Konc coverage of Hurricane Dorian. We just received the 11 00 a. M. Update from the National Hurricane center. Chad myers will have that for you in just a moment. Lets go to dc for an update on the breaking news. This boat fire off the coast of southern california. Ryan. Reporter victor, thats right, we are watching for that breaking news out of los angeles. Keeping an eye on an unfolding rescue operation off the coast of southern california. A number of people dead after a dive boat catches fire near santa cruz island. Some of them have been rescued, but dozens are still missing. Well hear from a local fire official in just a moment, but first lets get back to victor with the latest on the track of Hurricane Dorian. Victor. Reporter ryan, thank you so much. Listen, the surf is really kicking up here. Were in between those extreme outer bands of Hurricane Dorian. There were people on this beach. This is under a mandatory evacuation, but people are taking advantage of those dry moments to come out and take pictures. But neither me, nor any of these other people, will be able to stand on this beach in about an hour and a half, as high tied comes in, as we send it in to meteorologist chad myers for the 11 00 update. What theyre seeing now we understand is mild compared to what they will see and nothing compared to what the people in the bahamas have seen for the last 12 to 24 hours. A storm, victor, that just will not move off of grand bahama island. Still pounding free port and abaco, which it is at 155. You need to be over 157 to be category five. We hav down to a category four. I know thats splitting hairs, but thats where we are. Still moving to the west at 1 mile per hour. The center the circulation is still just about 20 miles east of freeport. Heres whats happened. We had a High Pressure all week with winds like this, and that pushed the storm like this. This high is now gone. Its completely lost its power to push the storm. So now all of a sudden we have a storm without a direction. Were waiting for the next direction and that next direction will be a low thats going to try to pull it up from the west and push it on up toward the north. When that finally happens, this stopped hurricane will begin to move again. But that still could be another 12 or more hours before that happens and the people here are getting pounded. One storm after another rotating around the eye wall. High rock here, freeport here, its just been in the eastern part of the eye wall for i think 16 hours. 16 hours equal to about an f2 tornado, usually lasts 3 minutes. But this has been now 16 hours of what could be equal to the wind of an f2 tornado. Stewart, florida by tuesday, we get around 70. Melbourne, this is 2 00 p. M. Tomorrow. Were still not even to the space coast yet. Daytona right around 67 and thats on wednesday morning and then it finally turns to the northeast and does affect the carolinas. All you have to do is move this storm ten miles to the left and those numbers go from 70 to 90, 10 miles to the right, those wind speeds go from 70 to 50. So thats what were dealing with. Were really on a borderline of where the storm is. And if we get the eye wall on land, all of a sudden our winds are going to be 120. So we just need this thing to stay in the ocean for sure, even though it wont die in the ocean because the water is warm, we are really just needing this thing to stay offshore. Watches and warnings have been posted. Theyve been changing a little bit hour by hour, but for the most part we are expecting some hurricane conditions along the florida east coach and i think the closest approach is probably just north of you where the space coast sticks out into the ocean. Thats maybe only about 15 miles just to the east of there for the center of the eye. I suspect the space coast will have the greatest winds of all of florida if it does turn to the right. Chad, were expecting an update from Florida Governor ron desantis on conditions and preparations for Hurricane Dorian as it comes closer to the east coast of florida throughout this hour. Well bring you the highlights of that. But in just the last couple of minutes as chad was giving us the update from the National Hurricane center, there have been dozens of people who have come back onto the beach. Now, again, Hutchinson Island is under a mandatory evacuation, as are most of the Barrier Islands along floridas coast. But what most counties agree upon is that no matter which areas leave those in the manufactured homes, the mobile homes, those will take the worst or show the worst signs of damage when those stronger winds come through. Now, many of the communities have cleared out. But weve met a couple of people who have decided in port st. Lucie to wait a little longer. I want you to listen to what jack and violet honey in port st. Lucie are waiting for to determine if they will evacuate. Youre sitting here and dorian is about 100 miles off the coast. Have you made the decision to stay or go . No, im going to depend on what the storm does. If the storm comes closer, were leaving. If it turns and goes towards north, were going to stick it out. Do you think it will be too late to make that move when you see the change in direction . Personally, no, i dont. Are you prepared to move . Yes, car is packed. The only thing im going to put in the car is the wife and the cat and were out of here. Very quick. Where would you go . West. Probably over negorda, which is southwest which the storm has not come near yet. I have a gut feeling that everything is going to be all right. How many people in this community have you been driving around, have you seen that are out walking the dogs who are staying . I dont know. It seems like quite a few if you go by the automobiles under the car ports. I dont know. I really havent been out talking to anybody. Saint lucie county says in a manufactured home like this you are under a mandatory evacuation, youve got to get out. You hear that and think what . Well, maybe we should think about it. But i leave it up to him because he makes good decision is. Theyve given me their cell phone number, ive given them mine. When they make that call ill let you know. There are a lot of people here in the context of a storm even off the coast measure everything by 2004. Within two weeks in september of 2004, hurricanes francis and jean caused a lot of damage here. Lets stay along this area and go to vero beach where Martin Savidge is. Ive been watching your live shots throughout the morning. There have been people there where you were much like where i am, who have come here to the shore to take pictures, but as soon as one of those quick bands comes through, it clears out. But then they come back. How seriously are people taking this storm where you are in vero beach . You know, its a really good question and im beginning to wonder that myself. Take a look, this is like a typical day here. In fact, even atypical. The police have been going by and theyre doing it right now. Theres a squad car thats going through the parking lot and they are announcing that this area is under a mandatory Evacuation Order. That started tlehree hours ago t the crowds have only grown since then. In fact, there were foot patrols that went up to people and told them the same thing. The fact that the weather has been so nice is why i think people are hanging around, and i think they truly believe that this storm is going to veer away. We know that the winds could get to Hurricane Force and that the storm surge could be 7 feet, which could overtop some of the dunes. So the Barrier Island is not going to be a safe place when this weather closes in, which is expected in about 12 to 24 hours. A lot of these people say theyll head back to the mainland before that happens. But remember there are bridges and those bridges are controlled by the county and the state. If the weather and the wind gets too strong, they will shut them down. If you arent over those bridges, then you will be here and First Responders cant come out in that kind of weather as you well know. So you talk to people here and theyre not that concerned. Everybody is boarded up, filled up ask gassed up. Theyre just waiting for a storm. And right now it feels like they dont take it seriously enough, victor. Martin, you mentioned the bridges. The topography of this part of the state, this community relies on bridges with the enter coastles and inlets that people that are on the outer barriers have to make a decision pretty soon. The wind is picking up. Chad myers says they have a little bit of time. Martin savidge in vero beach. Let me talk to linda hudson, shes the mayor of fort pierce. I was just talking with Martin Savidge about the bridges and when they will be shut down. Your expectation, just for people who are making lastminute decisions . When the winds get to be 45 miles per hour. So with that hurricane, is it stalled some place, we dont know when. But i would say sometime late tonight or maybe the middle of the day tomorrow. Every person ive spoken with about dorian, they bring up francis and jean in 2004, of course the two storms that hit backtoback within two weeks. Dorian is off the consistent and francis came a shore. Do you think this is giving people a false sense of complacency that there wont be a u. S. Or florida landfall . Im a little concerned about that, but not majorly concerned because we are very experienced in fort pierce with hurricanes. And so we prepare for them, we prepare for the worst. And if the storm surge comes, were prepared for that. Fran is, i believe it was francis, it did flood. The storm surge was really great. So people remember that. Of course the storm surge for any Coastal Community is a major concern. But on the drive along a 1 a coming down to this location, the intercoastal was really close to a 1a, the major road on the island. Youre expecting that to flood pretty quickly. I think so, especially if it lingers because it will go over more than one tied. Its king tied time, so i think that that is a real concern. Whats your concern about all these people who are coming out . There are dozens of people. You cant see them in this shot, theyre standing around us. And every time one of those outer bands come through it clears out and then they come back. Were in Martin County right now. Im in saint lucy county and i think were going to be a little bit smarter and wiser. I just got a text message through twitter that saint lucie is going to stop the rides to the shelters. They stopped at 10 00 a. M. Eastern. Are there people in shelters . Have people taken advantage of that . Oh, yes, weve been advertising for days and the special needs shelters opened on saturday, and petfriendly. So people have had a lot of time to get there. In addition to the storm surge, theres a concern of rainfall. This area was not in drought conditions. Youre saturated already. Weve had a lot of rain and that concerns me very much because the ponds are full, the canals are full, the indian river is high, as you noticed. So that is a concern. Okay. Are people heeding the warning that youre sending out . Yes. Yes. In saint lucy county, they are. We have an Emergency Operation center and they give briefings at 8 00 a. M. Noon and then 5 00. Everybody has been informed and they are heeding it. Yes, they are. Now, i guess the changing forecast here has been touch and go for all of florida. At some point this area was near the center of the bulls eye, then it kind of switched around. Has that made it difficult to plan for it . No, actually weve been planning and planning and weve had plenty of time to plan for every eventuality. I think what has been difficult is its getting kind of tedious. Its been a long time and now its hovering still, so its going to be a long time. And i think people get inpatient. That preparation fatigue. What is your degree of concern . I met a waitress at a restaurant last night who wanted to leave but thought its just too expensive to board up and pay for gas. People who live on pretty tight incomes and budgets cant afford to do it. Your degree of concern for these who think they cant afford to leave although they want to . Well, im concerned but at least in fort pierce, we have older housing, were an old city. 1901 they were incorporated. So the older buildings have withstood a lot of hurricanes, so i think that people, if they stay in place and dont leave and stay patient and dont leave too soon, i think theyll be fine. A spokesman for Ventura County says there are numerous fatalities from a fire on board a 75foot diving board. At least 30 people were on board according to the coast guard which says its rescued just five. Numerous agencies are responding. Stephanie elam has been on this story since it broke. What is the latest . Reporter ryan, we are trying to get more information on the status of the boat. Were now learning that the boat, according to Santa Barbara county fire official has now burned down to the waterline out there off the coast somewhere between Santa Barbara and Ventura County depending on which way you approach the island. Apparently it happened on the northern side of the island. We do know that it was foggy out there and that the call came in somewhere after 3 00 a. M. Local time about a fire on this boat. Officials telling us that the fire, they kept putting it out and it kept reigniting after they got there. So why youre seeing that crew members were able to make it off the boat is that they were up top and able to get off the boat. One with minor injuries. We understand some of those people are now making their way to the coastline and making it onto land and theyre pulling them from rescue boats and getting them back to land. We also know there are 33 or 34 more people who are listed as missing. We do know that this boat was out for a threeday excursion. It was supposed to return back to its port tonight. So they were docked out there overnight. They may have been sleeping at the time considering it was 3 00 a. M. But when that fire started, it was not allowing those people who were at the bottom of the ship who may have been sleeping on the 75foot vessel to get up past the flames. Thats what theyre saying may have been the problem here. This could be a very tragic situation that we are looking at here, happening out in the water. We also know that it was very foggy so there is some hope that maybe someone was able to get off, that theyre treading water or tried to swim to shore since they do anchor closer to the coast. But at this point its just unclear. So a very big tragedy happening here off the coast of Santa Barbara. And stephanie, maybe you can expand upon the conditions there. You mentioned the fog. That would certainly complicate the rescue process, not only for those folks on board but the rescue crews that ae out there trying to bring these people to safety. And also to spot them. So i know that the helicopters were not able to get up early on. And then when the sun came up, because they were not able to see through that fog, also, if the fog is there depending on where they are in the water theres a possibility they could swim the wrong direction if they were even able to get out. But the fact that the fire kept starting on the boat, they were not able to get on top of the boat themselves and try to help people get off. So this idea that this fire that they were able to quell it and it kept coming back made it difficult for a rescue. But at this point we do know the five people that theyve been able to rescue are making it back onto land. It looks like a tragic situation unfolding here. We understand this was a group of divers, they probably had some sort of experience in the water. But did did happen in the middle of the night so they likely wouldnt have had their diving gear on or maybe it would have been difficult for them to get to the equipment given the fact that it looks like it happened so quickly. 3. 14 a. M. Is when we understand the call came in. So most people were probably asleep at that time. Keep in mind youre on a boat in unfamiliar surroundings and youre also on the water. But yes, it was a threeday labor day diving excursion where they were supposed to return this evening at 5 00 local time. But still, even if you have all of that, being able to navigate where you are in the boat, getting into the water, putting on a wet suit, all of that would probably be too much to deal with when youre also trying to battle flames and get from underneath the boat. This is all the things that theyre trying to figure out. You look at the pictures and they look catastrophic. Its devastating to think what these people may have been trying to do and be abruptly awakened to a fire on a boat. A terrible mixture and what led to be the worst case scenario, more than 30 people still unaccounted for in southern california. And were getting the waters here from the atlantic coming up pretty close to our shot here. There are a few people here on the beach coming out to take pictures. The water is getting closer and closer to the saw grasses and some of these people will have to clear out. This is under a mandatory Evacuation Order, as are the Barrier Islands across all of south florida. But this is not exclusively a south florida storm as the track has shown us for the last several days. Lets go about 150 miles up the coast to Daytona Beach. Rosa flores is there. I understand youve been getting a little rain . Yeah, it looks like were getting one of the outer bands, which is what we were expecting today. You can see behind me we definitely are seeing high tide and the winds have picked up. This is what the cnn Weather Center told us we could expect. These bands that are wet, windy and brief. The Barrier Island where im live right now is under a mandatory evacuation and as you can see from these boarded buildings, businesses are definitely heeding the warning. We just got an update from county officials here in volusia county, and they say that they are expecting thunderstorm force winds tomorrow at about noon to 1 00. That also means that theyre expecting heavy range, theyre saying between 4 and 6 inches. And also a storm surge of 4 to 7 feet. But the Evacuation Order is along this 47plus mile island. It also includes lowlying areas. Anyone living in a Mobile Home Park or an rv park. And victor, if you see around, there are some people still taking pictures like you were just mentioning where you are, theres some people here. But this is what officials are saying should not be happening. Individuals should heed that warning and they should go ahead and evacuate. We talked to some people here earlier today who actually live on the mainland. Take a listen at what they said. So weve decided to stay, just hunker down. So we got a lot of the provisions last week when we thought it was going to be here yesterday. We did the ice, water, food we can eat. We got all the stuff inside already. And just hope for the best. And as we take another live look here, you can see high tide here in Daytona Beach, florida. The winds are picking up and we are getting rain. Its sporadic. And victor, again, these are just the outer bands of Hurricane Dorian. Were not getting the worst of it here, of course, the bahamas still getting pummeled. Were just bands of Hurricane Dorian in Daytona Beach. Victor. Rosa flores for us there in Daytona Beach and i think thats important for everyone who is watching along the coast to remember, that what youre feeling now, the wind picking up, even these sporadic downpours, its pretty mild compared to what will be coming once dorian gets closer to the shore. The latest 11 00 a. M. Update from the National Hurricane center shows that its closest point in florida may be closer to the space coast a few hundred miles up the coast from where i am. But there was a point at which West Palm Beach and Palm Beach County was in the middle of the bulls eye, now not as close. Lets go to West Palm Beach, mayor keith james who is joining us. Mr. Mayor, thanks for being with us. Simple question, is West Palm Beach county . First of all, thank you for having me. And the short answer to that question is yes. We drill, we prepare for hurricanes throughout the year, and so we have a staff. Im here now in my Emergency Operations center. We have a staff that has been here since yesterday. Were geared up. We know our assignments. And the most frustrating thing at this point is not knowing where the storm is going to head. It seems to be somewhat stalled and so we cant really get into active gear because were kind of waiting to see what the storm does. But we are prepared. So as i mentioned, there was a point at which the model showed that landfall could be in Palm Beach County, and of couse that understandably revved up preparations for a lot of people who live there. But now that theres not expected to be West Palm Beach or south florida landfall, do you believe that that could have led to some degree of an early ex hail relief thats premature. Youre exactly right. Thats my biggest fear now, is that people might get complacent. Were still expecting Tropical Storm force winds beginning today and going into tomorrow night and maybe even wednesday. Well probably get some Hurricane Force winds during that period. So this is still a significant major event. There will probably be a lot of trees knocked down, maybe even some power lines going down. There are going to be people without power. So this is not going to be a comfortable next few days. I really want people to remain vigilant and hopefully everyone has made their hurricane plans by now. But this is not something that we can sleep on. Its a category i think four hurricane just right off of our coast and, having seen the pictures in the bahamas, this is something we have to take very seriously. Very strong category four. Talk to me about a curfew. Will there be one in West Palm Beach . We expect that to happen. Were waiting to see when we lose power. We obviously have Law Enforcement lined up and that would be a countywide decision. Well be making that in coordination with the sheriff. Our police chief is in communication with the sheriff and theyll be making that decision together. Obviously Public Safety is a primary concern, in addition to protecting lives throughout our city. The countrys latest moose shooting that killed seven people in west texas. Were learning more about the victims and the gunman. The New York Times says the 36yearold responsible for the ram panel was fired from his trucking job just hours before the attack. Cnns scott mclain is with us from odessa, texas, where Police Killed the gunman after a highspeed chase. What can you tell us about the latest on the investigation . Reporter hey, ryan. We are learning more about the suspect. We know as you said, hes a 36yearold man and he has a pretty scant online footprint and from what we could find, a pretty scant criminal history as well. Just two misdemeanors that date back to 2001. Officials say this does not look like terrorism. They are currently out at his property about 15 miles west of here in a rural area searching for any clues as to what his motivation might have been. A neighbor told cnn yesterday that the suspect used to be on top of his roof and actually shoot down at animals in her yard. She also told us that there was a dispute between the two of them that ended with him showing up at her door with a rifle in his hand. Now, she says that she contacted local Law Enforcement, but that they never showed up. She suspects its because her address is difficult to find and doesnt actually show up on gps. We have reached out to local Law Enforcement agencies to try to clarify what exactly happened in that instance. We know that he was using an ar15 type weapon during this shooting. He was also on the loose for about an hour. At some point he actually hijacked a u. S. Postal service van, which made it that much more confusing for Law Enforcement to figure out what they were looking for. Listen to some of the dispatch audio. I have an update from Florida Governor ron desantis, announced that 72 Nursing Homes or assisted living facilities for Senior Citizens have evacuated along the coast of florida. Always a concern for seniors in our community but theres a heightened concern and attention after the recent charges against workers at a senior home, a nursing home where 12 seniors died during Hurricane Irma back in 2017. The governor also says that hospitals along the coast are either planning to evacuate or considering evacuations as well. Let me take you up the coast to georgia where we know that tomorrow the governor there, brian kemp, will order roads out of savannah to all head west, as that state prepares for the impact of Hurricane Dorian to the city of savannah there along the coast. Up in south carolina, those roads headed out of charleston, i26, all lanes are already headed west as people start to evacuate as this storm, i cant say gets closer because right now its sitting right over the bahamas. Weve experienced some flooding both with irma and a little bit with matthew, so we are as prepared as we can be. We have a master planned city with close to 90,000 residents, and the infrastructure thats been in place, weve been prepping it throughout our history with matthew. But i can tell you the amount of rainfall that they are predicting frankly is a large amount of rainfall that we will be ensuring our residents stay indoors during this time period because we have experienced flooding and we are somewhat confident that some flooded areas will happen in different parts of our city.
