We begin on storm watch as Tropical Storm ophelia brings Torrential Rain and fierce winds up and down the east coast. Coastal flooding is among the biggest concerns as Rain Bands Stretch Hundreds of miles north from the Storms Center which made landfall in North Carolina this morning. Polo sandoval is on the new jersey coast and brian todd is in alexandria, virginia. The big concern here is just how widespread the storm is in terms of impacts. When you look at it, the main center of the storm is still located over North Carolina, but these outer bands stretch well into the northeast. Youre talking rain in new york, pennsylvania, new jersey, even portions of massachusetts. Now, the center part of the system, we still have sustained winds of 50 Miles Per Hour with higher gusts. You can see rain bands occasionally making their way into connecticut, massachusetts and new jersey and delaware. The heaviest rain is still focused over virginia as well as North Carolina. Weve even had a couple of Tornado Warnings throughout the day in North Carolina. You have Flood Watches and several Flash Flood Warnings in raleigh and several counties to the east. The concern for these communities is theyve already had two and even three inches of rain fall. Now youre looking at an additional one to two inches on top of what theyve already had. By tonight the focus is over the mid atlantic. Then by Sunday Morning the focus takes shape over portions of the northeast. Thank you so much. How about brian todd in alexandria . Hes moving up river right now after rescuing a windsurfer as the tides get choppy here on the potomac. We havent had too much of an impact so far here in alexandria, virginia, but we know its coming here. A City Official is advising people to make sure everything in your patio is secured or taken inside because they expect the winds to pick up. Youve got Drainage Areas here that fill up, the sewers are kind of antiquated here. When it starts, this entire area is expected to be flooded. The city would normally be out by now to put the barriers and start towing cars. Im not seeing anything happening really here. The river is going to start rising in about two hours with high tide. And high tide at 7 00 a. M. Tomorrow morning is another thing theyre concerned about. Drainage is a real issue. Reporter you know, on a saturday in september this boardwalk would typically be pretty business. Today you have a few folks taking in the sights. Today, though, for the most part you wont find a lot of folks. Thats mainly because a lot of these businesses are closed today because of the weather. The gates to the beach here on the jersey shore are closed up. There is some warnings there for folks not to make it to the other side of this. Th when you look off on the coast, you see just the coast and also the water. There was one gentleman that walked by here who told me this is something you dont see every day. It really speaks to the bulk of the concern here, which is really offshore. Those Dangerous Rip Currents have led officials to close beach access for the most part here in seaside heights. We have a break from the rain. Its more the flooding concern, especially as we get closer to high tide and most importantly offshore with those Dangerous Rip Currents, at least here in jersey. Thank you so much. Now to capitol hill, Where Budget Talks in congress are at a standstill as a federal Government Shutdown looms next weekend potentially. Moments ago, House Speaker Kevin Mccarthy addressed reporters admitting he still lacks support from a handful of republican hardliners, but added, quote, i think now some members are feeling the pressure of the timeline coming up, end quote. Preparations are being made to halt nonessential functions ahead of the September 30th deadline, including details on how many people will face a furlough and which employees will be deemed essential and asked to work without pay. Priscilla alvarez joins us now from the white house. What is the Biden Administration doing to prepare or perhaps even head off a Government Shutdown . Reporter well, theyre essentially telling the agencies to dust off their plans in preparation of a potential shutdown. So what that looks like is the Office Of Management And Budget formally initiated a process friday that would help prepare these agencies for a shutdown. That includes a number of things, including how many people get furloughed, who is considered essential and would have to work without pay. Then, two, what comes to a halt. There are, of course, Certain Services that the government provides that are going to continue, Border Protection, federal law enforcement, air traffic control. All of that will continue, but it continues without pay. That is a concern. We heard from the White House Press secretary this week, who said republicans have to get their act together. Take a listen. Republican shutdown does not have to happen. They can do their job and keep these vital programs continuing, keeping the government open. Our message is, this should not be happening. We should not be putting American Families lives in turmoil. Reporter the House Rules Committee is trying to move individual bills, lean e er bil through to try to avoid any of this happening. The question is whether there are even enough gop votes for those bills. And if there were, it would still be dead on arrival in the senate. The question is where were going to be a week from now when we hit that deadline. As the clock ticks on capitol hill toward a potential Government Shutdown, child care in america is also facing a similar crisis. At this end of this month, the 24 billion set aside during the pandemic era to help fund the nations child Care Industry is set to run out. An estimate by the Century Foundation says the loss of money could mean as many as 70,000 Child Care Centers across the country having to close, affecting about 3. 2 million children. With me now to discuss this is catherine creighton, the director for cornells school of industrial and Labor Relations buffalo colllcollab. Shes been studying funding and what kind of impact it has had on Child Care Providers. How concerned are you about the impact of the end of this funding and child care in america . Were extremely concerned about whats happening in child care. Our office has been studying the Child Care Issue and particularly the Child Care Nexus between how Child Care Works and provides a way for parents to go back to work after they have children, when they have children, and how that affects the business community. What we saw from the mid 2000s until right before the pandemic was that Child Care Providers were increasing in numbers and Child Care Workers were increasing in numbers. Then during the pandemic, of course, we had this terrible catastrophe in Child Care Work where many exited the Child Care Workforce. What happened then was that the funding excuse me. It happens. Somebodys come to visit. The funding really propped up and providing Stabilization Grants so that Child Care Providers could stay in business and Child Care Providers could keep working. That meant that parents could return to the workplace and that businesses had enough sufficient number of workers. That money is going to run out. The way that money was funneled down to the states, so that state money isnt going to be there to help parents or children. So then do you see that many Child Care Centers could face closing down without this kind of funding . Absolutely, yes. The way that the Child Care System runs currently is really a broken market. It relies upon public good, which is that our children should be cared for and keducatd in their early years and it makes parents pay for that cost. We already have a system thats not sustainable. The federal government and state governments have been adding assistance onto that and of course with that money gone were going to have a Domino Effect where Child Care Providers will not be in business, parents wont have places to send their children and then parents wont return to the workforce, the workforce will have employee shortages, et cetera. Specially with the numbers of migrants weve seen arriving over the last week or so, although the number has decreased slightly over the last 24 hours, and Texas Governor greg abbott has been railing against the Biden Administration, saying the federal government is not doing enough to curtail the wave of migrants coming to the border. Let me read what the governor said. He said until President Biden upholds his constitutional duty to secure americas southern border, texas will continue to deploy as many buses as needed to relieve the strain caused by the surge of illegal crossings. Of course, he is talking about the decision by his government to, again, bus migrants from two cities in particular, eagle pass and el paso, to other cities around the country mainly run by democrats. Im talking about places like new york, our nations capital, places where weve seen these buses from texas going there. There are thousands of migrants being bussed there since last year. We have nearly 12,000 in washington, d. C. Since last year, more than 14,000 in new york and other places around the country. So the governor says were doing this and were going to continue to do this for as long as theres the situation at the border.
