Rooms. First, five new arrests in germany. German media report three men, two women taken in custody in the city of aachen, less than 100 miles from brussels. No word on how theet people might have been involved, but they are said to be connected. Also belgian Authorities Say they were already familiar with at least three suspects before fridays massacre, including the dead attackers, bilal hafdi and brahim abdeslam. French authorities indicate that belgian citizen Abdelhamid Abaaoud had been targeted in the past for other plots, but that he could not be found. Right now, his whereabouts an even greater priority. We want to get to the breaking new on the investigation. It has to do with two hotel rooms rented in the south of paris. What was found inside, joining me is cnns jake tapper and atika shubert. Jake, you were at this hotel. Inside authorities found syringes. We went to a suburb south of paris, a budget hotel, and on the fourth floor, there were two apartments. Residents told us on saturday police went there, raided the apartment because one of the terrorists, salah abdeslam, was there, rented rooms. What they found there after bursting through, police say according to local media reports, are pizza boxes, also as you say, syringes, tubes, forensic is testing to see if they were used to make the vests. Tatp is very volatile. Theres talk it would be hard to transport it over long spaces and distance, so it would make sense if those vests and devices were made here in paris. Also interesting, these rooms rented by salah abdeslam, on the run right now. The focus of an International Manhunt here and in belgium. These are lowrent apartments so there are individuals there down on their luck, immigrant families. Also were told by some of the residents that indigents, Homeless People could get housing there. But its a very it seems to be a very transient and temporary quarters where people dont really know each other. It wouldnt be a bad place to go if youre just popping in and planning on spending a couple days without people paying attention. A couple days. Any sense how long they were there . Not as of now. They were there at least two days before the attacks and police were there, were told by residents, saturday, the day after the attacks. The day after the attack police were already looking inside those hotel rooms. I want to go to atika should be eith shubert because theres been another discovery. It was a black cleo with belgian plates and rented by Abdelhamid Abaaoud. Its right here where im standing. You can still see some broken glass. We were here when Police Arrived and started going door to door, asking people what they saw. Showing them a photo of the car. Asking them specifically, when did they recall seeing this car parked here . They asked for the cctv video of that cafe here. Now, the timing is crucial. Whats interesting is that this is the 18th arrondissement. Nothing happened here during the attack. But if you look at the isis claim of the responsibility, they say there were attacks in the 10th, 11th and 18th. Now police are looking as to whether or not abdeslam intended to carry out something here and what happened to him. Were talking to two men in belgium who reportedly brought him from france over there to find out exactly where he may be now. Interesting to see that car. The pictures of that car there, found there in the 18th district here in paris where isis say they have planned to carry out an attack but none happened. Atika shubert, thanks. Jake, thanks. A major announcement came in this morning from the russian leader vladimir putin. Hes now saying it was a bomb that brought down the russian jetliner over the Sinai Peninsula two weeks ago. His investigators found residue indicating one kilogram of explosives was used in that bombing. Isis claimed responsibility for the attack, you will remember, but now the russians are offering a 50 million reward for more information. Putin vowed retaliation, saying this, in part, we need to know all their names. We will search wherever they may be finding. Well find them anywhere on the planet and punish them. On that note, russia launched a new round of air strikes on isis in syria. Joining us to discuss all this, Senior National correspondent Matthew Chance reporting from moscow and Nick Paton Walsh joining us, once again, from erbil, iraq. Matthew, this announcement from vladimir putin, the russian government. Russia initially hesitated that it was terrorism that brought down this jet. So what is russia saying theyre going to do to track down those behind this . Thats right. Initially it expressed concerns about saying it was terrorists or a mechanical error. Now theyre out in front, basically being the only ones, the first once to confirm that it was, in fact, a terrorist act and that it was a bomb that brought down that metrojet aircraft leading to the loss of all 224 lives on board. The head of the Russian Federal security services, the Successor Organization to the kgb, saying it was a bomb, a terrorist act. A bomb weighing around equivalent of 2. 2 pounds of tnt on board. The explosion of that device, he said, explains why the fuselage was scattered of the aircraft over such a wide area. Vladimir putin very quick and swift in his response, vowing revenge. Also saying that the campaignf air strikes inside syria wont just be continued, but theyll be stepped up. Quote, to make sure that the criminals understand that revenge is unavoidable. So the russian president clearly pointing the finger of blame at isis inside syria for this. And carrying out a huge upswing in air strikes as retribution for that attack. Lets talk about that. Lets go over to nick. Nick, youve been following the air strikes. Were talking about air strikes coming from france just yesterday. What are you hearing about this latest barrage of air sfrtrikesn raqqah overnight by russia. Reporter the barrage overnight a lot of that was france, according to activists who reported seven in about a sixhour window, from about 10 00 local time. One of which hit what they say was the parking garage. These terms, the Stadium Museum from the night before last, are basically structures isis has taken over and use as headquarters and styles jails. Were trying to work out the damage. The activists saying at this stage they believe no civilians have been hurt by these air strikes. It isnt clear quite when the russian munitions that u. S. Officials say struck raqqah went in, how many, where they hit, and quite how the russians got targeting to hit certain areas. I have to point one thing. The u. S. Has been scouring raqqah for months to hit. It appears suddenly a number of targets, some nominated by the United States intelligence, potentially, or chosen by the french, became widely available, a large number in a short period of time. Some suggests thats more political messaging, hitting old sites or sites previously, im speculating here, maybe u. S. Rules of engagement didnt permit them to attack. A huge upswing here. We dont know the impact on civilians or, frankly, isis at this stage. Rack kashgs the People Living there have suffering so much under isis, now they have bombardment, most revenge for paris, but being felt by those in the city. A key question you pose. Well talk about it, why now, why those targets become available so shortly after the attacks in paris, and now were talking about in response to the russian jetliner being downed. Were getting new information right now about the man that many believe to be the mastermind behind this attack. A belgian citizen believed to be in syria or iraq. A man named Abdelhamid Abaaoud. Again, a belgian man, 27 or 28 years old. And now were learning that the United States may have had their eyes on this man, suspicions about him. Lets get more on this from cnn justice reporter evan perez joining from us washington, and also here our terrorist analyst peter. Evan, the department of Homeland Security, they knew about this guy. They talked about this guy. Theyd even warned about this guy. Thats right, john. The apparent link between the paris attacks and the earlier plots center on abdelhamid abaao abaaoud. A u. S. Homeland security report earlier this year warned about abaaouds plot that was broken up by police in january. Police believe he was a ring leader in a foiled attack to attack verviers. French authorities believe he was involved in the plotting of the paris attacks. What police found in that raid in verviers in january looks a lot more ominous in hindsight of the paris attacks. They found weapons, precursor chemicals to make the explosive tatp. Thats the same explosive that was used in the suicide vests worn by the paris attackers. They found a web of jihadist connections across europe to safehouses in greece and syria. And authorities believe abaaoud faked his own death in syria so that he could travel back and forth between syria and belgium undetected. All of this information was known to belgian authorities and to u. S. Authorities. And still nobody could stop this paris attack. Evan, thank you so much. Interesting to note that dhs report full of footnotes from pauls reporting on abaaoud. Youve had your eyes on him for some time. Dhs relying on a part of your information as well. Paul, you have information about another individual, another werner believed to be operating within isis in syria. Thats right, john. This comes from le monde, reporting they managed to identify one of the people claiming responsibility in those isis videos. Claiming responsibility for the paris attacks. They believe that individual is fabian clan, a senior french isis operative in syria. Hes been very active over there. European Security Officials tell me they think that he had a hand in at least two plots targeting europe, that attempted attack on the train in the summer, and also an attempt to attack churches here in paris in april. I think its quite possible he is working with Abdelhamid Abaaoud. Fabian is also believed to be one those behind the french isis magazine, a magazine repeatedly calling for terrorist attacks in france. Hes somebody that was part of an aqi recruiting network in france in the 2000s. He was in prison and then he went and joined isis after he was released. I think the scenario were looking at now is a number of french isis fighters who have climbed up the ranks of isis and have basically been tasked by the isis leadership to launch a series of rolling attacks against europe, against france. Another name to throw in the mix, saleem bengalim who had e ti ties, operating in raqqah, syria. If this frenchman claimed responsibility for this attack, is seen on that isis video, it eventually means theres this western cell, right, this Western Group operating within the isis leadership in syria and or iraq, planning these attacks across europe . Absolutely right. Heres how they think it works. They think the french, the belgians, so on, working together. Then the germans, austrians and germans working together. Then the brits and americans and canadians working together. All of these recruits are kind of moving in and around their own language groups. In syria and theyre being basically contracted by the isis leadership now to go back and to hit all these various countries which are targeting isis and syria and iraq. You can also add the dutch fighters to that mix. There was a very specific threat against the netherlands in that claim of responsibility. I think the dutch authorities will be very, very concerned about that as well. So, theyre using all these different language groups to go back and launch attacks. Fascinating, new information. I feel very confident. He was flagged back last january. A plot was disrupted. He escaped arrest. We believe he did go to syria. This is not like what we seen, this radicalization over the internet of a onetwo man operation, a guy with a knife. In is a highly sophisticated external operation driven out of headquarters, raqqah, syria, that involved eight individuals. But also a conspiracy that could be as wide as 20 individuals. Thats the difference between this case and prior ones. The fact that isis is demonstrating this new capability to not only pull off a plot this coordinated and sophisticated, but as russians acknowledged to bring down a Russian Airliner with a bomb. This is a new chapter in terrorism for isis. Theyre doing things we only thought al qaeda in the arare yan peninsula were capable of doing. Theyre now the game in town. And i cant tell you how high the threat level really is. Mr. Chairman, you said weve been talking about eight attackers but you think this could reach this plot in paris could reach to as many as 20 individuals involved . We believe theres a wider conspiracy net. I dont know the exact number but there are a lot of other individuals involved. I think the interesting thing is that even though Homeland Security did flag this individual, and there were some general warnings, the specifics in terms of communications went undetected. Thats a real concern for us. As you and i have talked about many times, yes. They are learning how to communicate in whats called dark space. They go into a dark platform. Even if we have intelligence capabilities or a court order, we cant see what theyre saying. So, in this case they said france went under the radar. Thats precisely why they did. Precisely the huge challenge this poses in trying to stop these attacks before they play out. When youre talking about this individual, youre highly confident hes the man behind it. You also talk about the fact that he was flagged back in january. Do you have any information, can you confirm that the United States and the Coalition Forces and allies have targeted abaaoud in the past to target and kill him . John kerry was asked about this. He wouldnt go there. Im wondering if you can. You know, you cant get into target packages. Thats very classified, highly classified information. We have targeted hussein, who we successfully killed in raqqah, who is sending these internet directives to attack military who inspired garland, the new york plot, fourth of july, and also many others, including possibly chattanooga. You know, again, before we start to bring in another 10,000 population that the president has talked about, we need greater assurances this can be done properly. The problem is ive had the fbi testify before my committee and Homeland Security expressing their concerns about the risk that this could pose to americans because we dont have intelligence on the ground in syria to know who they are. Here in belgium, a frantic manhunt for the man believed to be the eighth attacker. His name is salah abdeslam. Police in paris are now searching two hotel rooms rented by him just before the attacks. Our jake tapper was just there this morning. He reports that syringes that could, perhaps, have been used in constructing the suicide vests made with tatp, a highly volatile explosive, syringes were found inside those rooms. Abdeslam was last seen on the road heading to belgium friday night. Our erin burnett just spoke to this mans brother, a remarkable interview. We should have more of that in just a moment. Meanwhile, the belgian government just raised their terror alert level to three, thats just below their highest here. They even called off a soccer game that was set for tonight between their National Team and spain. They said it simply could not be secure enough. Joining me now with the latest from brussels, Cnn International correspondent ivan watson. An enormous amount of activity there. Reporter thats right. Its very clear that a lot of the organization of these deadly paris attacks appear to have taken place here in brussels, the capital of the european union, john. Were learning more about the suspects in the attacks. For example, the mayor of the neighborhood of molenbeek has told cnn that just eight days before the attacks authorities here shut down a bartha was registered to the name of brahim abdeslam. Hes one of the suicide bombers in the paris attacks. That bar shut down for drugrelated offenses. Now, his brother, salah abdeslam, a 26yearold, born here in brussels, is the number one man most wanted man in europe right now, at large. Weve learned from the Belgian Prosecutors Office he these two brothers, as well as a third suspect, a suicide bomber, another suicide bomber in the paris attacks, were all known to the belgian authorities. They had all been on the radar of officials here months before the attacks took place. In fact, the two brothers were actually questioned, perhaps as early as february of 2015. Why . Because one of them, brahim, who was connected to this bar shut down due to the drugrelated offenses, had been deported from turkey after trying to get to syria, presumably to be a volunteer jihadi fighter. Deported back to belgium and then questioned by authorities here a long with his brother, who is at large. Both of them were then released. Belgian Authorities Saying they simply didnt have the man power to monitor both people supported of wanting to go to syria, as well as more than 100 belgian citizens who have gone and come back and are of much higher security priority for Law Enforcement here. John . Standby. We have breaking news about what youre talking about. Abdeslam brothers, salah, theres a huge manhunt for this man. The survivor of these paris attacks, the eighth terrorist at large. He had a brother who was killed here, and he has a third brother, mohammed abdeslam. Our erin burnett just sat down with this brother, got an exclusive interview. Lets listen to what he said. Translator i think that people do not quite understand what we have been through. But my brother, who has participated in this terrorist attack was probably psychologically ready to commit such an act. These are not regular people. You cannot have the slightest doubt that they have been prepared. That they must not leave any trace which would cause suspicion they would do such things. And even if you saw them every day, their behavior was quite normal. Joined now by erin burnett, who is in belgium, just finished that interview with mohamed abdeslam. Erin, thats remarkable. He said he had no idea that his two brothers were planning what has turned out to be one of the most horrific attacks on european soil ever. Reporter its true. He said he had no idea. John, you know, he was with police for 36 straight hours of questioning during that time he said he had no attorney. They released him. Hes completely free. He lived in a house on this square where i am right now with those two brothers and his parents. He said his two brothers had always been close. It was in recent months that they had started they stopped working, were out all night. They started going to mosques much more. They stopped drinking. They started collecting books. He also spoke of brahim. He says looking back, he thinks when brahim went to turkey, thats when he tried to go to syria. He is trying to say that they were living right with him and that they had no idea. John, he said in the past few days, they were much more kind to their family. He thinks now was their way of saying goodbye. In our interview we talked about what he thinks salah is doing now. He says he doesnt know where he is. Thats what he says. He says he thinks salah could try to kill more people. Hes worried about salah, as his brother. Thinks he might die in a shootout. He talked about all of these things and this neighborhood, which when youre standing here, john, is very idyllic in some ways as an american. The cobblestone streets and the beautiful buildings. You think you dont think of this as a place where there has been so many people who are going to join isis and train to fight jihad. But he did say he knows right now of people he knows who are going to syria, who are in syria right now training with isis, john. To be clear, he worries his brother salah could kill again. Did he call on him to surrender . He called on him to call police. He said no matter what it is, no matter how scared you are i said, if you have a message for your brother, what would it be . He said, no matter how scared you are, you Contact Police and take responsibility for the horrible, horrible things, if youve done them. John, i think thats an important distinction i want to make. He did not dispute at all that his older brother, brahim, was an attacker. He is not convinced yet that salah, the most wanted man in europe and beyond right now, is actually guilty. He didnt say he was innocent. He just said, if he did it, when it is proven. He did not want to fully admit that his brother had done these horrible acts. Because in North Carolina, nor in other states, do we have a checkpoint charlie, where these refugees we have about, i think, 59 refugees from syria that have come in in the past six months. We expect that number to increase from 2,000 the president initially had to 10,000. We just ask to be communicated to so were assured these people are safe people to come into our states because we have reports that isis is trying to infiltrate the refugee community. And so we governor, on that point we have legitimate points. On that point, you say you have 59 Syrian Refugees who have resettled in North Carolina. Tell me, then, if there are some refugees already in North Carolina and youre not confident, you havent received enough information youre confident of the background check system, what do you do with those refugees now . Do you think they pose a threat . There are some refugees already in your state. Well, youre assuming we know where they are. We dont know where they are. They did not come through the state of North Carolina or any checkpoint charlie like they used to have near the berlin wall. They are directly report to nonprofit agencies. So we have to get the information for the nonprofit agencies that the federal government and immigration refer them to. So, thats the lines of communications we need to, especially with our Public Safety officials at the state level. These are the kind of conversations which we need to have. And im pleased that the white house is listening now to the governors during the last 24 hours and have just recently called this meeting. And i think your reports on cnn just show how good these people are. The question is going to be, how can you do a background check on somebody, extensive background check, from someone coming from syria where you have a completely divided government . We have a tough time doing background checks on people in the United States, much less syria. So we need to be given the confidence of what exactly the process is from a country thats basically in a civil war at this point in time. Its a legitimate request. It absolutely is.
