Car sharing. So in other words, no mention of making it compulsory. In the final one here, this is insulation. Rishi sunak says we are stopping insulation upgrades. The Prime Minister has said that homeowners and landlords will no longer have to upgrade homes to an Energy Performance certificate grade c by Energy Performance certificate grade c by 2035. Energy performance certificate grade c by 2035. Flannels have welcomed their say that they wont have to pay for expensive upgrades, but bodies representing tenants a rep and his will have to pay much more in energy bills if they live in poorly insulative properties. What can we say having seen all of this . The Prime Minister says that he has blocked things that will help families up and down the country. A lot of things he has blocked has come from the Climate Change committee and just a quick reminder, its an independent body. It was set p its an independent body. It was set up 15 years ago to give advice to the government on Climate Policies to ensure the uk meet its legal commitments and that is the key word. Advice. It does not have the power to force through recommendations. That of course, is the role of the Prime Minister and his government. Nick spoke there about the Climate Change committee. Chris stark as its chief executive. He says the uk is moving at a worryingly slow paced net zero. In worryingly slow paced net zero. In june, we said the progress that we have seen in Cutting Emissions will not reach the 2030 target. We have been Cutting Emissions by i a year. That needs to quadruple over the next eight years. What has happened since then is that we have had failed auction for Offshore Wind and now, a step back from some of the key policies that the Prime Minister announced yesterday. That is going to make it harder to hit 2030 goal. The key thing is that those still remain, the Prime Minister committed to them. I would say that theyre Wishful Thinking here is that we do not have a Policy Package with legal targets that this country has set. Lets talk now to our climate editor justin rowlatt. I wonder if he can put these changes into context for us. Where the measures that have now been discarded really has made a difference for us and how quickly we would have reached our Climate Change goals here in the uk . I5 would have reached our Climate Change goals here in the uk . Is very difficult to say change goals here in the uk . Is very difficult to say until change goals here in the uk . Is very difficult to say until we change goals here in the uk . Is very difficult to say until we get change goals here in the uk . Is very difficult to say until we get some difficult to say until we get some clarification from the government. The most significant would be the delaying of the ban on pure petrol and diesel cars but there is also there is zero Emission Vehicle mandate which obliges Car Manufacturers to sell us as a proportion of electric vehicles. We understand there are no plans to change that. That would mean by 2030, 80 of cars sold in britain will be Pure Electric vehicles to the margin of difference would only be 20 under that scenario, so, in fact, there zero Emission Vehicle mandate, the original target was 80 so there is very little change there. The question the car industry is asking the government is if people arent obliged to sell the cars, how are they going to be certain they will sell the vehicles they make . So we are not sure but if they make . So we are not sure but if they stick to that mandate, then they stick to that mandate, then they would be a huge difference in terms of car sales. Yesterday, rishi sunak says they expect to be hundred percent electric powered Vehicle Sales by 2030. On boilers, there was a moving of the obligation of people who have our off the gas grade and have oil boilers. They get an extra four years, have oil boilers. They get an extra fouryears, up to have oil boilers. They get an extra four years, up to 2035, before they are not allowed to buy oil boilers. That addresses something that was always going to be difficult to meet, the need for alternative Energy Systems for those buyers. So there is a feeling that a Heat Pump Industry Incident at a scale where it could meet that demand, it was supposed to switch over in 2026. That is something that would potentially make a small marginal difference. A series of other commitments the Prime Minister made on meat and car sharing, on flying, that frankly had never been proposed formally anyway. So they dont make any difference. On balance, there is certainly an argument that it wont make a huge difference in terms of the trajectory of british cars. More importantly, the signal that it sends in terms of ambition that britain is expressed in terms of doing that. Britain is expressed in terms of doing that britain is expressed in terms of doinu that. , doing that. That is really where i was hoping doing that. That is really where i was hoping we doing that. That is really where i was hoping we could doing that. That is really where i was hoping we could go, doing that. That is really where i was hoping we could go, which l doing that. That is really where i | was hoping we could go, which is where when we think about the uk on the world stage, for the uk lose influence when it comes to future climate negotiations, future climate summit, simply because it has changed its policies . Summit, simply because it has changed its policies . Change its olicies changed its policies . Change its policies and changed its policies . Change its policies and has changed its policies . Many have said that they are very worried that there will be an impact on britains diplomatic heft, certainly in the climate space, if it rolls back on its commitments because it is at the moment, a world leader in terms of Cutting Emissions. It gives it a moral weight when it comes to persuading countries to change their behaviour. It looks as if we are easing down, other countries will just it looks as if we are easing down, other countries willjust look at other countries will just look at britain other countries Willjust Look At Britain and think they are doing the same. It does make it much harder to make that case an artisan it has been argued by a lot of people including former Conservative Ministers. Well, theres been plenty of reaction to this announcement. Lets bring you some of it. Labours Rachel Reeves has been speaking she says the Policy Change is bad for business. What i have heard over the last 2a hours is that what they need for make an investment to create jobs here in britain is certainty and stability and the government has pulled the rug from under their feet. I want britain to be the best place in the world to invest, to start and grow a business but when the government flip flops and changes its mind over time, its very for businesses to make those commitments to look at the us and other countries in the world, the prospects there are better than her at home. I am more ambitious for britain, iwant at home. I am more ambitious for britain, i want those jobs and at home. I am more ambitious for britain, i want thosejobs and i want that investment here in britain. Live now to navtej johal whos been asking people what they think of the change. Im in tamworth, a place which is currently very important politically because next month, there is a key by election taking place here following the resignation of the mp chris pincher. Last time round in the 2019 General Election, the conservatives run won the seat by a majority and currently, the bookies favourite to win a seat our labour. That is something that rishi sunak and the conservatives will be heading to change and that is why the announcement yesterday about the changes to the governments green policies, that will be the reaction to that will be keenly watched in terms of how it is being played out in front of voters like here in tamworth. It is seats like this that rishi sunak and the conservatives will need to win and hold on the next General Election, which boy expect will be next year, if they are to win that General Election. I spent the afternoon speaking to people at a cafe here in tamworth. People who voted conservative at the last election in 2019. Notjust about which way my vote at the by election next month, but also whether or not the announcement yesterday from rishi sunak has shifted their perspective in terms of which way they may vote. The broad message you for most people seem to be that they werent necessary in favour of the changes to the governments green policies. Thats key by election is taking place on october 19, just a month or so away. Thank you very much for taking us through that, hearing those voters the points from tamworth. Live now to Paula Surridge a professor of political sociology at the university of bristol. When it comes to different issues, for example the | different issues, for example the government or the opposition, when they want to communicate their policies, is it more difficult to speak to the public about things around net zero, that it might be selling to do with education . I think it varies according to the particular topic. Think it varies according to the particulartopic. I think it varies according to the particular topic. I think its much more difficult for all politicians are communicate about policy now thanit are communicate about policy now than it was ten or 20 years ago because the lecturer a much less trusting of politicians. They are also much less attached to political parties. All policy is more difficult to communicate. I dont think it specific to net zero. Moving forward, do you expect this conversation to change for parties to Pay Attention to what viewers Volley Voters are responding to, how does political communication usually work around this kind of policy . The arties all work around this kind of policy . Lis parties all the time work around this kind of policy . Lis parties all the time are doing focus groups and polling of voters that they are always trying to find an angle which will help them communicate with voters. What they seem to have done here is take notice of what happened at the uxbridge by election and try to make that a national issue. In a way that perhaps wont work quite how they attended because it doesnt necessarily play out the same in all areas and the broader net zero agenda is much more popular than any particular individual issues. Thank ou for particular individual issues. Thank you for taking particular individual issues. Thank you for taking us particular individual issues. Thank you for taking us through particular individual issues. Thank you for taking us through that. Lets look at the policy on sales of petrol and diesel cars. The ban on selling them in the uk has been put back from 2030 to 2035. Theres been mixed reaction from Car Manufacturers. As this graph shows, sales of new electric vehicles are already increasing rapidly up by 40 in the last year. Lets talk to our International Business correspondent theo leggett. Can you bring us up to speed . The Motor Industry in the uk has been trying to align itself with these plans for the past few years. And what does this change mean . What plans for the past few years. And what does this change mean . What it means is in practical what does this change mean . What it means is in practical terms, what does this change mean . What it means is in practicalterms, not what does this change mean . What it means is in practical terms, not a means is in practical terms, not a lot will have changed but the certainty over the directions of have changed. People in the industry might argue it will undermine confidence. People might hold off buying an electric car. There are two main policies here. One was the ban on the sale of brand new petrol and diesel cars from 2030. The government was going to allow some hybrid cars to be sold between 2030 and 2035, now lateral is going to be changed. Instead of the ban on pure petrol and diesel cars coming in on 2030, it will come in 2035. The government is introducing from january next year, what is called a zero Emission Vehicle mandate. That is quite a powerful policy because it will oblige car makers to make sure that a certain percentage of cars they sell our electrical zero Emission Vehicles and if they fail to meet those quotas which will go up to meet those quotas which will go up each year, they will be subjected to quite heavy fines and those quotas as a basis that of a 22 next year. Not a huge problem for most manufacturers, we are heading to those levels now. By 2030, they will reach 80 . From 2030, 80 of all cars sold will have to be electrical zero emission. That isnt changing. That means that between 2030 and 2035, 80 of all cars sold will still have to be electric but where we were going to have the only remaining petrol and diesel cars being hybrids, capable of travelling some distance on electric power, now it is going to be a mixture of hybrid and pure petrol and diesel cars. There will be a little change but it only affects a small portion of the market, about a fifth of the market. What the car industry is worried about, the governments messaging here is becoming mixed. On the one hand, rules obliging car makers to sell Electric Cars are in place but on the other hand, people in the street as saying a proposed ban being watered down. They might some people fear, become more likely less likely to buy a electric car. Some car makers are more positive about this. There is a potential for confusion now. Potential for confusion now. Thank ou ve potential for confusion now. Thank you very much potential for confusion now. Thank you very much for potential for confusion now. Thank you very much for taking potential for confusion now. Thank you very much for taking us potential for confusion now. Thank you very much for taking us through that. Another key element of the Policy Change the transition from gas boilers to heat pumps. Mr sunak announced he would be increasing the government subsidy towards installation from £5,000 and the poorest fifth of households wont have to replace their old gas boilers with a new system. Butjapanese company daikin, the largest heat pump manufacturer in europe, has condemned the move saying it showed the government had effectively abandoned its goal of having 600,000 heat pumps installed per year by 2028. Tomas larsson is the director of better planet a company from hertfordshire which designs, installs and maintains heat pumps. Whats well yesterdays announcement mean for your business . Is the increased subsidy enough to tempt people to get a heat pump when the deadline was pushed back . I people to get a heat pump when the deadline was pushed back . People to get a heat pump when the deadline was pushed back . I think we need to look deadline was pushed back . I think we need to look at deadline was pushed back . I think we need to look at this deadline was pushed back . I think we need to look at this inner need to look at this inner perspective. They are going up from 5000 to 7000 but we need to remember that last year, on the programme, you get up to around £20,000 for installations. In a country like germany, you get around 15,000 euros which, so it is positive the percentage has increased but it is not going to be enough to move the market and it is not going to be enough to set the industry on track for the 6000 installations per year. A lot of businesses and other industries are complaining that the government is not giving them enough clarity on what the plan is moving forward. Do you agree with that . Yes, there is a lack of clarity. There is too frequent change on the incentive programmes. There is also a big problem with planning and in orderfor heat pumps a big problem with planning and in order for heat pumps to take off, the Planning Roles need to be renewed. There was a lot of truth in there and the reality is, we do not have enough electricity coming through as a timeline of 2030. To actually fulfil these ambitions. This is reality hitting the road and i think it is very refreshing that we are having a discussion about this pathway. We will have two things happened this week. There is a Potentialjudicial Review in the air on a 3. 2 gigawatt Power Station by local campaigners. That is in the air and we could have delays, we had the Offshore Wind auction last year that fell apart with no interest. The reality is, electricity is only 20 of the Overall Energy use of the uk so these ambitions to electrify the whole system, heating your home is via heat pumps, is predicated by trying to fill that gap that 80 of other energy that is used, whether thatis other energy that is used, whether that is petrol or diesel in your tank, or oil or gas a new boiler at home, that has to be replicated with electricity and that is simply not happening. The other thing this will bring is a discussion about the cost. There is the variety of cost about what the decolonisation of the uk economy would cost. One of them by National Grade is £3 trillion. Obviously over a number of years, but that is the size of the current size of the uk economy. Lets focus on voters for size of the uk economy. Lets focus on voters for a size of the uk economy. Lets focus on voters for a moment. Size of the uk economy. Lets focus on voters for a moment. We size of the uk economy. Lets focus on voters for a moment. We heart | on voters for a moment. We heart heading towards a national election. You are a sitting mp. We know from polls that usually Younger Voters are the one who really prize policies, that push us towards our net zero goals. By taking, moving away from those targets, and the conservative party basically saying that they dont really care about what voters might think . That they dont really care about what voters might think . Well, 2050 is still there in what voters might think . Well, 2050 is still there in exactly what voters might think . Well, 2050 is still there in exactly the what voters might think . Well, 2050 is still there in exactly the same is still there in exactly the same way. Im sure we can get there but we make it then a different way. For young voters, i dont think it is a thing to fear. There are two things happening here. When asked a question, would you like to leave the planet in a better, greener condition and we found it, everybody would say yes. When that turns into a reality of buying things you dont really want and dont work very well, for example electric vehicles and heat pumps and its going to cost an awful lot of money, people start to give a slightly different answer. And that is a ground that we are in. Im sorry to say, some of these technologies, ive got a personal aversion to batteries and ev is because of Environmental Issues alone. Not least because china is heavily embedded in the supply chain and i dont much like the children in the Democratic Republic Of The Congo are being used to dig up. Lets talk to our Political Correspondent peter saull. We just heard from one conservative mp. But how united really are the tories on this change in policy . There are plenty of tory mps that think like craig mckinley, a lot of them very happy with this change in direction. They believe it is something they can sell quite easy to voters, particularly those voters in the midlands and the north of england who voted tory for the very first time in a General Election in 2019. Those voters also voted for a manifesto which committed the uk to banning the sale of new petrol and diesel cars by 2030 say they have gone back on that particular pledge. There are other conservatives who think this is an utterly disastrous thing for the government to do then, abandoning its leadership on the world page. Rishi sunak, what we have seen over the past 24 hours or so, is really coming off the leash. The first 12 months of his premiership, it has all been steady as she goes, steering the ships through troubled waters, dealing with the aftershocks of the war in ukraine and the covid pandemic. Now we are seeing more from rishi sunak s vision, what he would like to see britain become. There is the risk there and he is willing to take that risk even if it annoys some of his mps, it annoys businesses and it annoys the Climate Change committee. Does this really trace back to the uxbridge by election that the tories won, really on the base of the unpopularity of the lens policy. If thats really when they started thinking this is a wedge issue that they could swing some votes on . I dont think its all down to the uxbridge by election but i think it has been quite big on rishi sunak s thinking. The ulez is notjust about Climate Change, is actually about air pollution. People thought they didnt like top down from the government, even if voters agree with the general need to tackle Climate Change, not so much if it harms their ability to go about their daily business. So you would imagine, we are going to hear more from this kind of stuff from rishi sunak in the coming months.
