This sunday. Im fredricka whitfield. We begin with growing pressure on the u. S. Congress to avoid a crippling u. S. Government shutdown this week. Time is running out. Lawmakers now have just six days to pass a Spending Bill to fund the government. Federal agencies have already started the formal process of preparing for a shutdown. If that happens, millions of federal workers could have their paychecks withheld until a deal is reached. But with the clock ticking, it is clear House Speaker Kevin Mccarthy doesnt have the votes to pass a stopgap funding bill and House Republicans are engaged in Open Warfare Over who is to blame for the stalemate. The hold outs keep saying to Kevin Mccarthy, dont bring bipartisan bills to the floor. We dont want you to use democrat votes to try to avert a shutdown. But theyre using democrat votes to try to cause a shutdown. These individuals, these republican hold outs are voting with nancy pelosi. We should have separate single subject Spending Bills. Kevin mccarthy promised that in january. He is in breach of that promise. So i am not here to hold the government hostage. Im here to hold Kevin Mccarthy to his word. Cnns Priscilla Alvarez is joining us now from the white house. What is the white house strategy to deal with a possible shutdown . Reporter they have to prepare for the very real possibility there could be a Government Shutdown a week from now and that means having the Office Of Management And Budget formally notify all agencies that they need to review their plans. That includes again for each of the federal agencies looking at who would be furloughed who are would be considered essential and what activities and services may be disrupted if this shutdown does happen. That is a process that began on friday. It will be ongoing throughout the course of the week. President biden making it clear saturday evening at an event it is incumbent on republicans to avoid this because any shutdown would cause great disruption. Lets be clear. If the government shuts down, that means members of congress, the u. S. Military are going to have to continue to work and not get paid. A Government Shutdown could impact everything from food safety to Cancer Research to head start programs for children. Funding the government is one of those basic responsibilities of congress. It is time for republicans to start doing the job america elected them to do. Reporter as you heard there, there are very real world implications of a Government Shutdown. The white house officials have been warning for example of disruptions to air travel as well as the toll this could take on the economy. Republicans said on saturday that they are trying to lay out a path forward and tried to project some confidence that they could reach a deal this upcoming week. The reality is as you heard earlier that they are just not on the same page yet. The clock is ticking with a short amount of time and the white house is very much preparing and bracing for a potential Government Shutdown. Thanks so much. Do you see any scenario in which a Government Shutdown is avoided . There is one scenario and that is Kevin Mccarthy does something he has been unwilling to do so far and that is work with democrats to pass a shortterm funding extension. If he does that there will be enough votes between both the democrats and the centrist republicans to pass a shortterm funding bill but he so far has been unwilling to work with democrats and wants to find a solution within the House Republican conference. As youve said they dont have the votes to do that. So it is possible unless he is willing to change his tune and work with the democrats there will be a shutdown. And this whole episode has really underscored the divide between moderate and hard Line Republicans in the house. Take a listen to some of the back and forth attacks from just this past week alone. These people cant define a win. They dont know how to take yes for an answer. It is a clown show. Weve got some of these moderate republicans who want to go and join up with the democrats. They will be signing their own political death warrant. Got a handful of people that are holding the rest of the conference, the majority of our conference kind of hostage right now. It gets harder each time there is another failure by leadership to do what they should do. They say congress is broken. I think todays vote showed just how broken we are. Are House Republicans prepared to take the blame for a shutdown and the possible fallout that comes with it . House republicans are definitely going to deflect any blame of a Government Shutdown on the biden administration. They are going to blame it on senate democrats. They are definitely some might even blame it on Speaker Mccarthy for not being able to yaw unify his conference. Theyll definitely deflect the only People Holding up the issues are a handful of House Republicans that are really kind of far away from the res of what their colleagues are saying. Nobody wants a Government Shutdown. Speaker mccarthy has been clear on that. It is about maybe five or six members not that concerned or even saying they dont really care that the government is shutting down incoming days. While Kevin Mccarthy, i mean he doesnt want a Government Shutdown as mica was saying but also wants to keep his job as speaker. Can he have both . No. That is the thing. I wrote a story today just explaining he has to choose. It is a No Win Choice whether he allows a shutdown or wants to keep his job. He has to choose. Working with democrats with almost certainly lead to a vote on a motion to vacate. It doesnt mean he would be gone. There are also scenarios where they have the vote and he can stay in power. It will lead to either a vote to oust him or a shutdown. He has to decide which unideal scenario he is willing to accept. Reporter how much are republicans thinking long term scenario . If there is a Government Shutdown or Kevin Mccarthy loses his speakership. Should they be worried that this kind of chaos is going to cost them the house in the 2024 election . I think a lot of House Republicans are certainly worried about the repercussions this is going to have next year especially given the top of the ticket already has donald trump who has his own legal problems so the parties are already facing a lot of issues going into a very critical election year. We are seeing a lot of frustration among moderate pragmatic republicans. Kind of the Majority Makers who are being more vocal about the influence the right wing has been having. Well see how this plays out especially if the Party Looks Like it is not unified that is a really big problem for House Republicans right now. And a solution is a short term Funding Solution you already said at the top. Do you think that is going to happen . Or do you think a shutdown is imminent . Certainly the senate is working on a plan they hope to move next week, short term Funding Solution that would potentially attach ukraine aid, disaster aid to a kleenex tension of current government funding levels. It will take them all week to move na procedurally. Rand paul said he is not going to expedite the process so theyll run up to the end of the week working through that in the senate and the big question is if they can get it to the house and they should be able to is how mccarthy responds. As we said he has a No Win Choice and i cant say for sure how he will respond. It is hard to predict. There could be a shutdown. Mica, how do you think it may play out as we see the gop on the Campaign Trail and then this week in the upcoming debate, you know, without trump at the debate do you see all of this kind of coincides . Yeah, definitely. I think this week is going to be a huge test for Speaker Mccarthy, as much as the congress has been. Well continue to see these scenarios play out with just having a narrow majority and the influence of the Freedom Caucus and house conservatives have had in trying to get the agenda they want kind of through the house and beyond. It is a glimmer of hope for an end to a strike that has dragged on for nearly five months and impacted the production of scores of Television Shows and movies. Sources close to them did say they were still engaged in the process. The skepticism comes from the fact that we are basically only hearing from the studios. Studios have put out so many misleading things and just outright easily disprovable lies, so i think the statement of making a best, last, and final offer is a last attempt to try to save face and make it look like they got tough with us. People want to see what comes out of these negotiations because what happens here is that even after they reach a deal, which could be as soon as today, the members, which is about 11,000 of them, have to ratify the agreement and then even furthermore even if they do come to an agreement and the members ratify it, you have to wait for the writers because they are on strike as well. That could likely take a while before things here in hollywood go back to normal. Look, people do want to go back to work. A lot of people are suffering. This is 145 days of no work. So a lot of people are ready to go back to work. This has been very difficult economically. The Economic Impact is estimated to be about 5 billion. It is not just hollywood. It hit temperatures of about 5,000 degrees fahrenheit before finally landing in the utah desert at just about 11 miles per hour, thanks to some pretty big parachutes, which helped slow the landing. From there, Recovery Crews that had been training for years for this very moment swarmed the capsule. They were able to check it out and make sure it was still intact. It was.
