It was in December 2014 that pauline became ill and suffered multiple Organ Failure having caught the disease whilst helping Ebola Victims in sierrra leone. In our wide ranging interview she says that being subjected to a Public Health england investigation after a relaps, was massively stressful and she also reveals that she was so paranoid about ebola coming back, she carried a thermometer with her at all times. She explained how her health is now. Im very well, yeah. Im doing great. Really happy with how my health is and things. What kind of lasting physical effects has ebola had on you . Just mostly neurological things. As a result of the meningitis, certain parts of my body are a bit numb or a bit painful as a result of the nerve damage. Im still improving. Even in the past couple of months ive noticed small improvements with things. My health is not what it was before, but its pretty much as good as its going to get, and im really happy with that. What is the difference between now and before you had ebola, in terms of you . In a physical sense i think i was used to being so fit and doing a lot of fitness activities. It was a big part of my life and then the first time round, the first time i had ebola, it was ok. I managed to get back to sort of normal health and then obviously had a relapse with meningitis, which badly affected me. In fact two relapses, really. There was a relapse and then meningitis. Yes. The relapse was a result of me having ebola. The ebola caused meningitis and i had chronic meningitis for quite a few months after that. What about the sort of psychological side of things . Surprisingly, theyve been pretty good, actually. Yeah, there have been ups and downs. Its been a pretty tough couple of years. Im not particularly a sentimental kind of person. I dont sit and analyse things greatly which has probably helped me actually. Again, im very happy with that. And at one point, i think, you felt so ill, you actually wanted to die. Is that right . Yeah. Can you tell me a little bit about that . I dont remember too much about it. It was the first time when i was really, i was just really struggling. I think there was a lot going on medical wise. I just remember people being around me and having a lot of intervention at the time and it was too much. I was in pain and probably suffering at the time and after that i dont remember anything after that. What did ebola actually do to your body . So, its really multiple Organ Failure. The vomiting and diarrhoea you have is so profuse that the organs cant keep up with it and the organs start failing. So it affects many parts of the body in the acute stage. There are long term repercussions as well. Did you think you would survive . I thought, well when i was first told that i had it, i thought that my chances would be pretty good and certainly more so than had i got it when i was in sierra leone and been treated when i was out there. So i knew that having access to the nhs and being treated by the nhs, my chances would be much higher, and they were, because without a doubt, if i wasnt treated here, i would be dead now. And what was worse . The First Episode or the relapse . They both were pretty bad. The after effects of the meningitis, so the relapse that i had were by far the worst. I was just destroyed, my body was destroyed. I could do very little for myself. I was in a wheelchair initially when i got out of hospital and then i was on crutches and sticks and its been a long, long, slow process and im still in a stage of healing really. You saw people dying in large numbers of this disease as part of your charitable work. 11,000 people died in total, and now youre going back. Yeah. Why . Im going back next month with a small uk charity, street child. Theyre doing some great things in sierra leone and every year they have a sierra leone marathon and im going back there with them. I plan to run 10k. I definitely wouldnt be up for the marathon, but i plan to do 10k while im there, help with some fundraising and street childs identified 1200 children who are particularly vulnerable and they were orphaned as a result of ebola. So itll be great to go out there and see sierra leone itself in a different state and also know that i might be able to help as well if im helping with fundraising. I think psychologically its important as well that i go back. Thats where things kind of started for me and ive had a terrible couple of years since then. So itll be good to go back, just for things to come full circle for me and a little bit of closure, and end up with something good, something positive as well. Can you recall some of the situations you were in when you were there in 2014, trying to help families, to treat patients . Theres only one occasion in particular where it was a boy that witnessed the death of his mother. So in that situation, how old was this boy . Maybe ten, 11. And his mother is dying from ebola and youre trying to presumably keep her comfortable in her last hours. Yeah, because she was end of life, yeah. He was just distraught, as you would be. And hed lost other members of his family as well, so. I dont know what happened to him after. Is he someone that you might be able to try and seek out when you go back . Hell be a little bit older now. No . Itd break my heart, i think. Its ebola free and has been for some time now, sierra leone. There might who some who say, what are you doing . Most people have been supportive if they know im going back. Ive had a few people, like family and friends, who have said just be careful when you get back there. I really want to go. Im not going there with any trepidation or anything like that. Im quite keen to go back. What do you think the publics reaction will be to you going back . I think after everything thats happened, The General Public have been pretty supportive of me. Very supportive, actually. So i think they would, well, think the same, that its a good thing. Im going there for a good cause as well. Physically, how will you find running 10k do you think . Im not a runner, actually. Im not a big fan of running at all, so its going to be hard. But like i said, this time last year i couldnt even run and now i can, so it will be tough, but im up for the challenge. Do you fear it returning . Not any more, no. You did though . I did, yeah, especially after having a relapse, and its not so long ago that i was carrying a thermometer with me everywhere, i guess, the paranoia, if i get a fever again, thats it. And i no longer have that. I guess from this year onwards, im not thinking that way at all. Im pretty positive its not going to happen. Not only did you come close to dying twice, but you were then accused of putting the public at risk by hiding your High Temperature at the Public Health england unit before being allowed to fly to glasgow from heathrow, and accused of taking paracetamol deliberately to reduce your temperature. You were cleared after a two day hearing when the nursing and Midwifery Council panel ruled that you were in a diminished medical state and merely swept along by events and found there was absolutely no attempt to mislead anybody. Certainly not the phe doctors. How do you reflect on the fact that you were investigated . I dont hold anything against the nursing and Midwifery Council. They were just purely doing theirjob. It kind of came at a really bad time. It was very difficult for me with my physical health, so it was a massive stress on me when i was already going through a difficult time. Are you angry about it . I have been, but i did leave the Screening Area, although i did return. You know, i was very annoyed with myself at the time that i did leave it, but that was rectified pretty fast. And i guess, if anything, i just feel disappointed with Public Health england and how they looked after me when i was in heathrow, and i cant really say a great deal about it because i think things are still ongoing. You say youre disappointed, why do you think they took that action against you . Why do you think they investigated you . Because i left the Screening Area when i had a fever and didnt report it for a time. You said you felt guilty about having left that Screening Area and you started to question yourself. Do you still feel like that . No, i dont, because i was really unwell at the time under rather mitigating circumstances. Id been travelling for 24 hours, and finished on night shift, various things. But no, i dont feel guilty about that now. As i said, you were cleared after that two day hearing. There has been no public apology from Public Health england. Is that the end of the matter for you or not . Yeah, i hope so. I think going to sierra leone will help with closure on that as well, for everything. Is this trip to sierra leone the start of you travelling again because you have done a lot of that, a lot of volunteering in the past . Do you think this is the start of a new phase . Yes, i hope so, yes. Travelling was a big part of my life before and ive not really done a great deal since ive been unwell just because ive not been able to. Im not sure if i would go and volunteer and do aid work again. Im not sure about that though. I think after having ebola the first time i would have because i made a pretty fast recovery, but after the relapse, no. Its just affected my health so bad. How would you describe the last couple of years in your life . Difficult, but a challenge and im still smiling and i plan onjust carrying on and just smiling. I always take like a 20 minute walk to the stadium and i had two of my friends with me and we we re two of my friends with me and we were chatting along about the probable result of the game and what tactics and so on and when we just we re tactics and so on and when we just were close to the entrance gates like ten meters away we overheard somebody from the Dortmund Team, he was talking to someone and he said there had been a blast on the bus and then i grabbed my phone and i already had like 20 messages from friends and my Brother Warning me not to go to the stadium and then i said well, well just not to go to the stadium and then i said well, welljust leave the scene here and go to somewhere where its not crowded because yeah, in the wake of the of the paris attacks i thought maybe if there is another strike it will be here. Sojust leave the scene and when we left, we already saw a calm at moss ferks but like many people like one third of the fans was also leaving the scene and normally its just a one way direction. They all go towards the stadium and not coming from it and like half of the people were looking in their mobile Cellar Phones or they were talking on it. It was a ha rd they were talking on it. It was a hard situation and a strange feeling and we tried to yeah to avoid big crowds and move to the city centre. Will you go to the game this evening . Im not quite sure. I have a friend coming overfrom finland. He wants to see the game, but im not sure if they should play today. I think they should stop it and not play at all and its out of respect for the players. They have trauma. I dont know if, it will not be a game in normal circumstances and i think even if we drop out of the competition right now, i will still be proud of this tea m now, i will still be proud of this team and yeah, i dont know. From a security prospective and looking back on previous attacks it would be a surprise if isis were actually part of this attack purely there is a number of reasons. The method in which it was deployed, the remote, the remote ied being used and actually leaving a letter. It is very speculative on that claim and possibly could be a ploy by other groups to shift the blame on to isis and the migrant community. It might not be, you know, an isis organised explosion, but it could be an individual inspired by isis . M could well be. Thats meant that Import Prices of food and fuel are getting more expensive. Yesterday the office for National Statistics announced that inflation was 2. 3 . Today, average incomes are rising by 2. 2 . So they have fallen below that monthly inflation figure. That means that the Income Squeeze is back. Whats incredible victoria, since the financial crisis incomes have hardly risen since 2008. If you take average Weekly Earnings from 2008 and look at them today, people are still £26 a week on average worse off than they were in 2008. This Income Squeeze has returned for a period we had low inflation, although wages werent going up fast, we had very low inflation. Now the inflation is coming back. The Income Squeeze is starting. People are realising that food prices are going up, and clothing prices are going up, and clothing prices are going up. This is one of the problems for the uk economy for this year. Our economy is very much based on Consumer Confidence and consumers spending and continuing to spend if they find their Spending Power is reduced, they stop spending and that could mean Economic Growth could slow. But mr tillersons prospects of success do not look huge. Ahead of the meeting the kremlin repeated that the deaths were a consequence of Syrian Government forces bombing a Storage Facility where chemical weapons held by the rebels were being stored. I think it will be a difficult dialogue today. When we look back a few months to when donald trump and his team took over the white house, there was a hopeful mood in moscow, but now i think we are back to a very difficult relationship. The Foreign Ministry here has described it as one of the most complex times for relations since the end of the cold war. But there hadnt been a Chemical Attack then on killing 89 Syrian People. Really tough conversations. I wonder what can be achieved. Clearly Rex Tillerson came here with very Strong Language accusing moscow of either being complicit or incompetent as regard the attack. Sergei lavrov called it illegal. That the United States launched missiles into syria to the base where the attack was allegedly carried out from. Its hard to see where the two sides come together. Its early days relationship. Whether those sides can look for positive cooperation and move forward , positive cooperation and move forward, its difficult to see. Is President Putin only forced to care about what the us says because of those Missile Strikes . about what the us says because of those Missile Strikes . I think the President Putin domestically feels pretty stronger at the moment. I dont think that Missile Strike has changed much there. Its acted in a way, on the contrary, it has allowed President Putin once again to return to the position of showing russia has an external enemy, a country whose interests dont coincide with russias and to present russia as the victim in this. Russia will argue it has been unfairly accused of actions in syria. Russia will use this, to a domestic audience at least, to prop up its current position. I think putin is not too worried by whats happened. I think there is a sense of confusion about what us Foreign Policy is and where the us stands because there have been conflicting messages. At the rose garden, with King Abdullah in the Press Conference, donald trump said that we were getting more money tojordan because said that we were getting more money to jordan because they were the only country really taking care of the refugees. Both leaders reiterated that those refugees wanted to return to their country. An Associated Press representative asked donald trump if he had taken responsible defour the red line obama had put down. He said, yes, its my responsibility. He was very moved and upset by this because it was a Chemical Attack. Not for anything other than that. That was the strategic strike. I think we have to bea strategic strike. Documents uncovered by this Programme Show Cambridgeshire County Council failed to protect a 15 Year Old Girl from being sexually abused by her teacher. Social services had previously written to warn the council about the teacher who cannot be named but he was allowed to continue teaching. Noel phillips has this exclusive report, and just to warn you there are graphic descriptions of the abuse suffered by the victim in his report. Its every parents Worst Nightmare a shocking betrayal of trust. He was in a position of responsibility, authority and trust over children in his care. Jeremy forrest was more than a maths teacher, he was a sexual predator who abused a 15 year old student in his classroom. Tell us how it was you managed to keep those children silent . So too did nigel leat. He filmed himself sexually abusing young girls on school premises. Serious case reviews found that Teaching Staff ignored concerns about both men. Currently there is no law to say a school must report sexual abuse. But the victims commissioner wants the government to make it a criminal offence for teachers and social workers not to report suspicions of abuse. We send children to schools, we send children to social workers and everybody and you think the essence of their Core Training is the safeguarding of that child. If we dont ensure we protect them when something goes horrendously wrong, then we need to encourage more strategy and more mandatory reporting. The abuse happened, say, four or five times a week. It would be in the classroom store cupboard. Abigail, which is not her real name, was just 15 when she says she was groomed and raped by her teacher. A man who she claims used his profession as a cover to sexually exploit her in the 905. Her words are spoken by an actress. On several occasions he tied me to a radiator with a dog collar and told me not to move. And made me sit there naked. You believe a few teachers at the time in your school suspected what was going on but did nothing. Yeah, but he was as careful as he could have been. I was getting extra tuition after school. He would tell me afterwards to go and wait in the store cupboard. There i would wait until he knew most of the teachers had gone home and the corridors were quiet. Then he would come in and rape me. And this would happen in the classroom . For the first three years, it would happen in the classroom. And after say, four, five months, he started getting me to go to his house. To do that, he would get me to jump into the back of the car, sit behind the seats and be covered up by a blanket, so that when we got to his house, nobody would see me go in the house. He would drive into the garage and then i would have to get out. For legal reasons, we cannot name the teacher, but documents we have seen shows he was arrested in the early 80s after being accused of sexually abusing two vulnerable girls at a Secondary School in cambridgeshire, but was found not guilty. Shortly afterwards, in the early 90s, a number of chances were missed by Cambridgeshire County Council to monitor him before he went on to abuse abigail at a school in whittlesey. Its all very well that he was found not guilty in a criminal court, but it was deemed that there was sufficient evidence for him to be criminally charged with the most serious offences against children and hes ina position of responsibility as a teacher. He has then moved to the school where abigail is. If that had been in place, this would never have happened. Its a gross failing in this case. A social worker involved in the case was so concerned that she wrote a report to Cambridgeshire County Council. In it she says. Despite this, he was still given a full timejob. I mean, its either a conspiracy or a cock up. Colin shaw was a Labour County Council at the time. Councillor at the time. He says he believes there was a cover up by the council that allowed a teacher to carry out the abuse. I cannot see how somebody would have missed it. There certainly seems to have been a cover up, given the amount of evidence there was at the time. I think there seems to be, actually, appalling failures by the council, the police, the justice system. Now there are questions that remain unanswered. How much was known about exactly what was going on behind these gates at the Community College two decades ago . Cambridgeshire county council were made aware of the teachers history, but yet he was still offered a job here. When abigail reported the abuse to police in 1998, the teacher told detectives their relationship was sexual after she was 18 and that it ended because he was in love with another pupil at the school. I would like the government to consider mandatory reporting. We hear of so many things that happen to victims. If they dont feel they have proper redress. The victims commissioner, baroness newlove, says in order to prevent similar cases, the government should introduce mandatory reporting and make it a crime for anyone who suspects abuse, but does not report it. If you have some inclination that something is not quite right, you have been given some information that supports what you think, you have to report it. That is your duty. Its not right to say, i had suspicions, when actually those suspicions are happening to that individual. Would mandatory reporting prevent serious failings that we have seen in the last few years . I think by having mandatory reporting it gives confidence to victims that if they do go to people, go to organisations to say they have been abused, and the severity of the bees and the severity of the abuse is still not listen to, if we have mandatory reporting, they have some redress. At the moment there is no redress. They go to an individual who they hope believes them. And if they dont believe them, they walk away. Where else do they go . Baroness newlove says its time for britain to adopt a system to that of australia and the us, Where Reporting Sexual Crimes is mandatory. No one here from Cambridgeshire County Council would speak to me on camera, but in a statement they have apologised and agreed an out of Court Settlement of more than half a million pounds. They go on to say that the school itself and the whole vetting and checking process is very different from the systems in place 25 years ago. Abigail still bears the scars of her ordeal. The abuse she suffered has led to a life of self harming, depression and Mental Health problems. I will neverforgive him, no. He was an adult. He knew what he was doing was wrong. I wanted to have children, which i have not been able to do, because i dont have a sexual relationship with my husband. I find it too difficult. But im not able to have children and ifeel thats been robbed of me. A teacher has been banned from teaching for life. Campaigners say mandatory reporting would improve Child Protection and thats why the law needs to change. The home office has told us a consultation is now taking place on how to reform the Child Protection system when it comes to reporting and acting on child abuse. But for abigail, shejust hopes her story will encourage other victims to speak out. Schools are getting so desperate for cash they have money to help plug the gap in funding. Now there are now allegations that they are being kept in secret prisons described by some as concentration camps. Russian newspaper, novaya gazeta, and Human Rights Campaigners claim gay people are being tortured and beaten sometimes to death. Earlier i spoke to the journalist who broke the story, who told me what evidence shed found. We know about four secret prisons. Two of them in the capital of chechnya, grozny, one of them in argun, this is the first secret prison we got to know, where lgbt people were detained, tortured and killed. We announced an Emergency Line for those people, we got this information about three orfour weeks ago, and began to prove it. Its pretty hard in chechnya, especially with lgbt people, which are a closed network. The region is very hard on those people. They have to hide. You would expect that the chechen and russian governments would deny that this is happening, and that is what they have done. The chechen government denied this. Although they do not deny the fact that if they found this kind of people in chechnya, they should be killed. They dont deny this. They deny the secret camps and that they have detained more than 100 people and killed some of them. You cannot tell us exactly where you are now because you have had to leave moscow and go into hiding. Why . They reacted in a very terrifying manner, because on 3rd april, in the biggest mosque in grozny, 15,000 religious people got together and announced a jihad on us, notjust me only, but on the people, and they said they should be prosecuted. Elena milashina there, the journalist who first reported these allegations. Kheda saratova is a prominent member of chechnyas Human Rights Council which advises the government. After the initial reports emerged, she told a russian Radio Station they could not be true because gay people did not exist in chechnya. She told me via her sister asa that she had personally investigated the site of one of the alleged camps, but found nothing. We went there, so we talked to the People Living around. We tried to find out more about that place, but actually, we could not get any information, it is not confirmed. You have previously said that gay people did not exist in chechnya. That is not right, is it . She translates. I was shocked, the first time when i heard that. There are 300 gays in the republic, and three people were killed. They are moving out of chechnya, so i was shocked to hear about this situation and to hear about those numbers. What are yo as a Human Rights Adviser going to do about the reports of gay people being tortured and killed . She translates. In this case, i need to receive an application from the person that complains about that. Do you think it is likely, considering you have said in the past that homosexuality was evil and does not exist in chechnya . Why would a gay person who has been badly treated come to you for help . She translates. These people appeared before i said anything. According to our traditions, our societys opinion, we dont talk about these people. Are you promising to help any gay people that need help in chechnya . She translates. Ijust promise that i will help any person, any human being, that will approach me, so i will not ask about his or her orientation. I will do the utmost, i will help this person. So i knew that having access to the nhs and being treated by the nhs, my chances would be much higher, and they were, because without a doubt, if i wasnt treated here, i would be dead now. You saw people dying in large numbers of this disease as part of your charitable work. 11,000 people died in total, and now youre going back. Yeah. Why . Im going back next month with a small uk charity, street child. Theyre doing some great things out in sierra leone and every year they have a sierra leone marathon and im going back there with them. I plan to run 10k. So itll be good to go back, just for things to come full circle for me and a little bit of closure, and end up with something good, something positive as well. Do you fear it returning . Not any more, no. You did though . I did, yeah, especially after having a relapse, and its not so long ago that i was carrying a thermometer with me everywhere, i guess, the paranoia, if i get a fever again, thats it. And i no longer have that. How do you reflect on the fact that you were investigated . I dont hold anything against the nursing and Midwifery Council. They were just purely doing theirjob. It kind of came at a really bad time. It was very difficult for me with my physical health, so it was a massive stress on me when i was already going through a difficult time. And i guess, if anything, i just feel disappointed with Public Health england and how they looked after me when i was in heathrow, and i cant really say a great deal about it because i think things are still ongoing. Is this trip to sierra leone the start of you travelling again because you have done a lot of that, a lot of volunteering in the past . Do you think this is the start of a new phase . Im not sure if i would go and volunteer and do aid work again. Im not sure about that though. Difficult, but a challenge and im still smiling and i plan onjust carrying on and just smiling. And you can watch that interview again on our Programme Page it was a key policy of the last Government Special funding targeted to help poorer School Pupils by paying for things like extra tuition, breakfast and after school clubs, and one to one support. But head teachers say that money the pupil premium as its known is actually being used to plug gaps elsewhere in the budget and keep class sizes down. Thats according to a survey of more than 1000 heads and Classroom Teachers by the sutton trust, an education charity, which says this is yet more evidence that the squeeze on funding is having a detrimental effect on schools. Lets talk to david laws, the man who was responsible for delivering the pupil premium policy when he was schools minister in the last government, the conservative lib dem coalition. He now heads up the education policy institute. Next to him is the conservative mp and chairman of the education select committee, neil carmichael. And in our suffolk studio is geoff barton, head teacher of King Edward Vi school in bury st edmunds. Mr barton, let me begin with you. Tell us what kind of things the pupil premium helps your school do for less well off pupils. I think everybody working in education are welcome to the pupil premium because of the way it allowed us to do things for students whose parents might not be able to afford things. You mention some, like after school clubs. We increase the numbers of maths and english teachers, giving one to one tuition. Its teachers, giving one to one tuition. Its all try to close the gap. Its frustrating if some of those funds, which includes £200,000 at our school, are being lost from being targeted to those youngsters. According to the survey, two thirds of head teachers like yourself are using the money to plug gaps elsewhere. You havent yet but you might if things continue to be stretch next year . Its inevitable. I was speaking to a good friend of mine who is a headteacher in the north east and needs to make a saving of £170,000 this year. The only way to do that is not by not buying textbooks, is by reducing class sizes and teachers. Everybody will be disadvantaged. Its pragmatism over principles. Thats what we need to do to make sure every child benefits from having a teacher in the classroom. The 200,000 you get from the pupil premium money, how much do you reckon you will spend on other things apart from no next year . Reckon you will spend on other things apart from no next year7m the coming year we have plans to make some changes to the curriculum in the sixth form. We think the pupil premium money we will spend will pretty much stay the same. But the extra staffing we have put into english and maths will discontinue, meaning class sizes will go up, which can reduce costs. We desperate they want to keep hold of a number of staff who works with parents of those children. We have 200 youngsters on pupil premium, getting their parents to always come to pa rents their parents to always come to parents evening has been an issue. 10 came two years ago, this year it was 75 because of that liaison person at the school having the direct contact. We think these things are tangible that will help those youngsters achieve in a long term. We believe this year 50 of those youngsters will do well, whereas two years ago it was 21 . There is the direct impact. Neil carmichael, conservative mp and chairman of the education select committee. Is it acceptable for headteachers to use pupil premium money on other things . The get one thing straight, we are spending £42 billion on education, the highest its ever been and that demonstrates commitment from the government in terms of supporting schools. Commitment from the government in terms of supporting schoolsm commitment from the government in terms of supporting schools. Is it a cce pta ble terms of supporting schools. Is it acceptable to use the pupil premium money for things other than those pupils who need it . There are two questions here. Thats the one im asking, is it acceptable . Is not a cce pta ble asking, is it acceptable . Is not acceptable to use pupil premium in such a way that it will not advantage the children who are supposed to be helped. Thats what it is therefore. We have to think of it is therefore. We have to think of it in the context of National Funding and how it is being adjusted. I think the pupil premium should be included in the calculation of how much a school is getting through the new National Formula. But its not. You have heard the impact from mr barton and heard the impact from mr barton and he talked about his colleague in the north east of in red, who is having to make, despite what you say about the amount of money going in, well have to make £170,000 of cuts in his school this year. The reason why i talked about the National Formula for funding is because schools need to be treated fairly and in a more global sense. Thats why i think its important to discuss pupil premium in the context of wider funding within the schools. But the government isnt doing that. Funding within the schools. But the government isnt doing that. Thats the position at the moment. We have ended the consultation period. My select committee has made the point that pupil premium should be included in this discussion. We will see included in this discussion. We will see if the government will respond to that. We have made other suggestions, including bringing in a floor so schools dont fall beneath a certain level. I think that would bea a certain level. I think that would be a good way of giving some heads, perhaps the ones we have heard about, reassurance and their funding. The idea of pupil premium is to help young people who need that help. David laws kammy said in 2010 that it would be a mistake to think the purpose of pupil premium is to protect schools from cuts. The shard david laws, you said in 2010. David laws, you said in 2010. Most heads, as neal implied, are spending the pupil premium on disadvantaged youngsters. The aspiration of the last government was that it would be extra money that allowed schools to do extra things for those young people. I think the risk now is we are going into a period which is according to the education policy institutes figures that have been produced, is one of the toughest periods for School Funding in the last 20 or 30 years at most schools will have to make cuts to their real budgets. In that scenario there is a double risk. One is that schools might shift money from the disadvantage to other students. According to the sutton trust survey today, two thirds of head teachers are already doing that, plugging gaps elsewhere. The data from the sutton trust has also said other potentially contradictory things today. For example, it said only 5 of head teachers said this year the priority with the pupil premium money was to protect other budgets. I think what some of those heads are talking about is that they have used that money to protect existing disadvantaged frodon in. I think the evidence is most heads are using it for the purpose it was meant that dont use the money for the purposes it was meant, what should happen to them . They are already looked at very closely by the schools inspectorate, stead, to make sure the money is used to narrow the gap and ofsted hold those schools to account. Its right they do so. Its also write the government should look at the implications of its squeeze on School Funding over the next few years. And make sure that squeeze next few years. And make sure that squeeze taking place. Its not a squeeze squeeze taking place. Its not a squeeze according to them. Neil carmichael gave as those figures. The department for education say School Funding is at its highest level on record at almost £41 billion and that is set to rise as pupil numbers rise. I think both neiland pupil numbers rise. I think both neil and the government would not dispute that over the next few years and the years of the government forecast, there will be a cut in real funding per pupil in every school in england even with the new National Funding formula. Do you accept that . I think the question we need to ask is. You keep telling us what questions we are asking, do you accept what david laws said that there will be a real terms cut and funding cut per pupil. There will be a real terms cut and funding cut perpupil. We have 9 million in a clasie, and probably 10 million in a clasie, and probably 10 million by 20 20. We need to fund the arrival of that extra arrival. Of course we need to fund that. Do you accept what david laws says is that there is a real terms cut in funding per pupil. I dont accept that. We calculate that for about half the schools in england over the next three years there will be quite large real terms cuts between six and 11 per pupil. Large real terms cuts between six and 11 per pupil. Thats a lot of money and the risk i think. Per pupil . money and the risk i think. Perpupil . the risk then is some schools will re dive rt perpupil . the risk then is some schools will re divert this money from pupil premium. Jeff porter do is nodding his head in agreement with david laws. What could happen with david laws. What could happen with ofsted if the pupil premium money is used elsewhere . It was originally up to the school s management and headteacher to make the decision. We would publish decision and how have ofsted report on it. We are on a mission for their needs to be a new funding from, but that separate. There isnt enough funding in the system. We are 3 billion short in funding over the next three years and schools are having to do what they are having to go. Social justice ought having to do what they are having to go. Socialjustice ought to be a real pa rt go. Socialjustice ought to be a real part of it. I think thatll be brushed aside because of what we seemed in the classroom. What we have to do is make sure we provide that extra money. The government isnt doing that in terms of specific funds for new schools and so on. Specific funds for new schools and so on. That will not help geoff bartons school or his colleague in the north east, a school already up and running. I think we need to think very carefully about the impact of brexit and Everything Else will reconsider the education system. The impact of brexit, what do you mean . We will need more skills and not fewer skills as we deal with the difference in immigration. That will be something we have to respond to by making sure we have to respond to by making sure we provide those skills, particularly in the post 16 sector, which is the most urgent one. The challenge we are seeing is that when the pupil premium came in, the aspiration of all of us wasnt just that the money would be spent on disadvantaged pupils, but would ultimately allow schools to do something extra. More small Group Tuition and catch up classes. Even if the money over the next few years continues to be targeted at pupil premium pupils, disadvantaged youngsters, School Budgets as a whole are falling so it will be difficult for schools to do additional things other than just tried to make sure the money is going to disadvantaged pupils. If we are really to see greater social mobility in our country, greater opportunity for all citizens regardless of background, these cuts in funding have got to be looked at very carefully, otherwise they will undermine the original intention. Very carefully, otherwise they will undermine the original intention quick e mail, i work in schools as a careers adviser and see this money used to taxi in children who have a lazy parents. Its certainly not supposed to be used to support School Transport costs. The last government wanted School Leaders to be free to use this money in the way theyjudge best.
