Tropical storm is just off the coast of North Carolina, and according to the latest advisory that came out minutes ago, is expected to make landfall any time now. Ophelia is at Hurricane Strength and is bringing storm surge, Flash Flooding and damaging winds to North Carolina and virginia. More than 40,000 customers are without power. Severe weather is also forecast in maryland and delaware. The game between the braves and nationals has already been postponed and rain from the storm is already reaching into new jersey and pennsylvania. Meteorologist chad myers has more on what to expect. Ophelia lash ing the coast o North Carolina with punishing waves, Beach Erosion, some of the waves getting over the top of the Barrier Islands here along the outer banks. Very heavy rainfall coming into polices like new jersey, delaware, even towards the nations capitol. Let me push this ahead to the 9 00 hour or so. Well on land by then, but still notice how large the area of rainfall. That Rainfall Shield is going to be all the way up in from new england all the way back down even when the storm is just crossing over into virginia. So an awful lot of rainfall with this. A lot of surge possible. Those pounding waves really creating significant Beach Erosion along the east coast. Even though this wasnt a category 3 or 4, it did have its moments all the way up and down the east coast with 3 to 4 inches of rainfall. Because it is moving so fast, we probably wont see that 10 to 15 inches worth of rain, but theres still the possibility of flooding with Flood Watches and a few warnings already in effect. So yes, its going to be a storm to reckon with with heavy rainfall in virginia and for tomorrow, farther up to the northeast. 60 to 0 Miles Per Hour along the coast. Much less inland, but there could still be 40 to 50 mile per hour winds that could can bring power lines down, trees down, same story to the north. And finally by sunday, things begin to settle down. The winds are only going to be 15 to 20, but they will be there off the ocean as the winds continue. Because the storm would have been on land for 36 hours, those winds are certainly going to be calming down. So will the winds and the waves. That shore and Beach Erosion, surge could be 4 to 6 feet with this in some places. And thats when you get the big waves on top of that. That could really mean a problem for anyone living along the water as this water is going to eventually move up to the rivers of the eastern part of the midatlantic coast. It could be a significant development, but confirmed details are scarce. What more are we learning . We got a statement from ukraines Special Forces making further claims on this attack. It really is the in heart of crimea. The headquarters of its Black Sea Fleet. Special forces said in this statement that there were dozens of troops killed and wounded in this attack. They said that the timing of the attack was significant. Apparently taking place during a highlevel meeting at noon yesterday. The statement went on to say that Statement Led to Senior Leadership of the Black Sea Fleet being among those killed or wounded. Now ukraine has provided no evidence to back these claims. Russia disputes them, as you mentioned, the latest statement we have from russian officials is that one soldier is missing. Nothing further than that. They do admit they do concede that that headquarters was struck, as you have seen in those dramatic videos there. Regardless of the exact consequences, the exact nature and outcome of this attack, ukraine has been making it clear in recent weeks that any russian target inside the region is within reach. As you heard there from matthew chance, several strikes on several areas from ships to command centers to the headquarters in russianoccupied regions gives that sense that the kremlin is ever more vulnerable, far from those weapons. In the meantime, russian attacks are continuing. St whats the latest . Yes, so heavy russian bombardment to the south region, local officials reporting in a 24hour period, in the past 24 hours, some 600 shells were fired towards that region. Several people, one person has been killed and several others have been wounded. Again, this is a continuation of the challenge that ukraine faces all along that hundreds of miles of front line. You can see on that map there how extensive that front line is, that battlefield is, which means while Ukrainian Forces are very much focused on this access to the south pushing towards the black sea, the Russian Forces can continue to pull and distract Ukrainian Forces along the front line causing serious damage, causing civilian casualties. That continues to challenge Ukrainian Forces as the days are numbered. Winter is coming soon. That could really slow this counteroffensive without a major breakthrough this summer. Still, Ukrainian Forces remain opt midwestic. They are claiming in recent hours and days, they are able to retake yet another village south, and that that push continues again to cut off the allimportant Land Peninsula that supplies Russian Troops on that battlefield. President zelenskyy on a mixed reaction when he was here in the u. S. The reaction he got from many republicans was a lot cooler than it was last time he was here. You wrote that zelenskyys chief goal was to move the needle in congress. Did he do that . I i think zelenskyy, the most important part of his visit to the United States, he was at the u. N. He was at the white house. I do think the most important part of his visit was the time he spent in Congress Meeting with both democrats and republicans, some of which you are or have been skeptical about further u. S. Aid to ukraine. Now most of those meetings were done in private. We have seen some reporting that he gave a speech to a Bipartisan Group of Congress People and senators. I do think he made some end roads. I think theres nothing like a leader like zelenskyy come in person to talk to senators and Congress People. So i do think he was able to make a very strong case, as he does pretty much every time he gets in front of a camera, for the greater u. S. Support to ukraine, not only because its the right thing to do, but because its also a u. S. Strategic interest that ukraine defeats russia in ukraine. When it comes to the american public, i mentioned a cnn poll that found that more than half of americans are against additional u. S. Support for ukraine. You have taken issue with some of the reporting around this. You have argued that the way the polls have been framed didnt tell the whole story. Explain what you mean. The poll you mentioned, the poll in august asked americans, do you Want Congress to spend more money on Ukraine Military aid or not. And if you ask most americans about any Foreign Policy issue whether they Want Congress to spend more money Send Ing Aid T another country in the world, the results arent going to be pretty. That actually wasnt the case with ukraine. 45 of americans said they want u. S. To spend more money on military aid to ukraine. And thats down from 62 , who said u. S. Hasnt done enough back in february 2022. Some Comment Taters say support is slow ing. If you think back, thats two days after the fullscale invasion began, when the Biden Administration and congress were still run ning around Affordabl Care Acting Out what to do. They were still sending javelins. They were coordinating sanctions. So i actually think now 19 months after the fullscale invasion and after tens of billions of dollars of u. S. Support to ukraine, nearly half of americans Want Congress to spend more money. I just want to jump in. Theres a huge partisan split. 28 of republicans think congress should provide more aid compared to 62 of democrats. So thats the resistance from the gop in congress. Its not as if theres a huge disconnect between the lawmakers and their voters here. Thats certainly part of it. It is undenial that republicans in general are more skeptical of sending more american aid to ukraine than democrats, but if you look at the same poll, think part of this shows that its more partisan politics than actually that republicans dont care about ukraine. Actually, republicans support sending more aid to ukraine at twice the clip they approve of president bidens handling of the situation in ukraine. Which speaks in part just to partisan american politics, but also hints at the fact that many republicans want the Biden Administration to do more for ukraine. One of the criticisms we hear in washington is that the Biden Administration, and this is true from republicans and democrats in this criticism, has been really too slow in sending aid to ukraine. Thats holding up f16s, holding up tanks, holding up attacks as melwell. Theres a Bipartisan Group as well that actually wants the u. S. To need more quick in the aid we send and more robust in what we send as well. It will be interesting to see if the numbers change depending on the success of the counteroffensive. It comes as the European Union grapples with Tens Of Thousands of migrants coming across the mediterranean as they flee africa. Typically speaking, when a french president meets the pope, this is the Fourth Meeting of pope francis, usually that is perceived as an frt to reach out to the right in france. Macron has faced some criticism in france for attending this mass. Hes emphasized hes not going as a believer, but rather as the Head Of State in an attempt to show respect. But nevertheless, i think what it is indicative of macron understands that pope francis is a deeply relevant figure on the global stage. And his advocacy on all kinds of issues, but particularly in this context, the question of migrants and refugees is one that has deep political residents. And while his policies may not exactly track with the popes teaching, he also cant afford to be seen as dismissing it either. Interesting to see whether this yields any change in policy. Near lir 90,000 migrants crossed in just nearly 9,000 migrants crossed in a 24hour period. Some migrants formed a human chain to cross the rio into the United States.
