crowd and you can see those guys with skateboards, just be leery of those guys. many times they are up to no good. i am a skateboard but i am not going out there for a riot. you can use it to protect yourself and if you need it, you can use it as a weapon. >> this guy is apprehended and their charges and the system is working. >> what i am saying is i want people to be clear of what i am saying. do not say these are scary black people out there. look at the diversity in that crowd. this should not be portrayed that way and if you portray it in that way and you believe it, shame on you. look pretty damage that's happening on the property. th stuff are starting to fly in the air. less sustained winds, gusts can be higher than that. we are actually sheltered. what you are seeing with me or anything moving in the backdrop, it is protected area. if you are out in the front of it, it would be hard for you to stand up. the next thing we are going to worry about is the storm surge. storm surge could go as far as 40 miles per hour. part of the reason is the topography around here, charles is flat and there is hardly a tree. storm surge coming ashore and preventing it. that's why lake charles appearing in much of the downtown area and many surrounding the community are in endated and 12 feet or water or 20 feet of water is the absolute height of that storage surge. when the water is there, it whipped up by the wind. we can't drag you out of the house here. others said they were not going to leave because they fear coronavirus and the shelter more than they fear of the storm. the storm is going to be much more dangerous if you are trying to ride it out something like this in royour home. you would be much safer in shelters. >> mark, thank you very much. >> let's get to derek van damme, walk us through what's happening on the ground right now. >> reporter: yeah, conditions in beaumont, texas, are deteriorating quickly. we have started to experience the per sis tent gusts. and people here are scared. that's saying something because residents of louisiana and texas have been through a lot. they know what to expect and how much devastation these storms can break. the i-10 corridor is opened behind me but 10-mile to the east, it shuts down. that's a major evacuation orders all t all the way to lafayette. that ship assa sailed. we have 10,000 people without power in texas. 25,000 customers in the state of louisiana and we know that number is going to skyrocketed because of the extreme winds and warming that are in place. something in my career that i have never experienced before from the national weather service. we have to treat it as a prolong tornado. we'll take you to the storm hour by hour as it continues to ramp up. we know the eye wall is approaching the coastline and we'll get to beaumont, texas, of anticipated winds of 100 miles per hour. a grown man of 150 pounds myself, you can't stand up in those winds. why do we send our team in the middle of the storms. my answer is because if you are asked to evacuate, it is my job to make sure you are evacuated and why did you put out efforts. these are potential missiles coming flying at you when winds are consistent at 70 mile per hour. >> it is only going to get worse from here. authorities told us sustained winds over 35 or 40 miles per hour. that means they have removed the ability of search and rescue. we could be talking about the next 12 or 15 hours without having fires or police services here in louisiana. the winds are too strong. also spoke to a police officer earlier this morning, she told me previous hurricane knocked out powers in some of the rural parts of this area for over 30 days. we should anticipate that. this is one of the strongest storms to reach the coast of louisiana. any kinds of tales or signs of what to come, we need to be prepraypr prepared. >> chris. >> thank you, be safe, that comes first and we'll get the information one way or storm. what's the condition now and also for you as well as you fly over on the ground for folks there and for you as you fly over? >> so yes, we have seen from 120 or 125, 149, it is pretty much -- the northern half of the storm and with lightning. that's where we spent most of our time early morning is on the northern side. this is a catastrophic storm. we hope everyone is paying attention to the national hurricane center and prepare to evacuate. >> i hope you are right. your indicator for these always storms that happen before, you have learned a lot and especially if they are along the coast. give us what you have seen. >> the thing is you are talking about a strong hurricane like we have here, unfortunately the results are going to be catastrophic once it makes lands fall and winds and 140 miles per hour and everyon at 150, gusts could be higher. it is going to be absolutely absolutely -- the storm is quite impressive. >> captain, we really appreciate it. that's captain garret start citing or those who are in our community, why are we siting those that are basically vigilant vigilante. >> being a veteran myself, i can understand the aspect of carrying a thousand things at one time. i don't know -- from my perspective i heard from multiple accounts or multiple times that the yeller were telling them that the shooter is just right there. that was shocking that he was able to walk past. >> let's assume the police officers heard nothing. and the cause for concerns and suspicious. what do you think with a black guy with a long weapon along his chest. >> that's all speculation. we have a good idea of where that speculation is going to go to then that causes a discussion of any crimes that'll happen as to how we hond ling people of color verses white people. how are we handling that? >> the people in the collars, there are -- >> have you spoke to the chief? do you ever any awareness whether or not the feds are in town? >> oh, they are. it has been verified
