Let me begin by asking you, how on earth do you go about carrying out an independent review to the Global Response to this unprecedented pandemic . This is a tough gig, because the pandemic is ongoing and is not the case of having the luxury of reviewing something that is done and dusted. This is going to be with us for quite some time, so first step will be to meet with the other co chair virtually, and i anticipate that for the foreseeable future, we will have to work virtually, get a secretariats together, get a Work Programme together and direct ourselves to how we develop the inquiry based on the World Health Assembly resolution of may. People watching this may be scratching their heads slightly, thinking, how can you hold an inquiry when the pandemic, as you just said, is ongoing . The effects are being felt by many people across the world as we speak. The World Health Assembly, when it met in may virtually, did anticipate that the inquiry would get going. They called for an impartial and independent one, they did not want to wait until the end of, and frankly, if we did, it would be too long. If this is going to go on, andi be too long. If this is going to go on, and i have told perhaps at least two and half years before a vaccine is widely available, and may not even be fully efficacious, as the term goes, at the moment would be lost, so i think the time is now to start looking. And whether the who have the mechanisms it needed, the powers it needed, how countries worked with and responded to it, and we also are asked to look more broadly at the future of Global Health security because this was the sixth time in 17 years that a Public Health emergency of International Concern had been declared, of a zoo disease. It is the key issue that the who really doesnt have any enforcement powers, it has the power of persuasion, of calling on countries goodwill to do the things they want to do. There is talk around in a range of circles as to whether you need a Pandemic Convention negotiated, which would give more powers to the who. Then, of course, the counterfactual would be, would countries sign the convention . Would they snub their nose at it . Do you fall back inevitably on cooperation anyway, which can be in scant supply .
