Secretary of state john kerry is selling it overseas. He is in baghdad right now because the white house says an inclusive Iraqi Government is a critical precondition for president obamas plans against isis. Were going go live to jim acosta at the white house. Jim, thanks so much for being with us. Another big piece of news youve been reporting all morning, the white house telling you, administration officials, the president is open to the idea of air strikes in syria. Im curious about that choice of language. Open to the idea of air strikes doesnt say committed to them. It also doesnt say, john and michaela, that the president will announce that hes authorized air strikes on isis targets in syria. Thats the big question i think well have to wait for for 9 00 tonight to hear from the president. I should point out in just the last couple of minutes john and michaela weve gotten word the president will be meeting with his National Security Team Including the Vice President and secretary of defense and on down in this situation room here at the white house at 11 25 this morning so thats happening about 25 minutes from now. Getting back to the speech, it is designed to show the president is ready to go on offense, as he said this week. A Senior Administration official said the president will frame that threat posed by isis, as you said, and offer a big picture of how this group has become a National Security priority for the white house and how it can not be allowed to have a safe haven in both iraq and syria. Hes going to lay out his strategy which involves building an International Coalition including arab partner this is the region. Thats why john kerry the secretary of state is down in the middle east right now and beefing up support for iraqi and potentially syrian rebel forces. No combat troops from the u. S. On the ground but john and michaela, in just the last several minutes talked to a white house official and also a democratic official who both said that the president and dana bash has been talking about this, that the president will look for authorization from the congress, what they call title 10 authorization from the congress. Its a legal authorization to train and equip Syrian Rebels to take the fight to isis. Theyre also asking for some 500 million. All of that we should mention, though, these are things the president s has been seeking for several weeks now but he sent the request over yesterday so thats part of this overall strategy. People are saying when are the air strikes going to start in syria . Theres a larger strategy, a larger package of proposals that the president will be unveiling tonight im told by a Senior Administration official in this training and equipping of serial remember rebels as a component of that. Obviously air strikes are something they look at as well and a Senior Administration official said the president doesnt feel he needs the Legal Authority to conduct more expanded air strikes in iraq and syria but he needs fit theyre going to train Syrian Rebels. It also gives them the flexibility, john and michaela, to accept money from other parts of the world, other countries around the world who want to chip in financially to this fight, that it too 108 authority do 10 authority does that as well. Adam, the president does not give a lot of prime Time White House addresses. So what does he need to achieve tonight . Whos he speaking to . How does this work . So the president is going lay out where weve been and where we intend to go. I think there are two audiences hes speaking to. Someone the American People, the other is the media. Hes talking to the media about will we be having air strikes in syria . The American People want to know that as well. Will we be going to congress. Those are the key audiences. But these speeches tend to follow that sort of format of laying out very logical way where weve been and where were going. Youre talking about these speeches. Highlight for us, especially from your perspective, a very interesting one, i might add, of how these types of speeches, outline ago strategy, a military action plan, how they differ from other speeches youve crafted for the president. Look, theres no more important issue to the commander in chief than military force. Youll hear some of what we wont do. We wont commit a lot of Ground Troops in iraq. Were not going to be sending hundreds of thousands of troops to occupy iraq. Youll hear the importance of an inclusive stable iraq. Youll hear the importance of building an International Coalition and the importance of protecting american personnel and preventing human karen crises. Its interesting you say hes going lay out a lot of what were not doing because the American People have largely flipped in some ways on the issue of force over the last several years. We were talking about how the American People are so war rearry after iraq. You worked for president obama when he was running for office. He largely ran on an antiiraq war message. But now a majority of people do say they support military action against isis even in syria. The president in some ways isnt leading, hes following what the american supreme decided . Look, the president is somebody who does whats right. The president is not somebody who pays attention to the polls. He did what is right in taking out bin laden and whats hitting isil. Theres been more than 150 air strikes against isil so the critics can make their accusations about no strategy. Hes the one who said that. Is. The reality is he doesnt telegraph this strategy and hes been hitting isil over 150 air strikes over the past month. As Jeffrey Goldberg said, hes the most effective terrorist killer in american history. This is somebody who does wasnt whats right and doesnt follow the polls. What have we learned from those air strikes and if the president decides to strike against isis in syria, chow that be applied there . The lesson were taking from air strikes in iraq is theyre very effective. This is the one thing we do well and surprisingly and were able to combine it with the kurdish person ma ga. We might be able to replicate Something Like that in syria. The problem is who will be your partner on the ground in syria . Thats always the big part . A nonmilitary mind coming at you. This has been going on for months and months. We lost the element of surprise. Who is going to help on the ground. What can we do without u. S. Troops on the ground. You can try and do it from the air if you want to use drones and things like that. Its not as effective but we can bring to bear a lot of different sensors. The problem is, if you go into syria with air, how are you going to do that . From what count . Iraq, of course, will be no problem but will we launch from jordan . Will the syrians reist . There are so many questions we dont know. That element of surprise, is there a point to that or no . We havent given them time to prepare and deflect. Isis knows theyll be product from the air but theres not much they can do about it. In iraq, we control iraqi airspace. If you go into syria, technicaledly syrians control that airspace but the eastern part of syria has been notoriously undefended for years everything is around the population senters in west. The problem is how do you pick out the good guys and bad guys from syria . Lets talk about that. The president is going to ask congress for title 10 approval. He wants money to arm and equip more of the rebels fighting in syria. I suppose we need to learn who those people are. What do you need from them to be effective with these air strikes . We need intelligence. We need to know where isis can be hit effectively. You can go and bomb trucks and thats what were doing, blowing up truck, spending 140,000 to fire a hellfire missile at a 20,000 toyota. What we need is to take out their command and control, their logistics, their recruiting centers, training centers. We need to hurt them not on the battlefield, we need to hurt them in their support system. General Mark Hertling last hour, i heard him on with Carol Costello talking about the fact that this is not a quick operation, this is a long, protracted battle ayesterday . This is going carry on for months so i see where a lot of the American People now want the president to do something i just hope they remember that six months down the road when were doing daily air strikes and it looks like were not being effective. We talked act no boots on the ground, no special forces troops on the ground. But are there intelligence officials . Does the u. S. Have personnel working for the government in some capacity on the ground in syria . In syria we have had them for a long time. The question becomes, did the nfl drop the ball or was the nfl willfully ignorant about what was on this tape . Well, we certainly didnt know what was on the tape, but we have been very open and honest and i have also from two weeks ago when i acknowledged that we didnt get this right. My question, lz, the video changed everything. The commissioner said the same thing himself. Why did the video change everything . Doesnt that speak to the fact this is just about Image Management rather than moral clarity . Well, thats the everything theyre referring to, the image. Its very difficult to sweep something under the carpet when its so prevalent in the way the latter part of the video has been released and its all over social media. Lets get this straight ray rice lost his job because we saw the video, not because of his actions. And for commissioner goodell to suggest he had no idea what was on the video is a complete and utter lie because he was told what was on the video. Ray rice told him what was on the video him punching his wife out. I want to bring Something Else to light here. The National Organization for women, now, they have taken a tough line on the commissioner. I want to read it to you. The nfl has lost its way they say. It doesnt have a ray rice problem, it has a violence against women problem. The only workable solution is for Roger Goodell to resign. Should he resign, lz, in your estimation . Well, i guess it depends upon what is the purpose. Okay. If the purpose is to help the nfl get a better sense of how to handle Domestic Violence within its organization, within its league, then, yes, sure, do that. But if the real issue is addressing what i think the real problem, which is a problem of Domestic Violence in our country, then i dont think focusing all of our attention on the nfl is the most productive thing to do. One in four women in this country have experienced Domestic Violence. That doesnt mean every single one of them dated an nfl player, so clearly we have a cultural problem here and it much rather take this and use it as a springboard to a larger conversation as opposed to pinning everything on Roger Goodell and ray rice because then its easier to dismiss. Lz, would we do both . Could we have the nfl clean up their league at the same time as addressing whats going on in our nation . Absolutely. But if you really want to clean up the league, you have to go through roster by roster and look at every single man thats been arrested for Domestic Violence and thats not whats happening right now. Lz, i dont know if you had a chance to speak with any players but i know youve reported on football and sports for a long time. What is going on in the locker rooms right now as the different players on different teams see whats happening in the news . Well, if i could just take a second to speak specifically to the africanamerican men that are in the nfl, which theres over 60 of, we dont have a problem as black men coming up and speaking out against racism when theres violence white cop shoots a black guy or a white cop shoots an unarmed black man, we rally together, we march, fight, get angry, look at ferguson. We dont the same response to Domestic Violence against black women and black women are more likely to be sufferers and victims of Domestic Violence than anyone else and more likely to be killed by their partners than anyone else and their partners more often than not are black men. So if youre a player and you have been mum on this whole situation with not just ray rice but all the brothers in the nfl that have hit women and gone back on the field, then i think thats shame on you. Because if were going to sit here and say you need to stand up for black mens life then black men need to stand up for black womens lives as well. A powerful point. Congressman Gregory Meeks joins us now. He is a Senior Member of the House Foreign Affairs committee. Thank you so much for joining us, sir. Good being with you. A democratic source tells us the president had been seeking the authority for some time. A few questions for you will there be a vote in do you support it . Do you think it will pass . Well, i think that the president has the authority to do the air strikes as hes been doing as well as to do what hes been doing all along in fighting the war on terrorism, utilizing drones and going after the leadership of these various terrorist organizations. I believe that if he comes back to congress requesting the budget and talking about arming the Free Syrian Army and making sure the kurds and the iraqi army is doing what it should be doing on the ground that he will have the support. He definitely will have my support. But he will have the support of the United States congress to do what has to be done to rid ourselves of this terrorist group known as isil. Congressman, you have supported air strikes against isis in iraq and syria for that matter. You think the president already has the authority to go ahead and commit these air strikes in syria. What do you think the president needs to do in his speech tonight . Is this cleanup over some of the comments hes made over the last several weeks when he said suggested he didnt have a strategy at that point for dealing with isis in syria. When he said his goal was to make isis a manageable problem. Does he have to clarify some of these past statements tonight . I dont think this is cleanup. I think this is president obama doing what he should be doing. Hes been very deliberative. I just came back from europe last week and our allies, our nato allies, are very pleased with the president that hes thinking this process through and including our allies, whether it be the nato allies, whether it be from the arab league, getting involved, other sunni muslims from saudi arabia and turkey. This is what should be. And i think that he didnt want to talk prematurely because you do not do Foreign Policy based upon emotion or based upon politics. Its something that has to be well thought out and well coordinated. And as a result of him doing his home work and talking to others, as a result of coming back from wales last week, now hes able to articulate to the American People what hes doing and why hes doing it. And even then i hope and i dont believe hes going lay out all the specifics because you dont want to lay out the whole world, especially those were going after, exactly what hes doing to do but other than the fact that we are going to get them and that organization will not continue to exist. I want to take a bit of a turn, sir. As we watch the president speaking to the nation tonight about this ongoing threat, it doesnt take me to remind you what is being commemorated tomorrow. You know this very well, as the rest of the nation does. Do you think he has to frame the comments about terrorism a little differently. Do you think he is watching how he craft this is speech given that this is the eve of 9 11 . I think hes very aware of 9 11 and i think his whole presidency he has stated that he knows his numberone priority, his numberone job is to make sure americans are safe and 9 11 does not happen again i think he has guided his principles as president just based upon that thats why he did what he had to do to get osama bin laden, thats why he utilize it had drone to get the leadership. And i think hes putting that in the context of we can make sure we can get them there along with our allies so they wont be here and we dont ever have a situation like 9 11 again. She had her own issues in her marriage with Domestic Abuse. She is the wife of a nowretired nfl player. I asked her if she thinks ray rice should be banned from the nfl and ive got to tell you, her answer might surprise you. Surprised me. I got this. [thinking] is it that time . The son picks up the check . [thinking] im still working. Hes retired. I hope hes saving. I hope he saved enough. Who matters most to you says the most about you. I asked her what she thinks of Roger Goodell, the commissioner of the nfl, has said about the ray rice situation. I think hes full of it. I think that its disheartening for them to even say that they had no idea what was on that tape clear thely the way that went down thats something thats happened before. She is its disheartening. I know for myself and i mean, i was never punched like that but when you reach out, youre left on an island by yourself. People dissociate themselves from you. The nfl turns their back on you. Theres so much to ask you about. Help us understand. Youve experienced your own issues and youve been forthcoming about it. Youve had your own issues with Domestic Violence in your marriage. I have. And nothing that im proud of and im not here to throw my husband under the bus. Hes a wonderful provider, great father and somehow were still married. However, there were issues and when those issues were going on, when i reached out for help, whether it be through counseling or to talking to other coaches, coaches wives, they listened but its just the nod of the head and, you know, how can you help me . Can you help me . When will you help he . Whos going to help me . Very isolating. Very isolating and it breaks my heart to see because i know right now shes on an island and because she has to protect what she is because that is her life right now and shes riding on ray rices career at this point and so she has to protect that. If he punches her like that in a public place, i cant imagine what shes going through at home. Let me ask you about what you said about reaching out. Did you get at the time when you reached out to people within the Nfl Organization for help or assistance, even just to be heard, did you feel like your situation was isolated . Oh, not only was its lating, i was isolated. I was told by coaches in our particular situation, i was told not to talk to the media, not to talk to anyone, not to get an attorney, they would handle everything. Its hard to believe that the nfl had no idea what was going on. So youre saying they turned a blind eye . Absolutely. Patted you on the head . Is that what it fell like . I think it happened to me, it happened to others and it will continue to happen. Did it happen to others or is it what you think happened to others . Did you and other wives speak . Tell us about that. It was a common practice. I had friends who had black eyes, they said they walked into cupboards. I had friends tell me their husbands ran them over like on the football field. You have these men that are playing a very violent support and its okay to use aggression and force and to enforce their will on someone else on the football field and they come home at night and theyre not used to not getting their way so when you say no, when you say youre not going to do this, they enforce their will. And you dont stop it, you dont break it. If you call the police, the police tell you, you know, you dont want this in the news. I have several incidents that have occurred in my personal life that theres no record of. I mean, my kid was ran up a tree in a gwagon truck and theres no police report, theres nothing. So everything when they want to sweep something under the rug or turn a blind eye, thats what happens. What did you ultimately to . Did you turn for help elsewhere . Did you kind of repeatedly keep going back and say this is happening, this is happening . I repeatedly went back and it came to a point in my life where i felt that it was time for me to stand on my own because the violence was escalating between the two of us. There was no longer arguments, it was being physical and so i removed myself from my situation. I moved back home to ohio. I went back to school and for me the healing began. I went back and got my masters in Psych Mental Health. Im a Psych Mental Health practice nurse now and i practice psychiatry and its my way of reaching back and being able to talk to people that are in these types of situation to let them know they can stand on their own. Its hard work but you can come back and be a whole person. It gives us a unique perspective, not only youre an nfl wife, you have been an nfl wife, but you also now are studying and living and helping people with some of these very issues. You look at the tape of janay and you hear her instagram defense of her husband. What does your heart say, your gut say, and what does your learned mind say when you hear that . My gut says oh, my god, shes in love, shes trying to save her marriage, she wants not to be the reason for her husband to lose her career. Because aside from the nfl with families, its the nfl, its the men and their work and then its the families. So theyve allowed their personal life to interfere with his professional life. My heart says, you know, shes in love, she wants to save her marriage. My mind said says shes being abused. What woman in their right mind and faculties would allow someone to knock them unconscious, be drug like a rag doll through an elevator door and left on the floor and turn around and marry him . Thats someone who is in love with love and in love with being married to an nfl player, being married to that life and she loves the life that shes living. And you dont believe shes the exception to the rule. Absolutely not. And unfortunately, i wish i could say those were the facts but its not. Ray rice. You heard what the commissioner said. He suggested ray rice will play again. For sure. What do you think . What do you want to see happen . Personally i feel should ray rice be banned from the nfl . Absolutely not. Why . I think that well, i feel that hes being punished because the lights have been turned on. What you do behind closed doors will come out. The veil has been lifted . Its been lifted. And so they have no choice but to deal with this. These types of things have been going on for years. You think theyre making him a poster child . He is definitely the poster child for Domestic Violence in the nfl. Why should he have to pay penance for everything that everyone else has done . I want to point out and i hope it wasnt misleading to people. You saw dewan had a cast on her foot. She told me show broke it when she was wearing a pair of shoes she had no business wearing when she was at her sons football game. I me what thats like. She tripped and broke her ankle but i didnt want you to feel that was for any other reason. It was really surprising and i know you were surprised, too, that she doesnt necessarily support his lifetime suspension. It makes you wonder. Lz, i think, said it best. I think athletes and Everyone Needs to stand up and defend women mow the way they speak up and defend other people in similar situations. Cnn has just learned that president obama will ask congress for authorization to arm and equip moderate rebels inside syria. I want to go straight away to our chief Congressional Correspondent dana bash who i believe is on capitol hill. Dana, does this mean that there will be a congressional vote one way or the other on part of the president s strategy in dealing with isis . It means that the president does want a vote. But its a good question and it is easy to get confused because the big headline out of the white house meeting with congressional leaders yesterday is that the president wouldnt ask for authority to deal with isis. Here is the difference. Hes not going to ask for authority for u. S. Force against isis. What he does need, because sources are saying that this is a legal anomaly, is authority, Legal Authority, to arm, train, equip Syrian Rebels so that they can fight isis on the ground there. It is a difference, they say, but something that he does need in order to go forward with the strategy hes going to lay out that does mean that members of congress will have a chance to get on the record, at least, with part of the isis plan. It does, if they do take this up. The Senate Majority leader, harry reid, was on the floor this morning talking about this, saying that he supports this, does not support u. S. Boots on the ground, does not support expanding the authorization that congress has already given the executive branch years ago, that the president is using right now. But this is something that he supports, which means it sounds like he is going to put this in a vote. Now, the question is how thats going to happen, mcly, procedurely, were not sure. The president s plan to address the issue of isis tonight and outline his strategy, said to be in three parts. We know i want to show you the result of a poll. We know americans arent feeling that this strategy is foolproof. Look at that, 30 . What do you think he has to say to change the thoughts and minds of americans . All three parts are necessary. The first part of the plan was to establish who isis is and what the nature of their threat is. Thats absolutely necessary because he needs to be able to connect those dots and frame isis within the context of global terror. Thats the first thing. There were rumors he thought they were j. V. Or junior. He has to have a coherent strategy for destroying isis. We just reported the president is asking for authorization to arm and equip the rebels. Its not a vote it wouldnt be a vote to authorize air strikes. But it would be a vote on that strategy. Do you think that members of Congress Need to get on the record now on this matter of war and peace . I think were in a different situation now. Theres no question that congress is going to support this. No question the American People would support it right now. Theres the same level of support, if not more, from going stronger on isis than there was that president bush had going into iraq. Also president obamas numbers hes got high disapprovals on how hes handled this. He has nowhere to go but up. I think the congress is glad that hes finally off the golf course and doing something. I think theyre going to push him and support him because this is overdue. Hes a little bit late to the game. I think frankly hes going to find a tremendous amount of support in congress because this is what the American People want and were glad the president is finally making this attempt to act like a commander in chief i think hes been acting like the commander in chief the entire time. The optics of the golf course aside but the American People disagree with you, marc, a huge majority absolutely. Thats why i think the president was dismissive of the idea of optics. National Security Issues matter and the optics of it matter. He has to fix that tonight. He does. And the way to fix that is to sound stern. But i dont think the president hasnt been functioning as commander in chief. When he said, we wont have a strategy for isis, he meant it was still unfolding and developing the polls disagree. Democrat lawmakers, you have people on the left and the media who normally support the president all perplexed by how hes been awol on this issue. Were so relieved that hes finally getting serious. We know that this is what the American People want. About the threat of isis, the president is finally on board. Were glad, i think, that we can put some of the politics behind us. Do members of Congress Need this for their midterms . It depends. They can speak for themselves and say what they want to say with or without a vote. But now they have a vote.
