Two more people have tested positive for coronavirus in england, the department of health has said. The two patients have been transferred to specialist nhs infection centres after contracting the virus in italy and tenerife. The new cases bring the total number of people diagnosed with covid 19 in the uk to 15. In the canary islands, hundreds of tourists are in quarantine to stop the spread of infection. British guests at a hotel in tenerife have said theyre concerned that being forced to stay there puts them at greater risk. 168 britons have been told to isolate themselves at tenerifes hio costa adeje palace. Elsewhere, saudi arabia is stopping pilgrims from entering the country as a precaution against the virus. A 13th persons died in south korea where more than 1,500 cases have been confirmed. And President Trump has said the us will do whatever is necessary to combat the spread of coronavirus. Donald trumps response to the global outbreak has been criticised by opponents as too slow, and he accused them of overstating the risks. Last night mr trump told a News Conference that 15 people in the us had been diagnosed with the virus and that all but one had made a good recovery. The court of appeal is delivering its ruling now on whether plans to expand Heathrow Airport are illegal, because they dont take Climate Change policies into account. The challenge has been brought by a number of Campaign Groups as well as by councils in london affected by the expansion and the mayor of london sadiq khan. People in flood hit parts of the midlands are being warned they could face a further ten days of what police are calling difficult conditions. Within the last hour, two more cases of coronavirus have been confirmed in the uk bringing the total number the chief medical officerfor england, chris whitty, said one person from derbyshire picked up the virus in tenerife. The other contracted it in northern italy. Theyve been transferred to specialist nhs infection centres at the Royal Liverpool hospital and the Royal Free Hospital in london. More than 80,000 people in more than a0 countries have now been infected with coronavirus. Italy now has 400 cases a 25 surge in a day. Amongst those whove died have been doctors and nurses. So how can the nhs look after medics who care for those who become ill with the virus . Lets talk to sarah gorton who is the head of health at the trade union, unison. Dr Lisa Ackerley specialises in hygiene and is an adviser to the Royal Society for Public Health. Thank you forjoining us. Sarah, first of all, 15 cases, but from today, random testing is being rolled out on anyone that shows flu symptoms, so it remains to be seen where the number of cases go, but in terms of those working to deal with those cases on the testing, what are your thoughts . Its really important not to panic but we know that sensible planning now could make a world of difference later on. The public will rely on Health Care Staff for advice and help, so we are working, as trade unions, with employers, to make sure staff have the guidance they need and they know what they need to tell people and what they need to tell people and what to do. I think its really important that if we are relying on health teams to look after us there is also somebody looking out for them. Are they especially vulnerable, because they are on the front line . We think there are three areas we need to cover in the advice we will issue today with employers. That is through the nhs Staff Council and those are firstly on communication, so that everyone from clea ners to co nsulta nts, communication, so that everyone from cleaners to consultants, to occupational therapist two paramedics knows exact what do in all of the circumstances i know what the plan is in their own place of work. Secondly about guidance given to the staff who are put into teams to the staff who are put into teams to test or treat people with the virus, and thirdly advice for staff who are in teams from which the staff are extracted, so the impact to make sure they can run their services and treat their patients safely as well with minimal impact to them. Lisa, obviously attention turning to how the general public can protect themselves, so theres an obvious list of things that can be done. First of all, lets start with hand washing because we are not a lwa ys with hand washing because we are not always brilliant at it but it is time to get good and to know exactly how you need to do it . Yes. I am passionate about hand washing because it can control so many infectious diseases, notjust because it can control so many infectious diseases, not just flu. The thing to do, really is to get some water on your hands and use soap and rub your hands and obviously everybody normally remembers the palms, but do that and then start to go between the fingers, over the thumbs and then over the top of the hands as well and around here. And then keep rubbing. It is the rubbing action and rinsing of the organisms into the sink, that is what is the helpful part of it, so the rubbing is very important. And then rinsing afterwards and drying your hands. And that should take about 20 seconds . Thats about the time it takes to sing happy birthday twice. So lets run through it quickly, all the other things people might want to think about using. Facemasks . dont think thats very helpful at all. Certainly it can actually cause problems and ive seen people wearing face masks on television articles and really all they are doing is fiddling with the masks, taking them off, not putting them on properly and that something of Health Professionals or when people have the symptoms, not as a preventative measure. 0ur hands are a route of transmission and what we really need to do is make sure we keep our hands away from our face, from our eyes, nose and mouth and make sure our hands are as clean as they possibly can be. Should we be using hand sanitiser regularly now . I think so. I do a nyway regularly now . I think so. I do anyway because im really interested and passionate about hand washing and passionate about hand washing and cleanliness of hands but get a high alcohol gel or sanitiser spray and use that, particularly if you cannot get to a basin or you think your hands might be dirty, so if you think you could have picked up viruses on surfaces on public transport or even if youve been to the loo, washed your hands on a plane or train the loo, washed your hands on a plane ortrain and the loo, washed your hands on a plane or train and come back to your seat, you might have touched other things on the way, so when you settle yourself down, thats the time to use the hand sanitiser. What about boosting our immune systems with things like that that might do just as good . I havent got any evidence so i cant comment. How long can the virus actually survive on surfaces . Flu is colds can last about 48 hours on the surface but there have been mentioned is of 72 hours for this virus, so what we have to assume is that if we are out and about, services might be contaminated from other people putting the virus onto the surface either directly by sneezing or coughing or by putting it onto their hands if they coughed into their hands. 0ne hands if they coughed into their hands. One of the things we are really keen to make sure is that all staff know what is happening in their own workplace so they can be reassured for them selves and members of the public . Are there enough stocks of everything for medical staff . We are not hearing otherwise. But obviously, as i said earlier, communication will be really important, so one of the m essa 9 es we really important, so one of the messages we are getting out to staff is that those who will be in the teams to test and treat need to be given the opportunity to feedback on availability of stocks and equipment for their safety and for the treatment of their patients. In the last few minutes, campaigners have won their appeal over controversial plans for a third runway at Heathrow Airport on environmental grounds. Appeal courtjudges ruled that the governments decision to expand heathrow was unlawful because Climate Change policies werent taken into account. First, lets speak to john sauven, whos the chief executive of greenpeace. Its one of the organisations behind this appeal and hes outside the court now, and andrew dakers, the chief executive of west london business, who is in favour of the expansion of heathrow. Welcome both of you. John, this is obviously exactly what you wanted, so what is your reaction . Well, of course, this is fantastically good news. Everybody has been fighting this for over a decade, its not just environmental organisations like greenpeace, it is the mayor of london, the west london boroughs, labour and tory and lib demo. There really has been viewed and broad opposition to this but this year is fantastic news also because we had the huge Climate Summit in glasgow in the autumn and it really allows borisjohnson in the autumn and it really allows Boris Johnson and this in the autumn and it really allows borisjohnson and this government to show leadership on the climate issue,in show leadership on the climate issue, in effect the judges telling them youve got to take into account them youve got to take into account the paris climate agreement, youve got to take into account the Climate Emergency that we face and i think the only thing now the government can do is cancel the third runway at heathrow. Boris johnson, as you say, is the person who will be making that decision and he famously said in 2015 he did not want it to happen, so lets hear what he said. I willjoin you, i will lie down with you in front of those bulldozers and stop the building, the construction of that third runway. Do you think you have an ally in numberten . Runway. Do you think you have an ally in number ten . Well, lets hope so. Remember David Cameron in the previous Prime Minister said no ifs, no buts, no third runway and Boris Johnson said he would lie down in front of the bulldozers. Politicians have pledged to stop the third runway, yet the juggernaut keeps going. I hope the decision by the judge today, stating that they have got to take into account the Climate Emergency we face, means that Boris Johnson now will put his action and commitment to lie down in front of the bulldozers into action. In terms of the last time there was a vote on the third runway, he fled to afghanistan but now he cannot flee anywhere. Hes in number ten and has to make the decision and we hope he will make the right decision and cancel a third runway. Andrew, you support the runway, so what is your reaction . Clearly this is disappointing news for heathrow. For the Business Community and for many we st the Business Community and for many west londoners who are employed directly by the airports or the wider supply chain. I suppose what we need to do is pause and reflect on the reality that stopping heathrow expansion wont stop emissions. It will simply push the problem elsewhere with people flying from other airports and other airports with weaker environmental targets than heathrow. Do you believe it could be all over, and what will your next steps be . I am optimistic that the Business Case for heathrow remains extremely strong. There is a rarity that our Prime Minister knows that if we do not invest into heathrow we will end up not invest into heathrow we will end up not with a leading hub airport but one in fourth place behind hub airports in france, germany and holland which is clearly not a good scenario, as we have just exited the European Union. I think what we would also lose out on his heathrows leadership position, internationally in driving change with regards to Climate Change and no one at heathrow or in the wider Business Community is denying the climate science. That is the reality. There is a need for urgent action. But heathrow is one of the first Carbon Neutral airports and is calling for much wider action in the aviation sector. John, how do you respond to the arguments . Better that it be heathrow than elsewhere. When you talk about Carbon Neutrality from ground emissions, we are not talking about electric vehicles running around heathrow. All of the emissions are coming from flying aircraft and the expansion of the third runway would lead to 700 more aircraft every day taking off and landing at heathrow. It is the emissions from the aircraft that cause Climate Change. That is what we have to curb but he made a good case against heathrow. He said it was either heathrow or Regional Airports. The thing is that Boris Johnson is more concerned about Regional Airports which is probably the reason why he will cancel the third runway. Im not in favour of airport expansion and i think we should have a frequent flyer levy and when you look at it, half the people in this country in any one year do not fly. The people taking lots of flights are a tiny percentage of the population and if we had a levy on those flights we could actually dampen demand and get rid of any need for airport expansion and i think that is the real solution as well as investing more in buses and trains and other regional connections which would work far better in terms of responding to the Climate Emergency we face. Andrew, do you shoot yourself in the foot with the argument of heathrow versus regional connectivity when the stated goal of the government is to support regional connectivity . The reality is heathrow is not competing with Regional Airports. Is heathrow is not competing with regionalairports. Heathrow, london, the uk economy, its competing with other Global Cities and hubs and thatis other Global Cities and hubs and that is where the Prime Minister has got to watch out and why ultimately i believe common sense will prevail. But we acknowledge there has to be more action and heathrow is driving the Global Regulation to ensure that we are offsetting the emissions and ensuring there is a transition to fundamentally Carbon Neutral flights. Heathrow is the first airport in the world to launch a £1 million prize to incentivise investment into hybrid and electric flights. Thank you very much, both of you. A huge, huge decision for mrjohnson and my best guess, and it is a guess is that he will give the no no to heathrow on the basis of the Court Decision, and i say that because when the Prime Ministers spokesman was asked yesterday about how he would react to the Court Decision, he gave no indication that the government would appeal against it and mrjohnson has always pointed to the Court Decision as a sort of key determiner, so my instinct is that he will accept the court ruling and on top of that, we know Boris Johnson has been a long time opponent of a third runway as he opposed it as mayor and said he would lie down in front of the bulldozers and was not there for the crucial vote in the house of commons, so i think there is a good chance he will reject it, added to which there is the brexit argument which there is the brexit argument which is picking up traction, that heathrow is another london project and will draw resources away from the rest of the country and in other words it runs against his whole mantra of levelling up and lastly, we have the Climate Change conference in glasgow and it wont look great going into that conference with a spanking new ru nway conference with a spanking new runway and more planes landing in london. It is not a given, but it is such a Massive Decision in the house of commons voted overwhelmingly for heathrow, but my gut instinct is that Boris Johnson heathrow, but my gut instinct is that borisjohnson will use this legal ruling to drive a stake through the heart of the third ru nway through the heart of the third runway project. How quickly do you expect him to make up his mind . think today, we will get some sort of decision from mrjohnson today and he will either appeal against the court ruling, or if he accepts it, thats the same as saying no, no, to the third runway. More than 4,200 people were sleeping outside on a single night in autumn last year. The government says it shows its rough sleeping strategy is working. But Homeless Charities say the number has still more than doubled since the count started in 2010 mainly as a result of cuts to council budgets. Victoria spent the night with the Outreach Team at the Charity St Mungos in the financial district of london. This is herfilm. You dont get given many chances on the street. You can shoplift, rob people, street robbery. Prostitution or begging. Its not about the rain all the cold nights. 0r or begging. Its not about the rain allthe cold nights. 0rany or begging. So this is moorgate, st mungos, one of the main road through the city of london and we have come across some bedding and cardboard and what does this tell us about the person who is sleeping here . Its right near the rain on the road and everything. Its quite shocking and its pretty appalling. You can see the rain is coming in and we know the woman who sleeps here and she feels quite safe because she feels people can see her. This is the capital city and the fifth richest economy in the world. I think everybody who walks past this should feel shocked and be shocked. My teams, when they come out, thats what i asked them to do, be shocked by this and do everything they can to help people away from having to sleep on the pavement. We are heading up towards Liverpool Street to go to some sites where we expect and anticipate there will be people sleeping rough, and sometimes people sleeping rough, and sometimes people will be inside keeping out of the rain but we will be in the vicinity of the actual station. Some of the team of st mungos across a lady they know. Just wanting to check how she is. Its a really cold night and has been pouring down and this lady hasnt got any socks on and has got flat slipper type shoes. How are you, i am victoria . When you are on the street, youve got to survive. Right, you get given for choices when you are on the street. You can either shoplift, rob people, street robbery, prostitution, or begging. Ive a lwa ys prostitution, or begging. Ive always done begging, me. But the one timei always done begging, me. But the one time i did go off with a guy, and ended up stabbed, that was because i was so hungry and it was freezing cold and he offered me somewhere warm. Thats the only reason, so you get given for choices. I have begged all of my life and have never stolen because i still have my morals. You mentioned alcohol and drugs earlier. What kind of things have you taken on the streets . I have taken spice. Heroin. That started off, and once you get given it, you get an addiction, a physical addiction. Crack, that is a mental addiction, same as cocaine. And same as weed. So you have done all of those. Yes, ive done all of them. But you are here. I am here and clean now. How did you get clean . I went on methadone. Red white that helped. I ended up staying indoors for the whole weekend. And that is an achievement for you. That is a big achievement, all indoors for the whole weekend, friday all the way through to this morning. So, what time is it now . It is ten past 11. Its freezing. Its been pouring down. Ive been out all day. What are you going to do now, jade . Youve got tiny little shoes on. was going to end up staying outdoors. Is that your plan for tonight . I dont know. Sorry. Might you go back home . Its hard to be indoors. It really is like you get co mforta ble indoors. It really is like you get comfortable with the air and sleeping on the street. You do get really comfortable with it because you have to when you get put in that situation. And when you are indoors you feel like cramming up and really, really claustrophobic. Thank you, jade. So, that was a real eye opener in that we would assume, brilliant, jade has got some accommodation, but shes finding it really hard to go back to the accommodation every night which probably most of us cant understand because it is warm, safe, why would you not go back . But having lived, and shes 27 and shes been homeless and she was 13, so she has been homeless more than she has had a home in her young life, and thats what shes used to . And so to go back to her own accommodation now, every night, is hard for her. But. That is. Seems to be the way she will help sort her life out and eventually be reunited with her daughter. Yep. So, petra has just so, petra hasjust told me thatjade slept for two years underneath the spread just outside Fenchurch Street station. Two years. Two years. Petra and ed have just station. Two years. They have just come down to have a look and check it out. But the reality is people are living down here, sleeping down here, two to three people every night. It is dry. It is dry, light, cold, smells a bit. Anyway, it might sound harsh, but i think it should be cleared up. It should be cleared, it should be cleaned and the people should be offered an alternative. Of course. Sometimes people look at that as cruelty. To take the stuff away . Yeah. But sometimes we are not left with any option. How can we trigger a change in behaviour if we have tried Everything Else . I have been doing this for 25 years and i am pretty ashamed to still be standing here talking about the same issues. The services are no longer there. Why . Lack of investment. Take away the money and the services that there is a rise. 0ne leads to the other. That is obvious to anyone looking at this. In any meaningful way. They will understand that. We have spaces and they are communal and she doesnt want to do that and i have sympathy with that. We do not have enough of the right type of accommodation that would suit her right now. It is deeply disappointing. None of this is ok. It is not ok for us to walk away. It is not ok for us to walk on by. It is not ok for us to walk on by. It is not ok that the young women like daisy has to sleep on the streets of london. And since we filmed that report last week daisy who you saw at the end of the film has been offered a single room in a hostel run by st mungos. She is due to move in next week and is staying with friends until then so is off the street. We did ask the government for a minister to appear on the programme to react to those figures today showing a 9 fall in the number of rough sleepers in england. No one was available but last night the government did announce another £236 million to fund move on accommodation for People Living on the streets. And said it would now start a review into the problem led by dame louise casey. In a statement this morning the housing secretary robertjenrick said. Back to our breaking news. The court of appeal has ruled expansion at heathrow is unlawful because the environmental grounds were not properly considered. The Climate Change policy not taken into account. We have just heard that the court has said the government will not appeal against the judgment although thejudges not appeal against the judgment although the judges said in future a third runway could go ahead as long as it fits with the uks climate commitments, so this is a really significant ruling out of the court of appeal this morning. We have been waiting to hear how number 10 would react. Boris johnson famously opposed to heathrow expansion and said in 2015 he would lie in front of bulldozers to stop it going ahead. He is now the person tasked with making the final decision on what to do with this appeal court ruling and we are hearing the government will not appeal against thatjudgment. Cabinet Office Minister michael gove is making a statement on what the uk wants its trading relationship with the eu to be lets listen in. We wa nt we want and we will always seek the best possible relationship with their friends best possible relationship with theirfriends and best possible relationship with their friends and allies in best possible relationship with theirfriends and allies in europe but we will always put the welfare of the british people first. That means ensuring the british people exercise their democratic control over our destiny for which they voted so decisively. But compact with the people is the most important deal of all and in that spirit i commend this statement to the house. We have taken the first step in leaving the European Union but brexit is far from done and the governments ambition for our new relationship is our most important trading partner is frankly underwhelming. They started with a commitment to securing the exact same benefits and scaled it back to frictionless trade to protect our vital supply chains, thenit to protect our vital supply chains, then it was canada plus plus plus, now it is canada so long as that doesnt get in the way of ending our alignment with the standards we have previously enjoyed. The minister talked about the governments mandating the general election, which was based on a Withdrawal Agreement and a political declaration which says that a Free Trade Agreement will be, and i quote, underpinned by provisions ensuring a level playing field, which they never apparently project. I spent monday evening with Manufacturing Companies from across the north of england. We just got the tail end of that statement by the cabinet Office Minister who said britain will not trade away its sovereignty in discussions with the eu about its trading relationship. My husband, both of us are quite late converters to eating organic and free range and grass fed and so on, but we enjoy it more because it tastes better and also if you havent had cheap factory farmed meat every single meal youll really enjoy it. It is a really nice treat. And then if you have saved money by being vegetarian, you have saved the money and had good quality meat as a treat. Does the veg have to be seasonal . It just treat.
