ancient sites devastated, buildings reduced to rubble and a frantic search for survivors. resources are pouring into morocco and we are on the ground. alarming alliance. north korea's alleader will tral to meet vladimir putin. the u.s. warns pyongyang will pay a price. what that does price mean? and slipping past police. officials in pennsylvania expanding the search area for an escaped killer after admitting the convict was able to elude them again. they're worried about what he might do next. we're following the major developing stories and many more all coming into "cnn news central." we're following devastation and desperation in morocco where now over 2600 people are dead after that 6.8-magnitude earthquake struck on friday night. it was the strongest quake to hit that country in well over a century. terrain has significantly come indicated rescue and recovery efforts. roads leading to some of the hardest-hit villages are destroyed. you can see the moroccan armed fo forces arriving at the epicenter just a few hours ago, taking days to get there. in some towns, people have been stranded for three days begging for more help from the government. >> you can smell the corpses everywhere. it's a shame the authorities didn't help these people. some people have received aid, tents or food. however, some villages have not received anything. i hope that the authority and civil society will shore more solidarity in these areas. >> many residents are living in makeshift camps and officials are building triage field hospitals near some of the villages as a stopgap until larger transit routes are cleared. sam kylie is on the ground speaking to survivors and tracking those relief efforts. >> reporter: another victim buried. return to the earth that killed when it shook. more than 2,000 people have perished in the worst moroccan earthquake in over a hundred years. most of the deaths were in villages in the atlas mountains where homes cracked and crumbled late on friday night. the pancaking of these buildings down a side street here killed 25 people. three or four are still missing, believe buried in the rubble. and this is a pattern that's been repeated throughout this province. and it looks very often like there's been some kind of air strike, the collapsing buildings here leaving holes as if they've been hit by russian bombs in ukraine. but this has been an all too natural disaster. >> at least three elderly people have been entombed here and a fourth guest is missing. after the quake, sammy called his parents for a day and a half. it ran out until the battery died too. >> i'm here because i have lost two of my best things that i have in this life. my parents, my father and my mother. i have lost them here. >> reporter: his grief turns to anger at the government as it does for so many here. >> they have no plan, only they have words. only that they have words. that's all. >> reporter: aid is arriving, but slowly. nearby, authorities tell me that 27 people were killed in the quake and 1,200 lost their homes. >> they have said that when they were in the house, she was in the bath when this series of explosions broke out. they said there was no shaking of the ground. she's saying it felt like a blast from an automatic rifle, that this was like a sense that the -- the place had been hit by a war. they had no idea that they were suffering from an earthquake. luckily for them, they evacuated their family very rapidly. nobody in their family was killed. but in the village, there was 27 people were killed. the house is now abandoned. a team of local women were led to find food and shelter for the homeless before any aid arrived. all the food here, the result of private donations. many villages here remain isolated, roads cut by landslides. relief operations will focus on getting to them. firefighters consider searching for bodies beneath the hotel. their conclusion is disappointing. amid shocks and shattered masonry, it's too dangerous to rescue the dead. so for now, sammy's parents will stay buried where they are. >> our thanks to sam kylie for taking us inside of morocco and that report. >> sad scenes there. right now also overseas, north korean leader kim jong-un appears to be on this armored train bound for russia to meet with russian leader vladimir putin. a south korean government official tells cnn that kim is believed to be traveling about 80 miles from the north korean border inside of russia. the white house is urging north korea not to provide or sell arms to russia. as u.s. officials warn that arms negotiations between those two countries are actively advancing. the russian defense minister visited north korea hoping to buy ammunition to bolster the war effort in ukraine. russia running short there. u.s. officials tell us there are major concerns about what north korea could get in return and pyongyang wants technical help not just for its satellite program but also nuclear-powered submarines. melissa bell is following the story for us. she's in zaporizhzhia, ukraine. tell us more about this. it's not a sign of strength for russia to need north korea's help in the war at this point, but it appears to be getting it. >> reporter: it appears to be happening, jim. this is something that american officials have been warns aga against. the american secretary of state speaking to just what you mentioned, the fact that this doesn't bode terribly well for the russian president, that he should be scrambling to meet with kim jong-un in search of munition to fuel this war here in ukraine. the american administration also saying -- urging pyongyang to stand by what had been public pronouncements that it would not be arming russia during this war in ukraine and yet as we're hearing, this train that you mentioned that is set to carry some 20 bulletproof wagons, it's not a fast train. what we understand, it will take it a good day to get to the meeting. we're hearing from the russian side that this meeting is going ahead in form of comments that has been made by da meet ri peskov speaking of bilateral talks that are to go ahead and an official dinner that's to be held in kim jong-un's honor. what we understand is that will be happening in vladivostok, each side has something they can expect from the other. on the russian side, very basic needs, those munitions that i mentioned a moment ago, but also some of the raw materials to help russia fuel its defense industrial base. on the other hand, pyongyang is after much more. sophisticated weaponry, advanced satellites and nuclear-powered submarine capability. with each side looking to get something from these, these much-feared talks seem to be going ahead, jim. >> no question. comes the heels of russia reaching out to iran for help. melissa belle in ukraine and the concern that these alliances grow, russia with iran, russia with north korea, and of course russia with china. >> and major implications for the front lines in ukraine. let's get some perspective now with cedric layton. he's a cnn military analyst. colonel, we've heard a bit about what both sides might be getting from an agreement. walk us through it. >> this is one of the key things as melissa was talking about, they want some stuff. so what does north korea want? they want satellite capabilities. they're looking for something like the gps system that we use, the russians use something else which is a positioning system using satellites. they want to be able to use that so that they can drive their weapons systems to greater accuracy. they about want capabilities for nuclear-powered submarines because the north koreans have introduced another nuclear sub. we're sceptical whether it works. but they could potentially bring nuclear weapons closer to targets. it's a key element. >> how about the russian side? >> what you're looking at is a lot of different types of munitions. for russia, artillery is the god of war. so the north koreans conveniently have the same types of weapon systems that the russians have, at least the older systems that the russians use. and that includes the same caliber type of weapon, like a 152 millimeter rocket. that would be something the north koreans have in abundance. they could use some of their stockpile to help the russians with their efforts, of course, raw materials another big thing and, of course, rockets and missiles. they've been delivering them all the time. finished products as well as the raw materials to make those products are key elements. >> sure, the question i think on everybody's mind, including russia and north korea, potentially is what is the united states going to do. jake sullivan saying north korea will pay a price. sanctions haven't really done much to move kim jong-un. so what could the united states actually do here that would be effective? >> yeah, so they -- sanctions are usually the weapon of choice, if you will, in this kind of a situation. the issue that you run into, though, is sanctions, as you mentioned, really run out of effectiveness. what could they do? we could mount, for example, a cyberattack against north korea. not saying they're going to do that. but that is something that's in our arsenal that we could potentially do. there are other things that we could do, potentially, that would get closer to a conflict with them. but i don't think we would go that far. but that is something that we would have to look at. we could also potentially go after other people that are connected to the north koreans, maybe chinese officials, chinese businessmen, people that are facilitating these kind of things and as well as russian businessmen that would be doing the same thing. >> and potentially some c clandestine options. there's a dispute between mark milley and officials in kyiv over how much longer the ukrainian counteroffensive can last given that weather conditions are going to be changing soon. >> yeah, that's -- mentioned in a statement to the bbc that he believes they have about 30 to 60 days of running room for the counteroffensive. that's because of weather changing. basically, what you're looking at, is in places like this, you've got, you know, cold fronts that would be coming into areas like here. you've got all kinds of things that could change. and, of course, it's a muddy season again. just like the spring is. so one of the things they would be looking at is actually changing the way in which they would ramp up weapon systems to this area. i think the chairman was basically incorrect in saying that this was a time limit that the ukrainians have. but the ukrainians know best. the rhythms of the battlefield. with climate change, it's highly likely that the fighting season is extended anyways. >> history has shown us that war in this part of the world can get especially messy. one more question, colonel. there was a comment from the secretary of the air force that raised a lot of eyebrows. let's listen to that sound bite now. >> we're all talking about the fact that the air and space forces must change or we could fail to prevent and might even lose a war. not the kinds of war we fought or have been fighting for the last 30 years, but a war between modern grade powers with the anonymous cost. china is preparing for a war and specifically for a war with the united states. again, war is not inevitable. and no one can predict when or if it will occur. our job is to deter that war and to be ready to win if it occurs. >> the potential linchpin of some conflict between the united states and china could be taiwan. what do you make of the statements from the secretary? >> they're very similar to statements that were made previously by the commander of air mobility command. he raised a bit of a ruckus, if you will, when he made comments saying that his troops need to be prepared for a war with china. the chinese reacted very strongly to that thinking that this is very belligerent rhetoric. the key thing to think about, the military's job is to prepare for war no matter where that war is. china is one of the most likely countries that we would be fighting given the geopolitical environment and, of course, taiwan is one of the key areas that we would potentially be fighting over. and we have to be ready for that. so the secretary's comments are basically right on track for what he needs to do to prepare his forces, both the air force and the space force, in order to combat a very rising foe like china. >> rising and conflict or tensions, i should say, continued to rise despite diplomatic outreach from the white house. colonel, always a pleasure to get your perspective. thank but someone from the killer's past is helping the authorities. we'll tell you who. also ahead, president biden heading back to the u.s. after a trip to asia that saw major diplomatic wins but also new look for the escaped pennsylvania killer who has evaded capture for 12 days now. the photo on the right is what police say danelo cavalcante looks like now. over the weekend, the 34-year-old prison escapee somehow got past the search perimeter and he stole this delivery van and tried to make contact with some people that he knows asking for help. they were not home. we are going to learn more about this soon as well, though. authorities are planning a news conference here in the next hour. we have cnn's danny freeman tracking all of this. he's been on every turn of this manhunt. danny, do authorities have an idea of where cavalcante could be? >> reporter: listen, the short answer is no. the lieutenant colonel keeps saying, if i knew where he was, i would go and arrest him right now. they are targeting the northern part of chester county. it's probably about 30 miles or so north of where the prison has been. but this is the state of play right now. they are not searching in the perimeter that they focused so much time on and they lost him once he slipped that perimeter. let me explain, though. in order to really drill down on this importance of this moment in this case, you have to understand where we were back on friday. remember, just a few miles from where we are at the command center, that was where the perimeter had been set up. there were the largest number of law enforcement officers that had been on the job for the entire man hunt on friday going into saturday. we saw people checking cars, checking trunks, that's the environment that cavalcante was able to escape. let's talk a little bit about what we learned yesterday. cavalcante slipped that perimeter and law enforcement said he was able to steal a van from a dairy farm nearby and it was because the keys were left in that van. then he drove more than 20 miles to the phoenixville area and as you said, he tried to contact some of his known associates. the associates did not offer him help. but we did get insight into what he was doing because he was spotted on a ring doorbell camera. clean shaven, now wearing a green hoodie. yesterday, law enforcement found the van, it was abandoned, though, cavalcante was nowhere to be scene. i want you to take a listen to what a former roommate of cavalcante actually told one of cnn's affiliates over the weekend. you can hear the concern in his voice. >> i have no idea he could do something like this. like i said, he was someone super shy, really quiet. he would drink his beers on the weekend and make barbecue and working a lot. >> i can't sleep. i can't live my normal life. everybody can feel safe again. and, yeah, he has to pay for what he did. >> reporter: now, of course, state police say they wish that this had not happened. they wish that cavalcante had not been able to slip their apartmen perimeter. but we have a lot of questions. we're expecting a press conference in a little less than an hour at the command post. we'll bring some of those questions to them. >> real quick, danny, last sighting of cavalcante was when and within the perimeter or outside? >> reporter: so the last official sighting that we know of was back on saturday night. it was that ring doorbell camera well outside of the perimeter that has been here for almost two weeks. that is the last official sighting. but maybe that will change. we'll wait and see if law enforcement says they've spotted him since. it seems like every time they have a performance, there is another sighting. danny freeman, thank you so much. boris, the on his way back to the united states where he's set to honor military service members on the 22nd anniversary of the 9/11 terror attacks. the president is going to stop in alaska on his way back from vietnam where he signed a strategic partnership agreement deepening ties with one of china's key neighbors. let's take you now to the white house with senior white house correspondent kayla touchi. >> they put past conflict aside to elevate their relationship to that special partnership status, putting the u.s. on the same footing as between and russia who enjoy similar status with vietnam. but the forging of deeper tying between the u.s. and vietnam is meant to serve as a counter to china which has gotten even more ambitious and assertive in the region. but when president biden was asked specifically whether there was a could war dynamic afoot or whether this was meant to contain or isolate beijing, he said no. >> it's not about isolating china. it's about making sure the rules of the road, everything from air space and space in the ocean is the international rules of the road are abided by. and so -- and i hope that -- i think that prime minister xi -- xi has some difficulties right now. all countries end up with difficulties. and some economic difficulties are working its way through. >> reporter: president biden did not meet with president xi. he did not attend the g-20 summit in new delhi, india. but he did meet with china's number two and he said he hopes to meet with xi sometime soon. it's been 22 years since terrorists attacked the u.s. world trade center, the pentagon and a field in shanksville, pennsylvania. today americans across the nation are remembering the tragedy of that day. they're honoring the thousands of victims and first responders. cnn's brynn gingras is at the ground zero memorial site. there's a special focus on survivors who are still suffering from illnesses associated with 9/11. illnesses that in many cases have cost lives. >> yeah, that's right. people are continuing to lose loved ones from this tragedy. if you think about it, 22 years ago it happened, and this ceremony here just wrapped up. the reading of more than 2,000, almost nearly 3,000 people who were killed here on 9/11, the names were read. and a special focus was on children, incorporating children into the reading of those names as organizers tell me, this was important because they wanted to signify that children, the next generation, they need to know what happened and continue talking about the stories of those lives lost as we move forward. i want to watch a moment of that during the ceremony. >> and my uncle, uncle knoll, i'm so proud to be named after you. i love hearing stories about you and i try to follow your example showing kindness to everyone i meet and living life to the fullest. our family misses you and we ask you to please continue watching over us. you'll never be forgotten, uncle knoll. >> and my uncle, richard michael. even though we never met, i always wonder how good of an uncle you would have been. i will always love you and you will always hold a special place in my heart. >> and i actually saw that second little boy. he was taking a picture with the rest of his family with his uncle's picture by the name here at the memorial. there are so many emotional moments like that. i spoke to a woman whose husband passed away on 9/11. she doesn't come back for the ceremony yearly but she did this year because her son was reading some of those names. he was ten months old when his father died on 9/11. so many emotional moments today. but also just a day of remembrance and honoring those lives lost, the heroes, and also just remembering to tell the stories so that we continue to honor the people who lost their lives on this day and never forget. >> we will never forget. but it's a reminder how everyone does experience it differently. someone who is only ten months old and yet it defines their life but in a different way than their mother. thank you so much for bringing that us. we appreciate it. >> i can't believe it's been 22 years. we head back to morocco next as people there plead for food and into the country to help the survivors as their desperation and their need grows. >> reporter: he's suffering. no bread and electricity and water. people are suffering and aide is late. some are stuck in roads, some lack food and shelter. we are 12 or 13 in the tent including kids and parents. the situation is dire. >> so dire, but help is on the way. one of the first charities to arrive on the scene was world central kitchen. that's the humanitarian organization founded by the chef jose an drez. it is often one of the first to arrive after natural disasters like this. it's also been on the ground in ukraine since russia's invasion nearly two years ago. we have the senior management for asia operations at world central kitchen and she joins us now from marrakesh. tell us what the level of need is there, how far, how wide, how many people need to be fed? >> at the moment, world central kitchen, we have eyes in the sky. we've been doing aerial assessments and feeding at the same time and we have also teams who are going into the high atlas mountains on four-wheel drives and so at the moment we're still assessing what that need is. but we do know it is great and it is geographically distributed and we will overcome in challenges to meet that need with the help of your moroccan teams who have been our superpower in being able to meet that need. >> we have pictures that show the other services you provide there including medical rescue using helicopters that world central kitchen has there. tell us how you manage that along with your main focus which is feeding people who are hungry. >> absolutely. as you say, world central kitchen's laser focus is on providing fresh meals which provides hope and comfort in times such as these which are absolutely terrible. but the plus side of using helicopter transportation to bring those two communities who are caught off at the margins is that once the fresh meals and border are distributed to the community, we then have space in those assets to be able to help with medical evacuation and is bring back people who would otherwise have been challenged to get to medical attention. >> let's put that picture back up on the screen if we can. because it shows the danger that you and your teams put yourselves through. that's a helicopter hanging off the edge. it shows the risks you're taking. one thing i've appreciated following the work of world central kitchen is that you also bring good food to folks there. you cook with local tastes in mind and local food supplies in mind. tell us how you're managing that in morocco. >> so we're absolutely blessed to be a chef-led organization. and so we have that in mind whenever we are creating meals for communities and and so there will be more comforting meals on the menu. at present, we are really just trying to get to as many places as possible. and so currently sandwiches but there will be moroccan delicacies and specialties to be serving to those communities very, very soon. >> you're still in ukraine. that's a different situation. it's an ongoing war. you were in turk ey for at leas a couple of months. how long do you expect you'll need to be in morocco. >> we'll be here for as long as we are needed during this acute emergency phase. and so we are still uncovering a lot of need and so we will keep going as long as we are needed. >> well, government official telling state media that more than 2,000 people could be dead because of flooding after a powerful storm. ben wedeman has been following this story for us. ben, what more are you learning? >> reporter: yes, what we understand is that the prime minister of the breakaway government of eastern libya has announced that at least 2,000 people have been killed and 5,000 are missing as a result of floods caused by storm daniel that has been ripping through the eastern mediterranean. now, the focus of the damage, it appears, is at the bottom of a mountain through which and through the river runs, what's normally a dry river bed. but it appears from the video that we're seeing on social media that the amount of water that's just rushing through the city has caused destruction similar to what we're seeing from southern morocco. now, this official, the prime minister who cited these numbers didn't say the source of them. so far, for instance, the libyan red crescent society is saying that perhaps the death toll is between 150 and 250. but certainly what we're seeing is that this storm is causing a huge amount of damage. basically for eastern libya, two-thirds of the annual rainfall fell in one day alone. now there are some reports that what happened was as a result of this massive amount of rainfall, a dam up river from the city burst and just sent this wall of water -- it looks like a tsunami, rushing just crashing through the middle of that city and it appears that entire buildings have been simply washed into the sea. boris? >> ben wedeman, thank you so much. now to some of the other headlines that we are watching this hour. it has been a record-breaking year for the most expensive weather and climate disasters in the united states. with four months left in 2023, the u.s. has been hit with 23 discusses that cost at least $1 billion each. deadly storms and wildfires have amounted to $57.6 billion in damage. that price tag does not yet include hurricane adahlia. the u.s. blood supply is at a critically low level after falling in august. they blame back to back months of extreme weather events. the red cross provides 40% of the blood and blood components that are used in u.s. medical facilities. and drew barrymore is defending her plans to resume her talk show. she said, our show was built for sensitive time and has only functioned with what the real world is going through, end quote. they're planning to protest production of barrymore's show. michigan state university's football coach reportedly facing an accusation of sexual harassment from a woman who is an advocate for victims of sexual abuse. we're going to get an update for the manhunt going on in pennsylvania. an escaped killer, police looking for him, admitting now
