Hello, and welcome to our look ahead to what the papers will be bringing us tomorrow. With me are kate andrews, the economics editor at the spectator. And the writer and broacaster, dawn foster. Lets take a look at tomorrows front pages. More than half of all adults are now paid by the state reads the telegraph, as chancellor, rishi sunak, warns that the cost of the governments furlough scheme is unsustainable after 6. 3 Million People sign up. The times leads on government plans to urge uk citizens to download a tracing app which will initially be piloted on the isle of wight this week. The app is part of plans to ease lockdown restrictions. Its a gap year reads the front page of the sun. The paper says its learnt that social distancing measures could last as long as 12 months. And the guardian leads on warnings from trade unions that workers could refuse to turn up to work unless the government can guarantee their safety, amid what the paper describes as anger over guidance designed to ease the lockdown. On the front page of the daily mail, news of an urgent review into whether obesity, ethnicity and gender raise the risk of death from coronavirus, following orders from the Health Secretary for Health Officials to trawl through records of thousands of people whove died from the virus. The mirror reports on the potential for hotspot lockdowns as part of the governments plans to ease the lockdown. The paper says parts of britain could face further restrictions if there are signs coronavirus cases are increasingly locally. And the metro leads on todays closure of nhs nightingale in east london the flagship hospital has been mothballed following a fall in infections in the capital. So, lets begin. Welcome to both of you once again and thank you for joining us. Lets talk about the ft front page. Boris johnson, joining us. Lets talk about the ft front page. Borisjohnson, the government being pitted against business and the unions, not pitted against, but pitting businesses against, but pitting businesses against the unions. In this article the ft talks about trade unions and Business Leaders are apparently at loggerheads over borisjohnsons back to work strategy. What is happening here . There are certainly tensions brewing between the government, the trade unions and business as they plan for some employees to return back to work. Earlier today, buzzfeed got a hold of several leaked documents which showed the governments plans to get people back into offices. It included a lot of social distancing measures, staggering when people alive, how they leave the building and setting up workstations so people are not as close to each other. But the concern is once people start to lose their homes and go back to the office, the virus could spread more rapidly again. Already, the government are trying to shield themselves from being the culprit from that. The government wa nts culprit from that. The government wants business to take on some of the burden, but the fear is when somebody does go back to work and tragically is infected with the virus and passes away, a lot of fingers will be pointed at whose fault it is. This is difficult because it is a very contagious disease and we know how easily it can spread. And sadly when people leave their homes there is the risk they could become reinfected and thatis they could become reinfected and that is why we are talking about testing and tracing. There are ways the government think that can be more contained but they will be a risk element until we have something as serious as a vaccine. That could be months away and it could be years away. How do you balance workers going back to the office . It is very difficult and nobody wants to be left with the blame. Dawn, the guardian talking about keir starmer and he is backing workers concerns. But then Business Leaders are saying, we have got to start thinking about Small Businesses and how they will cope. If you give them more admin and more workplace risk assessments, that bureaucracy for these companies will be very difficult in an already difficult time. It is a tough one isnt it . In some ways it is but essentially the government have to put in place, the government have to put in place, the government have to make sure people are safe to return to work so people who have asthma, people who are pregnant or with Underlying Health conditions are not risking their lives. For Small Businesses it will bea lives. For Small Businesses it will be a bigger burden than it is for big businesses. The government have to factor that in and help Small Businesses. But what they should not do is relax restrictions for everybody, putting lives at risk purely for the sake of a couple of Profit Margins. That is exactly what the unions are arguing. The unions are there to protect their workers and they are saying they dont want their workers to go back to work if there is a risk they can die. People are very, very upset about that and are very, very upset about that and are very, very upset about that and are very nervous. If the government dont help businesses to make workplaces safer for their workers, there is the risk people will go on strike, rightly, because they are afraid for their lives. If you have afraid for their lives. If you have a very small shop, for example, with a very small shop, for example, with a small amount of space, how do you make that space safe for the people who work in it . You have to make sure the government are giving that Small Business enough support financially. Big businesses like mcdonalds, who are able to buy Safety Equipment in bulk and make sure it doesnt hit the bottom line, dont have to worry as much and cant afford to take this in. Smaller businesses have to be kept afloat and if you are a Small Business and your Profit Margins are hit, the government should be able to absorb that. But if you are a Small Business and the government dont help you and your workers die on top of that, because if your only concern is Profit Margins, a worker dying also hits that as well. So both Small Businesses and workers have a lot to gain from the government properly making sure theseissues government properly making sure these issues are ironed out. Your response, kate . The leaked documents we found today said they would not be sending workers back right away. Those are more vulnerable groups will be sheltered and encouraged to work from home. I would also say, i dont think people are worried about a few Profit Margins here and there. Were looking at Small Businesses in particular, so many of which could be out of business in a matter of weeks if the economy doesnt get started again. We are already spending an unprecedented amount money tackling this virus. I think it is the right thing to do because it is the right thing to do because it is the right thing to do because it is an unprecedented situation but it is an unprecedented situation but it is an unprecedented situation but it is not going to be useful for the government to fund an prop of every small and medium sized business in this country for the indefinite future and social distances measures might be needed before we have vaccines for the virus. There are deaths and tragedies that are not directly because of covid, but because of the lockdown. We are a lwa ys because of the lockdown. We are always weighing up, not the economy versus lives, but lives versus lies. People need to feel safe on the go back to work but finding the balance is going to be tough and it is going to be processed. Unions and businesses will have to Work Together and not point the finger to get us there. One of the ways the government is hoping to help is in the i online publication. Talking about the at the government has announced, talking about track and trace . Yes, it is being trialled on the isle of wight for Health Care Workers first, but up to 80,000 households should be able to download this app by the end of the week. If it is successful, it could be distributed across the uk. Essentially, your phone through bluetooth will connect with other phones when you come into close proximity with someone and if you test positive for covid i9 you would alert the authorities and people you have been around will get notification. Likewise, you will get a notification if the app thinks you have been with somebody with covid i9. The idea is you dont have to shut down society, just contain where the virus is breaking out and you can get people to test and self isolate. But it is the trial phase and there have been queries as to why the uk has gone for such a centralised approach leaving questions over privacy. There has been tax and breaches with sensitive nhs data and there will be concerns about that. The government is trying to put people at ease but has decided it wants to test this model of testing and tracing because it is key to exiting the lockdown. The interesting thing is, the south koreans did this awhile didnt they . Yes, absolutely. It has been a slow response from the government in many respects. South korea, as soon as there were a few cases went into making sure they tested as much as possible and they started Contact Tracing. There were some interesting findings from south korea. They were able to find the vast majority of cases came from a handful of people at one church in south korea. If this isle of wight model works well, it means if i go to my church in clapham and somebody tests positive, thenl clapham and somebody tests positive, then i know i have been in close proximity. What will be interesting to see with the isle of wight, especially because they have an higher than average elder population, is how the government managed to contact and trace people who are older and dont have smartphones. How you manage to get in touch with those who are most vulnerable, people who are more likely to contract the disease or people who are poorer, dont have smartphones, are homeless and may be migrants who dont have access to any phone which can download this app. It will be interesting to see how we make sure this is properly rolled out amongst the entire population and hopefully it can contain the virus and stop new cases in the isle of wight. It can be further trialled throughout the community in the mainland and in Northern Ireland. In the telegraph, the front page says more than half of all adults are now paid by the state. This is the furlough scheme, obviously. Apparently 6. 3 million have signed up to it. You know, there have been warnings from the chancellor that this is, you know, unsustainable in the long term, kate . The statistics on the front page of the telegraph tomorrow are staggering. 27 Million People now, so half of the Adult Population in the uk are thought to be receiving funds from the government. That includes the 6. 3 million e mentioned and people who have applied for universal credit, those who have lost theirjobs because of universal credit, those who have lost their jobs because of the universal credit, those who have lost theirjobs because of the covid crisis. The chancellor has said this is not sustainable. The treasury thought 10 of business would take up thought 10 of business would take up the furlough scheme and according to the British Chamber of commerce, it is about 70 already. They have but some, if not all of their staff on the furlough scheme. The chancellor has said on several occasions, the more people take up the scheme, the more are getting access to the funds they need to people dont lose theirjobs and they can hibernate their employees until they can be safe to return to work. But it seems that success may have a breaking point. The uk is borrowing an unprecedented amount of money in the next three months, more thanit money in the next three months, more than it was expected to borrow all year. We are now going back to the Great Depression in terms of the impact on the economy. You know, these are very difficult financial and Economic Times and for every statistic, there is a life affected by thejob statistic, there is a life affected by the job loss and the furlough scheme, the cut in salary and the rest of it. It goes back to what we we re rest of it. It goes back to what we were saying about the importance of getting more people back into work. What the government has been successful in their slogan of staying home, protect the nhs and save lives, understandably we cannot ask people just to work out their front door without some fear because they have been told it is important to stay inside. Balancing that between the treasury, number ten officials and getting the economy kick started, it is going to prove difficult and i think it will be a long process. Is it difficult, dawn, our people scared right now . |j long process. Is it difficult, dawn, our people scared right now . I think a huge numberof our people scared right now . I think a huge number of people are scared and they are rightly scared. 0ne a huge number of people are scared and they are rightly scared. One of the big issue is the telegraph frontpage is gearing up towards, after the covid crisis dissipates, once people are able to go back to work and resume any kind of normal life, then we will be looking at a conservative party who will almost certainly turn around and say we have rode the wave of austerity. Rishi sunak said if you keep people injobs, it is cheaper in the long run than having people lose those jobs, putting them on benefits and trying to get them back into work and also hurting business. Essentially, it feels as though the government are preparing the wider public for the idea that after this happens, we will see a second wave of austerity, it will be 2010 all overagain and we of austerity, it will be 2010 all over again and we will see cuts again as the treasury seek to try and claw back a lot of this money. Again as the treasury seek to try and claw back a lot of this moneylj and claw back a lot of this money. am not totally convinced by that. I wouldnt rule out austerity as being one of the options, but Boris Johnson made it clear when he was running last year to be leader of the party, that he actually had reservations of austerity in 2010. It is easy to say that to the spectator Politics Team when you are going to be leader. But given the fa ct going to be leader. But given the fact this is a one off spending spree as opposed to the structural deficit that existed back in the crash when we were spending so far outside of the uks means, means this government will look at the way to tackle this debt over a period of time. It wont be spending this much every month for the future. Hopefully they can slow and steady tackle it rather than the austerity and during the crash. Lets look at the front page of the sun newspaper. It isa the front page of the sun newspaper. It is a gap year, it is a gap year . It is a gap year, it is a gap year . It is a gap year, it is a gap year . It is not talking about a year off, it is talking about social distancing may be in place for up to a year, according to the sun newspaper. The government has told Industry Groups to keep workplace safe such as staggered start times and protective screens and decks will be needed into next year. Social distancing but not quite how it will look . This will be the case for a long time. Even after the government say it is ok, i think a lot of people will be very nervous about shaking hands, hugging people they dont know particularly well and will still be very nervous when they are out and about and walking past rangers. I think the government are right to be saying this is a very long journey. Strangers. Governments around the world are pointing out this is a long journey and not a short term problem. We cannot expect this to go away in a few weeks and also the behavioural changes that have become part of this will be deeply embedded in our psyche, considering how hard they worked at the beginning, how hard it was to remember not to shake hands or hug them when you say goodbye. It will be hard to get away from that. It will help with the fact the whole world is in this for the long haul and it will almost be a year. Do you miss things like hugs, handshakes and things like that, do you think they have gone for ever . and things like that, do you think they have gone for ever . I dont think they have gone for ever, it is not sustainable but i hope they will not sustainable but i hope they will not be gone for too long. It has been interesting in many ways, under horrible circumstances, a wonderful social experiment and watching what people are willing to do for the health and safety of strangers. Young people like myself have been self isolating and making the concerted effort not to go out and see people, not to her, not to touch and have Human Interaction, because you dont want to be spreading an infection that might not hurt you statistically as it would hurt others, whether you know them or not. This headline is interesting, because when you think of a gap year you think about young people often excited to go out and see the world before they go to university. excited to go out and see the world before they go to university. I did wrong, i remember those days. Now talking about a gap year that seems a lot less likely that they will be travelling to the other side of the world, they will be having a lot of interesting Life Experiences with Human Interaction at all. It is quite big when you think about it from that perspective and how long this will be necessary will certainly have a toll on a lot of Mental Health issues and the state of all of our well being and that has to be taken into account as well. Absolutely. That is true, very true. Dont come times, sport returns to give fans some relief. We are getting a few sporting events coming back. It quotes the closed door meeting in horse rating in paris planned for next monday, British Racing is pushing strongly and golf is pushing strongly to make and golf is pushing strongly to make a comeback. Should they come back, are they good for us sitting in our armchairs at home to be able to watch . As a liverpool fan, i armchairs at home to be able to watch . As a liverpoolfan, i am desperate for that, especially after nearly 30 years of waiting. Everybody i know who is into sport is absolutely desperate for some of it to return. A lot of us have been watching old videos, old olympic videos and we miss it a lot. But also, we do understand that we are in very, very precarious situation andl in very, very precarious situation and i cannot think of anything worse than knowing that one of our favourite footballers has desperately ill because we rushed too quickly to come back. If you could choose one sport to come back for one day only, what would it be, what event would you want to watch . I would like to see liverpool win the league but i would worry about how many people would have to make that happen and whether they were safe. If they were safe, i would be happy for that to happen. What about you, what would be the one sporting event you would like to watch . would like to watch Newcastle United ideally when a match. would like to watch Newcastle United ideally when a match. I am sensing tension between you girls . No, newcastle is not in the running so i am excited for liverpool. But the horse racing in france is able to come back this way because there is a quirk in the system because it is classified as an agriculture event. People shouldnt get their hopes up too quickly other the premier league are in talks about what could happen behind closed doors. The longer you have people inside, you need to do it in have people inside, you need to do itina have people inside, you need to do it in a safe way, so it is safe this book can come back without the mass audience. But you have to wonder if it feels the same without the crowds. Football wouldnt feel the same. I would like to watch the tennis, i would love to have wimbledon, just for one day, wimbledon, just for one day, wimbledon final. Serena williams with her winning, that would be my ideal sporting event. It is not going to happen. Not yet, but hopefully soon. Dawn and kate, as a lwa ys hopefully soon. Dawn and kate, as always it is a pleasure to have you both doing the paper review. Hope to see you again soon. It has been a pleasure having your company as well. That is it for the paper, thank you for watching and goodbye. Iam olly i am olly foster at the bbc sport centre. The fa chairman greg clark says the whole ecosystem of football faces change and cannot see fans allowed at matches for the foreseeable future. He also warned of the budget cuts that would be required. He said to them that he finds it hard to foresee crowds returning to matches any time soon. And we knew that if football was able to resume this season that would be behind closed doors without any fans. But, the premier league are also preparing themselves for the possibility of playing the entirety of next season without any crowds, although clearly they are hoping it doesnt come to that. Now, greg clark also told the council that they have made a £75 million cut to the annual budget and he said that was the sensible option. He also forecast a worst Case Scenario and for £300 million deficit over the next four years. The former Manchester City defender Julian Lescott says he can understand why some players might be worried about finishing the season. It involves your family and it is a different ball game. To say to players, you are going to play the games, risk contracting the virus and then take it home to your family members, your wife and children, thatis members, your wife and children, that is when it gets a worrying verdict to apply. I dont think the decision is as easy to take once you know you could be infecting loved ones. Wolves are the latest premier league clu b to wolves are the latest premier league club to call their players back for training. The squad and management will be tested for covid i9 later this before individual training programmes abiding social distancing guidelines start next monday. There will be no nfl in london this year. That is all for now from the bbc sport centre. Hello. Temperatures are set to climb over the next few days. By the end of the week, some spots in the south could be into the middle 20 celsius.
