. he spent much of the trip visiting russian military sites. we go live from hong kong with more on this visit. mr. kim did not leave empty-handed. >> he did not. bearing interesting gifts. almost a week-long visit to russia, he is on that train, heading home to pangyongyang. he takes with him interesting parting gifts. a lightwieght bullet-proof vest. a set of clothing that's invidible to thermal cameras and drones. russia has gone out of its way to publicize this visit. on sunday, we have the video for you. russian state video showed that imagery of kim jong-un waving good-bye before he boarded his green, armored train. the north korea news agency celebrated the visit, calling it a fresh heyday of friendship and consol darety. opened up to improve relations between the dprk and russia. a meeting took place and we have video of that, as well. there, kim inspect ed warplanes and warships. he discussed military cooperation. a week ago, wednesday, when kim met with the leader at the drone where putin said kim showed interest in rocketry and space. we don't know what was discussed behind closed doors. but observers say it's clear what the nations want. russia wants ammunition. and north korea, desperate for food and technology. military technology as it continues with the weapons program. the u.s. and allies have been watching this visit closely. they are disturbed by the deepening alliance. the u.s. warned that arms talks were advancing between russia and north korea. but no deals publicly announced. >> let's focus on china's top diplomat. jake sullivan met him in malta over the weekend. now, the chinese foreign minister is going to meet with the russian foreign minister. >> china's top diplomat is currently in russia for a week-long visit. and we know today he will be meeting with his russian counterpart. they are due to discuss a wide range of issues. they are due to discuss a settlement for ukraine and security for the asia-pacific region. this comes on the back of a meeting that spanned several hours in malta with the u.s. national security adviser, jake sullivan. that could pave the way for an upcoming meeting, between the two leaders of u.s. and china. >> thank you so much. the united autoworkers strike is entering its fourth day. after the break, we'll have the latest on the negotiations and my talk with an expert about what the coming days could hold. plus, an air show turns deadly in nevada. details just ahead. nice footwork. man, you're lucky, watching live sports never used to be this easy. now you can stream all your games like it's nothing. yes! [ cheers ] yeah! woho! running up and down that field looks tough. it's a pitch. get way more into what you're into when you stream on the xfinity 10g network. welcome back to our viewers in the united states, canada and all around the world. united autoworkers negotiators will sit down with representatives with carmaker stellantis in the coming hours. they have gone on all weekend, but no new contract offers have been put forward since before the strike deadline last thursday. the union sat down with general motors on sunday and with ford the day before. natasha lindstaedt is a professor of government. warm welcome. no quick resolution on the horizon on the strike. what are the political ramifications of this industrial action? and do you think this could potentially become an electoral issue? >> it could. there could be political ramifications if this goes on for a long time. average autoworkers strike in the last 30 years have lasted about five weeks. this would be bad if it goes on an own. on the local economies of the swing states and the national economy as a whole. and biden, he has proclaimed himself as the most pro-union president ever, he has a tricky situation. he wants the strike resolved as quickly as possible. but he has to appear to be as pro-union as he can. he needs to be on the side of the autoworkers. there's really important demands that might not get met that soon. they want more pay. there's a huge divide between what the ceos are making, in some cases 365-times what the average autoworker. the autoworkers are saying there's a 40% increase in ceo pay where we can't afford to buy the cars that we're actually making. in terms of what the values are, it would be to be on the side of the autoworkers. but he is dealing with the way the nation perceives his ability to run the economy as a whole. and recent polling has revealed that it's not so great. that 70% of americans don't think that the economy is going in the right direction. 84% it's due to the cost of living. and one-third think that biden is doing a good job of running the economy. in head-to-head polls against trump, trump is 10% ahead of him in terms of how americans think he will be better to run the economy, compared to biden. biden will want this to be resolved quickly, without him appearing to lose sight of what the needs are of the autoworkers. >> that's not the only crisis that president biden is facing. there's so many challenges this week. there's the looming government shutdown at the end of the month. are there efforts underway to break the impasse on capitol hill and avert a shutdown? there's always efforts to avert a shutdown. we saw this during the trump administration that we were on the brink of shutdown or feeling that there was a deal that was sorted out. seems to be this will pass in the same type of way. they will try to avoid it. if they don't, biden will have to go on the offensive and claim this is the republicans that are instigating this shutdown. this isn't the democrats that want this. they're trying to find a solution. we see in the economic speech, he was going on the attack with the economic credentials and what are they offering the american people? and he has to focus on that, as well. while trying to ensure that the shutdown doesn't happen. >> also on the president's to-do list, an impeachment inquiry. what will this do to the president's re-election campaign? >> it's a bad week for biden. the impeachment inquiry is the good news. i think it's going to backfire. it showcases there is infighting within the republican party that house leader kevin mccarthy is trying to appease this maga wing that wants to get rid of kevin mccarthy and pursue extreme policies. as a result, we had the impeachment inquiry mess. impeachment inquiries tend to backfire because a little bit of overreach here. every time they try to investigate and find information, they don't have any facts or proof there was wrongdoing that took place. this will probably backfire. >> natasha lindstaedt, thank you so much. >> thanks for having me. two planes collided during landing at an air race in reno, nevada, killing both pilots onboard. they were flying single-engine military training aircraft. the national transportation safety board is investigating the cause of the accident. it happened after the conclusion of the race. there were no other injuries. authorities are offering a $250,000 reward to help find the killer of a los angeles county sheriff's deputy. he was found shot in his vehicle, while stopped at a traffic light on saturday. officials say this video shows a dark gray toyota pulling up alongside his patrol car before speeding away. the los angeles sheriff says it's unclear if more than one person was involved in the killing and is describing those involved as cowards. authorities are asking the public to come forward if they have video that may have captured the shooting. still to come, cnn takes a look at the housing crisis facing low-income families in south africa. why hijacked buildings are a growing concern. hijacked buildings are a growing concern in south africa after a fire last month in johannesburg killed more than 70 people. these are buildings abandoned by landlords and taken over by gangs or other groups who lease space to low-income tenants who can't afford other housing. david mckenzie joins me now with more details. david, you spoke to some residents in these so-called hijacked buildings who are now fighting back. how are they doing that? >> that fire that happened several weeks ago shocked this country. and the impact it has had is to wake up this nation and many around the world on the issue of hijacked buildings. buildings that are taken over by criminals. we went inside the buildings to investigate. he takes us inside a notorious target. in a city infamous for crime, hijackers steal car and also steal entire buildings. when they happens, the victims call him first. >> you can see the situation of the property. >> this is the only home they have. what is a hijacked building? >> someone comes in and instead of collecting rent. >> like a gangster? >> yes. that's a hijacked property. >> reporter: hijackers with fake papers have hijacked it four times. are people afraid of the hijackers? >> we are afraid of hijackers. they put it in during the night. >> they are threatening. it is not in they were threatening us, beating us. >> reporter: stolen buildings in johannesburg aren't new. as the city crumbled, building owners abandoned properties. gangs have taken over apartments or hijacked entire buildings like this one. in the world's most unequal country, the desperate will live wherever and however they can. if you look how tightly packed this is. and each one of the little partitions houses a family. like an informal settlement, squashed inside a building. how many people would live in a building like this? >> close to 500 people. in this building. >> 500 people. just one tap. she lives in this tiny space. but she says she can't afford anywhere else. >> i'm scared. >> reporter: why are you scared? >> with my children. if he is making a fire. i don't know. i don't have my rent. >> reporter: it was a building just like this one consumed by an inferno. 77 people died. many of them burnt beyond recognition. it's promoted a recognition in this country. they find that the building is weak. they come here, we are so strong. >> reporter: the women of this building fought back. their secret weapon is elyse. i tell the hijackers the bu building belongs to us. >> we will all die. i can assure you that and promise that. the city of johannesburg says groups are part of the problem. they say they are unable to get people out of buildings, to improve the builds. but the constitution insists if you are removed from a building, you have to alternative accommodation. it's the promise of south africa and the promises that are unkept. this is a crisis across the country, that has bigger implications for the ruling party. >> i understand you spoke to victims of the horrific fire. what have they shared with you? >> we went to several shelters across the city, that are housing the victims of that fire. survivors. many of them are foreign nationals. in the case of one we spoke to, a number of danc tanzanians had here for a better life. they didn't know the building they were living in was hijacked. they wanted to live in the city. and the buildings that you see behind me, in johannesburg because they felt safer there. because of the xenophobic threats from south africans. this is a profound problem for this country and for the migrants we spoke to. >> david mckenzie, thank you for your report. there's some outrage in israel after a u.n. committee voted to label an archaeological site in the west bank as a world heritage site in palestinian. the ruins are located in jericho, one of the oldest cities in the world. the palestinian authority welcomed the decision, calling it an acknowledgment of the city's cultural, political and economic significance. israel's ministry of foreign affairs issued disapproval. a new letter is providing damming evidence that world war ii pope pius xii knew about the nazi holocaust as it was happening. but kept quiet about it. the letter that a van can archivist dates from 1942. it confirmed that the nazis were murdering 6,000 jews and poles every day. in s.s. furnaces at a camp in what was poland. the vatican at the time claimed its information was vague and unverified. the letter contains references to auschwitz and they say they are working to revolve the migrant crisis. they visited a reception center on sunday. during the trip, she outlined with a plan to deal with the surge in migration. saying europe and italy are committing more resources. this last week, the island saw a massive uptick in the arrivals. one resident and town council member says she hopes that migrants get the help they need. especially children arriving alone. >> translator: we saw people suffering. children without parents. maybe this is the poart that hurts me the most. you can arrive naked without clothes. this, we can recover. when a 4-year-old or 5-year-old child arrives alone without parents, this is when the heartbreaks into two. >> food manufacturers who shrink their sizes without lowering prices are facing public shaming. how a french marketing chain is fighting back. than detergent al. if you want laundry to smemell fresh for weeks, make sure you have downy unstopables in-wash scscent boosters.
