this is bbc world news. the headlines: the us has overtaken china and italy to become the country that has recorded the highest number of coronavirus cases. more than 82,000 people have been confirmed positive. amid a surge in coronavirus infections in italy, leaders of the 620 countries have promised to do whatever it takes to minimise the damage to livelihoods. they say $5 trillion is being injected into the global economy. south africans have been stocking—up ahead of a three—week nationwide lockdown. south africa has recorded over 900 infections, the highest in africa.
hello and welcome to our look ahead to what the papers will be bringing us tomorrow. with me are sian griffiths, education editor at the sunday times, and sebastian payne, the whitehall correspondent for the ft. tomorrow's front pages: the financial times leads on the £3 billion a month rescue deal for the self—employed unveiled today by the chancellor, rishi sunak. the daily mirror goes with, "your country loves you," as millions around the country clapped nhs staff in tribute to their tireless work. the express front page describes the country as "checkpoint britain", after roadblocks and drones have been used stop people leaving their homes. the i has more details on the chancellor's aid package for the self—employed. the daily mail says the housing
market has been effectively frozen because of the coronavirus crisis. the telegraph claims that delays in implementing help to the self—employed will cause unemployment to soar. the times criticises the poice for using drones to spy on ramblers and people walking their dogs in beauty spots. and the guardian says nurses will be sent to london from other parts of the country to help the capital cope with the large numbers of coronavirus cases expected in the next few days. so in the next few days. shall we begin? thank you, i: sian so shall we begin? thank you, both sian and sebastian. let's start with the daily mirror, which we previewed a little bit earlier. it simply says your country a little bit earlier. it simply says your cou ntry loves a little bit earlier. it simply says your country loves you. millions klapfer our carers, a moving tribute to amazing nhs staff. i imagine this isa to amazing nhs staff. i imagine this is a national moment. we will need it. yes, it is a very heartwarming story —— clap for. a really dark
time in our nation's history. and what it reflects is this moment at 8pm this evening when people from all over the uk came out, and they clapped and they banked saucepans and honked horns, and they were basically showing their appreciation for nhs staff, who are so bravely on the front line in the fight against the front line in the fight against the coronavirus infection. and in many cases, in some cases, really risking their health to treat patients, sometimes we have heard the complaints they don't have enough personal protective equipment, and so tonight it was just lovely that everybody came out of their lockdown situations and shared that momentjust to say thank you. i think it included from the royal family, prince charles clapped and prince george without their clapping, and dressed in nhs blue. soi clapping, and dressed in nhs blue. so i lovely moment. italy has had
sing—a—thons, spain and italy have been clapping. looking at the daily telegraph, that picture of the three royal children looks like it was taken before their bedtime, they have to go to bed before eight p.m.. did you catch the sing—a—thon?|j did,| did you catch the sing—a—thon?|j did, iwas did you catch the sing—a—thon?|j did, i was going for a wander this evening, having been in my flat all day and wanting to get a bit of exercise, i hadn't realised the time and suddenly this noise erupted around me. and as sian was saying, people tooting their horns, coming to their doorsteps in their windows, and it was really the most amazing sight for me to see. if you look on social media this evening, there are some incredible videos of towns and cities across the whole country where everybody had got involved in this moment. and i think it does show that the way the country is dealing with this lockdown but also with a health crisis. it is this sense of national unity, the way we do all seem to be in this together, and people have this huge
appreciation for the nhs. because the health service, the doctors, the nurses who are caring for people, are already working on very, very tough conditions. and we know that as we approach the peak of this crisis in about three weeks or so, it's going to get an awful lot worse for them. so it is very heartening to see that everybody is on board about this, and we just have to hope the nhs can get the resources it needs to get through this crisis. sebastian, you bring us onto our next newspaper, the guardian. 0n the front page, i hope you can see it, it says nurses sent to london as capital faces tsunami of virus patients. that is a lot more downbeat headline, a little bit more a warning headline than we have had. what is your impression of that, sian? i think it is the reality of what is coming. ijust feel at the moment it is a bit like the lull before the storm. i think next month is supposed to be a surgeon cases, which is already starting to come through to hit the hospitals. this
story in the guardian is a very good story in the guardian is a very good story saying that nurses are being redeployed from all over the uk, coming into the capital, which is the place where most cases are happening at the moment. we have already heard reports that some hospitals in the capital are in very dire straits. last week we had northwick park declared a critical incident, they didn't have enough doctors to intubate patients. we are hearing a lack of ventilators. this story in the guardian is suggesting that two people could be put on a ventilator instead of one, because there is this terrible national shortage of insulators. and this really is a story that spells out in numbers the difficulties facing the nhs, andi numbers the difficulties facing the nhs, and i think the really rather scary scenes that we are going to be seeing in some of our hospitals in the coming weeks. sian, i amjust going to stick with you for a second because we are going to move on to oui’ because we are going to move on to our next newspaper, which is the daily express. it says checkpoint
britain, people facing the coronavirus lockdown —— people flouting the coronavirus lockdown face arrest. the police need to be enforcing the lockdown? obviously they have been given these emergency powers to enforce the lockdown. they can levy fines of £60 on people who are breaking these restrictions, and the restrictions are... i am sure everybody knows them by now. you can go out of your house once for daily exercise, you can go out to shop for essentials, you can go out for medical needs and you can go to work if it is absolutely essential that you go to work and you are a key worker. and where people breached these, of course, what they are doing when they breached them as potentially endangering the lives of other people, as well as their own lives, and transmitting the infection. and so the police have these powers. what i am hoping is that the police won't have to use them, they won't have to find people, they won't have to arrest people, they won't have to arrest people, or at least not in large
numbers, and that this could be done by consensus —— fine. so i think the stories today, and there are pictures in the papers of the police stopping cars, they are apparently using drones as well, putting notes on car windscreens, and what they are saying in derbyshire, for instance, they have been telling people you don't need to drive to a beauty spot to exercise. you can just go near your house. it doesn't need a sort of mass excursion. let's be sensible about this. and that's fine, that's good, but you know, where it tips over into people saying it is a free country, i have the right to do what i want and the police getting heavy, i think that could be very, very difficult. i am sure they also don't want to have those kinds of situations. sebastian, i was struck in the last few days by the change of mood where i have been in parts of london, where beforehand they might have been taking into bit casually. now there was a self policing going on, in supermarket queues, people standing two metres apart, inside people were behaving, in parks
people were behaving, in parks people were behaving, in parks people were either individually or in groups of two. is that essentially something we are going to need, we will need it to be enforced? well, at this stage it doesn't seem we need to, because my experiences and the stories i have heard from across the whole country suggests that people are taking it seriously. and since the prime minister's address to the country on monday, they are following the new guidelines for staying at home, social distancing. obviously the nonessential shops have closed, which means there are very few places to go to if they are leaving the house. but we should remember we are in the very early days of this lockdown. we have barely had the lockdown. we have barely had first week of it. there was a poll out which showed 93% of britain's support the prime minister's approach to a lockdown but as we get into the second and third week, and who knows if this thing will get extended again? i think a lot of people in government think it may

this develops. but the police have got to be careful at this stage not to hand out to many fines. but they may have no other choice in a couple of weeks' time, and that's where there is a real danger that the whole concept of policing by consent will be thrown into. we know those drones won't be coming up to you because you said you went out for one piece of exercise in the day so they do not need to be deployed where you are. briefly, sian, do you think sebastian is right? will we all get tired of this before we need to or we all obey the rules? briefly. i think people will get tired of this, and i think it is very hard. i am talking a lot to pa rents very hard. i am talking a lot to parents who are homeschooling their kids because the schools have closed, and it is only day three or day four of homeschooling, and some pa rents a re day four of homeschooling, and some parents are really tearing their hair out already, and they have a real appreciation for their children's teachers that maybe they didn't have before. we've got the internet, which is actually proving a real boon. people have been saying

and get the economy through the coronavirus crisis. self—employed people have been very concerned there has been not much for them in there has been not much for them in the first two packages, the chancellor trying to address that today with this bailout, which essentially means that byjune, the government will pay 80% of the wages, up to £2500 a month, for those who are self—employed. it is a very complicated scheme. the treasury have been working day and night to bring this thing together, but it does have two caveats that people are criticising, and i am not really sure there is a way around it, because self—employed by its very nature is much more flexible and hard to get your head around. first of all, if you are earning more than £50,000 a year, then you are not covered by this scheme, and the treasury have said that the majority of those people are earning on average £200,000, so they are not too concerned about those, they are assuming they have decent savings. and the second thing is that the payment for that three months of
lost income is not going to come until... that is not going to come until... that is not going to come untiljune. exactly. so i think really, if you are self—employed, until that point, you are going to have to rely on these loans from the government, which are interest—free, or universal credit. sebastian, i just want to jump or universal credit. sebastian, i just want tojump in, or universal credit. sebastian, i just want to jump in, because we have got time for one more paper, which is the times, sian, you might have guessed. and very briefly, virus prompts number ten to suspend housing markets, other papers saying don't move home. this is a story that the housing market effectively has been suspended by the government tonight because ministers have said two people, "delay moving house", and this is for two reasons. one is if you're moving house, doing the social distancing all meant to be doing is very difficult, so ministers have said estate agents can't come into houses to value them, surveyors can't come into do them, surveyors can't come into do the valuations, effectively you will

you. i've been trying to help others today in a similar situation to you whereby their employer decided to not to apply for the furloughed scheme where they can apply for workers on their payroll to receive 80% of their pay for the first three months partly because companies will have to fund the upfront cost of some of that themselves and then claim it back from the tax office at a later date, so there are lots of people who are falling through the cracks of both of these schemes u nfortu nately cracks of both of these schemes unfortunately and will be reliant on the benefits system, and that wait for the money to come through, which is not a very satisfactory answer for a money expert to use sitting at home. there's a couple of other things i've mentioned. things that would help in a small way, not perhaps in a great enough way, but lots of the high street banks in the last two days have said they won't go ahead now with racking up the rates on overd rafts. go ahead now with racking up the rates on overdrafts. again, it's only small amounts of money, several banks have said they will let people
have a free overdraft of £300, which is better than nothing, because until recently they would have charged you 40% interest per annum on that money. also lots of credit ca rd on that money. also lots of credit card companies are writing to their customers and saying for the next three months they won't charge them orfine them if three months they won't charge them or fine them if they're unable to pay that month are sparse credit ca rd pay that month are sparse credit card bill, so there's various measures coming in but nothing in a big way by replacing 80% of your salary i'm afraid. a question from abdul, it's got a few figures so i will read this steadily. if the profit for the year is £10,000, is the monthly calculation going to be based on £10,000 or £10,000 per 12 months. that's what abdul asks, paul. is going to be taken on an average over the last three years if they have three years' data, if they don't they will take it over the la st don't they will take it over the last year or last two years. they'll
work out what you've got on average per month and then divide three years' money by 36, two years money by 24 and so on, and they will work out 80% of that number and that will be yourgrant, it out 80% of that number and that will be your grant, it will cover three months and multiply that by three for march, april and may if you like, and the payment injune. the arithmetic is quite simple, but, of course, it may not be very much for a lot of people and there's a group that may miss out, those are people who are self—employed but work through their own company and hmrc we re very through their own company and hmrc were very clear to me tonight in an e—mail that they are not covered by this scheme. they are going to be another group of self—employed people who won't be covered. in answer to abdul, it's the average monthly profit that you have and then you will get three months puss puss worth of that in june it then you will get three months puss puss worth of that injune it is taxable. ——'.
puss worth of that injune it is taxable. --'. this has been submitted by mambo, claire, what about those who are self—employed and haven't been able to show a profit and those who don't claim benefits? as we've been hearing, this is the problem for you because it's all based on your trade in profit stop even if you haven't made a profit for all three of the years that the tax authorities can look back over and you're absolutely right, by the way, in saying you don't contact hmrc about this, they've got our data, they will very much be contacting us. it will be based on the average of your trading profit for the last three years. i spoke to a lady earlier on today who is an entrepreneur, she set up a travel business unfortunately which, of course, has just fallen apart in the last few weeks, and she'd been doing what lots of people who launch a business, which is there not paying themselves a salary, they're not making a profit for the first couple of years of operation because they hope their building up something that will be of value for
the future and she won't be entitled to any health under this scheme either because she hasn't made a trading profit —— help. it's not ideal but unfortunately that's the reality of the scheme that's been invented. as a freelance television floor manager said, will, entre term contract that paid by paye, is there any help me? i don't fall under the category of employed or self—employed. this is one of the big problems many parts of the workforce, and i'm familiar with it for my work at the bbc, there's people who look on themselves as self—employed but they are paid through paye. in theory you should be covered by the scheme announced a few days ago. but if you're between contracts and don't have somebody paying you now, then you're going to fall outside the scheme and i don't see that you will be covered by the self—employed scheme. i should add
the detailed rules of both schemes have not been published. we are promised at the detailed rules of the furloughed scheme later tonight, i've still not got them, and i'd imagine the self—employed scheme will come out a bit later, but we need those detailed rules to answer some of these questions but i fear that gentleman is going to fall outside both of them. this is from her them, heather, where the chancellor has stated the self—employed will be paid 80% of their average earnings over the past three years, what happens to those in permanent employee three for three years and then two years ago switched to freelance in the last year, as has heather's son. what they've said today in the announcement is if you've got three yea rs announcement is if you've got three years worth of tax receipts, then they will look at all three and work out an average, but if you only have one, then they will take it from one, then they will take it from one, but it can't be for the current
tax year that we're still in, 2019/20, you've got to have a tax return for the one before, 2018/19. if your son has done a tax return for that year, heather, and if the majority of his earnings, so more than 50%, where from self—employment, because a lot of self—employed people have also got a payejob and self—employed people have also got a paye job and they mix and match, they might have a side hustle or more than one means of earning a living, you have to get the majority of your income via self—employment to claim via the scheme and the crucial tax return is the one from the 18/19 tax year. if he's put in one of those as his main —— and it's his main source of employment then it should be ok even if he has one year of accounts. olivia asks a really interesting question, would just like to know exactly how the tax authorities will be contacting the self—employed to make sure that we are not scanned stop people, how
